The Committee on Rules of the Council of the City of Philadelphia held a Public Hearing on Thursday, October 1, 2020, at 2:30 PM, in a remote manner using Microsoft® Teams to hear testimony on the following items:
200349 An Ordinance amending Title 14 of The Philadelphia Code, entitled “Zoning and Planning,” to amend certain provisions of Chapter 14 500, entitled “Overlay Zoning Districts,” by creating the “/AME, American Street Overlay District,” all under certain terms and conditions.

bill

The
american
street
zoning
overlay,
as
previously
discussed
in
this
commit
committee,
has
become
the
most
ambitious,
affordable
housing
legislation
on
the
books.
It
is
all
about
keeping
the
car
to
diverse,
inclusive,
mixed
use
and
mixed
income.

The
bill
maintains
a
prohibition
on
residential
housing
on
american
street.
It
will
not
by
right,
allow
housing
on
america
american
street
if,
and
only
if,
residential
housing
is
permitted
by
our
zoning
board.
That
has
a
96
approval
rate,
as
we've
seen
happen
so
many
times.
This
bill
will
then
require
no
less
than
20
of
that
housing
be
income
restricted
and
that
the
ground
floor
remain
commercial
industrial.

The
amendment
I'm
introducing
today
was
based
on
many
neighbors
feedback
this
summer
additionally
requires
that
developers
meet
with
the
community
to
discuss
and
submit
to
the
city
and
the
rcos
a
marketing
and
occupancy
plan
and
a
diversity
plan.
As
we
all
know,
as
an
eop,
this
requirement
applies
not
only
to
permanent
applicants
seeking
a
variance.
It
applies
to
permit
applicants
that
would
otherwise
be
considered
by
right.

am
proud
that
the
my
neighbors,
because
this
is
the
community
in
which
I
have
raised
my
family
together
all
summer,
worked
on
how
we
can
shape
the
future
of
american
street.
I
want
to
especially
thank
nora
square
community
alliance
association
of
puerto
ricans,
north
square
community
action
network,
south
kensington,
community
partners
and
west
kensington
ministries
for
their
commitment.
This
summer
we
talked
about
the
threat
of
displacement
and
the
need
for
a
comprehensive,
neighborhood
plan.
What
you
see
here
today
is
an
ants
and
an
anz
and
an
ants
where
we
will
do
corrective
zoning.

talk
about
small
business
resources,
affordable
housing
resources,
parking
for
long-term
residents,
protection
against
construction
damage
and
environmental
issues,
highlighted
by
some
of
the
folks
who
testified
previously
streetscaping
issues
on
adjacent,
smaller
blocks,
public
and
open
spaces,
which
we've
committed
to
invest
in
in
the
entire
area.
So,
while
I'm
proud
that
this
is
the
most
ambitious,
affordable
housing
legislation
on
the
books,
this
is
the
only
beginning
of
a
conversation
that
you
know
all
of
all
of
my
colleagues
that
I've
been
advocating
for
every
neighborhood
in
the
city.

amendment
maintains
that
multi-family
housing
is
prohibited
on
properties
that
are
zoned,
icmx,
industrial,
commercial,
mixed
use
and
subjects
any
permitted
housing
to
the
requirement
that
ground
floor
areas
along
american
street
must
contain
uses
that
are
not
residential
or
parking
for
the
first
30
feet
in
depth
and
have
ceiling
heights
of
14
feet.
This
bill
would
also
require
that
a
minimum
of
20
percent
of
the
on-site
residential
units
be
affordable.

hearing
regarding
bill
number
