reauthorizes
the
center
city
district
for
an
additional
five
years.
The
legislation
includes
ccd's
plan
for
services
and
continued
ability
to
Levy
assessment
fees
on
District
Property
Owners.
These
fees
fund
a
variety
of
services
that
make
Center
City
thrive
in
1990,
Center,
City,
Property,
Owners
and
business
people
came
together
to
create
a
plan
and
form
a
bid
to
carry
out
much
needed
improvements
and
supplemental
services.
I
Cc
ccg
soon
became
a
nationwide
model
for
downtown
revitalization
and
it
has
been
reauthorized
with
little
to
no
opposition
three
times
since
its
Inception
CCD
has
used
assessment
funds
to
provide
cleaning
maintenance
and
crime
prevention
services
that
make
Center
City
a
welcoming
place.
It
has
funded
Capital,
Improvements
and
ongoing
landscaping
services
to
keep
the
area
attractive
to
do
business
in
it
also
helps
to
bring
thousands
to
the
area
for
Center
City
sips
among
many
other
marketing
and
promotional
activities.

Civil
unrest
during
the
summer
of
2020
and
the
covid-19
pandemic
felt
blows
to
downtowns
Across,
the
Nation
ccd's
rapid
response
to
overlapping
crises.
Stabilized
the
district
and
its
adaptation
to
shifting
economic
and
Workforce
Trends
is
rebounding.
The
Region's
largest
employment
hub
CCD
has
also
responded
deathly
to
the
real
and
perceived
increases
in
crime
and
homelessness
by
deploying
additional
community
service
Representatives,
enhancing
its
bike
Patrol
program
and
increasing
its
homeless
Outreach
from
two
teams
of
ambassadors
of
Hope
to
three
teams.

provide
testimony
in
favor
of
Bill
220846
reapproving,
the
district
for
a
period
2023
through
2027.
This
will
actually
be
the
eighth
renewal
that
you
have
approved
for
us,
since
we
were
first
formed
in
1990
as
Phil
indicated,
we're
a
full-service
business
improvement,
district,
providing
cleaning
security,
marketing
services
and
park
management.

We've
carried
out
more
than
161
million
in
Capital
Improvements
here
in
the
downtown
as
well
serving
sixteen
hundred
and
seventy
six
properties
on
220
blocks
in
the
downtown.
We're
currently
very
happy
to
be
programmingham
in
Dilworth
park,
with
the
made
in
Philadelphia
holiday
markets,
the
Winter
Garden
and
an
ice
rink
and
I
should
say
within
the
holiday
markets
we
have
40
local
Philadelphia
vendors,
35
percent
of
whom
are
minority-owned
firms.
65
percent
are
women-owned
firms
overall
to
provide
our
services.

On-Street
staff
are
paid
union
scale
wages,
they
come
from
every
neighborhood
in
the
city
and
through
our
supplemental
graffiti
removal
program,
where
hiring
both
formerly
homeless
individuals
and
returning
citizens
I
think
we're
extraordinarily
proud
of
the
work
not
only
of
our
on-street
crews,
but
of
what
we
call
our
ambassadors
of
Hope,
which
is
a
partnership
project
with
project
home
and
the
Philadelphia
police
and
with
Crisis
Intervention
trained
police
officers.
Teams
from
Project
home
and
our
staff
have
helped
so
far
this
year
get
174
people
to
agree
to
come
off
the
street
connect
with
Services.

We
transport
them
there.
So,
based
on
the
formal
process
we've
been
through,
we
know
we
have
very
strong
support
from
Center
City
businesses
and
Property
Owners
very
quickly.
On
the
process
we
went
through,
we
mailed
our
plan
and
budget
to
all
benefited
properties,
5
000,
commercial,
tenants,
more
than
seven
thousand
residents,
large
and
small
businesses,
and
that
proposed
plan
was
then
advertised
in
a
public
hearing
with
notices
in
The
Inquirer
The
Daily
News,
the
Tribune
aldea.
The
public
hearing
that
we
held
under
the
act
on
July
25th
had
14
people
come
and
testify
in
favor.

No
one
testified
against
and
then
the
formal
voting
process
that
we
need
to
go
through
under
the
authorities
act
requires
people
to
notify
their
objection.
At
the
end
of
our
45-day
comment
period,
both
the
clerk
of
city
council
and
the
CCD
received
only
two
objections
out
of
more
than
sixteen
hundred
and
seventy
properties.
Those
two
properties
represent
one-tenth
of
one
percent
of
the
total
number
of
properties
and
100
1
100th
percent
of
the
assessed
value
of
the
district.

given
that
those
percentages
are
substantially
below
the
33
percent
mandated
threshold,
we
are
formally
requesting
that
you
approve

deployment

Pre-Pandemic.
We
had
an
88
to
89
occupancy
rate
in
retail
in
Center
City
in
June
of
2020,
following
both
the
shutdown
civil
unrest
that
dropped
to
just
about
55
percent.

At
this
point,
while
older
businesses,
some
national
bankruptcies,
have
gone
we're,
seeing
lots
of
new
startups
lots
of
folks
who
used
to
only
exist
online,
so-called
digitally
native
people,
now
opening
stores,
so
we're
upbeat
and
I
think,
as
you
suggested,
that's
really
being
supplied
by
the
huge
volumes
of
people
who
come
into
Center
City.
The
largest
volume
of
people
who
come
eat
each
day
are
Shoppers
tourists
conventioneers
from
across
the
region
in
the
city.
Those
levels
are
about.

73
percent
of
where
we
were
before
the
pandemic,
the
residents
and
we
count
70
000
residents
in
Center
City
between
Vine
and
pine,
that
is
at
126
percent
of
2019
levels.
That
means
there
are
more
people
living
downtown,
whatever
so-called
flight
from
the
city.
That
may
have
happened
in
2020.
That's
long
behind
us
and
we
have
many
poor
people
living
here.
So
we
have
a
significant
growth
in
the
residential
population
on
the
worker
side
that
represents
pre-pandemic
about
170
000
people
we're
at
about
55
percent
recovery.

Police
Department
the
opportunity
to
provide
his
comments
for
Bill
220-923,
the
rising
catalytic
converter
theft
in
Philadelphia
and
the
brazenness
of
the
thieves
is
very
troubling.
The
proactive
efforts
of
this
Council
and
this
rules,
committee
and
other
members
of
city
council
are
timely
and
truly
appreciated.

We
all
know
that
catalytic
converters
are
being
stoned
for
the
precious
metals
inside
and
the
action
deaths
committee
are
truly
appreciated.
First,
this
bill
amends
Title
IX,
requiring
the
same
identification
standards
for
dealers
and
Salvage
Auto
Parts
with
that
of
precious
metals
as
well
as
Pawn
dealers.
This
is
consistent
and
we
believe
proper.
This
bill,
we
believe,
will
in
fact
impact
the
illegal
trade
of
catalytic
converters
and
the
parts
they're
in
as
such.
The
Philadelphia
Police
Department
fully
supports
the
bill.

For
that
reason,
and
we
would
do
so
the
same
if
this
committee
considered
that
in
the
future
next
with
respect
to
the
provisions
regarding
title
10
and
the
criminal
sanctions
for
theft
of
and
received
a
stone,
cataclytic
converters,
the
police
department
obviously
supports
the
intent
behind
us,
but
we
have
reservations
regarding
the
ability
to
enforce.
Obviously,
these
specific
Provisions
will
be
covered
in
the
general
state
laws
regarding
thefts
and
receiving
stolen
property,
so
there
could
potentially
be
prevention
issues,
but
also
the
term
of
imprisonment.

set
forth
in
the
ordinance
or
the
bill
May
violate
the
code
or
become
problematic
as
to
the
authority
of
the
city
code
to
enforce
or
actually
to
implement
five-year
terms
of
imprisonment.
Nonetheless,
I'm
happy
to
talk
to
anybody
and
work
with
city
council
to
see
how
we
can
do
to
adjust
or
amend
accordingly.

a
significant
piece
of
not
only
our
City's
history
but
our
Nations.

it
opened
100
years
ago,
it
became
a
place
for
black
golfers
and
women.
At
a
time
few
other
public
courses
allowed
them.
It
was
a
home
of
legendary
golfer,
Charlie
sifford
known
by
many
as
a
Jackie
Robinson
of
golf,
and
it's
one
of
only
five
courses,
Nationwide
inducted
into
the
black
Golf
Hall
of
Fame,
but
golf
is
only
one
part
of
this
impactful
project.

In
addition
to
restoring
the
public
golf
course
to
its
former
glory,
The
Cobbs
Creek
foundation
will
restore
the
creek
bed,
create
wetlands
and
put
an
end
to
the
flooding
and
erosion
that
have
plagued
this
property
for
years.
The
project
will
move
years
of
disease
diseased
overgrowth
and
put
an
end
to
Illegal
trash
dumping.
Millions
of
project
dollars
have
been
earmarked
for
environmental
improvements
to
the
area,
ensuring
that
the
foot
that
philadelphians
in
all
Southeastern
Pennsylvania
will
enjoy
it
for
Generations.

Finally,
thus
this
project
will
stimulate
our
local
economy
by
creating
a
new
part-time
and
full-time
jobs
accompanying
the
construction
and
operation
of
the
project
looking
long
term
restoring.

golf
course
will
allow

community

host
major
golf

in

outside

introduced

council
member
Jones,
Parks

Recreation
has
been
working
for
several
years
with
the
Cobbs
Creek
Foundation,
which
has
been
leading
the
project
to
restore
the
Cobbs,
Creek
Golf
course,
one
of
our
country's
most
storied
public
golf
courses.

The
goal
of
this
project
is
to
Breathe
new
life
into
a
105
year
old,
municipal
golf
course.
After
years
of
deferred
maintenance,
erosion
and
flooding
of
Cobbs
Creek
that
washed
away
sections
of
the
greens
and
Fairways,
making
it
essentially
unplayable
when
it
opened
in
1916,
The
Cobbs
Creek,
Golf
Course
was
one
of
the
finest
public
golf
courses
in
America
and
one
of
the
only
ones
that
welcomed
African-American
and
female
players
decades
before
other
courses
or
the
PGA
allowed
non-moits
to
play.

In
addition
to
honoring
that
Legacy,
this
project
will
provide
new
recreational
and
educational
opportunities
to
local
Youth
and
celebrate
Cobbs
Creek's,
long-standing
role
in
the
history
of
accessibility
and
inclusion
for
Philadelphia
athletes.
The
self-stated
purpose
of
Bill
number
220918
is
to
encourage
and
accommodate
the
Redevelopment
of
a
First-Class
public
golf
course.

The
same
reason,
the
city
is
supporting
this
project
alongside
a
description
of
the
location
restricting
its
Provisions
to
Parkland.
There
are
three
substantive
provisions
of
the
bill
as
it
would
read
if
amended,
exempting
that
number
one
exempting
the
site
from
steep
slope
protections
prohibiting
site
clearing
and
Earth
moving
activities,
number
two
adjusting
the
fencing
Provisions
to
allow
for
protective
netting
at
the
driving
range
in
other
areas
of
the
golf
course
and
three
limiting
building
hype.

The
Cobbs,
Creek
Foundation
is
working
to
rebuild
over
three
miles
of
Creek
bed
and
third
and
create
37
Acres
of
wetlands
to
ease
flooding
their
project.
They're
projected
20
million
dollar
Creek
restoration
plan
was
approved
by
the
Pennsylvania
Department
of
Environmental
Protection
and
is
a
waiting
final
approval
from
the
Army
Corps
of
Engineers.
This
deep
slope
exemption
will
allow
these
necessary
elements
of
the
golf
course
restoration
project
to
move
forward.
Ultimately,
we
anticipate
that
15
000,
new
trees
plants
and
shrubs
will
be
planted

across
these
grounds.
Additionally.

The
foundation
has
pledged
250
thousand
dollars
to
our
tree
Philly
program
for
use
in
planting
Street
trees
and
nearby
neighborhoods
that
need
them.
The
art
commission
has
approved
designs
for
a
driving
range
and
youth
education
center,
both
of
which
adhere
to
the
proposed
fencing
and
building
restrictions
of
the
bill.
The
perimeter
fencing
will
be
kept
to
15
feet,
while
higher
netting
will
provide
protection
at
certain
golf
holes
and
the
driving
range.
The
building
design
would
not
exceed
the
building
height
limit
in
the
evented
ordinance.

Through
this
project,
a
new
generation
of
philadelphians
can
come
to
know
the
resilience,
athleticism
and
resolve
of
golfers
like
Charlie
sifford
and
Howard
wheeler,
a
generation
of
black
golfing
professionals
who
thrived
in

sport
despite
racism
and
segregation.

that
Vision,

public
golf
course

Cobbs
Creek
was
one
of
the
first
public
golf
courses
open
for
play
to
both
men
and
women
and
all
ethnicities
from
a
black
golfing
perspective.
No
other
course
in
the
United
States
has
more
important
history
than
cops
Creek.

In
many
ways
it
was
the
home
to
Black
Golf
and
is
in
the
national
black
Golf
Hall
of
Fame
through
the
20s
30s
40s
and
50s
cops
Creek
was
where
many
of
the
world's
best
black
golfers,
both
men
and
women,
owned
their
game
and,
as
mentioned
earlier,
the
Jackie
Robinson
of
golf
Charlie
sifford
called
cops
Creek.
His
home
Charlie
spent
over
a
decade
honing
his
game
at
cops,
Creek
the
1940s
and
he
eventually
went
on
to
become
the
first
black
golfer
on
the
PGA
tour
successfully.

Winning
a
12-year
battle
with
the
PGA
tour
in
1961
to
have
the
Caucasian
only
claws
removed
from
the
tour
bylaws
Cobbs
Creek
was
home
to
many
professional
golf
course
or
tournaments
through
the
1950s,

UGA
national
championships,
which
was
the
national
championship
for
black
professional
golfers.
It
also
hosted
a
USGA
Championship
as
well
as
two
PGA
Tour
events
around
1930.

A
second
18-hole
course
was
added
to
the
property
called
caricon
Golf
Course
in
the
1950s,
the
U.S
army,
annexed
15
percent
of
the
property
for
military
battery
and
several
the
golf
holes
were
changed
during
the
last
60
years

Cobbs
Creek
has
been
in
gradual
decline
due
to
the
lack
of
Maintenance
and
investment.
The
last
operator
of
the
golf
course
left
in
2020,
leading
to
its
closure

I'm
going

property

Cobbs,
Creek
Foundation,
is
in
the
process
of
a
massive
restoration
of
the
350
acre
property,
which
includes
restoring
the
famed
18-hole
Championship
Golf
Course
back
to
its
original
routing
Splendor.
We
are
transforming
the
smaller
18
hole,
caricon
golf
course
to
a
modern,
nine
hole
course.
A
combination
of
the
18
hole
and
nine
hole
courses
has
been
designed
to
host
an
annual
professional
golf
event.

It's
of
no
of
note
Philadelphia
is
the
largest
city
in
the
United
States,
without
an
annual
Pro
Tour
stop.
Additionally,
we
are
building
a
30
000
square
foot.
Educational
Center
that
will
host
robust
academic
and
athletic
programming
for
the
community.
Adjacent
to
the
education
center
will
be
a
modern,
Par,
3
short
course
for
children
and
beginners
to
learn
the
game.
We
are
rebuilding
the
existing
driving
range
to
include
state
of
the
art
technology
and
food
and
beverage
operations
for
the
community
to
enjoy.

have
a
restoration
of
an
existing
architecturally,
significant
building
that
will
become
the
new
Clubhouse
on
the
property.
Lastly,
as
mentioned,
we
are
completing
a
20
million
dollar
stream
restoration
project
in
partnership
with

PE
PA
dep
and
the
U.S
Army
Corps
of
Engineers.

project
will
decrease
flooding,
eliminated
erosion,

up
the
creek
and
waterways,
and
create

revenues

is

a

for
irrigation
purposes.

the
creek
restoration

a
20
million
dollar
project
within
the
overall
larger
project.
This
project
has
been
approved
by

Pennsylvania
dep
in
August
of
2022
and
has
been
posted
for
public
comment
and
approval
by

US
Army
Corps
of
Engineers
we're
restoring
three
miles
of
Creek
and
related
tributaries
and
creating

Acres
of
wetlands.
Just
over
10
acres
of
the
stream
restoration
area
falls
on
steep
slopes.

irrigate

property

size,
a
retention

is
needed
to

plans
have
been
submitted

This
is
a
massive
project,

there

parts

the
property,
because
it's
divided

phases

permitted
as
the
project
moves
along,
but
specifically
on
stormwater
and
sediment
control.
We
definitely
have
received
necessary
approvals
for
the
creek
part
of
the
project.

restoration,
one
of
the
main
purposes,
is
obviously
to
handle
that
sort
of
storm
water,
so
that
you
know
this
is
probably
the
largest
storm
water
management
project
ever
been
done
in
the
city
of
Philadelphia.
So,
while
we
don't
take
steep
slope
disturbance
lightly,
there's,
certainly
a
lot
of
dollars
going
in
to
make
sure
that
any
storm,
whether
whether
it's
from
steep
slope
or
not,
is
being
handled
correctly
did
I
answer.
You
had
a
few
questions.

specifically
around
the
erosion
and
the
sediment.
Control
has
PWD
approved
those
plans
and
I
asked
because
we
I
also

another
constituent
case
from

area

Just
don't
want
to
be
in
the
same
space
and
place
with
the
the
community

this
issue.

it's

guarantee

we

receive
credits
from
the
dep
that

of
you

a
dollar
value
to
help
offset
that

million
dollar

price
tag

creek
restoration
project.

the
process
of
trying
to
get
approved
for
a
mitigation
Bank
we're
working
with
resource
Environmental
Solutions
has
done
work
in
the
city
already
and
we'll
be
partnering
with
them
on
the
creek
restoration
project
for
the
credits
themselves.

that's
why
I
was
asking,
particularly
because
of
the
size
of
the
project
you
know
and
what
the
impact
would
be
for
city-owned
land.

so
what
is
the?
What
do
you
all
anticipate
and
if
you
could
just
explain

the
city-owned
land

because
it's
not
you
know
what
you
originally
anticipated.

that
what
we
originally
anticipated
was
just
the
the
value
of
those
credits.
So
when
we,
when
we
went
down
the
path
of
you,
know,
conceiving
this
project,
we
we
thought
early
on
based
on
our
studies
and
work
of
dep,
that
the
value
of
those
credits
would
be
worth
the
total
value
dollars
that
we
put
into
the
creek
itself
in
terms
of
the
impact
the
city
land
that
hasn't
changed.

mean
the
impact
is
obviously
from
what
What.

We
Gather
in
dep
says,
is
all
positive:
we'll
have
a
properly
flowing
Creek,
we'll
control
the
erosion
along
the
creek
Banks.
We
also
have
a
project,
that's
separate
of
the
Cobbs
Creek
project,
but
we're
working
with
water
department
on
for
a
new
combined
sewer
overflow
to
stop
the
raw
sewage
from
flowing
from
the
adjacent
neighborhoods
into
the
creek,
which
happens
as
we
speak
now.

Yeah,
so
really
it's
the
we're
going
to
partner
with
resource
Environmental
Solutions,
most
likely
that
we'll
be
performing
the
work
on
the
creek
itself.
They'll
be
the
permit
holder
for
the
the
dep
and
Army
Corps
of
Engineers,
and
they
would
also
be
the
recipient
of
those
credits.
That
company
will
then
use
those
credits
to
make
a
contribution
to
the
creek
price
tag
which
again,
we
anticipate
being
less
than
four
million
dollars
with
a
total
20
million
dollar
cost.

we

able

a

meeting
with
the

concerns

on
the

because
this
is
one
of

first
questions

all
mentioned
the
significant
issues
in
this
particular
area
and
I'm
going

call
it

area
because
I
live
in
Jason
with
runoff,
including
from
the
neighborhood,
and
you
just
talked
about
it.
You
know
it's
major
highways
route,
one
and
a
couple
other
routes
that
go
through
that
area.

All
the
major
roadways
that
we
have
other
impervious
surfaces
in
that
Community.
What
additional
cumulative
burden
could
this
project
put
on
our
Watershed?
That
already
needs,
as
you
know,
a
significant
Improvement,
especially
to
address
combined
sewer
overflows
in
that
area
and
I
just
went
by
there
not
too
long
ago,
I
was
riding
down.
Route
1
and
was
able
to
see
how
you
all
have
sort
of
managed
sort
of
the
bundling
of
the
the
branches
and
the
trees
and
that
kind
of
thing.

And
so,
if
you
could
just
talk
about
that
from
the
runoff
perspective
for
the
local
community,
so
that
we
understand
what
that
will
mean
around
environmental
impact
for
the
local
community,
which
is
primarily
black
and
brown,
and
you
know

listen

all

the
buzzwords
that
were
utilized.

listened
to.
You
know
everything
that
you
all
were
saying,
but
at
the
end
of
the
day
we
have
to
ensure
that,
from
an
environmental
perspective
that
we
are
thinking
about,
the
folks
who
live
in
that
community.

This
will

clearly
done
to
make
sure
that
we
could
handle
not
only
existing
storm
water
runoff,
but
the
the
additional
from
the
buildings
themselves
and
to
your
second
question.
This
is
also
really
important.
You
know,
as
you
mentioned,
in
order
to
maintain
a
property
of
the
size
being
a
golf
course.
You
know
two,
two
or
three
things
are
needed:
irrigation,
fertilizers
and
pesticides.

From
an
irrigation
perspective,
we
were
very
fortunate
to
receive
approval
from
the
Delaware
River
Basin
commission
to
extract
water
from
the
creek
itself,
which
will
which
will
be
stored
in
that
retention.

That's
really
important
because
we
are
not.
We
won't
be
a
burden
from
the
city
water
perspective
and
then
from
a
fertilizer
and
pesticide
perspective.

just
like
any
other
Golf
Course.
Obviously
this
is
these
are
required
elements
in
order
to
maintain
the
upkeep,
but
the
golf
course
superintendent,
Association
America
provides
best
management
practices
for
golf
courses
that
will
be
followed
by
Cobbs
Creek
Golf
Course,
like
every
other
golf
course,
I.

Okay
and
if
you
make
changes,
if
you
could
just
keep
us
updated
on
that
who-
and
you
talked
about
the
groups
that
you
all
are
working
with,
but
who
will
be
responsible
for
the
long-term
maintenance
and
care
of
the
restoration
area,
the
stream
Bank,
the
floodplain
and
the
wetlands,
and
how
will
you
all
from
a
foundation
perspective,
ensure
that
this
is
established
long
term?
And
finally,
we
have
several
environmental
groups
in
that
particular
area.

so

terms
of
the
the
creek
restoration
project,
which
includes
obviously
a
lot
of
the
the
new
flood,
Plains
and
and
Wetlands
part
of
that
process
in
order
to
basically
get
those
credits
we
talked

long-term
stewardship
plan
and
with
also
dollars
assigned
to
it,
so
it
can
be
maintained
on
an
annual
basis,
I
believe
it's
for
a
hundred
years.
So
it's
a
it's
a
pretty
long-term
stewardship
plan.

all
this
is
being
run
through.
You
know
the
attorneys
at
the
city
because
of
the
lease
and
the
required
approvals
for
our
partners
on
the
project.

but
we

definitely
make
sure
that
we
provide
all

you
know
we
again.
This
is
a
community
project.
We
want
to
make
sure
that
we
are
meeting
with
all
groups
that
are
are
relevant
and
have
you
know,
impact
to
the
area.

met

Mid-Atlantic
Audubon
group.

have
met
with
the
cops
Creek
ambassadors.
We've
asked
to
meet
with
them
again
we
haven't
been
able

set
up

separate

group

formed,
Cobbs
Creek
environmental
justice
that
we
are
seeking
a
meeting
with
with
councilman
Jones.

Overbrook
Environmental
Center
on
Lancaster,
Avenue

they've
recently
expanded
and
he's
actually
received
a
grant.

grant
recently
from
the
EPA
I
also
served
on
the
local
government
advisory
committee

United
States
Environmental
Protection
Agency.
So
a
number
of
these
issues
do
come
up
in
our
meetings
and
I
just
want
to
ensure
from
that
perspective,
and
also
from
being
the
chair
of
councils
committee
on
the
environment
that
I
get
some
of
these
questions
on
the
record
because
they
do
come
up,
but
also
from
a
constituent,
Services
perspective.

unintended

into

steep
slope
legislation

it's
intent

not
misconstrued.

author

legislation,
it
was
designed

areas

being
over
developed

Woodlands
were
being
chopped
down
in
order
to
put
condos
up
quite
frankly
and
never
really

intended
for
golf
courses
like
this

importance

clarifying
this
legislation
so
that
in
other
sections
of
the
city,
we
don't
run
into
this,
and
so
I'd
like

work
with

kind

close
those
loopholes
and
take
a

corrective

exact

it'll
be

anticipate
thousands
of
kids
coming
through
the
educational
center.
Obviously,
some
some
portion
of
those
kids,
especially

older
ones,
would
be
we
think
great
candidates
to
to
to
do
apprenticeships

internships
within

maintenance
facility,
which
will
include
some
of
the
things
that
you
mentioned.
So
the
opportunity
is
large
in
terms
of
both
educating
and
providing
jobs
to
the
Youth
of
Philadelphia.

Myriad
of

request
I
had
for
things
like
fixing
the
netting
fixing
fencing,
providing
curbs
and
sidewalks
so
that
my
constituents
could
walk
down
the
street
and
not
be
in
puddles
of
mud
that
went
unaddressed
because,
quite
frankly,
we
were
only
getting
like
twelve
thousand
dollars
for
all
for
all
three
golf
courses,
and
so
we
were
actually
subsidizing.

golf
courses
is
that
correct,

things

the

From
the
days
when
Joe
Lewis
the
brown
bomber
used
to
come
to
Philadelphia

couldn't

on

restoration
that
will
be
nationally
recognized

it's
in
Philadelphia
I'm
proud

we

taken
this
undertaking.

have

six
blocks

less

During

55

Cassidy
Elementary
school
during

1960s
and
attended
Lamberton
from
6th
to
12th
grade.
These
are
two
of
the
closest
schools
to
the
sites
within
walking
distance.
My
sisters
also
live
close
to
the
golf
course.

lives
a
block
from
its
haddington
Woods
border
over
the
decades
I've
seen
people
golfing
there
as
I've
walked
my
dogs
or,
while
birding
I,
can
always
see
and
hear
the
golfers,
but
they
couldn't
see
me
and
I
can
even
remember
dodging
golf
balls,
I've
been
a
community
activist
preventing
and
addressing
crime
in
my
neighborhood
for
decades
and
have
seen
the
decline
of
my
community.
I
could
have
easily
moved
but
chose
to
stay,
because
this
is
my
community
and
I
love.

wonderful.
The
project
will
create
a
state-of-the-art
education
center
for
the
Youth
in
my
community

Revitalize.

historic
Cobbs
Creek
Golf
Course,

one

only
five
courses,
Nationwide,

inducted

Golf
Hall
of
Fame
I
strongly

support
the

foundation's
investment

community

their
Outreach

personally
met

me

address
my
initial
concerns,

scope

also
learned

father

70s
caddied
at
the
golf
course
as
a
young
man,
and
he
spoke
about
how
it
was
a
means
to
earn
income
in
the
summer
when
he
was
a
student.
So
I
support
this
bill,
because
the
education
center
has
a
potential
to
yield
a
great
Community
benefit.

established
organizations
are
on
board
to
utilize
the
space
to
plan
programming
for
Community
needs
and
the
present
work.
The
Cobbs
Creek
Foundation

with
the
school
schools.

convinces

center

engagement,

important

1998

moved
into
the
Overbrook
Park
neighborhood
of
Philadelphia
as
a
single
mother.
Looking
to
raise
my
family
in
a
safe
neighborhood.
One
of

factors
that
made
me
move
to
Overbrook
Park
was
the
golf
course.

It
made
the
area
a
safe
place
for
families
and
the
community
to
come
together,
but
throughout
my
two
decades
in
the
neighborhood
I've
watched
the
golf
course
slowly
deteriorate
as
the
golf
property
has
gone
down,
so
did
the
quality
of
life.
In
my
neighborhood
we
have
had
to
endure
vandalism,
lack
of
investment
for
things
like
repair,
fencing,
fighting
and
curbs
and
sidewalks
we've
had
to
endure
homeless,
encampments,
dead
bodies
and
misdirected
golf
balls
that
broke
windows
and
shatter
cars
as
well
as
insect
infestations
to
name
a
few.

My
community
is
a
middle
neighborhood
and
it
has
such
it
has
so
much
potential
to
grow
and
change
for
the
better
one
of
the
major
ways
we
can
do.
This
is
by
revitalizing
the
golf
course
members
of
the
community
have
voiced

support
for
the
for
the
revitalization
of
the
cops
Creek
golf
course.

active
member
of
the
Overbrook
Park
Community
and
I
personally

canvas

inform

neighbors
and
seek
their
input

this

residents

overall
Park
overwhelmingly
support

it

housing

Strawberry
Mansion.

this

the

in
Strawberry

suitable

needs

the
multiple
communities
that
do
move
within

to

CCF

down

community

negotiate
a
community
benefits

promises

problem
with
memorializing

legally
enforceable

they
have
thus
far
refused
to
do
that.
So
I
just
want
to
make
that
one
point
in
terms
of
community
engagement
and
willingness
to
engage
in
a
sort
of
genuine
way,
but
I
want
to
turn
more
specifically
to
the
bill
itself.

It's
important
to
note
here
the
context
in
which
this
bill
was
proposed.
So
CCF
the
developer
they
applied
for
and
were
denied
a
zoning
permit
the
clear
trees
on
Steed
slopes,
which
they
appealed.
Normally
they
would
have
to
meet
with
nearby
neighbors
and
local
rcos
to
get
approval
for
that
zoning
variance.
Instead,
what
they
did
is
that
they
went
to
council
member
Curtis
Jones,
who
introduced
this
bill,
exempting
the
golf
course
from
steep
slope
protections
so
that
they
don't
even
have
to
consult
with
the
overburt
community.
This
is
wrong.

Overport
residents
are
directly
impacted
by
the
gulf
Golf
Course
project
and
should
have
a
voice
in
the
future
development
of
their
neighborhood,
as
well
as
Downstream
communities
like
mine
and
Eastwick,
which
also
could
be
impacted
by
you
know
erosion.
These
these,
the
steep
slope
protections
obviously
exist
for
a
reason
right,
they're
here
to
prevent
erosion
and
reduce
the
risk
of
dangerous
landslides.
When
you
DeForest
or
disturb
steep
slopes,
you
can
endanger
the
public
to
great
water
quality
and
damage
structures.

So
I
feel
like
this
has
not
really
been
adequately
pointed
out.
This
bill
would
authorize
150,
foot
tall,
fencing
and
netting
with
no
setback
requirement,
meaning
that
these
massive
structures
could
be
erected
right
up
to
the
property
line
adjacent
to
homes,
in
particular,
I'm
thinking
about
the
homes
that
are
adjacent
to
the
driving
range.

There
are
at
least
38
homes
bordering
the
driving
range
alone.
These
fences,
according
to
the
bill,
could
actually
be
constructed
not
just
at
the
driving
range
but
near
any
golf
hole
or
short
course-
and
you
know,
in
terms
of
community
engagement,
I
I,
don't
think
the
people
who
live
in
those
homes-
they
don't
know,
what's
coming
right,
150
foot
tall
fence,
that's
the
equivalent
of
a
14
or
14
or
15
story.

Building
the
developer,
CCF
and
Chris
Jones
should
face
the
community
and
have
to
answer.
You
know
tough
questions
from
us.
For
example,
why
does
this
bill
authorize,
fencing
and
knitting
up
to
150
feet
when
CCF
told
the
art
commission
that
the
maximum
height
of
the
driving
range
netting
would
only
be
100
feet?

I
think
the
bottom
line
is
this:
that
the
orbit
Community
should
not
have
a
150
foot
tall
fence,
or
you
know,
disturbance
of
steep
slopes
unless
they
had
an
opportunity
to
ask
questions
and
have
their
voices
heard
through
the
zoning
variance
process
or
some
other
way.
You
city
council
should
not
permit
this
kind
of
legislative
and
run
around
the
community.
So
sorry
and
one
last
point
about
the
the
steep
slopes
you
know
this
bill
basically
is
just
like
a
blank
check.

It
gives
CCF
free
reign
to
cut
and
disturb
a
country
using
disturb,
do
Earthworks
and
other
disturbances
on
steep
slopes
anywhere
in
the
property.
If
there
really
is
a
justification
for
each
of
these
steep
slope
disturbances,
then
the
public
needs
to
be
provided.

that
I
saw
some
slides
in
Mr
Shanahan's
presentation.
You
know
why
hasn't?

wasn't
that
made
part
of
the
bill?

been

the

hopeful
that
what
we
have
proposed
will
make
a
difference,

this
is
impact

many

cost
for
most

dollars
to
replace
this
Auto
Part,
you
know
people
just
don't
have
that
kind
of
cash
laying
around,
and
so
we're
very,
very
hopeful
that
this
will

the
way
to
address
the
situation
and
we'll
continue
to
work
on
it.
