Corridor
improvements
manager
within
the
Commerce
Department
I'm
here

testify

support

Bill
number
220941
approving
the
city,
Avenue
special
services,
District's
new
plan,
estimated
costs
and
its
proposed
method
of
charges
through
2033.
City
Avenue
special
services
district
is
like
no
other
District
improvement
district
in
the
region.
I
Despite
the
device
since
its
founding
in
1999,
City
Avenue
has
carried
out
a
series
of
impressive
Capital
Improvements,
such
as
new
pedestrian
street
lights,
improved
crosswalks
and
a
battery
backup
system
for
17
City
Avenue
intersections
those
keep
traffic
signals
functioning
during
power
ravages.
This
year,
City
Avenue
is
slated
to
break
ground
on
a
segment
of
Presidential
Boulevard
behind
the
Philadelphia
Target
store
that
will
reopen
a
connection
between
Monument
Road
and
Neal
drive.
This
important
project
will
ease
traffic
congestion
and
improve
walkability
and
bikeability
in
the
area.
I
The
largest
part
of
City
Avenue
special
services,
District's
General
Buffett
budget,
goes
towards
programs
that
improve
safety.
They
employ
a
bike
Patrol
of
unarmed
community
service
representatives
to
act
as
eyes
and
ears
on
the
street.
They
also
coordinate
with
local
police
and
offer
friendly
assistance
to
Shoppers
as
needed.
These
services
are
imperative
to
capturing
shopping
dollars
and
investment
dollars
back
into
the
city.
From
the
bordering
affluent
suburbs.
The
Commerce
Department
supports
special
services
districts
like
City
Avenue,
for
their
important
role
in
creating
a
better
environment
for
businesses
and
improving
the
quality
of
life
for
Philadelphia.

concerning
business
improvements.

services
to
portions
of
City
Ave
in
Philadelphia,
Doberman
Township,
the
city
of
district
is
an
unique
partnership
between
the
city
of
Philadelphia
and
the
township
of
Laura
Marion
dating
back
to
the
90s.
The
district
runs
from
I-76
to
63rd
and
consists
of
directors
of
equal
representation
of
Philadelphia
and
Lower
Merion,
including
elected
officials.

With
over
a
total
of
80
properties
on
the
Philadelphia
side
and
317
on
the
Lower
Merion
side,
the
district
boasts
828
businesses,
including
nine
new
ones.
In
2022.,
we
have
over
30
000
employees
and
over
8
000
higher
education
students
from
Saint
Joe's
in
pcom
and
district
has
secured
over
17
million
in
funding
and
Capital
Improvements
and
over
15
million
in
the
last
10
years.

Most
recently,
the
district
as
Philip
mentioned,
brought
battery
back
up
to
17
intersections,
and
just
this
week
we
broke
round
on
the
Presidential
Boulevard
reopening,
which
is
a
3.5
million
dollar
project
connecting
Monument
Road
or
Jim
Gardner
way
with
a
Presidential
Boulevard.
These
improvements
will
provide
better
traffic
flow
and
overall
safely.
Lastly,
we
will
announce
a
master
retail
plan
and
begin
a
seamless
landscape
plan
to
support
the
corridor
and
make
sure
that
Laura,
Marion
and
city
of
Philadelphia
work
together
on
this
PennDOT
road.

The
district
employs
over
10
Philadelphia
residents
dedicated
to
Public
Safety
in
2022.
The
bike
Patrol
supported
more
than
10
600
friendly
visits
to
businesses
and
provided
directions
to
200
District
visitors,
Jacob
plans
to
add
vehicles
in
2023
to
enhance
Public
Safety.
We
also
host
community
events,
networking
events
and
lunch
and
alarms
for
business
owners
and
visitors
to
the
district.

The
missile
authorities
Act
sets
procedures
for
an
authority
to
collect
Assessments
in
consultation
with
both
the
city
of
Philadelphia
and
Lower
Marion
Township.
The
district
followed
this
process
for
the
10-year
plan
and
budget
before
you.
This
included
a
planned
budget
that
was
approved
unanimously
by
the
District's
board
of
directors
in
May
of
2022
to
plan
and
budget
and
public
hearing
notifications
were
mailed
to
all
397
property
owners
and
all
828
business
owners
within
the
district.

the
45-day
objection
period,
District
received
zero
written
objections
out
of
the
1225
male
notices
and
just
for
clarification
purposes.
Given
the
Dual
Niche

the
district.

were
no
objections
submitted
on
the
Philadelphia
or

Lower
Merion
size
on
behalf
of
the
city,
Avenue
District
Board
of
Directors
rear,
requesting
that

approve

Winfield

there

special
services
District
started
and
I
am
still
a
member
of
the
Winfield
residence
Association
and
so
I
just
wanted
to
one.

portion
of
the
corridor
always
seems
to
be
in
flux,
for
whatever
reason,
even
down
to
where
the
old
travel
agency
used
to
be
by
Bryn
Mawr
Avenue,
the
old
furniture
store
next
to
the
Rite
Aid
and
now
the
location
that
is
next
door
to
the
Bala
bar
in
between
the
pawn
shop.
So
that
portion
of
the
corridor
always
seems
to
be
in
flux.

we

looking

including
a
master
retail
strategy
plan
which
will
go

evaluate
all
the
vacancies
and
opportunities
to
develop
those

spaces.

top

we're
actually
working
with
state
representatives,
Morgan,
cephas

representative
daily,
as
well
as
elected
officials,
to
bring
additional
dollars
to
a
Master
landscape
plan
to
make
it
a
seamless,

Corridor

think

was
when
we
walked
the
corridor
earlier.

guess
it
was
later
last
year.
That
was
the
goal
is
to
really
make
sure
that
you
can't
tell
the
difference.

should
be
a
seamless,

that

the

because
I
noticed
the
recent
Redevelopment
of
the
location
that
you
know
some
of
the
younger
folks
who
remembers
KFC,
but
really
it
was
an
Italian
restaurant.
Back
in
the
day
it
was
like
a
house
that
was
turned
into
a
restaurant.
That
then
migrated
to
be
KFC
and
now
has
been
torn
down
and
has
become
the
AutoZone,
and
so
I
say
that,
because
if
you
look
at
the
Lower
Merion
portion
of
that
stretch,
you
have
that
development.

That's
now
there
used
to
be
I,
think
an
insurance
company
back
in
the
day
and
then
now
the
French
international
school
and
then
Enterprise,
then
AutoZone
and
then
Firestone
and
then
the
small
shopping
center
there.
They
have
very
few
vacancies
on
that
side.
But
then,
in
that
same
stretch
on
the
Philadelphia
County
side,
I
just
noticed
yesterday
a
brand
new
vacancy
to
the
left
of
the
Asian.

I
just
wanted
to
to
get
on
the
record.
To
put
that
on

record,
let
you
know
that
I
appreciate
the
important
safety
and
pedestrian
upgrades
that
have
been
made
available
to
the
corridor,
but
that
I
really
want
us
to
think
about
working
with
Commerce
or
overall
retail
strategy.
That
I
know
you
all
are
working
on
for
the
Philadelphia
County
side.

Now
they
have
brand
new
buildings,
and
it
looks
great
so
I
just
wanted
to
to
put
that
on
the
record
as
we
move
forward
in
this
process,
so
that
you
hear
directly

me

you
that
that
is
my
expectation
for
that
Corridor,
because
once
we
hit
52nd
Street,
you
have
St
Joe's,
all
the
way
up
to
63rd
Street,
and
then
we
can
work
with
Septa
on
the
piece
with
the
train
station
and
all
the
development.
That's
happening
right
there
on
63rd
Street,
but
we
have
to
do
something
for
that
stretch
of
the
corridor.

amends
the
Philadelphia
zoning
maps
by
changing
the
zoning
designations
of
land
in
an
area
bounded
by
17th,
Street,
Indiana,
Avenue,
Broad,
Street
and
Glenwood
Avenue.
The
bill
proposes
to
change
the
zoning
designations
of
2815
2901
and
2907-21
North
17th
Street
from
I-1
light
industrial
to
I3
heavy
Industrial.

proposed
ordinance
is
not
consistent
with
the
comprehensive
plan
or
other
plans
adopted
by
the
city
for
the
area
affected
by
the
ordinance.
The
comprehensive
plan
recommends:
icmx
industrial
commercial,
mixed
use
for
this
and
surrounding
industrial
parcels.
This
recommendation
aims
to
mitigate
potential
impacts
related
to
Industrial
uses
in
this
area.

willing
to
have
additional
conversation
with
the
Department
of
planning,
and
you
know
see
if
there
can
be
some
meeting
of
the
minds,
but
you
know
we're
really
just
trying
to
get
to
an
endpoint
here
and

endpoint
that
will

supported

happy
and
and
in
line
with
what
the
community
and
the
rcos
and
the
providers
and
services
in
the
community,
particularly
Allegheny,
bless
and
some
others
what
they
are
interested
in
doing
with
that
site.

certainly

those
conversations.

This
bill
results
from
a
community
remapping
process
with
the
Belmont
Civic
Alliance
and
Belmont
neighbors
West.
The
proposed
zoning
changes
reflect
the
existing
land
uses
within
the
neighborhood.

input

community
members

recommendations
from
the
West
District
plan
were
included
in
the
proposed
Maps.
There
is
an
increase
in
single-family
zoning
designations
to
reflect
the
existing
diversity
of
housing,
while
parks
and
schools

given
appropriate
zoning
designations.

Verification
is
the
bill
would
lead
to
a
certain
development
that
might
not
otherwise
happen,
generating
additional
Revenue
with
the
added
benefit
of
increasing
the
city's
affordable
housing
stocks.
Simultaneously,
we
support
both
of
these
beneficial
outcomes.
Administration
is
working
through
how
we
would
implement
the
bill
if
the
bill
is
enacted.
We'd
have
to
update
some
internal
processes
to
ensure
eligible
properties
are
able
to
obtain
the
abatement
as
a
result
in
order
to
ensure
that
we'd
have
sufficient
time
to
implement
changes
associated
with
the
bill
correctly.

believe
that,
while
this
bill
will
be
helpful,
this
in

of
itself
is
not
enough
to
deal
with
the
affordable
housing
crisis
and
that
we
need
to
use
it
combine
it
with
other
tools
like
the
NPI
funds
and
have
a
trust
fund
to
really
deliver
affordable
housing
into
Seattle
that
the
city,
but
as
a
general
rule,
we
are,
you,
know
wholeheartedly
in
favor
of
this,
for
for
the
areas.

My
name
is
Carrie
rathman
I'm,
director
of
strategic
Partnerships
at
Habitat
for
Humanity
Philadelphia,
so
I
submitted
written
testimony
and
I'm
not
going
to
read
through
it,
but
I'm
going
to
highlight
the
major
points
we
build
and
rehab
and
sell
homes
to
low-income
families,
making
between
30
and
80
of
the
area.

Median
income
we've
been
doing
this
for
over
30
years
throughout
the
city,
because
we
know-
and
we
see
firsthand
the
impact
that
affordable
housing
has
on
families,
especially
those
black
and
brown
that
have
been
through
systematic
racism
kept
out
of
becoming
homeowners.
We
know
that
it
has
an
impact
on
those
families.
We
also
know
that
it
has
an
impact
on
the
surrounding
communities,
and
that
is
the
single
best
way
to
build
generational
wealth.
So
we
really
applaud
that
you're.
Looking
at
an
affordable
housing
tax
abatement-
echoing
you
know,
we
fully
support
it.

We
would
like
to
see
it
all
over
the
city
just
to
give
you
some
examples
of
like
we
build
affordable.
Currently,
we
promise
people
an
affordable
mortgage
but
and
we've
been
providing
a
zero
interest
mortgage.
The
taxes
alone
on
our
upcoming
projects
and
some
recently
finished
projects
will
make
what
was
what
we've
worked
really
hard
to
make
an
affordable
product
an
affordable
overnight,
and
just
to
give
you
an
example,
one
unit,
a
set
of
units
that
we're
building
at
33rd
and
Oxford
called
Coltrane
Commons.

I
know,
that's
not
always
what
the
city
will
will
we'll
assess
the
value
up,
but
the
city
has
already
said
that
the
UN
improved
land
is
137
500
on
one
unit
alone.
That
means
that
a
family
that
purchases,
one
of
those
Triplex
units
that
we're
selling,
is
going
to
have
a
tax
burden
of
over
five
thousand
dollars
annually
and
436
dollars
a
month.

Monthly
our
mortgages
are
ranging
in
the
past,
they've
ranged
in
the
400
500
600
range
they're,
going
up
to
900
to
a
thousand,
but
the
taxes
alone
will
mean
that
a
family
will
not
be
able
to
stay
there
and
sustain
that
home
ownership.
So
we
really
really
urge
you
to
pass
affordable
abatement
across
the
city
and
to
do
it
in
a
way
that
also
enforces
guard
rails
so
that
it's
not
abused,
because
we
know
how
important
that
tax
revenue
is
and
that
it
doesn't
include
student
housing.

Development

Thank
you
for
hearing
my
testimony
today,
I'm
submitting
my
testimony
on
behalf
of
pacd
pacdc
and
our
constituents.

Cdc
is
a
few
whom
are
here
today
actually
to
express
support
for
creating
a
10
new
10-year
tax
abatement
program
for
affordable
homes
available
to
neighborhoods
Citywide,
we've
heard
from
our
constituency
representing
neighborhoods
across
Philadelphia,
who
believe
that
having
this
tool
available
would
be
impactful
in
their
communities.
We
feel
urgency
here
too,
as
we
are
facing
a
mounting
need
for
more
affordable
units
and
have
seen
the
impact
of
a
dire
lack
of
supply
of
affordable
housing
in
other
cities
such
as
Seattle
and
Los
Angeles
across
across
this
country.

Actually,
as
history
when
the
previous
City's
previous
tenure,
tax
abatement
was
modified,
we
urge
that
affordable
homes
to
be
Exempted
from
the
change
we
were
told
that
was
not
possible
and
that
we
would
need
to
get
specific
State
authorization
to
allow
for
a
10-year
tax
abatement
for
affordable
homes.
The
ACDC
and
many
others
supported
the
state
authorization
legislation
introduced
by
representative
Solomon
to
enable
municipalities
to
allow
for
a
100
tax
payment
over
10
years
for
affordable
housing
units,
with
the
understanding
that
would
cover
all
of
Philadelphia,
essentially
bring
back
the
full
abatement
for
affordable
homes.
P
The
city
has
had
years
of
experience
with
this
10
old
tenure
with
the
old
10-year
city
tax
abatement,
and
thus
it
is
unnecessary
to
Pilot
this
new
abatement.
Given
we
know
it
already
works.
We
also
believe
it
is
good
public
policy
to
spread
affordability
around
to
all
neighborhoods
so
that
there
are
opportunities
for
more
economic,
racial
and
household
diversity
across
the
city
incentivizing.
This
diversity
builds
critical,
Community
cohesion
and
understanding
and
has
proven
to
be
a
positive
factor
and
better
achievement
for
lower
income
and
minority
families.

We
also
know
there
are
only
so
many
particular
developments
and
owners
who
are
willing
and
able
to
create
affordable
units
and
that
there
are
many
more
instances
of
new
owners
taking
out
naturally
occurring
affordable
units
shrinking
our
limited
Supply.
Creating
new,
affordable
units
is
already
financially
challenging
and
we
know
how
difficult
it
is
to
find
Gap
financing.
So
this
tool
can
be
helpful.
This
incentive
will
not
be
the
one
solution,
but
we
need
to
throw
a
wide
net
if
it
is
to
have
real
impact,
as
opposed
to
a
limited
area.

The
boundaries
initially
put
forth
and
Bill
number
221015
are
essentially
outside
of
almost
every
CDC
we
represent,
which
would
make
the
abatement
inaccessible
to
our
membership
along
with
most
other
developers,
along
with
broadening
the
boundaries.
Pacd
recommends
a
few
other
additions
to
strengthen
this
bill.
We
would
like
to
see
measures
to
ensure
that
property
owners
are
truly
providing
affordable
units
throughout
the
10-year
abatement,
regular
certifications
enforcement
and
significant
penalties
for
non-compliance
of
rental
pricing
restrictions
or
code
violations
are
important
beyond
the
current
language
related
to
Serious
violations
just
causing
imminent
danger.

We
would
also
like
to
ensure
that
some
uses
such
as
student
housing
will
not
qualify
for
tax
exemption.
Finally,
when
owners
develop
multi-family
units
within
their
properties,
there
should
be
broad
parity
in
size
condition
and
materials
between
the
market
rate
and
affordable
units.
There
is
existing
language
from
other
mixed
income,
housing
programs
that
can
be
utilized
to
address
this.

key
questions
was
the
city's
plan
and
I:
don't
have
my
staff
reach
out
to
Amber

still
waiting
for
responses
well,
but
what
it
did
just
come
up
again,
which
was
very
exciting
question:
how
are
we
measuring
enforcement
and
making
sure
that
the
developers
when
they
do
build
right,
they
are
making
good
on
you
know
doing
like?
Are
we
allowed
to
suspend
all
their
permits
that
they
apply,
for
if
we
follow
their
in
violation?

Yeah-
and
we
are
we're
working
through
that
it's
going
to
take
coordination
between
a
few
agencies,
it's
one
of
the
reasons
that
we
asked
for
a
delay,
the
effective
date
of
the
bill.
We
want
to
make
sure
that
we
get
that
right
before
before
we
have
to
implement.
We
understand
that's
important
and
we
obviously
will
keep
you
updated
as
we
develop
that
process.

I
support
the
building
of
affordable
and
Workforce
housing
units?
But
it's
also
critically
important
that
you
know
the
primary
aim
is
for
either
long-term
residents.
Those
merely
impacted
by
gentrification
really
have
an
opportunity
to
stay
inside
your
homes
or
have
an
option
of
purchasing
our
homes
in
a
various
neighborhoods
across
the
city.
That's
why
it's
I
think
it's

making
sure
we're
focusing
on
a

take
advantage

purchasing
these
homes

just
making
sure
we

robust
referral

people

need
to
be
up
property

they
may
fit
the
the
qualification,
but

how

will
check
that
and

enforce,

know

we've
done
sort

housing
previously
and
there
have
been
challenges

issues
around
folks,

keeping
those
properties
affordable.

we
don't
want
to
be
in
that
same
conundrum.

spread

more
areas
so

support
the
building
of
affordable
housing
and

units

talk

regarding
how

all

do
that
enforcement
differently
for
this
legislation.

the
exhibition

spoke

that

down

the

zoning

asset

being
able
to

we

shape

path

amendments
are

we

support

council's
goal

housing
in
Philadelphia.
The
workshop

stood
with
Council
on
this
issue

past

advocated

initiatives
such
as
increase
the
real
estate
transfer,
tax
and
support
of
the
neighborhood
preservation
initiative.

The
workshop's
proud
to
also
support
this
bill
and
believes,
though
it
should
be
applied
across
the
entirety
of
the
city
of
Philadelphia,
not
just
a
singular
narrow
commercial
Corridor
in
the
Fifth
District.
If
it's
the
intent
of
council
to
treat
this
legislation
as
a
pilot,
the
development
Workshop
would
welcome
the
opportunity
to
work
with
council
members
to
identify
errors
in
their
districts.

the
rules
so
that
they
can
do
something
consistently
across

city.
Finally,
these
World
film
Workshop
recommends
that
city
council
exploring
amendment
to
this
bill
to
allow
the
property
owner
to
extend
their
tax
abatement
beyond
the
10
years
for
as
long
as
the
onsite,
affordable,
housing
requirements
are
met
unless
Council
permits
the
property
to
extend
this
abatement.
The
workshop
is
development
workshop's
concerned
that
many
affordable
units
will
be
converted
to
market
rate
upon
the
abatement's
exploration.
One
thing
that
representative
Solomon
has
explained
to
the
workshop
is
very
helpful.

bit
deep
in
the
bill
is
that
the
bill
allows
for
continuous
two-year
extension
so
long
as
the
affordability
remains
in
place
and
since
there's

serious
issue
in
the
city
with
expiration
of
existing
affordable
units,

like

see

bill
amended
to
say
that
so
long
as
they
continue
the
affordability
that
they
would

eligible
for
these
extensions
as
the
state
enabling
legislation
allows.

more

member
architecture,
firms

affiliate
companies
to
find
products
and
services
to
the
construction
industry
in
this
region.

Today,

to

support
of
Bill
number
221015,
which
will
incentivize
the
affordable
housing
and
improvements
to
affordable
housing
in
the
Philadelphia
region.
The
AI
stands
in
support
of
sustaining
and
enlarging
the
city's
stock
of
affordable
housing.
It
is
our
belief
that
everyone
should
have
a
place
to
live
and
one
in
which
they
should
not
be
cost
burdened
by
the
rent
is.

This
legislation
will
not
solve
the
affordable
housing
crisis,
but
we
believe
that
it
will
take
a
step
in
the
right
direction
by
providing
incentives
for
the
construction
of
new,
affordable
housing,
as
well
as
the
repairs
of
existing
flight
and
housing
stock.
We
seek
to
both
improve
neighborhoods,
as
well
as
increase
the
opportunities
for
projects
to
be
classified
as
affordable.
Rentals,
rather
than
its
market
rate
over
the
past
year,
have
increased
by
over
eight
and
a
half
percent.
Further
increasing
the
pressure
on
residents
budget
and
increasing
the
need
for
affordable
housing
in
the
city.

That
the
city
can
and
should
go
further.
However,
the
legislation
dictates
the
tax
abatement
and
incentive
self
only
apply
to
specific
quote
deteriorated
areas.
We
believe
that
these
areas
should
be
greatly
expanded
in
order
to
Encompass
the
entire
city,
or
at
least
larger
swaths
of
it
doing
so,
will
increase
the
opportunity
to
construct
and
classify.

Housing
as
affordable.
Furthermore,
we
recognize
that,
while
residents
are
often
rent
burdened,
they
can
also
be
weighed
down
by
other
costs,
such
as
high
utility
bills
for
heating
and
cooling.
Those
homes
units
may
also
be
constructed
with
minimal
insulation
in
order
to
save
first
costs
during
construction
for
those
Developers.

The
director

government
Affairs
for

general
building
contractors,
Association
tdca,
is
one
of
the
Region's
oldest
and
largest
contractor
associations
with
a
membership
of
300
commercial,
industrial

institutional

subcontractors,

construction
service
firms
throughout
the
Greater
Philadelphia
region.

But
the
development
industry
needs
more
Tools
in
its
toolbox
and
we're
going
to
solve
this
problem
with
a
true
public
private
partnership.

recent
reduction
to
the
residential
property
tax
abatement
coincided
with
the
historic
increase
in

cost
of
construction.
Fortunately,
state
representative
Jared
Solomon
and
the
leadership
of
the
Philadelphia
delegation
passed
House
Bill
681
to
allow
our
city
to
selectively
offer
a
full
10-year
tax
maintenance
for
projects
that
offer
a
deed,
restricted,
30,
affordability,
component
and
a

Ami.

The
I3,
the
proposed
change
to
Ice
rezoning,
can
be
very
useful
in
our
area
to
provide
higher
paying
jobs
for
vocational
trainings
for
jobs.
We
would
like
to
see
that
to
the
design
more
like
what
we
have
now

Berean
Institute
in
North
Philadelphia,
because
we're
familiar
with
how
that
fits
in
with
the
community,
and
we
can
see
the
vast
number
of
residents
who
are
benefiting
from
that
program.

Zoning,
the
active
zoning
can
be
beneficial,
but
we
want
to
see
more
public
comment
with
the
neighbors
that
are
surrounding,
because
the
map,
that's
in
the
bill,
doesn't
show
that
there's.
There
are

good
amount

residences

are
close
by
with
the
recent
rail
accident
and
that

parcel
is
next
to
Railroad.

We
are
very
concerned
about
what
type
of
facilities
could
possibly
be
built
there,
along
with
what
Mr
Hinton
was
talking
about.
What
else
could
go
there
and
what
dangers
that
could
pose
to
the
community
as
we
are
now
seeing
the
disaster
in
Ohio
and
I
do
recognize
that
Ohio
is
the
birth
of
the
Clean
Air
Act
that
was
created
by
the
black
mayor,
Carl,
Stokes
and
now
we're
seeing
it.
He
was
right
because,
when
you
have
I3
heavy
indust
natural
Zone
in
your
homes
and
near
Railway,
people
can
die
and
lose
everything
they
have.

So
we
need
more
discussions
about
what
else
could
possibly
go
there
when
that
building
has
changed.
Although
we
do
recognize
that
that
zoning
can
be
very
beneficial
for
residents
to
have
high
paying
jobs,
so
they
can
invest
back
in
our
community
and
that's
the
way
people
used
to
live
in
the
swappable
community.
They're
able
to
make
good
a
good
living
right
where
they
lived
at.

More,
not
just
organizations
and
legislature,
legislators
and
the
tax
abatement
has
been
a
negative,
has
had
a
negative
impact
on
Philadelphia,
homeowners
and
residents
and
to
bring
it
back
so
quickly
after
it
was
canceled
essentially
by
council

is
a
concern
so
we're
asking
if
that
bill
be
opposed,
held
for
more
discussion
or
amended
for
both
bills.
If
they
are
amended,
we
are
concerned
that
these
bills
are
amended
while
discussing
them
with
the
public.

situation

deteriorating
areas

have

up

deteriorating
area.

is
where
you
want
to
reintroduce
the
10-year
tax
abatement

abatement
is
really
what
developers
want.

seems
like

hearing
talking

people
like
a
back
doorway
of
reintroducing
the
10-year
tax
abatement
back
onto
the
scene.

they
want

partnered

affordable

concern
