Description
The Committee on Rules of the Council of the City of Philadelphia held a Public Hearing on Tuesday, October 3, 2017, at 10:00 AM, in Room 400, City Hall, to hear testimony on the following items:
170405 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Memphis Street, Oakdale Street, Tulip Street, Oakdale Street, Sepviva Street, and Lehigh Avenue.
170683 An Ordinance continuing the Port Richmond Industrial Development Enterprise Neighborhood Improvement District beyond its termination date in the area bounded generally by the north side of Allegheny Avenue, the west side of Memphis Street between Allegheny Avenue and East Westmoreland Street, the south side of East Westmoreland Street, the property line of 3300 Agate Street and the back of properties facing west along the east side of Tulip Street between Westmoreland and Ontario Streets, the south side of Ontario Street, the west side of Tulip Street between Ontario and Tioga Streets, the north side of Tioga Street, the back of properties facing west on the east side of Tulip Street between Tioga and Venango Streets, the back of properties facing south along the north side of Venango Street, including the property located at 2301-07 East Venango Street, and the back of properties facing east along the west side of Amber Street, as well as the properties located at 2066-80 East Tioga Street and 2082 East Tioga Street; continuing the Port Richmond Industrial Development Enterprise Inc., a Pennsylvania nonprofit corporation, as the Neighborhood Improvement District Management Association for the District; approving a final plan for the District, including a list of proposed improvements and their estimated cost, and providing for assessment fees to be levied on property owners within the District; authorizing the Director of Commerce, on behalf of the City, to execute an agreement with Port Richmond Industrial Development Enterprise, Inc. relating to the District; and authorizing Port Richmond Industrial Development Enterprise, Inc. to assess certain property owners within the District a special property assessment fee to be used in accordance with the approved final plan; all in accordance with the provisions of the Community and Economic Improvement Act, and under certain terms and conditions.
170721 An Ordinance amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning," by revising requirements for accessory signs, located within the area bounded by Juniper Street, East Passyunk Avenue and Mifflin Street, under certain terms and conditions.

commercial
corridor,
development
for
the
city
of
Philadelphia,
Commerce
Department
I'm,
here

testify
in
support
of
the
bill.
Reauthorizing,
the
Pride
District
Port
Richmond
Industrial
Development
Enterprise
District
Pride
is
unique
among
Philadelphia's
13
beds,
in
that
it
serves
an
industrial
district,
it's
home
to
135
firms
clustered
within
a
16
block
section
of
Port
Richmond.
These
firms
employ
roughly
1,000
people
in
2002
pride,
developed
a
plan
for
improvements
and
organized
themselves
to
pay
for
services
to
strengthen
the
district
as
a
location
for
industrial
businesses.

Pride
provides
regular
literal
removal
and
security
patrols
and
works
closely
with
the
police.
Probably
cently
installed
a
number
of
security
cameras
throughout
the
district
using
Commerce,
Department
funding
and
their
bid
assessments.
Our
department
recently
awarded
them
a
small
grant
to
match
their
assessment
funds
to
help
pay
for
the
cleaning
and
security
services.
These
efforts
have
created
an
environment
where
customers
and
prospective
employees
can
come
to
without
being
discouraged
by
the
neighborhoods
conditions
they
allow
the
businesses
to
operate
without
spending
their
valuable
time
dealing
with
illegal
dumping
graffiti
and
vandalism.

Philadelphia's
industrial
sector
is
an
important
source
of
jobs
for
Philadelphians.
The
services
that
pride
provides
are
critical
to
keeping
their
location
competitive
for
these
businesses.
We
are
pleased
to

prides
desire

continue
for
another
five
year
period.

effort
deserves
the

of
the

they
were
doing
their
five-year
plan,
were
trying
to
be
conservative
and
budget
and
case
costs
were
to
increase,
and
so
it's
kind
of
a
combination
of
things
they're
trying
to
make
sure
that
they
have

ability
to
collect
what
they
need
and
then
also
within
Port.
Richmond
values
have
increased,
so
it's
likely
that
if
they
need
to
collect
more
money,
the
actual
rate
that
people
are
gonna
have
to
pay
is
going
to
be
probably
the
same
as
it
is
now
so
within.

for
the

support
the
baby
as
I
as
I
do
in
my
district
I
think
it's
critical
to
otherwise.
You
know
a
business
corridor
that
had
lack
of
business
and
like
a
support,

it
feels

the
businesses

still
putting
stake
in
the
game,
all
right,
everybody
benefits
and
that's
hopefully
in
growth
in
business
growth.
So
with
that
the
their
marketing
campaigning
their
their
dirt
growth
is
have
they
grown
I
mean?

Think
that
it's
a
mix
of
things
there's
been
a
growth
and
they
have
some
multi
tenant
buildings
that
have
been
renovated,
where
developers
have
invested
in
fixing
up
buildings
that
have
small
businesses
in
them.
So
I
think
that
that's
one
area
where
there's
been
significant
growth
and
then
the
pride
board
members
largely
represent
large
employers
and
I-
think
some
of
them
have
grown
recently.
So
you'll
hear
from
a
couple
of
them
today
and.

I've

some
of
the
testimony
has
been

in

so
I
think
that's
encouraging
and
always
good
to
hear
and
reading
and
talk
about.

there
any
changes

this
reauthorization
for
the
next
five
years?

past
five
years,
I

not
from
technical
amendments
that
may
be
coming.

has
been
changed
through
the
experience
and

practicality

pragmatic
approach
to
a
big
running
in
itself
and
being
sustainable
their.

briefly

support
of
bill.
One
seven,

eight
three
to
continue
what
we've
been
doing
with
pride
for
I,
guess,
15
or
so
years.
In
1999
we
moved
our
business,
a
small
contracting
business
into
a
old
shuttered
factory.
We
bought
from
Penn
ventilator
company
about
three
hundred
thousand
square
feet
and
a
better
city
block
long.

So,
in
addition
to
running
my
business,
I
was
tasked
with
filling
the
building
up
with
tenants
that
met
with
the
g2
industrial
zoning
and
bring
in
businesses
to
fill
it
up,
and
so
in
a
year
or
two
later,
I
met
some
folks
and
was
invited
to
a
pride
meeting.
A
new
group
got
to
learn
and
understand
what
some
of
the
things
they
were
doing.

One
brief
quick
story
was
meeting
Mike
Savage
from
PTR
Baylor,
who
was
a
manufacturer
who
manufactures
Baylor's
right,
Tioga
Street
and
employs
a
few
hundred
people,
and
he
spoke
of
an
interesting
problem
he
had.
He
had
said
they
were
advertising
for
a
few
new
employees,
accounting
management
and
his
staff
told
him
the
the
folks
either
contacted
him
called
them
and
said
we're
sorry.

We
came
past
the
neighborhood
and
we
looked
around
and
we
don't
want
to
work
in
in
that
neighborhood,
environment
or
or
my
husband
said
he
really
doesn't
want
me
working
in
that
neighborhood
and
I
couldn't
believe
that
that
that
was
the
case
and
wanted
to
help
in
the
effort
to
clean
and
security
and
all
the
things
that
we
could
and
been
part
of
the
group
ever
since
and
I'm
here
in
strong
support
of
continuing
another
five
years.

could
speak
many
other
things,
but
I
know
you
guys
are
the
calm.

years
that
pride
has
existed.
I

like
to
tell
you
that
when
I
joined
the
company
in
2002,
we
had
46
employees
in
the
city.
We
now
have
over
150
back
many
years
ago,
when
pride
was
in
its
first
five
years,
the
owner
of
the
business
had
the
opportunity
to
relocate
outside
the
area,
but
pride
was
doing
good
things
in
the
neighborhood
pride
was
changing.
The
neighborhood
pride
was
making
hood
have
pride.

He
supports
pride
very
strongly
and
all
of
those
people,
a
good
percentage
of
those
people
live
in
the
neighborhood
and
they
spend
money
in
the
neighborhood
at
various
shops
and
businesses.
So
it's
a
multiplying
effect
for
having
those
manufacturing
jobs.
We've
got
a
one
square
mile
area
for
pride
and
we're
being
surrounded
by
development.

that's
good
and
bad,
but
the
city
still
needs
manufacturing
and
still
needs
an
industrial
base
and
I'm
here
to
say
that
pride
is
a
big
reason.
Why
we're
still
there,
because
it's
a
cleaner
place,
it's
a
safer
place
as
part
of
my
testimony,
I
attached
the
letter
from
the
24th
district
captain
I
was.

Us
they've
been
very
supportive
of
our
work
and
what
we've
been
doing
with
the
safety
ambassadors.
It's
been
extremely
complimentary
to
the
police
department
and
if
you
look
at
the
statistics
for
the
24th
in
our
area,
it's
down,
we
want
to
keep
it
that
way
and
we
strongly
recommend
and
support
this
bill.

name

Joseph
Bennett
I
worked
for
PTR,
Baylor
and
compact,
their
company
I'm
here
as
a
representative
of
the
company
PTO,
has
been
around
for
a
long
time.
We've
been
in
the
facility
on
22:07
East
Ontario,
since
9:00
73
I
started
there
20
years
ago.
The
neighborhood
was
in
worse
shape
than
it
is
now.
You
know,
cleaning
there
was
trash
in
the
streets.
H
A
lot
of
graffiti
pride
has
worked
to
clean
up
the
streets
to
add
safety
to
to
make
it
a
better
neighborhood
PTR
prides
itself
on
corporate
citizenship,
giving
back
to
the
community
in
terms
of
education.
We
work
with
several
school
districts
on
vocational
training.
We
donate
equipment
to
those
schools
they're
all
in
our
local
area,
and
we've
also
installed
40
cameras
in
ten
locations
in
the
pride
district
as
part
of
the
safe
camp
program,
I'm
an
IT
manager,
so
I've
helped
with
that
from
a
technical
perspective,
and
that's
also
increased
the
safety
in
that
area.

In
reference
to
councilman
Heenan's
question
about
growth,
when
I
started
at
PTR
20
years
ago,
we
were
20
million
dollar.
A
year
company
today
we're
at
eighty
five
million
dollar
a
year
company
we've
bought
the
lot
across
the
street
from
us
to
expand
capacity,
we're
renting
the
building
next
to
us
to
expand
capacity
in
that
direction,
so
there's
definitely
growth.
We
currently
employ
260
full-time
employees
at
our
location.

We
manufacture,
Baylor's
and
compactors
for
some
of
the
largest
retail
chains
in
the
country,
including
Walmart
Target,
many
others
and
all
that's
happening
right
here
in
Philadelphia,
and
that
I
would
say,
I'd
like
to
support
pride.
Our
company
would
like
to
support
pride.
