The Committee on Rules of the Council of the City of Philadelphia held a Public Hearing on Monday, November 22, 2021, at 10:00 AM, to hear testimony on the following items:

210683 An Ordinance continuing the Philadelphia Hospitality Improvement Levy District (the “District”), a business improvement district encompassing certain existing and future hotel properties within the boundaries of the City of Philadelphia (the “City”), and continuing the Philadelphia Hospitality Improvement Levy District Corporation (“PHiL DC”) to serve as the neighborhood improvement district management association for the District; approving a new plan for the District, including a list of proposed programs and services related to the development and promotion of the hotel and tourism industry in the City and County of Philadelphia and their estimated cost; providing for special assessment fees to be levied on eligible hotel property owners within the District to fund such programs and services; authorizing the Director of Commerce, on behalf of the City, to execute an agreement with PHiL DC relating to the District; and reauthorizing PHiL DC to assess eligible property owners within the District and collect or cause to be collected special assessment fees to be used in accordance with the approved plan; all in accordance with the provisions of the Community and Economic Improvement Act, and under certain terms and conditions.

210686 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Walnut Street, 9th Street, Locust Street, and 10th Street.

210689 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Old York Road, Broad Street, and 65th Avenue.

210744 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Germania Street, Arendell Avenue, Delaware Avenue, and Linden Avenue.

210771 An Ordinance authorizing the Water Commissioner, on behalf of the City, to enter into an agreement between the City and the Philadelphia Redevelopment Authority (“PRA”) for the PRA to act as the City’s agent to include and incorporate Philadelphia Water Department identified green stormwater infrastructure projects (the "Stormwater Infrastructure") in certain construction and improvement projects in and around the City on properties owned by the City (the "City Projects"), including, with the prior written consent and approval of the District Council Person where the Rebuild Project is located, those projects arising out of the City's "Rebuilding Community Infrastructure" or "Rebuild" Program, and on properties owned by the PRA ("PRA Projects") (the City Projects and PRA Projects, together, the "Construction Projects") from the design phase to construction completion in an efficient manner, under certain terms and conditions.

210861 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning designations of certain portions of land located within an area bounded by Berks Street, Memphis Street, Wilt Street, and Tulip Street, all under certain terms and conditions.

210863 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Huntingdon Street, Howard Street, Susquehanna Avenue, American Street, Jefferson Street, and 6th Street.

210865 An Ordinance amending Section 14 514 of The Philadelphia Code, entitled “/FNE, Far Northeast Overlay District,” to prohibit eligibility for floor area, height, and dwelling unit bonuses and to increase minimum parking requirements, all under certain terms and conditions.


210869 An Ordinance amending Section 14 525 of The Philadelphia Code, entitled “/SNM, South Ninth Street Market Overlay District,” to clarify existing provisions, all under certain terms and conditions.
