hill

the

city
overlay.

following
sign
types
will
be
prohibited
signs
with
internal
elimination,
animated
illumination,
freestanding
signs,
non-accessory
signs,
projecting
signs
and
mechanical
movement.
The
maximum
area
for
signs
is
significantly
reduced
in
commercial
districts
and
only
permits
one
sign
per
building
frontage.

staff
of
the
planning
commission
will
now
have
to
complete
facade
reviews
for
building
permits
prior
to
building
or
altering
a
facade
within
the
society
hill
area.
Northeast
this
bill
will
also
exempt
the
society
hill
area
from
the
recently
passed
regulations
that
allowed
properties
to
lower
the
minimum
parking
requirements
that
are
locally
designated
historic
or
that
contribute

local
historic

bill
creates
unnecessary
overlay
restrictions

exempts
one
neighborhood

preservation
measures

added

two-year

bill
assigns
new
reviews
to
the
planning
commission,
while
not
increasing
the
number
of
staff
available
for
the
reviews.

we've
been
working
on
this
for
well
over
two
years,
this
bill
at
nine
five,
which
is
a
remapping
bill.
We've
made
multiple
changes
in
both
bills
and
you
know
being
on
the
historic
task
force
and
with
support
of
the
preservation
society
for
this
bill.

The
65
height
limit,
65-foot
height
limit
also
is
a
height
limit
that
all
that
does
is
bring
the
developer
in
that
area
in
the
historic
district
to
the
community.
If
it's
going
to
be
higher
than
65
feet,
so
it's
not
like
you
can
never
have
a
building
higher
than
65
feet.
They
would
just
need
a
variance
at
that
point.
We
also
had
strong
support
from
the
park
services
for
this
being
in
a
historic
area.

So
during
that
time
I
know
we
really
tried
hard
to
get
everybody
to
agree
and
and
get
a
consensus,
but
on
as
you'll
hear
on
two
zero
zero
zero
nine
five,
we
were
able
to
do
that
through
remapping
and
get
everybody
on
board
to
agree.
But
in
this
bill
we
we
just
worked
really
hard
to
try
to
do
that,
but
planning
is
still
not
agreed.
But
I
I
recommend,
with
the
work
from
the
civic
association
and
and.

Community
and
the
preservation
alliance
and
the
park
services
that
we
believe
that
this
bill
should
be
passed
and
willing
to
continue
to
work
with
developers
or
people
coming
in
any
development
that
we've
seen
that
was
proposed
for
these
sites
has
not
been
something
most
of
them
were
high-end,
condos
and
other
things
that
would
be
there.
That
would
be
able
to
work
with
the
community
on
a
variance
or
setbacks.
Whatever
would
be
needed
to
get
a
project
to
go
over
65
feet.

really
helped
as
someone
who's
going
through
similar
situations,

to
balance
out
and
shaping
and
ensuring
community
participation

fact

the
feedback
from
the
residents.

a
question
for
the
record:
how
does
this
impact
the
mixed
income
bonus
and
if
we
could
put
that
on

record,
that
would

would
greatly
appreciate
it
as
it
relates
to
affordability,.

not
prohibit
applicants
from
applying
for
it,
but
the
65-foot
height
limit
in
a
zone
such
as
cmx-3
will
limit
a
height

create
a

district

a

limit,
where
it's
normally
regulated.

impact

having
a
maximum
height,
send
something
to
the
zoning
board
and
they
may
or
may
not
get
a
variance.

it
could
possibly

negative
impact
on
the
number

units

the
number

amount

money

mixed
income
bonus.

have
that
impact.

developer

into

zoning
variance

spirit

bill
around
an
inclusive
mixed
income,
neighborhood.

old
city
we
have
a

limit,
we

bonus
in
that

and

project

we
have

hard
to

sure

included
in
the
project,
then

paid
to

housing
trust
fund.

a
big
priority
and-

we
believe
in
the

every
community,

believe

every
community

mixed
income
and
housing
should
be
part
of
any
new
development.

believe
that
it's
either

included

there
should

money

trust
fund
in
every

development.

willing

work

is

development
potential
development
and
rezoning
issues
are
seeds
that
will
bear
fruit
by
way
of
goods
and
service
provided
to
the
public,
but
also
tax
revenues
provided
to
the
city.
In
light
of
the
projected
deficits,
we
will
face
next
budget
cycle.
These
two
bills
that
I
put
forth.
One
of
them
deals
with
an
issue
called
steep
slopes.

I
want
to
thank
my
members
that
went
along
for
the
bike
ride
last
week
and
we
went
up
hills
down
hills
that
were
steep
slopes.
That's
why
listen?
I
understand
we
we'll
send
you
pictures,
but
we
realize
that
when
you
build
impervious
surfaces
on
steep
slopes
and
combine
that
with
rain,
that
water
has
to
go
somewhere
and
it's
usually
downhill,
it's
usually
into
our
overburdened
dual
lateral
sewer
systems.

It
is
also
the
creation
of
land
erosion,
and
so
by
prohibiting
these
or
questioning
these
kind
of
developments
on
steep
slopes
in
rockstar.
In
manila,
in
other
parts
of
my
district,
we
are
taking
a
second
look
as
to
how
that
land
should
be
utilized.
The
reason
why
we
have
trees
is
to
prevent
erosion,
and
so
that's
one
of
the
bills
presented
today.

What
we
did
not
do,
and
what
was
the
unintended
consequences
was
some
of
the
parcels,
such
as
on
main
street,
were
grandfathered
in
from
an
industrial
time
when
we
had
factories
and
mills,
and
things
like
that
right
there
on
the
same
parcel
where
there
used
to
be
factories,
and
mills
is
now
a
movie
theater,
various
restaurants
and
eateries,
and
a
wine
and
spirits.
In
order
for
that
parcel
to
be
developed
retail-wise,
we
need
to
update
and
right-size
the
zoning
so
that
it'll
allow
for
commercial
development
other
than
industrial.

What
it
also
prohibits
is
residential
development,
so
it's
something
good
for
the
owners
of
the
mall
and
potential
individuals
looking
to
open
businesses,
but
it
also
safeguards
and
protects
the
community
the
same
community.
We
wrote
through
our
members
to
make
sure
that
there
is
not
over
development
in
those
areas
that
impacts
both
traffic
and
parking.
So
thank

protection
areas.
Steep
slope
protection
areas
are
located
within
the
open
space
and
natural
resources.
Section
of
the
code
open
space
and
natural
resources
standards
are
intended
to
promote
safe
and
compatible
development
throughout
the
city
of
philadelphia
that
avoids
adverse
impacts
and
degradation
of
the
environment
through
open
space
preservation,
protection
of
steep
slopes,
erosion
control
and
water
quality
protection.

city
planning
commission
does
offer
one
amendment
to
the
bill
today.
It
is
to
clarify
that
the
water
department
will
perform
an
existing
resource
and
site
analysis
plan
for
properties
over
five
thousand
square
feet.
The
bill
proposed

it
has
gone
back
to
5
000
square
feet,
and
that
is
what
is
under
title
iv:
sub
code,
a
staff
from
the
city
planning,

on
this
bill

These
two
bills
are
based
on
a
master
plan
that
our
association
took
several
years.
A
great
deal
of
community
input
to
create.
He
took
a
great
deal
of
patience
from
councilman
squilla,
and
I
first
want
to
thank
him
for
his
hard
work
and
support.
I
want
to
highlight
three
components
of
the
overlay
bill,
which
is
the
bill
ending
in
9-4.

The
200
block
of
walnut
street
is
directly
across
from
independence
national
park
and
it's
truly
magnificent
merchants
exchange
building
that
building's
a
national
historic
landmark.
It's
the
oldest
stock
exchange
building
in
the
country.
It's
now
owned
by
the
park
service.
It's
rectangular
with
a
three-story
limestone
structure
attached
to
a
perfectly
curved
and
proportioned
portico,
with
a
beautiful
greek
corinthian
colonnade,
it's
beautifully
recreated
streetscape
consists
of
a
plaza
of
cobblestone
running
to
the
rear
of
this
historic
city,
tavern
and
another
nationally
designated
landmark.

The
question
then,
is
well:
why
should
we
care
about
such
an
intangible
thing
as
scale?
The
reason
is
that
it
is
the
scale
of
the
streetscape
that
reflects
this
history
of
colonial
america,
when
tall
buildings
were
not
feasible,
society
hill
in
general
and
independence
park,
especially
in
that
block,
are
really
a
treasure
of
colonial
history.
They're
the
front
entrance
to
historic,
philadelphia.

People
come
from
all
over
the
world
to
tour
our
neighborhood
using
buses,
walking
tours
carriage
tours
segway
tours,
and
they
look
out
at
eye
level
on
the
historic
character
of
the
streetscape.
They
don't
come
to
look
at
high-rise
buildings
and
because
of
what
they
see
in
society
hill
in
the
surrounding
park.
They
have
spent
millions
of
dollars
in
hotels,
meals
and
related
activity
in
philadelphia,
and
we
have
to
give
priority
to
the
historic
preservation
of
that
scale
to
make
sure
that
they
do
that
again
when
we
all
come
out
of
this
pandemic.

If
you
look
at
other
cities
with
comparable
historic
districts,
all
have
similar
height
limits,
that's
true
of
baltimore
boston,
georgetown
in
dc,
even
our
own
old
city,
has
a
65-foot
height
limit.
Please
understand
we're
not
against
change
we're
not
against
high-rise
development,
we're
certainly
not
against
mixed
income
development.

We
have
a
lot
of
high-rises
at
least
eight
in
society.
Hell
there'll
be
another
five
to
ten
high-rises
nearby
in
our
district,
when
the
recent
first
proposal
for
penn's
landing
comes
to
fruition,
what
we
care
about
and
what
we're
doing
here
is
trying
to
promote
good
development,
and
that
means
considering
the
context
of
the
streetscape
when
planning
tall
buildings.

Much
more
briefly,
I
want
to
touch
on
two
other
components
of
the
overlay
parking
with
tourism.
South
street
pens
landing,
spruce,
harbor
park.
The
parking
squeeze
in
society
hill
is
just
beyond
the
critical
limits.
People
don't
come
to
these
areas
on
bicycles
to
the
subway.
They
come
in
cars.
So
all
we're
asking
is
to
restore
some
modest
parking
requirements
and
only
for
developments
with
more
than
three
units.
For
example,
the
six
unit
building
would
be
two
spaces.

It's
it's
really
targeting
churches
and
other
structures
that
could
not
be
renovated
and
redeveloped
economically,
because
doing
so
redeveloping
them
would
require
following
use
and
parking
requirements
of
the
zoning
code.
So
it
instead
encourages
restoration
by
allowing
any
such
property
to
be
used
in
any
of
the
ways
of
a
cmx
property
and
eliminates
any
parking
requirements
that
might
otherwise
apply,
but
really
in
our
neighborhood.

We
did
a
lot
of
work
on
that
and
a
lot
of
work
with
the
planning
commission
and
we
thanked
them
for
their
countless
hours
and
their
patience
in
working
with
us.
On
this.
We
ended
up
coming
up
with
a
corrective
remapping
of
some
of
the
lots

they
do
come
in
and
need
to
do
things
in
those
areas
we'll
meet

community
and
go
through
a
variance
process.

it's
regarding
a
small
area
of
philadelphia,
but
it's
a
very,

important
area.
It's
determining
the
essence
of
a
key
district
of
the
city,
and
that
would
be
society
hill,
our
thoughts
very
much
align
with

heard
from
from
larry
spector,
almost
down
the
line.
You
know
we
we
think
about
society
hill
and
how
we
describe
it
to
out-of-towners
or
members
of
our
family
who
don't
live
here
and
we
use
words
like
historical
and
charming
and.
I
The
area
in
question,
as,
as
mr
spectre
said
in
most
places,
faces
independence
park
in
its
historical
buildings,
and
it's
our
position
that
whatever
construction
is
done,
should
enhance
this
sense
of
history
and
not
compete
with
it
at
society
hill
towers.
We
have
a
a
unique
set
of
concerns
as
well.

It
was
never
designed
with
the
idea
of
just
being
one
of
many
high
rises
in
a
whole
gaggle
of
them.
It
is
a
historical
site,
it
is
an
iconic
site
and
it
deserves
to
be
respected.
As
such,
you
know
this
is
an
if
only
moment
if
development
is
lot
allowed
to
destroy
the
essence
of
society
hill
with
lots
of
overshadowing
out
of
context
buildings.
Future
generations
are
going
to
say
if
only
someone
could
have
controlled
this
while
they
could
we'd
think
that
this
is
that
moment
not
to
keep
the
area
from
being
developed.
I
Certainly
not
development
and
process,
and
progress
are
very
important
to
us,
but
development
in
a
very
careful
way
that
blends
the
modern
with
the
traditional,
the
historical
essences
preserved,
and
we
believe
that,
with
the
right
kind
of
development,
we
could
enhance
both
the
future
and
the
traditional.

continued
to
increase
on
that
very
choice:

don't

people

land

why

this
land,
this
land
is
a
small
portion.

a
substantial
portion
of
that
land

we
move
this
land
around,
I
watch
land
all
the
time
in
the
movement
of
it.

in
that
regard
getting
back
to
this
ordinance
today,
this
is
a
changing
of
the
zoning
designation
for
certain
areas
of
land.

wish
the
young
lady
miss
arcy
has
spoken,
because
then
I
can
get
better
clarity
on
what's
supposedly
moving
and
what
what's
you
know
happening
here,
because
in
that
area,
where
we
need
a
multi-uh
housing
approach,
we
need
all
types
of
housing.

appears
from
this
a
bill
that
this
land
is
being
designated
single,
family
and
I'm
concerned
about
that,
because,
with
the
zoning
code
change
of
2012,
we
thought
we
would
have
these
new
rules
in
place
to
reduce
having
to
go
to
zoning
hearing
and
that
the
community
would
have
to
meet
as
much
on
these
issues.
Well,
we
find
ourselves
because
an
area
has
been
designated
all
for
single
family
when
people
come
to
do
other
types
of
housing
which
we
need,
we
have
to
encounter
them.

Although
we
love
meeting
the
developers-
and
we
love
being
doing
our
civic
duty
as
it
relates
to
greeting
the
new
folks
coming
to
town
and
understanding
how
our
community
is
changing,
gentrification
and
all
of
that,
it
sort
of
puts
us
in
a
position
where
you
know
we
have
to
meet
so
often
and
try
to
engage
our
community
and
all
of
that's
important
too.
But
we
thought
we
were
ratcheting
down.

So
when
we
see
a
bill
like
this,
and
then
we
call
our
planning's
office,
the
city
planning,
commission
and,
to
be
honest,
they
were
really
no
help.
Our
fifth
district
planner
was
on
vacation
and
somehow
the
boundaries
of
this
bill,
which
are
very
small
and
wide,
I
should
say
and
and
supposedly
was
about
a
small
issue,
becomes
all
of
this
borders.
As
we
see
per
this
bill,
two
zero
zero
one,
four
four,
so
I
think
it
may
need
some
amendments.

had

didn't
know
whether
they
were
going

much
