the
zoning
map
designations
of
a
vacant
lot,
that
is
approximately
2
900
square
feet
in
size
from
rsa5
residential
single-family
attached
to
sppoa
special
purpose
park
and
open
space
active.
The
request
for
the
zoning
change
was
made
by
the
department
of
parks
and
recreation
to
facilitate
the
development
of
a
small
park.
This
will
replace
the
former
playground
and
associated
recreation
land
on
the
site
of
the
former
queen
lane
tower
that

demolished

entitled
core
area.
The
bill
proposes
to
eliminate
parking
requirements
within
an
area
which
is
founded
by
the

franklin
bridge,
5th
street
walnut
street
and
2nd
street.
The
proposed
provisions
of
this
bill,
together
with
the
existing
requirements
for
ground
floor
active
use,
should
be,
should
discourage
the
creation
of
surface
parking
lots
along
pedestrian,
friendly
and
transit-accessible
corridors,
while
ensuring
that
new
development
reinforces
the
urban
scale
and
will
be
compatible
with
the
historic
district.

echo
miss
brumbolo
byrne's
testimony

this
bill
fixes
an
inherent
hardship
in
the
current
overlay
and
will
allow
development
to
continue
without
facing
that
hardship.

also
just
wanted
to
note
that
on
september
22
2021,
the
old
city
district
board
of
directors
voted
unanimously
to
support
this
legislation
in
concept
because
it
aligns
with
old
city
stakeholders
goals,
as
outlined
in
ocd's
vision,
2026
plan.

worked
with
old
city
district
and

planning

come
up

a

way

with

communities

we

look

these
things
as

ways

the

expect

grow

majority

folks

survey

meetings.
Everyone
indicated
that

neighborhood

get
better

more
people
but
fewer
vehicles,

indicated

own
preference

drive

what

have
in
this
circumstance
is
that
you
have
commercial
corridors
that
are
getting
interrupted
by
drive
aisles,
but
really
what's
happening
with
development.

six
acres

land
located

east
snyder
avenue
from
i2
medium
industrial
to
icmx,
industrial,
commercial,
mixed

redevelopment
of
the
site,

retail
uses.
The
south
district
plan
recommended
no
change
to
the
property,
which
was
then
in
active
industrial

The
commission
recognized
that
surrounding
properties

remapped
in
2013
to
icmx

is

with
the

annex
to

urban
development
relocated,
all
fair
hill
residents
pha

finalized
is
in
the
process
of
finalizing
his
development
plan
for

first
two
phases
and
will
be
seeking
financing
from
the
pennsylvania,
housing
finance
agency
phfa
for
low-income
housing
tax
credits.
We
expect
construction
to
start
by
spring
2023
the
first.
The
third
phase
is
the
subject
of
the
current
bill
before
the
committee.

This
bill
authorizes
pha
to
acquire
113
properties
near
the
fair
hill
development
generally
between
9th
and
11th
streets
on
the
east
and
west,
and
cumberland
and
susquehanna
streets
on
the
north
and
south
of
the
113
properties.
Members
49
are
publicly
owned
and
the
remainder
are
privately
owned.
Ph's
initial
investigation
shows
that
none
none
of
these
privately
owned
properties
are
occupied
either
as
residents
or
a
business
and
most
are
vacant
lots.
In
fact,
only
five
of
these
properties
are
even
have
structures,
although
the
third
phase
is
the
final.

has
already
began
outreach
to
the
affected
property
owners
and
the
community
we
invited
here.
We
invited
them
here
to
this
meeting

you
may
hear
from
some
of
them

Moreover,
pha
has
met
on
multiple
occasions

redevelopment
plans,
we
will
continue

work

owners,
residents

plan

inclusive

contact

relocated
residents
and
to
inform
them

the
availability.
They
have
a
right
of
first
refusal,
so,

have
the
right

return,
they
may
exercise
the
right
not

housing

13th

down

it's
a
mixed
income
project

folks

this
is
the
first
time
I've
ever
heard
of
everyone
having
that
right
of
refusal,
which
I
think
is
great
kelvin
to
your
leadership
and
the
work
that
you're
doing
and
so
I'll
keep
up
the
good
work,
any
other

empty

serve
the

project

displace

from
our
community
and
home
and
no
amount
of
money
nor
any
other
home

replace
it.

understand

criteria

choosing
these
properties
to
be
for
for
displacement,
but
I
strongly
believe
that
my
home
is
not
an
obstacle.
It's
a
renovated
home
and
it's
not
an
obstacle
for
this
project

I

like
for
it
to
be
removed
from
the
pha
a
list
of
properties
to
be
acquired.

rely
on
your
good
judgement
and
for

bring
back

smile

four

there

quite

bit
that

engage

property
owners

part

acquisition

would
negotiate
with
each
of
them

suitable
price.

the
use
of
the
power

eminent
domain
is
heavily
regulated
both
by
federal
and
state
law

we'll
obviously

complying

all

condemnation,
there's
a
process
of
appraising
the
property
offering
your
appraised
value
to
the
owner,
there's
a
negotiation
process
with
the
owner.
Before
that,
there's
like
a
90
day
period
before
you
can
condemn.

you're
unable
to
get
to
an
agreed
upon
fair
market
price
with
the
owner,
then
the
housing
authority
does
have
the
right
to
condemn
and
we'd
file
a
declaration
of
taking,
and
then
the
owner
has
a
right
to
go
through
a
process
to
get
a
independent
determination
of
the
value
of
the
property.
First,
it
goes
to
an
administrative
body
called
a
board
of
view
and
they
write
a
report.
They
look
at
the
property.

Each
site
has
an
opportunity
to
put
on
a
case
and
they'll,
give
a
number
they'll
say
what
the
price
is
and
then
either
side
can
actually
appeal
that
up
to
the
court
of
common
police
and
have
a
jury
trial
and
to
determine

value
of
the
property.
So
the
owners
have
lots
of
rights
throughout
this
process
to
get
the
fair
market
value
of
their
property
cool.

ultimate
goal:
the
greater
good

to
provide
a
level

affordable
housing
because
we

affordable
housing
crisis
right
now
in
the
city
