D
E
Afternoon,
chairman
squirrel
members
of
the
committee
on
streets
and
services,
my
name
is
Rebecca
Swanson
I'm,
the
Planning
Director
for
the
department
of
licenses
and
inspections
today,
I'm
here
to
provide
a
brief
statement
on
bill
number,
160,
225
and
160,
or
two
to
six,
which
proposed
changes
to
the
Philadelphia
code.
Regarding
the
regulation
of
towing
companies,
it
is
well
known
that
the
city
faces
an
ever
growing
problem
with
towing
companies
engaging
in
criminal
behavior
and
violating
the
Philadelphia
code.
E
We
know
that
citizens
are
being
unlawfully
towed
or
otherwise
victimized
by
unscrupulous
telling
companies,
and
we
all
want
to
solve
this
problem.
Therefore,
the
administration
and
City
Council
have
formed
a
working
group
with
the
goal
of
creating
a
towing
management
and
enforcement
system
that
will
ensure
that
towing
companies
operate
within
the
law
or
face
serious
consequences.
E
The
working
group
is
considering
numerous
solutions,
both
short-term
and
long-term,
that
we
believe
will
hold
towing
companies
accountable
for
their
bad
actions,
provide
additional
assistance
to
consumers
and
create
deterrent
measures
to
change
the
telling
culture
in
the
city
going
forward.
Thank
you
for
the
opportunity
to
provide
this
testimony.
F
You
then
Councilman
Jim
Kenney
worked
aggressively
on
the
issue
of
trying
to
regulate
bad
behavior
by
some
of
the
towing
companies.
Now
councilman
may
now,
mayor,
Kenny,
understands
and
I
want
to
thank
him
and
his
team
for
agreeing
to
put
this
work
group
together.
These
are
consumer
bills.
This
is
about
protecting
people
that
right
now,
because
we
do
not
have
a
procedure
to
regulate
the
signage
and
what
is
now
the
stealing
cars
off
of
our
streets.
We
have
left
our
citizens
exposed
to
these
two
operators,
who
continually
continually
run
rogue
in
the
city
of
Philadelphia.
F
We
regulate
the
power
of
the
parking
authority,
we
regulate
people
who
provide
furniture
on
our
streets
and
for
whatever
reason
we
have
not
up
to
now
regulated
these
types
of
businesses.
It
is
our
intention
to
perform
together
something
that
protects
our
consumers
and,
at
the
same
time,
does
not
create
an
onerous
process
for
Ellen,
I
and
streets
department
to
enforce
it.
I
look
forward
to
working
with
the
administration
on
this,
and
we
welcome
any
public
comments
or
any
other
additional
insights
as
we
promulgate
rules
and
regulations
of
this
industry.
Thank
you.
Thank
you.

Under

The

It

to
customers,
provide
messages
during
important
events
like
the
Democratic
National
Convention,

The

Septa
supports

I'm

to
offer
testimony
on
bill
1602
for
the
streets
department
has
objections
to
this
bill.
The
Pennsylvania
vehicle
code
required
PennDOT
to
develop
regulations
in
traffic
control
devices
in
accordance
with
the
federal
highway
administration's
manual
on
uniform
traffic

K
The
federal-state
criteria
choir
that
and
always
stop
control,
be
warranted
by
an
engineering
study
of
traffic
conditions
that
include
such
things
as
accident
reports,
traffic
volumes,
speed
in
sight,
distance,
the
city
we
can't
conduct
it
concluded
that
the
conditions
at
this
location
do
not
satisfy
the
federal
state
warrants
for
an
always
stop
control
the
intersection
at
the
intersection
of
bundu
pause
streets.
We
are
not
dealing
with
Bourdon
situation,
but
rather
one
in
which
the
prevailing
traffic
conditions
fall
far
short
of
the
men
required
by
the
FHWA
in
the
Pennsylvania
vehicle
code.
K
For
the
installation
of
all
and
always
stop
control
based
on
the
results
of
the
study,
the
street
Sherman's
cannot
support
the
installation
of
and
always
stop.
This
intersection,
therefore
cannot
support
this
bill.
Thank
you
for
the

how
to
be
happy
to
