from
the
city

the

of

new

on
the

and
whitening
of
two
existing
city
streets
on
a
city
plan
and
reconfiguration
of
six
intersections
on
the
city
plan.

former
PES
Refinery

company's
vision

transform
this
former
Refinery
site
into
a
joint,
state-of-the-art
industrial
campus
and
Life
Sciences
Campus
known
as
the
Bellwether
District.
The
future
uses
of
the
industrial
campus
include
e-commerce
manufacturing
warehousing
and
distribution
facilities.
The
future
uses
of
the
life
science
campus
include
traditional
research
and
development
uses
as
well
as
cgmp
manufacturing.

All
of
these
uses
are
anticipated
to
provide
much
needed
family,
sustaining
jobs
for
thousands
of
philadelphians
the
bills
before
you
today
will
authorize
the
creation
of
a
new
Street
and
public
infrastructure
Network.
Integrating
the
Bellwether
district
with
the
neighboring
Street
grid
modifying
the
ordinances
adopted
by
City
Council
in
2020..

Over
the
past
year,
we
have
worked
diligently
with
the
staffs
of
the
Planning
Commission
Otis
and
the
streets
and
water
departments
on
this
legislation
and
other
planning
issues.
We
greatly
appreciate
each
Department's
attention
to
the
matter
and
their
thoughtful
comments.
Moreover,
we
support
the
administration's
offered
amendments
to
the
bills
and
we
ask
for
their
adoption
since
purchasing
the
site
in
2020,
we
have
made
significant
progress.
We
have
removed
865
miles
of
pipe,
which
is
91
of
the
piping
and
18.5
million
gallons
of
petroleum
product,
which
is
roughly
99.

90
of
Tanks
have
been
demolished
and
92
percent
of
the
demolition
has
been
completed,
resulting
in
over
175
000,
tons
of
scrap,
being
removed
and
recycled.
Hrp
intends
to
raise
all
existing
low-lying
areas
of
the
site
out
of
the
FEMA
established,
base
flood
elevations
and
will
work
toward
to
facilitate
Overland
flow
relief
and
increase
efficacy
of
storm
water
drainage.
My
colleagues
can
speak
in
Greater
detail
about
our
future
plans
and
progress
to
date.

take

time

highlight
our
community
engagement,
Workforce
Development
programs
and
diversity,
Equity
inclusion
initiatives,
as
we
have
received
quite
a
few
questions
from
the
council
about
them.
Since
the
purchase
of
the
property
Healthcare
Redevelopment
Partners
hit
the
ground
running
in
the
South
and
Southwest
Community.
We
began
by
meeting
with
the
community
advisory
panel,
also
known
as
cap,
that
was
established
by
the
Philadelphia
Energy
Solutions
company
and
that
comprised
of
20
stakeholder
groups.
Since
hrp
has
managed
the
cap.

We
have
increased
the
groups
working
closely
with
councilman
Johnson
to
26
stakeholder
groups,
22
of
which
are
community-based
organizations.
Our
team
meets
with
this
group
by
monthly.
To
date
we
have
hosted
over
23
meetings,
a
mix
of
in-person
and
virtual
in
addition
to
our
community
advisory
panel,
hrp
hosts
quarterly
public
meetings.
Our
upcoming
meeting
on
March
28th
will
be
the
10th
public
meeting
in
two
years
with
the
community.
The
meeting
format
has
evolved
as
we
listened
and
worked
with
residents
and
garnered
feedback.

These
meetings
went
from
being
very
controlled,
utilizing
a
chat
function
on
Zoom
to
very
interactive,
where
participants
can
unmute
themselves
and
speak
freely
to
allow
for
two-way
dialogue.
We
have
seen
an
uptick
in
engagement
and
we
welcome
an
in-person
meeting
in
the
future,
which
we
are
hoping
to
partner
with
community-based
organizations.
As
a
co-host,
we
have
invited
Philly
Thrive
to
be
our
co-host
at
the
very
first
in-person
meeting.

In
addition
to
our
standard
Community
engagement,
we
have
launched
an
additional
layer
in
June
2022.
We
launched
the
community
survey
open
to
the
public
to
inform
hrp
of
our
community
investments
in
areas
in
which
we
should
focus.
The
next
phase
to
continuously
solicit
Community
input
is
the
hrp
community
connectors
program.
We
are
partnering
with
influential
community
members
to
host
small
focus
groups
with
a
series
of
questions
around
Community
Investments
groups
and
strategies
that
will
inform
our
engagement
moving
forward.

Once
we
have
completed
this
data
collection,
we
would
like
to
simultaneously
kick
off
the
community
benefits
agreement
process.
Hrp
is
voluntarily
entering
into
a
CBA
with
Community
groups
of
South
and
Southwest
Philadelphia.
Currently
we
are
looking
at
in
April
2023
start
date.
We
have
identified
two
third-party
facilitators
that
will
be
interviewed
by
the
CBA
groups
for
final
selection.
Hrp
is
running
a
fair
and
Equitable
process
by
allowing
the
community
to
choose
the
CBA
facilitators.

forward

this
process,
while
acknowledging
Investments
that
were
made
previously.
In
2022
alone,
we
spent
close
to
a
million
dollars
on
community
initiatives,
including
the
annual
boo
on
the
breeze
Fall
Festival,
a
community
health,

Point
Breeze,
Ave,
Smith
playground,
slide-a-thon
unity
and
the
community
anti-gun
violence
trip
to
Dorney
Park
young
chances,
Foundation
partnership
with
the
African-American
history,
museum,
Girls,
Inc
summer
experience,
and
we
sponsor
a
host
of
youth
organizations
and
football
leagues,
and
this
is
just
naming
a
few
in
your
briefing
packet.

Hrp
works
hard
at
Workforce
Development.
We
currently
have
two
apprenticeship
programs
running
The,
Carpenter's,
apprenticeship,
Readiness
program
and
the
Sam
State
and
Senior
apprenticeship
program.
We
recruit
students
directly
from
the
Philadelphia
School
District
and
South
and
Southwest
Philadelphia.
These
programs
provide
a
direct
pipeline
to
the
Building
Trades
unions,
which
have
long
been
a
challenge
for
black
and
brown
people
to
access.
We
are
also
proudly
entering
our
third
year
of
the
hrp
internship
program
and
it
has
been
a
joy
watching
this
program
evolve
to
quote
an
intern
from
last
summer.
I
enjoyed
the
environment
at
hrp.

has
given
me
plenty
of
connections
and
networks
for
my
future.
That

graduating

partner

the
beauty

hrp's
Workforce

jobs
of
tomorrow.

discuss
our
engagement

school
district
of
Philadelphia
in
the
career
connected
learning
program.

2020
we
have
employed
over
40
interns,
and
this
summer
we
will
employ
50
interns
on
site
and
with
our
partner
organizations.
Our
staff
is
engaged
in
monthly
virtual
career
awareness
interviews
to
give
students
a
sense
of
the
construction
industry.
Our
hrp
employees
participate
in
career
awareness
and
CTE
program
events
engaging
students
from
the
school
district
of
Philadelphia,
for
example.

Yesterday
we
welcomed
over
20
students
from
Roxboro
high
schools,
real
estate,
CTE
program
for
a
tour
and
a
panel
discussion
on
our
site
with
our
employees.

personally
participated,
and
it
was
a
great
time.
Our
team
also
serves
on
the
CTE
industry
advisory
Council
to
support
and
advise
on
CTE
programs
throughout
the
throughout
Philadelphia.
In
the
summer
of
2022,
we
hosted
30
young
women
in
partnership
with
my
wink
summer
construction
camp
in
an
effort
to
increase
women's
participation
within
unions.

Lastly,
as
I
wrap,
I

like

speak

our
diversity,
equity
and
inclusion
initiatives.
Hrp
has
an
aggressive,
Economic
Opportunity
plan
with
a

and

15-year

000
students

program

the

program

in
the

in

kids

multi-billion
dollar
racing
industry.

successful
at
actually
doing

south

is
a
no-carcinogen
and
a
common
airplane.
The
EPA
sets
an
annual
Action
level
of
9
micrograms
per
meter
cube
to
indicate
health
risks
before
hillco
stopped
monitoring
their
fence
line.
Benzene
this
past
January,
four
of
their
gen
four
of
their
monitors,
exceeded
this
Action
level
of
nine
micrograms
per
meter
cubes
in
2022..
These
concentrations
ranged
from
9.1
to
14
micrograms
per
meter
cubed.

While
this
is
not
an
annual
average,
these
numbers
strongly
suggest
the
need
to
continue
monitoring
Benzene
Benzene
at
the
site.
Furthermore,
these
Benzene
exceedances
are
likely
to
increase
in
frequency
and
magnitude
if
hundreds
to
thousands
of
trucks
and
service
vehicles
are
used
for
the
warehouse
and
Logistics
Center.
In
addition
to
continuing
fence
line
monitoring,
we
need
air
monitoring
to
be
conducted
in
the
surrounding
residential
areas
where
community
members
live
and
work
over
300
000
people
live
within
three
miles
of
the
former
Refinery
and
fence
line
residents
are
exposed
to
multiple
pollutant
sources
simultaneously.

In
addition
to
the
former
refiner
and
future
Logistics
Center,
there
are
numerous
local
and
upwind
Industrial
Source
sources,
such
as
the
airport,
port
and
multiple
highways.
The
total
burden
of
pollutant
exposures
has
to
be
considered,
along
with
future
increases
in
pollution
due
to
building
warehouses
on
the
site
where
the
technology
exists.
We
need
continuous
monitoring
of
volatile
organic
compounds
such
as
Benzene
particulate
matter
and
other
pollutants
of
concerned.
To
ensure
development
plans
do
not
take
precedence
over
human
health
silco's
plan
for
the
Bellwether
District
involves
around
750
Acres
of
warehousing
and
Logistics.

would
be
poor
planning
not
to
look
at
other
areas
like
New,
York
City
and
the
Lehigh
Valley,
where
warehousing
truck
traffic
has
increased
air
pollution
and
harmed
environmental
justice
communities
for
the
sake
of
this
local
community

risk,

implore,
the
City
Planning
Commission
to
not
authorize
Street
bills
220-943
to
220950.

study

District

Roads
on
the
site.
I
am
pleased
to
hear
as
of
this
meeting,
that
a
traffic
study
is
planned,
but
I'm
still
concerned
that
findings
from
the
traffic
study
will
not
be
accessible
to
the
communities
living
near
the
fall
weather,
District,
building
warehousing
and
Logistics
centers
in
close
proximity
to
residential
areas
is
an
environmental
justice
issue
across
the
country.

Increased
traffic
will
increase
emissions
of
fine
particulate
matter,
ultra
fine
particles
and
diesel
particulate
matter,
which
is
classified
as
a
carcinogen.
Ultra
fine
particles
have
the
ability
to
enter
the
bloodstream
and
cross
the
blood-brain
barrier,
and
that
leads
to
numerous
adverse
health
effects,
including
cardiovascular
and
respiratory
diseases.

Neighborhoods
and
public
infrastructure
near
the
Bellwether
District
are
already
bearing
an
undue
burden
of
air
pollution
from
highways,
I-95
Schuylkill
Expressway
and
the
airport.
The
Planning
Commission
could
not
approve
these
roadway
changes
before
hilco
works
with
Transportation
planners
and
Engineers
to
provide
the
public
with
a
realistic
and
comprehensive
proposal
for
how
truck
traffic
will
navigate
through

around
the
site.

plan

account
for

potential

this
community

subject
to
years
of
ongoing
toxic

racism
and

just
asking
for
a
clear
plan
that
shows
environmental
justice,

time

city

prioritize
people

their
house
and
take
time
to
consider
impacts

well-beings.

intends

dramatically

runoff,
possibly
affecting
adjacent
neighborhoods,
already
vulnerable
to
flooding.
Water
intrusion
leads
to
mold
growth,
exacerbating
asthma
and
leading
to
new
cases
of
Allergy
and
Asthma
flooding.
Events
increase
the
transport
of
Legacy,
hazardous
materials
from
the
site
to
the
community
by
a
surface
runoff
and
raising
water
tables.

Significant
air
pollution
is
present
in
the
neighborhoods
surrounding
the
refinery
due
to
motor
vehicle
exhaust
and
Industrial
sources.
Traffic
in
these
neighborhoods
is
up
to
115
000
Vehicles
each
day
often
stop
and
go
with
thousands
of
idling
cars
with
within
a
hundred
feet
of
homes
producing
some
of
the
highest
emission
rates.
Motor
vehicle
exhaust
pollutants
lead
to
asthma,
premature
heart,
disease,
dementia
and
poor
birth
outcomes.
Philadelphia
has
elevated
rates
of
hospitalizations
for
these
conditions.
Diesel
exhaust
and
air
pollution
are
known
human
carcinogens.

Our
research
has
demonstrated
that
adjacent
neighborhoods
are
already
overburdened
by
air
pollution
due
to
vehicle
exhaust
and
Industrial
emissions
with
lung
cancer
risks
higher
than
other
philadelphians
pilco's
plan
for
the
Redevelopment
calls
for
a
large
Logistics
facility.
We
estimate
that
the
increase
in
vehicles
would
double
the
traffic.
This
would
represent
a
substantial
worsening
of
the
air
quality
for
residents
and
the
region
worsening,
asthma,
heart
disease
and
cancer.

Proceeding
with
a
piecemeal
approval
process
for
the
largest
Redevelopment
project
in
Philadelphia
in
a
century
seems
to
callously
disregard
environmental
justice,
core
principles

incorporating
Equity
meaningfully
involved

overburden

redevelopments

and

projects,

Gray's
Ferry
North
of

the
pennovation
center
along
Grace,
Ferry
Avenue,

around
30th
Street,
is
planning
a
major
expansion.
There's
a
proposal
for
another
Life
Sciences
Campus
near
the
quartermaster
Plaza
along
Oregon
Avenue,
and
then
a
third
one
just
across
the
river
next
to
bartram's,
Garden
I
think
we
need
to
look
at
the
potential
impact
of
this
development
in
terms
of
making
the
Grace
Ferry
Community
more
attractive
to
high-wage.

workers

plan

preserving
housing,
affordability

working

residents

groups

being

access

meetings

Members
are
being
asked
to
vote
on
other
non-cap
members,
and
anybody
knows
who's
been
in
this
business
regarding
Community
benefit
agreement.

someone
thinks
that
they're
going
to
get
a
piece
of
your
pie,
of
course,
they're
going
to
vote,
not
vote
to.

on
the
