The Committee on Streets and Services of the Council of the City of Philadelphia held a Public Hearing on Thursday, May 2, 2019, at 1:00 PM, in Room 400, City Hall, to hear testimony on the following items:

160844 An Ordinance repealing an Ordinance approved the eleventh day of January, A.D. 1950, declaring the intention of the City of Philadelphia to organize and authorizing the organization of a Parking Authority under the Act of June 5, 1947, P.L. 458, as amended by Act No. 276, approved May 9, 1949; repealing Ordinance 1633, approved the eighth day of April, A.D. 1983, by which the City of Philadelphia delegated to the Philadelphia Parking Authority certain powers relating to the administration, supervision and enforcement of on-street parking regulations and collection on behalf of the City of Philadelphia of fines and penalties imposed in connection with the violation of parking regulations pursuant to authority granted it by Section 345 of the Parking Authority Law (53 P.S. §§ 341 et. seq.); and amending Title 1 of The Philadelphia Code, entitled "General Provisions;" Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades, and Professions;" Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity;" and Title 12 of The Philadelphia Code, entitled "Traffic Code;" to implement the repealer in all places where the "Philadelphia Parking Authority" appears; all under certain terms and conditions.

180950 An Ordinance amending Section 12-905 of The Philadelphia Code, entitled "Permits for Curb Loading Zones," to exempt businesses on streets with designated bicycle lanes from any fee for designation of a curb loading zone, all under certain terms and conditions.

181009 An Ordinance establishing no truck parking and tow-away regulations on both sides of Decatur Road from Red Lion Road to Comly Road.

181046 An Ordinance revising parking regulations for South Street, from 21st Street to 27th Street.

190085 An Ordinance granting permission to a licensed tour vehicle operator to operate, on the west sidewalk of South Independence Mall West (formerly Sixth street) between Ranstead and Chestnut streets, the location formerly operated by “Ride the Ducks” sightseeing tours, an existing prefabricated metal ticket booth and merchandising kiosk with signage, including an electrical conduit with an electrical service line and a telecommunications conduit with a telephone service line in and under the public rights-of-way for the purpose of supplying electrical service and telephone service to the ticket booth kiosk, under certain terms and conditions.

190121 An Ordinance authorizing the revision of lines and grades on a portion of City Plan No. 194 by striking from the City Plan the southerly ten feet wide portion of Berks Street from Howard Street to Hope Street in order to conform more closely with existing conditions, under certain terms and conditions.

190184 An Ordinance adding a new Chapter 12-3400 of The Philadelphia Code, entitled “Use of An Automated Speed Enforcement System to Improve Safety on Roosevelt Boulevard,” to provide for the use of automated cameras to determine speeding violations on Roosevelt Boulevard and to establish a system of enforcement and administration; and amending Section 12-2405 of The Philadelphia Code, entitled “Removal and Immobilization of Parked Vehicles; Notice,” to include among the violations subject to boot and tow enforcement delinquent violation notices under such new Chapter 12-3400; all under certain terms and conditions.

190209 An Ordinance amending Section 9-205 of The Philadelphia Code, entitled “Sidewalk Sales,” by prohibiting vending on City Avenue between Haverford Avenue and 77th Street, all under certain terms and conditions.

190210 An Ordinance authorizing Fox Television Stations LLC, to install, own and maintain planters at 330 Market Street, Philadelphia, PA 19106, all under certain terms and conditions.

190255 An Ordinance amending Section 9-205 of The Philadelphia Code, relating to Sidewalk Sales, by adding new provisions prohibiting sidewalk sales in the Tenth Councilmanic District and making other conforming amendments, all under certain terms and conditions.
