bill
would
permit
vendors

exhibit

sale

sell
goods
wares
or
merchandise
at
the
northeast
corner
of
Belmont
and
Girard
avenues.
The
code
currently
prohibits
this
activity
within
the
entire
52nd
Ward.

proposed
historical
marker
type
sign
which
will
be
permanently
anchored
into
the
sidewalk
within
the
public
right
away
at
801,
Market
Street
in
Philadelphia,
all
under
certain
terms
and
conditions,
the
proposed
sign
encroachment
will
be
located
adjacent
to
the
curb
at
along
the
801
Market
Street
property
frontage.

Department

streets
is
not
opposed
to
the
proposed
sign
encroachment
as
the
greater
than
12
foot
six
inches
of
clear
passable
sidewalk
space
three
after
its
installation
meets
the
required
complete
streets,
walking
zone,

the

our

allow
a
group
of
encroachment
to
be
constructed
at
the
median
Island
of
the
head,
how
square
south
of
Lombard
Street.
The
improvements
include:
curb
line
changes,
handicap,
accessible
ramps,
raised
planters
and
a
pavilion
for
pedestrians
and
the
residents.

proposed
various
encroachment
we'll
be
located
in
the
car
way
of
South
second
Street
between
Lombard
and
South,
and
we
are
not
opposed
to
these
proposed
various
encroachments
as
the
streetscape
project.
Improvements
were
reviewed
and
approved
through
our
process.

also
add
that
the
South
Street
HUD
house
district
has
been
proactively
working
with
the
Department
of
streets
and
the
law
department
and
to
finalize
the
maintenance
agreement
once
the
ordinance
may
be
approved.

is
to
widen

roadway

ordinance

to
authorize
the
striking

a
portion
of
Old
York
Road

southeasterly
side
thereof
from
a
point:

feet,
southwest
of

Avenue
to
a
point

feet

south
westerly
therefrom.
This
action
will
allow
the
stricken
area
to
be
incorporated
as
an
addition
to
the
adjoining
property
and
will
facilitate
redevelopment
of
the
property
as
a
commercial
site.
The
streets
department
has
prepared
and
circulated
a
proposed
amendment
to
this
bill.

bill,
as
drafted,
specified
that
the
right
away
with
of
Old
York
Road
was
in
the
affected
area
would
be
reduced
from
an
existing,

varying
from
51
feet,
to
70
to
a
new
width
of
40
feet.
Both
the
streets
Department

the
City
Planning
Commission
objected
to
the
proposed
40
feet
width
and
requested
a
minimum
right
away
with
the
50
feet,

maintained
through
the
affected
area.
The
developer
subsequently
revised
his
plan
to
accommodate
this
request.

the
bill
to
specify

right

Nine

which
was
introduced
into
Council
on
June
13
2019
by
councilmember
bass,
bill
number,
one.
Nine,
zero,
562
authorizes
the
revisions
of
lines
and
grades
on
a
portion
of
City
plan
by
striking
on
a
city,
planner
vacating,
a
portion
of
the
bed
of
York
Road.

The
bill
will
reduce
the
width
of
Road
from
approximately
70
feet
to
40
feet
in
the
portion
adjacent
to
the
former
Oakland
diner
at
65,
28
North,
Broad
Street,
and
allow
the
city
to
convey
the
stricken
portion
of
the
owner
to
the
owner
of
this
property.
As
a
result,
the
size
of
the
applicant
is
only
allowed
would
be
effectively
increased
from
approximately
eleven
thousand
four
hundred
square
feet
to
approximately
20
thousand
two
hundred
square
feet.

department
streets
notified
the
applicant
that
a
department
would
not
support
a
proposal
because
it
does
not
comply
with
the
streets
department,
Complete
Streets
policy,
which
is
established
pursuant
to
the
title
11
of
the
Philadelphia
Code.
Second,
specifically
oat

Road
is
classified
as
urban
arterial.
Urban
arterial
requires
a
minimum
sidewalk
width
of
12
feet.
The
applicants
proposed
the
sidewalk
is
7
feet.

July
of
2018,
the
Planning
Commission
notified
the
applicant
that
a
proposal
was
inconsistent
with
a
Complete
Streets
policy
and
have
recommended
a
revision
that
would
maintain
the
existing
13
feet
wide
sidewalk,
while
marrying
the
total
width
of
the
right-of-way
from
70
feet
to
50
feet
on
October
20,
30
2018,
the
applicant
met
with
the
staff
from
the
street
department
and
the
Planning
Commission
and
agreed
to
revise
the
plan.
Accordingly,
the
applicant
subsequently
submitted
a
revised
a
plan
to
the
street
department.

revised
the
plan
complied
with
a
Complete
Streets
requirement
and
fully
addressed
the
comments
issued
by
both
the
Department
of
streets
and
the
Planning
Commission.
The
Planning
Commission
is
scheduled
to
consider
amended
bill

staff
recommendation
for
approval.

no
one
has
parked

because
it's

flight
path
of

city.
We

approved
a
a
storage
facility
on
one
end
and
there's
another
proposed
building
going
up
on
the
other
end
and
we're
we
don't
want
the
bill.
Cuz,
we're
concerned
that
the
storage
facility,
with
the
trucks
coming
and
everything
else,
would
be
parking
on
the
street
and
also
the
proposed
building.

open
road
people

going

miles

hour
up

road
constantly

a
bike
path
against
it
and
to
have
all
those
trucks.

definitely
be
a
concern
of
everyone
that
there's

accidents

block
the
sight
line
for
the
roads
if
trucks
are
parking
out
on
the
street
there
of
coming
out
of
Glenn
Street
and
here's
a
little
picture

this
gentleman
had
put

That
you
guys
could
see

you
understand
what
we're
talking
about.

the
strip

Academy
Road

we're
speaking

If
you
look
at
the
little
red
dots
on
that
piece

paper,

drew

cell

the
equivalent

a
size

a

you
look
you'll
see
in
between
two
of
those
red
dots,
you'll
see
a
car
on
one

you
pull
out

parking
lot

safety
standpoint,
it's
a
conchae
as
you're
heading
north
on
the
Academy
Road,
it's

concave
curve
and
it's
difficult
to
park.

do
park
there,

bicycle
lane

you're,
impeding
the
bicycle
lane,

open
up

door
to
your
car,

were

putting
your
life
in
jeopardy

there

such

speed

street

objects
to
this
bill.
The
Pennsylvania
Vehicle
Code,
requires
required
PennDOT
to
develop
regulations
governing
traffic
control
devices
in
accordance
with
the
federal
highway
administration's
M
etcd.
I
These
regulations
apply
to
all
public
streets
and
highways
in
Pennsylvania,
and
the
city
solicitor
has
ruled
that
discrete
firm
is
legally
obliged
to
comply
with
the
vehicle
code
and
these
pendant
regulations.
Mister.
In
this
particular
instance,
the
streets
permit,
is
unable
to
install
stop
sentences
dislocation
because
live
them
to
having
you
is
a
signalized
quarter,
and
therefore
we
would
only
consider
the
installation
of
a
traffic
signal
at
this
intersection.

be

that
if
the
study
finds
the
traffic
signal
to
be
warranted,

able

on

request,

funding
would
be
secured,
for
instance,
as
for
its
installation,
as
the
cost

the
fact
that
Woodland
Avenue
is
a
signalized
corridor,

a
traffic
study
has
not
yet
been
conducted
to
properly
evaluate
this
intersection.
We
therefore
cannot
support
this
bill
at
this
time.

at
the
next
signal

going
or
the
stop.

a
lot
of
people
disregard
stop
signs

two

signal

sometimes
stop
signs

safer

traffic
lights

traffic

Stop

we
call
it
at
least
you're
not
flying
through
it,
so

stop
sign
is
safer
than
a
traffic
signal.

that
reason,

a
state
highway.

goes.

it's

traffic
signal
usually
runs

I'm

bill

the
streets
fireman
objects
to
this
bill.
The
Pennsylvania
Vehicle
Code
requires
PennDOT
to
develop
regulations
governing
traffic
control
devices
in
accordance
with
the
federal
highways
a
MUTCD.
I
These
regulations
apply
to
all
public
streets
and
highways
in
Pennsylvania
in
the
city,
solicitor
has
ruled
that
the
streets
perm
is
legally
obligated
to
comply
with
the
PA,
Vehicle
Code
and
related
PennDOT
regulations.
Federal
state
criteria
require
that
and
always
not
be
controlled
by
an
engineer
traffic
conditions.
Our
study
concluded
that
the
conditions
that
dislocations
do
not
satisfy
the
federal
estate
warrants
for
an
always
stop
control.
I
At
the
intersection
of
South
61st
Street
and
Webster
Street
prevailing
traffic
conditions
fall
short
of
the
men
required
by
the
federal
highway
manual
in
the
Pennsylvania
Vehicle
Code
for
installation
of
an
all-way.
Stop
studies
conducted
by
various
agencies
have
determined
that
stop
signs
installed
at
unwarranted
locations
such
as
this
one
can
be
dangerous,
because
vehicles
are
rarely
come
to
a
full
stop
and
then
they
will
speed
up
again
after
the
stop
to
make
up
for
lost
time.
I
It
also
creates
a
false
sense
of
security
for
pedestrians
and
residents
who
may
walk
or
play
in
the
street.
The
increased
use
of
our
more'n
two
stop
signs
has
also
been
shown
to
decrease
compliance
that
other
warranted
stop
sign
locations,
thereby
increasing
the
probability
of
more
crashes
occurring
at
this
location.
I
However,
and
in
order
to
address
the
community's
complaints
about
the
center
section,
which
we

a
fair
number
of

streets
Berman
has
agreed
to
add
additional
signage,
further
improved
site
visibility
by
by
restricting
additional
parking
spaces
and
by
the
addition
of
traffic
calming
in
the
form
of
speed
cushions
on
South
61st
Street,
to
ensure
better
compliance
with
the
posted
25
mile
per
hour
speed
limit.
We
feel
that
these
measures
and
others
that
were
previously
taken
at
this
intersection,
will
greatly
improve
safety
on
this
block.
In

this

we
will
also
reevaluate
the
study
that
we
took
twelve
months
after
these
measures
have
been
been
implemented,
to
see
their
effectiveness
and
to
potentially
revisit
the
state's
conclusions
based
on
the
study
and
the
negative
consequences

unwarranted
stop
signs,
create
the
streets
permanent
support,
the
installation
of
an
always
stop
is
at
this
intersection
and
therefore
could
not
support
this
build
this
time.

traffic
engineer
for
the
Department
of
streets
I'm
here
to
offer
testimony
on
bill
number
one:
nine,
zero,
641,
the
streets
department
objects
to
this
bill.
The
Pennsylvania
Vehicle
Code
requires
PennDOT
to
develop
regulations
governing
traffic
control
devices
in
accordance
with
the
federal
highway
administration's
manual
or
uniform
traffic
control
devices.
These
regulations
apply
to
all
public
streets
and
highways
and
state
of
pennsylvania.

The
city
solicitor
has
ruled
that
the
streets
apartment
is
legally
obligated
to
comply
with
the
vehicle
code
and
related
PennDOT
regulations,
federal
state
criteria
required
and
always
thought
being
warranted
by
an
engineering
study
of
existing
traffic
conditions.
Our
study
concluded
that
conditions
at
this
location
do
not
satisfy
a
federal
state
warrants
for
an
always
stop
control
at
the
intersection
of
South,
49th,
Street
and
Wall
Street.
I
We
are
not
dealing
with
a
borderline
situation,
but
rather
one
in
which
prevailing
traffic
conditions
follow
far
short
of
the
minimum
required
by
the
federal
highway
manual
and
the
Pennsylvania
Vehicle
Code
for
installation
of
an
all-way.
Stop
control
studies
conducted
by
various
agencies
has
have
determined
that
stop
signs
installed
at
unwarranted
locations
such
as
this
one
to
be
dangerous,
because
vehicles
have
rarely
come
to
a
full
stop
and
then
speed
up
again
to
make
up
for
lost
time.

My
personal
correspondence
with
members
of
this
block,
which
is
the
1400
block
of
Walton
Street,
who
are
the
ones
who
are
making
this
request,
have
in
the
have
indicates
to
me
that
the
pressing
issue
is
is
speeding
on
South
49th
Street.
We
have
told
these
members
of
the
community
that
that
the
affected
block
can
initiate
a
traffic
calming
study
to
address
the
speeding
problem
that
they
see
on
South
49th
Street,
but
they
would
need
the
concurrence
of
people
who
live
on
49th,
Street
and
put
because
these
people
live
on
walton
street,
not
on
49th
Street.
