authorizes
the
installation

red-light
enforcement
system,
as
in
at
the
intersection
of
Rising,
Sun,
Avenue
and
Levesque
Street.
The
department
supports
this
bill
in
the
interest
of
traffic
safety
and
the
mayor's
vision,
zero
initiative.
These
devices
have
been
shown
to
lower
red
light
running
crashes
at
other
city
locations
where
such
devices
have
been
installed.

scheduling,
conflict
beyond
his

me

the

camera

the
intersection
of
Rising
Sun,
Avenue
and
Levesque
Street
I
will
now
read
his
statement.

Thank
You
Philadelphia's
City
Council

Darrell
Clark,
for
allowing
my
daughter,
Lauren
Marie
Brown,
to
read
into
the
record
my
testimony
in
support
of
bill,
one
seven
zero,
seven,
one
eight
as
introduced
by
our
dedicated
and
tireless
9th
district
Councilwoman
Cheryl
Parker,
with
the
assistance
of
her
kind
and
able
staff,
including
rachel
meadows
and
kyeshia
tyson.
My
support
for
this
red-light
camera
installation
at
the
intersection
of
Rising,
Sun,
Avenue
and
Levesque
Street
is
multifaceted.
I
have
personally
experienced
two
terrifying
near-misses,
while
crossing
Rising
Sun
Avenue
with
the
light
at
this
intersection.
E
In
both
cases,
the
motorist
making
left
turns
off
of
eastbound
lévesque
Street
traffic.
Turning
onto
Rising
Sun
Avenue
heading
north
showed
no
regard
for
my
presence
or
physical
safety
and
without
breaking
speed
sped
off
north
onto
Rising,
Sun
Avenue
after
the
second
similar
encounter
I
ceased
to
cross
at
this
intersection
for
a
three-year
period.
Out
of
fear
of
a
similar
incident
with
the
worst
outcome
of
grievous
bodily
harm.

When
discussing
my
near
miss
experiences
with
the
45
business
owners
bracketing
this
Rising
Sun
Avenue
and
Levesque
Street
intersection
I
found
that
I
was
not
alone
in
experiencing
these
encounters
and
in
fact
they
are
the
norm
rather
than
the
exception
option.

harrowing,
an
accident
related
to
me
by
the
owner
of
the
alternative,
incorporated
daycare
center
involved,
the
mother
of
a
child
while
driving
across
Levesque
Street
in
August,
a
speeding
driver
hit
her
car
spinning
it
around
and
the
callous
perpetrator
drove
off
without
stopping.

As
of
today's
testimony,
the
mother
is
still
suffering
from
the
consequences
of
that
accident.
Support
of
this
red-light
camera
is
almost
unanimous
among
the
business
owners
in
the
vicinity
of
this
intersection.
In
fact,
I
have
submitted
a
petition
in
which
a
remarkable
9
out
of
10
business
owners
bracketing
the
Rising
Sun,
Avenue
and
Levesque
Street
intersection
have
enthusiastically
signed
on
in
support
of
this
measure.

The
over
45
signatories
have
included
professionals
such
as
myself,
as
well
as
major
institutions
such
as
the
philadelphia
protestant
home
bank
of
america,
kindred
hospital,
a
temple
university
hospital,
neighborhood
clinic
and
restaurant
real
estate
salon
and
technology
business
owners.
In
addition,
a
resident
pat
Shakira
on
her
own
time
managed
to
get
45
nearby
residents
and
pedestrians
to
enthusiastically
sign
the
petition
in
just
two
days.

As
these
motorists
try
to
beat
the
lights
to
get
to
their
distant
destinations,
the
Rising
Sun
Avenue
traffic
flow
problem
can
be
problematic
as
well,
but
for
a
different
reason.
This
thoroughfare
is
a
major
north-south
arterial
connecting
Roosevelt
Avenue
traffic
from
the
Center
City
to
the
greater
northeast
and
beyond.
The
problem
here
has
to
do
more
with
traffic
from
Levesque
Street,
turning
either
north
or
south
onto
this
thoroughfare
and
their
haste
to
beat
the
light.
Motorists
frequently
make
sharp
turns
onto
this
Avenue
placing
pedestrians
crossing
Rising,
Sun
Avenue
at
great
risk.

One
consequence
of
this
phenomena
is
that
not
a
week
goes
by
that
there
is
not
an
automobile
accident
or
a
near-miss
scenario,
as
noted
by
the
school
crossing
guard
and
businesses
at
the
respective
four
corners
of
this
Rising
Sun
Avenue
and
Levesque
Street
intersection,
the
school
crossing
guard
has
reported
to
me
that
she
frequently
experiences
reckless
driving
imperiling,
both
her
physical
safety
and
that
of
her
children.
Despite
following
the
proper
school
crossing
protocols,
the
most
recent
incident
occurred
last
Friday
September
29th
at
8:15
a.m.
when
a
driver
of
the
pickup
truck
belligerently
approached
her.
E
While
she
was
crossing
Levesque
Street
with
a
mother
and
her
two
small
children
with
the
green
light,
she
supported
she's
reported
that
this
driver,
who
was
in
a
pickup
truck
charged
up
to
her
chest
with
his
truck
and
after
an
exchange
of
words.
He
then
commented.
Do
you
want
to
protect
the
kids,
or
do
you
want
to
protect
your
life?
This
incident
was
reported
to
the
Philadelphia
police.
E
It
appears
that
the
motorist
feel
no
inhibitions
in
these
situations,
despite
the
presence
of
the
highly
visible
traffic
lights,
the
presence
of
a
school
crossing
guard
and
signage
warning
of
schoolchildren
crossing
this
busy
Rising
Sun,
Avenue
and
Levesque
Street
intersection.
Even
the
recent
retiming
of
the
traffic
signal
has
not
dissuaded
many
motorists
from
continuing
their
aggressive
behavior.
A
recent
exacerbating
factor
has
been
a
complete
barricading
of
the
northeast
corner
of
the
Rising
Sun
Avenue
and
Levesque
Street
intersection.

It
is
impossible
for
pedestrians
to
walk
on
the
sidewalk
and
there
is
no
space
to
walk
in
the
street
without
exposure
to
moving
traffic.
It
is
a
miracle
that
no
one
has
been
hit
by
a
car.
Yet
still.
Another
issue
is
the
illegal
parking
on
Levesque
Street
at
this
intersection,
which
at
times
causes
a
complete
halt
to
traffic
on
Levesque
Street.

In
conclusion,
the
only
logical
solution
to
the
problems
enumerated
is
to
establish
a
deterrent
which
has
certain
and
predictable
consequences
since
it,
since
it
is
not
fiscally
possible
to
station
a
police
car
at
that
Rising
Sun,
Avenue
and
Levesque
Street
intersection
at
all
of
the
critical
rush-hour
times.
The
next
most
effective
approach
is
to
install
a
red-light
camera
at
the
intersection
in
order
to
identify
and
monetary
penalize
these
scuff
laws.

on

recommendation

approval

not
a
pro
vote

staircase
for
the
following
reason.
Number
one:
the
existing
facility
at
this
location
is
a
childcare
center
on
the
cmx
zoned
commercial
property
that
proposed
a
roof
deck
on
the
existing
building
is
not
a
permitted
accessory
use
for
the
principal
use
of
the
building
number
two,
the
stair.
The
staircase
encroachment
would
leave
insufficient
walking
zone
space
for
the
pedestrians.

complete
street
policy
recommends
a
five
feet:
minimum
walking
zone
Watkins
Street.
This
proposal
would
leave
only
four
feet:

inches

a
passable
space
on
a
sidewalk.

offer
testimony

resolution
number
one,
six

one:
zero
five
amending
chapter
10700
of
the
Philadelphia
Code
entitled,
refuse
and
littering
by
further
amending
section,
10,
seven,
one,
nine
entitled
penalties
to
increase
the
fines
for
any
person,
depositing
dumping
are
causing
to
be
placed
any
debris
on
any
location
without
the
prior
consent
of
the
owner
of
such
location.

This
amendment
ensures
that
the
fines
for
illegal
dumping
in
the
citizens
are
greater
than
the
cost
of
proper
disposal
for
these
materials.
As
was
noted
in
the
recently
released
zero
waste
and
litter
action
plan,
the
city
of
Philadelphia
incurred
the
cost
of
over
eight
million
dollars
in
cleaning
up
illegally
dumped
materials
in
our
city
in
2016.
The
burden
of
this
cost
is
also
placed
on
our
city
services
through
sanitation
workers.
H
They
need
to
focus
their
attention
on
illegal
dumping
rather
than
other
city
services,
to
serve
residents,
as
well
as
the
safety
and
quality
of
life
for
the
residents
in
neighborhoods.
We're
dumping
occurs.
The
gist
of
this
is
if
the
fines
are
less
than
the
cost
of
doing
business.
We
won't
make
any
headway
on
this
issue.
H
But
we
also
feel
that
we
need
to
balance
this
approach
with
the
necessary
enforcement
tools
to
hold
short
dumpers
accountable,
and
we
feel
that
these
increased
fines
satisfy
that
goal.
On
behalf
of
the
zero
waste
and
litter
cabinet,
we
thank
councilman
green
for
understanding
the
need
for
deterring
illegal
dumping
by
ensuring
that
fines
or
more
than
the
cost
of
doing
a
proper
disposal
and
I
understand
that
we
proposed
amendments
to
this
bill,
which
we
also
support
as
a
cabinet

happy

Wanted
to
say

the
various
departments

This
was
not
just
working
the
manager
director's
office,
but
was
a
collaborative
effort

departments.
Short
dumping
is
something
that's
been
an
issue
in
our
city
for
some
time
and
just
increasing
the
fines
alone
was
not
gonna
be
a
solution.

had
to
make
sure
that
if
we
are
going
to
increase
fines,
we
have
the
proper
enforcement
mechanisms
available
and
I
know.
I
There's
been
a
number
of
conversations
over
the
past
number
of
months
regarding
this
issue
and
I
just
want
to
thank
the
administration
for
their
work
in
this
regard,
and
hopefully
this
will
allow
us
to
turn
the
page
as
we
focus
on
zero
waste
efforts,
but
also
help
us
to
better
beautify
our
city.

know
how
we
feel
about
short
dumpers
I,
don't
have
to
reiterate
that.

But
that
is
also
why
we
place
high
priority
on
the
city's
ability
to
pursue
vehicle
forfeiture
for
short
dumpers
by
placing
vehicle
vehicle
forfeiture
as
a
short-term
priority,
and
our
action
plans
litter
enforcement
recommendations.
We
feel
too
long
illegal,
dumpers
back
to
with
impunity,
and
we
feel
that
forfeiture
of
their
vehicles
for
these
violations
as
an
adequate
deterrent
to
make
these
offenders
at
least
consider
the
severe
personal
cost
of
their
actions,
even
if
they
do
not
consider
the
community
and
minimal
costs.

So,
on
behalf
of
the
zero
waste
in
their
cabinet,
we
thank
Council
Newton
councilman
Heenan
for
understanding
the
need
for
enforcing
vehicle
seizure
and
forfeiture
to
deter
illegal
dumping
and
for
ensuring
that
our
legal
mechanisms
continue
to
align
with
the
Pennsylvania
state
statutes.
As
those
statutes
are
updated,
I'd
be
happy
to
answer
any
questions.

know,
we've
talked
in
the
past
and
obviously
short
thumping
is
always
an
issue
when
people
believe
it's
easier
just
to
dump.
It
then
take
it
to
a
then
take
it
to
a
dump.
Is
it
possible?
Is
it
a
revenue
issue
or
a
way
to
look
at
our
hard
hit
areas
and
maybe
have
surveillance
in
those
areas
to
be
able
to
catch
them,
because
if
we
don't
catch
them,
it's
hard
to
confiscate
anything.

It's
certainly,
it
was
on
in
our
recommendations
for
the
zero
waste
and
litter
action
plan
for
better
coordination
of
that
surveillance.
So
there
is
a
lot
of
surveillance
that
goes
on
within
the
city
of
Philadelphia,
whether
through
the
streets
department
or
through
private
entities
that
have
cameras
that
are
registered
through
safe
cam
in
the
police
department.
So
we
are
trying
to
want
to
understand
what
that
landscape
looks
like.

So
we
know
where
we
can
look
to
for
information
that
comes
in
on
Lots
and
then
also
how
to
better
access
and
share
that
information
to
make
sure
that
it
gets
back
to
the
police
in
an
adequate
way.
So
the
police
have
been
very
active
on
the
cabinet
as
well
and
kind
of
keeping
back
in
those
lines
of
communication
open
and
seeing
where
we
have
the
opportunities
and
capitalizing
on
them
are
something
that
we
are
actively
working
on
right
now.
Yeah.

Because
I
think
it's
important
and
I
know
word-of-mouth
of
these.
If
a
couple
of
these
guys
get
caught
and
something
happens,
they
will
spread
the
word
for
us.
We
won't
have
to
do
anything
so
I
appreciate

Heenan's
bill
is
so
