set
new
rules
for

out
the
vaccines
allocated
to
philadelphia
after
the
city's
relationship
with
a
startup
called

fell
apart.
The
new
rules
require
a
contract.
The
city
has
to
specify
the
experience
needed
to
distribute
the
vaccines,
notify
council
of
contracts
and
post
data,
including
the
race,
ethnicity
and
age
of
those
vaccinated.
