City Council welcomed four new members to Council on Monday as the newcomers, elected in special elections this month to fill vacancies, were all sworn in before family and friends in Council Chambers at City Hall.
The four new members of Council sworn in today are:
Councilmember At Large James Harrity, 50, a resident of Kensington and former aide to State Senator Sharif Street.
Councilmember Quetcy Lozada, 52, a resident of Northwood and former Chief of Staff to Councilmember Maria Quiñones Sánchez. Lozada will represent the 7th Council District.
Councilmember Anthony Phillips, 33, a resident of Mt. Airy, and founder of the nonprofit Youth Action. Phillips was elected to represent the 9th Council District.
Councilmember At Large Sharon Vaughn, 58, a resident of Feltonville, and former Chief of Staff to Councilmember Derek Green.

Governor Tom Wolf, Mayor Jim Kenney, and Councilmember Derek Green announced today the completion of a solar installation on the roof of the “SoNo” development at 5th and Spring Garden. The SoNo solar project is the first multi-tenant commercial solar project in the Commonwealth. The project enabled local solar company Solar States to retain workers during the economic downturn that resulted from the COVID-19 pandemic.

Tanner Duckrey Elementary Students made a detailed presentation to Philadelphia City Council President Darrell L. Clarke (5th District) explaining why their school needs a new playground.
The fourth graders , who are part of a Young Heroes Program with the National Liberty Museum, made the case that a new playground for their North Philadelphia school would be good for their physical and mental well-being and would help them “make healthy choices" in their lives. Their presentation also included a video interview with the school s nurse on playground safety and common injuries.
Council President Clarke assured the students that he would work with the School District of Philadelphia and the Sheller Family Foundation to make the students' dream of a new playground a reality and that the students would have input on the design.
