Agency

the
City
Council
I
want
to
make
distinct
distinction
for
the
public's
understanding
and
to
ensure
that
we
have

clear
record
council
members,
don't
just
serve
on
the
City
Council
when
we're
elected
were
elected
to
also
serve
as
Redevelopment
Agency
board
members,
as
well
as
a
local,
Building,
Authority.
Think
of
it
as
the
council
wearing
three
different
hats.

are
beginning
with
the
business
of
the
local
Building
Authority
or
the
LBA,
and
then
we
will
move
on
to
the
Redevelopment,
Agency
or
RDA
business
and
then
finally,
the
city
council
business
to
start
the
meeting.
We
have
laid
out

guidelines
decorum
and
civility
to
make
sure
people
feel
comfortable
and
safe
to
participate.
When
giving
public
comment,
these
guidelines
apply
whether
we
are
acting
as
the
LBA,
the
RDA
or

City
Council.

could

somebody
who's
growing
up

the
west
side

that
I
caught
the
contradiction
that
I
see
in
this
city
between

way
the
west
side
is
policed
and
the
way
the
east
side
is
policed
for
the
same
problems
and
then
the
resources,
where
are
they
they
always
on
the
east
side.
So
what
I'm
saying
is,
instead
of
funding,
27
and
hiring
27
more
cops,
why
don't
we
put
a
drug
rehab
center
in
Glendale
or
Rose
Park?

Why
don't
we
put
mental
health
facilities
down
there,
get
to
the
real
heart
of
the
issue?
You
think
the
heart
of
the
issue
for
a
crime
and
drug
addiction
is
because
we
don't
have
enough
police,
no,
it's
because
of
poverty.
It's

of
lack
of
access
to
resources.
It's
because
there's

different
quality
of
life.
Just
between
going
from
ninth
west
to
ninth
east,
there
really
is
look
at
the
statistics.
Look
how
people
live
less
when
they're
on
the
west
side.
Why
do
they
do
that?
Why
is
that
you
guys
are
right.

like
to
express
my
opposition
to
the
funding
of
27
new
cops,
because
I
think
this
furthers
a
systemic
problem
that
disproportionately
affects
people
of
color
and
other
marginalized
communities
like
those
experiencing
homelessness,
and
it
really
begs
the
question
of
what
are
our
moral
values
here
in
this
city.
Why
are
we
not
empowering
our
people?
Why
are
we
furthering
systemic
tools
of
oppression
rather
than
you
know,
funding
treatment
centers
for
our
people,
funding
community
gardens
that
are
proven
to
lower
crime
rates?

That's
not
a
police
officer
is
a
gateway
or
the
first
contact
for
a
person
to
start
becoming
criminalized
by
our
systemic
problems
that
we
have
here.
So
let's
address
the
problems
of
systemic
police
brutality,
and
let's
start
talking
about
how
we
can
power
our
people,
so
I
just
further
want
to
say:
let's
empower
our
people
and
not
oppress
them.

enough
death

luxury

that

tear

system
of
oppression

without

money

towards
more
de-escalation,
training

hiring
practices,

cams
for
them
and

cars,

they
know
that
you're
in
their
back
pocket.
They
haven't
proven
to
us
that
more
police
officers
equal
less
crime,
which
it
doesn't

until
you
can
prove
that

us,
it's
so
irresponsible

approve
six
million
dollars
for
them.

saw
five
police
on
your
lawn
on
one
call
on
one
guy:
they
have
enough
okay
and
then
they
let
him
go
so
until
you
can
prove
to
us
that
more
police
officers
equals
less
crime
in
our
communities.
Then
it's
absolutely
irresponsible
of
you
to
do
this.
They
don't
need
them,
and
I
talked
to
the
director
of
911
dispatch.
She
said
that
they
got
1646
calls
about
suspicious
people
and
less
than
1%
of
those
calls
ended
up
in
an
arrest.
So
we
don't
have
more
911
calls.

don't
have
more
crime,
but
you
aren't
listening
to
the
people,
because
the
police
aren't
here
and
the
people
are
talking
to
you
and
we
put
you
in
office.
I
have
a
beautiful
election
committee
who
will
canvass
against
each
and
every
one
of
you

vote
you
out
of
office.

you
don't
listen
to
the
people.

is
an
understanding
that
a
big
part
of
this
hiring
boom
is
to
deal
with
the
homeless
problem
homeless,
people,
our
people,
who
were
on
a
fixed
end
job
when
bills
went
up
or
were
underemployed
when
our
health
system,
bailed
them

people
and
because
a
few
people
are
made.
Uncomfortable

are
disgusted
by
people.

you
guys,

already
made

decision.

can't
remember

somewhere

heard

you
guys
have
already
made

decision

hire

cops

been
telling
you
for
multiple
weeks.

don't
want
any
more
cops

personally
will
encourage
anyone
else
as
well

this
myself.

continue

listen

one

stop

officers

him

murdered
him

pick.

to
that

let's

aside
whatever
domestic
violence
issues
were
there.
This
was
a
mentally
ill
man.
I
am
a
mentally
ill
woman
who
has
also
had
SLC
PD
called
to
her
home.

police
to
try

help
and
kill
me,
so
here's
an
idea
that
I
have
for
six
million
dollars,
put
it
towards
more
mental
health
services.
Police

client
of
Valle
mental
health
as
well.
I've
gone
through

justice
system,
I've
gone
through
forensics,
okay
I'm
here
to
critique
the
hiring
of
the
police,
but
the
justice
system
is
trying,
so
I
will
give
it
that
we
need
to
put
this
money
towards
Valley,
forensics
and
Valley
behavioral
health.

are
people
in
need
there
with
no
insurance
and
even
though
there's
a
sliding
scale,
this
money
could
help
people
get
treatment
so
that
they're
not
being
profiled
and
stopped
by
the
police,
because
if
you
hire
27
new
officers,
the
communities
that

most
vulnerable
and
marginalized
are
going
to
be
affected.

have
friends
that
are
pulled
over
almost
every
and
guess
what,
when
I
write
in
the
car
with
them,
they're
not
pulled
over.

lived

Rose
Park.
Most
of
my
life
and
I've
been
harassed
by
police.
I've
been
called
a

this
big
just
a
couple
weeks
ago,
guy

just
boos,
harassed
by
good
cops.
I

You
know
we
need
more
education
on
the
west
side,
because
the
kids
on
the
west
side
don't
get
the
same
education
as
the
kids
on
the
east
side,
Inessa,
statistically
shown
and
well,
and
what
you
see
in
in
prison
in
Utah
is
Latinos.
Make
are
overpopulated
in
the
prison
system
along
with
blacks
and
they
indigenous
people.
You
know
and
sticks
and
statistics
shows
that
white
people
are
committing
more
crimes
but
whose
ago
who's
the
ones
going
to
prison.

Though
people
of
color-
and
we
know
we
don't
need,
we
don't
need
more
police
on
the
streets,
because
once
the
police
beat
arts
harassing
and
becoming
brutal
they're,
no
longer
the
police,
that's
what
you
call
an
authorized
gang.
So
if
you
guys
pull
more
money,
it's
the
police
department,
you
guys
should
be
guilty
after
and
if
there's
another
youth,
that's
but
that's
gonna
be
killed
by
the
police.

guys
should
feel
be.

have
had
cops,
suspect
me
as
a
young
color
minor
for
walking
down
the
street
I've
also
experienced
cops,
stopping
my
family
for
no
reason
while
driving
my
best
friend
was
suspected
in
Smith's
because
he
is
Latino
and
the
way
he
looked
in
my
neighborhood
Rose
Park,
the
police
liked
to
harass
the
homeless.
We
don't
need
more
cops,
doing
brutal
things
to
people
on
the
west
side.
The
youth
are
even
scared
of
the
police
and
when
the
police
approach
the
youth,
they
are
very
afraid.

now
hear
from
the
children
that
officers
have
shot
someone
the
money
needs
to
go
to
the
Westside
communities
such
as
education,
treatment
facilities,
bridges
for
students
and
affordable
housing.
We
need
real
resources
that
will
heal
and
grow
our
community,
not
tear
apart
allies,
and
if
you
look
at
it,
if
you
imagine
yourself
a
homeless
person
or
someone
living
on
the
west
side
and
the
couple
and
a
cop
harasses
you
or
shoot
you
for
no
reason.
What
would
you
feel
like
and
basically,
if
you're
putting
out
more
cops
on
the
streets?

hire?
Would
you
let
a
doctor
who
was
not
well
trained,
operate
on
you
or
your
children?
You
currently
have
all
police
officers
who
are
not
well
trained
enough
to
deal
with
the
situations
that
they
find
themselves

equipped

de-escalate
situations
that
can
be
dizzy.
De-Escalated
they're
not
well
trained
enough
to
go
into
neighborhoods,
where
there
are
people
of
color
and
be
able
to
help
in
those
communities
enough.

humanitarian
crisis

we
have
on
our
hands
in

own
country,
where
we
have
and
I
have
family
members
who
are
police
officers
so
I'm.
Definitely
not
anti
police

I
also
have
members
who
are
half

family's

wouldn't
think
that
looking
at

I'm
a
Latina

a
white
husband
and
my
children
look
white

don't
have
to
have
the
same
conversations
that
my
sisters
and
my
brothers
have
to
have
with
their
children,
because
they
are
black

brown.

first
introduction
with
criminal
justice
reform,
was
at
the
state
level,
with
the
so
called
drug
offender.
Reform
Act
Dora.
The
established
system
was
more
than
happy
to
talk
about
these
types
of
things.
As
long
as
there
was
a
funding
stream
coming
from
somewhere
else
to
get
treatment
for
people
don't
touch
our
Corrections
budget,
don't
touch
our
police
budget.

If
there
was
a
shortage
within
the
criminal
justice
system
which,
in
this
country,
arrests,
10
million
people
a
year,
two
point
three
of
which
are
incarcerated
at
any
given
time,
then
they
wouldn't
have
to
advertise
with
such
things.
When
you're
here
on
the
tracks
see
something
say
something.
What
is
that,
but
an
advertisement
for
the
police?

We
heard
statistics
tonight
about
how
many
suspicious
persons
calls
there
are
how
well
Society
has
been
trained
to
call
the
police
over
little
to
nothing
and
that
isn't
that
isn't
the
only
expense,
a
police
officer,
that's
just
the
beginning,
then
you
have
the
courts.
Then
you
have
corrections
until
the
systemic
problems
in
the
system
are
solved
and
we're
not
even
close
we're
just
now
becoming
conscious
of
them
on
a
broader
scale.
We
should
not
be
funding
more
status
quo
cops.
We
need
to
be
doing
something
else,
and
you
know
councilman
kitchen
you're
seeking
to
be.

senator
I
wanted
to
speak
to
you
about
this
months
ago,
and
you
never
got
back
to
me.
You've
lost
my
vote
because
of
that
and
I
just
you
know,
we
need
to
deal
with
this
in
a
zero-sum
fashion.
What
could
six
million
dollars
do
to
help
actually
help
people
who
are
homeless
and
we're
not
talking
about
six
million
dollars
because
you're
also
talking
about
funds?
That
will
come
after
that,
because
the
states
have
got
to
fund
the
courts
for
all
the
tickets
that
are
written
and
everything
else.
Let's
be
smart.

into

reasons

mean

of

discretion
allowed
prosecutors
and
cops
is
so
out
of
control
right
now
that
they
can
get
away
with
just
about
anything,
including
having
members

administration,
curry
their
favor
and
arrest
people
of
choice.
That
might
have
happened
to
me

talking
about
police
brutality,
I've
been
only
now
quite
a
long
time
in
Salt,
Lake
City,
which
you
guys
represent.
It
seems
to
be
coming
up
a
little
short
to
speak
about
the
offense,
a
police
brutality.
It
is
a
national
dialogue
and,
coincidentally,
we
now
have
an
upgrade
on
our
narrative.

The
six
million
dollars
that
you
want
to
spend
on
these
new
officers.
If
we
could
get
some
kind
of
voucher
that
you're
going
to
train
them
effectively
and
efficiently.
That
would
be
fine,
I
would
imagine,
but
then
again
we
know
that
you're
going
to
be
facial,
profiling,
you've
been
facial
profiling
for
quite
a
long
time.
The
officers
of
this
de
city,
facial
profiling
and
when
you
decide
to
give
us
an
even
shake
on
this,
we
want
to
take
that
facial
profiling
under
consideration.

six
million
dollars
should
be
included
in
to
try
to
offset
that
from
being
part
of
the
curriculum
or
whatever
I
just
want

that
my

gone
exactly

years
on
the
9th,
which

last

think
I'm
not
sure
how
many
people
realize
who
he
was.

mention
police
brutality
and
it's
a
really
violent
when
you

families

suffer

we

hiring

officers,

need
to
think

families

exposed

misery
and

mayhem
and
the
murder
and
the
mendacity.

been
protracted

force
that
you
want

build
up.

not
quite
sure
how
many
officers
you
have
on
now,

an
additional

just
bring
to
me
my
mind.

read
this
statement
quickly,

tonight,
to
urge
each
of
the
members
of
the
council
to
not
support
the
hiring
of
any
new
police
officers
in
Salt
Lake
City.
If
you've
never
done
one
thing
to
help
the
plight
of
the
homeless,
the
poor
and
the
dispossessed
in
this
community
before
do
it
now,
by
voting
down
this
proposal,
more
police
does
not
stop
crime.
Countless
studies
have
proven
that
all
the
more
police
do
is
make
victims
out
of
the
most
vulnerable
in
our
communities.

Incarceration
and
victimization
is
not
the
answer
to
solving
poverty,
hunger,
lack
of
real
low
income,
housing
unemployment
and
inadequate
health
care.
When
will
you
address
the
real
problems
that
plague
our
more
unfortunate
citizens?
When
will
your
decisions
stop
serving
only
the
interests
of
the
business
and
corporate
community?
When
will
you
really
do
something
in
the
interest
of
humanity
and
dignity
for
those
less
blessed
than
yourselves?

More
police
will
only
serve
to
strike
more
fear
and
mistrust
into
those
communities
which
are
already
facing
uphill
battles,
with
day
to
day
survival,
more
police
destroyed
communities
and
dislocate
families,
the
militarization
of
police
departments
across
this
country.
Today
have
done
nothing
to
protect
and
serve
the
people
among
us
who
are
the
most
vulnerable.
The
mission
of
police
today
seems
to
be
mainly
to
incarcerate
and
intimidate
by
locking
people
up
for
the
sole
crime
of
being
poor.

You
impose
yet
one
more
barrier
to
ever
giving
them
a
chance
to
achieve
one
iota
of
the
type
of
lives
that
you
all
enjoy.
We
don't
need
an
increase
in
suicide
by
cop
we
don't
need
an
increase
in
the
number
of
people
of
color
by
racist
police.
Those
things
are
sure
to
increase,
as
the
number
of
police
increases.

six
million
dollars
initially
proposed
to
hire
new
police
can
be
much
better
spent
to
make
our
streets
safe.
Just
ask
the
community,
organizers
and
activists
and
volunteers
who
see
the
problems
firsthand
on
a
daily
basis.
They
achieve
what
they
can
often
on
nothing
more
than
commitment
and
passion,
time
ask
them
what
you
do
is
six
million
dollars
and
they
would
gladly
help
share
their
enterprise
with
you
and
their
expertise.

compassion

right

once
by
voting
against
the
hiring
of
any
additional
police.

two
things:
real
quick
number
one
I've
been
here
for
the
last
three
City
Council
City
Council
sessions
and
by
my
count
today,
every
single
person
who's
spoken
about
the
police
has
spoken
an
opposite
of
hiring
new
police
officers
and
by
my
count
in
the
previous
two
sessions,
it
was
a
ten
to
one
ratio,
people
against
four
versus
four,
so
I
implore
you
you
haven't
voted
yet
I
know
that
you've
talked
about
it.
I
know
that
you've
thought
about
it.

Two
I
just
want
to
reiterate
some
very
simple
statistics
and
facts:
the
most
likely
group
of
people
to
shoot
and
kill
someone
in
the
state
of
Utah
as
a
police
officer,
and
the
only
time
when
that's
not
true,
is
when
it's
a
domestic
abuser.
So
every
single
cop
that
you
put
on
the
street
and
hand
a
gun
is
a
potential
murderer
and
in
fact,
the
most
likely
group
of
people
to
murder
someone
in
this
state.
They
just
simply
murder
people
as
state
authority,
and
we
can't.

We
can't
continue
to
engage
in
this
sort
of
ridiculousness
right.
I.
Imagine
that
all
of
you,
if
not
most
of
you
on
this
council,
are
opposed
to
more
guns
on
the
street
and
that's
literally
what
you're
doing
you're,
putting
27
new
guns
on
the
street.
That's
totally
and
completely
unacceptable
and
I
