low-income
housing
problem

these
projects
you're
creating
more
need
for
it
because
the
workforce
is
being
exploited
on
it.
You
have
contractors
that
are
not
good
partners
with
this
community
they're
paying
their
employees
cash
money
under

table.
Contractors
are
not
paying
workers
comp,
they're,
not
paying
payroll
taxes,
they're
involved
in
human
trafficking.

You've
got
to
come
up
with
some
enforcement
on
it.
You
know
the
tax
dollars
that
are
not
being
collected
on
these
projects
have
an
impact
on
the
rest
of
the
community
and
it's
not
about
pencil,
whipping
the
forms
and
saying
well.
They
comply
because
they
sign
this
paper.
Because
that's
what
happens
and
you
go
out
on
the
projects
and
you
talk
to
the
guys
out
working
the
job
and
you
talk
to
them
and
they'll.
Tell
you
we're
working
for
cash.
We
get
paid
in
cash.
We
don't
get
taxes,
we
don't
make
any
payments
to.

colleague
has
spoke

specifically
item

next
one
coming
up:
the
Housing
Trust
Fund
loan
applications
for
Liberty,
Uptown
Associates
and
the
first
step
house.
While
these
are
intended
to
help
the
community
with
with
their
developments,
they
are
providing
a
potential
for
opening
the
door
for
these
unscrupulous
contractors
to
be
awarded
work
without
providing
the
workman's
comp
without
providing
the
wages
and
benefits
and
to
be
engaged
in
human
trafficking.

Accountability
of
this
you
know
you
need
to
get
up
in
there
and
say:
okay,
this
is
the
law.
This
is
what
you
have
to
comply
with
and
like
he
says
you
can't
just
pen
slip
and
say
well,
these
guys
say
everything's
kosher
because
you
go
out
there
on
those
jobs
and
it's
not
kosher.
Things
are
being
done
criminally.

Ultimately,
it's
it's
they're
breaking
the
law,
but
until
there's
some
enforcement
and
somebody
that
is
going
to
say,
if
you
do
this,
this
is
what's
going
to
happen.
It's
just
it's
opening
the
door
for
this
kind
of
practices,
and
it's
getting
worse,
it's
getting
worse.
It's
not
gonna,
stop
until
somebody
steps
in
and
says
we
need
to
stop
this
now
for
the
benefit
of
the
community,
for
the
benefit
of
the
workers.
There's
just
no
other,
there's
just
no
other
way
around
it.

ask
for
you
to
have
to
put
your
heads
together
collectively
and
come
up
with
some
solutions
to
these
problems,
because
it's
going
to
be
ultimately
it's
going
to.
If,
if
contractors
aren't
held
accountable,
then
we
should
just
go
back
to
the
people
that
we
that
we
represent
and
say:
well,
everybody
else
is
doing
it.

this
issue,
I
know

there
has
been
some
discussion
and
some
work
from
this
count.

prior

counsel
actually
took
previous
councils

think,
with
the
bid
requirement,
ordinance
we've
been
working

attorney's
office

well
as
the
afl-cio,
the
carpenters
and
I
think
we're
pretty
close
to
having
something
ready,
I
hope.

and
any

we've
had

meetings
and
I'd
love

status

meeting

meeting

first

conducting.
So
that's

it
is
taking

meeting,

featured
