Description
Salt Lake City Historic Landmarks Commission - July 22, 2020
A
Everyone
to
the
planning
commission
meeting
of
july
22nd
2020.
our
first
item
to
go
over
is
the
approval
of
the
minutes
for
the
june
24th
2020
and
the
july
8th
2020
meetings.
C
A
And
a
second
by
john
we'll
run
through
the
approval,
we'll
vote,
I'm
hoping
that
I
don't
see
everyone
on
the
screen.
Let
me
make
sure
I've
got
everyone:
okay,
let's
start
with
maureen,
yes,
amy.
B
A
D
A
E
Yes,
that
was
yes,
okay,.
A
Thank
you
brenda,
yes,
sarah,
yes
and
crystal
yes,
okay
motion
passes
unanimously.
Next,
we
have
the
report
from
the
chair
and
the
vice
chair.
I
does.
The
chair
have
nothing
to
report
brenda.
Do
you
have
anything
to
report.
G
So
it's
been
july
is
usually
a
pretty
quiet
month
for
city
council
action,
so
I
don't
really
have
anything
to
bring
you
up
to
speed
on
just
a
quick
update
on
our
workloads,
and
things
like
that
is
so
june,
slowed
down
quite
a
bit
in
terms
of
applications
compared
to
last
year,
but
we're
still
on
our
five
year
average
pace
for,
in
fact,
we're
actually
slightly
above
that,
so
we're,
fortunately
a
little
bit
more
reasonable
of
a
workload
than
we
had
last
year,
which
we're
still
feeling
the
effects
of.
G
A
Great
thank
you
nick,
and
we
appreciate
that
we
only
have
two
agenda
items
after
having
so
many
hearings
that
with
so
many.
So
this
is
a
nice
change
of
face,
but
we
understand
it
might
only
be
temporary
okay.
So
now
we'll
move
on
to
the
public
hearings
for
tonight
and
nick,
do
you
want
to
go
over
how
to
submit
comments
before
we
get
started?.
G
Sure
so,
there's
a
couple
of
ways:
you
can
do
it
because
we
have
a
relatively
small
agenda
tonight.
The
easiest
way
is
for,
if
you're,
an
attendee
there's
a
button
on
the
bot
underneath
the
at
the
bottom
of
the
participant
list
or
by
your
name.
It's
called
raise
your
hand,
you
can
click
on
that
and
it'll.
Let
it'll
notify
me
that
you'd
like
to
speak.
G
G
Hopefully
you
can
remember
to
put
your
hand
down
by
clicking
on
that
same
button.
We
also,
if
you
want
to
submit
written
comments,
and
we
do
have
a
few.
You
can
email,
those
and
we're
happy
to
read
those
into
the
record.
We
have,
I
think,
two,
two
or
three
email
comments
right
now
and
we'll
monitor
that
email
address
live.
Has
the
meetings
going
if
anybody
has
any
sort
of
connectivity
issues
communicating
through
that
same
email
address,
it's
planning
comments
at
slc,
dov.com
or
finding
doc
comments
at
slcdov.com.
G
We
we
can
get
in
touch
with
you
through
that
and
communicate
and
try
to
troubleshoot
and
figure
out
what
what
kind
of
issues
are
going
on.
So
with
that,
I
think
we're
good
to
go.
A
F
Thank
you
adrian,
so
our
staff
planner
on
this
is
maya
or
lima.
Who
is
going
to
make
a
presentation?
Are
you
ready?
Yes,
can
you
see
my
screen.
H
Yes,
we
can
see
it
okay,
so
this
is
a
request
to
allow
additional
fence
height
at
1263
east
400.
Oh
fourth,
avenue
the
project
consists
of
a
wrought
iron
fence
and
concrete
corner
post
on
the
corner
yard,
which
is
along
the
west
boundary
of
the
property
and
wrought
iron
fence,
concrete
walls
and
posts
and
iron
gates
on
the
front
yard,
which
is
along
the
south
boundary
of
the
property.
H
The
lines
and
walls
are
proposed
to
be
six
feet.
In
height,
the
gates
are
proposed
to
range
from
six
feet
to
eight
feet
and
the
corner
posts
are
proposed
to
be
eight
feet
in
half
on
the
corner
yard.
Fences
are
allowed
up
to
six
feet
by
right,
so
the
special
exception
is
required
for
the
kernel
post
on
the
front
yard.
Fences
are
allowed
up
to
four
feet
by
right.
So
all
the
elements
proposed
in
the
front
yard
requires
special
exception
approval,
so
that
side
plan
highlights
the
areas
requiring
special
exception.
H
H
H
No
evidence
was
provided
to
show
that
the
additional
offense
was
necessary
for
security
purposes,
but
most
of
all
staff
found
that
the
additional
height
would
negatively
impact
the
care
of
the
neighborhood
and
would
be
incompatible
with
the
development
pattern
of
the
area
and
the
city's
residential
neighborhood
in
this
neighborhood.
Many
properties
have
taller
fences
on
the
sides
and
rears
of
the
lots
and
shorter
fences
or
no
fences
at
all
in
the
front
edges
because
corner
lots
like
the
subject,
property
are
more
complex
in
terms
of
usage
of
their
yards.
H
Some
corner
properties
in
the
area
do
have
taller
fences
and
portions
of
the
front
yards
to
delineate
what
is
essentially
their
backyards.
However,
the
front
facades
of
the
homes
and
the
access
to
the
primary
doors
are
consistently
unobstructed
by
tall
fencing
and
clearly
visible
from
the
public
way.
So
in
the
pictures
shown
on
the
screen,
the
top
two
show
the
properties
located
close
to
the
subject
property
and
that
do
have
taller
fancy
on
the
corner
side
like
the
top
left
or
some
portions
of
the
front
yard
like
the
top
right.
H
H
Here,
a
couple
pictures
of
the
subject
property,
the
top
left-
is
seen
from
fourth
avenue
and
the
top
right
is
from
virginia
street
and
on
the
bottom
is
a
view
of
the
property
from
the
intersection,
and
that
is
my
presentation.
F
Okay,
thank
you.
The
slide
that
I'm
seeing
does
not
show.
Oh
there,
it
is
okay.
Thank
you
all
right.
Are
there
any
questions
for,
and
there
is
the
applicant
here.
F
Okay,
thank
you.
Are
there
any
questions
for
meyer
before
we
have
the
applicant
come
forward.
I
J
F
Okay,
we
are
not
in
the
public
hearing
yet,
and
we
will
do
that
in
in
just
a
minute.
So,
mr
fast,
if
you
would
like
to
go
ahead
and
and
present
your
materials,
you
have
10
minutes.
F
I
Okay,
awesome
well
good
evening.
You
know
this
is
our
first
time
being
through
this
process,
but
my
wife
and
I
appreciate
each
of
your
time
and
this
chance
to
present
you
know
to
a
body
of
our
peers
as
it
relates
to
you
know
our
peaceful
enjoyment
of
the
property
at
1263
east
4th
avenue.
I
I'm
apologetic
that
a
basic
property
right
of
this
nature
is
being
raised
to
this
committee,
but
the
action
of
the
city
administrators
make
it
necessary.
I
I
I
You
know
a
non-cherry
pex,
pick
selection
of
pictures
which
show
the
neighborhood,
in
the
view
the
visual
appeal
of
what
we're
trying
to
do
and
the
neighborhood
enhancement
that
would
result
from
that
and
the
broad
concessions
we've
already
made
on
this
project
and
then
finally,
the
100
conformance
the
code
and
the
special
exception
that
we're
applying
for
aft
after
that
I'd
be
happy
to
take
questions
and
provide
my
view
on
why
the
city
is
taking
this
unreasonable
position,
contrary
to
prior
positions
that
they've
taken
on
similar
and
why
this
administrators
have
made
their
decision
without
requesting
any
information
from
the
property
owner
before
making
their
decision.
I
But
let's
focus
on
the
you
know
on
the
on
the
key
matters
around
the
fence
itself
immediately.
I
First,
the
you
know
the
main
reason
why
we're
building
this
fence,
I'm
pretty
sure
they'll
pop
in
at
some
point
during
this
conversation,
but
it's
to
protect
two
little
boys,
my
son's
tommy
age,
three
and
mikey
will
try
to
next
week
as
well
as
the
many
friends
that
they
have
come
play
with
them
in
the
yard:
they're
rambunctious
little
spirits.
Who
would
love
nothing
more
than
to
kick
the
ball
around
the
neighborhood
or
sorry
around
their
yard?
I
They
love
talking
to
neighborhoods
or
they
love
counting
cards
or
cars
as
they
pass
on
the
street.
You
know
the
first.
The
first
issue
is
virginia
avenue,
virtual
raceway,
you
know
it's.
We
live
in
a
neighborhood,
wonderful,
neighborhood,
that
we
absolutely
love.
It
has
a
large
population
of
teenage
drivers,
a
regularly
race
path
up
and
down
virginia
avenue
you
up
at
speed
up
to
50
miles
per
hour.
You
know
you
can
sit
there
and
count
within
an
hour.
I
You
can
count
a
dozen
cars
miles
per
hour
on
the
street
they're,
probably
a
few
be
a
few
neighbors
on
on
the
call
who
will
chime
in
and
they'll
tell
you
that
you
know
it's
very
easy
for
a
kid
to
dash
out
into
that
street
and
it's
very
dangerous.
I
I
Second,
you
know
I'm
highly.
I
am
a
a
one
of
my
hobbies,
is
you
know,
studying
social
economics,
and
I
I
spend
time
studying
crime
trends
and
I'm
convinced
that
we
are
we're.
Gonna,
see
a
marked
increase
in
crime
over
the
next
decade,
resulting
from
recessions,
systemic
unemployment
from
automation,
artificial
intelligence,
decriminalization
of
things
like
marijuana,
which
certainly
I
support.
But
but
there
are
previously,
these
were
profit
centers
for
gangs,
and
without
these,
without
these
profit,
centers
they're
going
to
turn
into
more
violent
crime.
I
I
don't,
and
you
can't
say
that
it
doesn't
happen
here,
because
certainly
the
most
infamous
kidnapping
case,
perhaps
of
of
all
time
in
the
u.s,
happened
three
streets
up
from
our
house
and
we
all
know
which
case
that
is-
and
there
are
certainly
more
recent
examples
in
the
area
as
a
as
a
high-profile
executive
for
one
of
the
leading
tech
companies
here
in
the
valley.
You
know
my
kids
are
a
particular
target
for
in
such
crimes
and
without
a
material
deterrent
like
a
fence
like
this
they're
at
risk.
I
You
know
I'd
certainly
be
happy
to
demonstrate
in
the
q
and
a
session,
but
a
four
feet
fence
does
nothing
for
the
security
of
a
child,
the
one
they
can
climb
over
it
to
they?
Can
they
can
be
pulled
over
it?
You
chil,
you
know
a
an
adult.
Adult
male
can
pull
a
child
over
four
foot
cents
in
seconds,
particularly
children
like
ours
that
are
fairly
small
and
weigh
about
30
pounds.
Each,
and
one
of
my
one
of
my
children
in
particular,
is
his
very
social.
I
He
runs
up
to
have
a
conversation
with
every
neighbor
that
walks
by
and
that's
a
trait,
I
find
highly
desirable,
not
something
I
discourage,
because
he's
he's
a
he's,
a
very
social
animal.
Second,
you
know
security
security
fences
right.
If
you
talk
to
a
security
expert-
and
we
have,
we
have
one
on
the
phone,
we'll
probably
chime
in
on
the
on
the
public
comment
section.
I
You
know
the
minimum
required
fence
for
any
kind
of
security
value
managed
by
a
security
expert
is
six
feet
and
that's
both
you
know
any
kind
of
fencing
security
guidelines,
but
also
the
guidelines
of
the
department
of
defense,
the
yeah
and
then.
Lastly,
you
know
my
wife
and
I
love
dogs
and
we're
considering
getting
the
kids
a
black
lab
by
salt
lake
city
state
or
by
salt
lake
city
law.
The
owner
of
a
pet
is
required
to
provide
a
secure
enclosure
for
that
pet.
I
If
our
kids,
let
the
dog
out
in
the
front
yard,
they
hop
the
fence,
they
cause
an
auto
accident
on
virginia
avenue,
we'd
be
liable
for
that
damage.
Despite
the
city
blocking,
you
know,
trying
to
block
us
from
putting
up
the
necessary
offense
to
contain
such
an
animal
and
and
in
most
most
places,
including
south,
like
south
salt
lake
city.
It's
a
it's
a
six
there's
a
requirement
to
have
a
six
foot
fence
for
fred
for
a
dog
which
I
think
they
would
love
quite
a
bit.
I
Next,
I
want
to
address
specifically
the
you
know.
The
city's
cherry
picked
pictures
around
the
neighborhood.
We
there
are
dozens
of
examples
of
fences
of
some
similar
nature
here
in
the
neighborhood.
I
We
live
in
a
very
diverse
and
eclectic
architectural
neighborhood,
with
lots
of
lots
of
different
development
patterns
surrounding
our
house,
and
so
I
thought
I'd
run
you
through
a
handful
of
examples,
and
you
guys
can
tell
me
you
guys,
can
tell
me
when
to
stop
and
keep
going
all
night
on
these,
but
you
know
I'll
run
through
really
quickly,
so
these
dots
represent
the
green
dot
represents
our
house.
The
rest
of
the
dots
represent
all
the
other
similar
fences
within
the
neighborhood.
I
You
know
I'll
run
through
a
few
of
them
real
quickly,
and
then
I
have
you
know
complete
larger
pictures,
which
I
can
I
can
send
over
as
well
as
part
of
the
part
of
the
deck
first
307
north
virginia
avenue,
eight
foot
wrought
iron
fence.
Ten
foot
high
entryway
right
up
the
street
from
my
house
on
virginia
avenue.
I
I
know
this
property
is
owned
by
a
very
highly
connected
real
estate
developer,
but
nevertheless
you
know
he's
in
my
neighborhood
in
the
same
size,
fence,
294
federal
heights
drive
owned
by
a
lovely
couple
here
in
the
neighborhood.
You
know
six
foot
wrought
iron
fence
with
entry
posts.
You
know
you
know
a
foot
and
a
half
or
so
above
that
a
newer
home
within
the
neighborhood.
That's
been
approved.
I
Recently,
the
1525
east
tin
road
drive
six
foot
fence,
seven
foot
posts,
one
four,
seven,
five
military
way:
five
foot
rod,
iron
fence;
three
three
feet:
concrete
wall,
don't
have
to
take
my
word
for
it.
You
can
look
up
any
of
these
addresses
on
google
maps
directly
across
the
street
from
my
house,
209
north
virginia
street.
That's
the
front
yard.
There
is
a
a
six
foot:
solid
wood
fence
in
the
front
yard,
two
two
two
seventies,
fourth
avenue
and
friends
of
ours
across
across
the
yard
and
all
these
houses
grandfathered
in.
I
153
north
virginia
street,
this
was
displayed
in
the
presentation
again,
six
foot
solid
fence
same
with
1403
south
temple,
1363
east
2nd
avenue,
has
a
two
or
three
foot:
concrete
fence
with
a
five
or
six
foot
wrought
iron
fence.
On
top
of
it,
as
well
as
a
six
foot
gate,
you
know
24
north
virginia
street,
you
know
no
gap
to
pull
up
pull
cars
in
your
high
fence,
so
this
is.
This
is
typical.
What
I'm
trying
to
show
is
this
is
typical
of
other
developments
in
the
area.
I
1462,
east
farrell
heights,
drive
owned
by
the
builder
of
our
property,
has
a
gate
on
his
driveway.
That
is
six
feet.
High
thirteen
one
three
three.
F
I
Thank
you,
wrap
up
I'll
skip
these.
You
can
go
look
at
all
these
in
more
detail.
The
last
thing,
so
I
would
add
it
if
it's
the
development
and
also
I'll
send
you
guys
this
deck
100
compliant
with
the
code.
You
guys
detail
on
this
that
you
can
take
a
look
at
and
happy
to
walk
through
that
in
more
detail,
every
element
is
compliant.
In
fact,
the
exception
was
particularly
practically
invented
for
the
exact
application,
and
then
we've
made
a
ton
of
concessions
around
this
plan
we
moved
the
retaining
wall.
I
Sorry,
we
eliminated
a
gate
that
allowed
free
access
for
the
kids,
all
around
the
yard.
We
moved.
We
moved
a
fence
in
to
give
a
30
foot
sight
line.
We
moved
our
front
gate
that
we
were
proposing
back
basically
and
then
we're
building
a
30
000
garage
on
the
north
side
of
our
house,
because
we
were
not
allowed
parking
on
that
section
in
the
house.
So
all
these
were
compromises.
We've
already
made
on
this
project
to
meet
the
city's
standards.
I
I
think
the
last
thing
I
would
say
here
is
that
I
have
two
grandfathers
who
are
both
soldiers
in
this
country
in
the
korean
war.
One
is
92
years
young
today
and
still
living
and
I'd.
Ask
I'd.
Ask
the
you
know
the
board
to
consider
how
you
would
explain
that
the
country
that
he
put
his
life
on
the
line
for
died
for
is
the
same
country,
does
not
want
a
fence
to
be
built
to
protect
his
great
grandchildren
in
their
own
yard.
I
And
so
I'd
ask
you
also
to
review
the
additional
details
on
the
legal
elements
that
were
reviewed
by
a
legal
team
on
the
exact
details
of
the
of
the
code
requirements.
F
F
Hearing
none
I'm
going
to
open
the
public
hearing.
F
And
nick
do
we
have
people
who
would
like
to
speak
at
the
public
hearing.
G
F
Let
me
first
ask
if
there's
anybody
from
the
community
council
who
wishes
to
speak
on
this
issue.
G
That,
well,
I
don't
know
who
they
are.
So
I
think
what
we
can
do
is
when
they're
unmuted
they
can.
Let
us
know
if
they
are
from
the
community
council
and
then
we'll
give
them
that
appropriate
time.
F
C
C
C
I
did
say
on
his
drawings
that
there
was
a
large
setback,
I'm
not
sure
if
that's
sufficient,
but
I
I
have
noted
that
well
that
I,
I
guess
the
rule
of
four
feet
in
the
setback
is
to
make
sure
that
drivers
aren't
running,
that
stop
sign
or
taking
unnecessary
risk
to
pedestrians
or
kids
who
are
trying
to
cross
that
road.
So
I
would
encourage
the
committee
to
to
review
that
and
ensure
that
that's
the
case
if
this
goes
forward.
C
I
also
noted
that
most
of
the
examples
shown
are
mid-block
of
similar
fences
nearby
are
in
the
middle
of
the
block
and
there
are
taller
fences.
You
know
on
some
of
those
properties,
but
never
on
the
corner,
they're,
always
the
backyard
or
a
side
yard.
C
That
said,
I
I
like
the
look
of
the
fence.
Overall,
I
don't
think
it's
not
in
keeping
with
the
neighborhood.
So
as
long
as
it's
safe
and
doesn't
impact
drivers,
I
personally
wouldn't
have
a
problem
with
it.
K
Oh
hello,
I
I'm
a
neighbor
that
lives
directly
across
the
street
to
the
south
of
the
property,
and
I'm
here
with
my
husband,
tony
k,
and
we
have
submitted
emails
to
the
planning
commission
and
I
think
we
agree
with
everything
said
presentation,
but
I
do
have
to
point
out
that
many
of
you
know
and
the
open
characteristic
of
the
neighborhood
is
tremendously
important
and
that
the
houses
that
mr
fass
points
out
are
the
fences.
The
tall
fences
are
in
side
yards
or
one
was
an
apartment
building
on
south
temple.
K
He
points
out
to
the
price
home,
which
is
two
large
blocks
north
of
his
property.
The
price
home
was
formerly
the
governor's
mansion
in
the
70s,
it's
a
very
large
property
that
borders
the
federal
heights,
ward
on
one
side
and
the
shriners
hospital
for
children
on
the
other
side.
And
again
it's
not
really.
I
mean
it
is
part
of
federal
heights,
but
it's
almost
arlington
hills.
K
It
isn't
the
fourth
avenue
shots
that
your
staff
member
put
on
the
screen
where
we
do
have
very
open
yards.
A
tall
fence
does
not
fit
the
character
of
the
neighborhood.
K
We
neighbors
are
very
friendly.
I
will
say
I
raised
some
children,
my
children
in
their
20s,
but
they
were
both
raised
in
that
house.
They
stay
in
the
backyards.
Children
don't
run
out
onto
virginia
street.
He
refers
to
the
abduction
of
elizabeth
smart
that
happened
20
years
ago
and
she
was
abducted
from
inside
the
home.
As
I'm
sure
you
all
know,
child
abduction
is
not
a
problem
in
our
neighborhood,
it's
a
very
safe,
neighborhood
and-
and
I
think,
driver
visibility
is
very
important.
K
Many
of
us
make
a
right-hand
turn
on
4th
avenue
and
virginia
street
there
to
go
up
towards
11th
avenue
to
head
over
to
recreation
or
over
to
smith's
food,
king
and
bikes,
and
to
not
be
able
to
see
on
that
corner
is
danger
for
our
children
who
are
driving
and
for
us
I
would
you
know
we
need
to
be
able
to
see
on
to
the
corner
and
the
safety
of
the
neighborhood
is
important
and
again
associated
character
in
the
neighborhood.
G
All
right,
let's
please!
If,
when
you're
done
speaking,
please
meet
yourself
next
up
we're
going
to
hear
from
gwen
springmeier
who
is,
and
let
us
know
that
she
is
the
community
council
representative.
E
You
I
hadn't
really
planned
to
speak,
but
I
I
am
the
representative
of
the
community
council.
I
actually
live
on
fourth
avenue,
just
four
doors
down
from
this
property
raised.
My
two
children
here
and
I
had
a
great
sense
of
community
with
a
sense
of
security
about
my
children,
their
safety
in
the
neighborhood.
We
kept
our
pets
in
the
backyard
in
this
backyard
and
most
of
the
time
our
children
were
in
the
next
backyard
and
not
actually
playing
in
the
front
yard,
with
tax
systems
to
meet.
E
G
All
right
next
up,
we
have
james
king.
J
Hi
there
thank
you,
council
for
allowing
me
a
moment
to
speak,
so
I'm
actually
representing
tom
fest.
I
am
the
chief
security
officer
at
phoenicity.
This
is
the
company
that
tom
and
I
both
work
at,
and
I
don't
know
if
you're
aware,
but
our
company
was
recently
announced,
probably
two
three
weeks
ago,
as
one
of
the
largest
fintech
acquisitions
in
the
state
of
utah
mastercard
bought
our
firm
for
one
billion
dollars,
which
made
my
senior
executive
team,
highly
visible
targets
for
bad
actors.
J
So
just
just
in
the
way
of
background.
In
the
way
of
of
my
background
and
what
I
represent,
so
I'm
I'm
the
chief
security
officer
for
the
firm
been
with
the
company
for
about
five
years.
I've
got
10
years
in
the
us
army.
In
a
combatant
role,
I've
got
seven
years
with
the
fbi
in
white
collar
crime
and
child
pornography
trafficking
in
the
state
of
utah.
J
I
was
accepted
into
the
u.s
military
academy
at
west
point.
I
had
to
sit
before
oren
hatch
and
jake
garn
back
in
the
day,
which
tells
you
how
old
I
am
so.
I've
got
the
bony
fides,
I
think,
to
represent
kind
of
my
skill
set
here.
My
my
best
interests
are
in
representing
my
senior
executive
team
and
their
safety
and
security
and
whatever
I
can
do
to
ensure
that
they
are
well
taken
care
of,
and
with
this
recent
press
release
of
a
one
billion
dollar
transaction,
our
local
company.
J
J
Clearly,
his
personal
safety
and
his
family
safety
is
a
paramount
importance
to
not
only
me
but
to
our
company
and
to
the
company
that
just
acquired
us,
mastercard
out
of
purchase
new
york.
So
I
would,
I
would
appreciate
your
indulgence
in
some
flexibility
in
his
physical
security,
as
it
relates
to
his
personal
safety
post.
This
announcement
two
three
weeks
ago
that
our
company
was
required
for
a
billion
dollars
by
mastercard,
because
this
is
no.
This
is
no
small
matter.
J
G
All
right
next
up,
we
have
jason.
D
Wheeler,
oh
yeah,
can
you
get
jeremy?
We
can't
yes
great,
I'm
calling
in
from
the
phone,
so
I
am
the
neighbor
of
the
fast
family
directly
kitty
corner
across
from
them.
I
don't
know
that
I
have
anything
to
say
either
for
against
the
fence,
but
but
I
just
do
want
to
point
out
that
the
property
up
the
street
does
have
the
a
very
similar
sense.
It
goes
all
the
way
around
the
property
and
I've.
D
You
know
we're
friends
with
with
the
fast
two
little
kids
and
they
certainly
are
rambunctious
and
move
around
a
lot
and
they're
quick
to
to
try
to
dash
into
wherever
to
meet
new
people,
but
they're,
a
good
family
and
a
good
contribution
to
the
neighborhood
and
that's
pretty
much
all
I've
got.
D
D
Nick
hi,
brenda
it's
marlene
nick,
has
seemed
to
have
lost
connection.
Give
me
one
second.
I
C
G
All
right
this
is
nick,
I'm
I
lost
my
connection
for
a
look
for
there
and
how
to
restart.
So
if,
if
you
are
an
attendee
and
you
would
wish
to
speak
down
by
your
name
or
at
the
bottom
of
the
panelists
section,
there
should
be,
you
should
have
the
ability
to
raise
your
hand.
G
Yeah
there
we
go
now,
I'm
back
to
the
host.
Okay,
all
right
jack,
all
right.
L
Thank
you
all
right,
zachary,
dusal
speaking
in
opposition
to
the
exemption.
I
just
wanted
to
address
some
of
the
concerns
that
the
applicant
didn't
have
like.
I
do
think
they
are
valid
concerns.
I
don't
think
they
should
be
dismissed
just
because
of
this.
L
This
exemption,
the
speed
of
vehicles
on
virginia,
had
I
agree
that
that's
a
very
poorly
designed
street
and
I
think
the
transportation
should
design
that
to
conform
more
to
the
posted
speed
limit
25
miles
an
hour,
but
unfortunately
I
don't
think
you're
going
to
be
solving
traffic
issues
with
the
fence
in
this
case,
and
I
also
wanted
to
just
say
that
the
design
standards
for
fences
and
front
yards
aren't
completely
arbitrary
they're,
designed
to
make
sure
that
the
houses
along
the
street
have
engagement
with
that
street
and
that's
the
primary
reason
for
these
these
height
restrictions.
L
This
should
be
a
walkable
neighborhood.
It
should
be
non-intimidating
for
people
to
walk
along
the
street
and
a
very
high
fence
unfortunately,
does
add
to
that
sense
of
intimidation
and.
L
L
G
F
E
E
I
know
my
wife
when
she
went
to
east
high
many
a
time
that
those
students
slid
down
that
virginia
like
I
street,
just
to
get
to
school
in
the
snow
and
hitting
things
it's
just
not
a
you
know,
I
would
want
security
there
and
what
I
found
in
our
35
years
in
this
neighborhood
is
that
quality
people
with
with
decent
taste
and
contributors
to
society
are
far
more
important
than
a
couple
feet
on
the
fence,
and
I
think
you
can
see
through
it.
E
We
have
absolutely
no
problem
and
are
thrilled
to
have
people
that
will
invest
in
these
homes
in
such
a
manner
that
are
the
average.
The
avenues
are
increased,
so
we
endorse
what
the
fafsa
want
to
do.
We
know
of
their
integrity.
We
know
their
design
sense
and
have
total
confidence
in
anything
that
they
choose
to.
Do
will
fit
into
the
neighborhood.
Thank
you.
G
Nick,
yes,
hang
on
I'm
trying
to
get
to
my
email.
We
have
received
a
couple
of
emailed
comments
that
I
will
read.
I.
M
Okay,
we
have
any,
I
don't
believe
we
heard
from
crystal
richardson
and
we
received
an
email
from
crystal
richardson
that
says
to
whom
it
may
concern.
Turning
out
of
fourth
avenue
to
virginia
street
is
already
tricky.
M
I
would
like
to
participate
in
the
public
hearing
to
be
held
tomorrow
july
22nd
at
5
30
pm.
I
leave
that
I
live
at
1267
east
4th
ave
just
to
the
east
of
the
property
at
1263
east
4th
avenue,
which
is
on
the
agenda
for
this
hearing.
While
I
do
not
have
any
specific
objections
beyond
those
issues,
knowing
the
published
report-
oh
sorry,
it
just
says
I
would
like
the
ability
to
have
my
voice
heard.
Should
the
need
arise.
F
He
is
listed
on
the
participants
as
he
went
as
an
attendee.
Okay,.
G
So
we
just
received
yeah.
Let's
I
have
a
couple
of
people
whose
hands
came
up
so
let's
go
to
jay
schultz.
First
jay.
Would
you
would
you
like
to
say
anything
on
this
item.
D
G
Great,
thank
you.
We
also
have
a
a
marina
marina.
I
apologize.
I'm
I'm
gonna
try
to
pronounce
your
last
name,
because
I
think
I'll
offend
you.
If
I
do
so
marina.
G
N
Great,
my
name
is
marina
genulis
and
I
am
the
resident
that
lives
at
294
federal
heights
circle.
I
have
a
six-foot
wrought
iron
fence
that
encompasses
three
quarters
of
my
property,
and
then
I've
got
a
wooden
fence
on
the
other
side,
that's
also
six
feet.
I
wanted
to
give
you
my
two
cents
worth
and
tell
you
that
I
also
built
on
this
property
about
five
years
ago.
N
I
grew
up
in
this
neighborhood
since
1979,
and
I'm
here
to
tell
you
that,
as
as
beautiful
as
this
neighborhood
is,
it
is
indeed
a
hodgepodge
of
designs
which
gives
it
the
eclectic
charm
that
it
has.
N
So
I
I
don't
buy
the
argument
that
that
the
fast's
desire
for
offense
is
going
to
not
fit
within
the
look
of
the
neighborhood.
I
think
that's
highly
individualistic,
essentially
that
to
me
is
saying
that
when
somebody
makes
that
argument,
they're
saying
I
just
don't
happen
to
like
that
look,
it
really
has
nothing
to
do
with
the
character
or
the
look
of
the
neighborhood
as
a
whole.
N
I
am
not
seeing
an
argument,
that's
legitimate,
that
is
going
beyond
the
aesthetic
sensibilities
of
these
neighbors.
We
built
a
six-foot
fence
because
we
had
deer
coming
in.
We
had
animals
jumping
in
and
from
a
safety
perspective.
The
six-foot
fence
I
agree
with
the
fasts
is
proper.
N
The
argument
that
people
are
worried
about
driving
and
having
the
fence
be
an
eye
block
for
people
driving
up
and
down
virginia
or
fourth
avenue.
I
don't
think,
is
legitimate
because
there's
no
stop
sign
right
there.
The
traffic
clearly
is
still
open
and
people
can
drive
by
so
the
fasts
building,
a
six-foot
fence
is
not
going
to
affect
the
traffic
or
people
being
blinded
by
oncoming
traffic.
N
It
doesn't
go
against
public
policy,
it
is
not
a
nuisance,
it's
not
a
liability
and
I'm
not
understanding
why
people
aren't
just
letting
them
do
what's
going
to
actually
better
the
neighborhood
we're
all
in
this
neighborhood
they're
doing
a
beautiful
design
and
that
enhances
all
that
enhances
all
of
our
property
values
and
that's
what
I
want
people
to
understand.
Last
thing
thank.
G
So
just
remember,
I
am
not
seeing
any
other
hands
come
up
or
any
additional.
G
F
You
will
be
able
to
answer
in
a
moment,
mr
fess.
Let
me
close
the
public
meeting,
let's,
let's
do
it
all
in
the
right
order?
Okay,
so
I'm
going
to
close
the
public
meeting
and
I'm
going
to
open
it
up
to
the
commission.
If
you
have
any
questions
of
the
staff
or
the
applicants.
B
H
B
G
Madam
chair
generally,
we
give
the
applicant
an
opportunity
to
respond.
F
To
any
republicans,
I
was
just
going
to
do
that
perfect.
Thank
you.
Thank
you.
Thank
you.
So
much
would
you
like
to
have
a
few
minutes
to
respond
to
the
public
comment.
I
Yeah,
so
I
think
the
first
thing
I
want
to
make
sure
is
clear:
is
that
the
that
we
have
accounted
for
any
turns
along
the
street
there?
We
have
the
30
foot,
site,
site
view
area,
that's
required,
and,
and
we
made
that
adjustment
to
the
plan
to
conform
with
that
to
make
sure
there's
no
no
issues
so
that
that
should
be
taken
off
the
table.
I
You
know,
I
think
you
know
the
the
second
is
you
know
I.
I
think
people
have
spoken
very
clearly
the
neighborhood's,
a
mix
of
different
things,
and
I
think
that
that's
very
clear
from
all
the
pictures
anyone's
happy
to
scroll
through
you
know,
google
earth
and
then
see
you.
I
So
I
think
that
those
are
the
only
two
objections
that
I
heard.
So
I
think
it's
it's
really
off.
So
it's
really
just
a
question
of
whether
it
fits
the
neighborhood
and
whether
and
then
the
other
thing
I
would
add
to
that.
Just
in
terms
of
the
rights
to
build
fences
is
the
height.
The
height
exception
is
one
that
is
very
commonly
applied
for
it's
it's
if
it's
visible
between
or
if
it's
a
clear,
transparent,
vents,
transparent,
not
clear,
but
you
know,
transparent
fences
wrought
irons.
I
It's
frequently
approved
in
most
cases,
people
say
that
does
not
create
a
walled
off
effect.
In
fact,
there's
prior
arguments
made
by
the
administration
in
I
reviewed,
you
know
me,
and
my
lawyers
have
reviewed
10
years
of
applications
for
fence
approvals
and
that
there
is
a
you
know
prior
exceptions
where
the
city
has
argued
that
a
wrought
iron
fence
is
not
a
walled
in
effect
and
is,
and
is
not
not
an
issue
with
the
statue.
D
E
Mr
fast,
in
my
view,
mr
fast,
you
have
made
your
point.
I
did
have
a
question
for
you.
However,
you
mentioned
that
part
of
one
of
the
reasons
why
you
are
desiring
to
build.
The
fence
is
because
of
security
security
reasons.
Have
you
had
in
the
past,
with
security.
I
I
I
I
have
not
had
any
issues
living
here
in
this
house.
I've
had
them
previously,
yeah,
no
I've
had
I've
had
yes.
Two
years
ago
I
was
mugged
on
the
street
attacked
by
six
people.
You
know
just
you
know
one
in
my
wallet
and
I
wasn't
willing
to
give
it
right,
and
I
call
that
stupid
right,
but
you
know
I.
I
O
I
just
I
want
to
reiterate
as
far
as
security
every
day
for
me
is,
is
pretty
stressful,
with
a
a
three-year-old
and
a
one-year-old
and
almost
two-year-old.
They
are
very,
very
rambunctious
and
we
lock
all
the
doors,
but
they
are
super
smart
and
sometimes
people
someone
comes
in
and
they
leave
the
door
unlocked
and
within
seconds.
O
My
son
goes
down
to
the
street
to
virginia
or
to
fourth
avenue,
specifically
where
they're
always
parked
cars
along
the
sides
and
those
cars
can
really
drivers
from
seeing
kids
and
I
obviously
from
my
perspective
as
a
mother-
that's
my
worst
nightmare,
but
I
think
it's
also
the
worst
nightmare
of
anyone
driving
because
it
can
happen.
O
My
my
father
is
on
this
call
and
he
can't
speak
for
somebody
he's
in
connecticut
and
he
told
me
a
story
of
how,
when
he
was
driving
one
time
he
almost
hit
a
dog
or
sorry
he
hit
a
dog
and
then
the
driver
behind
him
almost
hit.
The
four-year-old
girl
who
ran
out
behind
her
dog
and
the
driver's
response
was
to
be
absolutely
livid
and
then
break
down
sobbing
because
he
said
he
thought
his
life
was
over.
O
E
A
question
for
staff:
I
am
on
that
section
of
the
intersection
of
virginia
street
and
4th
avenue.
Is
there
a
stop
sign?
I
wish
I
would
have
gone
to
see
the
site
myself,
but
is
there
a
stop
sign
or
is
it
pretty
much
virginia
kind
of
open
as
far
as
traffic
is
concerned,.
I
Virginia
avenue
is
free-flowing
in
this
section.
There
is
a
stop
sign
on
fourth
avenue:
the
stops,
the
stop
for
you
turn
on
in
virginia.
I
B
You
you
state
that
the
planning
commission
may
approve
a
taller
fence
if
it
is
found
that
the
extra
height
is
necessary
for
security
of
the
property
in
question,
and
it
is
determined
there
will
be
no
negative
impact.
So
we
have
to
agree
to
both
of
those
things
not
just
one
or
the
other
correct
mara.
F
B
So
I
guess
I'm
gonna
pop
in
for
my
thoughts
to
start
a
discussion.
If
I
look
at
that
criteria
of
both
of
these
topics,
I'm
not
convinced
that
the
extra
height
around
the
entire
perimeter
of
the
yard
is
necessary
for
security.
B
I
think
they
can
achieve
that
with
the
permitted
six
foot
from
the
edge
of
their
property,
the
house
along
the
side
yard
in
the
back
and
achieve
the
security
that
they
need
and
not
so
I'm
not.
I'm
not
convinced
that
extra
height
is
necessary
for
the
entire
circumference
of
the
yard
for
what
they
want
and-
and
if
I
can't
agree
to
both
of
them,
then
based
on
the
standard
in
the
staff
report,
then
I
I'm
not
in
full
support
of
the
applicant.
B
Agree
with
amy
and
I'm
having
a
hard
time.
You
know
when
I
spent
I
went
and
spent
time
in
this
neighborhood.
I
walked
a
few
blocks
around
it
and
I
understand
what
they're
saying
with
some
of
these
exceptions,
but
I
couldn't
see
exceptions
where
it
was
fully
around
the
house.
It
was
you
know
they
were
always
on
the
side
on
the
back
like
it
has
been
explained
to
us.
So
I
I
fully
agree
with
amy
and
when
the
when
the
commission
is
ready,
I'm
ready
to
make
a
motion.
B
Okay,
based
on
the
information
listed
in
the
staff
report,
the
information
presented
and
the
input
received
during
the
public
hearing,
I
moved
that
the
commission
denied
the
request
for
additional
fence
and
wall
height
at
12
1263
east
4th
avenue,
as
presented
in
the
petition
pln
pcm.
F
F
Okay,
I'm
sorry
my
my
pictures
are
delayed,
so
you
were
still
talking
in
my
picture.
Sorry!
Okay,
so
are
we
ready
to
take
a
vote
or
was
there
any
additional
discussion.
F
E
Yes,
thank
you.
So
in
my
view,
I
think
that
the
petitioner
has
met
the
standard,
so
I
will
vote
no.
D
F
F
F
Thank
you
very
much,
everyone
for
your
participation
and
we
will
now
move
on
to
our
next
agenda
item,
which
will
be
and
try
we'll
turn
the
meeting
back
over
to
adrian.
A
G
Madam
chair,
before
aaron
starts,
I
just
wanted
to
introduce
aaron
to
everybody.
Aaron
started
working
for
the
planning
division
in
early
march
right
before
literally
like
the
monday
before
we
have
the
earthquake,
and
so
we've
seen
him
in
person
like
two
times
in
our
lives
because
he's
been
trying
to
become
a
new
employee
and
learn
everything
remotely
and
everything
else,
so
we're
we're
thrilled
to
have
him.
Sorry,
if
I
embarrassed
you
aaron,
but
oh
it's
fine.
P
P
A
couple
minutes
or
a
couple
seconds:
can
you
see
the
presentation?
Okay
now.
P
Here
we
are,
this
is
a
request
to
allow
industrial,
hemp,
cultivation
and
processing
on
the
properties
set
up
approximately
located
at
2601
north
2200
west.
The
property
is
located
in
the
bp
business
park,
zoning
district
and
in
this
district
the
proposed
uses,
which
are
considered
to
be
light
manufacturing
and
agriculture
uses,
require
conditional
use.
Approval
staff
is
recommending
approval
for
this
request
for
the
conditions
listed
in
the
staff
report.
The
property
is
currently
vacant
and
has
been
for
some
time
the
applicant
proposed
initially
the
applicant
had
proposed
to
install
110
square
foot
greenhouse.
P
The
proposal
meets
the
zoning
standards.
The
bp
district
and
uses
in
the
general
vicinity
are
limited
by
the
airport
flight
path
overlay
district.
This
neighborhood
has
a
generally
agricultural
character
and
their
opposed
use
is
compatible
with
surrounding
uses
in
the
neighborhood
staff
has
not
received.
I
have
not
received
any
comments
for
the
public
hearing
so
far
and
this
proposal
should
not
create
any
significant
negative
impacts
to
the
neighborhood.
It's
consistent
with
the
north
point.
Small
area
master
plan
which
encourages
agricultural
uses
in
the
bp
district
until
infrastructure
allows
for
those
more
intense
uses.
P
You
see
down
the
street
like
the
warehouses
in
the
manufacturing
and
they
also
conforms
with
citywide
master
plans.
The
proposed
conditions
require
the
applicant
to
receive
prior
approval
before
modifying
the
proposal
in
any
way
to
conform
and
to
conform
with
other
department
requirements
when
they
obtain
necessary
permits.
A
A
Here
to
answer
questions,
okay,
any
questions
then
I'll.
Ask
for
the
commission.
Any
questions
for
the
applicant
then
silence.
Okay.
Well,
now,
now
move
to
the
public
meeting
the
public
hearing,
I
will
open
the
public
hearing
and
I'll
ask:
is
there
anyone
nick
who's
indicated
an
interest
in
speaking
on
this
item.
G
There's
a
couple
of
hands
up,
I'm
wondering
if
I've
lost
my
ability
to
actually
unmute
some
people,
but
jason
wheeler,
who
spoke
on
the
earlier
one.
The
previous
item
still
has
his
hand
up,
but
I
can't
unmute
him
jason
if
you
want
to
type
in
a
question
to
make
sure
you
see.
If
you
want
to
speak
on
this,
please
do
so
we'll
move
on
to
zack
dusalt
zach.
L
Hey,
I
always
on
comment
on
everything
I
favor
this.
That's
that's
all
I
have
for
this
one
though
no
no
convoluted
reason.
L
A
Problem
we
have
any
other
parties
indicating
an
interest.
In
speaking,
are
we
still
trying
to
confirm.
G
I
was
going
to
give
jason
wheeler
a
couple
minutes
to
type
in
a
question,
but
I
don't
see
any
and
for
whatever
reason
I
cannot.
Let
me
try
to
reset
this.
A
Okay,
thank
you
nick,
seeing
that
we
have
one
else
interested
in
speaking
I'll
close
the
public
hearing
and
bring
the
discussion
back
to
the
commission
any
further
comments
or
questions
for
the
applicant
or
staff.
Or
would
somebody
like
to
make
a
motion.
D
E
Is
the
applicant
proposing
to
produce
all
right.
E
Yes,
so
what
types
of
products
is
the
applicant
going
to
produce
again.
P
They
will
be
hemp
based
products.
These
are
not
non-thc
items.
M
M
I'm
sorry
going
in
and
out
connection.
Can
you
repeat
the
question
I
think
was
it:
what
are
we
trying
to
produce
there?
What.
M
Oh
okay,
so
we're.
Currently
we
have
a
facility
in
north
salt
lake
and
we
produce
all
the
legal
forms
of
industrial
hemp
products
which
would
be
tinctures.
Gummies,
pressed
pills.
