chair

is
the
transportation
alternatives
program
2022
for
the
Kensington
east/west
neighborhood.
By
way
before
I

that
really
appreciate
this
administration
I
watch
online
a
lot.
This
is
my
first
time
talking
here.
Let
me
go
into
my
statement.
The
Liberty
Wells
Community
Council
in
partnership
with
the
Ball
Park
Community
Council,
submitted
a
joint
application
to
develop
a
neighbourhood
by
way
on
Kensington
Avenue,
as
suggested
in
the
Utah
bicycle
and
strean
master
plan.

We're
enthusiastic
that
the
change
on
Kent
changes
on
Kensington
Avenue
will
bring
more
people
to
the
street
by
providing
an
east-west
corridor,
which
is,
must
need
much
needed
and
we
need
more
of
that
that
will
deter
crime
and
convert
Kensington
into
a
fundamentally
safer
Street.
The
grant
application
would
complement
the
requested
Capital
Improvement
funds.
To
conclude,
the
Liberty
Wells
community
council
supports
the
city's
effort
to
secure
diverse
sources
of
funding
to
accomplish
this
project.

speak
in
support
of
the
grant
application
for
the
Kensington
Avenue
byway.
As
many
of
you
know,
and
hopefully
all
will
very
shortly.
Sorry
I
couldn't
resist
that.
I
have
a
long
history
with
both
the
ball
park
and
Liberty
Wells
community
council.

I'd
also
like
to
point
out
that
in
the
mayor's
the
new
mayor's
transition
document
that
she
produced,
which
I
have
read
all
and
31
pages,
to
quote
it
says:
increased
connections
across
the
city
via
transit
option
by
a
transit
option,
specifically
from
east
to
west.
This
will
enhance
that
another
thing
that
it
states
is
the
desire
to
build
out
the
neighborhood
by
way
network,
and
this
is
exactly
what
this
is
a
bicycle
byway
so
I
would
I
was
asked
to
come
and
speak
our
chair,
Sara
Adelman,
is
actually
a
maternity
leave.

I'm,
Amy,
Jacobs,
chair
of
the
ball
park,
community
council
and,
like
others,
I'm
here
to
make
comments
in
support
of
the
Kensington
Avenue
byway
project.
In
the
past
two
years
there
have
been
several
violent
homicides
and
other
crimes
committed
in
our
neighborhood
on
or
closely
adjacent
to,
Kensington
Avenue.
We
need
to
improve
the
built
environment
by
making
it
into
a
neighborhood.
By
way
we
hope
to
deter
crime
by
bringing
more
users
to
a
transformed
in
safer
Kensington
Avenue.
In
addition
to
support
from
two
neighborhood
community
councils.

We
also
have
letters
of
support
from
the
Utah
pride
Center
Pam
Peterson,
whose
principle
of
innovations
high
school
and
Sam
Hansen
our
Salt
Lake
City
Board
of
Education
representative
for
Precinct
five
and
those
have
been
sent
to
you
via
council
comments.
Sam
thinks
this
supports
our
mutual
goals
as
a
neighborhood
and
a
School
District
infrastructure
improvements
that
will
promote
student,
pedestrian
safety
and
retain
families
in
our
neighborhoods.

This
proposal
also
speaks
to
a
neighborhood
that
has
recently
gained
additional
pedestrian
oriented
residents.
Several
new
higher
density
housing
projects
have
been
completed
in
ball
park
on
Main
Street
in
1700
South
at
least
two
more
are
going
to
be
completed
this
year
alone.
We
only
expect
this
trend
towards
urban
infill
to
continue,
and
some
of
us
are
really
pleased
about
it.
We
want
more
eyes
on
the
street.
We
want
more
feet
on
our
sidewalks.
We
want
more
bikes
in
our
bike
lanes,
living
healthy
lives
and
frequenting,
our
neighborhoods
small
businesses.

I

keep
it
very
brief.
The
bike
ped
master
plan
has
planned
for
dozens
of
miles
of
these
things
and
not
many
have
been
built
in

past

years.

Rose
Park,
but
another
example
is
600
East,
so
this
would
connect
600
East
with
300
East
and
Main
Street
bike
infrastructure
on
all
three
of
those,
and
it
would
also
put
more
eyes
on
the
street,
as
others

mentioned.

The

if

speak

the

and
haven't,

raise

fill
out
a

you've

The
sidewalk
not
even
on
the
park
and
I
was
threatened
to
be
arrested
by
just
walking
home,
so
I,
just
just
witnessing,
because
I
live
literally
like
like
across
the
street
and
just
witnessing
the
treatment
of
people
who
you
know
who
have
no
other
place
to
go.
It's
offensive
and
the
reason
why
it's
even
more
offensive
to
me,
the
Supreme
Court
just
rejected
and
the
court.
Sorry,
the
appeals
court,
the
ninth
district
not
applied
to
us,
but
it
still
matters.
I
They
said
that
homeless,
people
well,
you
know
they
said
by
by
rejecting
it
that
homeless
people
have
a
right
to.
You
know
to
public
space
if
there's
no
other
place
for
them
to
go
and
at
any
night
at
the
shelter's,
there's
anywhere
from
no
beds
to
50
beds
available,
and
there
were
at
least
75
people
at
the
park
last
night
or
on
Saturday
and
at
anytime
there
are
are
hundreds
of
people,
just
you
know,
just
all
around
downtown.
I
Kutv
actually
did
an
interview.
I'm
actually
did
an
investigation
last
week
or
this
weekend,
and
they
found
that
at
any
day,
over
the
past
month,
there's
anywhere
from
no
beds
up
to
50
beds
available
and
every
day
is
different.
So
there
really
is
no
guarantee
that
there's
actually
space
available,
and
that
is
why
it's
unacceptable
to
remove
them,
arrest
them
and
actually
put
time
away.

like
to
address
the
issue
of
the
trails
plan
for
the
foothills
and
I
want
to
commend
the
city
for
finally
joining
the
Sister
Cities
up
and
down
the
Wasatch
Front
and
as
far
as
st.
George
to
finally
deciding
that
building
trails
is
a
good
thing.
However,
it's
rather
dismaying
that
there's
a
10-year
plan
to
build
30
miles
of
trail,
and
it
should
not
take
that
long.
If
you
look
at
what
Park
City
is
doing,
what
Draper
is
doing,
what
Moab
is
doing,
what
st.
G
George
is
doing,
they're
building
miles
of
trail
every
year,
I
think
that
your
hearts
are
in
the
right
place,
but
you
still
have
to
start
spending
money
on
shovels
and
digging
and
not
planning
I
looked
at
the
website
today
and
the
idea
that
one
of
the
issues
that
the
consultants
were
worrying
about
was
whether
the
sign
should
be
a
rectangle
or
a
square.
That's
it
that's
you're
wasting
our
money.
So
let's
try
to
get
the
trails
built
and
people
on
the
trails.

relates
to
the
environment,
because
I'm
driving
to
Park
City
every
day
to
ride
and
I'm
driving
to
Draper
every
day
to
drive
so
and
high
school
teams
are
driving
to
these
different
venues
to
ride.
So
we
can
reduce
air
pollution
that
way.
Also,
if
you
look
at
the
imbibe,
the
economic
impact
of
a
good
urban
trail
system
is
rather
large.
Park
City
would
not
have
a
summer
tourist
trade
if
it
were
not
for
the
the
trail
system
that
they
built
there.

have
dried
up
and
blown
away
after
the
uranium
bust
if
if
they
didn't
build
a
trail
system,
so
please
let's
try
to
get
the
trails
built
and
councilman
Dugan
mayor
Mendenhall
have
my

more

work
with
anybody
organization
that
wants
to
push
this
forward
time
like
working
counter
to
the

city's
efforts,

once
a
real
working
plan

place

want

say
hello,
I
didn't
get

say
hi
to
some
of
you,
including

didn't
get
a
chance
to
say
hi
to
you

all
I
wanted

say
was
hello
and
I
look
forward

hopefully
serving

a

I'd
like
to
share
with
you
a
little
about
one
of
my
my
heroes.
Her
name
is
Nellie
Bly
and
in
the
late
1800s
she
as
an
investigative
reporter,
went
undercover
into
an
asylum
for
women.
For
ten
days.
She
was
instrumental
in
revolutionising
the
treatment
of
the
humane
treatment
of
people
who
were
staying
in
such
facilities.
She
was
a
catalyst
for
that
change.
I
am
particularly
and
deeply
concerned
for
our
homeless
community
here
in
Salt
Lake
City.
For
the
past
forty
seven
nights,
I
have
stayed
in
Salt,
Lake,
City's
warming
Center.

I
was
staying
in
the
road
home
previous
to
that
downtown
when
they
shut
down
I'm,
not
sure,
if
well,
I,
I'm,
pretty
sure
that
there's
a
lot
of
misinformation
and
inaccuracy
in
regards
to
what
is
taking
place
there,
as
well
as
in
the
rest
of
our
homeless
service
system,
I've
seen
it
in
the
news
and
I've
heard
people
in
a
authoritative
position
state
that
there
will
always
be
a
warm
place
for
people
in
Salt,
Lake
City,
who
are
experiencing
homelessness
to
go.
That
is
simply
not
the
case
we
are
thrown
out
of
this
warming
center.

It
started
at
six
o'clock
in
the
morning.
It's
been
moving
forward.
It's
now
5:20
in
the
morning
night
after
night.
It
doesn't
make
sense
to
me
that
people
who
are
staying
in
a
warming
center
will
be
expelled
during
the
coldest
time
of
any
24-hour
cycle.
This
is
only
one
of
three
times
throughout
the
day
when
people
have
no
access
to
a
warm
shelter
they're
in
literally
weeks
that
we
have
not
had
access
to
running
water
in
the
bathrooms.
There's
no
soap,
there's
not
even
a
soap
dispenser
time.
