begin
we'd
like
to
take
a
moment

As
we
begin
tonight's
formal
meeting
I'd
like
to
highlight
that,
in
addition
to
our
business
tonight
as
the
City
Council,
we
also
have
business
in
our
role
as
the
local
Building
Authority
and
the
Redevelopment
Agency.
As
the
city's
elected
officials.
Council
members
serve
not
only
on
the
City
Council,
but
we
also
serve
on
the
local
Building
Authority
board
and
the
Redevelopment
Agency
board.
Any
of
the
council
is
wearing
different
hats.

We
will
begin
the
business
of
the
local
Building
Authority
and
then
we
will
change
our
pads
and
move
on
to
the
Redevelopment
Agency
business
items.
Lastly,
we
will
conduct
our
business
as
the
body
of
the
City
Council.
In
addition,
I
wanted
to
mention
a
few
meeting
guidelines
for
the
public
for
public
comment
opportunities.

is

Chapman

I
heard
the
RDA
board
to
adopt
a
policy
of
not
allowing
any
more
loans
to
projects
like
Richmond
flats
that
imply
a
done
deal
that
effectively
accepted
a
rezone
of
the
Richmond
Street
property,
because
it
negatively
impacts
a
potential
major
north-south
bicycle
route
that
we've
been
planning
for
over
10
years
on
13th
East,
Mill,
Creek
and
sugar
house
do
not
realize
how
important
and
the
impact
this
has,
and
it
has
not.
They
have
not
been
allowed.

respectful
public
engagement
on
this
development
and
any
further
decisions
should
allow
that
appropriate
public
engagement
and

remind

that
recently,

city
council,

adopted

policy

awareness

budget

general
comments.
So,
first
of
all
on
the
budget,
there
is
no
funding
for
mobile
cot.
Cam
trailers
and
many
community
councils
are
requesting
them.
Thank

James

Darren

pushing
forum
even
at
forty
thousand
dollars
each,
but
the
next
grant
application
should
be
asking
for
them
and
the
community's
desperately
need
them.
You're
right,
there's
also
no
funding
for
over
time,
other
than
over
time
to
implement
the
police
departments
proposal
for
please
Park
Rangers
and
again
many
community
councils
are
asking
for
these.

They
want
more
visible
police
in
their
uniforms
and
during
discussion
today,
at
the
work
session
you
have
two
hundred
and
fifty
cold
cases
which
probably
include
murders,
and
you
you
need
more
than
one
additional
detective
to
work
on
and
I'm
concerned
about
that,
and
you
also
need
more
victim
advocates
to
encourage
testing
and
of
the
kids
and
entering
into
the
database
without
prosecuting,
because
they
don't
do
it
and
put
them
in
the
database.
You're
letting
rapist
go
pre,
there's
a
military
program
very
successful
one
that
should
provide
direction.

The
city
also
still
lacks
full
police,
staffing
and
you're
losing
two
to
three
a
month
and
that's
not
going
to
just
stay
at
five.
It's
going
to
be
a
lot
more
and,
on
the
general
comments,
your
the
comments
and
complaints
from
any
earlier
on
the
street
projects.
Those
are
promising
proposals,
but
they're
the
city
should
adopt
some
basic
rules
before
you
implement
any
more
streets.
First
of
all,
you
should
get
local
community
councils
input
and
discussion
and
recommendations
on
which
streets
are
appropriate
and,
second
recommendation
is:
you
should
not
discourage
local
business
with
local
traffic.

signs
and
streets
with
many
local
businesses
should
not
be
considered.
Also,
you
should
not
be
increasing
congestion
or
pollution
by
forcing
traffic
and
walkers
and
bicycle
was
to
be
in
one
lane.
In
other
words,
two
lane
roads
should
not
be
used,
especially
if
they're
forced
by
medians
into
one
lane.

also
agree
that
the
300
north
pedestrian
bridge
and
all
bridges
should
include
bicycling
amenities

I
just
wanted

comment
on

504
South
9
East
rezone
for
the
council
members
that
weren't
on
the
council.
When
this
was
passed
several
months
ago
there
was
a
slip-up
in
the
planning
department
where
somebody
wasn't
able
to
review
the
development
agreement.

That
was
part
of
the
reason,
and
so
as
such,
they
actually
had
to
revoke
the
the
passing
of
the
ordinance
so
that
we
could
then
bring
it
to
vote
with
a
new
development
agreement
which
the
only
difference
is.
They
had
to
strike
two
of
the
three
clauses
because
they
were
unenforceable.
So
I
just
wanted
to
remind
everybody
that
this
was
already
passed.
We
just
had
to
bring
it
back
to
vote
with
a
new
development
agreement,
and
that's
all
thank

guys

seven
units
versus
five

building
only
two
units

four
additional
bedrooms,

prefer

project
because
there's
no
decks
facing
the
property
and
as
a
larger
buffer
than
our
prior
project,
the
staff
recommended
approval.
The
Planning
Commission
recommended
approval.

Community
Council
supported
the
change

the
design
we're
creating,
creates
internal
interaction
with
a
courtyard,
an
external
interaction
with
decks
and
dog
runs,
and
also
the
ability
for
four
people
to
speak
to
their
neighbors.
If
they

choose.

zoning
is
currently
RM
f-35,
which
allows
for
a
35-foot
three-story
building,
so
our
project
is
smaller.
We
could
actually
sell
the
project
and
somebody
could
build
a
three-story
apartment
building
as
of
right
with
no
design
restrictions.

complained
about
density,
but
as
a
reminder,
this
is
not
an
entirely
single-family
neighborhood
within
three
blocks.

are
44
properties
with
four
or
more
units.
There
are
ten
properties
with
eight
or
more
units

asking
for
a
lot
through
a
zoning
amendment,
change
and
master
plan
change
and
a
planned
development
process.

request
would
deny
seven
middle-income
families

to
live
in
this
neighborhood

favor

sole
reason
that
we
change

project

units

eyesore

space
and
parking,

adequate
to
support

series

doors
along

neighborhood

Lake
City

leader

talk

one
concern
and
across
the
world
I

wisconsin
the
credit
climate
change
and
how
it
impacts
our
future.
Moving
forward.
Every
decision
we
make
individual,
an
institution
as
a
city
estate
in
the
country
must
have
sustainability
was
to
focus
it
just
isn't
feasible
to
do
anything
else.

want
to

positive
change
our
lives

our
citizens,
the
future.
In
my
experience,
you
see
the
government
of
research
and
look
at
possible
solutions
to
some
of
the
air
quality
related
problems
we
are
currently
facing.

face

future

past
three

The
government
has
partnered
with
dr.

Mendoza
from
the
University
of
our
department
of
atmospheric
sciences
and
the
Salt
Lake
City
mayor's
office,
because
the
really
need
us,
the
brief
green
festival,
provides
an
opportunity,
Salt
Lake
City
residents,
to
learn
more
about
how
inversions
and
the
ozone
negatively,
with
our
health
of
the
festival
residents,
receive
free
flu
shots
and
inversion
masks.
This
year's
festival
is
a
great
success,
attended
by
over
120
sides
working
on
the
festival.
Dr.
Mendoza
has
shown
us
how
poor
air
quality
impacts
us
and
I
love
water.
Stop
you
city,
government
students
also
have
the
opportunity.

Housing
and
energy
efficiency
visited
their
project
of
the
new
facility.
An
affordable
housing
development
near
my
high
school
produces
no
emissions
and

home

Both
markets
accomplish
three
grocery
store.

was
impressed
with
project,
opens
commitment,
fostering
creative
and
healthy
sustainable
communities
along
the
same
lines.
I
am
part
of
an
initiative
with
his
logging,
Salt
Lake
City
School
District
passed
resolution
encouraging
district
to
100%
renewable
by
2030.
The
resolution
also
calls
for
no
new
purchases,
the
old
classic
little
infrastructure.

This
initiative
is
crucial
and
moving
forward,
creating
the
most
sustainable
cities
resolution
is
100
percent
student
given,
which
is
crucial
at
a
time
when
young
people's
food
for
survival
is
important.
For
adults,
here
are
horses
you
shouldn't
have
to
give
up
on
our
rights
a
healthy
eater
I
appreciate
all
those
sacrifices
that
helped
make
strides
and
our
plight
with.
All
this
in
mind,
recognizing
young
people
smallness
levels
essential
well,
at
the
same
time
uplifting
the
work,
Salt
Lake
City
is
already
done.

creating
change

senior

efforts
recognize
moving

green

possible
without

leadership
you're,

you've
invested
in

I
think
we

know

this
path
we

not
in

have
a
long
way
to
go
before
we

community

current
environmental
problems,

it's
health
concerns,
mute.

air
quality

not
evenly
distributed

our
city
population

many
concerns
about
moving

oncoming
inland

enemies
pose
a
multitude
of
environmental
problems
not
able
to
our
West
Side
residents,
but
also
by
citing
resistance
from
thinking
about
solutions
and
goals.

to
make
our
city
more
sustainable.

mind

communities

hardest
hit
miss
like

sure
we're
creating
healthier
and
more
livable
future

young
people

seem

shame,

timescale

I
had
been
part
of
used
to
be
government
for
two
years
now
and
unfortunately,
my
last
year,
as
I
turned
18
in
Judaism
next
fall.

This
year
has
been
a
turbulent
one,
many
highs
and
many
lows,
but
overall
it
isn't
loading,
many
great
opportunities
for
growth
and
change.
This
past
fall,
Salt,
Lake,
local
news
and
recognitions,
along
with
its
more
than
5000
representatives
for
old,
warranted
appearances,
the
68
and
United
Nations
civil
society.

This
year
this
year
was
the
first
year
the
conference
was
held
in
the
United
States
outside
the
United
Nations
headquarters
alerts
and
Salt
Lake
serve
is
a
perfect
place
for
the
topic
of
the
year:
clothing,
inclusive
and
sustainable
qualities.
Many
people
feel
this
is
an
important
topic.
The
majority
of
discussions
surrounding
are
held
labels
trying
to
fix
things
damage
to
the
past
this
year.
However,
over
40%
of
conference
attendees,
that
is,
roughly
2000
young
people
who
traveled
to
Salt
Lake
to
take
part
in
the
vital
discussion
at
least
2000
people.

Five,
were
you
city
government
students
myself
queen
one
which
took
days
off
school,
can
learn
about
things
not
taught
in
the
classroom.
I
received
three
days
worth
of
failing
grades
and
more
make
up
work
than
I
thought
was
possible
to
such
a
short
amount
of
time.
However,
during
those
three
days,
I
attended
over
a
dozen
seminars,
roundtable
discussions,
speeches
and
learn
more
things
from
an
incredible
array
of
people
and
would
have
been
possible
at
school.
I
consider
myself
to
be
extremely
lucky.
There
others
experiences
and
they
can
help
shape
my
career
path
in
college
places.

It
would
not
have
been
possible
for
me
to
kind
out
of
the
city
different
this
year.
We
focus
strongly
on
environmental
justice,
housing
prices
and
local
issues
as
they
rose
in
January
we
attended
and
volunteered
at
merriment
and
most
wearing
it,
and
shortly
after
we
began
to
plan
to
spend
with
our
new
city
leadership.

How
does
one
cause
I
think
we
began
to
rise
as
a
seriously
shooting
across
the
world
and
one
morning
in
couple
here
in
the
United
States,
the
threatens
brushed
off
widely
ignored
as
it
came
into
the
United
States
universities
and
colleges
began
to
shut
down.
Large
public
gatherings
were
closed
here
in
Utah
little
was
done
for
many
weeks.
My
school
there
was
no
mention
of
the
idea
of
shutting
down
or
moving
online
to
dismiss
learning
so
the
day
we
walked
out
of
school,
only
to
be
told
that
we
would
never
do
that.

Judge
Varella
closed
on
a
Thursday
before
long
I
had
actually
skipped
school
that
day,
to
guess
the
lesson,
but
an
elementary
school
in
Vegas
little
did
I
know
that
we
that
would
conclude
my
senior
year
and
I,
would
never
again
attend
classes
in
person.
There's
a
list
of
things
that
would
be
postponed
through
my
heart
broke
just
a
little
bit
more.
The
list
included
silly
rites
of
passage
like
senior
prom
Missy
retreat,
as
well
as
larger
events
like
dance
concert,
which
I'd
choreographed
for
and
thus
advancing
the
study
abroad
in
Italy.

That
would
provide
me
college
credits
and
eventually
my
commencement
of
spring
sports
and
activities
were
canceled.
Many
of
us
or
our
families
lost
our
jobs
and
soon
he
had
lost
all
motivation
to
finish
the
school
year.
At
first
I
was
heartbroken
things.
I
had
worked
so
hard
to
achieve
for
so
many
years,
and
many
things
I
have
felt,
I
had
earned
we're
taking
away.
Then
the
realization
said
in
this
was
so
much
bigger
than
me.
In
my
senior
year,
these
changes
were
saving
lives
accepted
what
had
become
of
my
final
months
of
use.

Unfortunately,
flights
were
folded,
airports
that
hardly
anyone
seen
even
remotely
concerns
of
the
violence,
since
the
recent
returning
applause
walls
of
open
and
restaurants
are
seeing
yes,
I've
been
angry
and
upset
by
these
sudden
shifts
in
effort.
Normalized
life
is
the
new
economy.
I
understand
the
need
to
avoid
a
complete
economic
shutdown,
but
I
also
understand
that
he
was
in
science.
We
cannot
simply
return
to
normal
life
just
because
things
with
the
mote.

We,
okay
right
now,
I'm
used
to
accept
the
idea
that
I
sacrificed
my
senior
year
and
still
like
the
work
each
day
is
an
essential
work
just
for
the
country
to
be
open
during
the
seventh-inning
stretch.
This
is
not
over
and
cannot
simply
pretend,
as
though
no
way
if
we
reopen
and
active
it
was
gone,
Utah
has
been
doing
an
