From YouTube: Salt Lake City Council Formal Meeting - 2/4/2020
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
All
right,
we
would
like
to
thank
each
of
you
for
being
here
today
at
our
meeting.
We
appreciate
that
you've
taken
the
time
out
of
your
day
to
attend
and
participate
and
see
your
local
government
at
work.
To
start
the
meeting
we've
laid
out
some
guidelines
for
decorum
and
civility
to
make
sure
that
people
feel
comfortable
and
safe
to
participate.
A
A
If
you
have
a
sign
prop
or
other
piece
of
equipment
like
video
equipment
or
other,
please
make
sure
that
it
does
not
cause
disruption
or
block
other
people's
views.
Signs
wider
than
your
chair
can
be
displayed
outside
in
the
hallway.
Other
items
like
sticks
and
dowels
are
not
allowed.
Please
do
not
approach
the
Dyess.
If
you
have
something
to
pass
out
to
the
council,
a
staff
member
can
assist
you.
Our
staff
is
here
to
help
you
if
you
have
any
assistance
or
if
you
need
any
assistance
or
have
any
questions.
A
Please
raise
your
hand
and
a
staff
person
will
come
help.
Also.
We
recognize
that
two
minutes
of
public
comment
may
not
be
enough
time
to
get
all
of
your
thoughts
out
in
one
just
for
tonight.
So
please
visit
our
website,
SLC
Council
comm
or
refer
to
the
contact
information
sheets
by
the
speaker
cards
for
information
about
other
ways
to
share
your
comments
with
the
council
via
phone
or
mail.
B
A
Right
is
there
a
second
I
have
a
motion
by
councilmember
Fowler
in
a
second,
my
council
Merv
Aldo
Moros.
Is
there
any
discussion
seeing
none
all
in
favor
aye
any
opposed
all
right.
That
motion
passes
we're
now
at
item
a5,
which
is
council
member
Darren
Mono,
will
give
his
remarks
as
a
result
of
being
selected
to
fill
the
council
District
five
vacancy
I
will
turn
the
time
over
to
councilmember
mano.
C
Good
evening
to
my
fellow
council
members,
the
staff
Salt
Lake
City,
and
especially
district
5,
and
all
those
people
that
are
my
family
I'm
humbled
to
sit
here
today.
As
a
member
of
this
council.
Thank
you
to
my
colleagues
for
trusting
me
with
this
responsibility.
I,
don't
take
it
lightly
and
I'm
honored
that
I
have
been
given
your
support.
I
want
to
say
thank
you
also,
the
27
other
people
from
district
5
who
raised
their
hand
and
said
that
they
were
willing
to
serve
Salt
Lake
City.
C
The
night
that
I
was
appointed
was
one
of
the
most
memorable
and
life-changing
nights
of
my
life
and
the
time
since
then
has
been
fun,
exciting
educational
fast-paced
and
just
a
little
bit
overwhelming
and
I
want
to
share
a
few
things
that
have
happened
to
me
in
those
two
weeks
and
some
things
that
I've
learned.
First
I've
learned
how
valuable
the
council
staff
is.
Our
city
would
not
function
without
these
hard-working
intelligent
and
talented
people.
Thank
you
for
making
me
feel
welcome.
C
Thank
you
for
being
patient
with
me
as
I
learned
the
ropes
and
thank
you
for
caring
about
Salt
Lake
City.
As
much
as
any
of
us
do,
next
I've
met
more
people
in
the
last
two
weeks
and
I
would
have
ever
thought
possible,
and
this
has
shown
me
that
Salt
Lake
City
is
full
of
smart,
caring
and
engaged
residents
who
are
all
doing
their
part
to
help
the
city
I've
been
contacted
also
by
many
organizations
who
are
out
there
working
every
day
for
the
good
of
our
residents.
C
Thank
you
all
for
reaching
out
and
I
look
forward
to
working
with
you
over
the
next
two
years.
Also
over
the
past
two
weeks,
I've
spent
some
time
thinking
about
our
city
and
what
I
love
about
it.
What
can
improve
and
what
I
want
to
accomplish
in
this
role
and
last
time
I
spoke
in
this
room.
I
talked
about
my
grandparents
and
how
they
had
to
rebuild
their
lives
after
the
war
and
though
they
never
fully
recovered
what
they
lost.
C
They
did
find
a
safe
community
here
in
Utah
and
that
allowed
them
to
rebuild
their
lives.
My
parents
were
able
to
receive
an
education
and
a
generation
later
I
was
able
to
grow
up
in
a
fairly
comfortable
home.
There
wasn't
a
lot
of
extra
money
in
my
family
growing
up,
but
what
my
parents
did
have.
They
would
often
spend
to
take
me
and
my
six
siblings
to
see
other
parts
of
our
country,
I've,
always
loved
to
travel
and
from
a
very
young
age.
C
I've
been
drawn
to
cities,
I
love
the
energy
and
excitement
the
food,
the
arts
and
architecture,
the
diversity
and
culture
and
the
feelings
of
opportunity
and
possibility
that
are
found
in
cities,
I,
love
visiting
and
studying
other
cities
and
I
also
love
coming
back
home.
We
have
a
great
city
here:
Salt
Lake
City
is
beautiful.
Our
skyline
is
as
picturesque
as
our
mountains.
Our
majestic
Salt
Lake
City
is
a
good
incubator,
incubator
for
small
businesses
and
startups.
We
have
unparalleled
access
to
out
the
outdoors.
C
C
The
new
homeless
resource
centers
have
been
open
for
only
months
in
the
sugarhouse
temporary
shelter
for
only
days,
I'm
hopeful
and
optimistic
that
this
new
model
of
service
will
help
more
people
and
to
enter
permanent
housing
faster.
However,
I
know
that
this
work
is
far
from
over
and
we
must
continue
to
find
new
ways
to
support
our
city's
most
vulnerable
residents.
C
C
One
way
I
think
we
can
work
on
air
quality,
is
to
focus
on
improving
our
active
and
public
transportation
infrastructure
and
designing
our
city
to
be
more
walkable.
We
need
to
stop
building
roads
that
serve
only
cars
and
instead
build
complete
streets
that
serve
all
modes
of
transportation
for
people
of
every
ability
level.
C
We
must
continue
to
invest
in
our
high
frequency
bus
routes
and
build
more
bike
paths
and
pedestrian
trails
and
expand
our
streetcar
and
light
rail
systems,
and
we
we
need
to
encourage
mixed-use
zoning
so
that
more
parts
of
our
city
can
look
like
ninth
to
ninth
or
sugarhouse,
so
that
people
don't
have
to
get
in
their
car.
These
efforts
will
improve
our
air
quality,
build
our
economy
and
make
our
city
a
better
place
to
live,
work
and
play
one
of
salt
lace.
C
It
is
important
that
government
represents
all
of
the
people
it
serves,
and
I
will
do
my
best
to
make
sure
that
everyone
in
our
city
feels
like
they
have
a
seat
at
this
table
as
I
wrap
up
I
want
to
say
thank
you
to
everyone
who
has
expressed
their
support
to
me
over
the
last
couple
weeks
and
to
say:
congratulations.
The
outpouring
of
love
has
been
overwhelming.
I
want
to
thank
my
employees,
who
have
supported
me
in
this
and
who
have
stepped
up
to
make
sure
that
things
run
smoothly
at
the
office.
C
I
want
to
thank
my
partner
and
best
friend
Kevin.
Thank
you
for
being
my
emotional
support
and
my
sounding
board.
Throughout
this
process.
I
love
you
and
I
need
you
now
more
than
I
ever
have
I'm
also
grateful
for
the
support
of
my
family,
especially
my
mother,
mom
you're,
the
strongest
most
patient
and
most
beautiful
woman
I
know
thank
you
for
fighting
so
hard
for
all
of
us,
kids,
I'm
lucky
to
be
your
son,
I
love
you
mom
and
finally,
I
want
to
say
thank
you.
C
Did
the
dish
the
residents
of
district
5
and
leave
them
with
an
invitation?
I
am
your
representative
and
I'm
here
to
serve
you.
This
means
that
I
need
to
hear
from
you.
Please
bring
me
your
ideas
and
concerns.
Let
me
know
what
the
city
is
doing
right
and
also
how
we
can
improve.
I
can't
promise
that
I
will
always
agree,
but
I
will
always
treat
you
with
respect
and
listen.
I,
love,
meeting
new
people,
I
love,
learning
your
stories
and
I
cannot
be
successful
without
you,
Thanks.
A
All
right,
Thank,
You,
councilmember,
mano
all
right.
We
have
no
public
hearing
scheduled
or
potential
action
items,
so
we
will
move
to
section.
D
comments,
questions
to
the
mayor
from
the
City
Council.
Are
there
any
questions
for
the
mayor
tonight
mayor?
Thank
you
for
being
here
all
right,
great
and
now
to
part
two
of
that
two
comments
to
the
City
Council.
So,
let's
see
I
will
call.
Are
there
any?
Has
anyone
submitted
comment
cards?
Okay?
A
D
Promised
you
I'd
be
back.
My
name
is
Cindy
Cromer
and
I
am
grateful
for
that
mayor's
presence
here,
because
it
makes
my
comments
so
much
more
efficient.
Two
weeks
ago,
I
asked
you
to
make
a
paradigm
shift
to
stop
thinking
in
terms
of
a
housing
crisis
and
instead
in
terms
of
sibling,
the
housing
puzzle
tonight,
I
want
to
talk
about
the
sequence
of
putting
the
puzzle
together.
First
things.
First,
first,
do
you
have
to
get
the
pieces
out
of
the
box?
D
You
have
to
start
or,
as
we
say
in
the
south,
it's
time
to
get
ready
to
commence
to
begin
for
decades
we
allowed
commercial
uses
and
surface
parking
lots
in
residential
zones.
They
were
constructed
at
the
expense
of
the
housing
that
was
already
there
thousands
of
units
precisely
the
ones
we
need
now,
where
we
need
them
were
Gone
with
the
Wind
after
you
empty
the
pieces
out,
you
have
to
turn
them
face
up
everybody
does
this?
The
puzzle
is
challenging
enough.
D
We
don't
need
to
make
it
more
challenging
by
assembling
the
opposite
of
what
we
want.
With
respect
to
house.
I
mentioned
last
time
that
everyone
I
watch
assemble
a
complex
puzzle
establishes
the
edges.
First
I
want
to
go
into
some
detail
here,
because
we
are
not
doing
first
things.
First,
we
are
not
paying
attention
to
the
sequence
with
respect
to
housing,
because
the
Planning
Division
has
solid,
consistent
leadership.
D
We
are
relying
on
changes
to
the
zoning
ordinance
first,
because
the
Planning
Commission
can
deliver
them,
but
we
fail
to
get
the
economic
impacts
or
consider
as
Portland
has
the
cost
of
displacement.
Housing
is
interdisciplinary
and
we
are
looking
at
it
with
just
the
planning
tools,
but
those
tools
have
economic
impacts
on
affordable
housing
and
those
impacts
have
not
been
evaluated.
In
terms
of
the
metaphor
of
the
puzzle,
we
are
missing
a
lot
of
pieces.
D
Just
as
with
the
puzzle,
we
need
to
proceed
in
a
sequence
and
the
first
tools
we
need
to
deal
with
are
the
social
and
economic
impacts
of
displacement.
The
city
has
completely
bungled
completely
bungled.
The
housing
mitigation
ordinance
for
over
20
years
now,
Derrick
kitchen
has
a
bill
to
deal
with
the
mitigation
of
housing
from
state
projects.
Time.
A
B
Members
of
council,
my
remindin
hall,
congratulations
by
the
way.
My
name
is
Brendon
I'm
here
as
a
Salt
Lake
City
resident
to
advocate
for
the
continuation
of
ken
Sanders
rare
books
as
a
community
asset
in
a
local
landmark.
Ken
Sanders
lends
legitimacy
and
authenticity
to
its
community.
It
has
done
so
for
many
years.
B
I've
seen
the
members
of
this
council
do
some
pretty
phenomenal
things
with
the
tools
at
their
disposal.
I
just
ask
that
you
consider
applying
some
of
those
tools
to
the
continuation
of
Ken
Sanders
so
that
we
can
continue
to
have
a
portion
of
that
identity
for,
for
some
years
to
come,
apartment
buildings
come
and
go.
Unfortunately,
there
are
aspects
of
our
community
that
are
quite
fleeting
and
I'm
afraid
that
this
is
going
to
be
one
of
them
and
that
we'll
lose
it
and
we
won't
get
it
back
so
anyway.
