A
A
In
addition
to
the
comments
given
tonight,
our
office
has
received
a
number
of
public
comments
through
email
and
that
will
be
included
as
part
of
the
public
record.
Before
we
begin,
I
want
to
take
a
minute
to
explain
our
electronic
process,
although
we're
all
joining
the
meeting
electronically,
we
do
still
want
to
provide
a
space
for
people
to
feel
comfortable
and
safe
to
participate
to
help
facilitate
our
comment
period.
Please
be
respectful,
avoid
yelling,
making
racial
slurs,
obscene
or
defamatory
remarks.
A
I
will
first
read
the
public
hearings
for
the
evening
and
then
open
the
comment
for
individuals
who
have
signed
in
to
attend
via
webex,
including
anyone
who
has
a
general
comment
not
related
to
a
specific
public
hearing.
Our
meeting
host
will
identify
the
callers
in
the
order
that
they
arrive
in
webex.
A
If
you
do
wish
to
speak
when
the
meeting
hosts
unmute
your
line,
please
state
your
name
indicate
the
topic
on
which
you're
calling
or
topics
that
you're
calling
about
and
whether
you
have
either
a
general
comment
or
that
one
specific
to
one
of
the
items
on
our
agenda
and
the
two
minute
timer
will
begin
at
the
two
minute
mark.
The
host
will
announce
time
and
your
microphone
will
be
muted.
A
Item
b2
is
regarding
a
grant
application
request
from
the
salt
lake
city
fire
department.
If
awarded
the
grant,
the
grant
would
be
used
to
promote
awareness
of
wildlife
dangers
in
the
foothills
of
the
city
and
provide
wildlife
fire
mitigation
strategies
for
homeowners,
and
then
we
also
have
our
public
comment
period.
B
Well,
hello,
council
chair:
this
is
bobby.
I
will
be
filling
out
for
amanda
tonight.
Okay,
I
would
be
happy
to
read
you
the
first
three
names.
First,
we
have
ryan
booth,
followed
by
gabby
lemansky
and
then
alexandra
parvaz,
okay,.
C
Hi,
my
name
is
ryan
booth.
I
actually
listened
into
the
working
session
earlier
today
and
heard
some
very
concerning
comments
about
deep
sounding
the
police,
movement
and
kind
of
the
future
of
salt
lake
city
police
department.
I
work
at
a
business
on
paramount
street
and
we've
actually
had
a
lot
of
problems
recently
with
crime
and
we
actually
reached
out
for
a
councilman
darren
and
his
response
was
extremely
underwhelming
and
disappointing.
C
Our
safety
is
at
risk
right
now
and
he
told
us
that
there
is
no
action
by
the
council
or
deliberation
and
he
followed
it
up
by
saying
that
he
believes
the
administration
is
doing
all
they
can,
which
seems
pretty
contradictory
to
me,
and
I
really
feel
like
there
weren't
very
many
comments,
other
than
defunding
the
police
and
really
looking
into
reform
other
than
maybe
more
training.
I
just
I
don't
know.
I
just
I'm
just
a
little
worried
about
the
way
that
that
conversation
is
heading
and
I
don't
think
they're.
B
Thank
you,
council,
chair
now
we
have
gabby
lemansky.
D
Okay,
hi,
so
all
my
comments
stem
from
the
work
meeting
earlier
today.
I
first
want
to
start
by
stating
my
approval
for
the
gondola.
I
think
it's
a
great
way
to
lessen
pollution
and
traffic.
Now,
to
my
main
point,
I
do
appreciate
that
salt
lake
city
council
is
collecting
data
on
the
police.
However,
that
shouldn't
stop
all
actions.
Your
constituents
want
to
see
the
change
real
policy
and
economic
change.
Now
I
have
assisted
comments
for
council
members.
First
of
all,
I
want
to
thank
councilwoman
fowler
for
taking
this
seriously.
D
We
do
need
to
do
something
beneficial
for
our
community
now
councilman
rogers.
I
find
it
completely
out
of
line
that
you
don't
have
all
the
information
to
make
a
judgment.
As
a
constituent,
I
made
the
time
to
do
research.
I
am
baffled
at
the
idea
that
there
is
not
enough
research.
Additionally,
if
you
don't
have
enough
information,
your
constituents
do
maybe
a
pop
quiz
at
the
end
of
this
meeting
would
help
your
listening
ability,
councilwoman
valderromas.
D
I
just
wanted
to
comment
on
one
of
your
comments.
We
don't
want
to
fix
the
police.
We
want
to
defund
it.
The
pattern
of
racism
is
very
clear:
utah
police
kill
more
black
people
per
capita
in
the
u.s.
I
don't
know
how
many
more
people
need
to
die
before
city
council
can
string
together
the
pattern
of
violence
against
black
indigenous
and
people
of
color.
The
bottom
line
is
we
need
to
protect
our
citizens
to
fund
the
police
and
use
those
funds
to
invest
in
our
community,
for
example,
not
using
police
officers
on
non-criminal
calls.
D
B
E
Okay,
excellent,
my
name
is
alexandra
paravaz
and
I'm
a
resident
in
salt
lake
city
district
2.,
and
I
just
want
to
thank
the
council
members
for
continuing
this
discussion
on
the
role
of
police
in
our
community,
recognizing
the
serious
and
troubling
implications
of
the
proposed
police
budget
and
also
heeding
the
alarm
from
many
of
your
constituents
and
and
many
of
the
the
protesters
who've
been
taking
to
the
streets
to
express
their
concern.
B
A
F
Oh,
he
can
hear
you
great
yeah.
I
also
listened
this
earlier
today
to
the
defund,
the
police
conversation,
and
I
just
have
a
question
for
the
council
members
here.
So
darren
we've
had
emails
back
and
forth,
but
about
in
the
middle
of
winter
I
was
attacked
by
a
guy
with
a
knife
at
the
homeless,
shelter
and
fortunately,
I
was
able
to
get
away
and
the
police
came
and
were
able
to
stop
this
man,
but
then
just
the
other
day.
F
I
was
again
approached
by
this
time,
a
lady
with
a
knife,
and
it
was
like
a
14
inch,
kitchen
knife
and
again.
Fortunately,
I
was
able
to
defend
myself
and
keep
away
from
the
person
and
then
the
police
were
able
to
pick
them
up
and
arrest
them.
So
my
question
is
with
the
defund
and
abolish
the
police
department.
Could
you
please
each
of
you
tell
me
how
I'm
supposed
to
defend
myself
from
a
person
with
a
knife
who's
looking
to
do
harm
and
potentially
kill
me.
A
Thank
you,
andrew
for
your
comments,
this
this
forum,
that
we
offer
is
your
opportunity
to
speak
to
us
for
two
minutes
and
it's
not
a
it's,
not
a
dialogue
back
and
forth.
Okay,
but
we
can.
You
can
email
each
of
us
and
we
can
provide
an
answer,
but
I.
F
F
And
they
have
no
record
they're
talking
about
defunding
the
police
but
they're,
not
giving
any
insight
into
citizens
that
run
into
these
issues,
citizens
that
are
directly
threatened.
How
do
they
resolve
this
issue?
They're
just
talking
about
defunding
and
getting
rid
of
the
police,
but
there's
no
positive,
say
hey.
This
is
what
we're
gonna
do
when
a
life-threatening
situation
happens
and
that's
what
I
would
like
to
hear
is
not
just
let's
defund
the
police,
but
let's
actually
come
up
with
real
solutions.
B
A
Okay,
so
andrew
we
will
have
a
member
of
the
city
council
staff
follow
up
with
you
on
to
get
you
an
answer
to
your
questions.
A
So,
thank
you
for
calling
in
andrew.
Can
we
move
to
the
next
caller.
C
C
Scooters
should
not
be
allowed
without
a
speed,
switch
sidewalk
five
miles
an
hour
streets
15
miles
an
hour.
The
geo-fencing
discussion
that's
taking
place
right
now
is
useless
and
a
waste
of
time,
and
I
want
to
point
out.
The
police
are
often
needed
with
mental
health
responses.
C
C
The
swat
team
should
not
use
cs
gas,
I'm
still
against
the
67
million
dollar,
south
davis
brt,
and
why
are
you
having
a
200
south
survey
when
you
already
approved
it
and
the
useless
400
000
bus
station?
I
also
want
to
thank
chief
brown
for
his
leadership.
I
don't
always
agree
with
the
actions
ordered
by
the
mayors,
but
at
least
he
follows
the
orders
of
elected
officials
and
mayors,
and
he
still
has
the
respect
of
the
rank
and
file.
I
think
that
is
rare
and
invaluable.
A
Okay,
so
I'll
just
make
one
last
call
if
anybody
is
just
joining
us
wanting
to
speak
to
the
city
council
either
on
our
two
hearing
items
or
for
general
comment.
A
Okay,
if
somebody
does
chime
in
or
call
in,
let
let
me
know-
and
I
will,
if
we
if
it's
before
we
reach
the
end
of
our
agenda,
we'll
still
let
him
comment.
A
So
thanks
for
everyone
who
did
call
in
the
council
will
now
address
each
public
hearing
item
separately
with
a
motion.
B
Mr
chair,
are
we
gonna
have
posted
here
on
the
video
feed?
Do
you
think
so
need
to
find
them.
A
B
B
Mr
chair,
yes,
I
moved
that
the
council
closed
the
public
hearing
and
defer
action
to
a
future
council
meeting.
Second.
A
A
Just
checking
seeing
no
hands
we'll
go
ahead
and
proceed
to
a
roll
call
vote,
councilmember,
rogers.
B
B
B
B
B
A
B
B
A
G
It's
not
related
to
this
to
this
specific
issues.
So
if
you
want
to
vote
on
this
one,
that's
fine,
I
can
wait.
G
Okay,
excellent,
so
I
I
I'd
be
curious
to
know
what
the
council
sorry
can
you
edit
first
I
apologize.
G
My
name
is
robert
danielson
and
I'm
a
resident
and
I'm
a
business
owner,
and
I
specifically
would
like
to
know
what
the
council's
position
is
on
the
significant
increase
in
crime
and
the
significant
increase
in
in
drugs
and
other
illegal
activities
within
the
districts,
especially
where
there
are
the
resource,
centers
and
the
shelters
and
and
what
specifically
is
being
addressed.
If
anything
at
all,.
A
So,
mr
danielson,
this
this
format
that
we
have
is
two
minutes
for
you
to
speak
to
us
on
any
issue
that
you
want.
We
don't
really
do
response
dialogue
back
and
forth,
so
I
I
think
councils
are
the
staff
has
paused
your
time,
but
if
you
want
to
go
ahead
and
finish
the
rest
of
your
two
minutes,
giving
us
your
feedback,
we
can
have
accounts
or
we
can
have
some
of
the
staff
respond
to
your
questions.
G
Well,
I
guess
that's
pretty
much
par
for
the
course.
As
far
as
the
responses
I've
been
getting
from
from
my
city
councilman,
I
will
say
that
just
to
be
clear
so
that
it's
on
record
again
I'm
off
of
paramount
avenue
with
my
business.
I
live
around
pioneer
park.
G
I've
experienced
this
for
several
years
as
far
as
the
crime,
and
I
understand
the
homeless
issue,
I
am
not
against
the
resource
center
shelter,
whatever
it
wants
to
be
labeled
as,
but
I
will
tell
you
that
it
is
becoming
very
dangerous
in
these
areas,
and
the
lack
of
response
by
the
city
council
by
the
city
in
general
is
is
just
appalling.
G
I
personally
and-
and
I
have
so
many
police
reports-
it's
very
it's
it's
insane.
I
personally
was
almost
stabbed.
I
was
almost
murdered,
as
was
one
of
my
employees,
yet
the
police
who
are
responsive
are
too
afraid
to
do
anything
here
because
of,
I
guess,
partially
the
climate
of
the
current
situation
and
two
because
of
orders
directly
from
the
politicians
in
this
city,
and
I
want
people
to
know
that
when
something
happens
because
it's
going
to
happen,
it's
it's
just
apparent.
A
Thank
you
for
your
comments,
mr
danielson.
We
will
have
somebody
from
the
council
staff
reach
out
to
you
and
and
try
to
get
you
some
more
information.
B
B
One
moment
mr
chair
stephanie
finley
has
come
one
moment,
stephanie.
H
You're
unmuted,
yes,
thank
you.
This
is
stephanie
finley,
I'm
a
citizen
of
salt
lake
and
councilman
wharton's
district
thanks
yeah
thanks
thanks.
H
I
I
wasn't
going
to
make
a
comment
tonight,
but
there
were
so
few
and
I
came
to
listen
and
I
just
been
kind
of
following
things
I
made
one
a
couple
weeks
ago
and
I
just
want
to
say
I'm
very
sorry
to
my
fellow
citizens
who
have
had
violence
happen
against
them
and
the
fear
that
that
creates
to
hear
something
like
defund
the
police,
and
I
just
want
to
say
I
support
you
all
and
the
moving
forward
in
looking
at
other
solutions.
H
Defunding,
the
police
is
not
about
decreasing
safety,
it's
about
other
solutions
that
are
equitable
and
fair
for
everyone,
and
I
just
wanted
to
make
my
voice
heard
and
say
I
support
looking
at
other
solutions,
and
it
doesn't
mean
safety
goes
down.
It
means
yeah,
lowering
the
crime
in
the
first
place
and
not
just
the
things
that
help
after
the
crime
happens.
So
yeah
thanks
for
listening
and
thanks
for
looking
into
it,
and
I
support
it.
A
Thank
you
stephanie
for
your
comments.
A
Okay,
so
we'll
go
ahead
and
go
back
to.
We
were
on
item
d2,
which
is
a
grand
application
request
from
the
salt
lake
city,
fire
department
for
mitigation
of
wildlife,
urban
interface
dangers.
Is
there
a
motion.
A
I
A
B
A
Johnston,
yes,
valdemaros
mono,
yes,.
C
B
A
And
I'm
a
yes
as
well
that
passes
unanimously
all
right.
We
will
we've
already
addressed
item
c1,
which
is
that
general
comments
portion
of
our
agenda.
That
brings
us
to
item
c2
council
members.
Are
there
any
questions
that
you
have
for
mayor
mendenhall
mayor,
thank
you
for
being
here
tonight
and
thanks
for
changing
into
a
very
fluorescent
shirt
so
from
our
from
our
previous
meeting.
A
A
A
All
right,
thank
you.
We'll
move
on
to
the
one
potential
action
item
that
we
have,
which
is
an
ordinance
amendment
to
regulate
and
monitor
the
city,
storm
and
sewer
system.
Do
I
have
a
motion.
B
A
B
B
I
B
A
A
B
B
A
A
B
B
A
B
A
And
then
yes
as
well
and
that
passes
unanimously,
we
will
move
on
now
to
our
next
item
of
new
business,
which
is
item
number
two,
a
motion
to
ratify
the
determination
that
the
council
will
continue
to
meet
remotely
without
an
anchor
location
pursuant
to
hb
5002.
A
A
A
Is
that
a
second
councilman
rogers,
yes,
okay,
councilman
rogers
is
indicating
visually
that
he
is
seconding.
That
is
there
any
discussion
to
this.
I
don't
see
any
so
we'll
go
ahead
and
vote
councilmember
rogers.
C
B
B
A
B
A
Let's
move
on
to
unfinished
business,
section
f
of
our
agenda,
that
is,
a
resolution
authorizing
the
issuance
and
sale
of
general
obligation,
bonds,
consideration
of
a
resolution
authorizing
up
to
20
million
300
000
general
obligation,
bonds,
series,
2020
delegating
authority
to
certain
officials
and
officers
of
the
city
and
providing
for
related
matters.
Is
there
a.
A
B
B
I
B
A
C
C
B
A
B
A
And
I'm
a
yes
as
well
that
passes
unanimously.
Let's
move
on
to
the
last
section
of
our
agenda,
which
is
the
consent
portion.
We
need
to
pull
some
of
the
items
off
of
the
set
date
items
to
while
we
coordinate
the
