A
B
And
get
started
everyone's
ready,
as
so
I'd
like
to
welcome
everyone
to
this
work
session
that
this
very
quick
work
session.
I
will.
I
don't,
have
an
agenda
or
anything
in
front
of
me,
so
I
will
just
say
that
for
anybody
who
is
tuned
in
any
of
the
public
that
is
tuned
in
as
per
always,
we
don't
have
any
public
comment
during
our
work
sessions,
and
this
is
a
very
limited
scope
of
a
work
session
and
I
may
turn
it
over
jen
to
you
to
go
through
the
agenda.
B
If
that's
okay
at
this
time,
I
know
after
we
have
an
announcement,
we
will
be
looking
for
a
motion
to
go
into
closed
session.
C
D
So
the
only
announcement
is
councilmember
fowler
has
and
council
chair
fowler
has
been
invited
to
go
on
a
fact-finding
trip
to
arizona
to
look
at
some
street
car
information
and
a
trip
of
that
nature.
That's
outside
of
like
the
national
league
or
revolution
or
those
standard.
Things
is
something
that
requires
the
support
of
the
full
council.
D
So
if
we
could
have
your
feedback,
a
few
council
members
have
already
responded
in
the
affirmative,
and
maybe
I
could
just
say:
is
there
any
objection
to
us
going
ahead
to
make
those
arrangements.
B
Anyone
wants
more
information.
I
can
give
a
little
bit
more
information
on
it.
Just
real,
quick
ben
mcadams
and
nicole
bordeaux,
with
uta
invited
me
as
this
relates
in
part
to
the
s
line.
Tucson
has
what's
called
the
sun
link
and
has
grown
the
streetcar
quite
a
bit,
and
it's
really
helped
a
lot
of
development
within
the
this
area,
and
so
the
idea-
and
I
believe
that
ben
mcadams
told
me
that
he's
also
bringing
or
has
invited
a
few
community
members
to
join
us,
so
that
is
sort
of
the
basis
of
of
the
trip.
D
Okay,
if
anyone
has
any
concerns
or
would
like
more
detail,
just
text
me
or
leho
or
jennifer
and
we'll
go
from
there.
Thank
you
so
now
what
would
be
in
order?
Is
your
motion
to
go
into
closed
session
for
purposes
of
legal
advice
and
negotiations.
B
D
D
D
C
D
B
C
We
do
have
it
on
the
agenda.
If
the
council
decides,
they
need
to
come
back
and
have
further
discussion,
and
so-
and
I
believe-
and
maybe
this
is
a
question
for
katie-
if
they
would
need
to
return
to
the
open
session
and
have
a
motion
to
adjourn
or
if
they
could
just
end
their
discussion.
If
they
don't
need
to
return.
D
Council
chair,
I
believe
that
if,
if
you
want
to
leave
it
open
for
now
and
the
public
can
be
aware
that,
if
there's
nothing
else
to
talk
about
after
this,
you
can
you
can
adjourn
after
the
closed
session,
you
don't
need
to
come
back
to
do
it.
So
just
just
so.
The
public
is
aware
this.
This
may
be
it
unless
the
the
council
concludes
that
it
needs
to
return.
D
C
A
A
A
A
A
A
A
A

A
A
A
A
A
A
A
A
A
A
A
A
A
A
A
A
A
A
B
C
Jen
yep
and
if
you'd
like
well,
I
don't
know
if
the
administration
had
anything
they
wanted
to
talk
about.
But
if
you'd
like,
I
can
walk
through
the
motion
sheet.
That'd.
C
Let
me
share
and
I
did
email
it
to
the
council,
so
you
should
have
it
in
your
email
too.
If
that's
easier
to
look
at.
Let
me
know
if
you
can
see
it.
C
Okay,
I'm
sorry
jennifer
yeah,
we're
just
discussing
the
briefing
or
was
there
a
different
link
for
the
formal
meeting?
Are
we
still
in
work
session,
taking
action,
we're
still
in
work
session,
we're
not
taking
action,
I'm
just
walking
them
through
the
motion
sheets.
Jennifer.
I'm
sorry
about
that.
My
mistake.
C
I
was
just
saying:
apologies
for
my
mistake.
Trying
to
stay!
Oh
you're,
fine!
I'm
fine!
Thanks,
you're!
Fine!
I
didn't
yeah!
I
was
like
do
something
the
recorder
tells
me.
Okay!
So
sorry
about
that,
let
me
yeah.
We
were
just
going
to
walk
through
the
motion
sheet
so
that
the
council
knows
the
plan
for
the
formal
meeting
and
the
administration
is
welcome
to
jump
in
anytime,
okay.
So
the.
C
So
first
the
first
action
is
anyone
on
the
prevailing
side
can
request
a
motion
to
reconsider,
and
so
that's
what
we've
said
up
here
is
that
the
council
reconsider
the
actions
from
june
15th,
including
ordinances,
26,
27,
28
and
32
and
they're
listed
there.
It
would
be
helpful
if
you
read
the
title
so
read
everything
in
red
but
effectively
it
covers
funds
to
implement
these
mous
with
the
various
bargaining
units
in
the
city.
There's
a
couple
of
notes
there.
C
Just
for
the
council's
information
that
takes
fund
balance
to
12,
which
is
still
above
the
recommended
amount
from
bond
council,
but
that's
the
that's
the
change
there
and
then
the
next
motion
you
would
consider
is
to
adopt
ordinances
a
through
c
as
shown
on
this
motion
sheet
and
effectively
it's
those
mou
related
ordinances
that
you
had
previously
adopted.
So
it's
pretty
short,
but
we
just
wanted
to
orient
you
to
why
you're
walking
through
it
and
the
way
you're
walking
through
it.
Let
me
know
if
you
have
any
questions.
A
D
Madam
chair,
yes,
I
do
have
something
I
probably
am
be
voting
no
on
this,
just
because
the
way
we're
going
about
it.
I
cannot
in
good
conscience,
vote
for
taking
down
our
general
fund
balance
to
12
percent
when
we've
agreed
to
have
it
at
13,
while
continuing
to
start
a
new
department,
while
not
leading
to
looking
at
making
other
cuts.
So
for
me,
I'm
I'm
not
going
to
be
in
the
formal
if
we
are
doing
a
limited
formal,
I
will
not
be
voting
in
favor
of
this.
B
D
Well,
I've
said
from
the
beginning:
we
shouldn't
be
starting,
creating
new
departments
without
looking
at
what
other
areas
to
be
taken
from,
and
we
haven't
done
that.
We
have
a
council
that
is
pushing
forward
with
a
new
department
when
we
shouldn't
be
in
my
opinion
and
when
we
should
be
looking
at
first
and
foremost,
public
safety.
D
That
is
the
function
of
municipal
government,
and
I
feel
like
we're
still
bypassing
that
that
whole
process
and
looking
at
our
public
safety
and
making
sure
that,
not
only
that
our
police
officers
and
public
safety
are
being
paid,
what
they
should,
but
making
sure
they
have
the
right
equipment
that
their
equipment
isn't
expired
so
and
we're
gung-ho
on
starting
a
whole
new
department
and
creating
that
out
of
millions
of
dollars.
When
that
could
be
going
to
public
safety.
D
I
just
wanted
to
say
that
I
agree
with
james,
I
think
with
us.
The
taxpayers.
What's
you
know,
what's
their
priority
right
right
now
at
this
moment,
is
a
public
safety
or
a
new
parks
department,
and
I
love
that
we
can.
You
know
that
we're
thinking
towards
the
new
parks
department,
but
I
think
I
would
have
liked
the
taxpayers
to
know
more
about
it,
so
most
likely
we're
voting
no
as
well,
but
but
yes,
I
want
more
public
safety.
Of
course.
Thank.
B
I
mean
I
feel
very
similarly
to
both
james
and
anna
about,
and
I
think
that
our
votes
during
the
general
budget
discussion
reflected
that
for
this
particular
budget
I
will
likely,
albeit
somewhat
apprehensively,
be
voting
yes,
but
completely
agree
with
james
and
and
anna
that
we
should
be
looking
at
ffts
and
creating
a
new
department
instead
of
using
all
of
our
our
fund
balance.
B
But
again,
I
think
that
that
was
the
the
positions
of
the
council
were
reflected
in
our
general
budget
discussions
and,
like
I
said
this
is,
I
feel
apprehensive,
but
that
and
something
has
to
be
done
and.
D
Yeah
my
question
is
for
jen
or
for
mary
beth.
What
is
the
difference
in
fund
balance
between
between
9.1
million
and
8.1
million,
like?
What
is
the
percentage
difference
that
that
makes
for
fund.
D
C
I'm
not
sure
that
I
have
my
spreadsheet
set
up
to
do
that
particular
calculation,
but
maybe
I
can
give
you
a
different
piece
of
information
that
will
help
a
little
bit.
C
D
Yeah
about
three
million
dollars
for
each
percent;
okay.
So
so,
if
if
the
difference
between
13
and
12
is
5
million
and
change.
D
It's
not
1
million,
so
just
like
so
to
me,
it's
not
the
question,
isn't
parks
or
public
safety
or
parks
or
compensation
or
whatever
to
me.
It's
it's!
You
know
there
are
a
bunch
of
things
in
this
budget
and
from
our
previous
discussions.
D
That
would
mean
that
we'd
have
to
go
back
to
13.,
that
we'd
have
to.
If
I'm
understanding,
gen,
correct,
we'd
have
to
come
up
with
another
4
million.
To
keep
it
at
13.
Is
that
right.
D
So
I
guess
I
would
just
ask
you
know
where
else
the
that
would
would
come
from
that
would
make
you
council,
member,
bald
morals
and
council
member
rogers
still
more
comfortable
about
the
budget.
Where
would
to
to
get
us
to
13.?
D
Okay
like,
but
would
you
I'm
not
sure
that
we
talked
about
this
in
a
previous
work
session?
Would
it
just
be
a
same
percentage
across
the
board
or
are
there
other
specific
cuts.
D
Be
it'd
be
across
the
board:
okay,
whether
that's
three
percent
five
percent
per
department.
It
doesn't
doesn't
matter
to
me,
okay
and
what
would
councilman
voldemort's?
What
would
you
propose?
No,
I
think
I
think
that
I
think
I
will
be
okay
with
that,
but
also,
if
not,
I
also.
I
would
like
to
have
like
the
number
that,
like
the
final
number
of
this
65
ftes,
the
new
ft's,
not
the
the
new
ones,
I
would
like
to
know
what
that
number
looks
like
total.
C
D
C
A
C
D
Okay,
well,
I
want
to
talk
more
about,
or
I
want
to
hear
more
about
from
the
administration
about.
You
know
wanting
to
to
make
this
change
to
increase
the
compensation
from
for
city
employees.
D
This
is
we're
still
in
negotiation
at
this
point
with
unions,
and
we
want
to
have
the
capacity
to
be
able
to
have
productive
negotiations
here
with
our
unions,
and
if
I
just
want
to
mention
that,
if
they're,
if
the
council
does
contemplate
removing
any
of
the
ftes
or
certainly
all
of
the
ftes
that
have
been
already
approved
in
the
budget,
you
really
could
gain
some
money
by
cutting
slashing
the
cip
from
what
the
council
grew,
because
there
will
be
no
people
to
do
the
work
of
the
projects
that
you
tried
to
add
funding
for,
in
addition
to
lots
of
other
projects
that
are
queued
up,
but
there
would
be
no
people
to
do
the
work,
and
so
there's
probably
some
other
budget
savings
that
could
be
found
by
cutting
programming
and
services
that
those
employees
would
be
doing
as
well.
B
Thank
you,
madam.
It
is
12
43
and
one
of
our
council
members
has
a
hard
stop
at
one
is
if
there's
not
much
further
discussion
on
this
we've
gone
through
the
motion
sheet
and
we
can
go
into
a
special
formal
meeting
to
address
that
motion.
D
D
D
D
B
A
A
A
A
A
A
A
A
B
One
item-
and
this
is
a
special
formal
meeting-
there
is
no
public
comment
at
this
time.
We
have
one
item
of
business
that
was
discussed
earlier
in
our
work
session
meeting,
that
is,
to
reconsider
the
budget
that
was
adopted
last
tuesday
and
we're
only
reconsidering
a
the
general
fund
portion
of
the
of
the
budget
for
compensation
purposes.
C
B
B
Great
council
members,
we
do
need
to
start
with
a
motion
to
reconsider
in
our
new
business
items.
D
D
Okay,
26
is
appropriating
necessary
funds
to
implement
fiscal
year.
22
memorandum
of
understanding
between
salt
lake
city
court
and
afscme
27
is
appropriating
necessary
funds
to
implement
fiscal
year.
2022
memorandum
of
understanding
between
salt
lake
city,
corp
and
ifa,
the
firefighters,
local
81
28,
is
appropriating
necessary
funds
to
implement
fiscal
year.
22
memorandum
of
understanding
between
salt
lake
city
and
slpa,
which
is
the
police
and
32,
is
approving
salt
lake
city
fiscal
year.
22
budget,
excluding
the
schedule
for
capital
projects
and
debt
and
the
library
fund.
B
Council
members,
I
have
a
motion
by
council
member
rogers
in
a
second
by
council
member
dugan.
I
will
roll
call
this
council
member
dugan.
Yes,
yes,
councilmember
rogers,.
D
B
D
D
C
Okay
and
then
I'm
sure,
the
next
motion-
we
don't
have
this
all
in
red,
but
it
probably
would
make
sense
to
read
the
sub
bullets
just
because
they
have
changed
since
the
work
session.
D
Madam
chair,
I
moved
adopt
ordinances.
A
through
c
is
shown
on
the
motion
sheet
relating
to
the
fiscal
year
2021-2022
budget,
a
appropriating

the
provisions

the
memorandum

county.
Sorry.
C
D

part

2022
the

the

D
2022
the

the

and
c

2022,
the
previous
or
sorry.
The
provisions
of
the
memorandum
of
understanding
between
salt
lake
city
corporation
and
the
salt
lake
police
association
representing
eligible
employees
in
the
police
department
to
appropriate
five
million.
B
D
Yes
manager,
I
have
some
discussion
actually
and
after
being
called
out
by
several
of
my
colleagues,
because
I
have
been
the
most
vocal
in
support
of
public
safety.
I
just
don't
like
how
we
got
here,
I
feel
like
we
must.
We
could
have
done
cuts
instead
of
keeping
departments
on
there.
D
So
I
am
fully
in
support
of
making
sure
our
public
safety,
specifically
the
police
department,
is
taking
care
of
them
that
they
are,
you
know
getting
what
they
deserve,
because
no
other
police
department
in
the
state
does
what
they
do
so
again
just
want
to
reiterate.
I
don't
like
how
we've
gotten
here
and
we've
been
funding
it
with
through
our
fund
balance,
I'd
much
rather
see
cuts
done
elsewhere,
but
I
am
100
100
in
support
of
our
public
safety
employees.
B
Any
other
discussion
council
members-
I
would
just
say
that
I
am
reluctant
in
how
all
of
this
came
about
and
a
little
frustrated,
but
we
are
here.
I
do
want
to
mention
that
the
contingencies
that
were
put
in
place
during
the
actual
during
our
regular
budget
discussions
that
were
adopted
on
the
15th
remain
in
place
at
this
time.

B
I
am
reluctant
yes,
so
that
passes.
That
is
all
of
the
business
that
we
have
for
our
formal
session.
I
believe
that
there
is
nothing
else
on
the
agenda
and
this
council
meeting
is
adjourned.
Unless
I
missed
anything,
I
don't
hear
anything.
So
thank
you
all
council
members
for
taking
time
and
for
getting
the
work.
