support
the

really

think
for
the
council
and
the
administration
to

same
time
emphasize
it's
important

speed
up

central
walkway
transportation
options,
because
right
now
I
don't
know
if
it's
done
deliberately,
I
think
delta
did
it
deliberately,
but
essentially
delta
is
getting
a
big
push
to
use
delta
instead
of
the
other
airlines,
unless
you
want
to
walk
a
mile.

I'm
saying
the
faster,
we

get
the
center
tunnel
transportation
options
implemented
the
better
it'll
be
for
actually
being
fair
to
all
airlines

pushing
people

extra

and
fly
delta,
because
I
don't
want
to
walk

mile,
I'm

the
council
and
the
administration

transportation

carts

I
wanted

speak

the
last
item,
so
I
just
had
a
concern
on
the
previous
item
of
the
third
thing.
On
the
agenda
mark
isaac
who
made

proposal,
has
a
history
of
being
against
affordable
housing.
He
said
he
had
a
big
aversion
to
it
in
2016
and
he
developed
housing
that
was
1800
a
month
for
a
two-bedroom
in
2016..

know
what
that
would
look
like
now.
In
the
current
proposal
it
looks
like
they
will
make
an
extra
level
of
affordable
housing.
I
don't
think
that
is
enough
for
the
crisis
we
are
in
and
we
will
be
in
even
further

people
are
moving
into
the
city
and
just
as
our
population
grows,
we're
going
to
need
a
lot
more
affordable
housing,
and
that
was
all
I
wanted
to
say
on
item
three
for
item
four,
this
current
one.

just
also
had
concerns
about
affordability.

cip
projects
that

previously
approved
should
have
priority
you're
running
out
of
money

you're
giving
money
to
consultants
instead
of
doing
the
projects,

most
egregious
one
is
miller
park

approved

cip

not
going
to
happen
because
you
spent
all
your
money
on
a
consultant,
so
the
miller
park,
cip,
should
be
implemented
with
the
extra
funding
you
have
also
the
seven
canyons
cip
project
was
approved
before
it

supposed

save
the
artwork
and
now
we're
talking
about
a
consultant
saying.
Well,
maybe
we
should
grind
it
down.

this
city
really
appreciates
art
and
wants
to
support
art,
it
should
be
saving
the
art
number
eight
and
number

on
rail
adjacent
pavement.
Improvements
on
ninth
south
that'll
require
a
lot
more
than
70
thousand
dollars,
and
I
like
the
idea
of
starting
a
railroad
crossing
study,
but
pavement
upgrades
would
help
right
now
and
that's
really
really
important
on
regarding
number
26
on
your
list.
Dell
parks
and
trails
need
shade
sales.
We
should
be
buying
a
bunch
of
the
sales,
not
just
one
or
two
and
every
year
saying
well.

approve
this

This
should
be
part
of
the
parks
budget,

buy
a
bunch
of
sales.

makes
more

The
fairmont
park
also
needs
a
playground
between
the
playing
fields
so

more
playground

spending
hours
on
cip
projects.

parks
should
already
say
we're

our

buy

these
are

against
this,

opinion
eight
consulting
group
has
a
history

not
creating
enough.
Affordable
housing
on
the
own
owner
has
been
quoted,
saying
that
he

big

housing.
He
wants
it
to
be
market
rate
which,
according
to
him,
is
far
more
than
I
could
make
he's
saying
that
it
is
not
inexpensive
living.

It's
for
people
who
don't
want
to
live
in
a
home
can't
qualify
for
a
mortgage
or
young
professionals
who
choose
not
to
as
a
young
professional
who
cannot
qualify
for

mortgage.
This
housing
is
far
too
expensive
and,
frankly,
unaffordable.
Housing
is
all
the
forcing
housing
that
I
could
personally
afford.
So
I
think
we
need
to
way
lower
the
bar
and
what
affordable
housing
is
affordable.

this
point
is
something
that
I
could
afford
as
someone
who
works
full-time,
it's
not
actually
affordable
housing
for
most
people
working
minimum
wage
which,
as
we
know
in
salt
lake
city,
is
less
than
eight
dollars

hour

is
crazy.

top
of
that,
this
housing
does
not
have
a
concrete
plan
for
having
a
multiple,
affordable
housing
units
and
therefore
I
oppose
it.

We
have
worked
very
closely
with

community
council
with
the
land
use
committee
over
the
last
year,
or
so
on
this
request.
The
community
has
showed
tremendous
support
for
our
application.
The
beautiful
thing
about
this
rezone
is
expanding.
The
sugar
house,
central
business
district
design
guidelines
further
into
the
community.

So
most
of
the
performance
criteria
we
are
required
to
accommodate
or
to
provide
by
the
sugar
house
central
business
district
2
expansion
allows
for
us
to
continue
with
the
good
work
and
the
really
successful
design
and
implementation
that
I
think
the
city
staff
has
worked
on
for
20
or
25
years
in
that
sugar
house
area.
If
I'm
not
mistaken,
that
design
guideline
work
was
established
20
years
ago
and
we'd
love
to
take
it
one
block
further
west.

always
agree
with

I
think
he's
been

fantastic
proponent
of
projects
and
making
sure

actually

involved

credit
on
that,

this
project
this
is
one
of
the
best
projects
you
will
ever
see
in
salt
lake
city,
because
it's
mixed
income

use.

you'd

pay
developers
to
do
mixed
income
mixed
use,
ground
floor
retail.

you
even
thought

giving
them
impact
fee
rebates

second
only

second
building
in
sugar
house

allow

offer
affordable
housing.
First
was
cowboy
partners,
liberty,
village,
but
this
is
a
second

10
years.
It's
only

second
with
affordable
housing,
so
you
should

jumping
up
and
down
saying
yes,

yes
and
approving
it
don't
wait

next
week.

pushing
for
mixed

support

people

the

applicants
submitted
preliminary
plans
for
a
two-story
building
with
commercial
space

the

units

the

in
the

support

based
on

specific

not
the
characteristics
of
the
zone
by
the
applicant,

proposal

satisfactory

way
to
do
that
would
be
through
a
development
agreement.

have
asphalt
instead
of

housing

used
to
be

not
want
to
see

city
enlarge
the
mistake

made
for
smith's
expansion

have
other
recently
adopted
zones
which
would

better
fit

as
the
rmu-35,
the
property
owner
has
developed.
Other
properties
in
the
cb
zone
and
he
wants
to
stick
with
the
zone
that
he
knows
and
understands,
and
all
of
this
leads
me
to
a
broader
request
to
you.
We
have
numerous
outdated
zones
in
the
ordinance.

this
case,
you
could
signal
that
the
developer
needs
to
use
the
rmu
35
or
you
could
enter
into
a
development
agreement
about
this
particular
proposal
to
the
ensure
that
the
neighbors
get
the
infill
project
that
they
have
already
seen.

think

clearly
knows

lot

this
space

lot

land
and
has
put

lot

effort

language

amendments

owner

development
group,

this
group
and
his
wife
both
donated

seven
hundred
dollars

darren
mano's
his
election
campaign,

so
I
think
that
that
should
be
disclosed
to
the
public

we

proposing
changes
or
allowing
people
to
further
develop
land
that
we
disclose
any
sort
of
conflicts
of
interest
that
could
be
present
there.

south

calming
that's
done
on
our
street.

would

would
affect

engaged

four
block
north

neighbors
to

compatible

calming

at

would
work

all

developed

expensive,

project,

implement

homeowner

When

first
moved
here.
I
thought

was

nice

large
strip

grass
behind

buffer

home
and
70s,
but
over

years,
I've
just
kind
of
lamented
the
fact
that
it
seems
that
this
large
strip
of
grass
could
be
put
to
better
use.

was

time

what

wanted

do
is

wanted

extend
my
fence
line.

started
speaking

actually
first
approached
salt
lake
city,
core
thinking
that
salt
lake
city
owned

land

mow

damage

building
is
beyond
the

asking

that
full
funding

our
current
program
occupancy,

given

pandemic,
and
our
demand
has
not

admitted

people

our

that
we're
seeing

trend
of
people
kind

coming
out
and
seeking
more
services,
given

issues
that
we've

the

typical
referral
flows
that
we've
had
from
our

lot

people
who
have
been
become
homeless
in
the
population,
we're
seeing

much
higher
addiction
rate

usage
rate

ever

so

couldn't
tell
you
that
these
services

needed

important
that
we
provide
these
right
now,
and
this
building
is
a
really
important
piece
of
it.

given
time

about

people
in
there
it's
single
dads
with
their
children,
that's
one
of
the
only
programs

west
coast

america

an
adult
overflow,
housing
and

turns

serves
about

people
per

have
leased
the
building
for
25
years,

means
that
we've
served
about

liberty
wells

offers

food
source
for
the
community
and
it
offers
benefits.

suffocating
heat,
unbreathable,
air,
massive
wildfires,
more
expensive
food,
disappearing
reservoirs
and
snowpack,
our
state
leaders
have
refused
to
learn
from
their
mistakes,
while
salt
lake
city
suffers
a
ripple
effect
of
what
is
rapidly
becoming
a
global
climate
disaster
in
utah
public
policy,
especially
the
inland
port,
is
only
making
it
all
worse.
Pouring
gasoline
on
that
fire.
Almost
literally
now
the
salt
lake
city,
mosquito
abatement
district,
has
picked
up
the
baton
continuing
to
do
what
they
have
always
done
for
years.
I
Regardless
of
the
outcome
refusing
to
learn
from
past
mistakes
and
now
in
service
to
the
inland
port
and
the
prison,
they
want
to
do
even
more
of
it
I.e
spray
a
mist
of
potent
toxic
pesticides
from
airplanes
over
the
salt
lake
valley,
despite
all
the
research
that
shows
these
pesticides
are
harmful
to
human
health,
proven
to
be
neurotoxic
and
damaged.
Brain
development
in
children
at
very
small
doses,
shown
to
increase
the
risk
of
autism
and
utah
has
one
of
the
highest
rates
in
the
country.
I
Despite
all
the
evidence
that
pesticides
don't
decrease,
the
rates
of
west
nile
virus
infections,
don't
decrease
the
population
of
mosquitoes
for
more
than
a
few
days
and
long
term
promote
mosquito
resistance.
That
makes
the
problem
steadily
worse,
leading
to
a
chemical
arms
race.
Despite
all
this
slick,
med
wants
to
raise
property
taxes
to
continue
doing
something
they
should
have
stopped
doing
decades
ago.

for

Community
gardens
provide

multitude

benefits.
They
enhance
the
beauty

existing

garner

sense
of
community
and
strengthen
community
ties
through
inclusion
and
collaboration,
and
they
allow
people
to
connect

nature,
attracting
pollinators
that
help
sustain

ecosystems
and
at
a
moderate
cost

plot.

space
for
people
to
grow
and
share
share
healthy
organic
food
not
only
with
one
another,

others
in
the
community
who

food
scarcity

july
8th

board
meeting.
It
is
gobsmacking
and
that
might
actually
be
an
understatement.

We
are
occasionally
asked
to
vote
to
recommend
projects,
but
it's
never
clear
to
whom
we
are
making
the
recommendation.
This
is
all
we
do
to
be
clear.
The
ordinance
that
governs
our
board
gives
us
many
duties.
One
is
to
quote
review
rank
prioritize
and
make
recommendations
on
cip
funding
applications
and
construction
designs
pertaining
to
ppl
programs.

never
seen
a
single
cip
application,
nor
have
I
seen
a
construction
drawing

list
of
our
unactualized
duties

on
and
on

on,
but
I
hope
you

drift

board
has
been
neutered
and
hog
tied
to
the
point
where
it
exists
in
a
state
that
bears
no
resemblance
to
its
codified
description.

outsiders,
actually
suggesting
on
several
occasions
that
if
we
wanted
to
advise
the
mayor
and
council
on
something
that
we
should
write
personal
letters-

I

the
rest
of
the
public-
we
are
pitted
against
one
another
eerily
similarly
to
the
users
of
their
trails.

pollution,
water
pollution,
natural
resource
tool,

sustainability
or
global
warming
studies,
and
I
would
add
to
that.
No
mosquito
abatement
study.
Obviously
I'm
talking
about
the
inland
port.
The
business
plan
offered
by
the
up
by
the
port
authority
was
five
pages,
450
million
square
feet
of
industrial
complex.

are
questions.
The
city
of
salt
lake
should
be
asking
on
our
behalf,
bigger,
faster
and
cheaper,
to
take
words
out
of
jack.
Hedge's
playbook
cannot
continue
to
be
the
goal
in
light
of
climate
change,
drought,
the
health
of
our
airshed
and
the
disturbance
of
a
major
continental
migratory
bird
pathway.

much
water
will
an
industrial
park
of
this
size
use?
Have
you
heard
about
hanniburn
oakley?
They
instituted
building
moratoriums
because
of
anticipated
water
shortages.
What
are
salt
lake
city's
plans
with
our
shrinking
great
lake
having
a
direct
impact
on
our
shrinking
snow
pack?
Where
is
the
water
for
this
project
going
to
come
from
what
actions
and
demands
is
salt
lake
city
going
to
make
to
assure
that
we,
the
citizens,
are
not
suffering
from
this
project
that
is
going
to
make
our
valley
unlivable.

I'm
a
big
fan
of
the
hybrid
model
moving
forward.
I
think
it
makes
it
a
lot
easier
for
people
to
participate
and
join,
so
I
would
really
encourage
you
guys
to
extend
it.
I

troubleshooting
today,
but
even
right
now
it
seems
to
be
going
better
than
it
was
in
the
start.
So
keep
doing
that.

also
echo
what
the
woman
before
me
was
speaking
on
and
also
the
physician
who
first
spoke
in
the
general
comment
about
just
the
dangers
of
spraying:
massive
amounts
of
pesticides
over
our
valley
for
mosquito
abatement.
It's
incredibly
dangerous.
There
aren't
studies
on
how
this
is
going
to
affect
not
only
humans
but
also
all
the
other
animals
that
are
in
the
area
and
to
do
it
for
the
inland
port,
which
also
has
no
studies
done,
is
highly
concerning.

The
salt
lake
tribune
and
kuer
just
released
an
article
about
39
utah
officers
who
have
had
multiple
shootings
and
I
think
17
of
those
were
from
salt
lake
city.
That
is
an
issue
we
should
not
be
giving
pay
raises
to
a
group
of
people
who
are
killing
our
our
own
residents,
killing
our
community
members.
It's
really
discouraging
to
see
that
and
we
we
need
to
be
investing
better
in
our
community
in
a
genuine
way.

Giving
more
and
more
money
to
this
police
department
is
not
a
way
of
investing
in
our
community
members
and
to
have
this
pay
raise
directly
after
you
already
improved
a
budget
increase,
I
think,
is
really
disingenuous.
Also,
you
just
increased
the
budget
and
now
you're
continually
giving
them
more
money.
That's
really
confusing
to
your
constituency
to
see
a
budget
improved
one
meeting
and
then
in
the
next
increasing
that
budget
even
more.
I
think
you
should
be
a
lot
more
transparent
and
you
should
have
done
that
before.
That
was
what
you.

lee
stanhope,
I'm
a
voting
citizen
of
salt
lake
county
of
salt
lake
city,
and
I
wish
to
speak
about
the
inland
port
when
the
I
believe
the
port
is
a
bad
idea,
because
I
believe
it
will
bring
a
level
of
pollution
to
this
valley
that
will
make
it
nearly
unlivable
and
will
significantly
shorten
the
lifespan
of
tens
of
thousands
of
people
when
the
master
business
plan
was
created
for
the
inland
port.

The
author
did
a
great
deal
of
analysis
of
the
traffic
that
currently
exists
of
the
truck
trips
train
trips,
etc.
That
are
currently
coming
in.
What
he
did
not
do
was
to
identify
what
the
additional
trips
with
the
built
port
would
be,
and
that
is
in
theory,
with
the
size
of
the
warehouses
being
built.
Tens
of
thousands
of
truck
trips,
hundreds
of
thousands
of
car
trips,
numerous
train
trips
all
daily.

There
needs
to
be
a
modeling
effort,
traffic
modeling
done
for
the
entire
valley,
showing
what
will
happen,
what
will
be
the
additional
air
pollution
of
co2
ozone
and
all
the
other
contaminants
that
are
being
put
into

air.

that
the
city
council
fund
and
plan
and
fund
this
modeling
effort
to
get
a
traffic
analysis.

like

speak
in
opposition
to
honestly
anything
involving
the
inland
port.
I
am
deeply
frustrated
by
how
controversial
of
an
issue
this
is
and
how
it
is
continually
pushed
through,
and
people
seem
to
be,
throwing
up
their
hands
and
saying
that
is
not
the
responsibility
of
salt
lake
when
it
is
in
fact,
our
west
side
residents
that
are
going
to
feel
the
most
effects
from
this
and
is
going
to
continue
to
haunt
salt
lake
city.

amount
of
traffic
that
we
have
in
this
city
is
already
clearly
an
issue
to
the
constituents.
The
amount
of
money
that
we
are
spending
on
creating
safer
streets
is
going
to
be
nullified
if
all
of
our
traffic
is
going
to
have
to
go
through
side
streets,
because
we
are
clogged
up
with
semis
coming
through
and
polluting
our
air.

However,
the
inversions
that
we
have
during
the
winter
are
going
up
to
continue
to
get
worse
as
well,
and
this
together
is
going
to
create
a
problem
that
is
going
to
continue
to
make
our
children.
Sicker
is
not
just
about
the
current
generation
in
salt
lake.
It
is
about
the
next
generation
in
salt
lake.
It
is
also
about
the
people
who
do
don't
have
a
choice
to
go
inside
with
air
conditioning
during
the
day.

I
am
constantly
disappointed
to
see
how
safe
areas
that
are
supposed
to
be
open
to
unsheltered
people
during
these
times
are
increasingly
unwelcome
areas
like
our
public
parks
like
allen
park
that
are
consistently
policed
and
have
armed
guards
walking
around
them,
as
well
as
our
salt
lake
city,
public
library,
which
is
supposed
to
be
a
cool
air
zone,
and
yet
police
wander
with
guns,
harassing
unsheltered
individuals
who
need
to
spend
time
outside
of
the
heat
and
polluted
heirs.

applaud
the
concern
for
environmental
damages
and
so
forth
with
respect
to
the
inland
port,
but
I
can
assure
you
that
it's
a
city-wide,
the
brian
or
excuse
me
brad,
barber
with
the
state,
has
initiated
a
program
for
mitigating
the
wildlife
habitat.
This
is
amplified
as
well
by
the
federal
government
department
of
interior,
fish
and
wildlife
service,
who
are
there
to
monitor
infrin
and
fractions
of
the
migratory
bird
law.
Unfortunately,
trump
gutted
their
enforcement
capabilities.

The
fire
people
from
the
state,
for
instance,
have
been
have
looked
at
parks
in
the
city
and
been
appalled
by
the
amount
of
debris
and
fire
fuel.
That's
there
also
a
unified
fire
is
in
concern
with
that,
but
on
on
the
other
side
of
the
equation,
you've
got
salt
lake
city
that
has
consistently
been
cutting
trees
during
nesting
season,
in
violation
of
the
of
the
federal
laws
and
the
accumulation
of
the
purposeful
accumulation
of
fire
fuel
in
parks
which,
by
the
way
admit
carbon
you
know,
is
being
ignored.

think
it's
really
unfortunate
that
we
can't
get
on
board
with
the
state
and
the
federal
government
with
respect
to
environmental
protection
and
move
forward
as
a
community
in
a
more
positive
way.

developer
said
things
in
a
work
session
that
my
neighbors
and
I
knew
were
false,
I
could
count
on
your
staff
to
try
to
straighten
things
out.
Unfortunately,
other
people
don't
know

staff
as
well
as
I
do,
and
they
thought
that
the
misinformation
was
proceeding
unabated.

was
at
a
planning
commission
hearing
when
a
developer
whined
about
the
shutdown
katie
said.
Salt
lake
city
is
open
for
business.

many
city
employees,
especially
your
staff
and
the
recorder's
office
salt
lake
city,
has
indeed
been
open
for
business.
I
look
forward
to
being
back
in
the
city
and
county
building
with

the

add
sign-on
and
retention
bonuses
to
budget
amendment
one
now,
since
the
23
percent
of
police
were
down,
that's
over
120
are
not
available,
so
the
6.8
million
dollar
decrease
in
police
general
funding
due
to
using
arpa
funding,
should
be
used
for
retention
and
sign-on
bonuses,
or
why
not
use
the
6.8
million
for
the
east
side
precinct,
which
obviously
needs
more
than
the
1.4
million
you
have
already
in
the
bank.

A
one
dollar
transit
fare
to
significantly
increase
transit,
ridership
and
decrease
valley
pollution,
but
uta
needs
to
be
pushed
by
you,
salt
lake
city,
to
do
it,
including
pushing
carlton
christensen
the
pro
on
another
general
item,
the
promised
security
round
the
homeless
centers
is
not
happening,
and
this
city
should
be
providing
police,
k-9
officers
discourage,
homeless,
drug
use
in
and
around
center
remember
criminal
behavior
impacts,
the
homeless
first
drug
use
may
have
been
25
10
years
ago,
but
it's
much
higher
now
and
that
attracts
criminals
and
the
city.

Shooting
does
not
encourage
family
cycling
on
sidewalks,
especially
downtown,
and
they
should
stop
putting
obstacles
clean
on
the
sidewalks
and
finally,
salt
lake
city
residents
did
not
accept
a
tax
increase
for
the
inland
port
by
the
mosquito
board.

the
council
and
mayor,
should
be
complaining
public
and
not
saying
thank
you
carlton
and
the
mosquito
board
for
your
work
complain
now
in
public.
