we
will

will

fiscal
year
2021
22
budget
is
the
foundation
of
that
work,
and
I
am
excited

present
it

you

As
I
share
my
vision
for
a
salt
lake
city
that
balances
providing
the
essential
services,
we're
known

upon
which
our
residents
and
businesses
rely
with
the
creation
of
an
abundant
transformational,
equitable
future
for
all
our
communities,
this
budget
won't
get
us
all
the
way
there.

There
will
always
be
more
needs
than
the
city
alone
can
respond
to,
but
this
budget,
just
like
the
past
year,
is
unique
in
the
history
of
our
city.
In
addition
to
our
usual
funding
streams,
we've
also
received
federal
investments
through
president
biden's
american
rescue
plan,
coupled
with
increased
bond
capacity
and
the
fact
that
salt
lake
city
is
the
capital
city
in
the
fastest
growing
state.
In
the
nation,
we
find
ourselves
at
a
new
frontier,
an
historic
and
critical
point
in
time.

Going
into
the
next
fiscal
year,
salt
lake
city
corporation
finds
itself
in
a
relatively
strong
financial
position,
despite
the
serious
budgetary
implications
brought
on
by
all
that
2020
entailed
by
strong.
I
mean
that,
because
we
were
conservative
and
judicious
last
year,
we
will
not
be
making
any
staffing
or
service
cuts
in
the
coming
year.
Strong
also
means
that
any
funding
gaps
we
are
facing
due
to
revenue
shortfalls
will
be
filled
through
our
fund
balance,
also
known
as
our
city's
rainy
day
fund.

After
all,
the
pivoting
we
did
last
year
is
remarkable,
and
it's
thanks
to
judicious
department,
directors
and
well-run
divisions
that
we
were
able
to
redirect
and
absorb
many
unanticipated
costs,
in
addition
to
our
own,
pragmatic
and
responsible
governance,
we're
here,
because
our
economy
has
remained
strong
and
has
even
grown
in
the
past
year.
According
to
the
wall
street
journal,
no
metropolitan
area
in
the
nation
expanded
the
size
of
its
labor
force
more
on
a
percentage
basis
than
our
very
own
capital
city
in
2020..

When
I
took
office
in
january
2020,
I
told
you
that
my
administration
would
focus
its
efforts
on
three
priority
areas
that
had
the
potential
to
transform
our
city
prioritizing
growth,
that
equitably
benefits
all
city
residents,
making
our
city
more
environmentally
resilient
and
sustainable,
and
bolstering
our
communities
with
inclusive
and
equitable
opportunities
for
all.
As
we
entered
2021,
I
added
a
fourth
pillar
supporting
city
employees,
physical,
mental
and
economic
well-being,
because
our
city
team
is
what
makes
everything
possible.

If
2020
taught
us
anything
is
that
salt
lake
city
should
be
prepared
for
any
disaster,
natural
or
man-made,
combining
the
efforts
of
both
trained
city
employees
and
inform
residents,
we
can
overcome
any
challenges.
New
investments
in
salt
lake
city's
emergency
management
will
pay
dividends
when
our
resiliency
is
tested
in
the
future.

Quieting,
our
railroad
crossings
and
completing
the
next
phases
of
our
foothills
trail
system
master
plan.
Public
transit
is
an
essential
service
for
many
people
to
get
to
work.
School
doctor's
appointments,
the
grocery
store
and
more
we're
dedicated
to
improving
the
entire
transit
experience
from
making
physical
bus
stop
improvements
to
sponsoring
frequent
service
through
rose
park
and
piloting
an
innovative
micro
transit
program.
These
investments
will
continue
to
connect
our
residents
to
the
goods
and
services
they
need
most.

the
city
launches,
study
and
implementation
of
a
city-wide
equity
plan.
Having
a
team
in
place
to
ensure
that
equity
work
is
not,
siloed
is
essential.
The
office
of
diversity
and
human
rights
will
become
the
office
of
equity
and
inclusion
and
we'll
start
with
a
four-person
team
led
by
our
new
chief
equity
officer.

recommendations
on
crisis,
training,
diversity
and
recruitment
and
school
resource
officers,
to
name
a
few,
and
our
work
will
continue
to
make
salt
lake
city
more
safe
for
all,
as
we
work
to
balance
growth

preservation

diverse
community
fabric,
it
is
important
for
the
city
to
ensure
housing,
choice
and
equity
for
all
our
residents.
The
gentrification
assessment
and
displacement
mitigation
study
will
serve
as
a
catalyst
to
further
break
down
the
systemic
inequities
in
salt
lake
city.

New
living
wage
estimates
indicate
a
person
would
need
to
make
fifteen
dollars
and
eleven
cents
per
hour
in
order
to
afford
their
basic
needs
in
salt
lake
county.
We're
committed
to
supporting
the
well-being
of
all
city
employees,
and
this
includes
a
plan
for
implementing
an
increase
to
the
city's
living
wage
through
a
phased
approach.

Our
911
dispatchers
are
our
first
first
responders.
They
work
long,
harrowing
hours
as
the
reassuring
voice
on
the
other
end
of
the
line
when
people
need
help
by
instituting
a
first
of
its
kind
scheduling
model.
We
are
poised
to
give
these
essential
employees
regularly
scheduled
time
off
to
de-stress
and
reset
so
that
they
can
be
their
best
when
you
need
them
through
the
course
of
our
work.
We
encounter
some
of
life's
hardest
most
tragic
moments.

These
investments
will
bolster
the
city's
reputation
as
a
desirable
place
to
live
a
year-round
destination
for
travel
and
an
international
hub
for
winter
sport,
as
we
continue
to
modernize
the
city's
infrastructure
for
the
benefit
of
our
everyday
living.
We
are
also
excited
that
we'll
be
well
positioned
to
host
global
events
such
as
the
olympic
and
paralympic
winter
games.
Again,
all
things
that
have
clearly
had
a
positive,
long,
lasting
impact
on
our
community
and
will
for
future
generations
and
decades
to
come.

also
particularly
excited
about
what
commissioner
verona
sangato
maunga
announced
earlier
heeding
the
recommendations
of
the
commission
on
racial
equity
and
policing.
My
budget
includes
funding
for
six
additional
social
workers
for
our
community
connection
center.
There
are
emergency
situations
where
a
trained
mental
health
professional
is
a
more
appropriate
first
responder
than
a
police
officer,
but
right
now
we
don't
have
enough
social
workers
to
cover
every
shift.
This
change
will
get
us
closer
to
ensuring
there
is
always
a
social
worker
on
shift
to
respond
to
emergency
calls.

The
city's
redevelopment
agency
will
have
a
total
of
10.4
million
dollars
to
increase
the
supply
of
affordable
housing
by
funding
the
construction
and
preservation
of
nearly
350
affordable
units
with
at
least
116
of
those
being
rented
at
rates
affordable
to
those
making
50
or
less
of
the
area
median
income.
The
rda
has
put
forth
a
strategy
that
will
leverage
these
funds
through
its
housing
development
loan
program,
strategic
acquisition
of
properties
such
as
distressed
motels,
located
within
any
rda
project
area
and
a
pilot
accessory
dwelling
unit
or
adu
program
targeted
for
the
nine
line
project
area.

They're
also
designed
to
help
those
living
with
hiv
aids
and
their
families
secure
housing
and
enable
the
city
to
buy
and
rehabilitate
affordable
housing
for
rent
or
home
ownership,
and
provide
direct
rental
assistance
to
low-income
individuals.
Third,
homelessness.
Last
fall.
We
launched
the
community
commitment
program
on
a
trial
basis.

Last
week,
I
announced
that
the
city
will
partner,
with
the
other
side
academy,
to
build
a
tiny
home
village
for
individuals
experiencing
chronic
homelessness.
One
goal
in
my
2021
plan
was
to
have
tiny
homes
in
place
by
this
upcoming
winter.
Getting
an
operator
and
a
manager
on
board
as
a
partner,
was
one
of
the
biggest
milestones
to
meeting
that
goal,
and
I'm
excited
that
we
reached
this
place
so
quickly.

Tiny
homes
can
be
an
addition
to
the
resources
we
bring
to
our
work
to
help
people
experiencing
homelessness.
It
can
also
have
an
important
long,
lasting
impact
on
the
chronically
unsheltered
segment
of
our
homeless
population,
in
particular
the
people
for
whom
resource
centers
are
not
a
desirable
solution.

In
the
other
side
academy,
we
have
a
partner
that
is
devoted
to
the
success
and
empowerment
of
its
current
students.
They
have
a
proven
track
record
of
successfully
managing
a
peer-based
community
while
being
an
asset
to
their
neighborhood
and
the
city
as
a
whole,
and
I
know
that
devotion
and
that
passion
for
success
will
carry
over
into
their
work
on
the
other
side
village.

Fourth
sustainability,
you've
already
heard
from
some
of
our
team
members
about
some
of
the
sustainability
projects
we're
excited
to
tackle,
but
the
city
is
doing
so
much
more
sustainability,
isn't
the
job
of
a
single
department,
but
it's
a
central
focus
of
every
division
and
team.
We're
focusing
on
engaging
community
members
that
have
not
historically
been
included
in
program
and
policy
discussions
to
reach
renewable
energy
and
climate
goals
and
improve
access
to
healthy
food.
My
budget
proposes
a
number
of
significant
steps
forward,
including
325
000,
for
the
implementation
of
our
100
community
renewable
energy
program.

Unmet
needs
existing
assets
and
key
opportunities
for
building
a
more
equitable,
sustainable
and
resilient
food
system.
This
year's
budget
includes
an
additional
funding
stream
federal
stimulus
dollars
being
sent
to
cities
to
help
residents
and
businesses
who've
been
hurt
financially
by
the
covet
19
pandemic.

The
87
million
dollars
salt
lake
city
will
receive
from
the
american
rescue
plan
act
is
a
tremendous
opportunity
that
we
will
invest
equitably
in
our
communities.
Our
comprehensive
plan
will
not
only
take
care
of
our
city's
fiscal
health
and
the
well-being
of
our
city
family.
It
will
help
spark
the
post-pandemic
renaissance
through
pathways
to
employment,
invigoration
of
business
and
cultural
districts
neighborhood
revitalization
and
more.
I
can't
wait
to
share
more
with
you
about
it.

In
fact,
this
budget
includes
plans
for
the
new
community
reinvestment
bond,
which
will
allow
for
50
million
dollars
in
new
capital
projects
that
have
been
long
requested
by
residents
and
have
been
waiting
in
our
stacks
of
detailed
master
plans
for
the
right
opportunity.
These
projects
have
the
potential
to
transform
outdoor
enjoyment
and
recreation
for
our
residents
citywide.

Last
year,
the
city
acquired
allen
park,
and
this
bond
would
enable
us
to
create
the
city's
first
of
its
kind
artist
in
residency
program
using
some
of
the
existing
homes
and
buildings
on
site.
This
retrofit
would
honor
the
history
and
the
culture
of
this
special
place.
The
bond
would
also
make
it
possible
for
us
to
shore
up
other
historic
buildings
in
the
city,
so
they
can
be
reutilized
like
the
building
at
warm
springs
park
in
the
marmalade
district
and
the
fisher
mansion
in
poplar
grove.

To
think
that
we
can
provide
all
this
value
that
residents
have
been
asking
for
for
years,
but
without
them
paying
a
single
extra
cent
is
a
remarkable
and
huge
opportunity,
our
outdoor
community,
our
proximity
to
the
mountains.
It's
what
sets
our
city
apart,
and
these
investments
in
our
public
lands
and
spaces
reflect
that
we
have
an
opportunity
to
make
the
kind
of
transformational
change
that
may
only
come
around
once
in
a
generation.

are

think

accommodating
extra
bus
routes
and
having
different
transit
focused
technology.

try

limit
the
amount
of
missions

shared
bus
systems

eliminates
the
amount

cars

the
road
when
people
are
sharing
transit
together,
creating
more
routes
for
more
bus
trips

allows
people
to
share
commutes
and
implementing
a
transit
signal.

system

buses
to
be
on
time
more
often
and
become
a
more
reliable
source
of
transportation
for
people
who
are
working
and
trying
to
get
place
to
appointments,

things
like
that
on

favor
of
budget
amendment
eight
to
fund
salt
lake's
police
force
crime
is
up
across
the
city,
there's
not
a
day
that
goes
by.
I
don't
see
a
complaint
online
about
a
property
crime
happening
in
my
neighborhood.
It's
happened
to
me
personally
several
times
over
the
last
year.
We
need
more
officers
on
the
street
to
respond
to
calls,
but
the
city
has
struggled
to
hire
and
train
for
these
positions
for
several
years.

I
recognize
it
is
time
to
reimagine
what
policing
looks
like.
Could
it
look
like
the
ambassadors
recently
tasked
with
the
north
temple
corridor?
I
believe
so.
Thank

for
funding
that
program.
Could
it
look
like
the
lateral
police
officers
endorsed
by
the
racial
equity
and
policing
commission?
Please
fund
that.
Could
it
look
like
crisis
intervention
training?
Please
fund
that?
Could
it
look
like
a
budget
for
case
managers
and
social
workers,
that's
overseen
by
the
police
department
providing
additional
people
presence
on
the
street?
Maybe
many
recovered
addicts.

I've
spoken
to
tell
me
it's
the
criminal
justice
system
that
finally
got
them
into
treatment.
Today
I
spoke
with
five
students
at
the
other
side
academy,
who
told
me
the
very
same
story:
police
do
make
a
difference.
Our
salt
lake
police
make
a
difference.
Those
five
students
I
had
lunch
with
had
all
been
homeless
on
the
street
due
to
their
addictions,
police
intervention
may
have
saved
their
lives
and,
while
they're
in
recovery
they're
not
on
the
street,
committing
more
crimes,
they're
working
and
regaining
a
toehold
on
becoming
productive
members
of
society.

do
not
support
this
budget
amendment.
This
is
the.
I
have
seen
a
new
budget
amendment
to
increase
funding
for
the
police.
I
think
almost
every
month,
sometimes
multiple
a
month
after
just
last
year,
you
guys
had
committed
to
reducing
their
budget.
I
think
it's
incredibly
deceptive
to
cut
the
funding
in
the
general
budget
and
then
be
adding
these
amendments
throughout
the
year,
and
then
people
have
to
come
and
speak
on
this
every
week
and
continuously
tell
you
to
not
be
increasing
this
funding.
I
I
do
agree
that
we
need
people
more
people
in
treatment
need
more
people
in
housing,
but
I
do
not
think
that
the
police
are
a
good
route
for
that.
They
often
abuse
those
people
or
harm
those
people
or
re-traumatize
those
people,
and
so
I
don't
think
that
that
is
a
good
idea.

I
think
this
money
could
go
towards.
Affordable
housing
could
go
towards
treatment,
could
go
towards
harm
reduction
practices.
We
have
a
lot
of
different
great
community
organizations
within
salt
lake
city
that
I
think
deserve
this
funding,
and
each
month
the
police
is
requesting
funding
and
you
guys
give
a
blanket
yes
on
that.
It's
incredibly
disappointing.

upcoming
call

more
funding
for
the

see
a
lot
of
informational
graphs
on
the
website
about
department
leaves
and
people
resigning
from
this
job,
and
I
think
that
it's
possible

continue

hire
and
hire
and
hire
more
police
officers.
And
yet
we
will
still
have
people
leaving
this
job,
either
by
resignation
or
retirement
or
by.

Leaves
related
to
misconduct
on
the
job,
there's
a
lot
of
employment,
related
practice,
liabilities
for
people
who
are
leaving
the
police
department,
and
I
think
it's
causing
our
city
government
to
prop
up
and
fund
the
police
in
their
constant
need
for
money.

think
that
the
calls
that
a
lot
of
people
are
seeing
for
needing
to
support
the
police
and
a
lot
of
the
information
online
about
people
constantly
incurring
crime
on
a
day-to-day
basis
is
extremely
deceptive.

calls
to

police
have
been
encouraged
by
police
officers,
who
are
telling
civilians
to
report
everything
that
they
see
that
could
be
considered
a
crime.
There
are
a
lot
of
things
that
are
potentially
crimes,
but
maybe
don't
need
to
be
addressed
with
the
full
force
of
the
police.

saw
this
a
lot
during
the
during
this
pandemic,
where
they
were
mandates
put
out
for
people
to
wear
masks
and
yet
the
police
officers
weren't,
and
on
top
of
that,
this
was
not
being
enforced
generally,
and
I
think
that
community
enforcement
and
people
talking
to
each
other
rather
than
getting
the
police
involved,
seems
to
work
for
a
lot
of
things.
And
I
think
that
if
we
can
consider
using
that,
when
we're
talking
about
people's
public
health
and
safety,
we
can
consider
using
that
for
other
modes.

should

using
all

2.8
million
that
you
kind

going

the
way

right

city
will

predictions

this
city
should
be
telling
the
public

that
it'll
take
over

response
that

public
demands

departure

think

it's
a
really
great
program

actually
encourage

electoral

forward

understand

worry

mendenhall
has
about
not
wanting
to
put
as
much
effort
forward
if
you're,
not
sure
about
polling
or,

you're
think
you're
already
doing
well,
so

don't
want

put
more
effort
into
knocking

doors.

think
that
all
constituents
should
have
interaction
with
those
who
represent
them,

believe

people
running
for
office
should

every
effort

know

often

down

actually
disincentivizes.

cost
measures
and
encourages
candidates
who
normally

to
the
politicization

competitiveness

encourage

beliefs

involvement

the
community

encourage
more
competition

better
salt
lake
that

represent

people
actually

it

lot

It
helps
people

able

vote
for
the
candidate
they
genuinely
support,

feeling

support
that.
I
do
not
support
the
other
side
village
that
was
just
announced
this
past
year.
My
main
concern
is
that
the
other
side
academy
is
the
the
manager
of
it.

It's
shown
that,
for
those
who
are
chronically
homeless,
we
should
have
wraparound
supportive
services,
like
case
managers,
health
care,
mental
health
services.
These
are
things
that
the
other
side
academy
does
not
provide
for
those
clients.
They
don't
have
doctors,
they
don't
have
therapists
and
the
the
founder
of
it
actually
speaks
to
me
in
a
really
problematic
way
about
therapy.
In
his
exact
words,
he
sees
it
as
trying
to
fix
people
which,
as
a
therapist,
I
do
not
see
that
as
the
purpose
of
therapy.
I
I
see
it
as
helping
people,
you
know
realize
patterns
that
they've
continued
or
they've
fallen
into,
and
one
of
those
is
homelessness
right.
There
are
reasons
for
it,
often
bankruptcy
from
medical
debt,
so
we
should
provide
doctors
on
that
facility.
The
model
that
you
are
actually
going
after
the
texas
model
has
health
care
workers
has
mental
health
care
workers.
This
would
not
so
if
you're
going
to
create
a
community,
make
sure
it
would
meet
the
needs
of
those
within
the
community.
I
do
not
think
the
other
side
academy
would
do
that.
I
I
think
it
works
for
some
people,
but
I
think
it
has
a
really
intense
work
culture
that
does
not
ultimately
help
a
lot
of
people
because
it
creates
this
really
intense
work,
culture
which
doesn't
resolve
mental
health
issues
which
doesn't
resolve
health
issues,
and
I've
actually
had
clients
who
were
denied
going
there
because
of
their
health
conditions,
because
they
weren't
going
to
be
able
to
work
hard
enough
to
to
be
there,
and
I
find
that
incredibly
problematic,

it
just
makes
me
worry

those
who
would
go
within
that
same
facility
within
the
other
side

concept

stability

organization

spearheading

supportive

be

comprehensive
plan

the
person
and
not

their

work

save
them
