game

the
city.

will
now
turn
the

to

the
resolution.

positive
and
net
zero
and
acts
as
a
catalyst
for
achieving
major
community
initiatives.

whereas
salt
lake
city
believes
such
a
vision
will
be
accomplished
in
a
multitude
of
ways
ensuring
that
everyone
employed
to
help
prepare
for
the
games
or
employed
during
the
games
will
be
paid
a
living
wage.

games
are
welcoming,
inclusive
and
accessible
for
all,
with
universally
accessible
venues
and
events
and
disability
awareness,
training
for
public-facing
staff
and
volunteers,
and
the
opportunities
should
be
created
for
residents
of
all
income
levels

attend
games

accompanying
events
at
no
cost,
no
cost
or
reduced
rates,
priorities
to
prioritizing
use
of
existing
infrastructure
and
venues.

a
carbon
management
plan
for
games
related
activities
and
forming
a
local
sustainability
committee

ensure
that
sustainability
goals
are
achieved
for
the
games,
maximizing
use
of
public
transportation,
including
clean
and
active
transportation
mechanisms
for
all
game
stakeholders.

want
to
say
thank
you.
It
was
an
incredible
opportunity
back
in
2002
to
have
the
honor
to
represent
our
country
and
now
to
be
involved
in
the
process
of
trying
to
bring
it
back
here
to
this
amazing
state
and
amazing
city.
I
I
moved
here
after
the
o2
games
to
be
a
permanent
resident
and
and
call
myself
a
salt
laker,
and
it's
just
been
absolutely
amazing-
to
see
the
transformation
that
this
city
has
undergone.

trying
to
bring
a
games
back

utah

our

changes
were
requested
in
response
to
numerous
constituent
inquiries,
about
the
lack
of
notice
on
certain
utility
construction
projects.
Last
year,
the
council
directed
staff
to
work
with
the
administration
to
include
the
following
changes
in
this
draft
ordinance
that
is
currently
being
considered.

That
would
include
underground
work
as
part
of
the
notification
requirements
that
notifications
should
be
provided
before
obtaining
the
permit.
Proof
must
be
provided
as
part
of
the
permit
application,
but
the
applica
applicant
is
responsible
to
provide
that
proof
and
must,
and
specific
requirements
are
outlined
of
what
would
go
on
that
public
notification.

addition
to
public
comments,
the
council
may
hear
tonight,
you
received
a
few
emails
that
we
have
forwarded
to
you.
Staff
has
been
meeting
with
some
stakeholders
for
some
potential
revisions
that
we
will
be
bringing
to
you
for
your
consideration.

part
of
this.

I
am
an
attorney
at
chairman,
howard,
675,
15th
street
denver
colorado
and
we
represent
verizon
wireless.
Her
comments
tonight
will
keep
them
brief.
We've
submitted
our
letter,
the
city.
We
appreciate
we've
continued
to
work
with
the
city,
engineering
staff,
the
city
attorney's
office.

On
this,
and
recently
we
met
with
verizon
representatives
met
with
the
city
engineering
staff
and
it's
our
understanding
that
the
engineering
staff
is
going
to
be
handling
the
notification
component
of
this,
and
if
that
is
the
case,
our
comments
to
this
are
pretty
brief.
We
don't
object
to
it
being
provided
prior
to
the
application
et
cetera.
We
would
just
ask
that
the
the
ordinance
be
revised
to
kind
of
clarify
who
is
actually
responsible,
as
it
reads
right
now
in
paragraph
section,
14.32.036a.

And
that
subsection
c
or
three,
it's
not
clear
whether
the
applicant
has
to
provide
the
notice
or
the
city
is
going
to
do
that
and
we'd.
Ask
that
the
city
clarify
that
part
of
the
ordinance.
If,
in
fact,
it
is
going
to
provide
the
notice
and
then
if
the
city
is
not
going
to
be
responsible
and
the
applicant
is
going
to
be
providing
the
notice,
then
we
you
know,
would
incorporate
our
previous
comments
that
the
timing
of
the
notice
be
at
the
time
of
construction
as
well
as
removing
the
underground
component
of
it.

acknowledge

the
city
council
and
the
city
staff
incorporated
several
of
our
prior
comments
about
the
definition
of
adjacent
property
owners
and

like
and
we'd.

I
represent
first
digital
telecom.
I
actually
do
all
the
permit
managing
over
at
first
digital
telecom,
and
my
my
comments
are
pretty
much
along
the
lines
of
what
verizon
would
like
clarify
just
because,
with
with
doing
a
bunch
of
construction,
we
do
a
lot
of
construction
for
a
lot
of
the
commercial
companies
in
salt
lake
city
also
on
the
utah
valley,
and
so
that
that's
one
of
the
things
we
want
to
make
sure
of
who
needs
to
provide
that
notice.

Since
some
of
the
work
that
we
end
up
doing
can
be
very
long
stretches
of
work
and
to
get
everyone
notified
and
then
who
to
contact
and
along
those
lines,
they
can
make
everything
more
timely
and
because
we
do
fiber
services
for
a
lot
of
customers,
whether
it
be
city,
creek
or
or
the
gateway
mall.
We
just
want
to
make
sure
that
we're
getting
the
service
that
is
needed
to
our
customers
as
effectively
as
possible.

just
need
to
know
what
that
looks
like
so
then
that
way,
we
can
communicate
that
and
put
that
in
the
timeline
of
getting
fiber
services
to
the
customers
since
time
frames
are
very
required
on
that,
but
other
than
that,
I
appreciate
you
letting

giving
me
a
heads
up
of
the
new
ordinance
and
anything
we
can
do
to
help
be
a
part
of
making
this
solution
as
easy
and
effectively
as
possible.

Wonderful
good

I
am
my
name-
is
nigel
swaby.
I
live
in
the
fair
park
neighborhood
and
I
am
here
tonight
to
speak
in
support
of
this
ordinance.
I
I've
actually
had
a
negative
experience
with
a
telecom
provider
who
unbeknownst
to
me
one
day
decided
to
do
construction
in
my
park
strip
and
I
had
no
recourse.
I
I
believe
that
since
resident
property
owners
are
responsible
for
maintaining
the
park,
strips
that,
it's
only
fair
that
if
there
are
changes
made
to
them
that
they
should
have
proper
notice,
so
coordination
for
landscaping
and
other
matters
can
go
on.
This
is
an
issue
that
is
that
impacts
us
on
the
west
side,
a
lot,
because
we
have
very
big
park
strips
in
many
of
our
neighborhoods,
and
so
I
I'm
happy
that
this
ordinance
is
moving
forward
and
urge
you
to
vote
in
support
of
it.

most
important
point
of
my
comment
tonight
is
the
tremendous
waste
the
unnecessary
aggravation
attached
to
work
in
the
public
right-of-way
when
nearby
property
owners
are
not
notified,
the
property
is
public.
The
city
holds
it
for
the
greater
common
good
and
should
be
required
to
notify
people
most
affected
by
the
construction.

On
november
4th
2020,
I
returned
from
volunteering
in
memory
grove
to
find
that
a
contractor
for
google
fiber
had
torn
out
the
landscaping
at
my
rental
property.
In
the
two
and
a
half
hours
that
I
was
gone,
there
was
a
large
vault
where
my
plants
had
been
there
had
been
no
notice.
The
workers
did
not
speak
english.
I
do
not
speak
spanish.

I
was
actually
only
speaking
in
words
with
four
letters
at
that
point.
It's
a
universal
language.
In
such
circumstances,
the
sensible
thing
to
do
was
to
call
ellie
hardman
in
urban
forestry.
Who
could
tell
me
where
the
property
lines
were.
She
also
gave
me
the
number
for
engineering.
This
is
a
really
important
point
here.
I
called
engineering
the
menu
option
specifically
mentioned
complaints
about
google
fiber.
I
selected
number
five
and
my
complaint
went
directly
to
google
fiber.
Imagine
that
there's
so
many
complaints
that
the
city
transfers
them
automatically
to
the
source
of
the
complaint.

been

with

regarding

concerns

letter
suggesting
our
proposed
change,
learning

we
believe

proposed
change
keeps
the
balance
of
the
core
concerns
by
the
council,
members
and
folks.

actually
listened
to

only
comment
I
had
on
the
the
ordinance
for
the
notice.
I
have
some
concern
in
the
timeliness
of
the
ordinance
or
excuse
me
of
the
needing
the
application.

For
instance,
if
the
application
is
is
ahead
of
time,
there
could
be
a
considerable
amount
of
time
before
the
work
actually
takes
place
so
causing
some
some
concern
on
the
part
of
the
constituent,
which
means
more
calls
into
the
city
calls
into
the
applicant
and
there's
a
lot
less
clarity.
I
think
that
if
the
applicant
were
to
be
able
to
notice
48
to
72
hours
before
the
work
actually
starts,
then
there's
more
clarity
to
the
constituents
less
calls
into
the
city
and
more
clarity,
all
the
way
around.

My
second
concern
is
regarding
the
underground
noticing,
because
if
we're
running
conduit
underground
versus
above
ground
work,
the
conduit
underground
is
usually
done
by
another
company,
so
the
constituent
could
get
two
separate
notices,
one
for
the
underground
and
then
again
for
the
above
ground
work.
So
I
recommend
that
it
be
kept
to
the
above
ground
work.

that's
that's
the
the
work,
that's
actually
going
to
impact
the
constituent
in
the
first
place
by
the
underground
work,
that's
usually
done
via
boring,
so
there
would
be
two
separate
notices
that
you
also
can
cause
confusion
to
the
constituent
as
well.

think

should

willing
to
work
through
and
make
the
improvements

tweaks

need

ordinance

shocked

learn,

lake
city

setting

to
improve
it

I
started
on
this
journey

months
ago,

think

that
we
need
to
put
something
in
place,

can

think
that
either
my
constituents
or
any
of

constituents,
I'm

would
want
to
go
through
another
project
without
having
any
sort
of
notice.

near

zone

west
side
of
salt
lake
city.
I
have
two
concerns
at
this
time.
Number
one
is
the
master
plan.
Everybody
knows
it
needs
to
be
revised.
It
needs
to
be
revised
before
everything
around
here
turns
into
high-density
apartments
across
from
single-family
homes.

temporary
closure
gave
the
residents
around
the
park
some
peace
and
we
need
to
keep
it
closed
until
some
improvements
are
made
and
we
can
safely
open
it.
Council,
members,
victoria,
alejandro
and
chris,
you
understand
my
concerns.

I
also
want
to
speak
to
the
continued
closure
of
madsen
park
since
that
was
implemented
in
mid-december
we've,
seen
a
large
decrease
of
the
amount
of
criminals
in
our
neighborhood
and
there's
been
some
some
movement,
as
we
expected
would
happen
as
of
today.
I
There
are
police
cameras
up
on
north
temple
between
10th,
west
and
8th
west
thanks
to
the
police
department
and
council
member
pui.
I
The
reason
that
I
think
we
should
continue
to
keep
the
park
closed
for
at
least
another
60
days
is
so
that
all
the
different
mitigation
efforts
that
are
being
made
can
fully
come
into
sync.
There
was
a
murder
two
weeks
ago,
close
to
the
park
that
nobody
has
been
arrested.
Yet
there
was
also
a
body
found
in
the
river
last
weekend
and
we
don't
know
whether
that
was
a
homicide
or
or
something
different.
I
So
there's
still
crime,
that's
happening
in
the
area
and
we
feel
as
a
neighborhood
that
also
meets
weekly
with
a
a
lot
of
the
council,
members
and
police
and
other
city
staffers.
Then
reopening
the
park
at
this
time
would
take
the
pressure
off
of
the
criminal
element
and
place
them
right
back
into
the
park
and
negatively
impact
the
single
family
residents
that
live
on
chicago
street
close
to
it.
So
we
implore
you
to
keep
madison
park
closed
for
at
least
another
60
days
until
further
mitigation
efforts
are
are
seen
through.
