not
a

is
no

We
will
have
only
one
item
on
the
agenda,
which
is
a
public
hearing
regarding
a

for

before
we
begin
moving
through
our
agenda.
I
want
to
mention
and
review
our
rules
of
the
quorum
city.
Council
has
always
had
guidelines
in
place
to
ensure
that
our
meetings
are
orderly,
civil
and
efficient.
A
The
guidelines
help
everyone
feel
comfortable.
Sharing
the
comments
without
feeling
intimidated
to
achieve
this
I
rules
at
the
Quorum
take
effect.
The

arrive,
we
respect
all
points
of
view

welcome

or
obscene
or
defamatory
marks.
A
Additionally,
our
staff
will
request
your
name
during
the
WebEx
registration
process
to
limit
the
disruptions.
Your

cannot
include
a

Think
Taylor
we'll
be
monitoring
our
WebEx
and
we'll
message
you
with
any
questions
about
our
registrations.
Staff
is
handling
many
tasks.
So
please
limit
your
message
to
technical
issues
and
minimal
information
updates.
A
And
now
we
will
begin
our
public
hearing
for
the
general
obligation,
bonds
for
Parks
trails
and
open
space,
Taylor
Hill,
where
on
our
staff,
will
be
calling
the
names
of
those
who
wish
to
comment.
We
will
call
names
and
people
on
WebEx
and
in
person
based
on
the
order
of
registration
or
received
comment
periods
cards
and,
as
always,
you
have
two
minutes
to
call
and
Taylor
will
announce
your
name
and
then
you
you
can
state
it
in
person.
A
B
C
D
D
D
My
name
is
Lawrence
hormann,
you're,
being
handed
copies
of
a
packet,
I
call
the
desert
to
find
initiative
packet,
there's
one
for
each
council
member
one
has
been
entered
for
the
record
and
one
for
Whitney,
whose
purview
apparently
is
over
homeless
issues
and
I
realize
that
this
is
a
hearing
about
the
the
bond
issue
for
cleaning
up
the
parks,
trails
and
open
spaces
and
I
figured
that
this
fits
in
in
in
respect
to.
D
The
packet
which
you
have
in
front
of
you
is
a
is
a
set
of
two
letters
to
the
mayors
of
all
the
cities
in
the
Salt
Lake
County
area,
each
of
the
Incorporated
cities.
It
includes
a
letter
also
to
Karen
Crompton,
the
Department
of
Health
director
for
the
county
and
a
and
an
outline
for
a
concept
for
a
authorized
Campground
for
the
homeless.
D
As
this
city
has
been
dealing
with
the
homeless,
they
know
that
there
is
no
single
one
solution
that
that
covers
the
entire
problem,
solves
solves
it
all
and
I
am
not
by
giving
this
out
and
giving
it
to
you,
suggesting
that
this
city
should
take
on
any
more
such
problems,
but
a
lot
but
suggest
that
you
can
encourage
the
cities
in
the
county
to
help
do
what's
necessary.
D
An
authorized
Campground
would
get
a
lot
of
the
people
who
are
homeless
out
of
the
places
where
you
want
them
not
to
be
give
them
a
place
to
go
where
they
can
feel
safe
and
where
they
can
contribute,
rather
than
being
a
problem
it
would.
It
would
reduce
your
costs
and
keep
getting
the
parks
and
other
spaces
cleaned
up
and
keeping
them
that
way,
because
they
would
have
somewhere
to
go
where
they
could
be
safe,
where
they
could
have
what
they
need,
and
they
would
not
need
to
be
in
your
spaces.
D
F
Okay,
I'm
against
the
bond.
Obviously
the
Year.
This
is
a
year
of
tax
increases,
including
over
100
tax
or
fee
increases,
and
that
that's
the
main
reason
I'm
against
it.
But
the
list
of
projects
are
not
set
and
can
change.
The
public
safety
is
not
a
required
goal
for
Parks,
as
the
previous
speaker
mentioned,
and
this
city
will
not
give
the
voter
the
required
pro
and
con
arguments
in
the
ballot.
F
This
city
should
not
be
screwing
the
west
side
again
by
requiring
voters
to
agree
to
a
tax
increase
to
convert
the
water
park
to
a
new
park
in
Glendale.
The
city
should
have
set
aside
money
in
a
year
that
it
had
not
just
the
most
Surplus
money
ever,
but
double
the
most
money
it
ever
had
and
money
should
have
been
set
aside
to
Glendale
and
Fleet
without
requiring
a
bond,
and
this
city
should
have
used
a
contractor
and
consultant
money
to
fund
the
parks
without
spending
all
of
the
significant
money
on
Consultants.
F
This
Bond
notification
is
so
messed
up
that
the
list,
and
even
the
required
argument
against
it
for
the
voter
is
not
available,
which
leads
to
questions
of
legality.
In
my
opinion
and
lack
of
public
engagement,
the
voter
will
not
get
the
full
story
and
facts
and
arguments
to
vote.
That's
why
I'm
against
this
Bond
and
I
hope
in
the
next
hearing,
you
figure
a
way
to
give
the
voter
and
the
ballot
the
full
information
pro
and
con
arguments
that
are
legally
required.
Thanks
for
listening.
G
Thank
you,
I
went
to
the
UEFA
meeting
in
Cedar
City
this
afternoon,
and
one
of
the
things
that
they
were
talking
about
was
the
interlocal
agreement
that
they
will
be
signing
next
week
and
apparently
you
will
be
discussing
it
as
well.
G
Comparing
the
final
contract
draft,
with
the
original
intent
letter
sent
by
Salt
Lake
City
in
April,
2021
I,
do
not
see
where
the
city
achieved
the
goal
of
wetland
and
habitat
protection,
as
described
in
mayor
mendelenhall's
letter
section
B
page
two.
The
proposed
contract
has
one
catch-all
reference
to
Wetlands,
but
I
cannot
find
the
words
conservation,
easements,
habitat
and
Wildlife
anywhere
in
the
contract.
What
happened
here
Monica.
G
A
Is
this
tonight's
limited
formal
meeting
is
just
on
the
general
obligation
bond
for
parks
and
the
public
comment
period
for
the
uepa
will
be
on
the
18th
at
7
pm.
H
Hello,
I
didn't
intend
to
speak,
but
hearing
the
other
comments.
I
will
I
live
in
District
Six
I'm,
a
member
of
friends
of
Fairmont
Park
I'm,
also
a
board
member
of
Sugarhouse
Park,
which
is
a
city
county
park
with
an
independent,
Authority
and
I
guess:
I
moved
here
from
Washington
DC
I
lived
in
Washington
DC
for
32
years
and
I
guess.
My
first
impression
is
Salt.
Lakes
parks
are
more
avidly
used
than
all
the
parks
there
are
in
Washington
and
they're
exciting
places,
especially
the
big
parks
from
Jordan
to
Liberty.
H
H
We
have
this
tremendous
opportunity
to
make
the
parks
in
Open
Spaces
even
better
than
they
are,
and
this
Bond
will
help
do
that
with
the
priorities
the
council
have
identified
and
others
that
will
be
identified
in
the
upcoming
five-year
strategic
plan
for
the
parks,
an
open
space
agency,
things
can
only
improve
and
that's
really
exciting,
so
I
just
want
counsel
is
elected
officials
to
always
be
thinking
about
that
Vision
about
how
can
Salt
Lakes
Parks
be
incredible.
I
know,
council,
member
Wharton's
trying
to
do
that
with
Warm
Springs
and
all
the
council.
E
I
For
a
clarification
as
Ben
introduced,
there
will
be
a
public
meeting
next
week
on
the
18th
and
at
that
time
the
pro
and
con
argument
would
be
read.
Oh
sorry,
thank
you.
The
the
pro
and
con
argument
will
be
read
at
the
public
meeting
on
the
18th.
There
was
no
con
argument
submitted
by
a
registered
voter
in
the
deadline
provided.
Thank
you.
J
I
J
K
J
E
Chair,
yes,
I
cannot
see
the
room
very
well,
but
I
make
I
would
like
him
to
make
a
motion.
I
moved
that
the
council
closed
the
public
hearing.
A
A
Yes
and
I'm,
a
yes
at
motion
passes
five
to
zero,
with
council
member
Victoria,
petro
and
mono
absent
at
this
time.
