A
Apparently
I
don't
know
how
to
say
that
word
today,
also
for
the
mayor's
executive
order,
masks
and
face
coverings
are
required,
while
in
city
facilities,
even
if
vaccinated,
we
ask
everyone
to.
Please
keep
your
face
coverings
on
at
all
times.
During
the
meeting
for
those
that
are
signed
up
for
public
comment,
you
could
feel
free
to
remove
your
mask
once
you
are
at
the
microphone
to
address
counsel.
We
do
ask
that
you
remove
your
mask
just
so
that
we
can
hear
you
and
so
that
the
recording
is
clear.
A
A
I
am
going
to
go
over
our
public
meeting
rules
at
this
time.
A
If
you
are
joining
us
for
public
comment
opportunities
we
have
later
on
in
the
agenda,
we
are
accepting
your
comments
in
person
and
also
through
webex,
and
for
those
whose
only
option
is
to
call
in
staff
will
be
monitoring
a
separate
telephone
line.
Before
we
begin,
I
want
to
mention
and
review
our
rules
of
decorum.
These
are
guidelines
that
the
city
council
has
always
had
in
place
to
help
our
meeting
progress
in
an
orderly
civil
and
efficient
way.
A
If
you
feel
you
need
to
use
profanity
to
express
your
point.
You're
welcome
to
email,
us,
council
members
or
call
our
comment
line.
In
addition,
our
staff
will
request
for
your
name
during
the
webex
registration
process
or
on
a
comment
card
for
in-person
attendees
to
limit
disruption.
Your
name
cannot
include
a
message
or
violate
our
rules
of
decorum.
If
your
name
doesn't
meet
this
requirement,
then
our
staff
will
make
contact
with
you
to
gather
that
information
for
those
joining
in
webex.
Please
monitor
your
chat
in
case.
We
try
to
reach
out
to
you.
A
Amanda
lau
from
our
staff
is
helping
to
moderate
the
webex
portion
of
our
meeting
and
will
be
messaging
with
attendees
to
coordinate
on
any
questions
with
your
registration
staff
is
handling
a
number
of
tasks.
So
please
limit
messages
to
technical
issues
and
minimal
changes
to
your
registration
for
in-person
attendees.
Please
raise
your
hand
and
a
staff
person
will
respond
to
help.
If
you
would
like
to
send
a
comment
outside
of
this,
please
feel
free
to
you.
A
B
Is
she
there,
I
see
her
tile,
so
it
might
just
be
that
she
I.
B
A
We
will
now
begin
our
public
hearings.
Taylor
hill
on
our
staff
will
be
calling
the
names
of
those
who
wish
to
comment.
We
will
call
names
of
people
joining
on
webex
and
in
person
based
on
the
order
of
registration
or
received
comment
cards
when
it
is
your
turn
to
speak,
taylor
will
announce
your
name
for
people
in
webex.
She
will
unmute
your
line
and
you
may
begin
for
people
in
person.
A
Please
step
up
to
the
podium
feel
free
to
remove
your
mask
to
make
your
comment
in
the
microphone
once
you
begin,
please
state
your
name
and
your
two
minute.
Timer
will
start
at
the
two
minute
mark.
The
host
will
announce
time
and
your
microphone
will
be
muted.
If
you
are
unable
to
finish
your
comment,
please
send
the
rest
of
your
comment
via
email,
mail
or
calling
or
staff.
A
A
D
D
G
F
Perfect,
so
I
want
to
speak
to
the
400
000
that
would
be
going
to
the
police
budget
for
at
the
shelters,
so
the
police
aren't
preventing
solving
or
stopping
people
from
experiencing
homelessness
or
helping
the
unsheltered
they're,
never
going
to
be
part
of
a
solution
to
being
unsheltered
or
homeless,
and
honestly,
I
argue
that
they
are
causing
and
continuing
it
for
people
increasing
the
budget
and
giving
them
putting
them
in
that
area.
F
The
money
should
be
used
to
help
these
people
stay
safe
and
warm
this
winter
and
towards
ways
to
make
salt
lake
more
affordable
and
a
better
place.
So
we
have
less
people
who
are
unsheltered,
so
we
should
be
using
that
400
000
in
a
much
better
way
that
will
actually
help
people
who
are
unsheltered,
and
that's
all
I
have
on
that.
Thank
you.
G
Okay,
actually,
I
think
the
400
000
should
be
used
to
increase
the
police
presence
at
the
shelters
which
really
hasn't
been
done
before,
and
it
should
be.
This
city
made
a
commitment
to
the
neighborhoods
around
the
shelters
that
there
would
be
an
increased
police
presence,
but
the
residences
and
businesses
around
the
shelters
don't
see
it.
G
I
also
note
that
the
city
is
part
of
a
group
supporting
the
switch
point,
hotel
project
that
will
result
in
100
units
for
over
600
000
per
unit,
and
I
don't
think
that's
sustainable
heads
up
and
the
bubble
went
down
because
of
city
problems
with
maintaining
equipment.
This
is
a
city
problem,
constant
city
problem.
It
doesn't
maintain
equipment,
so
one
of
the
two
blowers
didn't
work
and
the
generator
didn't
work
and
it
went
down
twice.
G
I
look
forward
to
councilman
dugan's
leadership
and
hope
that
maintaining
projects
and
city
equipment
is
given
a
higher
priority
like
the
pms
system
in
the
navy.
This
city
does
not
maintain
new
projects,
including
parks,
watering
and
equipment,
and
bike
lanes.
They're
only
swept
every
seven
weeks.
That's
not
maintaining
the
projects
we
fund.
Those
are
my
comments.
C
Madam
cherry
move
that
the
council
closed
the
public
hearing
and
adopt
an
ordinance
amending
the
fy,
2021
2022
final
budget
of
salt
lake
city,
including
the
employment
staffing
document.
Only
for
items
shown
on
the
motion
sheet.
F
A
B
That's
not
accurate.
We've
voted
before
on
items
isn't
that
right,
yeah.
So
what
you
do
oddly-
and
I
see
boy
ben
thinks
that,
but
basically
what
you
do
is
just
vote
on.
Some
of
the
items
continue.
The
hearing.
Yes,
okay,.
F
C
Right,
okay,
then,
madam
chair
I'd
like
to
amend
my
motion
and
move
that
the
council
continue
the
public
hearing
to
a
later
date,
but
also
adopt
the
fy
2020
one
2022
final
budget,
amendment
of
salt
lake
city,
including
the
employment
staffing
document,
only
for
the
items
shown
on
the
motion
sheet,
which
would
be
items
a1
items,
e1
items
I
one
and
i2.
H
A
H
A
We
have
no
potential
action
items
and
we
are
on
to
section
d
of
our
agenda,
which
is
comments
to
the
mayor
from
the
city
council.
Thank
you,
mayor
for
joining
us.
Are
there
any
questions
for
madame
mayor.
A
We
are
now
on
the
general
comment
portion
of
our
agenda
for
comments
about
general
topics
and
items
that
were
not
scheduled
for
a
hearing
tonight.
I
went
over
all
of
the
council
rules
of
decorum
earlier,
and
those
rules
still
apply
right
now
today,
five
minutes
later
23
minutes
later
we
are
accepting
your
comments
in
person
and
through
webex.
A
E
H
Those
of
you
who
know
me
I
was
active
on
the
glendale
community
council
for
18
years.
I'm
not
I'm
not
using
that
to
impress
or
nothing
else.
I
want
a
person
who's
going
to
run
this
meeting.
If
you
will,
this
is
the
meeting
of
meetings
I
think,
with
all
of
the
stuff
going
through
the
through
this
process
and
people
making
a
determining
factor
very
important.
Also
one
thing
I
might
mention:
there's
the
age-old
thing
that
people
go.
Have
they
stopped
to
take
a
look
at?
Why?
What
for
how
come.
H
B
H
B
A
H
H
H
A
I
In
other
words,
the
foothills
trail
system
plan
has
been
prepared
without
any
overarching
vision
of
the
foothills.
What
is
perhaps
more
concerning
is
that
the
foothills
trails
plan
includes
many
aspects
that
directly
contradict
the
values
and
policy
recommendations
espoused
by
the
1992
open
space
plan,
for
example,
under
policy
recommendation.
The
1992
open
space
plan
states
quote,
establish
the
shoreline
trail
as
the
edge
of
the
built
area
and
restrict
development
beyond
this
edge,
preserve
prominent
peaks,
knolls
ridge
lines
and
drainage
channels
in
a
natural
state.
I
So
I
would
like
to
ask
the
city
council
to
encourage
the
administration
to
prepare
an
updated
open
space
plan
and
to
develop
a
comprehensive
vision
for
the
foothills
as
soon
as
possible
and
before
moving
forward
with
the
planned
construction
of
an
additional
65
miles
of
trails
across
salt
lake
city's
scenic
and
fragile
foothills.
Thank
you.
J
Hi,
I
just
wanted
to
tell
you,
because
I
wasn't
able
to
speak
last
month
because
I
was
kicked
out
of
the
building
and
then
locked
out
of
the
building.
So
I
was
not
permitted
to
speak
at
the
city
council
meeting.
J
I
just
think
that
you
guys
are
literal
super
villains.
I
think
that
you
should
be
ashamed
to
go
out
in
public
and
I
don't
think
people
tell
you
that
enough.
I
can't
believe
that
you
rammed
through
those
micro
units,
despite
all
the
objections
that
they
saw
and
now
you're
trying
to
give
another
four
hundred
thousand
dollars
to
cops
after
everything.
Like
honestly,
shame
on
you
shame
on
all
of
you,
chris
wharton
you're,
my
rep,
and
I
am
disappointed
and
disgusted
you
give
queer
people
a
bad
name.
We
don't
claim
you
and
yeah.
G
Okay,
shelters
have
a
lack
of
police
presence
and
that
doesn't
bode
well
for
the
new
overflow
shelter
which
just
had
a
resident
arrested
for
killing
someone
wow
that
really
doesn't
bode
well,
so
increasing
police
discourages
drug
dealing
which
will
help
decrease
victimizing
the
homeless.
If
you
really
care
about
the
homeless,
you
should
want
more
police
presence,
because
the
homeless
are
the
ones
who
are
victimized
first
by
police
or
by
criminal
activity.
G
You
know
that
also
jefferson
park
should
be
closed,
since
it
has
more
calls
for
service
than
the
recently
closed
park
it.
If
this
city
can't
stop
the
drug
dealing
and
criminal
activity
in
the
parks,
it
should
temporary
close
those
parks,
callers
reporting,
criminal
activity
without
police
response
actually
discourages
reporting
crime
and
again
the
people
who
are
victimized
first
are
the
homeless.
G
G
So
I
don't
understand
why
pioneer
park
keeps
getting
on
there
when
fleet
block
in
that
area
needs
a
park
more.
You
were
supposed
to
put
a
park
in
that
area,
so
why
is
pioneer
park
getting
the
money
and
thank
you
for
mayor
city
council.
Thank
you
for
enforcing
the
airbnb
nuisance
ordinance.
Finally,
you're
going
to
be
hearing
it
thursday
and
please
step
up
this
enforcement
since
it
directly
impacts,
affordable
housing.
Thank
you.
Those
are
my
comments.
A
A
I
think
that
we
could
get
a
motion
to
just
one
cindy
lou
is
giving
me
the
just
one.
So
I
just
need
one
motion
appointing
are
we
appointing
electing
chair
and
vice
chair,
so
chair
dan
dugan,
I'm
just
giving.
I
can't
make
the
motions
I'm
just
giving
the
words
for
it,
but
that
would
be
a
a
motion
to
elect
dan
dugan
council
member
down
dugan
as
chair
for
year,
2022
and
council
member
darren
mano,
as
vice
chair
for
the
year
2022.
B
Madam
chair,
I
move
that
we
elect
council
member
dan
dugan
to
the
chair
position
for
2022
and
council
member
darren
mano
to
the
position
of
vice
chair
for
2022.
Second,.
A
B
A
Well,
lucky,
for
you
all
that
is
next,
is
our
consent
agenda.
So
I
will
look
for
a
motion.
A
C
A
Aye
any
opposed
that
passes
unanimously.
I
will
say
one
more
thing
before
I
adjourn.
It
has
been
a
pleasure
being
the
chairperson
over
this
last
year.
I
appreciate
working
with
each
and
every
one
of
you
and,
although
we've
been
through
a
lot
of
changes
in
2022
with
all
of
the
different
chair
council
members
that
have
come
in
and
out,
it
has
really
been
a
pleasure
and
I
have
looked.
A
I
have
really
enjoyed
myself
and
appreciated
working
with
each
and
every
one
of
you
and
I
love
all
of
our
staff
and
can't
tell
you
how
much
I
appreciate
the
safe
space
we
get
in
chair
vice
chair
meetings
with
executive
staff,
where
we
have
fun
times
good
jokes
and
get
a
lot
of
work
done.
So
thank
you
all
appreciate
it
and
good
luck
with
that
meeting.
Ninja
meetings
not
adjourned.
A
Okay,
so
it
appears
that
we
got
a
somebody
registered
right
now
to
make
a
comment:
jen,
okay,
so
somebody
registered
to
make
a
comment
on
the
budget
number
five
amendment.
A
We
have
gone
past
that
and
are
ready
to
adjourn
at
this
time.
However,
the
public
hearing
will
be
open
on
january
18th
and
whoever
registered
for
today
we're
happy
to
hear
that
comment
on
january,
18th
or
yeah
or
happy
to
write
in
email
call
our
hotline
all
of
those
other
ways
to
communicate
with
us.
But
as
for
today's
hearing,
we've
moved
past
that
and
with
that
public
hearing
will
be
open
again
january
18th,
just
so
everyone's
aware
and
with
that,
unless
anybody,
unless
jen
runs
up
here
again,
we
are
adjourned
thanks.
Everyone.
