I
do
apologize

avocado

the

but
I
was
listening
in
on
the
section
about
the
80
unit,

units
and
one
of
my
concerns
as
someone
who
has
not
only
lived
in
an
Adu
unit
but
who
has
been
housing
insecure
for
roughly
about
five
years.

Councilman
Wharton
knows
me
personally
and
understands
quite
a
bit
of
my
circumstances,
and
my
concern
is
how
quickly
councilman
Pugh
Pui
is
is
willing
to
push
through.
Some
of
that
and
I
would
I
would
ask
to
observe
caution
as
councilman
Fowler
and
councilman
Morton
have
suggested.
I
personally
was
swatted
by
my
Airbnb
host
and
I'm,
still
struggling
with
the
after
effects
of
knowing
that
my
life
was
legitimately
in
danger,
because
we
do
not
have
of
good
faith
actors
out
there
as
landlords
and
as
councilman
Fowler
mentioned.

There
is
not
an
enforcement
agency
or
a
task
force
to
incentivize
any
of
these
landlords
to
be
better
Faith
actors
in
the
community
and
so
I
I
think
it's
really
not
wise
to
push
through
those
measures
simply
to
mitigate
housing,
because
the
impact
could
be
potential
loss
of
life
to
people
who
are
historically
marginalized,
historically
have
their
voices
erased
or
are
just
pushed
to
the
fringes.

I'm
still
the
elected
chairperson
of
adapt
Utah
and
even
within
my
own
organizations,
we
can
see
how
racial
Division
and
how
the
lack
of
opportunity
and
voice
really
does
have
a
detrimental
impact
to
human
life.
Maybe
perhaps
it's
not
in
paper
and
it's
not
in
those
studies,
but
as
someone
who
has
anecdotally
experience
against
it,
it
does
happen.

It
is
barely
measurable.
Yet
our
environment
is
so
contaminated
with
them
that
a
study
found
virtually
100
percent
of
America's
freshwater
fish
are
contaminated
with
these
chemicals
at
levels
that
would
make
eating
just
one
serving
of
fish
a
year.
A
health
hazard
one
research
researchers
stated
this
is
probably
the
greatest
chemical
threat
the
human
race
is
facing
in
the
21st
century.
The
former
EPA
scientist
said
if
the
intent
was
to
spread
PFA
pfas
contamination
across
the
globe.
There
would
be
few
more
effective
methods
than
lacing
pesticides
with
them.
O
Pesticides
are
highly
toxic
to
humans
all
by
themselves
and
at
low
doses,
but
pfas
contamination
takes
the
issue
to
an
entirely
new
level
of
urgency.
None
of
the
pesticides
being
used
in
the
city,
the
Northwest,
Quadrant
or
anywhere
else
are
being
analyzed
for
contamination
with
pfas
chemicals.
The
Salt
Lake
City
Council
should
pursue
the
authority
to
require
this
in
Salt
Lake
City
and
should
do
so
immediately.

Community
organization
I'm

tonight
to
talk
to
you
about
what
I've
been
experiencing
in
the
last
three
months
since
I
moved
from
a
board
member
of
elpco
to
now
the
chair,
the
first
thing
I
went
about
doing
is
training
a
new
board.
We
doubled
our
board
in
order
to
get
better
representation
across
the
breadth
of
alko
and
I'm.
Really,
you
know
proud
of
these
people
from
jumping
in
and
joining
us.
I
I'm
gonna
be
really
honest
here.

The
first
thing
that
you
know
jumped
out
with
me
when
we
were
training
the
new
board,
especially
on
land
use
issues,
was
concerned
about
enforcement,
especially
illegal
adus
and
illegal
duplexes
and
illegal
triplexes
that
you
know
in
Elko.

That
elpco
is
a
very
diverse
area
and
people
who
join
our
committees
get
stuck
between
our
people
and
doing
the
right
thing
by
sometimes
calling
out
our
people
for
not
taking
care
of
other
people
very
well
and
by
those
people
I'm
talking
about
renters,
who
are
in
bad
positions,
who
face
unhealthy
and
sometimes
really
bad
situations
regarding
adjustments
of
rent
Etc,
so
I
just
wanted
to
meet
you
all.

listened

all
day

and
it
was
really
great
to
be

It's
hideously
hot
summers:
it's
foul
air,
it's
out
of
control,
housing
market
and
this
study
of
gentrification
and
displacement,
where
we
are
on
The
Cutting,
Edge
of
positive
press
for
collecting
data
which
other
communities
do
not
have.
As
you
know,
the
good
news
is
that
we
actually
know
the
bad
news.
Now
we
need
a
team
like
Scotty
on
Star
Trek
to
Beam
us
out
of
the
mess
we
have
created
for
ourselves
over
Decades
of
poor
decisions
about
the
importance
of
housing
to
economic
viability
and
mental
health.

This
report
from
the
thriving
team
will
contain
the
tools,
the
ones
we
need
to
extricate
our
residents
from
housing
and
security.
The
tool
at
the
top
of
about
everyone's
list
is
housing
loss
mitigation.
It
will
surely
be
in
the
report
more
recently.
The
long
ignored
total
of
transfer
of
development
rights
or
tdrs
has
shown
up
in
discussions
about
affordable
housing
and
the
Redevelopment
of
Northpoint
tdrs
should
also
be
in
the
report.
It
will
not
be
hard
to
adopt
these
tools
for
Salt
Lake.
They
have
been
in
use
Elsewhere
for
decades.

North
Point
small
area
plan
should
be
all
about
protecting
the
area
and
its
residents
and
ensuring
a
safe,
Healthy,
Future
transitional
zoning
and
recent
rezone
requests
suggests
that
won't
be
the
case.
While
the
plan
has
some
good
ideas
in
it,
it
prioritizes
business
and
Warehouse
development
over
residents,
natural
areas
and
the
health
of
the
Great
Salt
Lake.

Please
start
taking
into
account
the
cumulative
effects
of
everything
that's
happening
in
the
Northwest
Quadrant,
the
Inland
Port,
probable,
freeway
expansion
refineries,
the
airport
and
the
Planned
increase
of
sprayed
pesticides
and
herbicides
to
control
mosquitoes
and
phragmites
before
you
allow
this
or
any
development
projects
near
the
South.

of
the
Great
Salt
Lake,
you
should
partner
with
Salt
Lake
County,
to
protect
the
lake
and
its
ecosystems
within
your
jurisdictions
from
future
further
impacts
and
harm.

Lady

Lourdes
Church
on
1100
East
700
South.
Thanks
for
this
opportunity

bring,
let
me
bring
to

attention
potential
development
concerns.
As
you
know,
the
Catholic
Diocese
of
Salt
Lake
City
is
considering
relocating
Judge
Memorial
High
School
and
Our
Lady
of
Lourdes
Elementary
School
to
2100
South.
The
diocese
is
exploring
the
possibility
of
selling
their
7.7
Acres,
where
the
schools
currently
are
located
to
provide
Redevelopment
funds
for
the
project.

Unfortunately,
the
0.4
Acres,
on
which
Our
Lady
of
Lourdes
Church
sits,
would
be
part
of
this
sale.
Our
Lady
of
Lourdes
church
is
listed
on
the
national
register
of
historic
places
as
a
contributing
building.
The
church
is
110
years
old.
It
is
financially
and
architecturally
sound
and
in
good
repair.
It's
a
beautiful
Salt,
Lake
treasure
that
is
in
scale
and
in
character.
With
the
neighborhood.
The
church
has
been
a
Sacred
Space
for
General
operations
for
a
remarkably
diverse
and
Vibrant
Community,
the
church
predates
Judge
Memorial
by
approximately
a
decade.

During
the
time
of
the
Spanish
Flu,
based
on
the
number
of
citizens
who
have
signed
petitions
and
sent
missives
to
the
diocese,
neighbors
and
congregants
have
a
keen
interest
in
preserving
the
church,
a
sentiment
that
is
not
shared
by
the
diocese
thus
far
in
the
event
that
a
sale
is
consummated,
the
neighbors
and
congregants
would
expect
to
be
invited
to
participate
in
rezoning
discussions.
It
should
be
noted
that,
because
of
the
church's
historic
status,
the
building
would
be
eligible
for
tax
credits
for
adaptive,
reuse.

past
chair
of
the
West
Point
Community
Council
I'm
here
just
to
make
a
few
brief
comments
here
in
the
coming
weeks
and
you'll
be
working
on
the
North
Point
small
area,
master
plan
and
I
hope
as
you
go
through
this
there'll
be
a
couple
of
things
that
you'll
remember
as
you
win.
One
is
that
it
is
a
master
plan.

It
is
not
a
zoning
document.
It
is
designed
to
provide
a
vision.
We've
been
working
on
it
for
four
years
with
the
intent
that
it
would
resolve
all
the
or
many
of
the
problems
we've
been
having
for
the
last
few
years
regarding
multiple
annexation
and
rezoning
requests.
It
was
our
expectation
at
the
master
plan,
would
identify
a
few
options,
policy
options
and,
by
the
time
I
got
to
the
city
council.
Those
options
would
be
narrowed
and
be
clear
that
we
have
a
rational
discussion
and
a
resolution
to
the
issues.

Unfortunately,
here
we
are
four
years
later:
a
hundred
thousand
dollar
contract
has
been
LED
and
work
has
been
done
and
we're
not
anywhere
closer
to
where
we
were
when
we
started
this
four
years
ago,
why
that
is
there's
one
question,
I
hope,
you'll,
that
you
will
consider
ask
yourself:
we
didn't
have
to
be
in
this
type
of
a
position
with
this
much
controversy
and
angst.

we
have
done
this
process
and
spent
a

better

done
the
process
better

that
we
weren't
in
this

communities

there
for

taxes

city

manufacturing
stuff

rezoned
across
the
street,

us
for
housing,
there's
another
one
that
just
went
that
got,
sold
and
went
to
Massachusetts
or
Minnesota.

flip

housing

know
this

District,

I

not

we
have
made

request

denied,

least

area

a
new
master
plan.
Evidently
now
in
the
works,
I
was
pleased
with
the
results,
as
was
most
of
the
audience,
but
since
then
I
have
been
having
second
thoughts
about
how
much
good
such
a
small
area
plan
would
do.
The
whole
South
Shore
of
the
Great
Salt
Lake
is
suffering
from
the
kind
of
Peace.
This
kind
of
Peace
meal
planning.

It
happens
to
be
the
home
to
important
Wetlands,
Uplands,
Duck
Club,
duck
habitat
all
preserved,
mostly
by
the
efforts
of
individuals
and
private
organizations,
but
almost
by
accident,
with
little
coordination
and
with
little
or
no
support
from
the
rest
of
us.
We
know
the
lake
is
in
serious
trouble,
so
these
small
pieces
of
habitat
have
become
critical.
Now
that
the
lake
is
shrinking,
if
the
lake
continues
to
dry,
these
Remnant
habitats
sometimes
maintain
somewhat
artificially,
may
be
the
only
hope
for
the
survival
of
some
bird
species.

So
what
can
you
do
as
the
Salt
Lake,
City,
Council,
first
and
specifically,
Salt
Lake
City
must
look
Beyond
a
small
limited
plan
for
the
North
Point
area
and
substitute
a
larger
Vision.
The
whole
South
Shore
of
the
lake,
even
including
the
Inland
port,
look
elsewhere
for
help
Salt
Lake
County
corporations
foundations.
Even

hope
the
legislature
