applicant
owns

property

has
the
remnants
of
a
historic
carriage
house,
and
he
would
like
to
rebuild
it
based
on
the
council's
direction.
During
the
work
session
briefing,
the
ordinance

by

staff
in
the

and

is
the
ordinance
that's
being
considered

This
Carriage
House
is
really
important,
architecturally
in
the
city,
because
it
was
designed
by
Richard
k.a
cladding
who's,
known
as
the
grandfather
of
Utah
architecture.

Works
include
the
Utah
State
Capitol,
the
original
Saltair
Pavilion
and
the
Fisher
Mansion
and
Carriage
House,
the
Fisher
Mansion
and
its
Carriage
House
are
very
similar
to
the
William

beer
estate
that
the
applicant
owns
the
goal
of
this
text
amendment
is
to
allow
reconstruction
of
the
historic
Carriage
House,
based
on
historic
photos
and
like
many
Parcels
in
the
Avenues.
This
one
is
oddly
sized
and
does
not
meet
current
thresholds
for
a
second
non-primary
structure
on
the
lot.
So
that's
the
reason
this
is
coming
before

these
intersections
as

prohibit
new
drive-through
facilities
in
the
Sugarhouse
business
district.
Currently,
drive-throughs
are
allowed
for
financial
institutions,
restaurants,
retail
goods
and
Retail
Services
in
the
business
under
the
proposal,
existing
drive-throughs
would
be
allowed
to
continue.
This
is
not
a
city-wide
proposal.
It
would
apply
only
to
the
Sugarhouse
business
district.

not
allow

drive-through,

we

and
Banks
were
very
valuable
and
people
who
didn't
want
to
get
out
and
mingle
with
everybody

support
this
change
in
use
for
drive-throughs
in
the
Sugarhouse
business
districts.
This
should
not
be
a
permitted
or
conditional
use,
as
the
detrimental
effects
cannot
be
mitigated.
The
traffic
issues
due
to
inadequate
stacking
space
could
not
be
solved
when
there
is
limited
space
in
parking
lot
configurations.
We
see
this
in
several
businesses
in
the
area.
Already
the
problems
with
air
pollution
are
even
worse.
You
can
have
cars
waiting
for
at
least
20
minutes
when
waiting
to
pick
up
food
during
business
times.

Also,
it
seems
antithetical
to
Salt
Lake
City's
push
for
a
less
car-centric
City
to
encourage
people
to
use
their
cars
on
one
hand,
Salt
Lake
City
is
limiting
parking
by
eliminating
parking
requirements
and,
on
the
other,
by
allowing
drive-throughs
encouraging
car
use.
Some
concerns
have
been
raised
regarding
the
different
intensity
of
use
by
drug
stores
and
financial
institutions
and
fast
food
establishments.
This
can
be
addressed
by
eliminating
drive-throughs
at
fast
food
places
only
while
requiring
adequate
stacking
spaces
in
the
other
uses.

worked
hard
over
several
years
to
curate
a
mixed-use
community

destination
for
recreation,
dining,
retail
and
housing.

key
to
the
success
is
supporting
many
uses
in
a
small
footprint
allowing
drive-through
restaurants
in
this
Zone
flies
in
the
face
of
all
that
hard
work
that
has
been
done
to
create
what
we
know
and
love
as
Sugar
House
drive-throughs
only
support
a
single
use
and
are
one
of
the
least
efficient
uses
of
spaces,
so
I
support
the
prohibition
on
new
drive
through
establishments
in
the
Sugarhouse
business
district.

excited

Salt
Lake
City

a
world-class
City
and
we
think
world-class
City
should
have
world-class
restrooms
available
for
patrons
for
tourists
for
the
people
that
come
through.
We
know
that
restroom
safety
and
vandalism
have
been
ongoing
problems
in
city
parks,
especially
large
heavily
used
Parks
Fairmont
Park
is
a
vital
Park.
It's
a
lively.
I
It
has
lots
of
people
using
it
and
there's
a
lot
of
times
when
we're
not
able
to
use
the
restroom
so
we're
proposing
in
the
CIP
a
planning
study
to
update
the
planning
guidance
for
parks
and
restroom
policy
and
give
the
city
a
long-term
vision
for
how
restrooms
can
be
developed
to
meet
the
needs
of
the
parks
and
the
citizens.
We'd
like
to
revisit
the
policy
guidance
outlined
in
the
2013
executive
branch.
Memo
that
we've
referenced
is
the
cost
of
building
public
restrooms.
I
That
could
be
updated
and
learn
from
large
cities
that
have
tackled
this
problem.
Just
like
Salt
Lake
City
can
do.
We
also
hope
that
we
can
have
support
from
Consultants.
We
have
public
engagement
and
the
creation
of
Citywide
Park
restroom
planning
study.
That
makes
a
difference
for
the
entire
Community.

possible,
we
would
love
to
Pilot
a
restroom
that
meets
the
needs
of
Fairmont
in
Fairmont
Park,
so
our
budget
includes
that,
but
we
really
want
to
see
that
the
study
occurs
such
that
we
have

way

fund
slowly
over
time
as
budgets
are
able

bathrooms
for
great
Parks

prioritization

statue

Lake's

was
stolen.

we
urge
parks
to
file
a
police
report,
the
Press
remains
silent,
leaving

incident
unaddressed.
Sister's
heartfelt
cries,
echoed
yearning
for
the
restoration
of
this
profound
symbol
of
their
cherished
friendship,
determined
to
mend
the
broken
threat
of
friendship.
The
people
of
Salt
Lake
embarked
on
a
quest
to
replace
the
stolen
statue
through
CIP
funding
as
the
mayors
of
Salt
Lake
in
Matsumoto,
clinked,
glasses
and
sang
karaoke.

Nifty
citizens
stepped
outside
their
homes.

functioning

Liberty
Park
Greenhouse,

before
my

wonderful
demonstration

that
huge
patch

grass
in
front

it

a

way
to
teach
the
people
of
Salt
Lake

greenhouse
and
then
you
can
show
them

bark
them
out
of
water
each
one's
had

summer.
So
they
learn
about
buffalo
grass
and
other
things
and
the
kids
at
youth

would

perfect
project
for

fall
and

classmates
about
what
it

not

to

plants
we're
losing
so
many
trees,
because
people
just
turn

water

They
were
Hollow
on
the
inside
because
they
hadn't

people
in
the
city
care
about
their
green

nighttime
visitor

design
Peak
Nature
Park,

sheer
volume

it
as
we
get
up

created

public
safety
habit

fires
in
the

of
firearm
being
discharged

park

fence

nighttime
hours
for
this

of
restriction
isn't
new,
for

the
small

already
fits

gate

it's
locked
at
night,
so
this
is
a
growing
issue
for
the
community.

live

closest

Space
that

right
outside

become
quite

walkable

become

place
where
a
lot
of
trash
is
being
deposited

signage
was
removed
from
the
neighborhood
which
the
CIP
application
asked
for
as
well,

we
would
love
to
bring
branding
back
into
the
neighborhood
after
it
was
removed
after
the
street
reconstruction.

in

would

study

intersection
in
particular

safety
in

critical
part

East
for
the
last
13
years,
and
this
is
the
second
time
that
we've
submitted
having
curb
gutter
in
sidewalk
as
a
CIP
proposal.
Both
times
it
has
not
been
recommended,
and
the
cost
for
the
project
has
increased
substantially
from
the
previous
request
to
this
year's
request.
I.
Imagine
that
will
continue
to
happen
for
as
long
as
this
project
is
not
completed,
and
while
we're
waiting
for
this
work
to
be
done,
the
conditions
of
the
road
continue
to
worsen.

The
condition
of
the
street
was
rated
in
2021
using
the
overall
condition
index
at
24.14,
and
it's
estimated
to
have
since
declined
to
22.41
in
2019,
the
council
policy
goals
and
metrics
established
the
goal
to
increase
the
overall
condition
index
of
the
city
streets
network
from
Port
Affair.
The
continued
deterioration
of
1200
East
over
the
next
several
years
will
likely
bring
the
condition
below
the
threshold
of
15,
which
is
qualified
other
streets.

city

reconstruction
in
the
six-year
plan,
despite
that
likelihood,
1200
East
will
have
some
of
will
be
ranked
as
having
some
of
the
worst
conditions
in
the
city,
and
there
are
not
funds
in
that
program

is
frequently
used
by
people
in
the
neighborhood
for
walking
dogs,
kids,
riding
bicycles
and
families,
but
due
to
the
lack
of
sidewalk
they're
forced
to
walk
in
the
road,
creating
potential
safety
concerns.

these
challenges
becomes
not
only
a
matter
of
infrastructure,
but
also
a
crucial
step
towards
ensuring
the
well-being
and
safety
of
the
neighborhood.

the
neighborhood
are
also

favor

this
work

effort
to
get
this
project
completed
before
costs
rise
even
further
and
cost
taxpayers
additional
funds.

hope
that
this
project
can
be
reconsidered.

City

feel
like
one.
It's
had
very
little
upkeep
and
investment

the
years.
It
lacks
signage,

in
lighting
or
much
else

way

amenities.
Our
application
is
asking
the
city
to
preserve
and
improve
an
already
existing
park
that
is
likely
to
see
much
heavier
use
with
the
change
to
the
ballpark
zoning.
We're
asking
for
money
to
put
a
walking
path
around
the
detention
Pond
berm
in
the
park,
similar
to
what
Liberty
Park
has
and
what
the
budget
allows.

signage
lighting,
trash
cans
and
benches

area
around
the
park
is
transitioning
quickly,
there's
a
lot
of
vacant,
Lots,
loitering
and
camping
in
the
park,
but
there's
also
a
lot

new

more
on
the
way.
We
feel
that
a
walking
path
is
a
perfect
fit
for
this
Unique
Park.
It
will
draw
additional
residents
into
the
park
for
healthy
activities
of
walking
and
staying
active
outside
it'll,
encourage
people
to
explore
all
corners
of
the
park
throughout
the
day
and
the
year
and
increase
population
activation.

control

in

things

control

awareness

effective
those
programs
are
and

getting
people
into
shelters

the

level

you

could
actually
move
people
off
the
street,

start
that
with

like
to
remind
you
that
Miller
bird
refuge
was
donated
to
the
children
of
Salt
Lake
and
the
region
and
I
live
adjacent
to
the
park.
I
see
children
down
on
the
lower
path.
Every
day
it's
15
to
20
degrees
cooler
year
round
in
the
summer.

Excuse
me
in
the
summer
as
much
as
60
degrees,
cooler,
the
children
migrate
down
there.
That's
why
they
want
to
be.
There
I
wrote
the
CIP
proposal
to
reinstate
that
path.
It
has
been
categorically
ignored,
ignored
to
the
extent
that
the
city
now
intends
to
demolish
it
and
block
it
off.
I
would
hope
that
you
would
exercise
your
checks
and
balances
authority
to
take
a
look
at
those
kinds
of
things
that
are
happening
in
our
city
that
are
not
intended
by
the
applicants
of
the
CIP
process
and
I'm.

000
appropriation
grant
for
a
sanctioned
Campground.

bravery
to
enact
novel
solutions
to
solve
the
homeless
epidemic.

We're
so
excited
to
work
with
the
city
council
and
present
our
sanction
Campground
plan,
that's
steeped
with
input
collaboration
by
lived
experience,
experts,
our
friends
living
in
tent
cities
all
over
the
city
and
the
best
practices
from
across
the
country.

We
spent
hundreds
of
hours
evaluating
best
practices
and
met
with
a
Colorado
Village
collaborative
last
week
to
figure
out
how
best
to
do
this
and
we'll
visit
their
historic
campgrounds
with
our
board
leader
this
month,
and
you
know,
we
know
that
this
is
going
to
be
another
bad
winter,
based
on
how
wet
and
our
our
spring
and
summer
has
been,
and
we
know
that
there
are
a
lot
of
difficulties
in
in
doing
something.

That's
new
and
there's
a
lot
of
trepidation
and
a
desire
to
maybe
scapegoat
to
another
player
that
may
not
have
to
face
the
same
liability
of
the
city
and
acting
and
standing
strong
and
and
making
this
happen.
But
we're
asking
you
please
be
brave:
please
continue
to
be
brave.

the

Family
who
took
care
of
Rio
until
he
was
returned
and
how
we
helped
raise

000
for
them
to
purchase
a
new
trailer,
but
we're
afraid
that
the
KOA
standards
will
still
prohibit
them
from
passing
their
background.
Check
and
they'll
still
be
out
there
camping
in
the
streets,
but
there's
no
other
option
for
them.
We
have
several
formal,
unsheltered
individuals
living
in
trailers
in
people's
yards.

I
would
like
to
thank
the
council
for
hearing
us
today
being
someone
who
has
been
through
being
unsheltered
for
a
few
years
with
my
family.

I
have
two
young
daughters
and
my
wife,
The
Nomad
Alliance
has
changed
our
lives
and
to
the
point
where
I
was
inspired
to
join
and
become
a
volunteer
with
their
program
and
since
I've
been
doing
that,
I've
watched
them
come
in
and
literally
change,
so
many
lives
just
like
they
did
with
mine,
we're
working
hard
to
come
up
with
a
plan
for
the
sanctioned
Campground
and
are
so
excited
about
the
the
funding
that
has
been
granted
toward
that
end.

I
honestly
can't
tell
you
how
many
people
are
just
begging
for
us
to
push
to
get
those
campgrounds
you
know
put
together
and
set
up
so
that
they
can
have
a
safe
space
where
they
can
start
to
rebuild
their
lives
without
having
to
move
because
of
abatements
every
few
weeks
or
even
less.
In
some
cases,
it's
it's
really
hard
and
I'm.
Speaking
from
experience
going
from
making
forty
dollars
an
hour
to
next
to
nothing
and
losing
everything
and
putting
my
children
through.
