and
never

from

Springs

city
of
Tarpon
Springs,
with
your
signature
and
the
signature
of
the
commissioners?

done

to
give

community

this
is
being
held
from
our
community
to
accept
our
residents
from
Tarpon
Springs,
with
a
letter
of
safe
passage.
It
used
to
be
very
common

80s

90s
to
do
that
so
I'm,
requesting,
if
at
all
possible,
have
one
sign
it
with
our
sill
and
give
it
to
the
church
office
to
take
with
them.
I
think
it
would
be
very
well
appreciated
to
the
mayor
of
that
community
being
that
we
have
a
young
man
from
Tarpon
Springs,
Keitha
lilius.

He
has
a
title.
He
is
now
the
Archbishop
of
the
Greek
Church
are
the
Greek
archdiocese
for
the
area
of
England
and
we're
very
proud.
He
grew
up
in
Tarpon
he's
been
in
China
he's
been
all
over

world
and
the
patriarch
saw
enough
in
him
to
dispose
to
give
this
great
order
to
him
and
his
family,
and
not
just
the
Greek
community,
the
entire
community
of
Tarpon
Springs.
So
that
would
be
very
nice
from
one
mayor
to
the
next,
except

citizens,

open
arms

graciousness.

up

were
a
lot
of
logistics
involved
with
getting
things
ready

day

the
filming

all
that
hard
work
made

day
of
filming,

successful,

so
we're
proud

show

especially
proud
that
this

all
locally
driven.

that
you
see

hear
is
local
and
all
the
people
involved
in
it

winners

our
photo

entries
in
the
photo
contest

exhibiting

a

celebrate
all
the
great
things

is
so
important
to
us,
because
tourism
is
how
many
display
and
drives
our
local
economy
on
the
video

always
supported
more
marketing
for
our
city
as
a
tourist
destination.
We
need
to
do
all
we
can
to
bring
people
into
Tarpon

businesses

so

very
excited

finally
gotten

funding
to
launch
this
explore.

think
that
maybe
we
work
with
the
Merchants
Association
or
the
Chamber
to
partner
for
the
commercial,
because
I
think
they're.

that
there

of
efforts

not
just
you

members

staff
and
from
the
public

collaborated

make

spending

marketing

beautiful
city

more
people

have

town
comes
out
and
supports
this
as
a
whole
community.
There's
a
lot
of
individuals
and
residents
that
never
left
tarpon
springs
or
came
back.

grew
up
going
to
school
here

now
we
have
multiple
people
on
the
board
that
went
to
tarpon
high
and
are
also
grew
up
in
this
area.
So
I
love
seeing
the
homecoming
parade.
It's
one
of
the
things
that
you
you
see
on
movies
and
it's
really
a
true
life
here
in
Tarpon
Springs,
so
excited
to
see.
That
also
believe.

mayor
brought
this
up
as
one
of
the
items
and
one
of
our
past
meetings,
and
it
was
supported
by
the
rest
of
the
board
to
was
adding
additional
coverage
for
the
employees,
life,
insurance
and
long-term
disability,
and
it's
a
minimal
cost
for
the
city.
But
at
this
time
it
really
increases
the
death
benefit.

year
this
is
the
maximum
that
we
can
set
for
the
millage
rate.
I
know
we
had
a
budget
meeting,
we
talked
about
possibly
reducing
that,
but
we
still
have
another
budget
meeting
to
go
and
we
have

public
hearings

go.
So
my
recommendation
is
that
you
adopt
this
at
the
5.4,
which
means
that
would
be
the
maximum
that
you
could
go
to
and
then
obviously,
during
the
bras
budget
process,
you
can
lower
it.
However,
you
see
fit
but
again,
once
we
set
this
number,
you
can't
raise
it.

would
be
my
recommendation
for
tonight
to
approve
that.

issue
with

ridership
and

we're
using
4ps
DA's
criteria
for
financial,
so
what
we
are
adding
on
there.
The
addition
you
see
in
there
is
the
ability
to
review
hardships
of
seniors,
and
you
know
that
threshold.
You
know
you
can
be
a
little
above
the
threshold.

thresholds
low
I,
can't
remember
on
top
of
my
head
what
that
threshold
is,
but
I
think
it's
eliminating
a
group
of
seniors
that
are
in
need
and
I
think
it'll
help
increase
the
ridership.
So
that's
the
two
things
this
does
extend
the
date
and
we
have
plenty
of
money
to
finance
it
through
the
through
next
year
and
again,
with
that,
with
the
ability
to
review,
keep
seniors
on
hardships,
I
think
we'll
be
able
to
increase
the
ridership
and
the
use
of
it
and
spreading
the
word
for
it.

mr.

stated,
that
we're
requesting
to
extend
the
agreement
with
the
PSD
a
this
is
the
program
that
mr.
lecoeur
is
and
I
will
work
very
hard
to
bring
to
Tarpon
Springs,

provide
transportation
for
the
seniors
and
we're
requesting
to
extend
this
program
and
also,
like
you,
have
this
opportunity
to
thank
the
hospital,
the
event
health
of
North
Pinellas
for
sponsoring
this
program
and
actually
pay
for
the
program
to
provide
transportation
for
our
seniors.
So
thank
you
to
the
hospital

thank
you
to
all
of
you
supporting
this
program.

just
want
to
state
my
support
for
this
project
and
Thank
You
mayor
and
the
other
commissioners
who
are
involved,
and
you
know,
driving
this,
this
funding
agreement,
so
to
speak,
an
initiative,
if
you
will
something
that
you've
been
working
on
for
a
long
time,
is
trying
to
provide
some
that
ridership
for
our
elders,
mayor
being
that
I'm,
not
as
familiar
with
it
relatively
new
to
this
term
on
the
board,
mr.
city
manager.
Can
you
give
a
little
bit
of
background
as
far
as
what
you're
talking
about
regarding
restricting
the
ridership?

We're
looking
at
criteria,
we
were
looking,
we
decided
on
what
the
PSD
decides
on
or
the
level
of
income
which
is
low
to
be
able
to
ride
their
buses.
I
think
it's
I,
think
one
of
the
problems
is
that
our
seniors
that
are
just
above
that
they're
I
shown
again.
We
were
starting
the
program
out
to
see
some
of
the
examples.

I
think
we've
seen
is,
for
instance,
you
know
whatever
it
is
say
it's
750,
you
know
seniors,
do
get
checks
of
780
a
month
800
or
what
is
just
above
that
you
know,
since
that's
the
only
criteria,
they
wouldn't
be
eligible,
the
PSD
to
the
program.
So
what
this
would
do
is
then
be
able
to
say
what
their
hardship
is.
So
maybe
they
make
$50
over
the
monthly
rate,
but
they're
seniors.
They
have
no
family
and
they
have
no
transportation.

That
way
they
could
submit
what
their
hardship
is
and
it
can
be
evaluated
to
increase
the
program.
I
think
that's
going
to
get
some
people
that
need
the
program
and
again
they're,
not
people
to
get
a
lot
of
money
more
than
the
level
PSD
a
does,
but
I
think
that'll
capture.

of
the
seniors,
though,
do
that
so
that's
why
so.

have

time

information

the
code
enforcement
department
has
provided
you
relative
to
the
criminal
activity
that
has
transpired
over
the
last
three
years
of
this

There
have
been
over
400
calls
associated
with
this
address

past
three
years
and
there's
also
additional
backup
talking
about
the
individuals
that
have
been
involved
and
either
managing
the
property
are
now
owning
the
property.

matter
was
brought
before
the
code
enforcement
board
at
the
last
meeting
to
request
their
authorization
to
begin
foreclosure.
The
code
enforcement
board
did
in
fact,
to
give
that
authority.
The
outstanding
liens
are
in
excess
of
a
hundred
and
ten
thousand
dollars
on
the
property.
It
is
obviously
non
homesteaded
and
again
it
is
uninhabitable,
as
it
is
currently
shown
in
the
photographs,
so
I'm
asking
for
your
authority
to
begin
foreclosure
proceedings.
The
ultimate
goal
here
is
to
have
the
property
demolished
to
avoid
any
further
use
of
that
building.

pursuant
to
the
state
statute,
the
property
owner,
is
noticed
by
way
of
a
notice
of
violation.
The
notice
of
violation
provides
for
compliance
date.
If
it's
not
complied
with,
then
it
goes
to
a
code
enforcement
board.
Hearing
the
code
enforcement
board
hears
the
testimony
and
evidence
relative
to
the
property.
In
this
case
the
property
owner
and
the
manager
appeared
at
the
code
enforcement
Board
hearing
presented
their
evidence.

enforcement
board
found
the
violations
existed
in
order
to
find
to
be
paid
subsequent
to
that
there
is
a
reach
out
for
the
property
owner
to
bring
the
property
into
compliance
by
me.
I
have
had
several
conversations
with
a
number
of
individuals
associated
with
the
property,
including
two
different,
attorneys
and
I
was
unsuccessful
in
getting
the
property
owners
to
bring
the
property
into
compliance,
and
it
was
unsuccessful
to
receive
any
type
of
settlement
offer
to
settle
in
the
matter
either.

one

the
properties
that
was
brought
forward
by
city
staff
as
being
one
of
those
properties
that
has
been
in
violation
for
a
number
of
years?
There's
an
outstanding
code
enforcement
lien
on
the
property
of
over
$100,000.
It
is
a
source
of,
in
addition
to
complaints,
possible
safety
aspects
related
to
the
structure
itself.

Every
time
that
there
is
a
storm,
a
heavy
storm
pieces
of
the
building
fly
off
into
neighboring
properties.
You
can
see
from
the
photographs
that
are
in
your
pack
up
the
state
of
the
building
itself
and,
in
addition
to
that,
you'll
also
see
some
staff
staffing
relative
to
the
attempts
relative
to
speaking
with
the
church
member.
That
was
in
control
of
the
property
for
a
number
of
years
and
has
been
unsuccessful
to
get
that
person
to
bring
the
property
into
compliance.

There
was
an
attempt
to
convey
the
property
a
couple
of
you
actually
five
years
ago.
There
is
a
quick
claim,
deed
in
your
package
that
you
can
see
where
some
individual
tried
to
convey
the
property
to
another
individual.
That
deed
is
ineffective
because
of
the
fact
that
it
wasn't,
it
wasn't
filled
out
properly.
Didn't
have
the
proper
names
of
parties
and
so
forth,
and
so
it's
an
ineffective
deed
and
therefore
the
property
still
remains
in
the
name
of
good
spirit,
music
ministries,
which
has
been
a
defunct
Corporation
for
many
years.

This
building
at
500,
East
Oakwood
Street,
was
built
as
a
church.
According
to
the
Pinellas
County
tax
records,
it
was
built
in
1950,
so
it's
pretty
close
to
70
years.
Oh,
it
does
have
a
lot
of
history.
I
don't
have
all
of
that
tonight
to
present,
but
what
I
do
want
to
bring
to
the
city's
attention
is
that
this
was
a
church.
A
historical
building
and
I
realized
that
there
are
procedures
to
come
before
the
word
demolition
come
up,
but
should
demolition
come
up.

I
would
like
to
ask
the
city
to
consider
this
as
a
historic
building
in
the
Union
Academy
neighborhood
of
top
and
Springs,
and
restore
it
to
a
cultural
center
where
it
can
be
used
for
a
variety
events.
Now,
should
this
come
to
focus,
this
would
be
the
very
first
building
in
the
city
of
top
and
Springs
in
the
Union
Academy
neighborhood
identified
as
historical.

There
have
been
many
others,
but
they
are
torn
down
now
and
I
can
remember
when
there
was
talk
about
the
Masonic
Hall.
That
was
a
historical
building
that
should
have
been
kept.
It
house,
the
Masonic
family,
the
Royal
Arch
Masons,
the
Eastern
Stars
and
many
other
fraternal
organization,
but
it's
gone
now.
So
that's
why
I'm
asking
that
this
historical
building
be
restored,
identified
as
historical
and
turned
into
a
culture
center
to
be
used
by
the
community
of
top
and
springs
as
a
whole.

But
the
cities
that
give
all
consideration
to
restoring
this
building,
identifying
it
as
historical
in
nature,
which
it
is
and
also
there
is
a
lot
of
history
behind
the
person
who
I
was
in
charge
of
this
building.
For
some
time
the
musician
Billy
Emerson,
longtime
resident
and
as
far
as
taking
care
of
the
building
and
not
we
have
with
the
fine
Billy
Emerson
is
probably
91
years
old,
so
he's
physically
physically.

He
cannot
both
physically
and
financially.
He
cannot
pay
the
city
too
fine
to
keep
this
building
and
in
the
procedure
of
foreclosing,
then
it
would
go
to
the
city.
So
that
is
why
I
am
asking
to
give
consideration
to
the
history
of
this
building
restored
so
that
it
we
a
cult
resenha
put
to
good
use
in
the
community
for

South
Pinellas

property

an
existing
money
warehouse
but
there's
a
front
building
in
the
front
that
had
been
an
existing
strip
commercial
center.
It
is
essentially
a
vacant
vacant
at
this
point
and
the
applicant
is
requesting
that
that
portion
of
this
property
be
converted
into
the
mini
warehouse,
and
so
that's
what
the
the
crux
of
this
particular
application
was
for.
Based
on
the
review
criteria,
the
proposed
use
for
the
subject.
Property
was
reviewed
for
the
high
business
district
and
it
requires
this
conditional
use.

applicant

argued
that
the
use
is
appropriate
for
the
highway
corridor.
Really,
the
staff
doesn't
agree
with
that.

intention
of
this
particular
corridor
and
the
staff
has
participated
along
with
Pinellas
County

communities

all

carry
their
is
to
create
a
corridor
that
is

retail
primary
retail
corridor,
where

have
a

of
small
business

is

prime

existing
building
configuration
for
that
type

trying
to
work
through
of
those
issues.

at

took

found
that
the
application

against

recommendation

June
17th
and
recommended
denial
of
the
application
and
resolution
with
one
dissenting
member.

we
were

this

in
time,

did
not

saw
that
this
was

approvable

for
an

Association

League

and

planning

basically

the
same
thing

they're
doing

moving
forward

exploring

bald
eagles

has

in

Chesapeake
Bay
throughout

the
list
wasn't
available

government

they

focused
on

history

community

representative

lot
of
the
other
important
components
of
our
city
and
that

do
better
in
this
era
in
which
most
government
agencies
and

government
agencies
are
looking

their

and

standards

equity
and
diversity.

believed

to

forward

believed

had

program

successful

the
beautiful
tarpon
springs
presentation

which
was
magnificent.

about
Ybor,
City
and
Tampa,
and
their
program
has
been
very
successful.

don't
usually
like

say,
let's
go
to
other
communities
and
follow
them
because
we
are
tarpon
springs,
but
I
think
they
have
information
which
will
help
us
organize
and
do
it
right
and
do
it

and
it
takes
not
just
one
year,
six
months
or
one
year.

takes
time
sometimes
like
they
said
on

Tampa
two
to
three
years
to
get
all
the
information
together
and
pick
the
buildings

get
it

we've
got
so
much
