her
and

by

she

smile
and
lit
up
every

active

and

residents
and

kind

close

my
heart,

I
was
adopted

I
was
living
in
Constantinople,
my
mother
remarried

pilot
in

Air
Force,
and
it
did
change
my
life
and
probably

might
still
be
there,

it
changed

life

forever
thankful
to

wife
has
type
1
diabetes,
it's
much
different
than
type
2
diabetes
and
there's
a
couple
of
statistics.
She's
pricked
her
finger,
25600

times
and
she's
being
diagnosed
with
diabetes
at
age.

she's
changed
her
insulin
sight
where
her
insulin
pump
goes
1325
times
over
that
time
as
well,
and
she's
lived
with
diabetes
for
5436
days,
it
type
2
diabetes
is
different.
It's
a
juvenile
diabetes
and
it's
something
that
when
someone
has
juvenile
diabetes,
they
have
to
make
sure
they're
giving
themselves
insulin
every
time
they
eat
something.

If
it
has
any
sugar
or
carbohydrates
in
it.
And
then,
if
their
blood
sugar
drops
below
a
certain
number,
they
need
to
make
sure
they're
eating
candy
or
juice.
Something
along
those
lines
as
well
and
the
technology
has
come
a
long
way
to
where
they
have
a
device
that
could
read
their
blood
sugar,
every
5
minutes,
and
so
they
can
alert
them
and
tell
them
if
their
sugars
are
trending
up
or
turning
low.

So
it's
really
encouraging
to
see
that
diabetes
has
come
so
far
because
it
was
a
death
sentence
when
you
had
type
1
diabetes
at
the
turn
of
the
century,
and
now,
with
the
arrival
when
the
doctors
found
out
that
you
could
use
insulin
to
help
cure
high
blood
sugars,
that's
really
helped
transform
and
really
made.
The
I
guess
hope
for
these
individuals
that
have
type
1
diabetes
and
really
succeed
in
life.

I'm
grateful

all
the
new
technologies
that
come
out
in
this

the

to

responses

qualifications

the
roadway
new
sidewalks
on

sides
of

and

section
of
roadway
and
the
project
will
require
us
to
adjust

them
to
facilitate
seamless
construction

the
opportunity

contract
directly

FDOT

in
their
construction
contract,
basically,
packaging
it
all
together
in
a
single
project
that
the
d-o-t
would
manage.

work
will
be
completed
per
city
specification

technical
documents
were
reviewed
and
prepared
by
the
city
engineer
record.
So
we
had
input
into
what
works
being
and
we
will
have
city
staff
on-site
witnessing
the
work
during
construction

well,

will
be
providing
oversight
on
work,
that's
being
done
in
and
around
and
for
our
utilities.

The
work
includes
protecting
existing
pipes
with
concrete
and
sheet
piles,
adjusting
the
location
of
some
smaller
pipes
and
adjusting
to
fire
hydrants.
So
that's
the
first
agreement
that
I'm
asking
you
to
approve
tonight.
The
second
is
a
little
bit
simpler.
It's
a
maintenance
agreement
between
the
city
and
the
d-o-t
to
have
the
city
periodically
clean
out
two
of
the
storm
drain,
inlets
that
they're
going
to
be
putting
in
or
known
as
catch
basins
that
they
are,
that
they're.

part
of
this
project.

Excuse

these
inlets
were
adjusted
at
the
city's
request
to
avoid
conflict
with
a
major
force
main
in
this
area.
This
agreement
involves
no
monetary
exchange.
These
cleanings
will
be
incorporated
into
routine

schedule

staff
using
existing
City
equipment.

pretty
simple
thing
for
us
to
do

housekeeping

use

reduce
our
liability,

a
plethora
of
arguments

can
be
made
for
why
it's
a
positive
thing
to

particular

a
piece

surplus
property,

surrounded
by
one
property
owner.

person

we
could
even
sell

to

bit

improve
the

docks

sidewalk
extensions,

landscape

area

could

better
job
of

chance
to
meet
with
senator
Rubio
at

my
meeting,
because
he
had
a
committee
meeting.
He
was
in,
but
I
got
to
meet
with
the
staff
for
about
45
minutes
and
talk
about
different
ideas
for
tarpon
springs
and
other
issues
that
were
running
into
with
flooding
issues
again.
The
dredge
situation
for
recurring
maintenance,
dredge
and
then
also
had
the
opportunity
to
meet
with
congressman
bill
or
act
as
his
staff.

was
back
home
because
they're
out
of
session
last
week,
but
that
I
did
to
have
an
opportunity
to
take
a
tour
of
the
Capitol
with
his
staff,
and
that
was
a
great
experience.
I
was
able
to
tour
the
White
House
as
well,
which
was
a
great
experience
and
really
enjoyed
being
up
in
DC
at
the
time.

ended
up
getting
a
lot.

cold
on
Friday
and
Saturday,

be

in

that
we

to
make
that
to
look
as
good

the

North
portion

I
would
discuss
them
many

haven't
see
anything
on
that
as
well.

hours

color

in

needs

need

need

parking
garage

things
that

mentioned

think
are
good,

for

whole,

see
more
just
the
CRA
funds
go
strictly
for
bricks
and
mortar
type
things,

also

grant
projects
which
relate
to
bricks
and
mortar
things.
So
moving
forward
in
next
year's
budget
or
something
to
consider

think
that
we
should
spend
less
money
on
salaries
or
professional
services
as
much
as
possible
out
of
the
CRA
and
stick
more
so
to
the
bricks
and
mortar
stuff.

think
that
the
railroad
arm
is
something
that
that
I
think
we

consensus
on
the
last
time
we
talked

it
and

know
that
there's
some
issues

underground
utilities

arm
to
go
over
Tarpon,
Avenue,
north
and
south,
but
I
thought
that
we
had
possibly
discussed
it
going
over
Stafford,
Avenue,
projecting
east
and
west
by
the
depot
by
the
depot.

know
again
that
might
be
one
of
commissioner
cars
items,
but
it's
something
worth
talking
about.

our

second
one

a
parking
garage

brought

again,
two
very
important
things:
I
think
that
tie
in
the
history
of
our
downtown
and
the
need
for
parking
in
downtown
as
well
within
the
CRA
district.

Another
item
is
additional
signage,
but
we
talked
about
that
on
our
last
or
a
couple
meetings
ago,
which
I'm
encouraged
you
hear
about
that.
One
of
the
items
I
want
to
bring
up
is
additional
string
lights.
I
think
hibiscus
has
been
a
success
with
the
string
lights
over
the
road
for
the
alleyways
and
just
when
you
think
about
the
string
lights,
especially
in
the
situation
we're
in
now.

This
is
the
first
time
that
the
string
lights
have
been
up
during
the
daylight
savings
time,
how
it
gets
dark
around
5:30,
or
so
it
attracts
people's
eyes
down
those
areas.
So
there's
cafes
in
those
areas
so
think
about
the
other
areas
that
we
have
air
areas
that
we
want
to
attract
people
to
you've
got
Stafford
Avenue
and
you
have
ring
so
we
have
ring
is
where
the
breweries
are.

We've
got
restaurants
and
we
want
to
attract
people
in
those
areas
as
well
as
they're
driving
by
so
how
do
we
get
creative,
with
using
some
type
of
lighting?
That's
not
intrusive,
but
still
attractive.
If
it's
string
lighting
over
the
road,
potentially
I
don't
know,
I
would
like
to
encourage
that
and
a
couple
other
places
if
it's
Safford
or
ring
or
who
we're
looking
at
right
now.

If
there's
any
alleyways
as
well,
alleyways
tend
to
be
more
dark
and
those
areas,
so
maybe
there's
a
potential
to
add
something
to
help
with
those
darker
areas
as
well,
and
it
was
multiple
alleyways
within
the
downtown
area.

like
to
bring
up
the
Forbes
property
I'm,
not
really
sure
how
that's
being
marketed
currently
today
and
there's
I
know
we
have
a
or
the
city
tends
to
have
a
just
a
piece
of
pavement
crushed
pavement
out
front:
it's
not
the
most
attractive
piece.

If
you're
walking
through
downtown
it's
been
vacant
now
for
over
ten
years,
I
believe,
if
there's
an
opportunity
to
install
some
old,
historic
signs
or
historic
pictures
of
downtown
put
some
grass
out
there
just
make
it
a
little
bit
better.
We
could
put
some
large
pots
of
flowers
in
there
similar
to
what
I
think
Athena
was
talking
about
them,
Sponge
Docks.
That
would
be
another
opportunity
and
then
tree
lighting
is
an
important
thing
too.
There's
some
up
lighting
actually
in
front
of
Tuscan
Sun,
there's
some
pretty
neat
lights
to
have
up
lighting.

That
goes
up
into
the
canopy
of
the
trees,
and
you
can
change
these
color
lights
as
well
with
different
shades.
If
it's
Christmas
time,
you
could
change
it
to
be
red
and
green
or
you
just
have
a
light
color
that
goes
up
into
the
canopy
of
the
trees
and
that's
really
it's
an
aesthetic
part
that
attracts
people's
eyes
and
it
looks
beautiful
at
night.
We
have
these
mature
trees
throughout
our
town,
but
we
want
to
make
sure
we're
lighting
them
up.
It
really
has
an
impact
to
them
and
then
also
I
know.

done
the
cities
and
some
projects
with
Mother
Mears
and
Orange
Street
parking
lot
with
the
trees.
I
think
there's
some
areas
to
improve
those
as
well
and
then
one
of
the
items
I
brought
up
was
about
additional
green
space
in
Stafford
Avenue.
Just
the
Stafford,
Avenue
and
Tarpon
Avenue
intersection
is
a
dangerous
intersection
as
a
whole.
We
have
two
pedestrian,
crosswalks,
I,
guess
technically,
four
crosswalks.
We
have
two
of
them
across
Tarpon
Avenue.

You
have
the
bike
trail
that
crosses
tarpon,
Avenue
and
then
you've
got
multiple
lanes
of
traffic
going
across
tarpon
Avenue
a
Safford,
so
I
believe
that
this
is
an
area
that
should
be
addressed.
I,
don't
necessarily
know
what
the
best
approach
is.
Maybe
we
shut
down
one
one,
one
side
of
the
road
to
prevent
traffic
from
going
across
tarpon
Avenue
there.
Maybe
it's
only
right-hand
turns
only
off
Safford,
but
how
do
we?

How
does
the
city
create
more
green
space
in
these
areas
that
can
be
used
along
the
trail
and
encourage
people
to
be
out
in
those
areas?
And
so
I
did
bring
up
some
area
some
ideas
about
shutting
down
part
of
Stafford
and
making
into
a
green
space.

could
do
more
events
out
there
in
those
areas,
but
Austin
the
email
to
the
city
manager
with
more
depth
about
that
and
what
that
could
look
like.
But
those
are
just
some
of
the
ideas
that
I
had
also
looking
at
some
type
of
clock,
I
was
just
ironic.

clock
somewhere
else
in
Lakeland
and
I've
been
sitting
mark
some
emails
of
pictures
of
these
clocks
I've
seen
around
the
country,
but
they
just
look
great
they're
historic,
looking
I
saw
when
I

up
in
DC
this
past
week.
I'm,
like
that's
exactly
I,
just
take
his
home
with
me
and
put
it
in
downtown
that
there's
so
many
great
things
and
just
public
art
as
a
whole.
We
can
have
some
additional
public
art
aspects
in
downtown
Tarpon
as
well
again.

those,
as
I
said,
from
some
of
your
ideas
of
the
three
hubs,
workshops
and
stuff.

that
particular
instance,
procurement
was
calling
around
different
places,
trying
to
give
an
idea
of
the
cost

them

picked
up
about
us
getting
the
cost
and
that's
why
you
may
get
some
more
of
those,
because
some
of
the
things
we've
talked
about
we're
trying
to
look
at
other
places.

pricing

have
to
give

they
cost

that's

on
some
inquiries

stuff
we're

the
ideas

presented
and

passionate

Avenue
north

Orange
Street
I,
have
spoken
to
at
least
three
different
businesses
and
they've
all
been
supportive
of
looking
at
additional
large
pots
in
their
property
to
somehow
working
with
the
city.
If
it's
gonna
be
a
palm
tree
or
additional
plantings
in
that
pot,
if
the
city
can't
work
something
out
with
d-o-t
at
least
temporarily
wise,
we
could
put
a
prop.

could

a
pot
on
the
property's
owner,
I'm,
sorry,
the
property,
the
business's
property
that
allows
the
city
to
maintain
it,
and
then
you've
got
some
beautification
or
we
could
get
around
the

situation

I
think
there's
some
hanging
baskets
that
remain
going.

baskets

South
Pinellas

also
working
about
the
idea

property
owners

doing
something
in
their
permissions

we
sat
down
and
tried
to
get
some.

are
some
reluctance,
but
commissioner
cars
worked
and
got
something

they'll
agree,

to
it
and
stuff,
not
only
that,

also
one

the
other

the
intersection,

and
stuff.

we're

to
look
at
all
those
to
see
about
putting,

instance,
the
ones

the
fabulous
property
would
probably

nice
poems

nice
pod

dress

whole

also
going

go
back

look

the

private
property
again,
the
ones
you
gave
us
and

approach
some

the
other
people
we've
approached

to

property

anywhere

we
can
incentivize
it
whether
it's
through
tax
incentives,
a
grant

know
we
were
just
in
the
budget
season
discussing
like
facade
grants
and
stuff
like
that.

it's

the
city
helping
advertise
that
these
properties
are
for
sale,
I
mean
anything
we
can
do
to
get
those
empty
spaces
filled,
and
then
this
one
I
actually
just
realized
it.
When
I
was
going
through,
some
old
CRA
I,
don't
really
know
what
to
call
manifestos
executive
summaries
of
our
CRA
years.

the

up
through,
like
2013
and
I,
was
actually
seen
kinda
that
revolving
door
of
businesses
that
we've
had
because
on
the
cover
you
know,
it'd
be
pictures
of
businesses
or
and
say,
hey
here's,
a
grand
opening
and
then
I'd.
Look
in
the
next
year's
and
it'd
be
the
same
building
and
maybe
a
completely
different
business
with
a
grand
opening.
So
I
think
we
need
to
definitely
shift
some
more
focus
on
retaining
the
businesses
and
I
think
the
way
to
do
that
is
to
communicate
with
them
better.

past,
we've
done
some
surveys
that
haven't
had
good
response
rates.
I
was
looking
at
some
of
them
and
I
think
one
that
comes
to
mind
was
a
twenty
three
percent
response
rate
on
businesses
that
we
were
surveying.

know
how
we
were
surveying
them,
whether
it
was
email
just
leave
a
note
on
the
door
or
mail
in
person,
but
I
do
know
that
we
have
a
lot
of
resources
in
our
area
to
up
that
response
rate
and,
namely
using
the
school's
me
being
in
my
master's
program.

it's
spce

USF
or
even
tarpon,
springs
high
school
I
mean
those
type
of
classes
will
take
on
surveys
and
build
a
survey
for
you
for
super
reduced
cost
or
no
cost
at

for

experience

that's
a
baseline
of
just
helping
us
create
a
survey,
we
need
to
be
going
door-to-door
and
just
asking
businesses
point-blank.

responses

than

bigger
municipalities,
where

say
the
Train
Depot,
for
example,
or
Old
City
Hall.

a
portion
of
that
and
you
know
you
have
a
you're,
basically
subsidizing
the
space
for
a
business
to
go
in
open
for
let's
say
a
year
and
excuse
me
it
acts
as
an
incubator
to
try
and
you
know,
help
them
get

business
and
then
after
the
year,
then
they.
The
theory
is
that
they're
gonna
stay
in
business,
but
they
just
have
to
do
so
in
another
location,
so
they
run
another
space
and
hopefully
that
they
stay
there
for
years
to
come.

the
next
year
you
have
a
new
business
sue

who
apply.
Multiple
people
apply
and
then
the
city
selects
someone-
and
we
say:
okay,
we're
going
to
subsidize
again
this
space.

go
in,
get
your
feet
off

ground

in
theory
you
they
go
and
they
rent
a
space
somewhere
else
in
town
and
they
stay
in
business.
And
then
you
just
you
know
you
keep
on
doing
it.

you're
out
and
in
theory
it's
an
incubator
program,
and

it
might
be
something
to
further
explore.

business
for
a
few

and

struggling,
