we've
had

lot
of
fun.
We've
run
to
work,
we've
done
a
few
triathlons
and
we've
really
enjoyed
living
in
Tarpon.
It's
allowed
us
of
freedom
to
be
with
Terry
hunt
and
do
a
lot
of
things
with
Terry
and
his
friend,
Glen
keys
and
Glen
Keyes
represents
many
of
the
people
in
this
city
who
work
hard
and
have
survived
nicely
and
Terry's.
Your
represents
another
one.

know,
dr.
gills
and
his
wife
are
very
humble
and
they
wouldn't
necessarily
say
a
lot
of
these
things,
but
I
want
to
highlight
a
couple
things
that
they've
done.
They
founded
st.
Luke's
in
Tarpon
Springs
in
1968
and
dr.
gills
has
operated,
has
performed
more
cataract
surgeries
than
any
other
surgeon
in
the
world
and
operated
on
patients
from
77
countries
and
early
on
his
medical
career.
Dr.
gills,
aided
in
the
development
of
antibiotics
that
reduced
an
infection
rate
to
170th
of
the
infection
rate
and
the
rest
of
the
nation.
Dr.
E
gills
also
is
an
author
of
19
Christian
living
books
with
over
11
million
copies
printed.
Dr.
Diaz
has
published
more
than
195
medical
articles
and
it's
authored
or
co-authored
10
medical
reference
books,
six
of
which
were
bestsellers
in
the
American
Academy
ophthalmology.
Dr.
gills
is
participated
in
46
marathons
and
18
Boston
Marathon's
and
finished
14,
14
and
100-mile
mountain
runs.

Doctor
Gilles
has
completed
five
Ironman
triathlons
in
Hawaii,
six
double
Ironman
triathlons
and
the
last
one
at
sixty
years
of
age,
each
within
the
36
hour.
Maximum
time
frame,
and
one
of
the
things
to
that
dr.
gills
did
is
that
I
believe
he
they
purchased
world
triathlon
at
one
point,
an
Ironman
was
headquarters
and
tarpon
springs
as
well
for
many
years
too,
and
a
lot
of
individuals
don't
know
that,
but
with
that
dr.
E
gills
and
his
family
and
miss
Gill
has
really
done
a
whole
lot
for
our
community
as
a
whole,
and
they
they've
done
a
great
job
by
just
standing
behind
the
scenes
and
letting
a
lot
of
other
things
get
done
without
their
name
being
out
there
in
front
of
everything.
So
we
really
appreciate
all
that
was
been
done
for
the
city
of
tarpon
springs,
a
community
and
all
the
jobs
that
you've
created
for
tarpon
springs
and
all
the
the
great
recognition
that
you've
provided
to
tarpon
springs
through
your
businesses.

my
name
is
Susan
Hales
and
I
reside
at
6:28,
Kenneth
Way
I'm,
here
to
publicly
announce
my
candidacy
for
the
office
of
Commissioner
seat,
one
I
relocated
to
Florida
seven
years
ago
and
chose
tarpon
springs
as
my
home
I
hold
a
bachelor's
degree
in
finance
from
the
University
of
South,
Alabama
and
I
have
over
30
years
of
experience
in
financial
management
and
both
the
profit
and
not-for-profit
business
sectors.
In
2016,
I
completed
the
ignorant,
nah
Ural
citizens,
Academy
program
and
currently
I'm,
serving
as
co-chair
of
the
city's
budget
advisory
board.

My
reason
for
running
for
the
office
of
Commissioner
is
first
and
foremost
my
love
of
the
city
and,
secondly,
a
desire
to
encourage
more
citizen
engagement
in
court
issues,
our
city
faces,
which
I
strongly
believe
our
fiscal
responsibility,
economic
and
residential
development
and
infrastructure
planning
for
our
growing
population.
In
the
last
election,
approximately
one
quarter
of
our
registered
voters
cast
a
ballot.
I
consider
this
to
be
a
far
from
ideal
level
of
participation.

Historically,
I
see
the
same
small
group
of
people
participating
at
Commission
or
other
public
meetings.
I
applaud
this
groups,
passion
for
our
city,
but
we
need
participation
for
more
of
the
many
talented
citizens
that
are
sitting
on
the
sidelines,
perhaps
feeling
they
cannot
make
a
difference.
I
too
was
one
of
those
sitting
on
the
sidelines,
but
I'm
stepping
up
now
to
pursue
this
opportunity
to
serve
Tarpon
Springs
has
a
skilled
and
knowledgeable
city
staff
that
needs
a
commission
that
will
help
rather
than
hinder
them
in
the
performance
of
their
work.

There
are
business
owners
and
citizens
that
want
our
city
to
preserve
its
history,
while
also
bridging
the
past
to
a
path
forward:
I'm,
not
what
some
would
term
well-connected
in
the
community,
rather
I'm,
an
ordinary
citizen
that
is
willing
to
utilize
my
ability
to
listen
and
analyze
and
be
a
servant
leader
to
our
city.
It
is
my
hope
that
other
citizens
will
become
more
engaged,
as
I
campaign,
yielding
a
renewed
energy
and
interest
in
positioning
our
city
for
progress
and
success.
That
would
be
a
victory
regardless
of
the
outcome
of
the
March
17th
election.

We
couldn't
have
gotten
any
better
publicity
than
that
article
I
forgot

bring
it

Forgive
me
my
age,
I,
don't
remember
everything
but
I
want
to
comment
on
Friday
night.
It
was
wonderful
in
Tarpon
the
people
who
came
the
children
first
Friday.
Everyone
had
a
wonderful
time,
but
there's
one
item
that
I'm
very
concerned
about
people
using
people's
property
for
parking
lots.
They
were
charging
$20,
$15
and
$10.

That's
a
lot
of
money
for
a
young
family
with
three
or
four
children.
But
my
main
concern
is:
they
were
parking
cars
down
in
front
of
the
tennis
court
at
Craig
park
for
$20.
They
were
charging
behind
the
Bank
of
America.
They
were
charging
where
Johnny's
garage
is
$20,
then
further
down.
They
were
charging
on
the
old,
stainless,
hotel,
property,
15
and
then
other
areas
around
town
for
ten
you
know:
does
the
city
regulate
this?
Do
they
show
that
they
have
permission
to
use
private
properties
for
parking?

There
should
be
a
requirement
that,
if
they're
going
to
park,
the
police
need
to
tell
them
you
have
to
show
a
letter
of
allowing
it
to
be
used.
Who
has
the
insurance?
You
know
if
they
don't
have
surance
on
the
property
and
they're
using
it?
Something
happens.
The
property
owner
can
be
very
liable
for
it
and
it
can
bounce
back
on
the
city
because
we
don't
have
any
regulations.

need
to
look
into
that
and
set
a
rules
and
regulations
standard
for
parking
when
we
have
affairs
of
town,
the
Art
Show
and
around
because
without
them
the
city
is
in
danger
and
the
property
owner,
and
it
is
excessive
amount
of
money.

why
I'm
bringing
it
to
the
board.
We
need
to
regulate,
look
at
rules
and
regulations
for
it
and
let
them
show
that
they
have
permission
to
park
cars
on
people's
property.

human

ours

be

annual
basis,

city's
recognition

that

fortress

recently
elected

enthroned

years

will
be
here.
So
it's
a

slightly
additionally
special
for
us
this
year,
in
that
we
have
the
ability
to
welcome
him
to
our
city.

great
things
happening
at
the
hospital.
Thankfully,
for
you,
I'm
gonna
speak
it's

it's

minutes

your
transformation

I'll
start
off
by
saying
we
have
transformed
the
hospital
not
just
the
outside,
but
most
importantly,
the
inside
to
me
our
culture
is
the
most
important
asset
that
we
have
at
the
hospital
and
a
highly
effective
Hospital
is
one
that
has
a
very
engaged
workforce.

We
are
leading
are
very
close
to
leading
Advent
and
total
turnover,
which
is
amazing,
probably
in
the
top
decile
nationally,
for
a
healthcare
for
a
hospital
to
have
the
type
of
turnover
we
have.
So
that's
that's
one
thing
that
has
really
added
a
lot
to
our
culture
at
the
hospital.
We
have
started
our
building
campaigns
as
well,
and
we
have
done
a
lot
with
the
community,
so
those
are
really
the
three
areas
to
me
that
that
I
feel
we've
worked
hard
on
this
last
year.

Let
me
show
you
very
proud
to
of
the
awards
that
our
Hospital
has
received
CMS
star
rating
of
4
out
of
5
and
we're
on
a
five
star
journey,
but
this
is
very
good
and
I
hope.
The
community
is
extremely
proud
of
our
quality.
I
also
say
that
we
have
nothing
at
the
hospital
if
we
don't
have
a
high
quality
Hospital,
a
reliable
one.
We
control
variability
and
we're
working
very
hard
on
our
quality
outcomes.

Each
and
every
day
we
always
have
work
to
do
and
I
recognize
that,
but
we're
doing
exceptionally
well
in
our
quality,
we're
also
a
leapfrog,
a
graded
facility.
We
are
the
longest
running
a
graded
facility
in
the
Tampa
Bay
area,
and
that
is
at
14
semesters.
So
I've
hoped
that
the
community
is
proud
to
say
that
their
hospital
is
in
a
graded
Hospital.

In
addition,
our
ER
here
in
Tarpon
and
in
Palm
Harbor
collectively,
was
voted
the
number
one
er
and
you
sacs,
which
is
our
contracted
er
company.
So
we
contract
for
er
services
for
the
physician
services
they
have
220
locations
nationwide
and
our
ER
in
Tarpon
Springs
and
in
Palm
Harbor
is
their
number
one
ear
around
the
United
States.
So
that's
something
obviously
to
be
very
proud
of
as
well,
and
then
the
hospital
projects
were
excited
that
we
have
broken
ground.

first
start
with
the
renovation,
so
we
have
just
almost
completed
the
renovations
throughout
the
hospital
and
second
floor

7.
So
when
you
walk
around
the
hallways,
you'll
see
newly
renovated
floors.
Walls,
new
signs
throughout
wayfinding
nurses,
stations
and
you'll
see
the
mayor
there
on
occasion
too,
and
this
is
myself
and
the
mayor
looking
at
some
of
the
artwork
from
Kalymnos.
That
was
just
put
up
a
couple
weeks
ago,
so
we
have
beautiful
art
and
the
goal.

One
of
our
goals
is
to
tie
the
community
the
hospital
as
much
as
we
possibly
can.
So,
if
you're,
a
staff,
member
and
you're
from
Callum
nose,
which
some
of
our
staff
members
are
you'll,
see
them
walking
the
hallways
and
and
resonating
with
the
pictures
that
are
on
the
walls
we
also
have
beautiful
quotes
throughout.
We
have
some
scripture,
along
with
other
inspirational
quotes,
as
our
guests
walk
around
our
hallways.

Some
of
the
art
that
has
just
been
put
up,
but
it's
beautiful,
artwork
and
I-
think
you'll
really
be
inspired
to
buy
some
of
the
messages
on
the
walls,
hospital
renovations,
as
I
mentioned,
on
the
nursing
units,
new
nurses
stations,
and
we
have
gone
into
some
of
the
rooms
all
the
rooms
on
three
and
done
some
renovations
in
there
as
well.
That's
the
last
of
the
force
to
be
renovated
that
will
be
turned
back
over
next
week
and
so
we're
very
excited
about
getting
that
work
completed.

had
the
honor
of
going
and
looking
at
the
the
piece
of
art
several
weeks
ago,
and
it
really
is
amazing-
it'll
be
a
9x9
painting
that
depicts
our
community,
along
with
Advent
and
the
mission
that
we
have
in
our
community,
and
you
will
see
all
sorts
of
emblems
artifacts
things
that
represent
our
community.
That
will
speak
about
how
amazing
it
is
to
be
here
and
a
part
of
it.

So
many
of
you
know
Christopher
still,
of
course,
has
a
studio
downtown,
but
we're
excited
to
be
in
a
project
with
Chris
and
to
have
commissioned
him
for
a
major
work
of
art.
I
can
see
some
of
his
artwork
and
this
is
a
charcoal
depiction
of
what
he's
working
on
and
this
will
be
in
our
new
Lobby.
So
we
are
renovating
the
lobby.

We
want
the
lobby
to
be
a
place
that
the
community
can
come
as
well
and
to
enjoy
a
cup
of
coffee
and
to
witness
the
piece
of
art,
and
so
we'll
have
a
coffee
shop
as
well.
That
will
be
brand
new
to
the
lobby,
and
you
can
see
an
aerial
view
when
you
walk
in
the
space
will
be
reinvented,
expanded,
we're
going
to
move
some
of
the
current
offices
out
of
the
lobby
and
relocate
them
to
really
open
the
space
up.

have
high
ceiling
elevations
in
the
little
cafe
that
we
currently
have
and
that's
where
the
painting
will
reside,
and
it's
just
another
view.
The
reception
desks
will
be
moved
to
the
right
when
you
walk
in,
and
the
painting

soon
as
you
hit
the
doors.
You'll

it
as
you
walk
in
very
proud
to
say
this
is
what
we're
going
to
look
like

the

We
are
gonna,
have
a
beautiful
hospital
and
the
exterior
will
fit
the
culture
and
the
people
that
we
have
inside

so
I'm
excited
that
the
ER
project
is
underway,
we're
doing
the
enabling
work
on
the
back
side
of
campus
currently,
which
will
allow
us
to
move
to
the
front
of
campus
and
start
the
demo
work.

can
see
as
well
that
the
new
er
will
be
dropped
to
the
first
floor,
which
will
be
a
wonderful
thing
for
our
patients
as
they
come
on
our
campus.

really
looking
forward
to
getting
this
project
finished
this
time
next
year
will
be
very
close
to
being
completed
and
hope
to
open
in
February
of
2021
it's
a
little
over
a
year
away
from
having
a
new
er
in
Tarpon
Springs
exterior
wall.
It's
a
13
million
dollar
exterior
rescanning
and
this
project
is
in
schematic
design,
face
so
hoping
to
get
started
this
project
in
the
spring,
and
this
will
bring
that
new.
Look
that
you

saw.
We
are
expansion,
18,
private
rooms
and
our
goal
is
to
have
CT
x-ray
when
we
open.

are
fundraising
for
that
and
it's
an
eighteen
point:
five
million
dollar
expansion,
some
technology
that
we
brought
to
the
community
is
very
impressive.
We
have
a
DaVinci
X
iRobot
I
was
a
1.6
million
dollar
investment
that
we
made
last
year.
We
have
advanced
the
colorectal
surgery
at
the
hospital,
along
with
thoracic
surgery,
along
with
general
surgery,
and
so
we're
excited
that
we
have
the
latest
and
greatest
technology
at
our
Hospital
first
case
was
done,
January
4th
by
dr.
raj,
co,
tech,
and
you
could
see
he
was
very
excited
to
have
a
new
Christmas
present.

We
are
also
replacing
and
upgrading
our
cath
lab,
and
this
is
a
big
deal.
If
you
have
a
heart
attack,
you
want
the
best
care
and
we
will
have
that,
and
so
we're
gonna
be
installing
a
new
cath
lab
in
the
early
spring.
We
have
two
cath
labs
and
we're
gonna
hope
to.
We
will
replace
two
eventually,
but
to
start
out
we're
going
to
replace
one
and
I'm
very
excited
that
we're
going
to
be
doing
this
shortly.
So
you
could
see

investment,
another
million
dollar
investment
into
the
community.

beds

based
in
Tarpon,

I
think
it's
sleep

heavenly
peace,
where
they
build
beds
for
children
that
don't

beds,

you

all
your
staff
members
that
I
interacted
with
were
just
great.
It
says
a
lot
about
you
as
a
leader
as
well
with
that
low
turnover
rate
I,
don't
think
it's
it's
not
an
accident
right,
you're,
making
intentional
decisions,
intentional
things
to
make
making
sure
that's
a
great
place
to
work
and
that
being
the
number
one
employer
of
the
city
is
huge.

great

turnover
rates
is
super
low,

we've
got
great
leadership
there
and
thank

much

the

our

each

who
replaces
an
older,
less
efficient
toilet
fixture
with
a
new
high
efficient

flow
model

for
up
to
$100
credit
off
their
water
bill
with
a
limit
of
two
rebates
per
water.
Customer
by
executing
this
agreement
with
the
city
will
then
be
eligible
for
cost
reimbursement
of
up
to
50%
of
project
costs
up
to
$10,000.

project
cost
is
estimated
at
twenty
thousand
dollars,

this
grant
funding
is
made
available
through
the
district's
cooperative
funding
initiative
program,

fantastic
grant
opportunity

participated

the
city
is

our
water
resources,

conservation
project
strengthens

we're
improving
Court
Street
from

banana

Pinellas
Avenue
and
there's

design
criteria
points
I'd
like
to
go

very
quickly
here:
I'll
go
through
them
all
here
and

we'll
come
back
and
address
any
items
that
you
might
like
to
discuss.
So
I'll
start
with
the
project
is
a
full
roadway
reconstruction
full
depth.

Reconstruction
of
the
asphalt
is
proposed
and
the
subgrade
is
sub
bases
is
it
needs
to
be
redone.
We
are
proposing
a
mid-block
crosswalk
to
being
added
to
this
project.
There
isn't
one
there
now
the
crosswalks
will
also
be
on
either
end
of
the
street.
One
of
those
is
in
d-o-t
right
away,
so
we'll
have
to
work
with
them,
but
for
those
that
are
in
our
right-of-way,
we
would
like
to
propose
decorative
crosswalk
overlay,
which
is
that
faux
bricks
material
that
you've
seen
a
couple
of
other
intersections
on
Pinellas
Avenue.

We're
also
proposing
six
landscape,
curb
extensions,
as
also
known
as
bulb
outs.
Those
are
for
the
planting
of
what
we
propose
as
a
Washingtonian
poem,
the
Commissioner
Khare
has
probably
some
materials
on
fronting.
I
know
he's
got
some
comments
and
maybe
some
alternatives
for
the
but
species
of
tree,
which
is
which
is
fine,
will
to
be
happy
to
put
whatever
name
you
guys
feel
is
appropriate.
The
project
will
also
include
water
and
sewer
line
replacement
since
we're
ripping
this
road
up.
We're
gonna,
put
new
water
lines
in
and
replace
the
sewer
line
as
well.

The
project
includes
complete
replacement
of
sidewalks
and
driveways
488.
Compliance
on
both
sides
of
the
road
project
also
affects
the
number
of
parking
spaces.
As
you
know,
we
put
temporary
stripe
department
parking
spaces
out
there
to
experiment
with
the
configuration
last
year,
we've
worked
out
that
currently
there
are
32
spaces.

gonna
have
to
lose
five
to
make
room
for
the
trees
so
that,
just
as
that
number
down
to
27
total
parking
spaces
on
the
street,
we
will
retain
the
decorative
signs
that
are
used
for
the
stop
sign
and,
of
course,
the
historic
district
style
street
signs.
The
project
will
include
decorative
street
lights,
similar
or
exactly
the
same
as
the
ones
that
are
currently
installed
throughout
the
city
and
benches
in
trash
receptacles,
decorative
benches
and
trash
receptacles
to
be
included
as
part
of
the
project.
Those
are
the
major
project.

Are
there
are
many
trees
that
we
could
use,
but
I'd
recommend
that
we
avoid
those
with
with
a
large
canopy
with
a
large
root
base.
We
want
to
avoid
long-term
damage
to
the
roadway
and
sidewalks

driveways,

palms
make
a
good
fit
for
that
area.
I
believe,
there's
some
recommendations
in
front
that
we
can
discuss
palm.

initiated

budgeted

budget

that
there
was
some

little
bit

hang-up
as
it
relates

subsurface
testing,

losing

the
ball
belts,
I
think
the

ballots

necessary.
They
give
us

opportunity

break
the
streetscape
up

green

know
that,
in
terms
of
the
species
of
tree
that
you're
planning,
you
were
kind
of
looking
for
a
drought,
tolerant
species
being
that
we
don't
have
any
reclaimed
water
lines
there
and
the
cost
of
potable
water
is
pricey.

mayor
and
we're
in
relation
to
possibly
planning
an
oak
tree,
I
think
you're,
obviously
right
that
there's
not
as
much
shade
associated
with
the
palm
tree.
However,
it's
not
like
we're
in

high

high
traffic
pedestrian
area.
Today
you
know
it's
not
like
tarpon
Avenue,
where
there's
a
lot
of
pedestrian
traffic
and
then
also
the
docks
where
there's

lot
of
pedestrian
traffic.
So

don't
think
that
the
shade
is
as
necessary
in
some
of
those
other
high
traffic
areas
in
terms
of
the
tree.

that
our
vendor,
we
have
tree
insurance
to
a
degree
when
we
plan

tree.

that's

that

vendor
plants

like
insurance
for
a
year
or
so
that
the
tree
will
actually

you
need
to
look
at
bricks.
First
of
all,
when
you
lay
your
bricks,
drainage
is
better
when
it
rains
how
it
drains
down.
The
street
goes
into
the
soil
close
to
the
Bayou
close
to

waters.

cleaner
way
to
have
your
street
with
the
rains
and
the
storms
that
I
learn
from
being
on
the

putting
bricks

maintenance

your
repairs
aren't

be
as
much
as
if

very,
very
hard
to
get
anymore,

enough
granite
to
help

historic
district
of
Tarpon
Springs
in
the
fruit
section

to
put

curbing
there

dress

up
and
make
it
more
historic,
as
we
want
to
keep
a
town
downtown.

city

the
granite
situation
into
consideration
in
putting
back
into
the
curbing.

years
ago

made

rule
that

city

keep

granite

removed
when
they

was
never

should
have

them

mortgage

They

a
mortgage

city
relative

years
upon
making
demand
upon
the
property
owner.
I
began
a
process
of
negotiation.

settlement

particular
mortgage

payment

full

owner
is

and

tarp
and

fact
that

was

into
place
in
the
80s
by

and
Highland
Road
to
flood

said

property

concerned
with
flooding.

mayor
last
week,
you
were
concerned
with
flooding.
You
listened
to
the
engineer,
say:
there's
two
concrete
culverts
going
under
Highland
Avenue.
What
he
failed
to
tell
you
is:
he
culverts
are
dilapidated.
The
concrete
is
busted
they're
in
disrepair.

them
is
even
so
bad
that
the
road
is
starting
to
wash
out
I,
don't
know,
what's
gonna
happen.
If
there's
an
increase
of
water
flow
hits
these
culverts,
Pinellas
County
doesn't
seem
to
be
worried
about
fixing
them
for
you,
annexes
property.
This
becomes
your
development.
If
your
development
causes
my
property
to
flood
and
causes
these
culverts
to
fall
apart,
I
mean
it
could
be
millions
of
dollars
to
repair
these
culverts
in
this
road
and
I,
don't
want
to
see
the
city
of
tarpon
springs.

and
the
liability

you
know
what
I
plan
to
do

my

It's
approximately
a
hundred
and
twenty
feet
wide
of
clearing
before
the
trees,
approximately
1200
feet.

want
to
clear
this
property

Agriculture
and
I
want
to
be
self-sustaining.
I
retired
this
year
the
only
income
I
have
as
much
Social
Security.
So
I
I
do
plan
on
trying

something

this
property
we
presently
grow.

grows

large

would

to

down

floods

damage

beehives

average

is
worth
about
$400
and
if
we
put

down

lot
of
liability
and

it's
ordinance
1213,
which
is
the
establishment

the
East
Lake
overlay
district,
nowhere
in
this

does
it

density

seals
letter
specifically
points
out.
The
East
Lake
overlay
district
specifies
general
goals
and
policies
of
very
low
density,
and
even
though
this
has
nothing
to
do
with
tonight's
hearing,
which
is
for
annexation,
only.
You
will
recall
that
the
requested
future
land
use
category
is
residential,
very
low.

Miss
Ciel's
letter
does
point
out
that
in
the
Pinellas
County
comprehensive
plan,
there
is
a
recommended
limitation
of
density
unless
very
low
density
and
other
community
characteristics
are
met.
So
I
did
want
to
clarify
that
further

the
House
bill,
699,
which
I
presume
was
the
other
document
than
this
Thomas
passed
out.
It
specifically
states
that
a
property
owner
may
apply
for
and
be
granted
voluntary
annexation
into
municipality
after
the
approval
of
such
application.

what's
going
on
now:
there's
no
dispute
that
the
McAlpin
property
was
in
the
East
Lake
overlay
district
and
that
this
property,
which
is
adjacent
to
and
continued
contiguous
with
McAlpin,
is
also

East
Lake

The
owners
of
this
property
are
saying
they
don't
want
to
be
in
Pinellas
County.
They
want
to
be
in
the
city
of
Turpan
Springs.

not
changes
since
the
last
hearing

staff

staff
simply
said
that
they
had
distributed
notice
to
Pinellas
County
and
had
received
no
comments.

Commission

session

opponents

asked
them
to
send
