Thank
you
I
like
to
remind
to
everyone
that
the
purpose
of
tonight's
meeting
is
to
get
public
input
regarding
fiscal
year.
2019
2020
budget
and
the
first
item
on
the
agenda
is
a
resolution.
2019,
there's
24
and
adapting
the
millage
rate
for
tax
year
2019
and
I'm
gonna
ask
our
finance
director
mr.
Heric
to
review
the
procedures
required
by
the
stable.
F
Good
evening
mayor
commissioners,
Ron
herring
finance,
director,
Florida
statute,
200
point
0,
65
sets
of
procedures
for
the
adoption
of
the
millage
rate
and
budget.
The
tentative
millage
rate
must
be
approved
before
the
tentative
budget.
The
tentative
millage
rate
for
tax
year
2019
is
proposed
at
five
point:
three:
seven:
a
reduction
of
point:
zero.
Five
from
the
previous
year's
five
point,
four
to
the
tentative
millage
rate
of
five
point.
F
Three
seven
is
four
point:
two
four
percent
above
the
rollback
rate
of
five
point,
one
five,
one,
eight,
the
rollback
rate
is
the
rate
that
would
provide
the
same
dollar
amount
of
revenues
as
a
previous
year.
The
increase
over
the
rollback
rate
is
being
used
to
fund
salary
and
benefit
increases
in
operating
expenditure.
Two
increases
and
that's
my
presentation.
F
A
D
I'm
gonna
read
this
resolution
in
its
entirety:
resolution
2019-20
for
resolution
of
the
Board
of
Commissioners
of
the
city
of
Tarpon,
Springs,
Florida
tentatively,
adopting
the
millage
rate
for
the
tax
year
2019,
whereas
a
public
hearing
was
held
on
September
4th
2019
at
6:30
p.m.
to
adopt
a
tentative
millage
rate.
Now,
therefore,
be
it
resolved
by
the
Board
of
Commissioners
of
the
city
of
Tarpon
Springs
Florida
that
number
one.
D
The
ad
valorem
millage
rate
for
the
tax
year
2019
of
the
city
of
Tarpon
Springs,
is
hereby
tentatively
established
at
five
point:
three:
seven:
zero:
zero,
a
four
point:
two
four
percent
increase
over
the
rollback
rate
of
five
point:
one
five,
one,
eight
number
two:
the
city
staff,
is
hereby
directed
to
notify
all
pert
and
governmental
agencies
of
the
provisions
here
of,
as
required
by
law.
That
was
the
reading
of
resolution
2019-20
four
in
its
entirety.
Thank.
A
You
with
the
recommendations
of
the
budget,
Advisory
Committee,
the
staff,
did
a
great
job
developing
via
budget
again
this
year
and
with
the
three
work
sessions
that
we
have,
we
analyzed
the
budget
and
it's
now
ready
to
be
presented
to
the
people
of
Park,
Springs
and
I
like
to
go
to
the
public
comments
on
this
night
other
than
you
public
comments
of
this
night.
I
hear
none
are
any
Commission
comments
before
I
go
to
the
Commission
comments.
A
Thank
you
and
now
we're
going
to
Commissioner
comments,
but
the
regular
I
like
to
say
that
I'm
very
happy
that
we're
able
to
reduce
the
millage
from
five
point.
Four,
two
to
five
point:
three:
seven:
we
have
a
budget
that
is
64
million
and
again
it
was
balanced
without
a
use
in
an
emergency
fund.
Thank
you.
Congratulations!
G
G
I'll
say
that
it's
one
of
the
best
budgets
I
think
that
I've
ever
been
a
part
of
approving.
We
went
back
and
forth
quite
a
bit
on
this
board
and
I
think
that
we
did.
We
did
right
by
a
lot
of
the
recommendations
that
were
made
from
the
budget,
Advisory
Committee
and
from
staff
and
I
want
to
thank
the
committee
and
all
of
our
staff
who
worked
on
this
budget
to
come
up
with,
like
I,
said
one
of
the
best
budgets
I
think
I've
ever
had
the
opportunity
to
be
a
part
of
them.
C
E
Thank
You
mayor
just
to
echo
what
some
of
my
other
commissioners
have
said.
As
you
know,
any
time
we
can
reduce
the
millage
rate
and
still
maintain
our
high
level
of
service.
It's
great
to
do.
Thank
you
guys
again
for
all
the
work
sessions.
I
know
we
have
three
work
sessions
on
this
and
they
were
here
at
the
public
hearing,
but
I
think
they
were
all
really
productive.
They
all
went
great.
We
helped
a
fantastic
youth
program,
I'm
really
happy
with
the
way
this
budget
turned
out.
G
A
D
Gonna
read
this
resolution:
its
entirety,
resolution
2019
25,
a
resolution
of
the
Board
of
Commissioners
of
the
city
of
Turpan,
Springs,
Florida
tentatively,
adopting
the
budget
for
fiscal
year,
2019
2020,
whereas
the
public
hearing
was
held
on
September
4,
2009
teen
6:30
p.m.
to
adopt
a
tentative
budget.
Now,
therefore,
be
it
resolved
by
the
Board
of
Commissioners
of
the
city
of
Tarpon
Springs
Florida
that
number
1,
the
city
of
tarpon
springs
annual
budget
for
the
fiscal
year.
2019
2020
is
hereby
tentatively
adopted.
Number
2.
D
B
G
A
Only
thing
I
like
to
say
is
that
appreciate
the
transparency
that
we
have
with
a
budget
it's
available
not
only
on
the
work
sessions
that
we
had,
but
also
its
online
and
and
I'm
sure
city
clerk
can
direct
the
people
that
actually
wanted
to
access
their
online
or
they
can
get
a
copy
of
it.
Who
do
you
think
you're
going
to
get
it?
A
C
A
A
C
A
Thank
you
again,
I
like

meeting
is
to
get
public
input
regarding
fiscal
year,

2020,
CRA
budget
and
the
item.
The
only
item
on
the
agenda
is
resolution:
2019
0-1
Kennedy,
adopting
the
final
budget
for
fiscal
year,
2019
2020
mr.
Harry.
If
you
please
review
the
procedures
required
with
the
state
law.
