A
B
A
I
wish
to
thanks
slavin
Associates,
our
Sly
of
the
management
consultants,
for
the
progress
that
they've
made
so
far
they're
here.
This
is
a
special
work
session
to
kind
of
take
it
to
the
next
step
in
terms
of
the
search
for
a
new
city
manager.
There's
a
couple
of
orders
of
business
that
we
need
to
do
today
and
I'm
going
to
turn
that
over
to
Mr
slavin
here
in
a
second.
But
what
we're
going
to
need
is
a
couple
of
things.
A
One
is
to
take
this
to
the
next
step
from
the
progress
we've
made
so
far
is
to
authorize
some
background
checks
and
then
in
preparation
for
any
interviews,
authorize
the
reimbursement
of
travel
expenses
for
the
candidates
and
then
also
set
a
date
for
the
interviews
of
any
prospective
candidates
for
city
manager.
So
Mr
slavin
go
ahead.
Mayor.
C
Members
of
the
commission.
Thank
you
and
thank
you
for
having
us
here.
Mayor
said
we
have.
We
are
here
for
several
reasons.
One
of
them
is
to
get
this
commission's
permission.
If
you
will
authorization
to
begin
to
do
background
work,
we
don't
have
a
list
of
finalist
candidates
yet,
but
we
are
working
on
that
we
wanted.
C
We
need
to
do
the
background
work
before
we
can
accomplish
that
the
and,
in
order
to
do
that,
we
need
to
get
written
permission
from
the
candidates
and
we
want
to
make
sure
that
that
happens
before
we
do
anything
that
would
cause
those
folks
to
their
names
to
be
made
public
as
as
finalist
candidates.
That
would
cause.
If
we
are
not
careful
about
what
we
do,
we
could
cause
those
folks
to
lose
their
present
job
and
we
could
call
and
or
withdraw
from
this
process.
C
So
we
need
to
do
that
and
before
being
prepared
to
announce
a
list,
we
have
quality
candidates
were
very
pleased
with
the
group.
We
have
we're
in
a
very
competitive
situation
in
this
business.
Right
now
we
have
already
lost
some
of
the
20.
We
I
think
we
had
21
people
apply,
we've
already
lost
some
of
them
to
other
jobs.
We
want
to
move
this
process
along
so
that
we
stop
that
from
happening
anymore.
C
The
candidates
that
we
did,
the
national
recruitment
we
advertised,
certainly
with
the
international
City
County
management
association
and
with
organizations
that
represent
local
government
Executives
and
different
varieties
and
different,
focuses
minorities,
women
and
certainly
we
focused
on
the
State
of
Florida,
as
we
did
the
Outreach
recruiting
and
it
expanded
that
to
a
Jason
States,
and
but
we
did
a
national
research.
We
got
responses
from
candidates
as
far
away
as
Texas,
and
probably
some
others
that
I'm
forgetting,
but
so
we
so
bottom
line
is.
C
It
is
important
that
we
keep
the
process
moving
the
and
we,
and
in
order
to
do
that,
was
I
said
we
need
to
have
the
authorization
to
begin
the
background
work.
We
also
need
to
set
some
dates
for
interviews.
We
are
comfortable
that
that
we
will
have
a
group
of
hopefully
four
or
five
final
potential
semifinalist
candidates
to
for
the
commission
to
consider
in
the
very
near
future.
C
We
will
so
quite
honestly
that
was
done
deliberately
and
then,
and
it's
been
helpful
as
we
continue
to
to
in
the
recruitment
phase
of
process,
so
we're
comfortable
that
we
have
quality
response.
The
city
has
got
a
wonderful
reputation
that
goes
far
beyond
the
State
of
Florida
and
this
particular
region,
and
it
was
a
it's,
been
a
pleasure
and
continues
to
be
a
pleasure
to
represent
you
and
something
we're
grateful
about
and
I'm
receptive
to
any
questions
you
might
have.
A
C
A
I
think
the
idea
of
the
open
date
was
something
that
you
discussed
earlier
on.
I
thought.
That
was
an
excellent
idea
and
it
looks
like
it's
going
to
help
yeah
in
additional
people
that
may
wish
to
come
forward.
Mr,
slavins
and
Barbara
has
spoken
to
each
of
you.
Are
there
any
other
clarifications
or
questions
that
you
might
have?
A
Okay,
what
I'd
like
to
do
and
city
city
manual
course
I
gave
Ms
Jacobs
that
yellow
highlighted
thing
and
I
I.
Remember
the
consensus
was
an
issue
in
the
past.
So
what
largely
this
is
going
to
be
direction
for
you
I
want
to
ask
you.
As
far
as
reimbursing
travel
expenses,
you've
got
certain
amount.
What
was
it
20,
000
or
25?
We
anticipated
this
happened.
D
A
We
have
so
okay,
so
the
first
order
of
business
I'd
like
to
authorize
the
direct,
the
city
manager.
We
can
do
that,
based
on
our
rules
of
procedure
for
work
sessions,
to
a
motion
to
direct
the
city
manager
for
covering
the
reimbursement,
costs
of
travel
expenses
for
any
interviews
in
the
future.
I
have
a
motion
to
that
effect.
In
a
second
most.
D
Into
direct
the
city
manager
to
approved
travel
expenditures
for
candidates.
A
Second,
okay:
is
there
any
discussion
on
that?
It's
a
work
session.
So
there's
no
public
comment.
If
there's
no
further
comment
button,
commission
roll
call
please.
A
Okay,
the
second
order
of
business
would
be
to
authorize
the
background.
Checks
for
any
prospective
candidates
may
have
a
motion
in
a
second
to
that
effect.
Please
so.
A
So
if
there's
no
further
comments,
roll
call,
please
yes,
who.
F
Does
I
do
oh
go
ahead?
Are
you
going
to
make
sure
you
do
the
background
check
before
we
authorize
the
interviews.
C
Of
the
answer
to
your
question
is
yes,
however,
and
depending
on
it
does
take,
we
use
a
professional
service
to
do
background
checks.
It
does
require
this
a
week
to
10
days
to
do
it.
We
will
know,
depending
on
what,
when
you
choose
to
interview,
we
will
have
sufficient
amount
of
that
work
done,
maybe
all
of
it
done.
It
could
be
that,
and
we
will
certainly
have
enough
of
it
done
to
know
that
to
strongly
suspect
that
people
will
will
there
will
be
no
problems.
C
That
would
keep
us
from
continuing
the
process.
However,
should
the
interviews
take
place
before
we're
completely
finished
and
you
choose
the
to
to
Point
to
off
the
job
to
somebody,
it
would
need
to
be
authorized
on
the
with
the
condition
that
the
background
work
be
completed
successfully.
Well,.
F
C
Just
don't
know,
that's
a
very
good
point
and
we
certainly
will
should
the
interviews
take
place
at
a
time
before
we're
completely
finished
with
the
work,
we
will
notify
the
candidates
that
any
job
offer
would
be
dependent
on
completion
of
that.
We
ask
them
a
lot
of
questions
ahead
of
time
about
what
we're
going
to
find
when
we
do
it
and
quite
honestly,
when
it
puts
people
on
the
spot,
they
know
what
we're
going
to
check
and
they're,
usually
pretty
honest
when
they're,
not
we
don't
recommend
them.
B
E
A
The
last
I
want
to
ask
commissioner
kulia.
Actually,
according
your
vacation
schedule,
you're
due
back
August
4th
right.
Yes,
will
you
be
available
August
5th.
A
Okay,
the
reason
why
is
that
that
is
going
to
be
the
the
best
time
for
interviews
is
either
a
Friday
or
a
Saturday
and
August
5th
is
a
Saturday
and
the
only
opportunity
other
opportunity
would
be
after
vice
mayor
lunch
is
gone.
This
is
the
only
weekend
opportunity
between
you
and
vice
mayor
lump
being
gone,
and
we
could
possibly
do
it
about
Sunday
the
7th
Sunday.
A
E
Says
I'll
be
back,
we
can,
we
should
be
able
to
do
Saturday,
the
5th
or
Sunday.
The
6th
I
have
no
problem
or
even
August
or
even
Monday.
The
7th.
A
Okay,
be
just
give
that
some
more
thought
and
then
what
we
could
do
is
just
go
ahead
and
and
put
these
dates
out
here,
as
for
planning,
either
August
5th
or
6th,
for
the
staff
to
and
our
calendar
to
to,
to
put
that
down.
We'll
do
a
a
specific
date
of
August
5th
and
if.
E
C
Probably
would
be
more
acceptable
as
acceptable
as
the
Fifth
and
even
more
so,
okay
yeah
we're
worried
about
as
candidates
who
are
still
working
having
to
leave
their
job
in
order
to
be
interviewed
that
doesn't
go
down
very
well.
All.
B
C
G
C
It
would
be,
but
no
it
would
be
both
it'd
be
round
robin
interviews
with
each
of
you
and
each
of
the
candidates
right
and
then
that
at
the
later
in
the
day
you
meet
you'd
meet
and
in
a
commission
meeting
and
decide
which
of
those
folks,
you
met.
You
would
like
to
have
continue
in
the
process.
It
may
say:
there's
four
of
them,
maybe
all
four,
maybe
one
or
two
and
then
you'd-
invite
those
two
back
they've
become
finalists
at
that
point
and
you
invite
them.
B
B
B
Possible,
you
know
and
I'll
do
I
and
I'll
due
respect
to
our
commissioner
colleague
is
Sunday
appropriate
for
it.
It.
C
Depends
I've
had
no
trouble
getting
these
processes
conducted
on
Sunday
if
there
is
a
possibility
that
we
would
get
into
some
issues
in
terms
of
religion.
C
If
we
did
that
I,
don't
know
until
we
try
it
and
if
that
happens,
then
we
have
to
respect
that
if
somebody
suggested
Monday,
if
that's
a
possibility,
end
of
the
Maronite
effects,
I
think
we
all
talked
about
some
of
us
talked
about.
The
reason
for
the
end
of
the
week
is
simply
because
it
does
not
usually
interfere
with
Council
meetings
and.
A
I,
don't
see
a
problem
with
the
public
meeting
like
Sunday
afternoon.
Oh
no,
three
o'clock
in
the
afternoon
say
and-
and
it
would
be
very
similar
to
the
scenario
that
we
had
today,
except
instead
of
any
kind
of
sequential
meetings.
It
would
be
basically
candidates
meeting
at
the
same
time
with
Commissioners
and
then
swapping
seats
and
offices.
We'd
have
four
different
locations:
five
different
locations
around
city
hall
and
after
let's
say,
do
the
same
thing,
a
half
an
hour
or
whatever
it
is.
A
They
moved
to
what
another
office
where
the
commissioner
a
different
commissioner
and
then
we
complete
that
process
and
then
we'll
go
into
the
public
meeting
and
would
be
a
very
similar
scenario
to
what
was
done.
I
honestly
can't
make
recall
that
whether
it
was
this
commission
or
the
previous
one
did
the
the
hiring
of
Mr
pulos
was
it
the
previous,
but
but
I
think
you
all
were
aware
of
how
that
happened.
A
It
would
be
very
similar
situation
where
you
had
at
the
public
meeting
the
candidates
somewhere
here
and
we
would
take
you
know
half
an
hour
with
each
one
for
public
questions
and
any
questions
that
might
come
from
the
public
and
then
at
the
end
of
that
we
would
have
some
kind
of
a
discussion
and
then
a
decision
on
what
we
want
to
do,
whether
we
want
two
candidates,
three
candidates
or
if
we
just
are
happy
with
what
we
saw
with
one
candidate
at
that
time.
A
That's
that's
the
scenario
I
Envision
and
the
the
key,
the
other
thing,
Mr,
slavin,
I.
Think
from
your
perspective,
the
sooner
the
better
given
the
process.
That's.
D
B
B
Well
and
additionally,
you
have
these
candidates,
maybe
coming
from
different
locations
in
the
country
and
if
they
were
coming
on,
if
we're
doing
it
on
a
Saturday,
they
could
fly
in
here.
Friday
night
stay
somewhere
and
then
be
here
for
for
Saturday.
Now
they
have
to
be
here
for
all
days,
Sunday
events
and
then
get
on
a
plane
and
get
back
and
then
they'll.
You
know
very
many
of
them
have
to
work,
maybe
on
Monday
morning,
because
again
they're
not
telling
their
employers
all
that
they're
coming
over
here
to
interview
for
jobs.
A
C
No,
that's
a
true
commissioner.
However,
we
do
admonish
them
that
by
the
time
we
get
to
that
process,
the
names
are
going
to
have
to
be
made
public,
they're
finalists
and
they
better
alert
their
okay
and
most
likely
we
will
have
talking
to
I've
spoken
with
their
president
employers,
as
references.
H
A
This
is
the
only
weekend.
Vice
Merlin's
gone
the
next
weekend
and.
A
D
C
A
A
Better,
then
than
Sunday
the
answer
would
be.
We
could
get
started
yet.
The
answer
is
yes,
depending
on
some
additional
discussion
between
ourselves
as
far
as
the
amount
of
time
for
each
of
those
interviews
that
would
be
satisfactory,
I
I'm
thinking
about
a
half
an
hour.
Do
you
think
you
need
more
than
half
an
hour.
A
Okay,
so
five
hours
for
a
round-robin
interviews,
because
there's
five
of
us
and
there
could
be
five
if
there's
more
than
five
candidates,
that
might
be
an
issue
but
five
round
robin
so
five
hours
prior
to
that
time,
and
then
we
would
have
the
public
hearing
and
then
each
candidate
at
that
time
could
take.
You
know,
give
them
maybe
20
minutes
per
candidate
for
whatever
they'd
like
to
say
at
most
to
present
themselves
and
then
questions
from
the
commission.
A
So
let's
say
just
for
a
half
an
hour
for
candidates,
so
that
would
be
two
and
a
half
hours.
So
we
would
need
seven
and
a
half
hours
for
the
process.
So
if
we
did,
if
we
did
a
started
this
process
at
10
in
the
morning
on
Saturday,
which
would
be
probably
better,
it
might
be
a
little
more
challenging
for
you
or
else
make
the
gotta.
A
It'll
make
it
work.
Okay,
so
we'll
do
the
public
hearing
at
three
in
the
afternoon.
Unless
do
you
have
a
sense
that
Saturday
night
might
be
better
for
a
public
hearing
then
the
afternoon
anybody.
F
A
Well,
we'll
we'll
figure
out
the
time,
I
guess
right
now:
let's
just
set
the
date
and
we'll
figure
out
the
logistics
on
the
time.
So,
according
to
commissioner
kulia,
we'll
make
August
5th
work.
Sure,
okay,
and
so
what
I'd
like
to
do
is
have
a
motion
to
set
the
date
for
any
interviews,
both
one-on-one
with
Commissioners
and
then
the
public
interviews
on
August
5th
and
then
we'll
make
the
times
to
be
determined.
E
On
that
yeah
I
just
want
to
apologize
to
City
staff
and
the
residents
and
and
I
know.
This
is
just
a
crucial
step
in
our
City's
history
and
I.
Just
feel
like
you
know,
you
guys
are
doing
a
great
job
to
accommodate
around
me
in
this.
This
whole
situation,
so
you
know
I,
do
apologize
in
advance
that
we're
in
this
little
tight
window
that
we
have
so.
Thank
you
all.
A
B
A
C
Sir
I'm
just
delighted
that
we've
made
this
kind
of
progress,
it
helps
us
a
lot
and
we'll
keep
you
informed
as
we
proceed
and
the
once.
We
have
begin
a
pro
the
background
work.
If
we
see
something
that
that
you
need
to
know
about,
we
might
we'll
adjust
the
finalist
group
to
to
accommodate
that
issue,
so
I'm
we're
delighted.
Thank
you.
D
When
setting
up
interviews
like
this,
it's
it's
really
a
a
hard
time
choice
because
you're
trying
to
accommodate
us
and
you're
trying
to
accommodate
the
interviewee,
we
might
serve
as
a
backup
plan.
Consider
the
sixth
as
well,
because
we
may
not
get
candidates
that
can.
A
Get
here
on
time,
why
don't
we
do
this?
We
we've
authorized
August
5th,
Mr,
slavin's
expert.
You've
done
this
a
number
of
times.
Let's
see
how
many
candidates
we
have
and
let
Mr
slavin
come
back
with.
He
knows.
As
a
matter
of
fact,
it
was
Mr
slavin's
process
of
having
the
one-on-one
and
the
necessity
of
having
a
public
interview
as
well.
So
you're,
the
expert.
You
know
when
we
get
the
number,
then
you
can
come
up
with
some
kind
of
itinerary
share
that
with
us
and
we'll
accommodate
it
one
way
or
the
other
yeah.

Any
staff
comments:
okay,
any
just
general
comments
from
the
commission
just.
F
Want
to
thank
you
both
for
your
time
today.
It
was,
it
was
enlightening.
I
appreciate
your
help.
Thank.
E
A
Right
I'm
very
pleased
with
where
we
are
right
now
the
progress
and
at
least
the
initial
results
that
that
are
beginning
to
appear
and
and
I,
also
like
the
idea
that
the
process
is
still
open
in
case
someone
else.
Someone
else
wants
to
apply
for
the
job
as
well,
so.
C
C
That
no,
we
didn't
well
we're
hopeful
of
either
one
or
two
things
happening.
We
would
get
real
lucky
real
early
and
be
able
to
focus
on
our
early
respondents
as
they
come
in
and
not
have
to
wait
for
some
distant.
Have
them
wait
for
some
distant
final
filing
date
before
we
could
consider
them
and
possibly
lose
them.
For
that
reason,
and
we
didn't
want
to
get
in
a
situation
where
we
didn't
have
what
we
wanted
by
that
final
date
and
then
have
to
reopen
it.
So
this
is
why
we
did
that.
