state
construction
Grant
this
year
and
we're
anxiously
waiting
for
June
to
find
out
if
we
are
awarded
the
funds,

looking
forward
to

enhancements

library
and
improving
services
to
the
community.

prizes

special
events

lots

year
the
friends
held

annual
meeting

was
a
huge

changing
tides.

the

We
have
tablets
for
kids,
musical

crafts

stem
kits
for
both
kids
and
adults.
You
can
pick
up
seeds
from
the
library
to
start
your
own
garden

you

to
visit
a
museum,
you
can
check
out
the
PPC
pplc
Museum
passes
and
take
your
family
to
the
museum
for
free.
Also
this
year
the
state
parks
program
pass
is
coming
back,
so
you
can
actually
go

state
parks

free
too
for
Earth
Day
and
Arbor
Day.

educational
programs
still
going
on
at

library,

bad
science
plays
at

cultural

The
library
is
partnering
with
the
friends
of
the
library
in
the
Tarpon
Springs
Arts
Association,

have
young
artists
program.
You
can
see
up
at
the
top
there
on
May
15th
at
the
cultural
center,
we're
going
to
have
a
reception
for
them
and
you
are
all
welcome
and
you
can
see
their
great
art.
They
have

It's
amazing
new
this
year
at
the

you

club
that
is
online
program
plot
called

it's
a
self-paced
learning
to
code
software
for
kids,
so
we're
teaching
our
young

continuing
to
expand.
Many
of

with
your
library

but

help
you

actually

your

what

you

and
we

you

a

or
anything,
we
have
pronunciator,
which
has

languages,
you
can
learn
and
the
new
program
we
got
this
year
in
the
bottom
corner
is

It's
very
sought

we're
proud

high
school
program

gives
adults

over

opportunity

mentoring,
ship
program
to
help
people
who
are
starting
new
businesses
and
trying
to
improve
their

businesses

volunteering

time

AARP
tax

they
helped
over
700
people
do
their
tax
returns.
This
year
we
have
monthly
do-it-yourself
craft
kits
that
you
could
take
home.
We
have
a
Craft
Space
where
Crafters
come
all
different
kinds

Crafters
bring
some
of
their
own
projects
to
do,
and
we
help
Supply
some
of
their
supplies,
but
they
bring
most
of
their
supplies,
but
it's
a
place
they
can
come
to
and
do
it
together.
As
a
group
and
just
socialize
together,
our
librarian
Denise
Manning
is
still
doing
a
great
job
with
their
genealogy
program.

This
year
we
have
a
new
partnership
with
UF
and
ifis
in
the
extension
Family
Nutrition
program,
where
families
are
learning
how
to
make
nutritious
Foods
on
a
limited
budget.
So
we're
very
excited
about
that.

Other
Partnerships
we

are
with
Head
Start
and
getting
little
ones
ready
for
school.
We
continue
to
have
story
times
with
reading
songs.
Puppet
shows,
we're
teaching
the
children
to
love
books
the
summer
reading
programs
getting
ready
to
kick
off.

begins
in
June,
with
all
kinds
of
fun
activities
for
kids
adults,
we're
doing
reading
with
the
Rays
new.
This
year
we
have
a
partnership
with
pplc,
deaf
literacy
and
we're
teaching
baby
sign
language
classes.

state
guidelines
have
been
changing
as
far
as
weather
permits
are
required
for
cutting
trees
and
everything.
It's
always
been
challenging
to
continue
promoting
planting
trees
and
and
the
city
keeps
trying
to
do
its
part

I
hope.
You
got
the
question
about
a
year
ago
when
we
had
an
orientation
for
the
Commissioners
Ms
Brewer
at
that
orientation
announced
how
many
trees,
the
city
actually
plants
and
I
was
a
little
taken
by
that.
So
I
asked
the
city
manager
today.

That's
over
3
000
trees
and
if
you
drive
around
town,
we
still
have
a
lot
a
lot
of
holes
for
many
many
more
trees
and,
of
course,
it's
the
type
of
tree,
that's
important
too
right
as
far
as
a
canopy
and
producing
a
canopy
for
shade.
Our
temperatures
are
increasing,
as
it's
been
basically
spelled
out
to
me
by
people
in
the
past.

Not
only
are
tides
Rising,
but
our
our
ambient
temperatures
are
rising
in
this
in
the
in
the
summer,
people
still
want
to
take
their
walks
and
because
of
the
heat
you're
going
to
need
to
take
those
walks
under
a
tree
canopy.

it's
really
really
important
for
us
to
continue
that
program.

trees
found
studies
that
areas

cities

don't

trees.
They

only
higher
temperatures,

they
also
have
other
higher
incidents
of
health
problems.

interesting

see
that
we
have
a
philosophy
of
planting
trees,
but
we
also,
as
you
mentioned,
we
need
to
tie
it
into
a
bigger
ecological
aspect.
We
have
areas
within
town
that
have
open
areas
and,

we
need
to
consider
Urban
Pathways,
that's
part
of
what
this
urban
forestry
study
can
reveal.
So
there
are
areas
potentially
that
can
be
created
that
allows
Wildlife
to
transgress
and
repopulate,
so
I
just
want
to
throw
that
out.

far
as
something
to
look
at
when
this
report
comes
back,
the
other
thing
is,
is
it's
incredible?

we
need
to
re-look
about
the
types
of
trees
because
I
don't
know
we,
we

good,
tangerines
and
lemons

the
people
there
you

so
I
guess
we
have
to
really
look
at

we're
going
to
view

whole

we
can

to
put
these
various
pieces
together.

books

I
have
two
book
Searchers
here
in
the
United
States,
and
this
is
a
little
book
that
was
written
about
Tarpon
Springs
years
ago,
and
the
cover
of
the
book
is
Palm
fronds
instead
of
leather
and
in
this
book
it
shows
the
old
wooden
bridge
at
the
where
the
art
Club
stands
now
going
over
to
the
island
and
how
they
planted
the
eucalyptus,
trees
and
all
the
trees
along
the
road.
I
And
it's
interesting
because
some
of
those
are
right
on
the
road
and
they're
still
living
and
a
lot
of
times.
People
come
up
here
and
they
want
those
trees
cut
down,
because
cars
hit
them
and
these
were
planted.
When
Thomas
Craig
was
young,
the
father
of
our
community,
we
call
him
and
they
do
go
out
with
roots,
but
the
reasons
they
planted.
Those
trees
is
years
ago
to
keep
the
model
lace
from
speeding
around
the
curves.

It
is
a
sad
day
indeed,
for
us,
Emerson
was
one
of
a
kind
and
arguably
the
most
prominent
son
of
Tarpon
Springs,
nationally
and
internationally.
He
was
born
in
1925
in
Tarpon
Springs,
where
he
attended,
Union
Academy.
His
maternal
side
was
from
the
Bahamas,
so
he
first
sailed
with
his
Uncle
George
Hannah
on
a
sponge
Schooner
at
eight
years
old
and
earned
money
as
a
teenager
by
rowing
sponge
hooking
boats,
his
mother,
Esther
Hannah
Emerson,
often
worked
for
Greek
families,
especially
the
balerus
family.

He
picked
up
the
nickname,
Billy
The
Kid
From,
a
band
that
played
while
dressed
like
Cowboys
Emerson,
later
attended,
Florida
a
m
on
an
athletic
scholarship
but
left
to
serve
in
the
air
force
during
the
Korean
War
there
he
met
Ike
Turner
and
he
joined
Ike's
Kings
of
Rhythm.
After
his
discharge
in
1954
he
signed
a
contract
with
Sam
Phillips
at
Sun,
Records,
then
wrote
and
recorded
hits,
including
when
it
rains
it
pours,
which
was
later
recorded
by
Elvis,
Presley
and
red
hot.

He
also
took
Elvis
to
Memphis
black
clubs
to
so
that
he
could
learn
how
to
move
in
1955
Emerson
moved
to
Chicago,
where
he
joined
VJ
records
and
released
every
woman.
I
know
crazy
about
automobiles.
Shortly
after
that,
he
joined
chess
records
and
became
the
recording
manager,
Emerson
formed
Tarpon
records
in
1966
and
continued
to
play
in
clubs
and
on
European
Blues
tours
for
many
years
in
1978,
Emerson
dedicated
himself
to
his
faith
and
left
the
music
business.
He
became
a
pastor
and
later
returned
to
Tarpon
Springs,
a
compilation
album
of
his
work
red
hot.

his
cousin
Milton
Smith
will
preside
at
Reverend
Emerson's
funeral
service
at
Mount,
Hermon
Missionary,
Baptist
Church,
but
the
date
is
not
yet
set
so
keep

eyes
open

his

his

for
us
all.

coolius

his
unsubstantiated
remarks
that
have
maligned
me

negatively
affected.

many
volunteer
roles
in
this
town.
I've
worked
countless
hours
without
compensation
offered

home
as
a
meeting
place
and
believe
my
actions
have
a
positive
effect
on
this
town.
The
only
payment
I
expect
is
some
measure
of
respect.

that's
asking
too

Alternate

see
positive
outcomes
for
Pinellas
County's,
planned
roadway
and
stormway
improvements
to
Anclote
road,
but
we
also
have
concerns
for
traffic
congestion
and
safety
during
Pinellas
County's
community
outreach
event
held
here
in
this
building
on
February
23rd,
the
County's
project
manager
shared
two
items
to
which
we'd
like
to
bring
attention.
First,
the
inclusion
of
a
recreational
trail
of
budding
or
adjacent
to
Anclote
Road
as
a
roadway
with
significant
business
and
Industrial
traffic
industrial
truck
traffic.
A
dedicated
Trail
is
optimal
for
non-vehicular
traffic,
such
as
pedestrians
and
cyclists.

As
a
neighborhood
association,
we
recommend
to
the
city
and
the
State
of
Florida.
We
recommend
it
sorry
to
the
city
and
to
the
State
of
Florida
previously
that
a
traffic
signal
be
installed
at
this
very
intersection.
While
the
traffic
study
conducted
by
the
state
indicated,
the
traffic
volume
did
not
warrant
a
signal
at
that
time,
increased
daily
traffic
along
Alt
19,
along
with
the
County's
identification
of
the
Anclote
Road
Corridor
as
a
Target
employment
center
congestion
and
Hazard,
will
only
increase.

Lastly,
during
that
same
session,
a
neighborhood
association
from
Anclote
Boulevard
recommended
to
the
county
and
to
those
present,
the
commercial
truck
and
vehicles
with
boat
trailers
be
prohibited
from
Anclote
Boulevard
and
routed
instead
only
to
Anclote
Road.
First,
the
intersection
of
Anclote
Road
and
Alt
19
struggles
to
support
right,
turns
or
left
turns
for
semi
trucks
or
larger
longer
vessel
trailers
today.
Secondly,
without
such
a
traffic
signal
turns
at
this
intersection
would
be
dangerous
in
any
situation
as
a
neighborhood
association.

request
to
you,
if
the
city
commission
is
this
one,
the
city
of
Tarpon
Springs,
petitioned
Pinellas
County
to
First
support
the
design
which
incorporates
a
separate
Lane
to
the
Anclote
Road
Project,

provide
safe
recreational

two

not
restrict
commercial
trucks
and
vehicles
with
vessel
trailers
on
Anclote
Boulevard.

observations.
I'll
just
go
through
really
quick.
The
three
audit
objectives,
the
things
I
looked
at
and
then
Circle
back
around
to
the
first,
the
first
audit
objective,
because
that's
where
the
the
one
finding
was
I,
don't
know
how
much
you
all
know
about
storm
water.

kind

took
me

surprise.

lot
more
to
storm
water
than
I,
initially
thought
so
you

you

read
all

it
in
the

regulatory,
the
the
regulatory
framework
that
kind
of
exists
around
around
storm
water.

the
first
order
objective
was
to
review
the
ms4
compliance
permit,
which
is
the
ms4
permit,
is
the
permit
that
the
things
you
have
to
know
about
her.
It's
what
enables
the
city
and
all
cities
and
and
municipality,
or
all
municipalities
and
counties
in
the
country
to
discharge
storm
water
into
the
waterways
of
the
U.S.
The
second
thing
is:
fdap
administers
it
for
the
EPA
in
the
State
of
Florida
at
the
Florida
Department
of
Environmental
Protection.

absolve
us
of
any
duties
or
anything,
but
that's
just
just
the
way
they
kind
of
organize
it
kind
of
streamlines
the
process
a
little
bit
when
it
comes
to
the
fees
and
all
that,
but
that's

really

then
the
fourth
thing
you
need
to
know
is
that
we
submit
the
stormwater
folks
submit
a
a
report
to
fdap
every
year
that
covers
a
wide
range
of
things,
most
of
them
I,
I
tested
and
they
all
tested
out.

audit

The
second
objective
was
to
review
the
interlocal
agreements
with

co-permanentees.

I
looked
at
that
usually

wouldn't
if
it
was
just
if
it
was

the
city
and
one
other
party,
but
they're
multi-party
agreements,
so
they
have.
You

seven,

nine
other
parties.
So
as

order

you
see
that
you
say
okay
well,
that
that
increases
the
risk
level
and
also
we
pay
a
portion
of
of
the
fees
based
on
our
jurisdictional
acreage.

all
that,

everything
was
fine
there
with
the

the
inner
local
agreements,
then
I
also
looked
at
storm
water
expenses
because
there's
a
storm
water
fund.
So
it's
those
those
expenses
are
restricted
to
stormwater
activities.
It
was
General,
fun,
I,
don't
know.
If
I
would
look
that
or
not,
but
because
it's
a
separate
fund
I
felt
you
know
obligated
to
look
at
the
expenses.
So
I
looked
at
operational
expenses,
some
personal
expenses
and
and
all
the
ones
I
that
I
sampled
all
were
were
bona
fide
Stillwater
related
expenses.

So
there's
no
issues
there
at
all.
So
going
back
to
the
first
objective,
the
ms4
permit,
the
only
finding
I
I
mean
I,
looked
at
everything.
I
looked
at
six
major
categories
and
most
of
them
are
inspection,
maintenance
categories
from
major
outfalls.
How
falls
to
the
flood
control
programs
street
sweeping
program
and
and
everything
that
was
sent
to
the
state
and
the
annual
in
the
annual
report
matches
what's
in
the
Department's
records
and
what's
in
navalign?

So
it's
almost
like
you
know
in
in
accounting,
where
you
have
you
know
a
journal
entry
and
then
the
trial
balance
that
leads
to
the
ultimate
report.
It's
kind
of
it's
almost
the
same
process,
so
I
just
I
tied
it
all
together
and
they
keep
really
good,
really
good
documentation.
Probably
the
best
I've
seen
since
I've
been
here
and
I,
think
that's
a
testament
to
not
only
the
the
the
management
there,
but
it's
it's
such
a
regulated
industry
that
I
think
they've
gotten
used
to
used
to
keeping
this
documentation.

So
it's
it's
really
clear,
really
accurate
all
ties
out,
but
the
one
issue
I
had
when
I
was
going
through
we're
required
to
have
a
a
proactive
illicit
discharge,
inspection
program
in
a
reactive
program
and
elicit
discharge.
If
you
don't
know
and
I
didn't
know
what
it
was
either
until
till
I
started
doing
the
work
and
illicit
discharge
is
basically
anything
any
any
substance
that
doesn't
belong
in
the
storm
water
system.
So
your
neighbor
ferns,
for
example,
changes
the
oil
in
his
car
and
pours
the
old
oil
down
the
storm
drain.

Well,
that's
that's
not
allowed
okay,
so
that
would
be
an
illicit
discharge.
An
example
of
anonymous
a
discharge
would
be
say,
your
irrigation
system.
You
know
the
excess
water
runs
down
into
the
you
know
down
the
curb
into
the
storm
drain.
That's
allowed
so
we're
supposed
to
have
a
proactive
inspection
system,
proactive,
illicit
discharge
program
and
a
reactive
one,
three
active
ones:
fine,
there's
only
I
think
10
of
them
I
looked
at
that's
all.

was
no
issues
there,
but
the
proactive
one
I'm
looking
at
the
numbers-
and
it
said
3080
of
them
for
the
audit
year
and
I
said
well.

high

he
said
basically
it's
everything
we
touch.

basin,
or

cleaning
out

retention

something

obviously

sense
to
me

be
kind
of

match

good

that's
the
case,
then
we
should
all
be.

should
all
have
the
same
reporting
requirements.

would
stand

reason
that

way
we
count
proactive,
illicit
discharges

match

municipality

nyads

many
years

think

only
one

day

this
was
happening
was
Mark
our
city
manager,
and
it

It

a
year
of
work
by
the
public
art
committee
that
was
just
thrown
out
the
window
and
I
just
don't
want
this

happen

Springs.
My
family
has
been
involved
in
the
sponge
industry
since
the
early
1900s
I'm,

member

public
art
committee.

due
to
illness

unable
to
attend
the
April
12th
meeting.
Where
this
item
was
discussed,
the
installation
of
Stephen
Oliver's
onward
together
sculpture,
is
long
overdue
and
deserves
a
prominent
location
where
it
can
be
viewed
by
locals
and
visitors
alike.

the
recommended
location
on
the
working
Waterfront
of
the
Sponge
Docks
alternative
site
2,
is
a
poor
choice.
The
Sponge
Docks
is
a
functional
working
Waterfront
with
active
commercial
sponge
boats
with
Crews
that
need
open
access
to
their
boats
and
utilize
a
space
on
the
docks
to
do
their
work.
This
area
is
already
overcrowded
with
the
placement
very
of
various
objects,
so
it
is
important
that
we
not
add
any
additional
items.
A
better
location
would
be
across
across
the
street
in
front
of
the
sponge
exchange.

sponge
exchange
was
also
a
very
important
focal
point
of
the
sponge
industry
and
would
provide
an
appropriate
and
highly
visible
location
for
the
art

sculpture,
without
impeding
the
working
Waterfront
area,
if
necessary.

two
large
palm
trees
and
Planters
could
be
removed
from
this
area,
which
would
provide
more
space
for
pedestrians
and
more
room
for
configuring.

placement
of
the
art,
sculpture
onward

intent

lot
of

where
it
is,
but

think

go
back
to
the
original
concept
of
what
this
sculpture
was
supposed
to
represent
it's
informational
as
well
as
artistic.
It's
not
meant
to
be
walked
by

a
sidewalk.

only
five

working
downtown
waterfronts

Florida.

docks
are
used

active
boat,
docking
and
repair
parking
trucks

sponge
fishermen

loading

unloading,
boats
and
sorting
sponges
cleaning
and
sales.
This
is
its
primary
function
and
to
preserve
and
to
preserve
the
sponge
industry,
which
is
the
whole
reason
that
the
Greektown
historic
district
exists.
It
is
necessary
to
preserve
this
working
space,
which
has
dwindled
over
the
years
due
to
inappropriate
installation
of
objects,
oriented
primarily
towards
tourists.

soon

our
heritage.

docks
that
is
not
a
problem

Integrity

the
sponge
exchange
was
totally
compromised

80s

it
into
a
bunch
of
of
faux
eclatic
architectural
boutiques.

the
actual
original
part
of
it
was
mostly
lost
so
to
have
this
in
front
of
the
sponge
exchange
is
actually

fitting,
because

is
where
a
lot
of
the
black
sponges
worked
and
and
helped
process
the
sponges

only
place
