Sometimes
we
relocate
the
flag,
it's
always
in
that
corner
and
I'm
sure
it's
still
in
that
corner,
but
it's
probably
somewhere.
We
can't
see
it
so
occurs.
Different
ly
before
we
get
started,
I
I
do
have
a
an
announcement
to
make
item.
17
has
been
deferred
to
June
13
2023.
That's
the
ordinance
2023-05
application,
Moses
Tucker
Partners
Land
Use
map
Amendment
again
that
was
deferred
to
June
13th
2023
of
the
regular
session
on
that
date.
A
E
All
right,
good
evening,
first
off
I'd
like
to
thank
thank
you,
Mr
Mayor,
Mr
city
manager,
commission
members,
for
your
support
in
our
public
education
and
Outreach
programs.
It
means
a
lot
and
we
may
not
see
immediate
results,
but
when
their
parents-
and
they
have
kids
I'm
sure
that'll
that'll-
show
through
I'm
Tony
minello,
Public,
Works
streets
and
storm
Water
supervisor.
For
the
city
this
year
was
novel.
It's
the
first
year
we
were
actually
awarding
all
three
Public
elementary
schools,
this
award
and
offered
them
the
poster
contest.
E
My
Tarpon
Springs,
clean,
Waters
storm
water
pollution
prevention,
poster
contest,
I
think
we
have
enough
words
in
there
in
the
title,
but
it's
tough
to
spit
out
great
great
work.
I,
don't
know
if
it's,
because
all
three
schools
were
involved
this
year,
but
it
was
such
a
challenge
coming
up
with
three
winners.
So
we've
got
some
talented
winners
here
tonight.
E
They
include
fourth
and
fifth
grade
students
from
each
of
the
elementary
schools
in
town
to
show
their
create
creativity
and
talents
by
creating
a
poster
which
displays
their
thoughts
and
ideas
in
the
areas
of
pollution,
prevention,
clean
water
benefits,
animal
and
vegetation,
habitat
impacts
of
stormwater
runoff
to
our
local
beaches.
River
and
bayous,
as
I
kind
of
touched
on
environmental
awareness
for
young
students,
is
and
always
will
be,
a
huge
part
of
maintaining
our
communities
clean,
Waters
and
ensure
the
sustainability
of
these
natural
resources
for
their
enjoyment
into
the
future.
E
We're
here
tonight
to
acknowledge
the
award
and
award
nine
talented
students.
I
need
to
change
that.
There's,
seven
talented
students,
one
has
moved
to
Tennessee
with
their
family,
which
we're
going
to
be
forwarding
their
award
and
certificate,
and
one
has
not
shown
up
as
of
yet
so.
We've
got
seven
tonight
from,
like
I
said
the
fourth
and
fifth
grades
at
Tarpon,
Springs
Elementary,
Sunset,
Hills,
Elementary
and
Tarpon
Springs
Fundamental,
School
they'll
each
be
receiving
a
certificate
achievement
by
the
mayor
and
a
Visa
gift
card
in
the
amounts
of
25
dollars
for
third
place.
E
One
final
note:
I
hope
you
all
got
a
chance
to
come
by
and
I
know.
There's
a
lot
of
regular
commission
attendees
commission
meeting
attendees
we
had
their
art
displayed
in
the
foyer
for
the
last
month
or
so
so
I
hope
you
had
a
chance
to
look
at
that,
but
without
further
Ado
students,
when
your
name's
announced
please
come
up.
As
we
talked
about
come
see
me
and
then
come
meet
the
mayor.
E
A
E
Okay
on
to
Sunset
Hills
Elementary,
the
third
place
winner
goes
to
fourth
grade
student
I'm,
sorry,
Fallon
Brewery.
She
is
she's.
The
student
that
moved
to
Tennessee
with
her
family
so
we'll
be
forwarding
her
award
second
place
award,
goes
to
Evie
Sims.
E
A
G
E
A
You
everyone
I,
want
to
say
the
posters
are
important,
but
what's
more
important,
is
your
gift
card
make
sure
you
got
the
right
amount
Camilla
and
thank
you
Tony,
and
and
thank
you
for
the
Departments
that
do
those
Public
Works,
and
these
are
future
engineers
and
scientists.
I
do
want
to
I,
want
everybody
to
guess
which
Elementary
School
do
you
think
I
went
to.
A
Here
in
Tarpon,
Springs,
okay,
I
went
to
Tarpon
Springs
Elementary
School
I
was
actually
your
age
one
day
and
the
reason
why,
but
you
know,
Tarpon
elementary
school
isn't
any
more
important
than
Sunset
Hills
or
the
fundamental
Elementary
School.
A
The
reason
why
is
those
two
weren't
built
when
I
went
to
school
and
there
weren't
enough
children
to
occupy
those
schools,
so
I'm
very
thankful
that
we've
got
the
amount
of
children
that
we
need
to
occupy
the
three
schools
and
the
school
systems,
providing
the
variety
of
the
education
that
they're
doing
and
I
really
looking
forward
to
seeing
you
all
I
I
won't
be
doing
it,
but
a
future
mayor
will
be
seeing
you
at
your
high
school
graduation
and
also
your
Awards
night.
So
you
got
an
award
tonight.
A
There's
also
senior
Awards
banquets
too.
At
the
high
schools
you
attend
to
I
suspect
there
may
be
at
the
junior
high
school
as
well
so
I'm
hoping
someday.
Somebody
will
see
you
there
as
well.
So
congratulations,
everybody
and
your
posters
are
great
and
they're
going
to
be
picked
up
at
some
point
in
the
future
they're
going
to
get
them
this
evening,
sir.
This
evening,
okay,
congratulations,
parents.
A
A
And
I
see
Irene's
there
with
you
I'm,
going
to
say
something
about
about
Irene
in
a
minute
I'm
going
to
call
you
conception.
Okay,
all
right
conception
was
recommended.
To
Us
by
Dr,
Tina,
bukavalas
and
I
want
to
read
the
certificate
of
achievement.
It's
too
conceptual
and
POI
koi
Theron.
It's
a
2023,
Florida
Folk
Heritage
award
recipient
in
recognition
of
your
lifelong
achievement
in
the
ancient
Mayan
art
of
black
strap
weaving.
A
We
are
honored
to
present
this
certificate,
acknowledging
your
exemplary
contributions
to
the
state
and
for
being
a
folk
life
Advocate
who
has
made
a
long-standing
contribution
to
the
preservation
of
Florida,
traditional
arts
and
culture.
I
want
to
congratulate
you
not
just
for
this
certificate,
but
for
the
achievement
at
the
state
level.
So.
A
I
know
Dunedin
you've
been
at
Dunedin
and
you
know
we
have
these
Treasures
of
individuals
with
high
achievements,
talents
and
things
of
that
nature
in
Tarpon
Springs,
but
we
seldom
no
of
them
unless
somebody
comes
forward
and
says
something
and
so
I'm
very
happy,
and
that
somebody
did
come
forward
and
I
think
Dr
bukaval
has
helped
you
get
this
award.
Is
that
correct,
I
think
she's
in
overseas
right
now?
So
okay,
would
you
like
to
say
a
few
words
about
yourself
and
what
you
do
and
maybe
okay.
H
H
A
H
D
A
I
should
mention
that
Ms
Thayer
and
Irene
Cara
Phyllis
thereon
as
George
carafilis's
daughter,
who
was
a
long
time
teacher
of
mine
in
Tarpon
Springs
and
her
grandfather
was
father.
Cara
Phyllis,
who
was
is
genuine
and
authentic
and
Greek
Orthodox
priest
as
there
is
in
Tarpon
Springs.
So
thank
you
for
being
here
as
well
and
the
support
that
you've
shown
conception
on
so
thank
you
conception.
Thank
you.
So
much
look.
A
I
I
So
we
all
have
foreign
heritage,
yeah
I
bet
she
has
family
home.
That
would
like
to
come
here
and
are
unable
cousins,
sisters,
uncles,
friends,
family
who've,
traveled
miles
across
deserts
and
mountains
to
try
to
get
the
freedom.
She
has
and
look
what
she,
what
immigrants
and
all
of
us
immigrants
bring
to
our
community.
A
You
were
there
any
other
public
comments.
Okay,
thank
you
thanks.
Everyone
thanks
conception,
good
luck
with
everything
in
the
future.
Let
us
know
our
rec
department
will
probably
give
you
a
call
and
see
if
we
can
get
a
schedule
of
the
classes
that
you
teach
and
post
those
online
as
well.
Thank
you
very
much
all
right.
Congratulations.
K
Good
evening
and
I'm
going
to
pass
out
these,
if
I
can
ask
the
chief
to
help
me
out
those
are
St
Pete,
College,
publication
and
illumination.
That
talks
a
little
bit
about
some
of
the
things
that
the
college
is
doing,
which
is
great,
and
my
only
gripe
is
I
wish.
I
was
in
front
of
the
students,
so
I
could
talk
about
some
of
the
good
things.
The
college
is
doing
to
a
lot
of
the
students
that
that
were
here
good
evening
and
thank
you
for
the
opportunity
to
present
tonight.
K
Thank
you,
mayor,
vatic,
Yodas,
Commissioners
and
those
present.
My
name
is
Dr
Rod
Davis
I'm,
the
Provost
and
chief
campus
officer
at
St
Petersburg
College
Tarpon
Springs
campus,
the
beautiful
campus
on
the
hill
today
I'm
going
to
give
a
quick
presentation
on
three
important
projects
that
St
Petersburg
College,
Tarpon,
Springs
campus
and
the
college
have
been
working
on
three
things.
You
should
know
and
I
think
I
have
a
PowerPoint.
A
Who's
gonna
is
there
anyone
here?
Did
you
talk
to
anybody,
Ron
Ron's,
going
to
run
here.
K
K
Here
we
go
perfect.
Thank
you
so
much.
Thank
you
all
right
and
I
think
this
is
my
little
Gadget
here.
So
Tarpon
Springs
three
things
you
should
know
so
I'm
going
to
talk
a
little
bit
about
three
important
Community
projects
that
we
feel
that's
important
vital
to
to
our
community
here.
One
is
the
promise
scholarship.
G
K
All
right,
so
the
promise
scholarship
very
important
this.
This
is
something
that
the
college
is
pretty
big
on.
The
college
is
is
big
on
our
economic
mobility,
and
this
is
one
of
our
key
Missions
at
the
college.
So
the
college
decided
to
put
some
funds
aside
to
be
able
to
pay
for
scholarships
for
students
that
are
graduating
in
specific
key
high
schools.
K
Tarpon
Springs
High
School
just
happens
to
be
one
of
those
high
schools,
and
this
is
all
for
all
graduating
seniors
this
year
at
Tarpon,
Springs,
High
School,
and
it
pays
for
full
tuition
and
fees
for
associate
degrees
and
financial
aid
eligible
certificates.
So
this
is
a
big
big
deal.
We've
also
had
a
couple
of
events
at
the
college
recently
where
we
were
inundated
with
with
students,
so
we
we
feel
that
the
word
is
getting
out,
which
is
awesome
and
we
want
all
of
the
graduating
seniors
to
take
advantage
now.
K
This
is
something
that
could
happen
in
the
future.
The
college
has
put
aside
some
some
funds
that
we
could
have
used
for
some
nothing
else,
and
we
decided
that
this
would
probably
be
the
appropriate
thing
to
use
it.
For
to
help
our
students
and
and
and
and
we're
doing
it
so
hopefully,
everybody
will
take
full
advantage
of
of
this
program.
K
So
how
do
you
apply
very
simple?
You
apply
for
the
SPC
application.
You
complete
the
financial
aid
form.
We
will
waive
the
application
fee
and
then
the
students
will
complete
a
promise,
scholarship
form
and
enroll
in
at
least
six
credit
hours
for
the
fall
2023..
So
it's
very,
very
simple:
there's
we
try
not
to
make
it
as,
as
you
know,
challenging
or
difficult
for
any
students.
It's
a
simple
process.
We
want
everybody
to
apply
that
has
graduated
and
met
the
criteria.
K
So
next
is
our
biomedical
program.
This
is
a
pretty
exciting
program.
It's
a
collaboration
between
St
Petersburg
College
and
the
future
Florida
critical
Workforce
needs
Grant.
This
is
an
area
where
we
collaborate
to
develop
Workforce
pipelines
as
as
degrees
and
in
an
academy
program,
teaching,
students,
skills
and
working
and
repairing
of
smart
Health.
Care
technology
equipment
such
as
defibrillators.
K
Electrocardiographs
IV
pumps,
ICU,
monitors
and
ventilators,
so
this
is
a
very
exciting
and
new
program.
We've
already
had
this
program
at
the
college,
but
this
is
an
exciting
addition
to
be
able
to
offer
some
high
school
students
the
opportunity
to
be
able
to
do
this
as
well.
So
this
is
very
exciting
to
us.
This
program
also
comes
with
a
couple
of
really
cool
nuances.
This
program
is
also
attachable
to
our
certifications,
so
students
can
start
it
and
get
certifications
in
as
degrees
and
graduate
with
a
degree.
K
That's
going
to
pay
and
I'll
talk
a
little
bit
about
that
in
just
a
second.
We
also
are
going
to
have
a
biomedical
lab
extension.
This
is
very,
very
exciting
to
us,
because
this
right
here
is
going
to
expand
some
of
the
things
that
we
offer
at
the
at
the
college
as
portable
Labs
connected
classrooms
and
read
the
exact
redesigned
curriculum,
that's
going
to
allow
students
to
to
to
work
with
some
really
really
cool
technology.
What's
really
neat
about
this
is
there's
also
going
to
be
a
virtual
reality
component.
K
This
is
pretty
exciting
because
students
are
going
to
be
able
to
learn
in
a
virtual
type
space.
This
is
a
an
area
that
we
haven't
done
a
lot
in
in
the
past,
but
we're
looking
forward
to
the
future
to
seeing
if
we
can
offer
this
modality
to
our
students
to
be
able
to
train
and
sort
of
get
ahead
of
the
game
in
learning
via
virtual
reality.
K
This
lab
is
going
to
offer
a
lot
of
really
neat
abilities
for
students,
they're,
going
to
be
able
to
recalibrate
fix
x-ray
mechanisms,
perform
tests
and
Etc,
which
is
going
to
be
really
really
exciting
for
us
as
well.
K
So
what
about
the
money?
So,
as
you
can
see
from
the
presentations
students
can
make
anywhere
from
fifty
thousand
to
a
hundred
and
thirty
thousand
with
these
certifications,
and
this
is
any
student,
anyone
that
chooses
to
retrain
reskill
and
get
into
this
field.
There
is
a
lot
of
opportunity
in
this
field,
which
is
very
very
exciting
to
us
and
to
our
students
to
be
offering
these.
K
And
last
but
not
least,
is
the
Greece
study
abroad
program.
This
program
is
going
to
highlight
the
connection
that
we
have
with
our
sister
cities
program
here
in
Tarpon,
some
of
the
agreements
that
we
have
where
the
students
are
going
to
visit
various
Islands
in
Greece
students
are
going
to
get
tours
of
the
city
such
as
calimos,
hauki
and
Simi.
Students
will
also
walk
up
the
sacred
walkway
of
some
of
the
most
treasured
places
in
Greece.
We
are
very,
very
excited.
This
is
something
that
we've
been
wanting
to
do
for
quite
some
time.
K
There's
a
lot
of
folks
that
are
behind
it.
I'm
also
a
board
member
of
the
sister
cities
group
and
we've
been
talking
about
this
and
trying
to
get
some
excitement.
So
hopefully
the
word
will
get
out
and
and
and
students
will
want
to
register
for
the
trip.
K
So
you
can
also
take
out
your
phones
and
kind
of
take
a
snapshot
of
that
QR
code
and
and
get
the
exciting
trip
details.
The
trip
is
going
to
be
May
13th
the
26th
on
next
year,
2004
there
are
going
to
be
core
states
that
are
going
to
be
available.
The
application
deadline
is
this
year:
December
1st
there's
going
to
be
a
minimum
of
at
least
10
students
that
are
going
to
need
to
go
on
the
trip
and
I
I
hear
that
traction
is
already
starting
to
build.
K
You
belong
at
St,
Petersburg
College
this
you
know
this
is
one
of
those
taglines
that
we've
had
at
the
college.
Everybody
belongs.
We
open
our
doors
to
everyone
and
we're
always
looking
at
exciting
and
new
ways
to
do
things,
and
we
hope
that
the
word
gets
out.
There
will
be
I'm
going
to
be
asking
for
more
presentations
as
we
launch
some
exciting
projects
in
in
the
years
ahead
or
I
should
say
the
months
ahead
and
and
talk
a
little
bit
more
about
the
city
to
the
city
about
what
we're
doing
so
I.
K
A
I
I
I
do
have
a
couple
one,
your
the
scholarship,
the
SPC
promise
scholarship,
is
not
associated
with
any
particular
major
or
specialty
area.
Is
that
correct?
It's
not.
K
Associated
biometric-
this
is
this
is,
for
you
just
have
to
be
a
tarpon
high
school
graduate.
There
are
other
schools
in
the
county
that
also
qualified
for
this.
The
college
has
done
the
legwork
and
the
research
to
figure
out
what
are
the
colleges
or
the
areas
that
are
in
most
need,
and
we
chose
to
offer
that
to
the
students
in
those
areas.
A
The
other
question
is
I
graduated
from
Tarpon
Springs,
High
and
I.
Also
graduated
from
St
Petersburg
Junior
College
in
1968..
Do
you
think
I
could
get
a
refund
my
tuition?
No
all
right!
Let
me
open
it
up.
Do
any
of
the
Commissioners
have
questions.
Commissioner
Eisner
thank.
L
You
Brad
I
love
the
presentation,
just
a
quick
question:
I,
don't
know
if
you
know
the
answer
or
not,
but
the
bmet
one
two
and
three:
what
is
the
significance?
What
differences
are
the
BME
t123
they're.
K
Just
different
levels
of
of
expertise,
the
industry
has
specific
I
mean
these
are
technical
questions,
so
I'm
going
to
answer
them
to
the
best
of
my
my
ability.
K
The
programs
go,
but
there
are
different
levels
of
expertise
and
knowledge
when
it
comes
to
specific
hiring
requirements.
I
know
right
now
that
a
lot
of
the
students
are
getting
job
offers
before
they
even
hire
or
before
they
even
finish
the
the
program.
So
these
are
very
very
needy
programs,
they're
they're
in
need
with
the
community
and
the
industries,
and-
and
it's
going
to
be
something
that
you
know
for
the
years
to
come,
that
you
know
folks
are
going
to
be
getting
jobs
and
getting
paid.
K
L
Does
this
also
the
program?
Does
it
compete
with
take
stock
with
children,
or
is
it
an
additional
to
take
stock
and
children.
L
The
Bible,
County
and
rotary
contribute
you
know
with
rotor
act
with
interact
to
pay
the
kids
college.
If
they
stick
with
it.
K
K
If
you're
getting
it,
you
get
it
and
then
whatever
is
left
over
goes
to
the
student,
but
it
would
have
to
be
something
that
I
would
have
to
follow
up
with
to
see
if
there's
any
competition,
but
I
would
suspect
that
it
wouldn't
it
would
be
funds
that
help
pay
for
the
the
tuition
and
then
whatever
is
left
over,
that
the
students
can
use
for
their
education.
They
would
be
allowed
to.
Thank
you
appreciate.
M
Provost
I
just
want
to
thank
you
for
the
promise
scholarship.
It's
I
think
it's
a
great
thing
to
try
to
keep
the
local
students
in,
and
you
know,
I
really
encourage
them
when
I
talk
to
them.
The
you
know
stay
at
SPC
for
a
couple
years
and
if
you
want
to
make
it
four,
then
that's
great,
and
but
if
you
also
want
to
be
able
to
live
somewhere
else,
and
it's
a
great
stepping
stone
for
our
for
all
that
and
just
to
study
abroad,
Greece
for
2024
I
see
these
four
classes.
K
Oh
yes,
they're
they're,
going
to
be
fully
accredited
and
I
believe
it's
it's
a
full
semester
if
they
take
all
of
them.
M
A
You
thank
you,
commissioner.
Kulianes.
N
Very
proud
of
the
school
I
taught
there
for
on
and
off
for
seven
years,
and
it
was
Saint
Pete,
Junior
College.
Then,
when
I
left
they
upped
their
standards,
it
became
a
four-year
school
I.
Don't
know
if
there's
a
any
correlation
to
that,
but
but
I
just
wanted
to
give
props
to
the
to
the
school.
N
My
my
daughter
got
her
four-year
degree
there
in
nursing
and
has
gone
on
to
be
a
nurse
practitioner
and
and
the
opportunities
that
we
have
in
this
community
to
get
a
high
education
again,
one
more
of
the
super
amenities
available
to
people
who
live
in
and
around
Tarpon
Springs,
so
I
just
want
to.
Thank
you.
K
And
I
will
add
one
of
the
things
that
I've
been
doing
and
working
diligently
towards
is
working
with
Workforce
type
programs.
It's
one
of
those
things
where
the
the
Tarpon
Campus
has
always
offered
the
AAA
type
degrees
to
move
on
to
a
four-year
school,
but
now
we're
getting
into
certifications
and
things
that
that
are
going
to
hit
the
workforce,
and
this
is
going
to
be
pretty
pretty
exciting
things
for
the
community.
For
you
know,
organizations,
businesses
and
hopefully
the
tarpon
community,.
O
That
was
it
and
not
all
of
the
young
people
in
this
community
could
afford
to
go.
So
we
made
a
movement
with
rotary
to
push
with
mayor
chirakis
as
head
of
it
to
start
the
college
in
town,
Dr,
Clough,
Dr,
Thompson,
Style
criticus,
the
Pappas
Brothers
Abe
terapani,
the
facluses
all
joined
the
push.
Then
the
Greek
Community
came
in
the
Greek
board
because
they
knew
it
was
an
opportunity
for
their
Greek
children
to
get
a
higher
education
and
it
came
about.
O
Then
there
was
Blaine
Licorice
and
you
didn't
say
no
to
Blaine
lacouras
when
he
went
to
raise
money
for
something
and
between
all
of
these
men
and
the
Pappas
Brothers,
they
got
their
money
together
to
give
to
George
to
get
the
property
and
start
the
college.
Look
where
it
has
gone
now.
Most
of
these
men
are
gone.
I
went
to
Saint
Pete
College
I
used
to
catch
a
school
bus
by
the
clerk's
office,
six
o'clock
in
the
morning.
O
They
take
us
to
St
Petersburg
to
school
and
bring
us
home
what
an
opportunity
we
have
had
and
how
many
people
in
Tarpon
have
gone
to
Saint
Pete,
College,
pharmacists
doctors
today
coming
into
Tarpon
dentists,
accountants,
lawyers.
We
are
very
fortunate
that
these
men
in
rotary
had
the
eyesight
to
start
this
program
and
push
it
and
the
community
came
and
behind
it
and
really
gave
it
energy
and
it
took
no
time
at
all
to
get
it
going
and
then
with
Mike,
bilirakis
and
Evelyn
what
they've
donated
to
the
school.
O
P
Hi
good
evening,
David
Ballard
Gettys
Jr
I
live
at
802
Georgia
Avenue
in
Palm
Harbor.
Earlier
this
evening
the
commission
brought
forward
a
storm
water
issue
that
they
were
bringing
to
the
grammar
school
level
in
a
few
years.
Storm
water
water
issues
have
soon
to
be
a
very
big
priority
in
the
community
and
Nationwide.
Is
there
something
that
the
school
will
soon
offer
in
regards
to
engineering
of
the
Water
Works
program?
I
feel
as
though
there's
a
a
very
serious
need
for
for
that
type
of
education.
K
I
don't
know
if
I
can
answer
that
now,
but
I
would
love
to
take
those
questions
on
the
side.
I
could
leave
you
my
card
and
we
can
talk
a
little
bit
about
it
right
now.
We
don't
other
than
the
regular
engineering
programs
that
you
know
the
lead
into
four
four-year
schools,
but
that's
not
to
say
that
we
can't
do
it
right
now.
The
colleges
in
in
colleges
everywhere
are
looking
at
different
programs
and
exciting
new
things
that
that
we
can
offer
to
fulfill
a
lot
of
the
needs.
The
community
needs
like
that.
K
I
Peter
likes
504
Ashland
Avenue.
Thank
you
for
sharing
us
some
good
news
on
the
education
front,
seeing
that
a
lot
of
some
of
the
other
news
is
shutting
down
voices
in
our
schools,
but
I
would
like,
if
you
could
elaborate
from
my
understanding.
There
is
now
a
Saint
Pete,
Collegiate
High
School,
that's
correct
on
campus!
That's
correct!
Okay!
So
years
ago
my
daughter
went
to
the
one
at
Gibbs
and
you
all
opened
up
after
she
had
graduated.
So
we
had
to
drive
all
the
way
down
to
what's
Fifth.
G
I
But
I
would
like
you
to
maybe
elaborate
a
little
bit
on
this
program,
because
this
program
allows
you
to
get
your
AAA
degree
when
you
graduate
from
high
school
in
Pinellas.
County
Schools
contributes
to
the
funds,
so
there
is
no
fees
for
any
labs
for
any
classes
and
when
you
graduate
at
18
out
of
high
school,
you
already
got
your
AAA
or
as
and
that
gives
a
head
start
to
a
lot
of
kids
and
then
maybe
saves
that
promise
money
for
someone
else.
I
K
You
we've
always
had
programs
with
high
school.
We
have
the
the
dual
enrollment
Early
College,
the
Collegiate
High
School
is
something
that
started.
Maybe
I
think
a
couple
years
before
covid
has
hit.
It
is
a
program
for
high
school
students
to
sort
of
get
their
jump
on
the
college
degree
a
head
start,
it's
a
very
successful
program
for
us
as
far
as
expanding
right
now,
I'm,
not
sure
there
could
be
discussions
in
the
future,
maybe
a
little
bit
above
my
pay
grade.
K
A
Is
there
any
other
public
comments,
Mr
jump
I'm
going
to
ask
whether
there's
any
remote
access
comments.
A
Thank
you,
Dr
Davis,
thank
you
for
being
here.
You're
welcome
anytime
at
our
commission
meetings
to
update
us
I
do
know
that
you're
very
impassioned
about
connecting
graduates
with
local
industry
and
getting
them
jobs,
and
many
many
parents
children
want
their
children
to
continue
living
in
Tarpon
Springs.
This
is
a
way
to
make
that
happen,
and
we've
had
numerous
conversations
with
yourself.
The
hospital
and
all
of
you
are
basically
ingredients
to
making
Tarpon
Springs,
independent
and
keeping
our
children
here.
A
All
right,
Mr
Herring,
our
our
man
on
the
spot
with
I.T.
You
want
to
introduce
this
one
yeah.
R
Ron's
going
to
introduce
our
auditor
for
our
external
audit
Brian
Susie
get
your
program
up
where's
that.
S
My
that's
my
other
job.
There
you
go
I'm
looking
for
some
extra
income
now
but
good
evening,
mayor
Commissioners,
Ron,
Herrick
Finance
director
tonight
we
have
the
presentation
of
the
external
Financial
audit
State
Statute
21839
requires
local
governments,
have
an
annual
Financial
audit
performed
by
an
independent,
certified
public
accountant
within
nine
months.
At
the
end
of
the
fiscal
year,
the
city's
audit
can
be
found
on
the
city's
website.
S
The
Firm
of
modern
jinxins
was
retained
by
the
city
to
perform
our
financial
audit.
Tonight
we
have
Daniel
Anderson
director
with
modern
Jenkins
to
present
the
city's
audit
and
I
just
want
to
thank
Daniel
and
his
staff.
They
come
in
here
about
four
or
five
of
them.
There's
a
staff
for
about
three
full
weeks.
They
go
through
our
financials.
They
ask
a
lot
of
questions
and
we
get
through
it,
but
they
are
very
professional
and
very
thorough
staff,
and
with
that
I'll
give
Daniel.
T
Good
evening
Mr
Mayor
Commissioners,
as
Rob
mentioned,
my
name
is
Daniel
Anderson
I'm,
a
partner
with
Malden
Jenkins
with
the
overall
responsibility
for
the
city's
2022
fiscal
year-end.
Audit
I
will
try
my
best
to
make
the
presentation
of
the
audit
results
as
exciting
as
the
three
prior
presentations,
but
please
bear
with
me
as
I
attempt
that,
just
to
give
a
little
bit
of
an
overview
of
my
presentation,
you
should
have
two
items
in
your
agenda
packet.
One
Ron
indicated
is
the
annual
comprehensive
financial
report
itself.
T
The
second
is
a
separate
document
that
we
issue
that
we
refer
to
as
our
Auditor's
discussion
and
Analysis.
This
provides
our
required
Communications
to
governance
in
a
written
format.
My
presentation
is
really
going
to
summarize
that
document
as
well
and
kind
of
verbally
go
through
some
of
those
required
Communications.
T
Some
brief
information
about
Malden
Jenkins.
We
just
completed
our
third
year
serving
as
your
Auditors.
We
are
a
large
Regional
audit
organization
with
offices
throughout
the
southeast,
United
States.
Your
audit
was
performed
from
our
Bradenton
Florida
Office
location.
Our
governmental
Niche
is
the
firm's
largest
Niche
serving
approximately
700
governmental
entities
throughout
that
Southeastern
U.S
footprint.
This
includes
over
160
municipalities
such
as
the
city,
as
well
as
over
150
entities
that
seek
and
receive
the
gfoa
certificate
for
excellence
and
financial
reporting
on
an
annual
basis
similar
to
the
city.
T
The
annual
comprehensive
financial
report
is
broken
into
three
separate
sections.
The
introductory
and
statistical
sections
are
really
where
the
city's
going
above
and
beyond,
what's
required
by
Florida
Statutes
and
by
governmental
auditing
standards
to
provide
some
additional
information,
such
as
the
transmittal
letters,
such
as
all
the
statistical
information
that
you'll
see.
It
is
a
very
large
document,
certainly
something
that
you
know
obviously
we'd
love
you
to
go
through
the
whole
thing.
T
If
I
were
to
give
you
a
brief
synopsis
to
say
hey
if
you
can
only
look
at
10
to
15
pages,
what
would
I
look
at
and
I
would
start
with
the
Management's
discussion
and
Analysis.
This
really
provides
a
high
level
of
the
financial
information
that
you'll
have,
and
it
also
provides
Management's
explanations
for
variances
that
occurred
between
the
2022
fiscal
year
end
as
well
as
the
2021
fiscal
year
end.
Additionally,
I
would
recommend
looking
at
the
statistical
section.
This
provides
10
years
worth
of
information
over.
T
You
know
financial
information
revenue
and
debt
capacity,
as
well
as
some
operating
indicators.
So
it
really
gives
you
a
good
summary
of
where
this
cities
come
in
the
last
10
years
compared
to
where
they
are
at
the
2022
fiscal
year
and
the
reason
why
we
perform
an
audit
is
to
provide
our
opinion
on
the
fairness
of
the
presentation
of
the
financial
statements.
If
you're
in
you
know
very
keen
on
looking
at
the
auditor's
reports,
you'll
note
that
the
auditor's
report
did
change
a
little
bit
for
the
2022
fiscal
year
end.
T
This
is
due
to
some
new
auditing
standards
that
were
required.
One
thing
that
I
really
like
about
it
is
they've
moved
the
up
move.
The
audit
opinion
to
the
very
first
paragraph
of
the
report
so
I'm
happy
to
report
that
we
have
issued
an
unmodified
opinion,
which
is
the
highest
form
of
assurance
that
we
can
render.
So,
in
our
opinion,
the
financial
statements
are
free
of
material
misstatement,
as
of
and
for
the
year
ended
September
30
2022..
Some
additional
information
within
the
auditor's
report
discusses.
T
Of
those
other
reports,
if
you
look
in
the
back
of
the
document,
there's
three
additional
reports
that
I
just
wanted
to
bring
to
your
attention.
One
is
a
compliance
report
or
what
we
refer
to
as
the
yellow
book
report
and
that's
the
report
on
our
testing
of
the
city's
compliance
and
internal
controls
over
compliance
with
respect
to
laws,
rules
and
regulations.
This
is
a
negative
Assurance
report,
so
we're
not
providing
an
opinion.
We
just
identify
things
if
we
found
them
throughout
the
audit
process.
T
I'm
happy
to
report
that
there
are
no
findings
or
recommendations
that
you'll
note
within
that
report.
The
second
report
is
the
independent
Auditors
management
letter
and
that's
with
respect
to
the
testing
that
we
perform
over
the
the
city's
compliance
with
the
rules
of
the
auditor
general
again
another
non-opinion
report.
However,
there
was
nothing
that
we've
identified
within
that
report
that
we
need
to
bring
to
your
attention
and
the
last
one
is
the
independent
Auditor's
examination
or
independent
accountants.
T
Going
through
those
required
Communications
that
you'll
note
in
the
auditor's
discussion
and
Analysis,
ultimately,
management
is
responsible
for
the
adoption
of
the
accounting
policies
and
procedures
that
you'll
see
in
note
one
of
the
financial
statements.
One
thing
that
I
do
want
to
bring
to
your
attention
is:
there
was
a
pretty
significant
accounting
standard,
an
auditing
or
accounting
standard
that
was
implemented
during
the
2022
fiscal
year
and
with
respect
to
leases,
and
essentially
what
this
did
is
previously.
We
had
operating
leases
and
capital
leases
under
the
new
standard.
T
Generally
speaking,
the
prior
Capital
leases
are
really
treated
as
Finance
purchases
and
considered
long-term
debt
issuances
a
lot
of
those
operating
leases.
We
had
to
evaluate
to
determine
you
know:
should
we
bring
those
on
the
balance
sheet
and
say?
Okay,
the
city
has
the
right
to
use
this
non-financial
asset
and
a
corresponding
liability
with
respect
to
the
Future
minimum
payments,
so
it
really
grosses
up
the
balance
sheet.
Instead
of
previously,
we
just
had
a
disclosure
of
what
future
commitments
were
for
some
of
those
agreements.
T
So
you
know
we
worked
hard
with
Ron
and
his
team
to
identify
potential
contracts
that
might
fit.
You
know
what
qualifies
within
the
standard,
and
you
know
I'm
happy
to
report
that
he
did
a
great
job
putting
together
those
schedules
and
the
city
has
properly
implemented
that
lease
standard
for
the
2022
fiscal
year
end.
T
Additionally,
as
part
of
our
audit
procedures,
there
are
items
within
the
financial
statements
that
are
considered
or
management
estimates.
We
perform
those
procedures
and
determine
that
the
estimates
that
were
made
by
management
were
properly
accounted
for
with
respect
to
the
appropriate
accounting
standards.
T
During
the
audit
process,
we
received
the
full
cooperation
from
management
really
Ron
and
his
team
did
a
great
job.
Providing
us
with
the
information
specifically
I
know
that
he
lost
a
couple
key
team
members
right
before
he
was
really
kind
of
finalizing
getting
prepared
for
the
audit
process.
You
know
really
one
of
our
first
conversations
that
that
I
had
with
him
was.
T
You
know
he
was
a
little
concerned
that
the
city
was
going
to
be
able
to
finish
the
audit
by
the
gfoa
March
31st
deadline
without
having
to
extend
an
extra
30
days,
but
you
know
he
worked
extremely
hard
at
making
sure
he
could
get
us
the
information
we
need
and
we
still
met
that
March
31st
deadline,
even
with
the
loss
of
some
of
that
key
personnel.
So
I
do
want
to
give
him
a
lot
of
credit.
For
that.
T
There
were
no
audit
adjustments
in
the
audit
process,
and
this
includes
past
audit
adjustments
or
uncorrected
misstatements,
where
we
propose
an
audit
adjustment
and
management
just
says
they
don't
deem
it
to
be
this
significant
and
they
don't
post
it
so
certainly
in
the
governmental
accounting
world
to
have
no
audit
adjustments.
That's
a
really
big
deal
so
certainly
something
that
that
your
team
should
get
kudos
for
for
sure
and
then
also
as
part
of
the
audit.
T
We
do
evaluate
the
financial
statements
disclosures
to
ensure
that
they're,
in
accordance
with
all
the
applicable
accounting
standards
as
well
a
couple
four
couple:
more
we're
not
aware
of
any
information
contained
in
the
audited
financial
statements
and
then
lastly,
Malden
Jenkins
is
independent
with
respect
to
the
city
and
able
to
perform
your
audit,
some
additional
information
that
you
might
find
within
that
Auditor's
discussion
and
Analysis,
you
will
have
all
of
your
required
Communications
again.
There
are
no
findings
or
recommendations
to
bring
to
your
attention.
T
That
would
be
noted
within
that
document
and
then,
if
you
really
want
to
have
some
late
night
reading,
to
put
you
to
sleep,
there
is
about
10
to
15
pages
worth
of
information
on
upcoming
accounting
standards
that
need
to
be
implemented.
So
you
can
keep
that
by
your
bedside
and
get
that
reading
done
at
your
convenience.
T
That's
the
conclusion
of
the
presentation
that
I
have.
We
certainly
appreciate
serving
as
your
Auditors
for
the
city
of
Tarpon,
Springs
and
working
with
Ron
and
his
team,
and
with
that
I'm
happy
to
answer
any
questions
that
you
have
about
the
audit
process.
My
presentation,
the
financial
statements
themselves
or
anything
else,
I.
A
T
So
the
city
does
seek
and
receive
or
seek
the
gfoa
certificate
for
excellence
and
financial
reporting
and
included
within
the
financial
statements
is
a
certificate
that
the
city
did
receive
from
the
2021
audit.
You
know
that
certificates
included
in
the
2022
and
then
Ron
and
his
team
have
submitted
the
application
for
the
2022
certificate,
which
will
be
included
in
next
year's
financial
statement.
A
Q
A
We're
looking
forward
to
that
as
well
and
it
looks
like
we've-
got
a
very
good
work
relationship
with
us,
so
thank
you
both
and
especially
Mr
Herring
and
his
team
and
in
finance.
Let
me
ask
the
Commissioners:
if
any
of
you
have
any
Mr
coolianis
as
the
CPA
I'm
sure,
you've
got
some
to
say.
N
So
did
you
Mr
Anderson?
Did
you
make
the
presentation
last
year
as
well?
Yes,
sir
I
apologize
for
there
was
a
a
misguided
citizen
that
got
up
and
said
something
about.
Wasn't
it
about
not
catching
something,
or
do
you
remember
that
I.
T
Certainly
so,
first
and
foremost,
the
external
auditor
needs
to
be
independent,
so
you
know
we
kind
of
come
in
throughout
the
year
we
like
to
have
communication
with
Management
on
any
any
significant
events
that
occur,
but
we
have
separate
auditing
standards
that
we
are
following
to
make
sure
that
we
are
independent,
we're
external.
We
have
certain
procedures
for
the
year-end
balances,
the
major
transaction
cycles
that
you
have
as
well.
T
When
it
comes
to
the
internal
audit
department,
they
really
work
with
management
and
develop
a
risk
assessment
to
say
you
know
within
the
city
where
what
are
our
areas
where
we
have
the
biggest
risk
that
we
want
to
design,
and
you
know
periodically
perform
procedures
to
help
us
mitigate
that
risk
and
say,
okay,
you
know
this
is
a
major
transaction
cycle.
We
want
to
perform
specific
testing
over
this
major
transaction
cycle
throughout
the
year
and
not
necessarily
at
the
year
end
to
say
you
know
this
year
in
balance,
is
free
of
material
misstatement.
T
So
that's
kind
of
the
biggest
difference,
they're
kind
of
working
with
you
throughout
the
year.
They
don't
have
a
year-end
type
dead
line
that
they're
looking
at
to
say.
This
information
is
free
of
material
misstatement.
They
can
get
a
lot
more
Hands-On
when
it
comes
to
internal
controls,
but
they're
working
with
management
to
determine
that
risk
assessment
and
what
procedures
they
are
going
to
be
performing
throughout
the
year.
N
N
The
financial
statements
are
they
fairly
stated
and
you
test
them
to
make
sure
that
that
what
we're
seeing
in
financial
statements
is
a
fair
representation
of
the
position
and
activities.
Yes,
sir
the
last
year,
yes,
sir,
but
not
to
catch
correct,
you
might
in
doing
your
work.
You
might
find
something
that
you
catch
it,
but
that's
not
your
intent.
That
is
correct.
Thank
you.
Yeah.
S
U
A
I
I
I
will
reiterate
something
I
mentioned
once
before
and
I'll
say
it
again.
When
the
clerks
come
up,
we
need
to
have
an
employee
appreciation
event,
as
we
did
before
and
Mark.
You
know
what
we're
talking
about.
So
maybe
you
can
let
the
guys
know
how
it
was
done,
and
maybe
we
can
do
it
again.
Thank
you.
Thank.

I'd,
like
to
thank
Ron
for
the
great
work
he's
done
all
these
years.
When
I
was
mayor,
we
had
Robert
bublets,
remember,
Bob,
I,
think
you
you
worked
for
him
at
the
beginning
and
we
give
Ron
a
lot
of
credit
for
his
29
years
of
service
and
for
all
these
Awards.
But
the
one
thing
we're
missing
is
who
creates
the
atmosphere
for
our
Perfection
and
that's
a
city
manager
I'd
like
to
thank
him
very
much.
Thank
you.
Thank
you.

I've
always
questioned
this
one
phrase
in
the
Declaration
of
Independence
and
it
says
I
might
misquote
it
a
little
bit,
but
it
says
something
in
regards
to
convulsions
from
within
invasions
from.
Without
does
this
have
anything
to
do
with
an
audit.
P
I
can't
seem
to
find
a
landing
place
for
that
particular
clause
in
the
Declaration
of
Independence,
just
a
thought
not
trying
to
be
funny
or
anything
just
something
kind
of
came
into
my
head.
So
thank
you.
O
Benita
produce
same
address,
I
haven't
moved
when
I
was
a
commissioner.
In
the
years
I
was
mayor,
the
mayor
was
city
manager,
we
paid
off
loans
because
Ron
and
Bob
bublets
both
worked
very
hard
in
the
finance
we
paid
off
the
bonds
and
we
paid
off
everything
that
we
owed
and
when
I
left
office
there
was
no
debt
departments
had
money,
and
it
was
because
of
the
close
eye
and
working
with
Ron
I
would
walk
in
and
say
Ron.
We
need
money
for
something
he'd
say
forget
it.
O
I
would
not
say
that
to
my
husband,
I'd
pester
him
until
I
got
what
I
wanted.
You
can't
do
that
with
Ron,
so
you've
done
a
wonderful
job
for
us
and
I
hope.
You
continue
to
do
a
wonderful
job
for
us
and
you're
very
fortunate
to
have
an
employee
like
him,
because
he
watches
every
penny,
and
now
we
have
a
commissioner
on
board
who
will
watch
every
penny
too.
Thank
you.
A
A
W
Thank
you,
ordinance,
2022-22,
an
ordinance
of
the
city
of
Tarpon,
Springs
Florida,
amending
the
city
of
Tarpon,
Springs
code
of
ordinances,
chapter
20,
section,
20-23,
connections
to
public
water,
reclaimed,
water
and
sewer
systems,
annexation
required
and
the
comprehensive
zoning
and
Land
Development
code
appendix
a
article
12
section
208.00
annexations
and
section
208.01,
compliance
of
annexations
with
City
County
interlocal
Planning
agreement
providing
for
severability
providing
for
inclusion
in
the
code
of
ordinances
of
the
city
of
Tarpon,
Springs
Florida
and
providing
for
the
effective
date
of
this
ordinance.
That
is
ordinance.
X
So
the
this
particular
ordinance
has
gone
through
three
different
review
sessions
with
the
Planning
and
Zoning
Board.
They
they
had.
This
was
a
near
and
dear
issue
to
their
heart,
and
so
it
took
a
little
more
effort
with
them
to
get
to
where
we
had
an
ordinance
that
everybody
supported.
X
So
these
particular
amendments
are
to
section
20-23,
which
is
the
section
of
the
of
our
code
of
ordinance,
is
not
specifically
the
Land
Development
code
that
requires
a
property
that's
going
to
be
developed
or
that
needs
to
access
City,
Utilities
in
any
any
form
to
Annex
into
the
city
of
Tarpon
Springs,
and
so
that
has
set
up
some
complications,
Through
The
Years.
X
So
we
basically
the
this
particular
section-
is
amended
to
have
a
bifurcated
process
whereby,
if
you
are
going
to
hook
up
the
City
Utilities
and
it's
a
vacant
land,
it's
vacant
land,
you
have
basically
two
options.
You
can
Annex
in
this
vacant
land
and
be
land
use
and
Zone
to
the
city
and
follow
our
rules
and
regulations
or
through
an
annexation
agreement.
We
will
allow
you
to
stay
within
this
unincorporated
Pinellas
County
go
through
their
permitting
and
process
and
when
it's,
the
project
is
fully
complete,
then
Annex
into
the
city.
X
So
what
we
had
you
know
I
think
was
a
perception
of
people.
You
know
perhaps
taking
advantage
of
the
ability
to
start
a
project
in
Pinellas
County
and
then
Annex
it
in
halfway
through
and
there's
some
benefit
to
doing
that.
So
this,
hopefully,
will
clean
that
process
up
once
and
for
all
the
other
section
section
208
of
the
land
code,
which
is
our
actual
annexation
review
process.
So
when
an
application
is
actually
going
through
the
process
for
annexation,
the
Planning
and
Zoning
Board
wanted
some
additional
review
criteria
included.
X
That
gives
you
as
the
board
a
little
more
discretion
about.
Having
to
Annex
a
property
and
when
you
have
to
Annex
or
when
you
may
politely
say,
stay
in
unincorporated
County,
so
we
there
were
several
three
things
that
were
added
for
to
that
section.
That
review
section.
One
is
whether
the
property
would
reduce
a
type
A
Enclave.
That's
a
recognized
like
something:
that's
completely
surrounded,
and
so
it's
good
to
go
ahead
and
chip
away
at
it.
X
So
it
is
one
more
check
and
balance
that
gives
you
as
the
board
to
say
yes
or
no
to
an
annexation.
So
with
that,
that
was
probably
a
little
more
win
information
than
you
needed,
but
I'll
stop
there
and
answer
any
questions.
I
do
want
to
also
get
into
the
record
at
the
February
planning
and
zoning
board
meeting.
They
did
recommend
two
other
I
had
two
other
recommendations
for
the
board
to
consider.
In
addition
to
the
annexation
ordinance
changes
themselves.
X
The
second
recommendation
was
that
we
develop
a
common
land
use
map
with
Pinellas
County
for
the
unincorporated
portion
of
the
city's
planning
area.
So
with
regard
to
that
second
recommendation,
we
will
be.
We
are
doing
that
as
part
of
our
comprehensive
Plan
update.
So
we
can
check
the
box
on
that
one.
The
first
is
really
for
the
board
for
a
policy
discussion,
I
believe
as
to
whether
or
not
we
want
to
really
take
on
that
process.
It
is
fairly
arduous.
X
A
L
X
That's
really
referring
to
whatever
would
be
the
formal
closeout,
probably
a
certificate
of
occupancy,
so
the
process
is
complete
with
Pinellas
County
and
everything
has
been
inspected.
So,
whether
or
not
we
would
inspect
it.
That's
not
what
the
intent
was.
The
intent
was
that
it's
a
you
know,
there's
a
building
process,
there's
a
certificate
of
completion
or
a
certificate
of
occupancy
issued
by
Pinellas
County.
We
didn't.
We
would
accept
that,
so
it
wasn't
that
we
would
go
inspect
the
property
that
wasn't
the
intent.
X
You
know
they'll,
you
know
it
has
to
follow
the
building
code
and
all
of
those
things.
The
intent
was
that
if,
because
of
Pinellas
County's
regulations,
it
is
out
of
sync
I'll
use
the
word
for
with
our
local
development
patterns,
our
land
use
and
Zoning.
Then
you
have
an
option
as
the
board
to
say.
Thank
you.
We
would
prefer
you
stay
in
Pinellas,
County
and
we'll
collect
the
surcharge.
So
it's
not
meant
to
be
a
an
inspection
process
that
we're
going
to
go
verify
that
they
got
a
certificate
of
occupancy.
L
I
hear
what
you're
saying
the
only
thing
is
that
when
you
don't
do
an
inspection,
there's
no
way
for
us
to
know
how
do
we
as
a
board,
then
decide
who
should
come
in
and
who
should
not
come
in.
X
L
X
That's
it:
okay,
the
the
evaluation
is
more
as
to
whether
or
not
it's
appropriate
for
us
to
now
Annex
it
in
because
it
might
be
incompatible
or
might
be
wildly
out
of.
Let's
say
it's
five
stories
and
we
would
only
have
allowed
two
stories
in
the
surrounding
area
or
something
like
that.
Then
you
have
that
ability
to
say
this
is
not
in
character
with
the
city's
regulations.
X
We
will
not
Annex
you,
so
it's
it.
That's
more!
That's
a
that's!
A
more
that's
a
different
evaluation
process
right.
L
X
No,
no,
that's
not
what
the
ordinance
says,
the
ordinance.
It
always
says
you.
We
will
not
process
you
to
evaluate
taking
you
in
until
we
have
a
certain
until
the
project
in
Pinellas
County
is
complete
closed
out,
a
certificate
of
occupancy
has
been
issued
until
you
do.
What
we're
trying
to
do
is
stop
someone
from
starting
a
building
process
in.
G
X
X
I
think
I
just
answered
that,
let's,
let's
say
in
Pinellas
County,
you
know
they
they
allow.
The
industrial
is
a
good
example.
Pinellas
County
has
70
foot
height
limits
in
their
industrial
districts.
We
do
not,
so
we
may
that.
That's
a
that's
a
substantial
difference.
You
know
we
would
have
preferred
that
you
come
into
our
jurisdiction
and
do
work
with
us
from
the
beginning
and
meet
our
height
limits,
but
you
chose
not
to
so
knowing
that
full
well.
So
then
this
gives
you
the
ability
to
evaluate
that
and
say
we
don't
think
this
is
in.
X
L
A
Okay:
let's
go
to
public
comments,
public
comments.
I
Amen,
Renee
all
right
first
for
Mr
Salzman
on
the
ordinance
where
20-2023
number
one
the
added
language
undeveloped
and
then
it
goes
lands
abutting.
The
city
limits
shall
apply
for
voluntary
annexation
and
I
want
to
stop
there
a
moment
because
shall
means
you
must
involuntary
means.
You
have
a
choice,
so
I'm
not
sure
how
you
can
say
with
one
hand
you
have
to
do
it
and
then
the
other
it
sets
your
free
will.
I
Second,
paragraph
talks
about
in
lieu
of
paragraph
one
you
can
enter
into
a
building
annexation
agreement
with
the
city
a
lot
of
the
connections.
This
is
what
Renee
is
talking
about.
Once
all
that's
done
at
such
time,
the
development
is
certified
as
complete
by
Pinellas
County,
the
property
ownership
voluntarily
Annex
into
the
corporate
limits,
and
there's
where
you
would
have
those
other
parameters
under
208.
X
I
So
I'm
a
little
interested
more
about
what
this
binding
annexation
agreement
would
qualify,
as
also
in
number
g
c,
where
it
says
with
the
property
in
question,
is
non-conforming
with
adjacent
city,
land,
City,
Zoning,
land
use
and
development
patterns.
Well,
that's
what
Renee
was
talking
about
the
70
and
the
50
and
the
industrial,
but
same
thing
can
be
said
in
residential,
and
you
could
always
see
someone
coming
forward.
Saying
hey!
You
know
we
did
this
by
Pinellas,
County
and
you're.
Saying
now.
I
I
can't
have
this
pool
here
or
I
can't
do
this
there.
So
what's
the
awareness
to
adjacent
property
people
is
Pinellas
County
going
to
be
saying:
oh
you're,
right
next
to
Tarpon
you
better
check
with
them.
I,
don't
know
I'm,
just
there's,
there's
some
I
guess
administrative
aspects
that
may
need
to
be
looked
at
or
considered
before
you
fully
finalize
this.
Thank
you.
A
Okay,
thank
you
if,
if
what
I'd
like
to
have
is
a
motion
to
approve
in
a
second
motion.
A
M
I
just
think
it's
a
it's
a
clear
way
for
developers
to
you
know,
have
one
or
two
options
to
to
make
it
easier
to
work
with
the
city
too
as
well,
and
you
know
just
keep
it
clean,
we
see.
So
you
know
it's,
not
some
developers
fault
that
there
was
this
procedure
and
being
able
to
do
that
and
so
I
think
it
clears
it
cleans
it
all
up
for
both
sides
for
everyone
and
it's
a
good
thing.
So
thank
you.
J
Yeah
and
I
understand
the
Genesis
of
of
these
changes
and
fully
appreciate
all
the
work
you
put
in.
Thank
you
thank.
N
Yeah
I
I
sat
on
the
board
during
all
these
conversations,
and
you
know
the
just
to
give
a
little
background
for
the
community
to
understand.
We
are
frustration
on
the
Planning
and
Zoning
Board
was
that
somebody
again
like
you
said
somebody
would
start
a
project
in
the
county
and
then
try
to
Annex
in
mid-stream.
Then
we
would
have
all
the
issues
of
having
to
do
all
the
inspections.
We
didn't
get
all
the
permitting
fees.
N
Some
of
those
already
had
gone
to
the
to
the
county,
and
then
you
know
obviously
in
in
most
cases
they're
non-conforming.
So
you
know
we're
having
to
put
up
with
setbacks
that
weren't
approved
in
the
city,
but
we
kind
of
live
with
it.
The
I
think
all
these,
these
this
ordinance
changes
are
appropriate.
N
You
know
I'd
like
to
maybe
explore
at
a
later
date,
I
think
we
talked
about
it
at
the
Planning
and
Zoning
is
being
a
little
more
punitive
on
the
fees
so
that
when
they
do
come
over
that
they
pay
a
little
bit
heavier
fee,
especially
and
if
you
know
of
their
the
non-conformity
is
Extreme
right.
So
we
can
I
think
that's
something.
N
We
can
explore
in
the
future,
but
you
know
the
the
other
frustrating
part
and
is
that
if
something
is
built
on
the
outskirts
of
our
town
right
on
the
border
right,
that's
what
we're
talking
about
here.
N
N
So
that's
so
I
think
the
most
important
part
of
all
this
is
that
we
do
have
some
kind
of
working
relationship
with
the
county
that
we
do
get
some
kind
of
a
boundary
agreement
at
some
point
so
because
otherwise
we
are
going
to
take
them
in
because
they're
there
and
they're
impacting
us
and
we
can
get
taxes
or
not
get
taxes.
So
it's!
It
is
a
frustrating
thing,
but
I
think
this
addresses
some
of
that
and
I
think
we
can
still
do
a
little
bit
more
going
forward.
L
You
I
think
that
this
helps
a
lot
of
the
loopholes
that
we've
had
up
to
this
point
as
I
like
to
say,
nothing's,
perfect
and
I'm
sure
there
will
be
people
who
read
this
and
try
to
outskirt
the
lore
as
they
say,
but
we
could
always
make
a
correction
and
I
appreciate
what
Mr
delacas
had
to
say.
L
A
A
Commission
and
then
bringing
it
forward
to
us
and
it's
something
that
we'd
asked
for
I
know
that
each
annexation
is
different
and
there's
got
to
be
some
flexibility
as
far
as
any
kind
of
agreements
go
and
I
understand
that
also
the
the
inner
boundary
agreement
between
Pinellas,
County
and
Tarpon
I
think
you
said
it
would
be
an
arduous
effort
to
try
and
get
that
pinned
down
between
the
two
of
them.
It's.
X
A
From
from
my
perspective,
and
of
course
the
commission
can
we
can
weigh
in
on
this,
maybe
you
can
you
if
you
have
feelings
on
it,
communicate
it
with
a
city
manager
but
I
know
you've
got
your
hands
full
right
now
on
a
number
of
areas
that
I'm
not
interested
at
this
point
to
continue
adding
some
something
wrong.
I
think
you've
done
terrific.
As
far
as
bringing
this
forward
to
us.
We
know
that
there's
still
some
work.
That
needs
to
be
done,
maybe
in
whatever
some
period
of
time.
A
X
In
my
experience
with
Pinellas
County,
just
so
that
you
know,
I
get
this
out
there
with
regard
to
interlocal
service
boundary
agreements
for
annexation,
and
we
have
one
that
all
the
municipalities
are
a
part
of
that
for
for
type
A
enclaves
they
like
to
work
in
the
world
of
not
singular
I'm,
going
to
have
this
agreement
with
one.
They
like
these
agreements
that
pull
in
all
municipalities
so
that
they
don't
have
individual
things.
So
that's
that's
the
bigger
challenge,
I
think.
A
That
would
be
the
challenging
part
of
it
yep.
Okay,
if
there's
no
further
commission
comments,
roll.
A
W
2023-03,
an
ordinance
of
the
city
of
Tarpon,
Springs
Florida,
amending
the
future
land
use
map
for
1.06,
Acres,
more
or
less
of
real
property
located
on
the
south
side
of
Dixie
Highway,
approximately
400
feet,
east
of
North,
Pinellas
Avenue
from
land
use,
designation,
RM,
residential
medium
to
land,
use,
designation,
Tu,
Transportation
utility,
providing
for
findings
providing
for
severability,
providing
for
repeal
of
ordinances
or
parts
of
ordinances.
Inconsistent
here
with
and
providing
for
an
effective
date
that
is
ordinance.
X
All
right,
this
is
application
22-125.
X
X
All
right,
my
apologies-
this
is
application
22-125..
This
is
a
land
use
only
application.
The
city
of
Tarpon
Springs
is
the
applicant,
so
the
subject
of
this
property.
This
is
a
city-owned
property
where
the
city
has
a
lift
station,
an
injection
well,
there's
some
City
workspaces
there
and
some
other
city
services.
This
is
at
the
this
is
on
Dixie
Highway
east
of
North
Pinellas
Avenue.
So
this
is
one
of
these
properties.
X
As
you
know,
we've
been
cleaning
up,
land
use
and
Zoning
on
city-owned
properties
generally
getting
them
into
the
correct
land
use
and
Zoning
categories.
We
recently
did
this
property,
so
this
is
another
one
of
these
that
we're
trying
to
get
into
the
public,
semi-public
and
transportation
utility
categories.
So
there
are
two
applications
with
this.
One
is
for
the
land
use.
X
One
is
for
the
zoning
under
our
new
rules
of
procedure,
we're
hearing
the
land
use
first
and
then
the
zoning
will
come
back
to
the
board
at
a
later
date,
so
the
current
land
use
designation
on
this
property
is
residential
medium.
The
proposed
is
transportation.
Utility
property
has
approximately
one
acre
and,
as
I
said,
it's
it's
developed
with
some
buildings
paved
areas.
It's
used
for
the
workshop
offices,
storage,
a
lift
station
and
an
ejection;
well
so
a
little
aerial
photograph.
This
is
the
site
here.
X
So
this
is
the
will
be
the
location
of
the
future
Pinellas
Trail
elfers
spur.
This
is
Dixie
Highway.
This
is
alt
19..
This
is
the
Leslie
Hale
church.
This
is
an
industrial
site
over
here
where
boat
and
RV
storage
is
going.
This
is
unincorporated
Pinellas,
County
area
and
just
a
little
bit
closer
in
view
of
the
site.
Again,
you
do
have
a
lot
of
wetlands
in
the
surrounding
areas.
X
So
the
future
land
use
map
you
have
a
mix
in
the
surrounding
area
directly
adjacent
because
of
the
old
rail
Corridor
is
transportation
utility,
which
is
what
we're
requesting
for
this
particular
site.
This
is
unincorporated
Pinellas
County
here,
but
under
their
land
use,
it
is
a
residential,
low
and
preservation
land
use
category.
So
the
preservation
starts
like
right
in
here.
The
rest
of
this
is
residential.
You
have
commercial
along
Alt
19.,
and
this
is
the
county.
X
This
will
also
require
an
amendment
to
the
county-wide
Future
land
use
map
so
again
we'll
be
taking
that
to
Transportation
utility
in
Pinellas
County
as
well,
so
for
a
future
land
use
map
Amendment,
we
have
to
consider
the
state
statutes.
This
is
a
small
scale
Amendment
and
it
you
know,
does
it
provide
for
orderly
development?
Is
it
consistent
with
our
comprehensive
plan
implementation
and
does
a
you
know,
established
predictable,
predictable
standards
for
use
and
development
as
long
as?
Well
as
how
does
it
comport
with
our
own
comprehensive
plan?
X
Again,
this
is
bringing
everything
into
consistency
with
the
long-standing
use
of
this
property
since
about
1985
when
the
city
acquired
it
and
developed
it
as
initially
as
a
lift
station.
So
it
has
been
in
a
public
use
for
quite
some
time.
So
this
makes
everything
nice
and
tidy.
It
is
in
the
coastal
Hazard
area,
so
by
removing
the
residential
density
off
the
property.
X
That's
a
good
thing
and
again
the
city
has
really
no
intention
of
ever
abanding
this
site,
so
it
does
provide
services
for
a
substantial
part
of
the
city,
so
the
staff
recommendation
is
to
approve
the
future
land
use
map
Amendment
from
residential
medium
to
Transportation
utility,
the
no
response
and
was
initially
advertised.
We
didn't
receive
responses
on
this,
but
we
have
received
responses
regarding
the
associated
rezoning.
Those
have
been
included
in
the
backup
one
adjoining
property
owner
planning.
A
zoning
board
reviewed
this
back
in
January
of
of
2023.
They
did
recommend
approval
again.
X
P
Yes,
I'd
like
to
make
a
quick
comment
about
the
injection
well
I'm,
adamantly
opposed
about
this
injection
process.
That's
taking
place
over
the
last
few
years,
injecting
temporarily
chlorinated
nitrate
loads
anaerobically,
introducing
these
into
the
aquifer.
If
anybody's
been
down
to
wall
Springs,
lately
you'll
notice
that
the
water
coming
out
of
the
aquifer
is
atrocious.
Some
of
us
have
lived
here
for
a
while,
and
we
know
what
Well
Springs
was,
and
we
know
what
it
is
today.
P
They
have
to
take
aquatic
herbicides
and
spray
aquatic
herbicides
in
the
outflow
of
the
spring
itself
to
keep
down
the
ligma
algae.
That's
emitting
from
the
aquifer
directly,
injecting
temporarily
chlorinated
reclaimed
water
into
the
aquifer
is
an
unsound
practice.
I,
don't
believe,
there's
science
to
back
up
the
the
the
validity
of
of
such
inappropriate
legislation.
I
Paradox
514:
this
is
just
a
land
use
cleanup
and
for
Mr
Getty's
information.
This
is
not
reclaimed
water.
This
is
brine
water
that
is
coming
from
the
reverse
osmosis
plant,
and
this
is
part
of
the
water
treatment
system
and
it's
been
fully
looked
at
through
dep,
and
if
you
need
more,
you
can
talk
to
Mr
Robertson
about
it,
but
it's
not
reclaimed
water
from
the
toilet.
It's
brine
water,
bypassed
through
the
osmosis
process.
Thank
you.
A
A
A
Okay,
we're
going
to
go
back
to
the
original
agenda
and
the
next
item
is
the
proclamations
we
have
one
Economic
Development
week
this
lemons.
If
you'd
like
to
come
forward.
A
A
Miss
lemons
is
our
economic,
economic
development
manager,
and
this
is
economic
development
week.
So
I've
got
a
proclamation
to
read,
whereas
the
city
of
Tarpon
Springs
economic
development
department
has
been
promoting
economic
well-being
and
quality
of
life
for
our
community
by
creating
retaining
and
expanding
quality
jobs
that
facilitate
growth,
enhance
wealth
and
provide
a
stable
tax
base
and
whereas
Economic
Development
stimulates
and
incubates
entrepreneurism
to
help
establish
the
Next
Generation
of
new
businesses
and
support
existing
business
with
assistance
and
resources
and
whereas
Tarpon
Springs,
Economic,
Development
Department
is
dedicated
to
setting
the
stage
for
development.
A
AC
Thank
you.
I
would
just
like
to
thank
the
mayor
and
the
Board
of
Commissioners
for
the
recognition
and
for
all
the
support
today
and
throughout
the
years.
I
also
want
to
thank
the
business
community
and
all
the
business
owners,
who
are
the
most
amazing
and
hardworking
people
that
I
know
and
I
also
think
it
was
pertinent
that
St
Pete
College
was
here
tonight
in
Provost
Davis.
The
having
a
four-year
College
in
a
city
is
an
amazing
asset.
AC
A
L
L
A
This
week
is
also
professional
Municipal
clerks
week
and
tomorrow,
I'm
going
to
have
the
privilege
of
dining
with
these
two.
Ladies
at
the
mayor's
Council
in
St
Petersburg,
which
is
a
special
event
that
the
Pinellas
County
mayor's
Council
does
every
year
to
recognize
the
importance
of
Municipal
Clerks.
So
I'm
going
to
read
this
Proclamation.
A
A
I
should
also
point
out
that
that
Irene
and
Michelle
are
also
not
just
our
clerks
but
they're,
also
our
collectors,
so
they
do
double
duty,
they're
responsible
for
all
the
money
that
comes
into
into
into
town.
So
there's
a
lot
of
work
and
a
lot
of
responsibility,
that's
put
on
their
shoulders.
So
would
you
like
to
say
a
few
words.
AD
I
would
like
to
thank
you
mayor
and
the
Board
of
Commissioners
for
the
proclamation
and
for
your
continued
support.
I'd
also
like
to
thank
my
amazing
team
in
the
clerk's
office.
Thank
you.
L
I
always
have
them
I
just
know
just
how
hard
they've
been
working,
especially
of
lately
and
I,
do
want
to
thank
you
both
you
know,
I
know
just
how
hard
it's
been
and
I
really
appreciate
both
you're
taking
the
time
to
do
everything
you
do
plus
a
partridge
in
a
pear
tree,
because
I
I
know
very
well
what
you
got
to
deal
with.
So
thank
you
appreciate
you.
M
J
A
He
you
know
in
the
wild
west
movies,
they
they
have
a.
They
have
a
rule
in
some
of
the
movies
you
used
to
watch
where
you'd
have
to
hang
your
your
six
shooter
up
at
the
door
before
you
walked
in
that's
pretty
much
a
rule
of
the
clerk's
office.
You
hang
your
politics
up
outside
before
you
walk
in
so
I've
always
referred
to
them.
I'll
continue
to
referring
to
him
as
our
Switzerland
of
Tarpon
Springs
that
you
go
in
there.
A
You
can
have
conversations
it's
neutral
territory,
so
I'm,
very
proud
of
those
two
individuals
and
and
all
the
hard
work,
especially
lately,
with
all
the
challenges
you've
been
facing
between
credit
card,
just
credit
card
changes
and
and
public
records
requests
from
all
different
directions.
Thank
you
for
your
outstanding
work
and
I,
look
forward
to
seeing
you
too
tomorrow.
So.
I
I
They've
got
to
break
this
coming
year,
but
after
that
they're
going
to
have
another
election
in
two
years,
another
one
in
three
years
and
it
keeps
going
on
elections,
they
get
two
in
a
gap
two
and
a
gap.
Two
in
the
Gap.
We
never
have
any
problems
with
our
elections,
as
you
mentioned
collectors,
they
mod
they
record
and
go
to
all
the
different
meetings.
I
These
ladies,
this
team,
the
incredible
amount
of
work
that
they
do
and
they
deserve
all
the
recognition
and
I'm
glad
to
see
the
board
had
prove
somebody
to
come
down
there
and
help
them
out,
and
one
thing
I
didn't
hear
is:
is
there
any
update
about
the
beginning
of
the
construction
of
the
new
clerks
collector's
office
building
and
giving
them
a
new
home?
Thank
you.
I
R
I
I
have
because
I've
been
on
the
phone
trying
to
trying
to
see
some
shovels
in
the
ground
and
hopefully,
when
the
next
couple
weeks,
you're
going
to
start
seeing
the
shovels
going
so
I'm
constantly
every
week,
every
Monday
I
make
the
call.
When
are
they
going
to
be
here
and
get
that
building
started?.
A
Thank
you
other
public
comments
on
the
clerk's
Proclamation
Mr
jumper
there
any
remote
access
comments.
AE
Sharon
Landrum
45,
West,
MLK,
Junior,
Drive
Tarpon
Springs
good
evening,
all
and
I
would
say
that
this
is
a
well-deserved
recognition
for
our
city
clerk
and
her
staff.
I
know
how
hard
administrative
people
work
so
kudos
to
you
and
thank
you
and
I'm,
so
glad
you're
being
recognized.
Thank
you.
Thank.
A
Oh
before
you
get
started,
Ms
Jennings.
Let
me
I
do
have
something
I
want
to
say
we
something
that
just
popped
up
on
the
radar
actually
today
and
and
I
wish.
We
had
done
a
little
more
research
on
it
today.
Actually
for
2023
is
National
fentanyl
awareness
day
normally
I
would
write
a
proclamation
because
I
feel
very
strongly
about
this.
We've
had
several
families
in
town
who
have
suffered
from
this
epidemic.
A
A
Some
of
these
deaths
were
attributed
to
fentanyl,
mixed
with
other
illicit
drugs
like
cocaine,
methamphetamine
and
heroin,
with
many
users
unaware
that
they
were
actually
taking
Fentanyl.
Only
two
milligrams
of
fentanyl
is
considered
a
potentially
lethal
dose.
It's
particularly
dangerous
for
someone
who
does
not
have
a
tolerance
to
opioids
and
I
would
I
would
suggest
that.
That's
probably
for
many
of
the
people
that
in
Tarpon
Springs,
that's
probably
where
it
is,
is
right
there.
A
A
G
A
Lincoln's,
ear
on
that
penny
and
two
milligrams,
a
lethal
dose,
not
something
to
get
high
on
a
lethal
dose,
would
fit
in
his
ear
and
that's
it.
So
it's
it's
nothing
to
to
it's,
not
a
recreational
drug.
If
you
will
it's
it's
nothing
to
fool
around
with
it's
a
poison,
it's
lethal
and
it
kills
and
city
manager.
Of
course,
I
asked
Chief
young
if
he
would
like
to
say
a
couple
of
things
along
with
that
go.
AB
Ahead
absolutely
sir,
thank
you
very
much.
The
opioid
crisis
is
definitely
for
real,
and
you
know
today,
I
wasn't
able
to
make
it
down
there
due
to
a
prior
engagement
attorney
general
General
Moody
was
down
at
Clearwater
Police
Department,
talking
about
that
very
topic,
and
a
Narcan
program
that
they're
implementing
Statewide
calling
helping
Heroes
getting
First
Responders
Narcan.
AB
AC
AB
AB
Luckily,
in
our
County
here
the
Pinellas
County
medical
director
we've
been
using
Narcan
with
all
our
law
enforcement
and
firefighters
and
everybody
First
Responders
throughout
the
county
for
a
number
of
years
now,
so
we
all
carry
that
and
have
that
ready
for
us
and
over
the
you
know,
since
that
time,
I
think
in
2016
2017,
when
we
implemented
it
countless
lives
have
been
saved
because
of
the
Narcan.
AB
You
know
most
of
the
referral
services
we
go
through
two
one,
one
or
your
doctor's
offices.
We
do
it
with
the
police
department.
A
AB
One
one
two
one
one
is
an
information
line
that
people
can
call
and
get
information.
We
do
it
here
at
our
Police
Department,
the
fire
department
as
well.
Does
it
if
you
need
narcanada
residence
or
anything
they
can
help
with
that
they
do
a
call
aheads
with
those
and
and
now
the
attorney
general
just
announced
that
Walgreens
will
be
carrying
that
out
there
as
well
for
First
Responders
and
the
communities
and
things.
So
it's
it's
definitely
a
crisis,
but
it's
going
to
take
a
community
to
solve
it.
Thank.
M
Mayor
I'd
like
to
I
mean
I
I
am
my
family
is
a
victim
of
fentanyl
overdose,
and
you
know
that
situation
was
someone
who
had
a
break
for
a
long
time
and
when
they're
tolerance
and
went
down
just
to
go
experiment
again.
Well,
that
was
the
last
time,
and
so
that
was
my
brother,
so
I
always
got
to
live
with
that
pain.
M
And
what
I
will
say
is
you
know
our
with
all
these
new
Avenues
and
being
able
to
have
Narcan
available
to
people
I
think
everyone
should
have
one
in
their
glove
box
simple.
As
that
I
mean,
you
may
not
know,
people
who
who
are
using,
but
it's
a
very
people,
don't
like
to
talk
about
it,
and
you
know
the
sad
thing
what's
going
on
in
this
country.
M
A
J
A
J
Just
want
to
sort
of
echo
commissioner
kurlias's
concerns
here.
You
know
it's
often
common
thought
that
we
don't,
if
we're
not
in
that
sort
of
drug
culture,
come
into
contact
with
this,
so
we
don't
realize
how
prevalent
it
is.
Just
for
an
example
when
I
was
running
for
election
I
took
a
random
write
about
with
the
police
force.
One
of
the
calls
we
did
on
that
night
out
of
several
was
an
overdose,
and
the
person's
life
was
saved
by
the
use
of
Narcan.
So
it's
there
it's
everywhere.
A
G
A
Are
there
any
public
comments
on
this
item
of
what
we
just
stated?
Okay,
thank
you.
Ms
Jennings,
please
comments.
AF
Hi
Joan
Jennings,
2204,
Pine,
Drive
and
I'm,
the
chair
of
the
public
art
committee,
I
just
wanted
to
take
a
moment
to
outline
the
process
that
was
used
to
arrive
at
the
black
heritage,
project,
sculpture
and
its
location.
AF
Three
years
ago
we
presented
the
comment,
the
concept
to
the
Board
of
Commissioners,
and
it
was
approved
according
to
the
public
art
ordinance.
We
seeded
a
selection
panel
of
that
took
advantage
of
a
cross-section
of
a
lot
of
stakeholders
in
in
town
and
I.
Was
the
ex-officio
chair
working
with
Diane
wood,
our
city
liaison?
We
prepared
a
quilt
artist
that
was
distributed
through
the
local
channels
and
at
the
bottom
of
that
call
to
artists
were
two
photographs
of
the
locations
for
this
project.
AF
One
was
the
Union
Academy
neighborhood
and
the
other
was
the
East
End
of
the
Sponge
Docks
The
Visitor
Center,
so
that
was
actually
on
the
cult
artist.
We
received
14
proposals,
all
of
which
took
that
location
into
consideration.
AF
AF
The
artist
was
given
a
contract
which
was
signed
in
December,
and
you
know:
I
I
know
that
there's
been
a
lot
of
discussion
about
moving
it
around,
but
I
think.
If
anybody
has
any
questions
comments
please
come
to
the
public
art
committee
meeting
we
meet
tomorrow
at
two
o'clock,
so
is
the
second
Wednesday
of
the
month
in
the
second
floor,
media
room
and
we'll
entertain
any
comments
or
complaints.
Anyone
has
thank
you.
The.
AF
Y
Thank
you
for
taking
the
time
to
listen
to
my
concerns
today,
I'm
here,
to
talk
about
two
to
me:
important
topics.
First,
being
the
Citizens
Academy
last
year,
I
had
the
pleasure
of
attending
this
program
and
was
astounded
by
how
much
I
learned
about
how
our
City
Works
I
want
to
commend.
Irene
Jacobs,
the
city
clerk,
her
staff
and
all
of
the
department
heads
and
their
staffs,
who
worked
so
hard
to
make
the
academy
a
resounding
success.
Y
Y
Y
The
project
was
properly
conceived
and
a
call
to
artist
was
issued.
A
well-formed
jury
of
local
stakeholders
was
impaneled
and
the
artist
his
concept
and
the
locations
for
the
sculptures
were
selected.
After
a
fair
and
exhaustive
process,
the
Board
of
Commissioners
unanimously
approved
the
project.
A
binding
contract
was
created
and
a
considerable
first
payment
was
made
to
the
artist.
Y
Y
The
artist
is,
it
would
be
unfair
to
go
back
on
the
project
now.
Y
Mr
Mayor
and
Commissioners
I
urge
you
and
our
fellow
citizens
to
honor
the
hard
work,
the
hard
work
of
the
public
art
committee,
the
jury
and
the
artist
by
all
of
us
allowing
the
black
heritage
project
to
move
forward
as
planned.
This
project
is
an
important
step
in
recognizing
and
celebrating
the
contributions
of
black
Americans
to
our
community,
and
it
deserves
our
full
support.
Thank
you.
Thank.
AG
AG
I've
I've
also
done
some
research
myself
on
this
art
project
and
for
three
years
that
that's
a
long
time
to
have
worked
on
something
to
come
to
a
conclusion,
to
put
a
such
a
important
art
project
in
the
back
of
that
convention
center
of
the
what
is
it
the
visitor
center
I
went
down
there
during
the
course
of
the
week
from
Monday
to
Friday
all
the
way
to
Sunday
every
day,
just
checking
because
of
commissioner
cool
y'all
said:
there's
a
little
boat
ramp
back
there
and
there's
a
you
can
put
it
back
here.
AG
Well,
I
went
and
looked,
and,
and
that
that
that's
that's
like
a
kind
of
a
disrespect
to
put
it
back.
There
I
think
that
this
should
be
Revisited,
I
respect
everyone
who
worked
on
that
project
prior
to
me
coming
here
and
seeing
this
but
a
couple
of
those
people.
When
I
spoke
to
one
person
that
was
on
that
committee,
he
said
that
he
he
didn't
vote
on
the
location.
He
said
that
he
was
one
of
the
ones
that
picked
the
artist,
but
no
definite
location
was
was
chosen.
AG
Mr
lacoura
said
at
the
last
meeting
there
was
a
definite
location
selected,
but
it
sounded
like
the
frustration
of
three
years.
Working
on
this
has
met
has
come
to
a
head
head
here,
because
everybody
wanted
off
the
table.
Get
it
done,
get
it
out
the
way,
I
look
at
the
fact
that
those
those
Bahamian
African-American
sponges
they
worked
at
Doc
and
they
worked
under
some
harsh
conditions
and
you're
trying
to
put
them
in
the
back
of
a
marina
when
why
don't
they
go
into
work
and
doc?
AG
AG
30
people
compared
to
300
is
a
big
difference,
so
yeah
I
respectfully
will
act
like
to
ask
that
to
read
the
vote
be
rescinded
to
to
put
that
in
that
put
that
Art
Exhibit
back
there
give
people
a
fresh
chance
to
look
at
it
because
in
the
years
that
the
three
years
I
can't
see
nobody
really
doing
a
lot
of
research
to
just
choose
that
spot
and
that
that
spot
was
not
chosen
primarily
for
that
exhibit.
It
was
looking
that,
amongst
others,
but
then
it
was
five
other
spaces.
AG
Five
other
areas
that
was
chosen
to
be
looked
at
I
think
it
needed
to
be
Revisited
and
give
those
people
give
those
sponges
the
respect
that
they
do,
because
it's
not
just
a
if
you
want
a
new
board
I'm
willing
to
work
on
that
board.
Tina's
real
willing
to
work
on
that
board.
Zip
Atkinson
with
the
with
the
NAACP
president
he's
willing
to
work
on
that
board,
I'm
willing
to
work
with
Joan.
It
shouldn't
take
two
years,
maybe
two
months,
but
not
two
years
to
to
to
find
another
location
for
those
sponges.
AG
I
just
think
it's
a
dis,
discredit,
sound
like
it
was
dismissive
and
it
was
a
a
choice
that
people
just
sound
frustrated
to
get
it
off
the
table
and
get
it
done
well.
Some
of
those
people,
I
I,
grew
up
with
those
sponges
and
my
my
father
Bahamian,
although
he
wasn't
a
sponger
I,
knew
some
Bahamian
and
sponges.
So
please
reconsider
this.
Look
at
that
location
very
closely,
because
right
now
it's
a
it's
a
dishonor
to
put
that
sponges
that
that
exhibit
in
the
back
they
always
been
in
the
back.
AG
They
had
the
harshest
conditions,
they
work
right
there
on
network
and
dock,
if
you
can't
put
them
on
the
working
dock,
put
them
across
the
street
or
give
them
another
committee
to
look
at
where
we
can,
where
we
all
can
say.
We
agree
upon
this
location,
because,
right
now,
that
location
was
not
a
part
of
it.
When
it
first
started,
it
was
thought
about,
but
it
was
other
other
places
that
was
looked
at
some
respectfully
asking
resend.
The
vote
give
another
committee
a
chance
to
look
at
this.
A
Your
time,
Ms,
Taylor
I,
think
at
the
end
of
the
meeting
when
this
was
approved,
I
invited
anybody
that
had
any
questions
or
comments
to
start
with
a
public
art
committee.
This
project
I
know
what
you're
saying,
but
three
years
I,
don't
think
people
just
sat
around
doing
nothing
I
think
it's
a
complicated
project.
A
The
one
issue
for
me
and
I
think
you
would
appreciate
this-
is
that
some
of
these
renderings,
or
at
least
these
little
drawings
that
were
shown
for
the
other
five
locations
were
very
small.
I
didn't
know
what
was
being
proposed
different
from
what
the
original
artwork
was,
which
was
just
an
art
form
I
mean
there
was
nothing
and,
and
quite
frankly,
I
wasn't
going
to
approve
anything
that
I
didn't
even
know
what
I
was
looking
at
to
approve.
A
So
even
in
that
particular
case,
if
the
art
would
have
changed,
I
would
have
asked
to
go
back
to
the
public
art
committee
to
come
back
with
some
additional
renderings
to
show
us
what
it
was
going
to
look
like.
But
there
was
nothing
that
we
were
given
to
be
able
to
tell
that
so
I
think
again.
In
fairness
to
everyone,
not
just
this
Commission,
but
everyone,
including
the
public
car
committee,
the
residents
that
have
got
questions
and
comments
about
this.
A
If
there's
a
process
involved
and
I
think
the
process
at
least
at
this
particular
Point-
begins
with
the
public
art
committee
and
and
the
next
meeting
I
think
as
Ms
Jennings
said
is
tomorrow,
and
if,
if
people
can't
make
that
there's
always
public
comments
at
the
very
next
one,
you
could
send
an
email
in.
You
could
write
a
letter.
There's
a
variety
of
ways
of
you
seem
like
you
know:
Ms
Jennings,
so
I
would
have
a
conversation
with
her
as
well.
I,
don't
know
if
that
helps,
but
I
think
from
my
perspective,
that's
the
way.
A
I
would
see
it
at
this
point
so,
but
but
I.
Thank
you
for
your
comments
and
your
questions
and
and
and
we'll
see
what
happens.
Okay,.
AG
Because
I
will
be
I,
do
plan
on
attending
that
a
meeting
that
she's
talking
about
tomorrow
at
two
o'clock
I
do
plan
on
being
invoice.
My
opinion,
okay,
because
a
lot
of
those
people
have
passed
away,
I'm,
not
taking
nothing
away
from
anybody
who
worked
on
that
committee,
but
I
just
think.
It's
a
very
poor
location.
A
P
You
good
evening
again

you,

a

a

kind
of
like
this

Walt

P
This
Watershed
kingdom
is
methodically
formulating
its
powers
over
the
water
supply,
manipulating
both
cause
and
effect,
using
both
inductive
and
deductive
logic
to
manifest
its
internal

methodically
using
the

of

The
magic
of
Disney
in
regards
to
the

over
the

of

has
placed
us
on

Walt

Disney

It
appears
to
me
that
our

is
being
infiltrated
by
a
bunch
of
carnies
in
quest
best
of

states
that,
in

you

P
Such

are
attempting

revealed
in

It
will
soon
be
self-evident

why
Walt

placed
his
Magic

where
he
did
methodically
placing
us

placing

I
Here,
relax,
514,
Ashland,

Sundays,
April,
30th

way
in
the
back
section.
So
you
don't
see
it.
Protection
for
historic,
Coastal
properties
could
be
guided
under
new
Florida
bills,
Senate
Bill,
1317
and
HB
1346,
basically
to
synopsize
it
it
says
you
can't
regulate
historic
districts.
If
they're
within
a
certain
distance
of
coastal
areas,
you
can't
regulate
buildings
in
coastal
High,
Hazard
areas
a
whole
bunch
of
stuff
again
taking
power
out
of
the
local
government
into
their
hands,
and
it's
a
developer's
dream.
I
Just
think
those
changes
go
through
Greektown,
all
of
it.
The
subject
to
these
rules,
so
I
tried
to
see
online
today.
If
they
actually
had
passed,
it
looks
like
they
may
have
died
in
legislation,
but
it's
something
to
be
aware
of.
So,
if
you
haven't
read
the
article
times,
it
was
Times
Herald,
Tallahassee,
Bureau,
Andres,
Vig,
Lucy
and
Mary
Ellen
class
should
know
about
her
now
I'm
going.
I
Since
the
last
time
I
spoke
this
weekend,
there
was
another
eight
another
couple
of
shootings
in
Texas
and
lo
and
behold,
Miami
Herald
on
May
1st,
ran
an
article
about
other
countries,
putting
out
Travel
warnings
about
the
U.S

due
to
Rising
crime
and
fatalities.
Travel
advisories
are
not
uncommon
and
advisor
most
efficient
ways
for
officials
to
provide
safety
information
and
some
have
increased
the
level
of
alarm.
Creased
hate
crimes,
violence,
sexual
assault
and
other
forms
of
criminality
have
countries
warning
their
citizens
about

to
the
United.
I
Uruguay
or
encourage
their

to
stay
diligent
when
visiting
America
New

current
travel
advisory
is
a
level
for
the
US's

of
four.
It
says:
U.S

from
both
internal
Terror

and
domestic
Canada
Ken
mentions
the
high

in
the

and
that
is
legal
in
many
states.
For

to
increased
mass

advises
tourists
to
familiarize
themselves
with
how
to
respond
to
an

situation.
I
We're
dependent
on
tourists,
I
told
you,
people
we
met
in
Europe,
they're,
they're,
leery,
United,
Kingdom
advisors,
say
Vigilant
when
traveling
to
the
states
possible.
Incurrence,
mass
shootings
and
terrorist
attacks
active
shooter

on
responding
to
an
active
shooter,
and
we
have
a
legislature
in
Tallahassee
with
a
governor
proposing
it
and
they
signed
it.
I
You
can
carry
a
gun
concealed,
don't
need
a
permit
and
I'm
sure
Chief
young
and
is
police
officers
are
a
little
more
Larry
now
who,
as
we
all,
should
be.
Thank
you
thank.
A
AE
AE
So
I
really
appreciated
that
I
also
wanted
to
say
that
I'm
super
excited
to
hear
that
the
federal
grants
have
been
given
to
repair
our
sea
sea
wall
and
the
sidewalks
in
Craig
Park.
That
is
great
news
for
our
community
and
then
I
also
wanted
to
say
that,
even
though
I
am
not
a
native
tarponite
nor
of
great
heritage,
this
town
is
my
home
in
my
husband's
home
and
we
care
deeply
about
the
place
that
we
have
chosen
to
call
home.
AE
I
may
not
have
grown
up
here
or
raised
my
family
here,
but
I
assure
you,
my
husband
and
I
vetted
this
city
greatly
before
deciding
to
spend
our
golden
and
last
years
in
this
lovely
community.
Even
though
I
don't
have
a
long
Heritage
here,
I
do
have
Heritage
as
deeply
in
our
country.
I'm
from
Oklahoma
and
I
can
proudly
trace
my
lineage,
my
Heritage
to
the
Choctaw,
Cherokee
and
Apache
tribes,
so
I
do
care
deeply
about
the
land,
the
animals,
the
environment,
the
river
and
the
heritage
of
my
country.
AE
Please
remember
that
those
of
us
that
live
here
do
care
whether
we
are
born
in
Tarpon
or
whether
we
have
chosen
this
historic
land
as
our
forever
homes.
We
may
not
all
conform
to
the
local
Customs
or
fit
the
local
mold,
but
we
do
truly
love
this
historic
city
of
Tarpon
Springs
to
not
recognize
that
there
are
personality
and
cultural
differences
and
the
current
citizens
of
Tarpon
Springs,
as
well
as
in
the
current
Board
of
Commissioners,
is
a
disservice
to
us
all.
AE
We
do
love
Tarpon
Springs,
so
thankfully,
after
attending
many
Board
of
commissioner
meetings,
both
in
person
and
on
Zoom,
with
great
recognition
to
the
present
Board
of
Commissioners,
we
were
able
to
attend
and
zoom
I
realize
now
that
one
voice
is
important,
please
be
kind
to
each
other
and
show
tolerance
for
difference
of
personalities
and
backgrounds
and
Heritage
and
religions
and
I
want
to.
Thank
you
all
very,
very
much
for
your
service
sharper
Springs
have
a
great
evening.
AH
Maggie
miles
433
East,
Boyer,
Street,
Tarpon
Springs
good
evening
mayor
vice
mayor,
Commission
and
chief
Young
I'm
here
again
to
talk
about
Juneteenth
Which
is
less
than
a
little.
Over
a
month
away,
Juneteenth
has
been
celebrated
by
black
Americans
for
many
years
as
it
marks
the
official
independence
of
slavery.
AH
In
fact,
it
is
the
longest
running
holiday
recognized
by
black
Americans.
It
was
a
true.
It
was
truly
a
momentous
occasion
and
the
importance
of
that
day
has
been
overlooked.
Far
too
long,
I
did
receive
email
correspondence
from
our
great
mayor
and
I
want
to
tell
you
that
I
appreciate
it
and
also
the
phone
call
I
received
from
commissioner
cooler.
AH
So
with
respect
to
Juneteenth,
if
clothing,
the
city
is
a
logistical
matter
that
requires
planning
to
carry
out
I
get
that,
but
in
the
meantime
I
would
ask
that
the
city
to
at
least
recognize
the
holiday
healing
starts
with
acknowledgment.
That
looks
like
a
floater
that
looks
like
some
type
of
recognition.
We
need
to
start
somewhere.
AH
That
is
my
first
point.
My
second
issue
is
the
Belcher
distance
connection
and
I
know.
Last
commissioner
meeting
mayor,
you
were
going
to
address
it
at
the
end,
but
commissioner
Cooley
koulianis
I
made
a
motion
to
adjourn
so
again,
I'm
here
to
talk
about
opening
up
distant
Avenue
and
the
Belcher
connection.
AH
AH
People
wouldn't
need
to
get
on
19
to
get
to
St,
Pete,
College,
Innisbrook
or
other
businesses
and
services
on
Klosterman
completing
distance
with
increased
traffic
on
Distance
by
pulling
trips
off
Curlew
place,
which
we
know
now,
people
cut
through
Curlew
place
to
get
to
alternate
19.
when
they
could
just
go
straight
on
distance
and
save
a
lot
of
time.
AH
AH
Again,
I
ask
that
the
commissioner,
the
commission
look
at
this
issue
in
your
work
groups
or
whenever
you
have
time
to
discuss
it,
because
I
believe
this
north
south
Corridor
is
very
important
to
our
city.
I,
don't
believe,
Pasco
would
benefit
from
this.
They
can
just
very
well
stay
on
US
19
which
what
they
want
to
do
to
get
home
faster,
but
it
would
give
us
another
North
style
Corridor.
AH
It
would
give
the
fire
department
another
north-south
Corridor
to
reach
those
residents
instead
of
having
to
go
all
the
way
around
on
US-19,
but
just
even
if
it
starts
with
a
petition
to
see
what
the
residents
really
want,
but
I
believe
this
opening.
This
Corridor
is
very
vital
for
our
city.
I
want
to
thank
you
for
your
time
tonight
and
thank
you
for
all.
You
do
for
the
citizens
of
Tarpon
Springs.
Thank
you.
A
A
I
really
understand
how
many
people
feel
and
I
just
want
to
share
my
kind
of
view
of
the
world
in
that
regard,
and
I've
said
this
before
and
I
think
there
was
a
memorandum
that
I've
written
about
that.
That
I
know
my
my
grandfather
came
here
a
long
time
ago
in
1905,
but
he
was
a
newcomer
at
that
time.
Just
like
many
people
move
into
Tarpon
Springs.
A
A
There
were
no
opportunities
once
I
graduated
from
Florida
State
to
stay
here.
I
joined
the
Navy
and
I
was
away
from
Tarpon
Springs
for
20
years.
That's
a
long
time
to
be
away
from
home
and
in
during
that
time
you
see
and
you
experience
a
lot
of
different
things.
We
lived
in
some
very
beautiful
locations,
Monterey
California,
Newport,
Rhode,
Island,
Virginia,
Beach
I
was
overseas
for
some
time.
A
My
wife
spent
a
great
deal
of
time
in
Asia
and
and
we're
back
here
is
our
home,
so
Tarpon
Springs
has
a
room,
has
a
place
for
everyone,
and
everyone.
That's
here
contributes
whether
you're
an
old-timer
or
somebody
that's
been
here
for
a
year
or
less.
Everybody's
observations
are
important
and
oftentimes.
A
The
people
that
have
come
here
that
haven't
been
here
that
long,
don't
see
things
through
filtered
lenses.
Somebody
that's
been
here
for
a
very
long
time.
They
can
walk
down
the
street
that
they've
been
walking
down
all
their
life
and
they
don't
see
the
things
that
people
that
have
been
here
for
a
short
period
of
time
see
as
they
walk
down
that
same
street.
A
It's
just
that's
the
way
it
is,
and
so
everybody
has
to
work
as
a
community
here
whether
you've
been
here
for
ever
I
guess
if
you
will,
or
if
you've
only
been
here
for
a
brief
period
of
time,
we've
all
started
some
place
to
make
plays
Tarpon
Springs
as
our
home
I
returned
in
1992
and
made
Tarpon
Springs
my
home,
even
though
my
parents
and
Grandparents
were
here
longer.
I
grew
up
here,
and
my
youth
here
was
just
such
a
wonderful
experience.
A
So
I,
don't
think
anybody
that's
been
here
for
any
long
period
of
time
has
got
any
kind
of
special
view
of
Tarpon
Springs
other
than
it's
a
very,
very
warm
and
close
place
to
their
heart
and
I
would
sure
I'm
sure
that
people
that
move
here
feel
that
same
way.
In
a
very
short
period
of
time,
as
well
so
I
don't
know
if
any
Commissioners
want
to
say
anything
about
that,
commissioner
coulianis.
N
You
know
I
agree
with
Mrs
Landrum
that
everyone,
no
matter
when
you've
come
here.
This
becomes
your
home
and
you
have
all
the
rights
and
privileges
of
anybody.
That's
a
citizen
here,
you
know
when
I
spoke
on.
My
first
meeting
I
talked
about
a
reset
right.
I
talked
about
a
a
reset
of
our
commission
to
move
forward,
and
when
you
look
at
this
commission
here,
you've
got
Two
Fellas
here
you
mayor
and
myself,
who
have
early
1900
Heritage.
N
Here
you
have
commissioner
coulias,
whose
family
came
here,
what
1970s
1971
1971.,
so
you
got
later
in
the
19
the
20th
century,
and
then
you
have
our
two
other
Commissioners
who
have
been
here
and
came
in
the
2000s
right
somewhere
anywhere
wherever
you
came
so
I
think
other
than
the
fact
that
we
don't
have
diversity
of
gender,
which
probably
be
good
in
the
future.
To
have
some
of
that,
we
do
have
a
diverse
board
that
represents
more
newcomers.
N
D
L
Sure
do
it's
very
interesting:
I
grew
up
in
a
Melting
Pot
in
New,
York,
City
and
many
many
times.
People
change,
religions,
change,
but
I've,
never
grown
in
a
I
was
I
was
never
in
a
place
where
people
always
make
comments,
negative
comments
that
they
came
from,
Puerto
Rico
or
Haiti
or
Greece,
or
one
of
my
best
friends
growing
up
was
a
Greek
youngster
of
anastasakis
and
Jim.
He
was
close
with
me.
I.
L
You
could
be
here
your
entire
life
and
be
a
criminal,
and
you
could
claim
to
be
a
tarponite
and
somebody
else
could
come
here
and
be
the
most
upstanding
citizen
and
not
be
declared
by
that
same
person.
So
I
just
don't
think
that
people
should
be
so
judgmental
and
leave
God
to
be
the
judge
of
who's,
doing
right
and
who's
doing
wrong.
L
I've
been
here
11
years
now,
I
think
I've
done
nothing
but
serve
this
City
with
asking
nothing
in
return,
and
the
only
thing
I
would
ask
in
return
is
respect
and
if
I
don't
get
respect,
that's
their
call,
not
mine.
So
that's
that's
where
I
I
just
hope
that
this
board
wants
to
work
for
the
residents
and
not
for
the
individual,
because
that's
not
what
we're
here
for
that's
it.
Thank.
A
You,
commissioner,
Ms
Landrum.
Thank
you.
Those
comments
have
to
be
made
every
now
and
then
from
you
as
a
reminder
to
us,
and
and
at
least
now
you
know
how
some
of
us
feel
up
here
at
the
commission
and
let's
move
on
with
the
with
the
agenda.
The
next
is
the
consent
agenda,
and
what
I
would
like
to
do
is
ask
if
Commissioners
only
have
comments
on
any
of
the
consent
agenda
items.
A
If
you
can
wait
to
make
those
comments
at
the
end,
when
we
do
a
motion
to
consider
all
of
the
items,
if
you
have
questions,
of
course,
pull
that
particular
item
to
ask
your
questions.
But
if
it's
just
comments,
let's
wait
until
we
make
the
comments
at
the
end
like
we
would
have
public
comments
as
well
for
any
of
the
items.
A
So
let
me
go
ahead
and
read
the

you
would
like
to
have

A
L
R
M
I
did
want
to
bring
up
the
one
medium
regarding
the
Fourth
of
July
fireworks
display.
I
was
very
happy
to
see
you
guys
come
back
and
make
another
decision.
We
we
got
it
right
and
Freedom
needs
a
ring
in
Tarpon
Springs,
and
you
know
whether
it
was
a
Saturday
or
Sunday
either
or
we
got
it
done
and
I'm
very
thankful
that
it
got
done
but
expect
about
two
three
days
worth
of
fireworks.
Now,
because
we'll
be
starting
it
off.
So
you
know
hang
in
there
residents
and
your
animals.
R
A
R
I'm
gonna
do
this
a
little
different,
because
we
have
several
staff
members
involved
in
it.
Rna
has
been
involved,
of
course,
Janina
and
Karen
I
want
to
say
something
about
these
items.
You
remember
it
was
on
the
last
agenda
and
was
pulled
and
put
on
this
one
and
this
time
from
consent
on
special
consents.
I've
listened
and
talked
to
some
of
you
and
I
just
want
to
let
you
know
I
understand
your
concerns
on
several
issues.
There
are
concerns
on
the
timing
and
I
understand.
R
We
have
got
so
much
going
on
so
many
Community
engagements
comp
plan
greet
town
sustainability,
but
we've
got
so
many
things
on
the
the
intent
when
we're
trying
to
set
up
the
timing
on
these
things
were
good,
but
in
retrospect,
and
and
from
talking
to
you,
I,
do
agree
that
that
it
may
have
been
a
better
course
of
action
to
do
it
at
another
time,
possibly
after
the
budget
in
the
next
year.
It
wasn't
the
greatest
places.
R
I
understand
that
the
other
thing
I
understand
is
there's
concerns
about
the
scope
of
the
project,
what
it
encompasses
and
many
different
aspects
that
you've
talked
to
me
about
and
I
understand
those
concerns
too
and,
as
you
know,
My
Philosophy.
R
If
we,
if
we
reject
the
bids
at
this
time,
come
back
at
a
later
time
and
incorporate
those
elements
of
a
better
timing
situation
and
a
situation
where
we
really
capture
the
important
things
we
need
once
we
have
an
idea
in
the
comprehensive
plan
and
and
everything
that
we're
doing
now
so
I
just
want
to
preface
this
that
it's
not
you
know,
I,
understand
your
concerns
and
if
that's
the
course
of
action
to
take
the
proper
course
of
action
is
to
reject
the
bids,
and
we
come
back
at
a
later
time
that
you're
choosing,
if
you're
comfortable
and
they
can
be
worked
out
tonight
and
you
want
to
take
a
vote.
R
That's
fine,
also
by
just
I
just
want
to
let
you
know
my
point
of
view
that
that
I
understand
and
partially
agree
with
a
lot
of
the
concerns
expressed
with
me.
So
again,
we're
available
staff
is
available
to
make
a
report
on
I
know
we
have
the
the
person
we're
going
to
award
the
bid
to
here.
I'll,
leave
it
to
you
mayor
and
the
board
of
how
you
want
to
proceed
on
it.
A
I
think
it'd
be
best
for
the
purpose
of
the
residents
and
every
everybody
to
go
ahead
and
make
the
presentation
and
who
would
be
doing
that.
R
X
So
I
don't
have
a
formal
presentation,
so
I'll
just
kind
of
talk
through
the
process
we
issued
the
RFP,
the
you
know.
We
received
two
proposals
and
you
know
it.
It
may
not
have
been
overt
in
the
RFP
process,
but
we,
you
know
an
asset-based
economic
development
strategy.
Really
is
what
we're
seeking
you
know,
and
so
it's
it
would
be
a
strategy.
X
It
would
be
an
analysis,
an
asset
based
strategy
and
an
actual
Economic
Development
element
that
will
go
into
the
comprehensive
plan
because
we
only
received
the
two
proposals
and
again
we
wanted.
We
knew
what
we
were
going
for
with
the
asset
based
and
you
know
what
is
unique
to
Tarpon.
So
we
actually
did
formal
interviews.
The
Review
Committee
brought
the
the
two
respondents
in
we
asked
questions,
they
answered
them
and
ultimately,
we
did
arrive
at
a
recommendation
for
Kimberly
horn.
X
Jared
Schneider
is
the
is
the
potential
project
manager
he
is
here.
I
know
he
would
like
an
opportunity
to
at
least
answer
questions
about
what
that
initial
process
would
be
to
make
sure
that
if
we
do
move
forward,
that
you
were
comfortable
with
the
product
that
we're
going
to
get
at
the
end,
so
I
think
I'll
stop
there
and
and
answer
any
questions
that
that,
if
I
can
or
defer
them
over
to
the
other
staff.
A
A
All
right,
let
me
go
to
questions
from
the
commission.
Do
any
Commissioners
have
any
questions.
M
What
the
economic
development
consultant
yes,
Renee,
when
we
were,
we
had
a
little
discussion
and
the
bids
were
similarly,
you
know
they
were
really
close,
and
can
you
explain
why
your
staff
recommended
one
consultant
over
the
other
from
their
presentations.
X
Sure
you
know
we
we
won,
since
we
only
had
two.
It
was
a
good
opportunity
to
just
go
ahead
and
bring
bring
both
of
the
consultants
in.
But
ultimately
we
wanted
to
make
sure
that
we
weren't
just
going
to
get
I,
mean
I
hate
to
use
the
term
just
a
dry
market
analysis.
It's
going
to
be
a
snapshot
in
time.
That
says
you
know
it's.
You
know
your
typical
Economic
Development,
you
know
analysis,
so
we
wanted
something
that
was
more
in
depth.
X
We
wanted
something
that
we
knew
would
be
unique
to
Tarpon
Springs
and
looking
at
those
particular
assets,
I
mean
one
of
the
things
that
was
talked
about
earlier
this
evening
was
the
fact
that
we
have
the
four-year
college
and
what
that
brings
to
the
city.
So
we
we
asked
those
questions
of
both
Consultants
and
you
know,
and
ultimately
we
were
just
much
more
comfortable
with
the
the
overall
team
that
Kimberly
horn
brings
to
the
table.
They
have
a
very
broad
range
of
Specialties.
They
have
a
people
from
resiliency
planning,
historic
planning.
X
You
know
they
have
CRA
experience,
they
had
a
much
broader
depth
of
of
of
they
had
a
broader
bench
than
the
other,
the
other
applicant,
so
the
other
responder.
So
we
were,
we
were
satisfied
with
the
with
the
responses
we
got
when
we
talked
through
the
process
and
again,
if
you
allow
them
I
know
Mr
Schneider
would
you
know,
might
be
able
to
bring
more.
X
You
know
a
little
more
eloquence
to
this
than
I
am
right
now
in
terms
of
what
their
approach
would
be
to
make
sure
that,
at
the
end
of
the
day,
we're
getting
the
product
that
we
want.
A
X
I
think,
ultimately,
you
know
we,
the
city
has,
and
his
lemons
can
probably
speak
to
this
a
little
bit
better
than
I.
Can
we
have
you
know,
we've
wanted
an
economic
development
study
for
quite
some
time.
That's
been
something
that
was
identified:
When
I,
Was
Here
previously
it
just
it
hasn't
been
done.
X
We
we
would
like
to
have
an
economic
development
element
in
the
comprehensive
plan,
so
that
would
have
to
probably
not
be
included
with
this
latest
update
of
the
economic
economic,
comprehensive
plan,
I
mean
we,
as
staff,
can
draft
some
pop
some
broad
policies
and
have
an
economic
development
element,
but
it's
not
going
to
be
based
at
the
kind
of
analysis
and
Community
engagement
and
stuff
that
I
think
we
would
need
so
so
that
we
probably
would
just
opt
to
not
include
that
at
this
point
you
know,
but
is
there
any
anything
like
we're
going
to
get
penalized
for
not
having
it?
X
J
Having
this
plan
means
that,
as
far
as
our
adaptation
of
the
current,
you
know,
revision
of
the
comprehensive
plan,
we
wouldn't
be
able
to
include
as
much
economically
driven
data
as
we
could
have.
If
we
had
this.
It's
analysis
prior
to
the.
X
Exactly
I
mean,
but
you
know,
if
we
do
the
project
later,
we
can
always
we
can
always
adopt
an
economic
development
element
and
incorporate
it.
It
was
also
something
that
was
an
objective
in
the
Strategic
plan
for
the
city
to
have
an
asset-based
economic
development
strategy.
So
that
is
something
that
is
specifically
in
the
Strategic
plan.
X
Again
it
doesn't
say
when
we
do
it
strategic
plans,
five
to
seven
years,
so
it
went
on
to
check
that
box
this
fiscal
year.
So.
L
X
Think
that
then
becomes
a
future
policy
decision
of
if,
if,
if
we,
if
something
comes
out
of
this,
that
requires
additional
spending
of
the
city
as
a
you
know,
then
that's
that's
something
that
would
have
to
be
addressed
in
the
future.
I
I
really
honestly
can't
speak
to
that.
So
now,
respectfully
almost
defer
to
the
city
manager
for
that
so
well,.
A
L
Do
we
have
the
WHERE
within
let's
say
we
get
these
results
back
I
mean
we.
We
all
know,
there's
a
great
deal
on
our
plate
right
now
and
I.
Just
don't
know
if
this
is
the
proper
time
to
do
this
and
that's
my
question
because
I
mean
you
have
the
crystal
ball
to
know
what
we
have
and
there's
also
five
Commissioners
here
that
have
our
own
little
wishlist.
So
that's.
L
D
R
The
issue
there's
some
other
issues
that
I've
talked
to
each
about
some
other
portion
of
timing,
but
that
is
one
issue
and
there's
going
to
be
another
item
where
we're
going
to
look.
There's
another
item
down
the
the
agenda
where
we're
gonna
look
as
it's
the
alternative
funding
thing
and
stuff
that
that's
why
a
lot
of
the
stuff
may
come
out
of
what
happens
in
this
budget
and
our
plan
to
go
forward.
R
That's.
Where
is
there's
some
difficult?
There
may
be
some
difficulties
in
that
portion
of
it
and
stuff.
You
know
we'd
be
glad
to
work
hard
and
added
and
do
the
best
we
can
and
work
for
it
too.
But
it's
the
it
is
a
question
to
decide
on
the
timing
and
and
when
this
should
move
forward
and
how
much
time
should
it
be
before
you
implement
it,
and
then
it's
unchanging
the
time
you
do
it
and
you
implement
it,
changes
there.
L
L
N
I'm
in
agreement
with
that
I
think
we
how
much?
Let
me
ask
you
this
question
city
manager:
do
we
how
much
staff
involvement
would
be
necessary
in
getting
to
the
point
of
this
report.
R
X
I
think
you
know
I
think
the
the
largest
thing
that
we
usually
end
up
carrying
the
you
know
the
the
Lion's
Share
of
the
work
on
are
things
like
the
community
engagement
piece
and
and
making
sure
that
we
can,
you
know,
host
those
meetings,
get
the
turnout,
get
the
public
notice
out
and
things
like
that.
Those
are
typically
the
things
that
the
Consultants
heavily
rely
on
us
for
to
the
city.
X
Manager's
point
we're
also
getting
ready
to
start
that
over
again
with
the
with
the
comprehensive
plan,
the
Strategic
plan,
so
we're
going
to
have
things
that
are
going
to
be
competing
for
time.
X
That
that
the
multiple
citizen
engagement
efforts-
one
it's-
you
know
it's
exhausting
for
the
residents,
but
it
also
does
get
taxing
on
staff
and.
N
And
furthermore,
I
mean
it
from
my
standpoint:
I
I,
don't
I,
don't
have
my
hands
around
the
budget,
yet
so
I
don't
feel
comfortable.
Proceeding
with
this
we've
got
just
like
commissioner
Eisner
pointed
out,
I
mean
everything
on
our
list
on
the
consent.
Agenda
has
gone
up
in
price,
so
we've
got
this.
These
inflationary
issues
that
are
going
on
plus
now
and
we've
got
a
myriad
of
other
issues
that
we
have
to
deal
with.
N
So
I
just
think
it's
it's
best
that
we
kind
of
push
this
off
and
get
through
the
budgetary
process
and
then,
if
we're
going
to
incorporate
this
into
the
budget,
the
cost,
because
we're
talking
about
what
sixty
five
thousand
dollars
it's
it's
I,
just
can't
I
can't
vote
on
it
tonight
because
I
just
I,
just
don't
have
my
hands
around
where
we
are
and
again
like
we're
going
to
be
talking
about
alternative
funding
and
and
other
other
things
that
are
all
concerning.
So.
G
J
So
it's
my
understanding
that
that
this
exercise
is
going
to
be
an
asset-based
economic
development
plan,
but
it's
not
going
to
be
a
specific
action
plan.
Is
it
it's
not
going
to
be
like
okay,
here's
a
report
and
here's
the
items
you
need
to
fund,
or
is
it
going
to
be
a
direction
of
this
is
where
you
can
go?
If
you
do
this.
X
I
I
feel
like
it's
the
latter.
You
know
it's
a
plan
to
you
know
it's
a
future
plan
to
promote
Economic
Development.
Does
it
whether
or
not
it
will
involve
actually
spending
money
and
identifying
projects?
I
I
mean
I,
can't
say
it.
You
know
at
this
point
you
know,
I
think
it's
it's
more
of
a
policy
strategy
type
of
document.
That's.
J
J
J
A
Mayor,
let
me
did
Ms
Vincent
Ms
lemons
was
up,
there
did
she
have.
Some
did
y'all
want
to
share
something
additional.
It
was
just
oh
y'all,
just
Whispering
yeah.
X
No,
it
was
just
reminding
me
also
that
the
other
study
that's
out
there,
that's
going
to
be
coming.
That
is
the
parking
study.
So
that's
that's.
J
A
M
Sorry
go
ahead,
I'm
just
hearing
from
the
city
manager's
perspective.
It
may
be
too
much
on
your
plate
or
your
staff's
plate
if
approved
tonight.
Do
you
think
it's
too
much
on
you
and
your
staff's
plate?
I
know
you
have
a
lot
going
on,
but
we
just
want
to
hear
from
you
and
tell
us
what
you
think
honestly.
X
X
I'm
actually
would
be
more
concerned
about
the
Public's
ability
to
continue
to
plug
in,
and
these
Community
engagement
things
and
get
the
engagement
that
we
need
in
order
to
to
develop
that.
But
but
I
think
we
can,
you
know
through
through
in-person
meetings
through
connect
Tarpon
through
you
know,
you
know
we'll
we'll
get
what
we
will
get
there.
You
know,
but
it
may
be
taxing.
R
Again,
I
want
to
emphasize
that's
my
concern.
We
can
you
know
we'll
do
it.
We
can
do
anything.
You
want
to
do
I'm,
worried
about
all
the
things
that
I've
worried.
I've
said
that
over
several
of
the
other
things,
I'm
I
understand
the
concerns
of
some
commissions.
When
you
talk
to
me
about
throwing
all
this,
we've
got
so
many
things
going
out
to
the
public
and
stuff,
so
we
can
get
it
done,
but
again,
I
understand
the
concerns.
I
mean
I,
understand
sure.
R
Vice
mayor
Lund
makes
a
great
point
about
getting
all
this
together,
but
the
other
points
I've
heard.
Obviously
I
can't
talk
to
you
about
what
each
you
talked
to
me
about,
but
I've
heard
from
you
individually
and
I
just
want
to
say
we
understand
your
concerns.
We
can
get
it
done,
but
there
is
an
element
of
the
some
of
the
doubt
on
this
board
and
I
hate
going
forward
with
anything
where
there's
a
doubt
on
the
board
of
going
forward.
If
there's,
no
doubt
we're
ready
to
proceed
and
go,
you
know
we're
comfortable
with
who's.
R
Doing
it
and
and
I
know,
there's
some
clarifications
that
he
can
do
ahead
of
time
if
you're
worried
about
the
scope
of
the
plan
and
stuff.
But
it's
a
tough
decision
with
both
sides
that
I've
heard
you
know
it's
where
the
tough
decision
of
this
board
of
what
they're
comfortable
with
and
what
they're
comfortable
going
forward
with.
Okay.
M
A
The
my
I
mean
I
heard
everybody
and
basically
what
my
thoughts
are
and
I
want
to
preface
my
question
to
you
with
what
I'm
going
to
say
is
a
little
bit
of
everything.
What
I'm
concerned
about.
Is
you
wind
up
with
a
project
that
can't
be
used
and
that's
my
concern
because
ever
since
we
started
on
the
Strategic
plan
first,
then
we
started
on
the
comp
plan.
A
The
whole
business
was
integrating
those
two
and
then
we
which
now
the
economic
development
plan
would
be
part
of
that
and
then
the
first
run
on
this
was
the
meeting
before
I
think
it
was
on
the
consented
item
and
I.
Read
it
and
I
said
you
know
the
city
manager
says:
look
the
language
I'm
seeing
right
now
is
not
even
matching
what
we
were
talking
about
with
the
Strategic
plan
and
a
variety
of
other
things
along
that
line
and
then
and
then
C
major
decided,
let's
pull
it
and
talk
about
it.
A
So
now
the
new
report
has
more
of
the
language
in
there.
That
would
be
more
compatible
with
asset-based
seller
thing,
not
just
market-based
analysis
and
but
but
Kimberly
Horn's
proposal
has
not
changed
and
I
know.
A
That's
my
concern
right
now
and
and
I
just
don't
have
a
good
feel
that
that
there's
a
connection
there,
which
means
it's
kind
of
the
plug-and-play
sort
of
thing.
So,
if
it's
I
guess
the
question
is
I
probably
already
know,
the
answer
is:
if
you're,
given,
if
you're
produced,
if
you're,
if
there's
a
report,
that's
produced
that
really
isn't
exactly
what
you
need
and
we're
going
to
hear
it
as
well
I
mean,
what's
that
going
to
do
for
you,
you're
I
mean
how
do
we
deal
with
that.
X
I
mean
I,
you
know
it.
I
almost
want
to
defer
to
the
to
the
project
the
potential
project
manager
to
to
address
that
I'm
very
comfortable
after
we
did
oral
interviews
that
we
will
get
the
product
that
we
need.
X
They
certainly
understand
comprehensive
planning,
they've
drafted
economic
elements
before
they
understand
you
know
they've
and
they're,
familiar
with
the
city
already
and
they're,
bringing
a
very
broad
team
in
into
play.
So
I
mean
I.
You
know
if
you're,
not
comfortable
I,
can't
you
know
yeah,
that's
that's
the
thing
I
mean
so
I'm
comfortable,
but
if
y'all
aren't
comfortable,
then
we
need
to
you
know
either
we
need
to
have
a
q
a
with.
If
you
want
to
try
to
go
forward
with
them
with
Mr,
Schneider
or
or
re-bid
No
in.
A
The
question
I
had
was
I
read
through
your
proposal
and
and
I
did
not
see
any
reference
to
asset
based.
I
saw
a
lot
on
market
analysis
and
and
I
saw
a
lot
of
things.
That
I
would
just
my
from
my
view
that
would
be
more
aligned
with
a
larger
City,
for
example,
and
not
one
that
is
somewhat
felt
well
defined
that
it
understands
itself,
in
other
words,
The
Proposal.
That
I
saw
from
Kimberly
horn
was
something
like
we're
going
to
help.
A
You
identify
yourself,
create
a
vision
statement
which
was
in
there
and
that
sort
of
thing.
Many
of
these
things
we've
already
done
and
that's
my
concern
is
Reinventing
the
wheel
all
over
again
and
ended
up
being
exactly
compatible.
So
did
you
did
you
look
at
our
strategic
plan
and
and
this
idea
of
asset
based
and
and
if
you
did,
why
isn't
that
spell
down
in
your
proposal?
I
guess
is
that's
where
my
my
discomfort
is
in
all
of
this
right
now.
Z
Sure
sure
mayor
we,
we
did
look
at
the
Strategic
plan
in
addition
to
the
comprehensive
plan
material
that
have
been
created
and
a
lot
of
the
past
planning
efforts.
As
far
as
the
asset
plan,
their
asset
based
approach,
we
we
talked
a
lot
about
it.
In
the
actual
interview
itself,
we
had
a
small
hint
of
it
in
in
the
The
Proposal
itself,
but
what
I
would
say
to
you
is
I
understand
you
need
to
be
comfortable
with
it.
Z
If
we
were
to
move
forward,
what
I
would
suggest
is
is
almost
a
whiteboard
session
in
the
beginning
and
Craft
and
Frame
this
this
approach.
So
it's
it's
what
you
need
in
the
interview
itself,
we
talked
about
the
natural
amenities,
the
industrial
background
of
and
the
Sponge
Docks,
obviously
in
the
historical
Greek
culture
and
the
neighborhood,
so
that
all
kind
of
came
out-
and
we
flushed
that
out
in
in
the
actual
interview
itself,
so.
A
I
I
think
the
other
thing
too
is
I,
keep
saying
this,
this
business
of
growth,
growth
growth,
but
it's
never
characterized
I
keep
asking
people.
What
do
you
mean
by
growth
you're
talking
about
population?
Are
you
talking
about
economic
growth
and
much
of
your
report?
I've
seen
like
job
creation,
business
creation
so
forth
and
I
know
that's
tied
to
economic
growth
as
well,
but
the
residents
here
have
made
it
very,
very
clear:
they're,
not
real
interested
in
increasing
we're.
We've
got
very
little.
Land
left
develop
of
land
left.
A
We've
got
some
Redevelopment
that
we
can
do,
but
the
people
or
residents
have
not
really
increased,
not
real
interested
in
increasing
the
population
a
great
deal
and
that's
why
we
were
talking
about
transitioning
to
the
asset
based
and
I,
didn't
see
that
coming
through
that's
what
I
was
getting
at
it
was.
It
was
almost
tied
to
something
that
was
more
of
the
model
city
that
was
growing
and
that's
where
I'm
just
a
little
uncomfortable
with
right.
Now
that
that's.
Z
Sure,
yeah
and
that's
again,
I
think
we
would
be
happy
to
flush
that
out
and
some
of
the
things
that
I
jotted
down
is
is
really
what
came
out
in
our
conversation.
Was
this
this
bottom-up
approach,
building
on
the
local
resources?
We
we
understand
that
I
think
the
reason
why
I'm
sitting
here
today
and
the
reason
we
we
care
about
the
city
and
the
cultural
assets
and
protecting
that
and
and
we
could
flush
that
out
in
more
detail
and
a
scope
of
services.
Z
A
AA
Typically,
when
we
do
the
scope
of
services,
we
we
outline
it
as
here's
a
list,
but
it's
not
all
inclusive.
So
there
is
some
leeway
to
adjust
different
items
that
we
want
to
see
performed
if
we're
asking
for
certain
reports
or
other
items,
depending
on
cost
that
may
not
be
included,
but
the
scope
of
services.
There
is
a
little
bit
of
flexibility
as
long
as
we're
not
going
outside
like
totally
something
that
isn't
even
in
line
with
it
then
we're
okay
and.
AA
AA
A
We
got
the
two
responses.
Okay,
all
right!
Thank
you,
Ms
Lewis!
Let
me
go
to.
We
haven't
gone
to
public
comments.
Yet
is
that
correct?
Oh
yeah,
let
me
go
to.
Is
there
any
other
commission
comments?
We
can
do
the
motion
and
then
have
further
discussion
on
it.
Public
comments.
Are
there
any
public
comments
on
any
on
this
item?.
A
P
David
Ballard

Georgia
Avenue
in
Palm,
Harbor
I'm,
not
so
sure,
as
though
this
is
real
coming
clear
to
me
as
what
an
asset
based
does
this
have
anything
to
do
with
taxation.
Direct
taxing
are
my
assets
being
subject
here
or
what
it's
not
fully
defined
and
I'm,
not
so
sure.
It's
clear
in
my
mind
the.
A
The
asset-based
economic
development
is
capitalizing
on
what's
here
as
far
as
the
attraction
bringing
visitors
in
Sponge
Docks,
the
historic
downtown
and
that
sort
of
thing
it's
not
really
related
to
taxation
or
anything
it's
just
rather
than
increasing
the
the
population
of
the
city,
increasing
the
density,
increasing
the
the
the
the
amount
of
Industry
that
may
not
have
land
for
that.
You
take
a
different
attack
and
basically
capitalize
on,
what's
already
here,
to
attract
visitors
and
increase
your
your
growth,
your
economic
growth.
In
that
approach,
that's
the
simplest
way
of
looking
at
it.
P
A
Okay,
let
me
just
ask
the
City
attorney:
Mr
Salzman
I'm,
not
sure
that
we're
going
to
get
a
motion,
but
if,
if
we
wanted
to
reject
the
bids,
what
would
the
motion
be
just
the
motion
move
to
reject
all
bids?
Yes,
okay,
there's
a
couple
of
ways
we
could
go.
We
could
have
a
motion
to
reject
all
bids,
which
means
that
we
would
in
a
sense,
you
know,
start
over
again
within
the
time
frame
that
Ms
Vinson
had
mentioned
our
city
manager,
budget
time.
A
We
can
move
to
approve
the
award,
a
bid
for
Kimberly
horn
and
then
vote
on
that
there's
a
couple
of
ways
to
go:
I
I,
just
I,
do
have
some
comments.
I
want
to
share,
but
so
I
do
need
a
motion
one
way
or
the
other
on
this
thing,
for
us
to
proceed
and
further
as
far
as
comments
go,
does.
N
N
Make
a
motion
to
reject
I'll
second.
A
M
Yeah
I'm
fine
with
it
I
understand
staff
you
know,
has
a
lot
going
on
there
played
and,
as
the
city
manager
said,
we're
gonna
talk
about
this
topic
here
in
budget
season,
which
is
right
around
the
corner,
so
I
I
think
it
gives.
You
know
a
lot
of
a
methodical
approach
that
we
talked
about
comp
plan
and
strategic
plan
amendments
and
doing
all
this
stuff
and
I
think
Nexus
economy.
You
know
this.
This
study
coming
up
a
little
bit
after
is
a
good
approach,
so
I'm
comfortable
with
it.
L
Yes,
yes,
city
manager,
how
did
this
come
about
in
the
first
place
that
this
was
brought
out.
R
R
R
So
at
the
time
it
seemed
good.
But
that's
why
I
said
I
can
understand
the
questions
that
may
have
not
been
the
right
timing
and
stuff,
but
it
was
thoughtful
at
the
time
it
had
been
so
long
on
the
list,
especially
about
this
study
being
done,
and
we
hadn't
done
one
in
so
many
years.
It
was
just
trying
to
get
all
the
things
done.
We
preside
on
and
maybe
putting
too
much
on
there
to
try
to
do
at
one
time.
Well,.
L
That's
my
reason
for
questioning
is
because
I
agree
with
the
vice
mayor
Lunt
about,
if
you
don't
know
where
you're
going
I
mean,
but
again
there's
the
other
side
of
the
coin.
If
you
have
too
much
on
your
plate,
then
you're
going
to
go
veering
off
the
wrong
end,
and
then
we
won't
be
able
to
do
anything
with
it.
So
so
I'm,
okay
with
trying
to
you,
know
bring
this
back
when
things
are
a
little
clearer.
So
that's
my
thing:
okay,.
A
You
know,
and
from
from
my
perspective,
you
know,
I,
the
planning
department
does
a
lot
of
excellent
work.
They
do
a
lot
with
not
a
whole
lot
to
work
with
sometimes
either
so
I've
got
confidence
in
our
planning
department
that
they
can
take
whatever
is
produced
to
them
and
they'll
produce
an
economic
development
element
one
way
or
the
other,
and
it
just
it's
going
to
depend
on
how
much
work
it's
going
to
take
to
get
to
that
point.
I
think
it
would
it'll
be
along
the
lines.
A
The
vice
mayor's
vice
mayor,
Lance,
observations
and
I
also
have
confidence
in
what
Mr
Schneider
was
saying.
As
far
as
his
ability
to
work
with
the
commission
to
create
a
scope
of
services,
that's
consistent
with
with
integrating
whatever
is
producing
economic
development
plan,
along
with
the
rest
of
the
other
elements
of
comp
plan
with
a
strategic
plan,
and
if,
if
it's
something
that
we
can
wait
on
I'll
I'm
going
to
go
with
the
majority
of
the
commission
sounds
like
we
want
to
go
ahead
and
just
reject
these.
A
These
bids,
but
I
want
to
make
it
clear
for
Kimberly
Horn's
purposes
that
we're
not.
You
know
I
I,
don't
have
an
issue
with
Kimberly
horn.
The
approach
that
they're
taking
I
just
wished.
It
was
a
little
more
clear
for
everybody
that,
in
the
presentation
of
how
we
were
going
to
go
rather
than
having
to
work
through
this
at
a
at
a
regular
session
like
we're
doing
right
now
trying
to
figure
out
how
this
is
going
to
work.
A
So
in
the
future,
if
we
could
kind
of
work
a
little
more
closely,
maybe
with
the
planning
department,
Ms,
lemons
and
Ms
Lewis
and
crafting
an
RFP
that
might
be
a
little
more
specific
to
the
to
the
Strategic
plan
and
also
the
the
rest
of
the
economic
development
elements
and
Mr
Schneider
I,
hope
Kimberly
horn.
If
the.
A
If,
if
it's
the
way,
the
commission
goes
this
evening
pursues
that
RFP
again
if
it
comes
out
and
I
really
I
know
how
much
work
it
takes
to
put
these
things
together,
but
I
also
know
it's
a
way
of
life
for
Consultants
to
compete
for
these
things.
Sometimes
you
get
them.
Sometimes
you
don't
but
I
very
much
appreciate
your
interest
and
continued
interest
in
Tarpon,
Springs
and
I'm.
Sure
we'll
be
seeing
you
down
at
forward
Pinellas
as
well,
which
is
where
I
saw
you
the
last
time.
So
thank
you.
Thank
you
very
much.
A
B
G
G
A
Okay:
let's
go
to
item
13,
which
is
appeal
of
Heritage
preservation,
board
decision
application,
23
-24,
304,
pineapple
Street,
City
Medical
course,
mayor.
A
A
A
X
You
this
is
application
23-24.
This
is
a
Heritage
preservation
board
application
that
was
reviewed
by
the
Heritage
preservation
board
on
April
3rd
and
ultimately
was
denied
by
the
board.
The
applicant
has
filed
an
appeal
to
the
Board
of
Commissioners,
which
is
under
our
code
of
ordinances.
That's
procedurally,
they
have
the
ability
to
to
appeal
that
decision
directly
to
the
Board
of
Commissioners.
X
X
The
the
property
is
designated
as
a
contributing
structure
in
the
historic
district
as
a
conserving
structure.
It
does
have
to
go
through
these
additional
reviews
and
and
seek
approval
by
the
board
by
the
Heritage
preservation
board.
So
changing
changing
a
roof
type
is
something
that
is
is
governed
by
our
design
review
guidelines.
That
is
the
governing
document
that
the
staff
and
the
board
uses
in
making
these
decisions.
X
So
this
this
brought
this
particular
house
I'm
going
to
stop
for
a
second
just
a
little
bit
of
locational
three
or
four
pineapple
Street.
This
is
lemon
and
Lime
Street
about
halfway
down
the
block.
I'll
provide
a
little
more
context
with
some
other
similar
roofs
in
the
in
the
area
in
a
moment.
X
X
It
states
that
craftsman
style
roofs
are
often
covered
in
asphalt,
shingles,
so
that's
kind
of
the
the
the
standard
that
we
look
at
and
then
historically,
when
you're,
when
you're,
when
you're
evaluating
these
things
changing
roof
types
is
generally
discouraged
and
I'll
provide
some
additional
context.
X
This
this
house
does
appear
on
the
1926
Sanborn
Maps.
Even
then
it
was
it
was
identified
as
a
composition,
roof
which
typically
was
a
type
of
shingle,
and
it
has
been
shingle
ever
since.
So
this
is
the
Florida
Master
site
file
photograph
of
the
home.
X
X
So
ultimately,
this
is
the
proposed
material,
a
standing,
seam,
a
metal
roof
I
mean
I'm
sure
you've
seen
these
you
know
throughout
the
city,
it
is
a
popular
roof
type
for
its
longevityness
durability,
which
you
know
as
I
understand
is
really
the
applicants
desire
is
the
long-term.
You
know
viability
of
the
roof,
so,
under
the
standards
of
review
we
have,
it
was
11
of
them,
the
ones
that
really
come
into
play
with
this
particular
application
or
neighborhood
District
in
context,
the
roof,
shape
and
texture
architectural
features
and
adherence
to
the
secretary's
guidelines.
X
I
won't
read
through
these
are
just
straight
verbatim
out
of
the
the
secretary
guidelines
that
apply
in
this
instance.
So
from
our
design
guidelines.
This
is
the
this
is
the
the
pertinent
information
it
says:
if
all
roofing
materials
to
be
removed,
then
the
new
roofing
material
shall
match
the
existing
to
be
characteristic
of
the
architectural
style
in
terms
of
material
size
and
pattern.
X
So
so
they
can
give
examples
here
of
like
best
choice,
so
replace
a
historic
standing
seam
with
a
new
standing
seam
you
know
so
like
for,
like
is
what
that
basically
is
saying
a
good
alternative.
If
it's
a
slate
roof,
then
a
new
synthetic
slate
shingle
would
be
a
good
alternative,
not
appropriate,
replacing
a
slate
roof
with
a
new
standing
seam.
X
So
that
goes
to
any
types
of
these
changing
roof
types,
so
that
really
formed
the
basis
for
the
staff's
recommendation
to
deny
we,
we
did
build
in
some
recommendations
that
if
the
board
did
choose
to
approve
it,
some
some
conditions
of
approval,
but
ultimately
the
board
did
did
decide
to
follow
the
staff's
recommendation
and
to
deny
the
permit
now
I
think
there
were
some
questions.
X
The
the
applicant
had
a
representative
there.
The
applicant
themselves
was
not
there,
so
they
were
not
there
to
answer
questions.
My
understanding
is
that
they
may
not
have
been.
You
know
been
aware
that
the
hearing
was
going
on
that
particular
night
I'm,
not
sure
what
happened
there,
but
the
app
the
authorized
representative
was
there,
but
I
do
think
that
the
board
had
some
questions
that
they
hoped
could
be
answered,
but
it
was
in
absence
of
that
they
they
followed
the
staff
recommendation,
so
the
staff
did
recommend
denial.
X
The
board
ultimately
did
follow
that
I
did
I
wanted
to
at
least
take
I
took
a
walk
on
the
on
the
the
block,
and
there
are
three
other
homes
on
the
Block
that
do
have
standing
seam
metal
roofs.
X
I
just
want
to
do
want
to
give
a
bit
of
history.
Of
those
one
is
319
West
lemon
and
that's
right
at
the
corner
of
pineapple
and
lemon
there's
a
frame
vernacular
house,
a
standing,
seam
metal
roof
is
an
appropriate
roof
type.
It's
actually
called
out
in
the
design
guidelines
and
that
property
did
see
did
receive
a
certificate
of
approval
for
that
particular
roof.
There's
one
at
216
pineapple,
it's
a
which
is
another
frame,
vernacular
contributing
structure
that
it
had.
X
It
had
metal
and
it
has
stayed
metal
so
that
that's
the
history
of
that
one
and
then
there's
one
very
close
by
at
309
pineapple
Street
on
this
just
almost
next
door.
That
is
a
non-contributing
structure
and
as
such,
it's
not
required
to
follow
the
district
design
guidelines
or
receive
a
certificate
of
appropriateness,
which
is
why
it
was
allowed
to
go
to
a
metal
standing
seam
roof.
So
I
did
want
to
provide
a
context
of
the
street
itself,
because
I
I
feel
like
that
will
probably
be
a
point
of
discussion
tonight.
X
X
A
contributing
structure
for
something
to
be
contributing
one.
It
has
to
be
historical,
so
there's
some
historic
context
to
it
when
it
was
built,
the
type
of
architecture
and
then,
generally
speaking,
it
hasn't
been
so
significantly
altered
over
time
that
it's
lost
that
contrib
that
it
it
contributes
to
the
to
the
character
of
The
District
overall
things
that
are
not
contributing,
usually
they're,
either
they're,
just
not
historic
structures.
They
were
built
later
on
or
they've
been
before.
We
had
design
guidelines.
X
J
AB
L
It
has
here
I
think
it's
page
well,
I
think
it's
page
seven.
It
says
preliminary
staff
recommendation
staff
recommends
denial
of
the
project
as
presented
by
the
applicant
based
on
inconsistency.
With
the
review
criteria
stated
in
the
staff
report.
The
applicant
has
not
provided
any
evidence
of
the
infeasibility
of
the
replacement
with
similar
materials
that
would
replicate
the
type
of
roof
distinguishing
the
structure
original
architecture.
L
X
L
Of
the
things
that
I
wanted
to
because
I
watched
the
hearing,
the
other
thing
that
it
looks
like
Caroline
was
really
emphatic
about.
The
historic
roofline
must
be
maintained
because
they
did
say
yes,
yes,
the
exterior
of
the
historic
chimney
must
not
be
authored,
which
was
yes
correct.
L
The
historic
Dormer
must
not
be
altered,
which
was
not
going
to
do
anything
and
just
the
approval
for
three
years
so
I
did
watch
and
there
was
a
a
question
of
I.
Believe
one
of
the
board
members
asked
about
a
a
separate
garage
and
Aries
roof
didn't
know
the
answer.
The.
X
X
L
But
my
question
would
be:
if
there's
no
definitive
answer
about
that,
why
deny
the
house
for
a
metal
roof
when
you
know
you
you
can
approve?
Oh.
X
It's
not
a
matter,
it's
a
matter
of
it.
You
know,
I
mean
the
short
answer.
Is
it
doesn't
meet
the
design
guidelines
to
change
the
roof
type
from
asphalt,
shingle
or
a
shingle
to
a
standing,
seam
metal
roof?
It's
a
design
guidelines
issue
and
that's
what
we
base
our
recommendations
on
so
if
the
roof,
if
the
garage
is
going
to
be,
you
know
included
they,
you
know
they
can
simply
make
application
and
I
mean
if,
depending
on
what
happens
tonight,
we'll
deal
with
the
garage
roof.
That's
you
know.
L
W
L
No,
my
take
on
on
listening
to
this.
We
do
have
improvements
in
construction,
am
I,
correct
I
mean
we.
We
have
when,
when
you're
dealing
with
historic
houses,
some
of
these
historic
houses
didn't
have
air
conditioning,
and
then
we
had
to
put
in
air
conditioning
historic
houses,
didn't
have
double
and
triple
windows,
and
we
do
that
as
long
as
we
keep
design.
You
know
we
don't
change
the
design,
so
my
question
is
when
we
do
come
out
with,
and
that
was
what
was
proposed
longevity
with
a
better
material.
X
X
Broader
policy
change
at
some
point
that
says:
okay,
we
want
to
really
encourage
resiliency
and
sustainability.
Things
like
that.
Even
if
it's
an
historic
structure,
then
we
need
to
look
at
the
design
guidelines
and
put
that
in
there
so
that
we
have
Direction
so
right
now
we
we
are
in
this.
We
have
to
follow
design
guidelines,
but,
frankly,
that's
why
we
have
these
appeal
processes
as
well.
X
L
I'm
just
asking
you
questions
because
I
I've
watched
a
lot
of
the
Board
of
it.
I
sat
on
the
board
of
adjustments
for
six
and
a
half
years
and
and
I
do
get
to
see
a
lot
of
the
HPV.
You
know,
meetings
and
sometimes
I
know
this.
This
is
not
a
question,
so
maybe
I'll
just
stay
out
of
this.
For
now.
A
N
A
A
And
then
also
similar
to
board
of
adjustment
appeals.
Is
there
any
kind
of
a
hardship
criteria
or
anything
like
that
or.
A
A
So
there's
no
wiggle
room
I
mean
I
mean
you
know:
you're
the
planner.
X
You
know
for
us
it
was
a
cut
and
dry
kind
of
recommendation
based
on
design
guidelines.
You
know.
A
Sorry
I'm
just
saying
that
we've
got
a
set
of
ordinances
that
we
follow.
What
I'm
yes
trying
I
mean
this
is
an
appeal.
This
isn't
we're
not
the
historic
preservation
board
and
in
terms
of
appeals,
we
need
to
look
in
my
opinion.
Maybe
the
City
attorney
can
can
add
to
this.
We
should
look
at
what
was
what
is
being
different
than
what
was
already
heard
by
the
historic
preservation
board
that
would
mitigate
what
their
decision
was.
W
W
Think
it's
important
to
know
what
the
board
did
and
and
and
their
reasoning
behind
it.
But
this
board
can
make
its
decision
independent.
A
Of
that,
without
okay,
good
all
right
so
so
basically,
we've
got
a
and
we're
going
to
go
to
the
applicant.
We've
got
a
staff
report
that
recommended
denial,
and
then
we
don't
need
to
worry
about
this
stock
preservation
board's
decision
right
now,
I
guess
that's
what
I'm
hearing.
W
Well,
it's
I
I
think
it
gives
you
some
guidance,
okay,
that
it
was
a
3-2
vote,
because
obviously
the
board
does
the
hard
work
for
you.
So
yes,
I
think
it's
important
to
consider
that.
X
A
But
let
me
let
me
just
again
take
it
to
the
next
step.
If
this
is
design
guidelines,
they're
by
resolution
and
they're
adopted
in
ordinance,
how
much
wiggle
room
do
we
really
have
I
mean?
Can
we
do
whatever
we
want,
I
mean?
Can
we
designate
you
know
a
roll
roofing
or
wood
shingles
or
whatever
or.
A
Have
already,
are
there
any
commission
questions
for
Ms
Vincent.
M
M
X
Prior
to
that,
we
had
a
set
of
design
guidelines
that
had
been
in
place
since
1999,
so
this
was
a
this
was
an
update
to
the
prior
guidelines.
Okay,.
M
So
all
those
whatever
houses
that
are
in
the
fruit
bowl,
the
Golden
Crescent
area
that
currently
have
metal
roofs
on
there.
They
want
to
take
off
their
roof.
What
what
guidelines
are
they
set
forth
by?
Are
they
set
to
the
metal
roofs
that
they
had
once
the
guidelines
were
in
place,
or
do
they
have
to
go
back
to
the
original
shingle
roofs
where
they
once
maybe
had
so
many
years
ago?.
X
That
that's
a
two-fold
question,
so
if,
if
the
original
it
depends,
if,
if
the,
if
the
design
guidelines
support,
you
know,
let's
say
you
know,
it
says
that
you
know
shingle,
roofs
are
an
appropriate
roof
type
and
they've
got
something
else,
but
they're
going
back
to
the
original.
That's
that's
perfectly!
Okay!
It's
when
you're
going
away
from
from
the
the
intent
of
the
original
architecture,
which
is
the
case
here,
going
from
shingle
to
to
metal
that
that's
where
the
the
question
comes
in
and
the
certificate
of
appropriate
certificate
of
approval
needs
to
be
sought.
M

AI
My
name
is
Aaron
Knutson
I
live
at
304
pineapple
Street.
Excuse
me
back
in
early
February,
he
sent
the
contract
with
Aries
Roofing
to
replace
the
existing
roof.
That
is
failing
with
the
standing
seam
metal
roof
I
had
a
historic
preservation
board
meeting
on
April
3rd
I.
Fortunately,
it
was
not
made
aware
of
the
meeting
for
some
reason,
not
sure
why
so
subsequently
I
did
that
I
was
denied.
I
was
not
there.
I
think
that
might
have
something
to
do
with
why
husband,
Hyde
I.
AI
Wasn't
there
to
answer
a
few
questions
that
the
excuse
me,
the
board
had
I'm
pretty
confident
it
would
have
been
approved
if
I
was
there,
but
there's
a
couple
questions
they
had
that
wasn't
able
to
get
answered.
Page
two
is
the
rough
draft
copy
of
the
minutes
from
the
April
3rd
Heritage
preservation
board
meeting.
As
you
can
see
the
minute,
it
shows
I.
Wasn't
there
and
there's
a
couple
questions
they
had
as
far
as
the
guidelines
that
this
that
staff
level
was
recommended,
you
guys
already
spoke
of
it.
AI
The
historic
refund
must
be
maintained.
The
exterior
historic
chimney
must
not
be
altered.
The
historic
Dormer
must
not
be
altered
and
Commons
were
also
made
about
the
detached
garage.
AI
G-Chat's
garage
I
also
have
near
my
my
what's
it
called
survey,
and
it
shows
the
garage
it
also
shows
the
detached
garage
is
is
basically
attached
to
it.
So
when
I
signed
up
to
get
a
roof
job
Aries
knew
the
whole
thing
was.
The
whole
thing
was
going
to
get
done.
I
didn't
look
at
it.
I
was
thinking.
It
was
two
separate
two
separate
areas.
AI
AJ
Hi
Dave
Braun
548
Vista
Trail
Court
Ozona
I've,
been
on
my
board
for
22
years,
so
I
I
know
what
you
deal
with
only
on
a
larger
basis,
but
rules
and
regulations
of
historic
sites
have
have
been
changing
because
of
energy
conservation.
Getting
away
from
asphalt
of
getting
away
from
getting
to
roofs
like
metal,
Mr
Knudsen
is
going
with
a
very
energy
conservation
style
roof.
It's
a
very
low
profile
system.
It
only
has
a
one
inch
rib,
so
it
doesn't
jump
out
at
you
like.
AJ
Maybe
a
fire
station
would,
with
a
two
inch
rib
and
the
panels.
The
ribs
are
16
inches
apart.
So
the
further
you
can
space
them.
The
more
subtle
the
roof
line
is
and,
like
you
said
earlier,
none
of
the
roof
lines
are.
The
architectural
features
of
the
house.
Will
change
whatsoever
plus
he's
also
getting
a
solar
powered
exhaust
fan,
which
makes
the
system
much
more
energy
efficient
than
an
asphalt
roof
going
to
some
Styles,
such
as
a
maybe
an
alternative
to
what
the
historic
materials
are.
AJ
It
gets
really
expensive,
we're
still
in
a
bind
with
manufacturers
and
material
flows
and
and
all
that.
But
let's
stay
with
the
subject
here
with
this
style:
roof
I
think
it.
It
would
go
really
awesome
with
this.
With
this
style,
roof
I,
don't
think
it's
going
to
change
the
historic
view
whatsoever,
the
underlayment
or
the
water
barrier
that
he's
getting
with
this
roof
is
also
top
of
the
line.
AJ
As
far
as
radiant
heat,
the
detached
garage
obviously
was
detached
when
it
was
built,
but
it
is
tied
in
to
a
a
plywood
roof
line
that
has
a
112
pitch.
So
the
whole
entire
thing
will
be
the
standing
seam
metal.
AI
So
yeah
it
has
a
pictures
of
the
house
in
there
there's
a
couple
views
from
up
on
top
of
the
roof.
Looking
down,
you
can
see
how
the
detached
garage
is
in
the
back.
Yet
you
could
see
the
the
Breezeway
the
covering,
so
that
is,
will
all
be
included
reasons
for
choosing
sentencing
proof,
durability.
Obviously
longevity.
AI
Usually
you
have
a
50
80
year,
life
span,
durability
with
hurricane
force,
winds
I'm,
not
having
exposed
Fasteners,
which
gives
a
less
chance
for
leaks,
Energy,
Efficiency,
possible
savings
up
to
40
percent
of
energy
costs,
and
that's
just
basically
because
of
the
material
used
reflectivity
of
it
and
then
the
ventilation
as
well.
The
the
solar
fan
will
be
in
the
back
of
the
house,
so
it
won't
be
seen
from
the
front.
AI
AI
AI
I'm
sorry,
I
forgot
to
put
page
numbers
on
these
I
put
this
all
together
and
I
was
all
excited
and
then
realizing
on
page
numbers.
So
it's
kind
of
hard
to
follow
along
another
house
here,
105
banana
Street
1364.
This
is
a
contributing
structure
based
on
the
map.
AI
And
then
she
mentioned
the
216
pineapple
Street
I.
Have
it's
a
contributing
structure
on
the
map?
I
have
I
could
be
wrong,
but
it
looked
like
it
was.
That
also
has
a
very
similar
roof
than
style.
I'm
doing.
There's
a
couple
other
pictures
at
the
end
with
other
house
scenario,
with
the
metal
roof,
so
I
don't
believe
it's
something
that's
going
to
be
stand
out.
Like
looks
too
odd
for
the
area.
I
can
understand
why
the
Heritage
Board
has
its
process.
AI
I,
wouldn't
want
someone
moving
in
next
door,
tearing
it
down
and
building
some
sort
of
Modern
Glass
House
or
something
the
and
the
primary
reason
for
going
with.
This
is
just
for
the
environmental
aspect.
My
wife
owns
a
store
downtown
where
it's
eco-friendly
products.
So
that's
like
a
big
factor
in
going
with
this
material
try
to
have
less
of
a
carbon
footprint
new
fuel
near
the
end.
I
have
three
letters
from
nearby
residents
who
share
a
property
line
just
shown
their
support
for
the
project.
AI
Yeah
there's
three
letters
there.
So
what
I'm
gonna
requests
from
the
board
tonight
is
to
certify
the
permit
for
the
roof
replacement.
AI
I,
don't
want
to
suppress
on
any
Toes
or
anything,
but
if
you
can
see
on
page
two
where
it's
the
second
to
last
paragraph
I'm,
sorry
wait.
No,
that's
not
right!
AI
Oh
I'm,
sorry,
H3
single
out
there
and
paragraph
staff
is
of
the
opinion
that
the
garage
would
be
replaced.
Applicant
must
seek
approval
of
a
separate
application
and
that
garage
roof
should
not
be
considered.
I'm
hoping
you
guys
can
make
an
executive
decision.
If
you
do
do
the
permit,
it
was
never
my
intention
of
it.
AI
Separated
I
have
another
hearing
on
June
5th,
no,
no
okay,
next
month,
yeah
next
month
and
the
fifth
for
some
cement
work,
they're
also
going
to
do
do
the
meeting
for
the
garage
I
would
like
to
try
to
get
that
permit
tonight.
So
I
can
go
ahead
and
get
started
so
I'm
going
to
wait
another
month
for
the
final
approval.
AI
That's
all
I
have
the
glass
code
pages
I,
have
my
contract
with
Aries,
it
kind
of
shows
the
square
footage
of
what's
getting
done,
so
the
roof
was
always
included
in
that.
That's
my
argument
there.
So
with
that
I'll
take
any
questions.
J
I
do
actually
there's
what's
listed
as
a
as
a
open
porch
actually
on
the
on
the
property
manager
site.
However,
that's
the
Breezeway
covering
yes.
AI
J
E
J
AI
AI
M
Yes,
I
wanted
to
ask
sir.
If,
if
approved
tonight,
will
you
be
able
to
follow
the
staff
recommendations?
The
following
conditions?
The
historic
roof
line
must
be
maintained.
The
exterior
of
the
storage
chimney
must
not
be
altered.
The
historic
Domer
must
not
be
altered
in
the
certificate
of
approval
will
expire
in
three
years
if
the
building
has
not
been
issued
for
the
project
of
building
Improvement.
Yes,
sir,
okay,
yeah,
no
further
questions.
A
Okay,
I.
A
A
AI
Does
need
to
get
replaced
every
Heavy,
Rain
I'm,
looking
for
new
leaks,
I
have
a
couple.
I've
tried
to
patch
up
I
like
to
finish
up
some
repair
on
the
on
the
ceiling.
I
have
a
couple
spots
there,
but
I
don't
want
to
do
that
until
I
know
the
the
leaks
are
taken
care
of.
So
that's
part
of
the
problem
there.
So,
yes,
there
are
leaks.
A
Okay,
let
me
go
to
public
comments.
Are
there
any
public
comments.
P
P
P
P
I
do
believe
that,
regardless
of
his
historical
Roofing,
tin,
shingles
Pine,
you
know
whatever
they
use
in
some
of
the
others,
but
solar
power
rooftops
will
be
before
this
board
and
people
in
the
historical
part
of
the
town
will
want
solar
power
on
their
rooftops
and
being
that
it's
their
home,
and
they
have
that
right.
P
O
X
A
Hang
on
a
second
Mr
jumper
there,
any
remote
access
public
comments.
AI
Yeah
I
just
want
to
add.
We
recently
got
a
letter
from
insurance.
I
know.
Insurance
is
like
a
big
deal
out
here.
A
lot
of
people
getting
houses
dropped
because
older
homes.
So
that's
one
thing
I
want
to
point
out.
We
also
am
looking
for
insurance
purposes
to
extend
the
life
of
that
that
roof
and
better
options
for
insurance.
That's
about
it.
I
appreciate
the
concern.
A
Hang
on
a
second
sure,
Ms
Vinson.
Do
you
have
any?
Let
me
hear
your
comments
and
then
we'll
go.
Go
ahead.
L
I,
don't
know
who
wants
to
answer
this,
but
you
have
a
flat
roof
in
one
spot.
Is
that
correct,
I
see
a
flat
roof.
AJ
L
That
I
know
the
other
part
is
when
you
do
a
metal
roof,
you're
going
to
be
put
like
a
freeze
layer
on
underneath
first
correct
and
that
freeze
layer
will
seal
everything
because
you
don't
have
sheets
that
are
hurricane.
Have
hurricane
locks
on
it
correct
correct.
So
this
is
a
more
of
a
protective
item
than
these
shingles
would.
L
So
I'm,
seeing
that
you're
doing
this
for
protection
basis
and
also
longevity
with
the
flat
roof,
because
if
you
put
the
metal
on
the
flat
roof,
you
don't
have
to
replace
it.
It's
just
in
there
it's
per
it's,
it's
a
permanent
installation.
That
would
be
correct
as
well.
It's.
A
Need
is
Vincent.
Do
you
have
any
last
comments.
X
No
I
I
do
want.
I
do
think
that
wants
the
sustainability
plan
is,
is
wrapped
up.
I
think
we
do
need
to
look
at
our
codes
and
the
design
guidelines
from
a
little
higher
level
perspective.
I
don't
want
to
piecemeal
I,
don't
want
to
see
this
become
a
piecemeal
thing
and
I'm
afraid
that
that's
what's
going
to
happen
just
no.
W
This
is
just
an
appeal
of
the
action
that
was
before
the
previous
board.
That's
the
only
thing
you
can
consider.
Okay,.
A
So
the
next
step
is
to
make
a
motion,
and
it
has
to
be,
unlike
the
historic
preservation
board,
an
affirmative
sense
that
you
move
to
approve
the
grantee
appeal
and
if
you
wish
not
to
Grant
the
appeal
you
vote
no
and
then
so
whether
you're
going
to
vote,
Yes
or
No.
That's
got
to
be
the
motion,
and
then
we
can
have
a
discussion
at
that
time.
So
is
there
a
motion.
M
X
N
But
it's
possible,
you
know
I.
This
is
this.
This
is
a
hard
decision
because
we
have
standards
and
if
we
start
altering
the
standards
piecemeal,
then
what's
the
point
of
the
standards,
I
personally
think
that
the
metal
roof
is
would
be
fine
in
the
neighborhood
but
I'm
concerned.
Now
the
fact
that,
like
commissioner
coulias
pointed
out
these,
these
codes
have
not
been
in
effect
that
long.
So
it's
not
a
long-standing.
N
You
know
historical
standard
that
we've
had
right.
It's
only
been
a
few
years,
so
it's
not
like
it's
I'd
be
more
reluctant
to
overrule
this.
If
it
was
a,
you
know,
a
30-year
standard
versus
one,
that's
been
three
years
ago,
so
I
do
think
that
we
need
to
revisit
these
codes
for
sure,
and
if
we're
going
to
make
these
kinds
of
allowances
for
one
we're
going
to
be,
you
know
it
could
be
Cascade
of
other
homes
that
all
want
to
have
metal
roofs.
L
L
Putting
a
solar
panel
roof
on
this
particular
property
and
I
just
feel
that,
where,
as
improvements
come
about
like,
if
you
look
at
the
next
case
that
the
HPB
voted
on
there
are
new
windows,
there
are
new
things
as
long
as
you're,
not
changing
the
whole
look
of
the
historic
place.
I
mean
they're,
protecting
their
house
from
future
wind
storms,
hurricane.
L
There
were
only
four
other
locations
in
all
of
Tarpon
Springs
that
had
that
particular
roof
and
they
had
to
maintain
that
roof.
Well,
I
did
some
research
and
I
went
to
all
four
of
those
locations
to
look,
and
not
one
of
them
had
that
roof,
but
it
had
a
facade
in
front
of
it
that
looked
like
the
roof.
But
if
you
went
to
the
roof
it
was
all
flat
roofed
already,
so
there
was
there's
errors
in
our
code
and
that's
all
I'm,
saying
I
I.
L
A
J
Comments
All
right,
so
I
too,
am
aware
of
what
Mike
just
referred
to
I
believe
in
one
case
they
wanted
to
put
a
standing,
seam
metal
roof
on
there
and
it
was
denied
correct
after
they'd,
already
ripped
off
the
existing
tile
barrel
roof
and
what
they
did
was
they
replaced
the
tile
barrel,
roof
with
a
metal
barrel,
roof
which
I'm
sure
was
expensive,
but
it
met
the
design
criteria
right,
I'm
kind
of
of
the
mind
that
we
have
a
design
criteria
to
keep
the
flavor
of
the
neighborhood.
J
Looking
like
the
flavor
of
the
neighborhood.
On
the
other
hand,
we
live
in
a
high
Hazard
area
and
shingle
roofs
aren't
the
best
for
high
hazards
by
the
looks
of
the
pictures
somewhere
along
the
line.
These
windows
were
replaced,
I'm
sure
it
was
probably
free,
the
free,
the
historic
designation
or
the
attributable
historic
designation.
So
there
have
been
modifications
made
to
this
Craftsman
House,
even
though
to
me,
it
still
looks
like
a
Craftsman
House,
I'm
kind
of
leaning
towards
the
fact
that
we
should
keep
our
design
principles
as
they
stand.
Now,
though,.
M
Guys
I
understand,
there's
rules,
but
there's
what's
right
is
right,
and
how
are
we
going
to
tell
this
guy?
He
can't
put
him
at
a
roof,
but
we
see
some
of
the
most
historic
houses
in
the
Golden
Crescent
and
in
the
fruit
bowl
area
have
a
roof
metal
roof
on
there
and
the
detached
garages
I
see
several
with
metal
roofs
on
there.
This
individual
wants
to
improve
their
property
with.
M
Who
knows
it
might
be
10
15
000
difference
from
the
shingle
roofs
he's
willing
to
maintain
staff
recommendations
with
the
conditions
one
through
four
as
discussed,
and
that's
something
we
need
to
revisit,
I
mean
and
then
so
as
far
as
the
solar
panels,
there's
solar
panels
in
the
fruit
bowl
and
the
Golden
Crescent-
and
you
know,
I'm,
not
I-
think
we
need
to
have
this
Revisited.
If
our
goal
is
to
make
sure
people
with
rectangle
shingles
stay
with
rectangle
shingles
and
those
with
metal
roofs
can
be
grandfathered
in
the
metal
roofs.
M
As
we
can
see
in
two
years
we
got
to
do
some
updating
and
so
I'm
not
going
to
try
to
stop
this
individual
I.
Think
if
it's
denied
it's
just,
not
not
a
good
look
and
I'm
hoping
this
guy
can
move
forward
and
prove
his
home
one
of
the
most
historic
areas
of
our
town,
a
man
has
a
right
to
put
a
metal
roof
on.
With
the
you
know,
hurricane
conditions
that
are
able
to
come
through.
You
know
that
we
may
face
who
knows
but
I
just.
M
R
R
Yeah
two
things,
but
he
gave
me
a
second
thing.
The
one
thing
I
wanted
to
make
sure
that
we
clarify
is
I,
don't
know
in
the
motion
that
is
clarified
that
it's
allowing
him
to
go
ahead
with
the
conditions
that
staff
going
I
think
that
needs
to
be
from
the
first
and
second
those
conditions
of
Staff
he
had
mentioned,
but
I,
don't
think
the
motion.
I,
don't
think!
R
That's
in
the
motion
so
that
if
you
wanted
to
go
with
the
with
approval
to
do
it,
but
with
the
staff
conditions,
that's
another
thing
and
again
now
they
mentioned
the
second
thing:
I,
don't
think
we
can
address
I
think
he
has
to
go
through
the
process.
I,
don't
think,
there's
any
way
this
board
has
the
ability
to
I
mean
you'd
have
to
do
it.
If
it
went
back
in
the
garage
and
stuff
they
turned
that
down.
Also,
there's
no
mechanism
for
this
board
to
do
that.
If
I'm,
correct,
Mr
turn
those
two
right,
no.
W
U
M
G
A
The
I
do
have
some
comments
for
me.
It's
the
historic
district
I
grew
up
in
that
neighborhood
I
know
all
the
homes
I
went
back
through
there
today,
again,
just
to
make
sure
I
understood
what
everything
was.
Ms
Vinson
is
correct.
This,
the
the
metal
roofs
are
different
architectural
style.
This
is
a
craftsman
style.
A
I
looked
at
the
Sanborn
Insurance
map,
the
only
correction
I'd
make
for
Mrs
Benson.
She
mentioned
that
the
shingles
were
appropriate.
The
shingles
in
the
Sanborn
are
wooden
shingles,
the
black
dot
is
a
composite,
which
would
be
the
asphalt
style
which
is
here,
and
it
didn't
make
a
distinction
between
you
know.
A
Shingle
asphalt,
shingles
are
roll
roofing,
which
is
on
that
lower
pitch
and
then
the
white,
the
perfect
open,
was
a
tin,
roof,
metal
or
tin,
and
that
house
is
was
built
with
that,
and
all
the
houses
along
pineapple
Street
were
all
built
with
a
composite
roof,
which
would
be
the
granular
style
roof
that
you
have
as
far
as
protecting
the
house.
I
just
changed
my
roof
less
than
a
year
ago,
with
asphalt.
Shingles
composite
shingles
absolutely
nothing
wrong
with
that,
and
it
was
consistent
with
the
style
of
my
home,
which
is
what
I
wanted.
A
My
wife
wanted
metal
roof.
I
said
no
I'd
rather
have
the
shingles.
There
was
no
design
guidelines,
the
design
guidelines.
What
Ms,
Vinson,
probably
told
you
didn't
tell
you,
was
that
it
was
a
very
painful
process.
You
were
here
at
that
time,
right
yeah.
It
was
a
painful
process
to
get
those
approved.
A
I
mean
it
was
a
lot
of
struggling
with
that.
So
you
know
talk
about
adding
additional
work
to
the
planning
department,
revisiting
those
design
guidelines
right
now.
If-
and
they
were
only
three
years
old
I
I
wouldn't
support
that.
If
we
want
to
talk
about
that
in
the
future,
I
think
there's
other
work
that
we
need
to
do.
Those
design
guidelines
as
far
as
I'm
concerned
are
fine
and
I
think
before
we
make
a
decision
or
talk
about
reviewing
them,
I
think
maybe
everyone
should
on
this.
Commission
should
have
some
conversation
with
Ms
Vincent.
A
As
far
as
how
they've
been
working
so
far,
you
know
the
gentleman's
owned
the
home
for
two
years
or
so
I
mean
it's
the
historic
district.
I.
Don't
know
you
know.
When
you
buy
a
home
in
the
historic
district,
you
buy
the
rules
that
go
along
with
a
historic
district.
You
can't
just
go
in
there
and
build
a
roof,
be
you
know,
decide
you
want
to
do
a
metal
standing
same
roof
just
because
you
want
to
do
a
metal
standing
same
roof.
You
can't
do
that.
It's
a
historic
district
we've
got
the
design
guidelines.
A
L
Can
I
yeah,
so
my
response
and
I
and
I
can
appreciate
what
you
just
said:
I
believe
that
if
they
were
going
to
replace
it
with
shingles,
then
they
would
be
replacing
it
with
Sim,
similar
shingles
to
what
they
have
and
I
agree
with
that.
But
when
we
came
out
with
metal
roof,
Roofing
like
we
have
today
and
what
this
is
it
just
changed.
Everything
and
like
I
said
I,
don't
know
if
we
should
go
through
changing
or
do
we
do
it
on
a
one
one
basis.
A
Any
which
way,
because
it
and
then
you
change
it,
but
we
have
a
certain
set
of
rules
that
are
documented,
they've
been
worked
through
and
that's
what
we've
got
tonight
not
to
decide.
Well,
the
rules
aren't
any
good,
so
we're
going
to
do
what
we
want
anyway.
That's
the
wrong
message
to
send
tonight:
I
mean
that's
how
I
feel
about
it.
If
I
mean.
D
J
M
A
A
Let's,
if
there's
any
other
call,
would
I
make
one
more
statement.
L
I've
I've
sat
on,
as
you
know,
on
the
board
of
adjustment
and
I
watched
a
case
the
other
day
and
I.
Don't
want
to
just
every
single
thing:
setbacks
would
change
setbacks.
You
know
all
those
things
all
those
rules
that
you
state,
which
I
agree
with.
They
would
just
completely
change
as
a
decision,
and
you
know
with
something
like
this
I
I
could
agree
with
almost
every
part
of
that
house.
Except
this.
L
You
know
it's
like
saying
that
you
bought
a
house
in
the
historic
area,
but
you
can't
put
solar
on
there
or
you
bought
a
house
that
is
in
the
historic
area,
and
you
can't
put
a
new
type
of
window
to
protect
you
better,
I,
just
think
as
we
improve
on
things.
It
changes
the
options,
at
least
on
a
request
for
us
to
give
some
consideration
to
it.
That's
all.
A
I
understand
I
but
I
understand
but
I.
If
there's
a
big
butt
there
and
the
butt
is
we
haven't
changed
anything
we've
got
a
set
of
rules
to
go
to
and
on
the
board
of
adjustment
appeals,
there's,
usually
some
kind
of
a
hardship
or
some
mitigating
circumstance
that
you
have
to
deal
with
as
I
asked
Mrs
Vinson
do
we
have
any
of
that?
She
said
no
right,
so
roll
call,
yes,
roll
call.
Please
hang
on
the
motion
is
to
Grant
the
appeal
you
vote.
Yes,
you
grant
the
appeal
with
the
conditions
you
vote.
A
J
B
A
R
S
S
The
Board
of
Commissioners
approved
on
August
23rd,
the
award
of
one
million
dollars
to
City
of
Tarpon
from
the
arbor
money
for
their
Advent
health
for
the
extension
of
an
awning
at
the
hospital
back
in
February,
2023
admin,
Health
came
to
the
city
and
approached
a
city
about
the
need
for
a
fire
panel.
S
The
board
approved
them
to
increase
another
500
000
for
the
fire
panel
for
a
total
of
500
1
million
500
000
for
the
fire
panel
out
of
arpa
money.
We
have
been
working
with
the
Advent
Health
on
this
agreement
and
we
ran
it
by
the
City
attorney
on
the
agreement.
He
reviewed
it
and
we've
got
it
here
for
your
consideration.
S
A
In
this
was
something
that
you
could
I
know:
you've
coordinated
with
the
hospital
I
believe
the
city
manager
had
mentioned
that.
Oh.
J
J
W
J
S
J
That
that's
fine
with
me,
okay,
I,
just
want
to
make
sure
that
reading
through
this,
there
was
several
sort
of
questions:
okay,
so
I'm
a
Layman
but
reading
through
this.
From
a
contractual
point
of
view,
it
didn't
appear
to
me
that
any
place
in
this
Justified
us
giving
them
money
to
replace
a
fire
panel,
because
a
fire
panel
doesn't
represent
anything
to
do
with
well,
I
guess,
maybe.
J
S
J
J
J
J
Good
thing
you
know
so
I
stopped
there,
because
there's
I
mean
it's
a
pretty
thick
piece
of
work,
I'm
going.
If
we
can't
get
past
article
3
without
some
major
rewriting.
That
needs
to
be
done.
In
my
opinion,
then
I,
even
though
I
wanted
it
was
my
idea
to
put
it
into
this
format.
I
believe
okay,
I
want
to
say
yes,
I
just
want
the
contract
to
read
you.
J
A
A
R
J
You
think
that
this
is
going
to
be
able
to
to
be
executed
and
not
be
scrutinized
by
the
state
when
this
the
report
goes
up
to
the
state
and
they
look
at
things,
then
I'm
fine
with
it,
but
if
it,
if
we
say
we're
going
to
give
the
hospital
a
million
and
a
half
dollars
to
do
this
and
we
sign
a
contract-
and
we
start
doing
this
and
then
all
of
a
sudden
they
came
back
and
they
go.
No,
then
the
hospital
has
to
return
the
money
to
us.
J
M
I
think
3.1
has
a
little
bit
of
mixture
with
the
words
with
we
were
going
to
fund
the
awning,
because
the
awning
talked
about
being
able
to
have
that
next
step
in
for
the
skeleton
of
the
building,
as
well
as
creating
coverage
for
patients
being
in
taken
in
and
out
of
the
hospital.
But
I
do
remember.
The
electrical
panel
was
because
they
were
having
shortages
and
that
type
of
issue,
so.
J
W
We
can
fix
three
to
just
reference,
exhibit
a
and
that
should
be
able
to
deal
with
those
issues.
A
A
W
N
W
W
A
Need
to
do
go
ahead,
commissioner.
Coulianos.
J
A
Cooperation
on
that
one,
the
next
one
is
item
15,
approved
profile
for
city
manager,
candidate
search,
there's,
a
very
simple
memorandum
that
I
put
in
a
backup.
As
far
as
what
the
action
is
that
I'm
requesting
I,
don't
know
if
you
have
any
questions
concerning
what
Mr
slavin
has
done.
I
is
Jacobs
has
worked
with
him
and
I,
don't
know
what
your
changes
and
recommendations
were,
but
I
believe
they
were
all
included
in
those
in
the
profile.
D
A
Okay,
is
there
any
further
commission
comments
if
there's
none
yeah.
M
Mayor
just
wanted
to
oh
yeah,
just
looking
at
it
all
I
I
just
thought
there
could
have
been
a
little
bit
more
emphasis
on
the
Sponge
Docks
or
maybe
some
other
pictures
besides
just
that
little
one
with
the
sponge
capital
of
the
world,
so
I
just
hope.
We
emphasize
a
big
important
on
the
economy
of
the
Sponge
Docks,
as
well
with
this
city
manager
search.
So
thank
you.
Yeah.
A
There
was
some
my
comments
were
on
the
working
Waterfront
and
things
of
that
nature
that
they
included
in
that
I.
Don't
know
about
the.
A
Okay,
if,
if
there's
no
other
further
comments,
roll
call,
please
yes,
Commission.
B
M
D
A
Thank
you.
Let
me
see
what
the
last
one
is.
Okay,
I'd
like
to
have
a
motion
to
extend
this
meeting
until
11
10
or
11
15..
It's
all
moved.
A
G
V
G
R
Mine
is
just
a
couple
fast
requests.
First,
I
want
to
confirm.
We've
talked
about
this
before,
but
I'm
ready
to
start
working
with
the
finance
director
preparing
for
what
we're
going
to
have
during
budget
time
and
knowing
that
we're
going
to
have
shortfalls
of
projects
to
begin
working
on
a
presentation
to
bring
forward
on
some
options
for
alternative
funding
the
pros
and
the
cons
of
the
many
different
ways
to
do
this.
R
The
second
thing
I
ask
for
because
I
can't
do
this
as
a
city
manager
without
the
board's
approval
I'm
asking
if
you're
willing
to
have
commissioner
coulianos
work
as
a
liaison
with
myself
and
with
Ron,
to
prepare
it
easy.
So
we
can
get
a
good
outsides
perspective
of
his
financial
knowledge
outside
the
government,
for
what
we're
going
to
put
together
again
I
work
with
all
y'all,
but
to
get
somebody
to
work
a
little
more
in
detail
on
a
project
I
need
to
approve.
Will
the
board
to
have
them
work
with
us
on
that?
R
So,
if
you're,
okay,
with
moving
forward
with
us,
preparing
this
presentation,
which
we're
anticipating
bringing
back
to
you
June
27th
and
if
you're,
okay
with
signing
commissioner,
this
is
a
liaison
to
work
with
us
on
that
presentation.
That's
what
I'm
asking
for
tonight.
A
Okay,
is
there
any
questions
from
the
commission,
commissioner
Isaac.
L
How
does
that
work
with
voting
for
what
you
come
up
with.
W
One,
commissioner,
can
act
for
purposes
of
gathering
information
and
doing
those
things
if
they're
acting
solely
I'm,
making
a
decision
for
the
board
that's
different,
but
you
can
have
one,
commissioner,
that
can
act
in
that
capacity.
A
Yeah
and
I
think
Mr
Mr.
Commissioner
coulianis
there
was
a
discussion,
a
fairly
lengthy
discussion
that
we
had
I
can't
remember
when
about
a
year
ago,
when
we
was
at
30
million
or
40
million
dollars
worth
of
projects.
Remember
you.
A
And
that
would
be
something
that
would
be
worth
providing
the
commissioner
coulianis,
because
I
think
what
the
city
manager
is
saying
is
it
could
go
from
like
a
a
funding
shortfall
for
just
some
projects
or
look
at
the
whole
thing
and
I
think
the
one
thing
that
I
was
hoping
for
was
to.
Maybe
you
could
look
at
the
whole
thing
and
you
know
the
30
million
dollars.
How
do
you
do
that
bonds?
A
I
think
Mr
Herring
had
mentioned
another
type
of
funding
mechanism,
but
that
would
be
something
and
and
I
think
it
would
be
a
good
idea
for
Mr
coolianus
to
to
work
on
that
as
well,
so
that
that's
how
I
envisioned.
A
All
right
public
comments:
are
there
any
public
comments
on
this
item?
M
Mayor
may
I
make
a
couple
Com
or
questions
or
comments
go
ahead,
I
just
like
upcoming
City
initiatives,
or
we
focus
on
like
that
project
sheet,
that
we
've
seen
being
updated
with
the
arpa
funds
and
that
type
of
situation
and
just
alternative
funding
sources.
We're
just
talking
about.
You
know
whether
we
do
bonds
or
other
routes.
R
Yeah
we're
talking
about
after
we
do
the
budget
process.
Obviously,
when
we
decide
and
come
to
the
budget,
there's
going
to
be
things
we
can't
do,
okay
and
and
what
we're
looking
at
is
to
present
to
you.
What
are
the
different
options?
If
you
wanted
to
do
those
things,
how
many
options
we
can
come
up
with?
What
are
the
pluses
to
them?
What
are
the
minuses
of
them
not
necessarily
make
a
decision
on
the
date
I'm
bringing
it
forward,
but
us
to
think
when
we
complete
the
budget
and
go
into
the
future?
R
What
is
the
direction
of
the
board,
how
they
want
to
do
it
and
knowing
the
again,
the
pluses
and
the
mic,
because
all
of
them
have
pluses
and
minuses
of
doing
and-
and
that's
that's,
the
idea
of
putting
all
that
information
out
to
you
for
a
decision
sometime,
a
decision
from
this
board,
another
Direction
sure.
A
R
A
A
G
B
A
AB
I
just
want
to
thank
everybody
that
came
out
last
night
for
our
police
memorial,
paying
respects
to
honor
and
the
five
Heroes
that
lost
their
lives
in
service
to
the
city
and
May.
15Th
is
National
Police
Officers,
Memorial
Day,
we're
Across
the
Nation.
Everybody
will
remember
those
officers
killed
in
the
line
of
duty
serving
their
communities
around
the
country.
Their
memories
will
never
be
forgotten
and
their
families
are
true.
Survivors
are
always
in
our
thoughts
and
prayers.
Thank
you.
Thank
you.
A
Mr
licorice
no
sir
Ms
Jacobs,
commissioner
vice
mayor
Lunt,
I've.
J
A
Okay,
commissioner
kulias,
yes.
M
M
That
way,
we
as
a
commission
can
move
forward
with
transparency
and
perception
that
we
promise
the
residents
at
Tarpon
Springs,
and
this
issue
is
not
going
to
go
away.
So
it's
got
to
be
addressed
in
a
fair
Manner
and
it's
got
to
be
addressed
on
behalf
of
the
residents
of
Tarpon
Springs.
So
that's
all
I
have
to
say
for
that.
For
now.
N
And
this
is
my
comment:
I
I
wasn't
my
intent
wasn't
to
shut
you
down
my
intent.
What
it
is
that
this
is
commissioner
comment
time,
not,
commissioner
engagement
time.
So
if
we
want
to
engage
each
other,
that
should
either
be
an
agenda
item
or
it
or
some
form
of
Workshop
where
that
is
is
the
the
goal.
But
if,
if
again
that
was
my
issue-
and
that
was
the
point
of
order
I
made
and
why
I
moved
for
an
adjournment
because
we
were
getting
into
engagement
and
it's
not
the
it's,
not
the
form
for
engagement.
A
No
I
agree,
and
my
point
is:
there's
a
proper
venue
for
everything
and
that
wasn't
the
proper
venue
for
it
and
I'm,
not
even
so
sure
the
workshop's
the
proper
venue
I
think.
If
anything,
it
needs
to
be
an
agenda
item
and
at
a
regular
session
and
I
and
I
think
probably
we're
both
attorneys
are
present
and
I.
Think
that
was
discussed.
Although
they'll
be
present
at
the
workshop,
maybe
we'll
have
a
separate
I,
don't
know
we
need
to
talk
about
that
a
little
bit
but
I.
A
Don't
think
that
the
what
we'll
see
but
I
understand,
but
getting
back
to
the
ending
the
meeting
when
you
were
talking
was
again
I
agree
with
I,
understand
and
I
agree
with
what
Mr
commissioner
kulianis
did
and,
from
my
perspective
it
my
position
is
that
there's
a
proper
venue
for
everything,
and
that
was
not
the
time
for
that.
So
did
you
have
anything
else,
commissioner?
Coulianos.
M
No,
that's
it.
Yeah
I
did
want
to
say
one
more
thing
mayor
if
the
proper
venue
and
agenda
item
will
be
the
following
Tuesday
after
the
workshop,
if
the
waiver
of
attorney-client
privilege
is
not
released,
so
I
want
everyone
to
be
expecting
it
and
let's,
let's
get
these
answers
out
for
the
citizens
of
Tarpon
Springs,
because
the
hiding
behind
this
veil
of
attorney-client
privilege
or
whatever,
whatever
it
is
on
behalf
of
the
residents.
It
just
doesn't
look
right
and
so
that
agenda
item
will
come
up
after
the
workshop
meeting.
M
A
A
Tomorrow
is
the
forward
Pinellas
meeting
and
Mr
Blanton.
The
executive
director
had
mentioned
to
me
that
tomorrow's
a
discussion
item
for
the
reapportionment,
the
new
reapportionment
plan.
They
were
proposing
three
Alternatives,
two
of
them.
One
of
them
is
a
little
different
which
includes
us
as
a
half
a
seat
vote
whatever
that
is,
and
then
there's
another
one.
That
does
not
provide
us
a
seat
and
then
there's
one
alternative
too.
That
does
provide
us
a
seat
I
sent
in
an
email
and
asked
him
to
read
it
in
the
record.
A
He
came
back
and
says:
there's
no
public
comments
on
these
discussion
items.
But
if
you
call
last
time
people
showed
up
on
commissioner
Eisner
you
showed
up
and-
and
there
was
a
the
public
comments,
certainly
at
the
beginning
of
the
meeting,
but
then
at
the
during
that
discussion
item.
The
chairperson
also
asked
whether
there
were
any
comments
at
that
time
too.
So
yeah
I,
obviously.
D
M
A
The
and
and
we
check
in
with
the
chairman,
who's
the
one
that
sits
next
to
Mr
I'll.
D
A
You'll
attend
okay
and
I,
know
just
check
in
with
him
and
and
see
whether
he
will
allow
public
comments
during
the
discussion
item.
If
we
can
do
that,
that
would
be
more
effective
than
saying
something
at
the
beginning
of
the
meeting
again.
I
think
this
will
go
fairly
quick,
but
anyway,
it's
agenda.
Item
7f
well,.
A
A
You
know
environmental
or
sustainability
or
ecological
issue
that
this
commission
has
got
just
a
really
really
strong
mind
to
do
then
make
the
change,
but
if
it's
just
something
to
to
kind
of
modernize
things
so
historic
districts,
the
historic
districts
not
intended
to
be
modern,
I
mean
it's
as
simple
as
that,
so
I
I
think
our
historic
district
is
very
precious.
It's
certainly
one
of
the
things
that
makes
Tarpon
Springs
Tarpon
Springs
and
that's
probably
why
I
was
so
animated.
If
you
will
this
evening
about
that
and
passionate
about
it.
