the

the

I

last

You
have

planning
journey
two
years
ago,
June
of
2021.
You
can
believe
it
and
we
are
honored
to
be
on
this
last
leg
of
the
journey
with
you,
the
implementation
phase,
which
is
the
most
important
phase
of
the
journey,
and
we
made
it
and
we
are
ready
to
launch
this
evening.
We
have
a
power
packed
agenda,
as
Renee
mentioned.

definitely
get
your
input
on
the
goals,
the
objectives
and
specifically
the
measures
that
we
have,
as
well
as
the
community
dashboard
tool.
We're
excited
to
share
this
tool
with
you,
which
will
help
with
the
implementation
piece,

look
at
next
steps
for
continued
progress
on
the
Strategic
plan.

opportunities

we
implement

you
accepted
the
Strategic
plan
and
there
were
15
goals,
as
you
may
remember,
six
different
strategic
Focus
areas
and
what
we'd
like
to
do
is
look
at
the
goals.

you
recall
that
exercise
and
we
elevated
from
the
15
your
top
five
goals
and
I'd
like
to
just
refresh
our
memories
here
in
the
infrastructure
area,
a
comprehensive
infrastructure
master
plan
was
among
the
top
five
in
terms
of
impact
doability
and
then
culture,
Heritage
and
preservation
that
Focus
area
had
a
goal
of
protect
the
city's
unique
cultural
heritage
and
identity
that
was
voted
up
under
smart
growth
and
development.
We
had
a
goal
of
vibrant
lifelong
Community
where
people
can
meet
all
daily
needs
of
living
and
comfortably
Aging
in
place.

You
remember
that
phrase
and
then
we
had
two
more
goals
under
good
governance
that
you
elevated,
continuous,
Improvement
and
Innovation
through
a
culture
of
accountability,
open-mindedness
and
respect,
and
then
a
second
goal
under
good
governance
was
effective
and
efficient
implementation
of
City
policies
and
plans.

So
those
were
your
top
five
based
upon
impact
and
doability,
and
then
we
met
with
the
staff
starting
in
November
of
2022
and
they've,
been
working
so
diligently
to
identify
the
goals
that
would
augment
those
that
you
highlighted
and
elevated,
and
here
are
those
priority
goals
that
the
staff
has
identified
under
infrastructure.
Environmental
impact
preparedness
was
among
their
top
goals
and
there
were
two
under
quality
of
life,
water,
quality
protection,
rivers,
bayous
and
beaches,
and
then
also
a
safe
pedestrian
friendly
community.

And
then
we
also
noted
that
continuous
interactive
communication
with
residents
that
was
part
of
the
sixth
Focus
Area
Community
engagement,
and
that
is
the
lifeblood
of
this
strategic
plan
and
the
ongoing
success
of
this
plan.
So
that's
important
to
elevate
that
one
potentially
as
well
in
the
launch
and
you'll
also
note
with
the
two
asterisks,
the
the
staff
also
highlighted
under
infrastructure,
a
comprehensive
infrastructure
master
plan
as
among
their
top,
as
well
as
the
last
one,
under
good
governance,
effective
and
efficient
implementation
of
City
policies
and
plans.

those
are
the
top
eight
from
15
that
we
have
elevated
for
your.
You
know
input
this
evening
as
we
launch,
and
what
we'd
like
to
do
next
is
look
specifically
at
the
measures.
The
staff
has
been
working
hard,
not
only
to
identify
the
goals,
the
initiatives,
but
also
the
measures
and
the
champion
who
would
Implement
those
measures
on
staff
and
elsewhere,
and
measures
ensure
that
we
can
track
progress
toward
gold
goal
attainment
and
accountability.

it's
vital
that
we
have
measures
included
and
I'd
like
to
ask
my
partner
Renee
to
come
and
shed
some
light.
If,
if
you
would
on
the
measures
and
as
Renee
mentioned,
there
are
three
three
areas,
we
we'd
like

input
specifically,
are
these
measures
useful
indicators
to
you?
That's
number
one:
are
they
useful
number
two?
Are
there
other
measures
that
you
would
like
to
see,
included
or
prefer
to
see
included,
and
then
three
is:
how
often
should
the
measures
be
updated?
Are
they
useful?

So
all
the
department,
heads
and
some
of
the
division
managers
worked
together
to
identify
measures
that
within
when
we
developed
these
with
the
assistance
of
Collaborative
Labs,
we
were,
we
were
looking
at
the
goals
specifically.
So
what
are
what
are
good
indicators
that
would
show
progress
for
the
long
you
know.
Looking.
You
know
to
the
Future
as
things
that
would
you
know
that
would
help
us
achieve
these
goals,
and
so
some
of
these
are
readily
available
data.

Some
are
going
to
require
a
little
more
thought,
but
and
and
then
on
on
the
spreadsheet.
You'll
also
see
it
to
the
right.
We've
made
an
association
with
a
plan
objective.
Specifically,
it
may
not
be.
You
know
a
very
linear
connection
at
this
point,
but
we
did
want
to
at
least
tie
back
to
a
plan
objective
as
well,
so
under
infrastructure.
The
three,
the
three
measures
that
we
came
up
with
was
one
is
just
an
annual
CIP
execution
rate.

How
are
we
performing
on
getting
the
things
done
that
have
been
budgeted
for
for
a
given
year?
A
second
was
actually
was
an
actual
development
of
the
CIP,
a
CIP
plan
development
status.
A
very
formal
CIP
plan,
which
we
don't
you
know
we
we
address
it
during
a
budget
year,
but
as
a
form
of
a
comprehensive
city-wide
CIP
process
like
you'll,
find
on
a
lot
of
local
governments.
We
felt
that
that
was
important.
So
that's
a
that's
more
of
an
initiative.
So
what
what
are
the
you
know?

How
are
we
doing
on
implementing
that
initiative
and
then
sustainability
plan
development
status?
The
same
thing
again
tying
back
to
that
environmental
preparedness.
We
felt
that
that
was
probably
the
best
indicator
of
moving
forward
with
with
that
goal.
So
those
were
the
three
that
we
came
up
with
under
the
the
general
focus
area
of
infrastructure
and
the
two
goals
that
were
identified
both
by
staff
and
by
the
Board
of
Commissioners.
So
I
think
we
want
to
take
these
one
focus
group
at
a
time
or
yeah
one.

And
let
me
start
off
first
of
all,
I'm
thrilled,
because
this
is
exactly
it's
a
very
traditional
approach.
It
doesn't
it's
easy
to
understand,
I'm
glad
the
the
department
heads
I
would
assume
are
the
ones
on
the
staff,
primarily
that
were
involved
in
this
and
and
I
spoke
to
the
city
manager
earlier
today,
and
that
you
know
the
key
with
any
plan
is
not
to
make
it
overly
complicated
and
also
to
keep
it
as
simple
as
possible,
both
in
monitoring
it
and
also
in
its
implementation
and
I
I.

Just
for
the
purpose
of
demonstration,
I
provided
a
little
excerpt
from
what
I
did
about
three
years
ago,
trying
to
get
the
commission's
attention
on
a
strategic
planning
process
and
and
to
get
it
and
the
Strategic
plan
was
we.
It
just
went
just
Rock
Solid
the
way
we
approached
it
now
it's
time
for
the
implementation,
but
it's
also
the
integration
as
well,
and
you
know
some
cities
have
their
department.
Heads
read
the
plan
every
year.
I
would
suspect.
That's
going
to
be
happening
way.

Back
a
long
time
ago,
we
had
taken
the
Strategic
plan
that
was
done
93
and
if
you
look
at
it,
almost
the
numbering
system
is
identical
in
the
same
sort
of
overarching
goals
and
values
are
in
there
as
well,
and
then,
basically,
those
were
taken
broken
down
very
similar
to
here.
But
then
the
implementation
and
the
integration
was
actually
put
into
the
budget,
the
annual
budget
which
really
in
terms
of
hierarchy,
it's
the
com,
it's
the
the
strategic
planning
documents
or
the
comp
plan
and
the
Strategic
plan.

One
year
the
CIP
has
got
a
much
shorter,
maybe
a
three-year
Horizon
on
that
and
the
budget
was
the
the
vehicle
that
we
used
for
the
implementation
and
the
integration
of
the
Strategic
plan
at
that
time
and
and
as
far
as
the
and
and
that's
kind
of
a
natural
progression
as
well.
And
it's
just
a
thought.
If
you
want
to
look
at
this
and
and
there's
an
example
slides
from
the.

Same
sort
of
approach
that
Angela
and
Renee
did
this
evening
as
far
as
marking
out
the
blocks
and
then
a
little
bit
on
that.
But
if
you
look
at
the
example
of
how
it
works,
it's
supposed
to
work,
you
see
the
recommended
sidewalk
improvements
in
the
CIP
and
then
and
then
the
next
is
actually
the
a
comment
about
the
the
where
the,
where
the
importance
of
it
was
and
then
the
last
page
is
actually
the
one
that's
most
important.

It's
the
Public
Services
direct
department
and
the

and
each
year
the
department
head
would
set
their
goals.

some
departments
have
goals,

some
of
them
are
working
on

Let's
leave

then
they
actually
list
those
and
then
in
the
budget

they'll
list
what
the
goals

object.
This
is
actually
part
of
the
budget.

They'll
list,
for
example,
storm
drains
scheduling
the
clean
out
two
days
per
month,
Fridays
or
inspection
days,
and
then
for
that
year
they
stated
that
the
effectiveness
70
percent
accomplished
based
on
that
goal
for
that
year
and
then
later
in
the
document,
they'll
State,
what
their
goals
are
going
to
be
for
the
next
year.
But
if
you
kind
of
go
through
that,
it
shows
what
was
accomplished
consistent
with
the
Strategic
plan
annually.
And
of
course
you
can
look
at
it.

You
know
sooner
than
that,
but
annually
I
think
if
we're
all
making
progress
towards
the
Strategic
plan
and
the
goals
and
objectives
I
in
my
opinion,
annually
is
enough
and
if
we
could
do
it
as
part
of
another
process,
that's
already
embedded
in
how
we
review
things
annually,
such
as
the
annual
budget
I
think
it
would
make
it
a
lot
easier,
both
work,
load
and
and
trying
to
understand.
What's
what's
done
so,
the
question
might
be
asked:
why
aren't
we
doing
that
today?

it
was
done
25
years
ago,
when
I
left
this
city
manager-
and
we
had
Ms
possevac
came
in,
she
had
a
different
management
style
and
she
evolved.
What
we
were
doing
on
a
department
head
by
term
department,
head
and
I
was
very
much
hard
as
a
horizontal
manager
and
that
I
had
all
these
guys
reporting
to
me
directly.

describe
a
little
more
of
a
vertical
manager
and
then
what
she
did
was
she
created
her
own
strategic
goal:
kind
of
the
health
of
the
community
where
we
are
and
in
I
think
it
was
a
budget
letter
I

I

it

her
budget
letter,
she
listed
what
the
goals
were,
what
was
accomplished
and
what
we'll
be
doing
and
then
over
time
that
that
kind
of
got
watered
down
and
disappeared
in
in
the
rest
is
history
and
we
are
where
we
are
today.
I
know
the
police
department.

You've
got
your
own
strategic
plan
right
yeah,
so
it's
just
a
thought
of
kind
of
my
two
cents
worth
in
in
kind
of
a
natural
progression
of
both
implementation
and
integration,
which
is
really
important
that
everybody
needs
to
buy
into
this.
There
are
some
some
areas
of
the
city
are
going
to
come
up
short
in
terms
of
the
Strategic
plan.

So
yeah
for
this

you

I
wanted

focus
on
the
these
measures
that
we
can
tie
to
the
goals,
and
these
will
be
public
facing
measures
to
show
how
we're
you
know
how
we're
addressing
these
goals
now
they're,
certainly
going
to
be
initiatives
tied
to
the
Strategic
plan.
You
know
through
Direction,
with
the
city
manager
and
budget
everything
every
year.
That
will
be
more
specific
to
these
specific
plan
objectives
and
things.

So
the
measures
themselves
are
I
mean
they
need
to
be
useful
to
everybody,
but
we're
also
thinking
about
these
as
public
facing
the
to
your
point
about
Department
plans
or
other
plans.
I
wish
I
was
able
to
show
you
a
little
bit
more
of
the
functionality
of
the
Clear
Point
strategy.
I,
put
a

this
and

Don't
know
if
I
had
a
chance
to
look
at
that
or
not,
but
that
particular
platform
can
be
used
for
exactly
what
you're
talking
about.

every
Department
can
have
a
plan
and

there
you
can
link

you
can
have

annual
work
plan
and
it
can
link
you'll
make
those
linkages
specifically
to
plan
object.
Strategic
plan,
objectives
or
comp
plan

sustainability
plan

water,
but
all
that
can
be
managed
in
there
if
we
go
down
that
that
path.

Look

it's
going
to
become
a
full-time
job
to
just
try
to
manage
this,
and
so
we
were
looking
for
a
tool
and
that's
how
we
you
know

we
started
that's

we
ended
up
going
the
direction
that
we
did

hope

works
for

you

a

think
when
you
see
the
functionality
of
it

we
actually
launch

it'll

look

the
whole
list

we've
done
the
policy
and
we've
created
the
Strategic
plan.
Now
the
policy
has
to
be
implemented
and
it's
the
city
manager's
job
to
implement
it.
So
what
he's
looking
for
some
guidance
to
maybe
nudge
it
here
or
there
not
change
it,
but
nudge
it
here
there,
and
maybe
what
would
we
be
comfortable
with
as
far
as
how
we
would
review
it
from
time
to
time,
but
actually
accomplishing
it
is,
is
going
to
be.

would
agree
with
this
and
I
think
you
would
appreciate
that
the
the
issue
of
not
reviewing
it.
The
issue
of
reviewing
it
too
often
is
there's
some
a
little
bit
of
a
chance
of
of
changing
priorities
and
creating
issues
that
we've
had
in
the
past
too.
As
far
as
managing
and
right
now,
we've
done
a
good
job
of
letting
the
city
manager
do
what
he
needs
to
do
to
finish
up
some
of
these
old
projects.
We've
done
our
work
where
the
plan
we've
got
an
initial
cut
on
policies
and
goals
and
I.

Think
if
we
adopt
some
process
like
the
budget
process,
we
could
review
those
annually
and
make
changes
at
that
time,
which
would
be
a
lot
easier
anyway.
I
just
want
to
make
sure
that
it's
it's
the
city,
manager's
role
for

implementation
and
you're.
Looking
for
a
little
guidance
from
us
does
that

areas

hurting

ones

things

myself
was
having
better
diversity
in
the
city.

a
meeting

other
day
and
somebody
confronted
me

Hispanics
involved
in
the
city
and
I
said

don't
know

said
that
doesn't
stop
people
from
coming
in,
but
you
know
so
that
was
one
thing:
I
don't
want
to
touch
base
on.
The
other
thing
was
having
more
affordable.
Housing
is
I,
think
we're
really
lacking
at
that
big
time.

those
are
like
some
of
the
things
coming
up
with
a
city-wide
renewable
energy
plan.

gotta
think
that's
a
little
bigger
than
what
our
city
can
handle
other
than
putting
in
some
Tesla
charging
ports.

If
we
could
no
offense
there,
commissioner

don't

we

do,
but
you

reinvent
the
new
type
of
lithium
I
mean
you

what
that

So,

I
look
through
this

city
manager
to

Whoever

person
who
got
involved

put
that
new
crosswalk
flashing
sign
right
by
the
Baptist
Church

it
was
amazing
that
that's
been
it's
been
a
nightmare.
So
whoever
did
that
I
commend.

was,

great,
that's
probably
better
than
the
stop
sign
on
on
going
around
the
Spring
Bayou,
because
that
is
that

like
a
death
trap
for
people
trying
to
cross
there
and

that's
people
moving
bicycles
and
all
that
stuff.

that

really

good
thing.

population

and

roads
may
be

could

obviously
we
don't
want
to
manage.

don't
want
that
here

Springs,
so
these

different
alternative
transportation
measures

think,
can
help
us
have
reasonable
growth
and
progress
and
still
have
preservation
of
our.
You

our
normal
Lifestyles
and
stuff.

for
this

think

having
some
form
of
implementation,
progress
and
being
able
to
watch
that
go

field
is
going
to
be
really
important

that
party
is

coming
out

our
marine
economy.

more

want

growth

water

means
that
more
people
are
going

using
that
water

Shoreline.

we
need

to
bring
that

only
other
specific
thing
I
had
is
under
smart
growth
and

Redevelopment.

AARP
livable
index
score.

looked
at
that,
it's
not
well
done.

looked

at
their
data
points
and
so
forth,
either
their

are

far

to
represent
themselves
as
modern.

don't
even
have
our
population
right

starters

that
they
mentioned
in
that
didn't
appear

me

didn't
spend

when
we're
building
this
out,
we
need

make
sure

have
information
readily

and
the
comparative

important
when
you
build
a
community
dashboard,
so
you
can
compare
the
city
of
Tarpon
Springs

municipalities,
States

other

other
municipalities,
and
it
shows
citizens
how
we
are
performing
in
long-term
goals
and
outcomes.

is

about

in

growth
goes
and

run
across

transitioning

needs-based
asset-based

the
future
as
far
as
economic
development
element,
but
nevertheless
it's
it's
an
increase.

growth
would
be
the
economic
growth,

amount
of
Revenue,
the

wealth
that
businesses

bringing
into
themselves,

so
much
people
moving
here,
but
but
how
you
get
that
is
attracting
visitors
to
town.

you
could
do
a
really
really
good
job
and
over
attract
too
many
visitors,
and
then
you've
got
the
same
problem
as
if
you've
overpopulated,
because
there's
people
in
town
as
well.
So
it's
a
balance,
but
nevertheless

residents

made
it
clear.
They
want
Elbow
Room.
So
when
I
speak
of
growth
and
you'll,
hear
me
talk
about
growth,
it's
economic
growth,
not
not
population,
we're
pretty
much
I'm

by

is
that
I'm

people
of
many
cultures,
exhibiting
a
pioneering
spirit
and
a
strong
resolve
to
preserve
its
way
of
life
and
hope
for

whereas
this
area
was
known
in
its
early
years
for
its
farming,
Timber,
Citrus
cattle
fishing
and
sponging
Industries,
and
whereas
it
also
served
as
a
winter
destination.

purpose

deep
water
channel

to
encourage
Maritime
Industries,
such
as
the
hook
sponging
industry
of
the
Key,
West,
conk
and
bahamians

descent

move
northward

helmeted
divers
of
the
Greek
origin
arrived
in
Tarpon
Springs
to
work
the
sponge
industry

the

the
meat

that
this
past
Saturday
June
10th
was
a
sad
day
for
Tarpon
Springs
Police
Department
family,
a
specialty
officer,
Tommy
Nguyen,
who
took
retired
canine
Dobies,
which
he
affectionately
called
Ernie
to
the
Veterinary
Clinic,
based
on
some
health
issues
he
was
having
and
with
the
recommendation
of
the
vet
Ernie
was
laid
to
rest.
We
escorted
them
with
our
honor
guard
and
other
canines
from
around
the
county
to
Dobies
for
his
final
internment.
I
Canine
Dobby
served
this
city
for
seven
years.
Over
that
time
we
had
many
arrests.
Public
demonstrations
visited
schools
there,
many
people
have
photographs
with
them
and
I
think
everybody
up
on
this
board
probably
encountered
Dobies
and
at
some
point
or
another,
has
multiple
Awards.
He
was
Top
Dog
in
the
nation.
He
put
this
city
on
the
map.

adopted

took
him
home
kept
them
at
his
house
there
with
his

band
over

concert
series.
It

awesome
the

week
delay,
but

weather
ended
up
being
perfect

that's
off

Tarpon
Recreation
and
actually
harder
for
all
the
hard
work
they
do.
But
I
did
want
to
touch
up
on
a
couple
things
that,
as
I
mentioned
in
the
point
of
order,
there's
a
lot
of
snacking
going
on
on
this
Dice
and
we
are
a
professional
board.
There's
there's
times
to
eat
and
snack.

live

free
for

Tarpon
Springs,

residents
have
a
right

vote

we're
not
going
back

moving
forward
in

society,

our
job
is
to
include
everyone

Tarpon
Springs
government
and
make
sure
everyone
who
can
run
for
office
has

ability

regardless

their
living
situation

long

live
in
the
city
of
Tarpon
Springs.

Grand
Boulevard,
but
beside
that
she
was
very,
very
involved
in

the
city
itself
and
her
church,
Saint,

Greek,
Orthodox
church,
so
she's
going
to
be
missed
and-
and
you
know,
she's
a
very,
very
great
woman,
so
I
don't
have
