From YouTube: Board of Commissioners June 27, 2023
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
Before
we
get
started,
I
have
a
couple
of
announcements,
one
for
the
commission.
Your
microphone
is
going
to
be
off
unless
you
push
the
button
and
see
the
green
light.
So
if
you
can
go
ahead
and
do
that
all
right.
Secondly,
item
10
has
been
withdrawn.
That
is
the
request
to
approve
the
Riverside
mural
project
that'll
be
coming
back
at
some
later
date
and
then
item
13
will
be
heard
Again
by
the
Planning
and
Zoning
Board,
and
that
is
ordinance.
A
All
right
this
evening
we
have
a
a
special
presentation
that
I'm
going
to
ask
for
Andrew.
Are
you
here,
let's
go
ahead
and
play
the
video
okay?
This
is
a
memoriam
Proclamation
for
our
canine
Dobies.
E
F
F
A
The
those
are
those
of
you
that
don't
know
we
lost
K-9,
Officer
adobe's,
affectionately
known
as
Ernie
a
couple
of
weeks
ago.
A
His
Handler
that
you
saw
in
there
is
Officer
Tommy
Wynn
he's
with
us
this
evening
with
his
family,
we're
going
to
ask
him
to
come
forward
and
we
have
a
memorial
Proclamation
and
it's
a
little
bit
of
a
formal
thing,
because
canine
Dobies
Ernie
is
a
policeman
he's
a
police
officer
here
in
Tarpon
Springs,
and
we
need
to
give
him
full
honors.
So
if
I
can
have
the
commission
join
me
up
front,
please
Mr
Dobies
officer,
Winn
and
your
family.
If
you
could
come
forward,
please.
A
G
G
A
There.
Now,
therefore,
the
Board
of
Commissioners
of
the
city
of
Tarpon
Springs
Florida,
expressed
to
officer
Tommy
Wynn
than
one
family,
the
Tarpon
Springs
Police
Department
in
comrades
of
canine
Officer,
Dobies,
affectionately
known
as
Ernie
a
place
of
honor
and
distinction
among
our
memories
of
worthwhile
associations.
A
This
is
really
a
sad
day
and
when
I
was
I
mean
for
me
and
I
know,
for
most
the
Commissioners
we're
all
dog
lovers
and
Tarpon
Springs
is
is
basically
a
dog-loving
town
and
if
you've
ever
saw
canine
Officer
Dobies
in
real
life,
you
you'd
know
what
I
was
talking
about
to
me.
He
always
had
a
smile
on
his
face.
I
didn't
see
him
that
often,
but
when
I
did
see
him,
he
had
a
smile
on
his
face,
but
I'm
sure
his
demeanor
was
a
little
different
when
he
was
working.
I
There's
not
a
lot
I
want
to
say
it's
just
not
my
time,
but
to
remember
dolby's
Ernie
and
what
a
phenomenal
dog
that
he
was.
He
did
a
great
job.
I
remember
when
we
first
got
him
and
Tommy
and
I
were
on
a
call
together
and
I
trusted
that
dog.
So
much
that
someone
said
they
were
in
the
backyard.
The
dog
went
out
there
and
didn't
pick
up
a
scent
at
all
and
I
looked
at
him.
He
looked
at
me,
I
said:
I,
don't
need
anything
further.
I
I
They
served
this
agency
in
the
city
with
distinction
it
showed
when
he
was
winning
trophies
left
and
right,
but
it
was
a
great
dog,
great
personality,
a
great
worker
and
that's
a
lot
of
that
due
to
his
Handler
Tommy,
who
spends
so
much
time
and
devotes
his
life
to
that
as
well.
So
mad
props,
to
both
of
them.
J
I,
don't
know
what
they
say.
First
of
all,
I
want
to
thank
you,
the
City
Commissioner,
the
mayor's,
my
major
Trill
and
Mr
Dobies,
my
family
and
all
the
my
co-worker
Ernie
is
a
great
dog
without
my
co-worker
working
with
me
as
a
team
he's
not
that
good
great
dogs,
because
of
those
guy
helping
me
out
day
in
and
day
out
at
night
training
and
tracking
set
perimeter.
J
That's
why
Ernie
is
a
great
dog,
and
thanks
for
your
guys
that
supported
me,
we
went
to
the
competition
and
win
on
a
trophy,
represent
the
city
of
Tobin
Springwell
and
he's
a
great
dog
I,
miss
him.
K
A
J
Have
I
have
CK
and
I
have
cbda
okay.
A
I
want
to
thank
your
family
for
their
patience.
I
know
it's
a
lot
of
effort
on
your
part
as
well.
You've
got
your
children
and
you've
got
two
other
children
that
you've
got
to
take
care
of
as
well
so
I'm
going
to
ask
the
commission
if
you,
if
any
of
the
Commissioners
have
anything
they'd
like
to
say
same
answer.
Of
course:
okay,
we
can
return
to
our
seats
and
you
can
return
if
you'd
like
I'm,
going
to
ask
the
public
if
you'd
like
to
come
forward
and
and
speak
on
this
behalf,.
A
H
H
H
H
H
You're
looking
better,
we
want
to
keep
you
around.
We
don't
want
you
down
at
Dobby's
Mortuary.
We
want
to
keep
you
working.
Okay,
boy,
I,
just
am
very,
very
appreciated.
I
was
born
and
raised
right
here
in
Tarpon,
I
love,
the
city
and
I'm
always
step
forward
for
anything.
I
can
ever
do
now.
I'm
trying
to
get
Trill
fired.
H
H
Well,
we'll
talk
about
the
dog,
okay,
you
know
if
we
want
to
purchase
another
dog
or
certainly
step
up
and
do
that
so
I
think
that's
the
end
of
what
I
could
say.
Costa
I
appreciate
your
understanding,
yeah
and
Mark
I
hope,
I
didn't
offend
you
in
any
way.
You.
A
Anything
Tom.
We
always
appreciate
your
generosity
with
canine,
Dobies
Ernie
and
also
with
what
you
do
with
the
employees
breakfast
that
you've
decided
to
start
sponsoring
again.
D
H
A
E
L
Time
up,
oh
yeah,
it's
going
to
be
tricky,
but
Peter
relax514,
Ashland,
Avenue,
first
off
I
can
see
Mr,
nyan's,
love
and
passion
that
went
into
this,
but
he
mentioned
something
and
I
saw
it.
L
L
N
A
A
Nothing.
Okay.
Thank
you.
I
want
to
thank
everybody
for
being
here
this
evening
officer
and
Nguyen
great
success
in
the
future.
Ernie
was
outstanding.
We
all
remember
him
and
I
can
honestly
say
when
I
was
watching
the
film
there
I
wasn't
sure
whether
I
was
going
to
be
able
to
get
through
the
proclamation
I'm
sincere
when
I
tell
you
that.
So.
Thank
you
very
much.
A
P
Good
evening,
Chief
young
fire
department.
Well
it's
that
time
of
the
year
again.
Hurricane
season
is
upon
us
and
I,
don't
know
about
you,
but
it's
one
of
the
stressful
times
of
the
year.
P
For
me,
especially
after
last
year's
storm
down
south
that
just
missed
us,
we've
been
busy
as
you
all
where
you
allowed
us
to
bring
on
Megan,
as
our
em
coordinator
and
she's
been
extremely
busy
in
her
short
period
of
time
with
us
doing
a
lot
more
training
with
the
city
employees
going
through
our
policies
and
Coupe
plans
and
starting
to
revamp
all
that
and
we've
been
very
busy.
P
We
sent
a
team
down
to
the
governor's
hurricane
conference
again
this
year
we
have
people
from
the
police
department,
Fire
Department,
emergency
management.
Public
works
all
there
to
get
all
the
latest
and
greatest
news
and
ideas
to
make
the
city
safer.
So
I
appreciate
them
going
there
and
doing
that.
P
P
This
is
last
year's
storms.
The
tracks
that
we
had
I
just
want
to
give
you
a
kind
of
an
idea.
What
the
season
looked
like
the
main
one
that
we
are
came
close
to.
Is
this
one
right
here
Ian
and
we
all
know
what
happened
there.
It
was
devastating
almost
CAT5
storm
and
destroyed
a
lot
of
homes
and
businesses
down
south
there,
Santa
Bell
Fort
Myers
Etc.
We
were
pretty
lucky.
We
figured
we're
only
a
couple
hours
away
from
that
coming
north
to
us.
So.
P
This
is
the
prediction
for
this
year:
2023
Atlantic
hurricane
season,
12
to
17
named
storms,
are
predicting
five
to
nine
hurricanes
and
I'm
between
one
and
four
major
hurricanes.
This
is
about
an
average
year
believe
it
or
not.
Last
couple
years,
they've
been
a
little
bit
above
average,
but
this
is
more
of
an
average
year.
There
is
an
El
Nino
that
has
developed,
meaning
that
the
wind
shears
should
be
a
little
bit
stronger
this
year,
but
you
know
don't
play
too
much
into
that.
P
If
you
hear
it
on
the
news
and
stuff
like
that,
Hurricane
Andrew
back
in
late
90s
was
an
El
Nino
year.
So
that's
that
that
didn't
make
much
difference
there.
It
only
takes
one
storm
for
us.
So
that's
the
one
we're
concerned
about
the
main
one-
and
here
are
the
names
of
the
storms
this
year,
the
first
three
up
to
Cindy.
They
they're
already
been
used.
I,
don't
know
if
anybody
has
any
names
up
there,
that
they're
concerned
about
I.
Think
that
brings
a
bell
the
last
one
right
there.
P
Again,
I
showed
this
to
you
last
year,
but
it's
changed
a
little
bit.
This
is
the
hurricane
Center's,
Hot
Spot
prediction
areas
and
you
can
see
that
Tarpon
is
in
that
little
hot
spot
this
year.
Hopefully
that
won't
come
to
a
realization,
but
that's
where
they
I
think
the
major
storms
will
probably
hit
this
year.
If
any
do
come
and
again,
that's
just
only
a
prediction:
that's
not
telling
us
that
it's
going
to
happen
so
categories
storms,
one
through
five
hurricane
develops
when
it's
74
miles
an
hour.
That's
a
cat
one
storm!
P
If
many
of
us
remember
Irma
Irma
was
just
barely
a
cat.
One
storm
when
it
came
through
CAT5
is
what
Ian
was
down
south
and
you
can
see
the
winds
over
155
miles
an
hour
and
some
of
the
storm
surge
stuff
minimal
cat
one
storm
will
give
us
minimal
storm
damage
and
then,
of
course,
CAT5
will
be
catastrophic.
P
This
is
an
important
slide
here.
This
this
one
tells
us
this
is
the
hurricane
center
and
weather
service's
main
thing
if
we
run
from
the
water-
and
we
hide
from
the
wind-
more
deaths
occur
by
water
than
anything
else.
Winds,
you
can
hide
from,
but
the
water
you
cannot,
and
you
can
see
there
five
to
seven
feet.
That's
a
cat
one
storm!
That's
the
storm
surge
that
you
can
predict
coming
through,
depending
on
which
side
of
the
storm
we're
on
Zone
a
will
be
affected.
P
You'll
have
water
in
your
house
if
you're
in
a
Zone
a
if
we
get
a
storm
surge
of
any
any
type
and
then
up
to
26
feet
is
a
CAT
5
storm
which
they
had
down
south
that's
a
level
up
to
a
level.
E
will
have
water
there's.
Nobody
in
Tarpon,
Springs
I
believe
that
as
a
level
E,
if
there
is
there's
very
minimal
amount
of
property.
P
So
if
we
would
have
had
Ian
come
through
with
the
storm
surge,
they
had
down
there,
they
had
over
25
feet
of
water
in
some
places
that
went
miles
Inland
at
that
level,
they're
still
digging
out
the
there's.
A
lot
of
businesses
have
not
returned
yet.
So,
if
you
hear
us
tell
you
get
out
of
town
because
we
have
a
big
storm,
please
listen
and
go.
Oh
wait
that
water
that
water
we're
coming
to
town
here,
we
would
have
had
a
major
major
problem
here
in
town.
P
P
I'll
tell
you
kind
of
where
you're
at
you
can
also
look
on
a
couple
things.
I'll
show
you
here
in
a
minute
where
you
can
find
your
own,
where
you're
sown
for
your
home.
P
So
let's
get
be
prepared
review.
Your
emergency
plan
get
with
your
family
members,
have
a
plan
that,
if
you're
going
to
leave
where
you're
going
to
go
so
everybody
knows
what's
happening,
check
your
supplies,
make
sure
you
have
water
a
gallon
of
water
a
day
for
each
person.
Don't
forget
about
your
pets,
make
sure
you
have
food
and
supplies
for
your
pets.
P
If
you
have
to
leave
water,
blankets,
medicines
Etc
that
you're
going
to
take
with
you,
when
you
leave
make
sure
you
have
somebody
out
of
town
that
you
let
them
know
where
you're
headed.
P
So
if,
when
you
leave,
you
say
we're
going
here,
call
them
when
you
get
there,
so
they
know
you
arrive
safely
and
then,
when
you
come
back,
let
them
know
you're
on
your
way
back
and
let
them
know
when
you
get
home
important
documents,
insurance
papers,
ID
cards,
any
pertinent
information
for
your
home
insurances
and
stuff,
like
that,
make
sure
they're
in
a
watertight
box.
If
you
stay
home
or
make
sure
if
you
take
them
with
you,
so
you
have
them
because
you
don't
know
what
you're
going
to
come
back
to.
P
You
might
need
those
important
documents
when
you
get
back
figure
out
an
evacuation
route
getting
through
town,
if
you
are
leaving
and
it's
getting
bad
make
sure
you
have
a
good
route
to
get
out
of
town,
make
sure
your
your
surroundings,
trees
in
the
roadway
power
lines.
If
you
see
power
lines
down,
assume
that
they're
energized
don't
assume
that
they
aren't
and
then
just
follow
the
instructions
from
us
from
the
Emergency
Management
you're
on
their
TV
radio
or
whatever.
P
You
can
find
your
evacuation
zones
in
a
few
places.
If
you're
in
an
incorporated
area,
your
utility
bill
will
have
your
trim
notice.
That'll,
tell
you
what
evacuation
Zone
your
home
is
in.
You
can
go
to
the
County's
website,
the
property
appraisers
website
and
put
in
your
address
and
stuff
that
will
tell
you
where
your
zone
is.
If
you
go
to
ready
Pinellas,
it's
an
app
on
your
phone,
it's
a
free
app
through
Pinellas
County.
P
You
put
your
address
wherever
you're
at
at
that
point,
we'll
tell
you
what
zone
you
are
in,
so
you
can
find
out.
If
your
home's
in
the
a
b
c
Etc,
there's
phone
numbers,
you
can
call
to
give
information
from
the
county.
For
that
also.
P
Hurricane
shelters
I
put
this
up
because
we've
had
this
up
for
a
couple
years
now
we
want
to
make
sure
everybody
understands
that
Tarpon
Springs
Middle
used
to
be
a
shelter
in
town.
It
is
no
longer
a
shelter
due
to
its
location.
The
county
has
deemed
that.
It's
not
a
good
place
to
put
people
because
of
its
evacuation
Zone.
The
city
is
not
in
charge
of
evacuation.
Excuse
me:
hurricane
shelters,
that
is
the
county.
The
county
runs
all
those
and
they
maintain
those.
So
the
closest
shelters
for
Tarpon
Springs
is
Car.
P
And
those
are
in
non-evacuation
zones
by
the
way
special
needs.
If
you
have
yourself
family
members
or
anybody
else,
that
needs
extra
help
getting
out
of
the
area,
for
whatever
reason
you
can
get
a
hold
of
the
fire
department
or
Pinellas
County,
we'll
direct
you
in
a
way
that
you
can
sign
up
your
family
for
special
needs.
P
You
can
follow
us
on
social
media
to
help
get
the
information
to
you.
Twitter
Facebook,
the
city
has
a
Facebook
page.
The
police
department
has
a
Facebook
page
and
the
fire
department
has
a
Facebook
page.
If
you're
a
Facebook
follower
we'll
be
building
information
on
there
quite
a
bit
throughout
an
event,
you
also
have
alert
Pinellas.
This
is
a
another
free
service
through
the
county
that
you
can
sign
up
for
free
at
that
website.
Pinellascounty.Org.
P
P
P
That
is
something
the
hurricane
National
Hurricane
Center
does
based
on
predictions
of
wind
patterns
that
they
see
coming.
The
El
Nino
I'm
sure
has
something
to
play
into
that,
but
that's
the
best
answer
I
can
give
you
I,
don't
really
know
all
the
specifics
on
that
last
year
we
were
in
the
hot
spot
as
well,
but
also
Fort
Myers,
and
all
that
area
was
actually
in
the
hot
spot
last
year.
Why
they
aren't
this
year.
Q
My
other
thing
is:
are
any
of
these
facilities
where
you
go
for
shelter,
do
they
allow
any
dogs
or
cats.
P
Q
So
I
had
a
couple
of
comments
that
I
wanted
to
make
since
I've
been
through.
Quite
a
few
hurricanes,
myself
keep
things
high
water
finds
what
you've
overlooked
the
home.
Your
homeowners
will
only
pay
for
women
damage,
they
do
not
pay
for
what
a
surge.
Q
A
Thank
you,
commissioner.
Commissioner
coulianos,
do
you
have
anything
I,
don't
think
our
two
Commissioners
have
anything
Chief
young
hang
on
I'm
going
to
ask
the
residents
if
they've
got
any
questions.
Are
there
any
public
comments?
R
A
day
413,
East,
Oakwood
Street.
My
question
to
you
is
this:
the
only
three
shelters
is
in
Palm
Harbor.
You
stated
right
those.
P
P
Is
there
enough
room
their
their
large
facilities
and
they
believe
that
they
will
have
room
for
the
number
of
people
that
usually
go
to
shelters
so
that
shouldn't
be
a
problem
if
they
did
run
into
an
issue
of
that
there's
also
over
in
East
Lake,
they
have
a
school
that
they
can
put
people
in
or
they
would
start
moving
you
down
south
a
little
bit
farther
to
Dunedin
Dunedin
High
School
is
also
excuse
me
also
another
shelter.
P
P
P
R
S
P
You
talking
about
the
flyer
or
kits
this
is.
P
That
I
was
probably
from
Pinellas
County.
We
can
check
on
that.
Megan
is
working
with
the
county
on
putting
some
together
and
seeing
what
we
can
do
about
getting
some
up
here.
We
got
a
small
little
Grant,
also
recently
that
we're
going
to
try
to
put
some
kits
together
with
the
county
and
get
them
out
to
the
community
as
much
as
we
can
put
out
so
we'll.
S
T
P
P
They
would
not
have
time
to
get
all
those
thousands
of
people
out
of
that
school
and
into
another
shelter,
so
they
deemed
it
up
not
a
place
that
they
want
to
put
people
because
of
the
way
the
storms
are
building
in
strength
and
storm
surge
problems.
They've
done
this
to
a
few
other
schools
within
the
county,
just
not
ours
and
as
far
as
building
them,
one
I
don't
believe.
That's
something
that
they
can
do.
A
Any
other
comments
or
questions
Miss
Wilcox.
Are
there
any
remote
access
comments
or
questions.
U
There
any
anyone
here,
point
of
order.
Can
you
indulge
me
and
allow
me
to
make
a
short
statement
go
ahead.
Thank
you.
U
U
For
example,
he
was
allowed
to
speak
at
our
budget
meeting
on
June
13th,
where
we
wanted
to
hear
from
our
residents
on
what
they
would
like
to
see
addressed
in
our
upcoming
budget.
He
is
not
a
resident
and,
in
my
opinion,
he
spoke
of
nothing
relevant
to
the
purpose
of
that
meeting.
Again,
we
as
a
community
have
been
extremely
tolerant
of
him
at
the
board
of
commissioner
meeting
on
June
20th.
His
comments
and
actions
were
extremely
offensive
and
inappropriate.
U
U
He
knew
what
he
was
doing,
given
that
he
prefaced
his
statement
by
saying
this
is
going
to
offend
some
people.
His
racially
insensitive
comments
were
so
bothersome
that
the
family
left
the
auditorium
prematurely.
What
a
shame
he
ruined.
What
was
supposed
to
be
a
glorious
time
of
remembrance
and
honor
of
a
life
well
lived.
U
He
stood
15
feet
from
my
Jewish
colleague
and
displayed
the
Star
of
David,
with
the
words
evil
written
across
it,
I'm
not
going
to
get
deeply
into
my
own
personal
relationship
with
many
Jewish
friends,
but
commissioner
Eisner
shouldn't
have
to
have
his
faith
insulted
by
anyone
at
this
commission
meeting
it's
more
than
just
offensive.
It's
a
demonstration
of
Insidious
hatred.
U
U
U
U
If
the
following
is
appropriate,
is
it
possible
to
sanction
Mr
Geddes?
Is
it
also
possible
to
limit
non-residents
to
only
two
minutes,
rather
than
four
people
should
not
be
allowed
to
speak
on
agenda
items
or
times
of
votes?
If
their
comments
at
the
Inception
are
deemed
to
have
no
direct
relevance
to
the
issues
at
hand,
can
the
chair
cut
him
off
and
additionally,
no
one
should
be
allowed
to
express
vile
opinions
or
just
to
display
imageries
of
hate
toward
anyone's
religion,
race
or
gender
again?
U
U
A
V
V
V
Speaking
on
controversial
issues,
I
speak
on
controversial
issues,
because
these
are
controversial
times
constitutionally
controversial
times
in
highlighting
the
fact
that
there
may
be
one
more
than
one
constitution
in
the
wind,
highlighting
the
fact
that
the
Declaration
of
Independence
may
serve
as
when
in
the
course
of
human
events
as
preamble
to
Hamilton's.
Second
Constitution
I
bring
to
the
table
The
Federalist
Papers,
I,
introspect
statutes
such
as
the
self-liquidation
process
in
statute
16301.
What
is
meant
by
Clearing
House
process
and
statute,
163.3167
section
11
in
2007..
V
What
is
meant
by
the
due
process
of
taking
Liberty
property
and
life
while
birthing
water
jurisdictions
in
the
14th
Amendment,
but
they
don't
use
the
word
water
in
the
14th
Amendment?
They
use
the
word
it.
They
use
a
pronoun
and
constitutional
law.
So
if
we
have
all
these
brilliant
attorneys
throughout
this
nation,
why
are
we
still
doing
constitutional
law
on
pronouns?
V
Why
hasn't
anyone
called
into
question
the
enumeration
Clause,
where
one
person
is
privileged
and
immune
in
Article
1,
Section
2.,
while
thirty
thousand
are
to
be
taxed
directly?
That's
poll
taxing!
That's
why
everybody
left
Great,
Britain
and
came
running
over
here,
because
they
literally
placing
a
tax
on
your
head.
You
live
you
pay!
That's
where
the
14th
Amendment
comes
from
is
article
one
section
two
and
that
enumeration
clause.
V
What
is
this?
We
warned
the
legislation
of
our
British
Brethren
not
to
extend
their
unwarranted
jurisdiction
over
us
statement
in
the
Declaration
of
Independence
interprets
itself
to
be
in
today's
context,
while
birthing
that
unwarranted
water
jurisdiction,
who's,
tax-free
in
the
14th
Amendment
who's
privileged
and
immune.
Why
do
I
as
a
Christian
Feel
subjected
under
such
due
process
clause
when
others
have
Privileges
and
tax-free
immunities.
V
W
W
You,
oh
I,
said
Mr
Getz.
You
have
a
right
of
freedom
of
speech.
Please
do
it
on
the
street
corner,
not
in
Tarpon
Springs.
The
citizens
and
people
come
here
to
get
things
passed,
not
to
listen
to
you
wasting
our
time
and
I
hope
that
we
can
stop
and
only
have
people
talk
about
Tarpon
Springs.
Thank
you.
Thank.

Thank
you
very
much.
We
are
tired.
Every
meeting
of
listening
to
this
gentleman
you
go
down
County
the
people
from
their
meetings
and
organizations.
Tell
you
the
same
thing
about
him.
He
doesn't
live
in
Tarpon.
He
doesn't
flush
his
toilet.
He
doesn't
pay
a
water
bill
here
and
we
are
subjected
to
this
if
he
went
after
commissioner
Eisner.
Is
he
going
to
come
after
the
Greek
Community?
Next
he's,
not
an
authority
he's
not
an
attorney
he's,
not
a
scientist
and
meeting
after
meeting.
L
Make,
a
Joyful
Noise
unto
the
Lord
All
Ye

the
Lord
with
gladness
come
before
his
presence
with
singing
know
ye
that
the
Lord
he
is
God.
It
is
he
that
hath
made
us
and
not
we
ourselves.
We
are
his
people
and
the
Sheep

his

with
Thanksgiving
and
into
his

With
praise,
be
thankful
unto
him
and
bless
his
name
for
the
Lord
is
good.
His
Mercy
is
Everlasting
and
his
truth
endureth
to
all
generations.
L
Just
briefly
under
what
this
popped
up
about.
One.
L
Mr
cleonis
is
right
that
the
commission
is
indulged
Mr
Gattis,
but
I
don't
want
his
actions
to
restrict
any
of
the
rest
of
us
in
being
able
to
speak.
So
I
would
say
you
have
a
code
of
ethics.
If
it
goes
to
the
point
where
it's
abusive,
it's
right
in
the
language
she
violated
rule
9.9,
please
sit
down,
that's
it.
We
don't
need
to
make
any
more
rules
now.
What
I
was
kind
of
wanting
to
talk
about
is
a
little
bit
more
about
the
state
of
things
that
are
going
on
around
us.
L
If
you
follow
the
markets,
Lumber's
up
concrete,
copper,
housing
boom,
you
know,
housing
permits
are
popping
all
over
the
place,
but
there's
an
interesting
article
in
the
business
section
of
June
18th
experts
view
on
Trends
challenges
in
the
local
multi-family
rental
market,
an
interview
with
Casey
Babb,
Executive
Vice
President
for
Colliers
in
Tampa,
who
focuses
on
multi-family
housing
question.
How
is
the
multifamily
family
housing
market
changed?
In
the
past
year?
The
market
was
headed
on
a
very
dangerous
track
that
was
going
to
eventually
come
off
the
rails.
It
was
not
sustainable.
L
Now,
here's
the
interesting
part
that's
produced
a
kind
of
a
shock
to
the
system.
There's
a
lot
of
landlords
out
there
that
bought
compressed
cap
rates.
Their
whole
business
plan
was
centered
around
adding
value
to
the
property
and
then
selling
one
day
at
a
profit.
Now
that
whole
plan
is
kind
of
on
fire
and
they're
back
playing
backpedaling
and
playing
defense
and
trying
to
figure
out
how
to
just
get
their
money
out,
there's
a
lot
of
interest
things
happening
out
there.
The
markets
have
been
very
quiet
and
it's
getting
difficult
to
transact
business
in
Florida.
L
Lastly,
since
I
have
another
moment
or
two
I
am
going
to
mention
something
from
the
last
meeting,
you
had
an
item
up
about
the
mulch
removal
and
increasing
the
bid
file
from
around
300
and
something
thousand
to
four
hundred,
and
some
thousand
I'd
called
in
I
did
my
star
nine,
but
it
wasn't
quick
enough
for
someone
to
notice
for
me
to
comment
so
I
will
briefly
comment.
L
Why
are
we
paying
someone
else
to
haul
that
off?
Why
are
we
not
finding
a
way
to
monetize
that?
Why
are
we
not
figuring
out
a
way
to
put
in
some
kind
of
a
processing
plant
process
that
mulch
sell
it
and
make
the
money
for
instead
of
paying
someone
to
take
it
away?
I
don't
know
it
just
it
seems
to
me:
you
got
resources
and
you're
paying
someone
to
take
away
just
like
trash
and
recycling.
L
X
Y
Good
evening
Commissioners
Tom
cooleyanos
1250
South
Pinellas
Avenue
I
had
no
intention
of
speaking
this
evening.
I
want
to
Echo
what
commissioner
cooleyanos
AKA
my
brother
had
to
say.
Y
Y
Now
this
gentleman
claims
that
his
he
used
to
live
in
Tarpon
twice
I
could
have
lived
on
a
moon
once
what
does
that
have
to
do
with
living
in
Tarpon?
Now
you
can
live
six
miles
from
this
spot
if
you're,
not
in
Tarpon
Springs,
you
might
as
well
live
in
Montana
you're,
not
in
Tarpon
you're,
not
in
Tarpon
you're,
not
a
resident
you're,
not
a
resident
and
Mr
Eisner
should
not
have
to
take
this.
It's
not
right.
I
went
back
and
played
that
video.
Y
T
Okay,
do
I
have
to
say
my
name
again:
okay,
Zeb
Atkinson,
621,
East,
Orange,
Street
I
have
been
reviewing
some
of
the
meetings
that
that
are
held
in
Tarpon
Springs
I.
Do
the
same
thing
for
the
city
of
Clearwater,
based
on
some
of
the
social
organizations
that
I'm
a
part
of
one
meeting
in
particular.
Struck
me
in
Tarpon.
T
Springs
was
talking
about
a
sponger
black
sponger
that
was
going
on
the
dock
or
the
proposal
of
a
Bohemian
sponger
that
was
going
on
the
dock,
because
I'm
not
that
much
a
part
of
the
Civil
goings
on
here.
Yet
I
ask
that
some
research
be
done
and
on
some
of
the
notes
that
were
taken
of
those
previous.
A
T
Yeah,
let
me
do
that.
Okay,
so
I
had
some
research
done
on
some
of
the
notes
from
the
art
committee
and
in
going
through
those
I
can
see
that
on
January,
the
10th
of
2020,
the
sculpture
of
a
Bohemian
sponger,
was
proposed
by
the
Vice
chair
of
the
Arts
committee.
T
T
T
Miss
Woods
suggested
a
sculpture
on
I
think
that
was
the
same
date.
July
14th,
the
subcommittee
was
kind
of
proposed,
but
it
goes
on
and
on
and
on
and
in
the
last
meeting,
I
think
they
were
talking
about
putting
it
at
the
end
of
a
parking
lot
behind
someplace
else
on
the
boat
Pier
or
something
like
that,
and
then
some
kind
of
a
way
it
turned
into
being
an
abstract
art
and
I'm,
not
really
a
big
art
guy,
but
I
think
it
would
be
good
if
it
was
a
statue,
like
the
statue.
T
That's
down
there
at
the
at
the
Sponge
Docks
now,
I
think
if
an
abstract
piece
was
to
be
put
anywhere,
I
think
he
should
probably
be
down
in
the
Union
Academy
area,
because
the
Bohemian
sponges,
if
my
history
is
correct,
then
I'm
not
from
here
where
the
first
people
that
were
sponging
in
Tarpon
Springs
could
be
wrong.
But
that's
where
the
books
tell
me
so,
as
opposed
to
hurrying
to
get
this
off
the
books
or
to
get
it
started.
T
I
would
ask
that
your
committee
and
I'll
be
going
to
the
art
commission
also
to
talk
to
them
about
their
process.
Where
was
the
vetting
I
do
try
and
keep
up
when
there
are
meetings
that
are
in
the
community.
I
generally
am
able
to
make
those
meetings
and
give
input,
or
you
know
at
least
hear
what's
going
on
or
what
has
been
proposed.
I
haven't
heard
any
of
that
for
this
particular
piece
of
art,
so
as
opposed
to
rushing
it
to
get
it
off
the
off
the
plate,
and
you
know
we
can
check
another
thing.
T
T
That
may
be
a
better
thing
than
to
just
put
something
someplace
to
say:
yes,
we
did
it
and
you
have
you
know
a
sign
pointing
to
it,
and
you
have
to
you
know,
go
down
this
parking
lot
and
turn
left
and
there's
this
thing
that
you
can't
you
don't
know
what
it
is.
Unless
you
read,
you
know
what
the
thing
is
right,
as
opposed
to
a
companion
piece
to
the
sculpture.
T
That's
already
there
about
the
people
that
were
doing
it
first
right
so
that
that's
my
little
Spiel
like
I,
said
I
will
talk
to
the
other
people,
the
other
commission
about
it.
Also.
Thank
you.
A
I'm
going
to
say
something:
Mr,
Atkinson
I'm,
going
to
say
something
at
the
end
of
the
public
comments
about
that
artwork
and
and
and
I'm
not
putting
you
off
I
just
want
to
hear
what
everybody
else
has
to
say
as
well.
Z
Z
You
know,
may
not
be
a
good
night
for
that,
but
I've
come
in
peace
just
to
make
an
announcement
on
July
29th
from
six
on
that
we're
that
I'll
be
in
charge
of
a
master's
ceremony
for
a
little
historical
reference
to
tarpment
Springs,
the
beginning
of
the
Little
League,
the
started
in
1961,
the
first
thing,
the
founders
and
who
got
it
all
started
and
we're
going
to
honor
them
and,
along
with
that,
we're
going
to
honor
the
team,
the
Senior
League
team.
Two
years
later,
the
one
on
the
19th.
Z
It
was
1963,
Florida,
State,
Senior,
League
champions
and
we're
going
to
have
it
at
the
Elks
Club
it'll,
be
at
the
Elks,
Club
and
and
first
I
will
present
an
oral
and
pictorial
history
of
the
61
Founders.
We'll
have
some
of
the
kit,
the
The
Offspring
from
those
people,
some
of
the
players
and
explain
to
what
how
we
finally
got
little
league
in
1961.
Z
and
and
the
ones
that
paved
the
way
and
the
Pioneers
that
got
this
little
league
that
you
see
now,
if
you
go
to
the
games,
so
vibrant,
so
full
of
energy,
just
a
beautiful
program
that
it's
all
blossom
into
and
then
the
second
thing
I
will
present
is
an
oral
pectoral
picture
story
of
15
racked
up
boys
that
played
on
Senior
League
team,
smallest
team
in
a
tournament
and
won
the
state
championship
me
Georgia
on
state
Florida,
State
Champions
and
got
one
game
out
of
going
to
Bethlehem
Pennsylvania
for
the
finals
and
it's
a
great
story:
it
captured
the
community.
Z
You
know
this
was
in
the
60s.
Things
were
a
lot
different
then,
and
just
our
little
Community
just
and
we
were
underdogs
everywhere
we
went.
We
had
a
lot
of
just
a
tremendous
run
and
we
captured
the
the
imagination
of
the
community,
not
just
Tarpon
Springs,
but
the
but
St
Pete
Tampa
Clearwater
is
everything
else.
We
were
a
big
deal
that
the
smallest
team
in
the
Kim
in
the
tournament
was
going
as
far
as
it
was,
and
in
a
very
dramatic
fashion,
so
I
have
pictures.
Z
Z
What
is
the
date
27th
today
yeah,
but
we
won
the
state
championship,
but
we
continued
on
until
Regional
play
and
all
that
stuff,
so
it'll
be
it'll,
be
from
six
to
eight,
eight,
probably
about
8
30
at
the
the
Elks
Club
Lodge
Rhino
Pinellas
Avenue
from
six
to
seven
we're
not
going
to
have
any
dinners
or
anything
like
that.
It's
going
to
be
it'll,
be
Refreshments,
in
other
words,
for
anybody,
that's
interested
incoming
or
watching
tonight,
and
everybody
that
I
get
the
word
out
to
there'll.
Be
no
dinner
made.
Z
It
simple,
we'll
have
Refreshments
coffee
tea
and
probably
some
desserts
and
some
things
like
that
and
there'll
be
a
cash
bar
and
a
little
Social
Hour
beforehand.
It's
going
to
bring
a
lot
of
people
that
hadn't
seen
each
other
in
a
while
and
all
and
I
have
along
the
social
time
starts
and
then
when,
when
that
shouldn't
take
too
long
but
half
an
hour,
45
minutes
and
then
I'll
get
up
and
make
it
real
interesting.
Z
If
you
haven't,
if
you
weren't
here
and
no
I,
don't
think
anybody
there's
very
few
here
that
were
here
then
or
whatever
it's
a
fabulous
story
and
we're
not
going
to
let
we're
not
going
to
let
people
forget
it
and
just
to
let
you
know,
aside
from
me,
I
was
on
that
team.
So
is
our
esteemed
mayor
was
on
that
team?
Okay,
a
side
of
the
mayor
that
you
all
have
never
seen.
He
was
a
member
of
the
1963
Florida
State
Senior
League
Championship,
and
that's
all
that
matters
to
me.
Okay.
Z
So
if
anybody
has
any
questions
at
all
and
again,
there'll
be
no
charge
for
this
it'll
be
at
the
Elks.
Club
I
put
something
on
put
an
event
page
on
on
Facebook,
so
that
you
can
give
me
an
idea
of
how
many
you
know.
People
can
sign
up
on
that.
Give
me
an
idea
of
how
many
they're
going
to
be,
but
it
usually
we've
had.
We've
had
other
reunions
of
this,
and
normally
it
normally
gets
a
big
crowd,
and
it
really
is
a
neat
story.
K
A
Announcement
and
we'll
be
doing
a
proclamation
as
well.
The
July
27th
meeting
I
think
the
event
is
July
29th.
That's.
Z
A
Okay,
yeah,
and
so
it's
a
special
day
for
Tarpon
Springs,
a
special
day
for
Mr
hulas
myself,
and
how
many
other
other
well.
E
A
It
or
not,
the
town
was
not
prepared
for
this.
The
state
championship
at
that
time
so
and
yeah
anyway.
Thank.
AA
Chris
robotsky
1602,
Gulf,
Beach,
Boulevard,
Tarpon
Springs
34689
just
wanted
to
give
you
an
update
on
the
clay
Coulson
case
just
now.
The
Teresa
arubal
kava
case
against
the
city
of
Tarpon
Springs
in
order
to
protect
the
74
Acres
on
the
Anclote
River,
currently
owned
by
Walmart
bubble,
someday
soon
be
a
park.
AA
So
you
may
or
may
not
know
that
she
is
taking
this
case
moving
forward,
so
she's
going
to
prove
that
the
city
did
not
follow
the
comprehensive
plan,
but
another
branch
has
sprung
off
of
this,
like
it
did
with
Mr
Coulson
when
she
asked
if
she
could
film
the
hearing
they
denied
Her
filming
the
hearing.
AA
So
the
city
is
going
to
have
another
opportunity
to
hopefully
do
the
right
thing
now.
Last
time
tricky,
Trask
and
dagno,
they
didn't
tell
the
board
what
they
were
doing
and
they
filed
some
things
with
the
court.
That
said,
the
city
of
Tarpon
Springs
is
opposed
to
a
citizen
filming
their
own
hearing.
AA
AA
Not
only
the
U.S
Constitution
says
that,
but
we
got
Stacks
at
case
law.
That
said,
the
Supreme
Court
of
Florida
says
that
you
have
the
right
to
film
in
court.
This
is
very
important,
I,
don't
know
if
you
realize
what
goes
on
in
the
second
DCA
most
people.
Don't
if
you
go
to
their
website,
you
can't
click
on
any
of
that
stuff.
You
can't
see
what's
being
filed.
AA
Why
is
that
you
used
to
be
able
to
do
that
just
like
on
the
County
website.
You
can
click
on
things
and
see
what
the
documents
read
find
out.
What's
going
on,
you
can't
do
that
at
second
DCA.
So
for
them
we
filed
this
thing
or
I
should
say
Teresa
filed
it
on
Friday
early
Monday
morning.
They
had
already
denied
it
saying
she
doesn't
have
that
right.
So
they're
they're
not
following
the
law
something's
going
on.
AA
They
do
not
want
the
public
to
see
what's
going
on
in
the
second
DCA,
and
you
should
be
concerned
about
that.
I
went
down
there
in
person
because
evil
Ed
said
he
went
down
there
in
person
and
looked
at
some
documents.
So
I
decided
I
want
to
go,
see
those
documents,
and
first
they
told
me
they
didn't
have
any
document,
they
scanned
things
and
then
they
get
rid
of
it.
Then,
when
I
pressed
them,
they
said,
oh
well,
we
do
have
them,
but
they're
not
saved
by
case
number.
AA
AA
So
something
really
odd
is
going
on
at
the
second
DCA
I,
don't
know
what
it
is,
but
we
ought
to
be
able
to
film
in
court.
We
each
of
us
has
the
right
to
collect
and
gather
news,
especially
if
it's
a
case
our
own
case
in
court.
We.
AA
Right
and
you
may
be
able
to
weigh
in
or
at
least
stay
out
of
it
don't
do
like
Trask
and
diagno
did
and
put
the
city
on
course
for
denying
somebody's
First
Amendment
right,
that's
going
to
be
coming
up
real
soon,
as
I'm
sure
she's
going
to
push
this
issue
all
the
way
to
the
Supreme
Court,
which
is
where
clay
was
heading
before
he
passed
away.
So
now
we're
going
right
down
that
same
road
and
I
guarantee
you
we'll
get
there.
S
1991
Douglas
Lane
Tarpon
Springs.
Thank
you
for
hearing
me
again
because
you
know
don't
ask
about
that.
Sponge
that
Bahamian
sponger
I
was
Joan.
Jennings
gave
me
the
thumb
drive
to
go
through
all
of
those
minutes
from
2020
to
2023
and
that
I
did
I
went
through
everyone
that
told
us
about
what
they
were.
S
Speaking
on
on
that
statue,
the
sculpture,
the
verbiage
changed
right
away
when,
after
in
the
first
part
of
the
meetings,
I
don't
have
that
with
me,
but
the
verbs
changed
from
a
sculpture
to
abstract
art
I
like
them
both,
but
if
it's,
if
it's
the
sculpture,
the
location
for
that
sculpture,
when
they
first
mentioned
it
was
at
the
sponge
exchange
area.
I
understand
it
can't
be
on
a
working
dock,
because
the
working
dock
is
just
that.
Now
it's
an
active
doc.
They
can't
put
nothing
else
over
there.
S
I
understand
that,
but
across
the
street
in
front
of
the
spongy
exchange,
where
that
tree
is
it
shouldn't,
be
a
problem
moving
a
tree,
but
the
My.
My.
What
touches
my
heart
is
that
as
an
African-American,
my
history
is
trying
to
be
written
out
of
out
of
the
state
of
Florida,
and
if
we
don't
tell
this
story
right,
it's
not
going
to
be
Justice
to
to
the
African
Manor
American
people
in
the
in
the
meetings
they
kept
saying.
Have
you
talked
to
the
community?
Have
you
talked
to
the
community?
S
So
you
really
need
to
rethink
the
location
I'm,
not
asking
anything
else,
but
just
relocate
rethink
the
location,
because,
if
you're
going
to
tell
the
history
they
weren't
the
first
sponges
on
the
marina,
they
were
the
first
sponges
on
the
dock.
So
we
can't
put
them
on
the
dock,
put
them
across
the
street
in
front
of
the
sponge
exchange,
so
they
have
a
little
more
respect
rather
than
going
to
a
back
parking
lot
and
take
three
or
four
signs
to
find
them.
That's
just
not
fair!
So
thank
you
and
I
hope
something
can
be.
A
Q
Q
You
go
ahead
and
say
it:
okay,
thank
you
because
my
name
was
brought
up
so
I
did
want
to
respond.
First
of
all,
I
want
to
thank
commissioner
kuleanos
for
what
he
had
to
say.
He
was
spot
on
with
everything
I
couldn't
I
couldn't
have
spoken
it
any
better.
I
couldn't
have
written
it
any
better,
but
I
think
Mr,
Geddes
I
think
you
missed
the
point
of
what
he
was
trying
to
say
so
I
want
to
explain
something
to
you.
Q
The
words
that
was
spoken
were
that
we
tolerated
the
things
that
did
not
pertain
to
us
as
a
board.
Nobody
made
fun
of
you.
Nobody
said
you
couldn't,
but
when
you
come
before
a
organization
like
ours,
where
people
are
speaking
highly
about
people
that
now
have
passed
and
you
bring
up
a
very,
very
sore
subject,
you
didn't
respond
to
that
section
of
what
he
said
at
all.
It
was
the
negativity
it
was
the
Prejudice.
It
was
the
racial
profiling.
Q
It
was
your
negative
comments
towards
Judaism.
Now
I
personally
have
seen
negative
Judaism
all
my
life.
It
doesn't
bother
me
I
got
thick
skin,
but
what
you
really
bothered
me
that
particular
day
was
Annie.
Dabs
is
a
friend
of
mine
and
was
a
friend
of
mine
and
her
family
were
here
is
an
honor
and
I.
Don't
think
you
appreciated
that
you
disrespected
her,
you
disrespected
Tarpon
Springs.
Q
You
disrespected
this
board,
because
we
do
tolerate
what
you
say:
I've
spoken
to
you
privately
I've
told
you
that
most
of
what
you
say
does
not
pertain
to
us.
You
smile,
but
for
you
to
get
up
here
and
to
berate
our
black
community
was.
That
is
the
part
you
did
not
respond
to.
We
do
give
you
the
honor
to
speak
here
of
things
that
have
no
PR
that
don't
pertain
to
us
at
all
and,
like
I,
said
you've
held
up
that
sign,
evil
Judaism
you,
you
post
it
on
Facebook
I,
see
it.
Q
We
don't
have
room
in
this
particular
Tarpon
Springs
for
hatred
and
that's
what
the
point
was
to
be
made
and
I'm
really
not
looking
for
a
response
from
you.
I
I
was
just
appalled
by
your
behavior
I.
Just
ignore
when
you
put
those
kind
of
hatred
things
up,
you
make
me
lose
respect
for
you.
If
that's
what
you
so
desire.
Q
That's
all
I
got
to
say,
but
thank
you.
I.
Thank
everybody
who
came
up
to
say
something
I'm,
a
big
boy
I
can
handle
the
hatred
that
you
have
in
you,
I,
don't
know
where
it
came
from.
Q
AB
AB
A
Let
me
just
say
about
the
the
artwork
because
I
know:
that's
that
is
in
many
people's
mind,
I'm
talking
about
the
black
history,
art
project,
which
is
what
is
referred
to
today,
and
that
started
a
couple
of
years
ago
when
I
was
a
commissioner
and
that
was
initiated
largely
by
our
public
art
committee.
Actually,
our
our
public
art
committee,
chairperson
and
the
whole
idea,
was
to
honor
the
black
community,
the
African-American
community
of
Bahamian,
descent
and
I
think
it
was
an
outstanding
idea
at
the
time
and
it
was
long
due
overdue.
A
So
with
any
artwork,
you
go
through
a
lot
of
growing
pains
as
far
as
what
it's
going
to
be
in
this
kind
of
evolved
in
various
forms
and
manners
and
things
of
that
nature.
But
we
arrived
after
a
couple
of
years
to
the
point
where
we
were
and
and
and
that
was
largely
led
by
the
efforts
of
our
public
art
committee
and
also
Communications
with
our
city
manager
and
and
our
public
Pro
public
works
department
to
get
to
where
we
were.
A
What
I'm
trying
to
say
is
that
it's
not
an
issue
of
just
going
ahead
and
getting
it
done
to
get
something
done.
The
idea
is
to
to
do
something
to
honor
a
community
and
I.
A
Don't
want
to
do
anything
that
no
one
wants
and
but
I
think
many
many
people
in
Tarpon
Springs
feel
that
this
is
a
good
project
and
many
times
as
I
spoke
to
Mrs
Taylor
you
could
you
can
go
back
and
look
at
the
history
of
the
sponge,
diver
statue
and
the
controversy
that
that
the
town
went
through
on
that
you
could
look
at
the
the
niads,
the
placement
and
the
evolution
of
that
project
and
the
controversy
that
was
involved
in
that.
So
artwork
is
just
one
of
those
things.
A
There's
an
art
critic
in
all
of
us.
I
guess,
is
what
I
can
say,
largely
where
we
were
and
what
the
commission
approved
was
based
on
a
contract
with
the
artist
and
that's
where
it
was
and
and
I
think
that
everybody's
still
open
to
communication
and
I
know
you
shared
your
thoughts
with
us
this
evening
and
and
I
hope.
You
continue
this
dialogue
with
whatever
we
do
in
the
future.
A
With
this
regard,
I
I,
if,
if
you
want
to
carry
this
further
I
would
I
would
encourage
you
to
give
the
city
manager
a
call
and
and
see
get
his
thoughts
on
it
and
see
if
there's
any
room
there
and
and
also
Ms
Jennings
is
always
who's.
Our
public
art
committee,
chairperson,
is
always
willing
to
communicate
and
talk
to
people
about
things.
A
So
I
just
want
to
make
sure
that
that
we
we
do
what
we
hope
that
people
want
to
be
done
and
to
honor
the
community
in
a
variety
of
different
ways,
and
we
certainly
don't
want
to
do
something
that
people
don't
want.
Certainly
don't
want
to
do
anything
that
people
feel
that
may
be
offensive.
So
with
that,
let
me
just
go
ahead
and
move
on
to
the
regular
agenda
and
and
and
that's
all
I've
got
to
say
about
that.
AB
Well,
my
name
was
brought
up
at
a
public
art
committee
about
me.
Rushing
the
project
and
I
did
want
to
state
that
initially,
when
that
project
was
presented
to
the
board
at
us
at
that
time,
that
was
the
location
and
then
two
meetings
after
one
I
wasn't
even
being
able
to
attend,
in
which
we
tried
our
best
to
find
another
location
and
which
city
staff
and
all
of
us
did
try
to
do
our
best
to
look,
and
so
when
it
came
back
and
I
was
finally
back
here
again.
AB
AB
And
so,
if
we
went
back
to
the
drawing
board,
we
would
have
been
another
two
three
years
out
again
and
potentially
not
even
there,
and
so
you
know,
I
didn't
rush
anything
nor
would
I
try
to
rush
anything,
and
nor
would
I
try
to
erase
or
hide
any
history
in
the
community
in
Tarpon
Springs.
AB
But
you
know
I,
you
know
they're,
so
there
were
just
some
things
that
were
set
out
there
and
that's
not
the
case,
but
we
do
our
best
to
honor
all
the
communities
in
Tarpon
Springs
in
the
history
and
culture,
and
if
you
look
back
at
that
spot
once
that
old,
Pappas
building's
up,
that's
going
to
be
a
booming
spot,
and
so
some
people
may
disagree.
But
you
can't
just
put
one
piece
of
art
change
it
the
way
you
want
and
then
you
want
to
stick
it
in
front
of
a
plate,
another
location.
AB
D
Going
to
keep
it
short,
but
the
mayor
said
the
right
thing:
it's
in
my
hands
now
it
has
been
voted
on.
It's
been
done
and
I'm
carrying
forward
I'm
carrying
out
and
I
will
say.
I
sat
there
quiet,
but
I've
been
offended
by
everything.
Miss
Taylor
has
said
and
her
misrepresentation
of
this
project.
It
is
not
correct.
I've
had
to
call
people
in
the
community
and
tell
them
what
Miss
Taylor
has
been
saying
is
not
correct.
It's
not
right,
that's
not
how
it
happened.
D
There's
a
lot
of
people
put
some
hard
work
into
it,
especially
me
who
has
a
45-year
history
of
of
work
and
and
doing
things
for
the
Union
Academy
neighborhood.
So
it's
in
my
hands
and
I'm
carrying
this
project
out
and
put
it
there.
It's
going
to
be
something
that's
going
to
be
a
great
deal
of
respect
and
going
to
be
a
destination
spot
when
we
get
finished
doing
the
vision.
D
So
so
call
me
I'll
give
you
the
story
from
how
it's
actually
happened
and
how
how
it's
been
represented
is
not
the
fact
and
I
look
forward
to
Mr
Atkinson
or
anybody
else's
call
to
straighten
that
out
and
move
forward
and
finish
this
project.
A
A
A
Can
we
have
a
motion?
Let
me
go
to
public
comments.
Are
there
any
public
comments
on
any
of
these
seven
items.
A
A
Vice
merrillette,
yes,
mayor,
vatic
unites,
yes,
move
on
to
this
special
consent
agenda
item
8
authorized
execution,
the
fourth
amendment
of
lease
of
spoils,
site
city
manager,
of
course,.
K
Thank
you,
mayor
senior
manager.
My
name
is
Bob
Robertson
I'm,
the
project
administration
department
director
for
this
item,
we're
requesting
the
board's
approval
to
extend
the
lease
of
the
spoils,
dewatering
site
that
is
currently
being
used
for
the
Anclote
River
dredge
project,
an
update
for
you.
Dredging
operations
are
currently
underway
and
the
dredging
work
is
about
50
percent.
Complete
dredging
production
has
been
slower
than
expected.
Is
this
extension
sort
of
indicates?
K
K
The
city
is
leasing
the
spoil
site
property
for
this
project,
as
I
mentioned
before,
lease
payments
are
Grant
funded
by
the
state
of
Florida.
The
current
lease
expires
on
July
1st
I
have
coordinated
with
the
owner
of
the
spoil
site,
property
Mr,
Stamos
who's
here
tonight.
He
and
his
company
have
agreed
to
extend
the
lease
of
the
property
to
the
city
through
March
2024..
This
should
give
us
enough
time
to
complete
the
site
restoration,
which
we
are
responsible
for
after
the
dredge
work
is
completed.
That
concludes
my
staff
report.
Mayor.
A
AC
AC
Although
I
know
a
lot
about
the
project
and
the
extension
and
surrounded
circumstances,
so
there
was
no
mention
in
the
backup.
As
far
as
cost
now
I
understand
we're
working
to
claw
back
some
of
the
costs
from
the
contractor,
in
association
with
the
Army
Corps
of
Engineers.
But
should
that
fail?
Does
the
extension
to
the
lease
contain
a
cost
back
from
the
property
owners?
K
A
That's
it
there
any
other
commuterations.
Q
Thank
you
mayor.
My
question
was
I
know
that
we
had
a
breakdown
with
the
pumping
system,
but
was
there
was
that
the
main
issue,
or
was
it
that
there
was
a
clog
because
I
had
passed
by
and
I
saw
that
every
single
section
was
completely
disconnected?
Is
that
what
held
it
up
so
long.
K
Well,
the
problem
they
had
was
actually
both
those
things.
They
had
a
pump
issue
and
they
had
a
clog
in
the
pipe
which
the
pipeline
clog
was.
What
precipitated
the
the
reinstallation
of
a
new
pipe.
We
had
to
shut
down
the
river
again
for
a
couple
hours
so
that
that
pipe
could
be
installed.
It
remedied
that
by
putting
the
new
pipe
in,
they
also
remedied
the
pump
situation
by
replacing
it
with
a
larger
pump.
K
AB
Yeah
I
just
want
to
thank
the
property
owner
for
working
with
the
city.
While
we
get
this
project,
you
know
finished
up
or
getting
it
going
in
this
crucial
step
in
our
our
City's
history.
So
thank
you.
If.
AC
Comments,
I
have
additional
comments,
go
ahead,
yeah,
so
I
went
and
I'm
not
sure
if
the
rest
of
the
commissions
were
I
went
and
I
met
with
the
project
manager
from
the
Army
Corps
of
Engineers
I
met
with
the
new
project
manager
from
the
contractor
for
the
Army
Corps
Engineers
I
went
and
saw
the
spoil
side.
AC
I
went
out
on
the
barges
I
made
sure
that
everything
was
copacetic
with
the
staff
Etc
they've
increased
the
amount
of
spoil
material
that
is
piping,
they've
made
some
improvements
to
the
way
they're
doing
that
with
the
addition
of
screens
and
with
the
addition
of
the
way
they're
running
their
pump
and
the
with
the
addition
of
a
second
barge
for
spoils,
so
that
it
can
keep
continuous
flow
to
the
actual
pump
system.
Having
said
that,
we
have
a
new
Army
Corps
of
engineer,
project
manager.
AC
He
has
told
me
specifically,
I
spent
some
hours
with
them
that
this
project
is
one
he
is
focused
on
and
is
going
to
stay
on,
which
wasn't
the
case
with
the
previous
Corps
of
engineer.
Managers
as
well.
The
new
project
manager
for
the
contractor
has
also
given
me
verbal
commitments
that
he
himself
will
stay
on
the
job
and
make
sure
it
gets
done
now.
I
live
very
close
to
this
site,
so
you
can
bet
if
it
stops
for
any
reason,
I'm
going
to
know
about
it
and
I
will.
Let
you
all
know
anyway.
AC
I
just
want
to.
Let
you
know
it's
going
smoother
I'm,
not
really
still
very
happy
with
the
date
that
they're
asking
for,
but
we
need
to
get
this
done.
It's
still.
My
only
concern
still
is
I
really
want
to
see
a
formalized
plan
for
what
happens
if
we
get
a
storm,
because
we
have
three
large
barges
out
there
and
it's
not
like
tuck
them
up
the
river,
because
those
things
would
completely
plug
the
channel.
There's
three
of
them
now,
because
we
have
a
second
a
second
spoil
container.
AC
A
K
A
D
Usually,
as
the
City
attorney,
but
let
me
go
ahead
and
take
this
one
since
Oswald,
if
you
remember
back
August
September
of
last
year,
we
were
trying
to
clear
up
a
bunch
of
old
ancient
code
cases
we
had
them
all
together.
I
had
told
you
that
time
when
we
get
these
finished
it'll
be
done
and
we
can
move
forward
with.
However,
we
do
code
enforcement,
the
one
this
is
one
that
fell
through
the
cracks
that
Mr
trash
didn't
get
done
in
time
for
those
other
ones.
D
We
did
I
have
to
say
the
patience
of
the
family,
because
obviously,
when
we
lost
Mr,
Trask
I
didn't
have
an
attorney
and
then
I
was
getting
temporary
attorneys.
This
was
way
down
the
priorities
and
I
forgot
completely
about
it
until
the
family
called
me
several
weeks
ago
and
said:
do
you
know
nothing's
got
it
resolve
done
this
yet
and
I
said.
D
Oh,
my
so
I
know
this
is
a
little
unusual,
but
if
you
think
back
to
that
time
in
the
rationale
this
cone
before
the
case
is
over
20
years,
so
the
effectiveness
of
us
doing
anything
is
nothing.
D
The
individual
on
here
told
me
personally
that
that
he
wasn't
going
to
do
nothing
to
wait
till
he
dies
and
let
his
kids
pay
it
off
and
handle
it
which,
which
is
what
he
did,
but
again
because
of
the
time
frame,
because
what
we
did
with
those
old
cases
I
like
this
considered
as
we
did
back
in
September
when
it
run
out
Mr
Trask
had
offered
the
initial
settlement,
like
the
other
ones,
the
thousand
dollars,
so
the
family
can
take
this
property
and
either
use
it
for
themselves
or
hopefully
put
it
in
some
productive
nature
for
the
Union
Academy
neighborhood.
D
So
I'm
asking
you
to
go
forward
with
the
last
one
from
that
process
and
and
authorize
the
agreement
of
this
for
the
thousand
dollars
like
we
did.
Those
other
cases
back
in
August
and
September
last
year.
A
AD
Good
evening
Peter
relax
514
Ashland
Avenue,
it's
for
everybody's
renumeration
because
it
didn't
hear
it
being
mentioned.
The
amount
of
the
fine
was
190
000,
Plus
and
I
would
ask
that
this
commission
show
grace
and
mercy
in
approving
this
settlement
and
not
have
the
bickering
and
violeness
that
occurred
with
Mr
pastelitis
also
came
up
to
the
board
and
asked
for
grace
and
mercy.
So
I
think
this
is
the
wise
action
for
you
to
take.
AD
The
whole
purpose
of
this
process
put
together
was
to
allow
families
that
had
these
types
of
issues
come
forth
and
express
their
side
where
many
times
it
wasn't
necessarily
handled
properly
through
the
code
enforcement
process.
So
please
offer
these
people
some
peace
and
grace
and
mercy
by
accepting
this
settlement
agreement.
Thank
you.
A
Thank
you
may
have
a
motion
in
a
second
on
this
item.
AB
AB
I'd
like
to
first
I,
want
to
thank
the
city
manager,
I
want
to
thank
staff
and
our
City
attorney
for
working
with
this
individual,
and
this
is
what
I'm
happy
that
this
is
making
a
difference
in
someone's
life
and
their
community,
and
it
doesn't
matter
what
part
of
the
community
you're
from
I
try
to
do
my
best
to
work
with
the
board
right
here
just
so,
we
could
try
to
reduce
fines
for
everybody
who's
coming
across
these
issues
or
hard
times.
AB
So
the
goal
is
to
help
people
comply,
and
you
know
I'm
just
really
happy
to
see
this
happen
and
I
think
it's
it's
great
with
City
staff.
What
they've
done
and
I
think
we
should
use
this
as
an
example
moving
forward
on
how
to
handle
other
Code
Enforcement
cases
to
help
people
comply
and
help
everyone
out
in
Tarpon
Springs.
Thank
you.
Q
A
A
A
A
A
A
Yes,
item
12
appointment
to
the
library
board
again,
this
is
one
where
it's
basically
a
reappointment.
If
I
can
have
a
motion
in
a
second
and
we'll
go
to
public
comments,.
Q
Motion
to
extend
Kathleen,
Kelly
and
reinstate
second,
okay,.
A
A
J
A
D
As
they're
walking
up
to
make
the
presentation,
I
do
want
to
say
something
about
the
agenda
tonight.
We
plan
these
agendas
out
over
series
of
of
meetings,
and
sometimes
they
fall
apart.
So
this
is
unusual
we're
having
a
meeting
where
we're
on
the
last
item
in
his
presentations,
even
with
the
extensive
citizen
comments
but
I
guarantee
you,
this
was
going
to
be
a
long
meeting
and
things
just
fell
off
this
thing
right
and
left
we're
probably
going
to
see
it
in
the
next
couple
meetings.
D
AE
Thank
you,
city
manager,
mayor
and
board
Commissioners
Paul,
Smith,
Public,
Services,
director
and
I'm
pleased
to
introduce
the
presentation
of
the
city's
first
sustainability
plan
sustainability
coordinator,
Robin
Reeves
has
been
working
with
the
sustainability
committee,
members
of
the
public
and
City
staff
to
develop
the
plan
and
with
that
I'd
like
to
ask
Ms
Reeves
to
present
the
plan
to
you.
Thank
you.
AE
AF
AF
AF
And
we
start
out
with
some
key
definitions
for
sustainability
and
sustainability
is
the
ability
to
meet
the
needs
of
the
present
without
compromising
the
ability
of
future
generations
to
meet
their
needs?
These
other
definitions,
resilience
and
environmental
justice
are
also
integral
to
sustainability
and
to
this
plan.
AF
So
this
figure
kind
of
gives
an
idea
of
how
the
sustainability
plan
overlaps
with
other
integral
City
plans,
our
comprehensive
plan
and
strategic
plan,
and
you
can
see
where
this
interlaps.
We
have
the
annual
operating
operational
planning,
budget,
CIP
and
departmental
work
plans,
and
you
can
also
see
the
different
lifespans
of
these
different
plans.
AF
Some
highlights
from
the
plan,
this
plan
does
focus
on
City
operations,
but
it
does
have
a
few
Community
scale,
actions
such
as
public
Outreach
programs
and
Community
incentive
programs.
The
actions
in
this
plan
are
city-wide
in
impact
and
they
will
require
cross-departmental
collaboration
for
most
actions.
AF
Several
of
these
actions
will
tie
in
directly
to
the
city's
strategic
plan,
and
some
key
time
frames
to
note
are
that
we
will
be
doing
an
annual
progress
update
to
show
our
progress
toward
implementing
the
actions
in
this
plan.
A
major
revision
will
take
place
at
year,
five,
at
which
point
we
will
assess
our
progress.
AF
For
the
layout
of
this
plan,
we
start
with
some
summary
Pages.
We
have
a
letter
from
the
city
manager
and
Pages
for
City
leadership,
introductory
Pages,
a
progress
to
date,
section
Community
engagement
and
then
our
main
sections
which
contain
the
actions
for
this
plan,
followed
by
an
implementation
plan
and
appendices.
AF
So
for
this
section
we
organized
by
the
categories
of
clean
energy,
water
conservation,
natural
environment
and
economic,
slash,
social.
So
we'll
start
out
by
outlining
some
of
the
actions
that
the
city
has
taken
to
advance
in
these
categories
and
then
do
a
spotlight
section
where
we
will
talk
in
more
depth
about
specific
projects
such
as
our
solar,
Duke
collaborative
programs
and
greenhouse
gas
inventories,
as
pictured
here.
AF
Then
we
get
into
our
community
engagement
summary,
which
summarizes
the
extensive
Community
engagement
that
was
conducted
at
the
beginning
of
our
sustainability
planning
process.
We
hosted
three
public
workshops
and
a
survey
between
February
and
June
2022
to
collect
public
feedback
to
help
to
inspire
the
actions.
In
this
sustainability
plan,
we
have
a
thorough
write-up
on
that
engagement
and
the
feedback
that
was
collected.
AF
For
the
sections
of
this
plan
and
its
organization,
this
plan
is
organized
by
the
three
pillars
of
sustainability,
starting
with
the
environment,
followed
by
economy
and
social.
The
environmental
section
is
subdivided
into
subsections
or
categories
of
natural
environment
and
climate
and
energy.
The
economy
section
is
divided
into
built
environment
and
local
economy,
and
the
social
section
is
divided
into
equity
and
community
and
health
and
safety,
and
the
number
of
a
particular
action
is
not
related
to
its
importance.
All
of
the
actions
in
this
plan
are
considered
our
top
priority
actions.
AF
So
I
will
go
through
and
summarize,
the
actions
in
this
plan
by
section
so
section.
One
of
this
plan
is
the
environment,
so
our
in
our
environmental
pillar
for
sustainability
focuses
on
protecting
the
environment
and
conserving
resources,
including
reducing
waste
using
renewable
energy
sources
and
protecting
endangered
species.
AF
AF
To
summarize
our
equity
and
Community
section,
the
actions
in
the
section
address
increasing
diversity
and
local
advisory
boards,
partnering
with
Community
organizations
to
address
neighborhood
specific
needs
obtaining
Diversified
input
for
the
sustainability
plan.
Major
revision
through
conducting
an
outreach
program,
increasing
engagement
among
low-income
and
minority
youth,
and
providing
programming
to
support
the
development
of
strong
youth
leaders,
reducing
environmental
justice
risks
and
exposure
for
low-income
and
minority
neighborhoods,
and
adopting
an
environmental
justice
or
social
Equity
plan.
A
community
needs
assessment
and
a
community-wide
plan
to
reduce
poverty.
AF
AF
The
plan
starts
with
more
actions
per
year
and
years,
one
through
five
and
fewer
per
year,
and
six
through
ten,
with
a
major
update
to
take
place
in
year,
five
and
as
a
general
First
Step
actions
for
these
actions,
we
will
be
looking
to
establish
benchmarks
to
help
us
to
measure
progress.
AF
This
is
a
closer
look
at
our
implementation
plan
and
schedule
with
the
key
here
to
indicate
what
these
various
icons
mean,
including
the
dollar,
sign
it's
and
various
metrics.
AF
And
lastly,
we'd
like
to
thank
everyone
who
contributed
to
the
development
of
this
sustainability
plan,
our
sustainability
committee
and
Carol
mickett.
Another
member
has
joined
us
now.
Our
core
planning
team,
our
interdepartmental
sustainability
staff
team
and
additional
institutions
who
helped
us.
A
Thank
you,
I'm,
going
to
go
to
public
comments
first
and
then
and
then
we'll
go
to
questions
from
the
commission
and
but
before
we
get
started
Ms
manino.
Would
you
like
to
say
a
few
words
I'm
gonna
I'm
gonna
have
a
question
for
you,
which
is
going
to
be
related
to
the
implementation
of
plan,
so
I'm
going
to
need
you
up
here
anyway,
but
if
you'd
like
to
share
a
few
words
that'd
be
great.
If
not,
then
we
can
just
wait.
AG
I
mean
it's
important
to
have
an
intention.
In
order
for
us
to
see
a
manifestation
of
actual
sustainability,
I
mean
we're.
We
were
well
underway.
We
had
a
lot
of
projects
going
on
in
the
city,
but
the
timing,
with
our
strategic
plan
and
the
comprehensive
plan
and
how
everything
is
interrelated,
integrated
and
prioritized
is,
is
perfect
timing
for
the
position
that
we're
in
in
this
world
today,
with
the
drier
weather,
the
more
unpredictable
storms
and
I'm,
very
grateful
that
we've
all
joined
together
to
accomplish
this
incredible
project.
T
Hi
Zeb,
Atkinson
I
think
this
is
a
splendid
plan.
I
can't
wait
to
see
it
come
to
fruition
and,
by
the
same
token,
I
can't
wait
to
help
in
some
of
its
implementation.
Now
I
stand
up
here
to
say
that
to
you
so
that
I
can
say
this
that
seven
people
sat
up
here
and
that
the
city
manager
berate
a
citizen
you
all's
job
is
to
listen
to
what
the
citizens
have
to
say:
yeah
Mr,
Adkins,
the
city,
the
the
mayor
asked
me
to
contact
the
city
manager
about
something
that
I
brought
up.
E
A
Parliamentarian
seldom
weighs
in
on
a
point
of
order,
but
he
did
this
time,
which
means
that
we're
out
of
our
rules
of
procedure
at
this
point
with
you
commenting
the
way
you
you
are
what
I
would
offer
is
for
coming
back
at
the
next
Commission
meeting
at
public
comments.
Are
writing
a
letter
to
the
entire
commission
and
city
manager
and
who
else
you
would
like
to
have
addressed
to
that
I'd
like
to
finish
up
this
item
on
the
sustainability
plan
this
evening,
I
understand
what
you're
saying
all
right.
A
V
Yes,
yes,
mayor
David,
ballards,
Jr,
Georgia,
Avenue
down
the
street
in
Palm
Harbor.
This
privatization
push
for
the
storm
water
item
number
26
on
the
list
of
of
issues
and
concerns
that
you
brought
forth
tonight
mentioned
the
privatizing
of
the
storm
water
infrastructure.
I,
see
this
privatization.
V
Comprehensively
taking
place
in
a
lot
of
downtown
Redevelopment
zones,
personally
I
see
this
privatization
as
somewhat
of
a
user
usurpation
of
political
Powers.
My
question
being
how
once
the
stormwater
system
is
privatized,
are
the
residents
affected?
How
are
we
going
to
pay
for
such
infrastructure
in
relation
to
our
current
form
of
tax
base,
ad
valorem
and
such.
A
What
answer
Google,
what
we'll
do
is
get
in
touch
with
Mr
Geddes
separately
on
this
item
and
city
manager
will
deal
with
that
with
Mr
Smith
and
yourself
Robin
in
the
future.
Thank
you,
Mr
Geddes.
Are
there
any
other
public
comments.
M
My
name
is
Natalie
gas,
I'm,
the
sustainability
program
coordinator
for
the
city
of
Dunedin
and
just
want
to
say
excellent
job
to
Robin
and
to
everyone
who's
behind
this
effort.
I
know
how
much
it
takes
to
create
a
master
plan,
because
we
did
it
in
Dunedin
about
a
year
ago
and
I
just
want
to
say,
congratulations
and
you
really
have
an
amazing
person
here.
As
your
sustainability
program
coordinator,
she
is
a
leader
in
our
region,
leads
our
sustainability
and
resilience
Network
and
congratulations.
Thank.
R
Day
for
13
East,
Oakwood
Street,
one
part
you
all
forgot
to
mention
the
thank
you
to
the
community.
R
A
R
AD
Good
evening,
Peter,
relax,
514
Ashland
Avenue
first
off
I
would
like
to
thank
the
vision
of
this
board
and
those
on
previous
board
that
fought
to
create
a
sustainability
committee.
I
have
to
thank
Dory
Larson,
even
though
she's
not
there.
She
was
one
of
the
Front
Runners
of
this,
and
we
appreciate,
and
it
shows
how
one
Citizen's
efforts
can
make
a
difference
in
our
community.
Now.
AD
As
far
as
some
of
the
specifics
there's
a
lot
packed
in
there
of
a
lot
of
what
needs
to
be
done,
surveys,
reports
and
all
that
stuff,
but
I
would
focus
on
things
that
are
also
easily
accomplishable
one
recycling
in
my
neighborhood.
The
people
across
the
street
bought
the
house
and
down
the
street
somebody
rented
and
they
did
all
their
utility
setup
online.
AD
They
didn't
get
a
recycling
bin
I,
don't
know
if
they
got
anything
in
the
mail
as
far
as
dates
for
recycling,
but
I
actually
had
to
educate
them.
As
far
as
the
different
dates-
and
you
know
what
days
for
a
yard
which
day
for
recycling
materials
also,
we
need
to
do
a
better
thing
with
our
garbage
people,
when
they're
out
on
Mondays
after
a
big
holiday
and
all
the
cardboard
boxes
are
everything
there
don't
pick
them
up.
If
it's
not
if
it's
recyclable,
just
leave
it
there.
AD
Somehow
we
need
to
re,
get
the
education
out
to
our
people,
because
recycling
is
a
way
to
help
it
also,
as
mentioned
about
land
preservation.
I
think
we
need
to
look
at
not
only
land
preservation
funds
as
far
as
environmental
lands,
but,
as
you
see
as
we
lose
lands,
we're
going
to
be
looking
at
buying
the
Roseville
property,
we
bought
the
Ross
property,
we're
going
to
be
getting
a
chorus
property
and
any
other
properties.
AD
We
need
to
set
up
some
kind
of
land
environment
land
preservation
fund,
so
it
can
be
be
used
for
more
than
just
preservation,
because
I
think
in
preserving
some
of
these
areas.
We
will
accomplish
that
fact
also,
but
I
do
want
to
applaud
the
committee.
I
know
they've
worked
hard
over
the
last
couple
of
years.
To
put
this
together,
I
also
have
to
give
a
heads
up
to
Paul.
Smith
he's
been
a
trooper
all
through
this.
AD
He
got
dumped
in
his
lap
originally
and
he
again
time
and
time
again
shows
how
valuable
an
employee
is
by
putting
this
together
and
getting
this
board
rolling
and
I
just
want
to
thank
all
of
those
members
for
all
their
hard
work
and
let's
just
continue
to
look
move
forward
because
the
tides
are
rising.
Thank
you.
A
For
both
Miss
Menino
and
Ms
Reeves
before
we
get
started
Paul,
you
might
I
want
to
be
clear
as
far
as
what
we're
going
to
be
doing
for
emotion,
the
plan
is
ready
to
be
adopted.
Is
that
correct,
if
I
want
to
make
sure
that
that's
the
case
for
both
the
city
staff
and
the
sustainability
committee?
Thank.
AE
You
mayor,
we
have
this
under
presentation,
so
we
weren't
really
expecting
any
formal
action
of
the
board
really
just
getting
your
feedback
for
us
to
consider
as
part
of
finalizing
the
plan
with
the
sustainability
committee.
AE
D
Think
the
intention
was
to
make
this
presentation
and
get
the
input,
because
I
still
have
some
more
input,
especially
on
that
okay.
So
we
want
to
get.
We
want
to
hear
what
the
Commissioners
have
to
say
and
then
work
together
to
put
the
final
plan
together
and
we
bring
that
final
plan
for
your
vote
and
endorsement.
A
Yeah
I
I
want
to
make
sure
we
it
needs
to
be
adopted
for
its
implementation.
I
know
you've
already
gotten
a
head
start
on
it,
which
is
great
because
we've
been
doing
sustainability
for
a
very
long
time.
That
was,
we
knew
that
going
into
establishing
the
sustainability
committee.
So
thank
you,
I'm,
going
to
have
a
few
other
things
to
say,
but
I
want
to
turn
it
over
to
any
questions
in
comments
that
the
commission
has.
Commissioner
Eisner,
your
light
is
on
thank.
Q
You
mayor
I,
addressed
pretty
much
everything
that
I
wanted
to
speak
about
at
the
meeting,
but
I
do
want
to
personally.
Thank
you
Robin.
It
was
amazing
the
committee.
It
was
amazing
what
you
guys
have
done.
This
is
not
easy
to
put
together
such
a
plan
like
that.
Q
I
was
impressed
with
everything
that
you
did
I'm
just
hoping
that
we
can
have
the
money
to
go
forward,
because
that's
always
the
stickler
I
had
one
specific
thing
that
I
did
want
to
bring
up
and
I
did
bring
it
up
at
the
time
that
I
still
think
that
we
need
to
keep
the
the
public
feedback.
When
we
have
these
meetings
to
residents
only
and
not
people
that
are
outside
because
I
know,
I
was
at
a
couple
of
the
meetings
where
we
had
a
State.
Q
What
we
would
look
to
protect
in
the
event
of
a
tragedy
and
I
would
prefer
that
to
remain
as
Tarpon
residents
unless
somebody's
looking
to
move
in
here
and
become
a
resident.
So
that
would
be
my
only
thing,
but
I
do
want
to
thank
you
all
Paul
I
think
you
always
do
a
great
job.
We
had
a
great
meeting
that
was
delightful
to
go
through
everything
and
share
our
thoughts
and
strategies,
I've
just
tickled
pink
with
what
the
entire
committee
had
to
do,
and
it's
not
easy
to
start
from
zero
and
create
something
this
impressive.
AC
Yeah
I
basically
wanted
to
thank
everybody
involved
with
this
project
from
an
Inception
to
where
it
is
at
the
present
day.
It's
very
thorough.
It's
very
considered.
It's
one
of
the
best
plans
that
I've
ever
seen
from
a
management
point
of
view
put
together,
I.
Think
staff
is
aware
that.
AC
We've
discussed
responsibility
or
the
assignment
of
responsibilities
for
individual
parts
of
this,
so
we
have
better
tracking
of
our
goals.
I
understand,
there's
a
software
component
that
may
kick
in
down
the
road
which
I'm
looking
forward
to
and
otherwise
than
that.
I
can't
wait
for
this
to
actually
get
together
so
that
we
can
start
managing
to
this.
So
thank
you
very,
very
much.
U
Yeah
I
want
to
Echo
those
thoughts.
I
I
want
to
thank
the
Paul
I
want
to
thank
the
board.
I
attended
one
of
their
meetings
and-
and
it
was
really
inside
insightful
I
especially
want
to
thank
Robin,
and
please
don't
take
this
as
patronizing,
but
I'm
really
proud
of
you
and
it
it
made
me
feel
so.
U
Good
I
I
met
with
Robin
and
Tommy
Paul
was
there
for
a
short
time,
and
you
know
gives
us
hope
that
our
city
is
going
to
continue
in
good
hands
for
someone
so
young
to
be
able
to
I
know
that
this
wasn't
a
hundred
percent.
You
but
I
know
what
90
percent,
to
put
something
like
this
together
and
to
be
able
to
stand
up
and
answer
the
questions
in
such
a
an
outstanding
way.
Anyways
I'm,
proud
of
you,
so
just
want
to
say
that,
but
now,
let's
get
down
to
business.
U
So
we
talked
about
at
the
meeting.
We
talked
about
employee
benefits
services.
U
You
know
all
this
all
that
when
you
talk
about
the
sustainability
and
you
look
at
that
three
points
and
the
the
whole
circle
of
of
of
life,
the
thing
you
have
going,
you
know
we
talk
about
employees
and
and
there
and
and
their
pay
and
their
benefits
and
all
that
ties
into
sustainability.
It
ties
into
the
our
community
because
you
know
so
many.
If
our
employees
aren't
happy,
then
they
don't
project.
U
What
we
want
projected
into
the
community.
I
was
telling
a
story
about
where
I
went
to
a
to
a
medical
appointment
and
I
walked
in
the
office
and
the
person
at
the
counter
said
name.
U
Excuse
me.
She
goes
name
and
like
is
that
a
question?
And-
and
she
says
yes,
your
name
like
okay
and
I
said
well
that
wouldn't
qualify
in
Jeopardy,
if
you
know
put
it
in
a
form
of
a
question
and
anyway,
so
you
know,
we
don't
want
that
in
Tarpon
Springs.
We
want
people
that
are
friendly.
That's
one
of
the
reasons
we
have
our
own
Police
Department
I've
told
the
chief
before
that
I
want
Mayberry,
because
we
don't
we
could
get.
U
We
could
get
hard
ass
cops
from
excuse,
my
life
trouble
for
that
from
the
sheriff's
department,
but
we
want
friendly
Community
Police
and
for
the
most
part
we
get
it
you
smile,
so
you
can
smile
so
for
the
most
part
we
get
it
and
and
again
so
it's
that's
in
your
plan
is
benefits
employees,
how
they're
treated
what
all
that's
in
the
plan,
because
it
really
does
matter.
It
is
part
of
our
sustainability.
So
I
want
to
commend
you
on
having
on
having
that
in
there.
U
AE
That's
something
we've
been
working
on
for
some
time.
I
know
working
with
our
parks,
department,
they've
been
trying
out
auditioning
different
types
of
products
to
see
what
works
and
so
I
know,
they're
continuing
to
work
on
that.
It's
not
something
that
we
really
want
to
use
anymore
than
we
absolutely
have
to
so.
At
this
point,
it's
it's
minimized,
but
yeah,
looking
towards
elimination
at
some
point,
but
I
really
think
it's
gonna
part
of
it's
going
to
be
what
the
market
can
bring
us.
U
Well,
we're
moving
in
that
Alternatives,
yes,
okay,
I
think
we
need
to
get
there
as
soon
as
we
possibly
can,
because
that
stuff
is,
you
know
terrible
for
the
going
into
our
water
supply
and
so
also
on
employee
benefits
and,
and
then
this
also
goes
with
environmental
traffic,
and
such
is
looking
for
ways
to
have
more
employees,
be
able
to
work
from
home.
I
think
that
that
is
obviously
a
way
that
the
whole
country
is
moving.
U
E
U
U
You
know
it.
It's
also.
You
know
I
I,
you,
you
look
at
these
things
and
you
say
well
we're
only
Tarpon
Springs
and
we're
just
this
little.
So
many
you
know
square
mile
location
and
if
we
do
all
these
things
well,
you
know
what
does
that
really
do,
but
this
is
how
it
works.
It
works.
This
is.
This
is
going
to
be
tackled
one
community
at
a
time
and
it's
going
to
be
communities
like
us.
That's
why
we're
so
important?
U
That's
why
municipal
government
is
really,
in
my
mind,
the
most
important
government,
because
we
can
affect
change
right
here
and
then,
if
we
do
it
Dunedin,
does
it
Clearwater?
Does
it
everyone
else?
Does
it
throughout
the
country
we
we
act.
We
have
actual
change
I'd,
like
I,
think
we
had
in
here
and
I'd
like
to
see
when
we
talked
about
the
alternative
modal
Transportation
right
having
I
know
we
again,
we
have
this
whole
issue
about
parking.
U
Ideally,
it
would
be
great
to
have
parking
around
town,
not
necessarily
right
in
smack
in
the
center,
but
it
could
be
all
around
and
we
could
have
track
alternative
methods
of
transporting
people
all
around
on
a
regular
basis,
going
down
connecting
our
downtown
to
our
dock
area
again
getting
into
the
economic
part.
Again
it
takes
cars
off
the
road.
It
reduces
traffic
in
the
heart
of
our
of
our
town
and
helps
us
to
to
be
more
environmentally
positive.
U
When
we
you,
we
talk
about
heat.
Obviously
we
got
Rising
temperatures.
We
need
more
trees,
right,
trees,
help
us
combat
the
heat
it
makes
it
tolerable.
So.
U
Wherever
we
can
get
more
trees
planted
the
better
off
we're
going
to
be,
and
again
like
Mr
delaca,
said
over
over
the
loudspeaker
that
that
having
as
much
green
space
as
we
can
is
is
ideal
and,
lastly,
the
the
part
on
social.
U
You
know
we
got
some
some
challenges
coming,
you
know,
and
we
talked
about.
There
was
people
that
came
up
last
week
and
talked
about
museums.
There
was
somebody
that
came
up
and
talked
about
a
Greek
Museum.
There
were
some
people
that
talked
about
a
black
Museum.
We
talked
about
museums,
museums
are
great,
but
we
need
to
maintain
our
living
Heritage
in
this
town,
and
that
is
critical.
So
again,
your
sustainability
plan
talks
about
that
which
is
really
important,
that
we
maintain
and
and
that
we
protect
the
areas
from
getting
gentrified.
U
AB
Yeah,
the
I
did
want
to
Echo
the
the
board
and
all
the
contributors,
the
staff
that
makes
up
the
core
planning
team
and
the
inter
departmental
sustainability
staff
team,
as
well
as
the
residents
who
make
up
the
sustainability
committee.
I
mean
this
is
you
know
past
and
current
members
who
love
Town,
who
all
came
together
to
help
work
with
the
star
frame
network
and
to
create
this
plan
and
Miss,
Reeves
and
Paul.
You
guys
have
done
a
great
job.
AB
I
mean
Paul
understands
this
is
a
long
process
and
staff
to
come
together
where
we're
at
right
now
and
Miss.
Reeves.
That
chart
is
awesome.
Just
the
the
priorities,
the
the
cost
for
each
one.
The
year
is
expected
to
be
implemented.
It's
a
great
thing.
It's
that
way
we
can,
you
know,
have
future
Generations
enjoy
the
same,
if
not
better
quality
of
life
we
have
now
and
I
also
want
to
give
a
a
thank
you
to
the
system.
AB
The
sustainability
representative
from
Dunedin
to
come
here
and
show
support
for
Miss
Reeves
really
shows
it's
an
interlocal
agreement
between
our
you
know
all
of
our
cities
to
try
to
do
the
best.
We
can
for
the
future,
so
you
know
I,
don't
have
nothing
else
to
tweak
I
think
we
we've
gotten
to
this
point
through
many
years
of
skilled
people
coming
together
and
happy
to
be
part
of
this
board,
just
one
segment
of
it
as
this
plan
gets
implemented
for
the
city.
Thank
you.
Okay,.
A
Ms
manino
Ms
Reeves
Mr
Smith.
Thank
you
all
for
the
hard
work
I
know.
Ms
manino
used
was
a
little
rocky
trying
to
get
the
support
to
proceeding
in
this
manner.
This
was
before
Robin's
time
as
well
and
and
I'm
glad
we
got
to
where
we
are
and
we're
going
to
continue
and
the
one
thing
that
I'm
going
to
be
gone
in
in
two
years.
Let's
say,
but
with
all
plans
we
need
to
actually
learn
to
live
with
them.
In
other
words,
the
plan
is
great
that
we
produce
it.
A
The
implementation
is
fine,
but
we
did
a
strategic
plan
in
93
and
that
lasted
for
maybe
eight
years,
and
then
it
was
forgotten
and
we've
taken
some
precautions
this
time
to
actually
make
it
part
of
the
chat,
the
charter,
the
city's
Constitution.
So
it's
not
forgotten.
So
that's
the
lesson
I've
learned
a
long
time
ago
about
these
plans
is
that
we
create
a
wonderful
plan.
A
We
create
our
measures
of
Effectiveness
and
we
actually
have
to
make
it
a
way
of
life
here
in
Tarpon
Springs
that
we
actually
have
to
live
by
it.
The
whole
idea
behind
the
the
sustainability
I
call
it
the
three-legged
stool,
that
sustainability
is
a
three-legged
stool,
you
remove
one
of
the
legs
and
the
stool
can't
stand
and
you
have
an
environment.
A
You
work
real
hard,
clean
air,
clean
water,
but
that
doesn't
matter
unless
you've
got
people
living
here
to
enjoy
it
and
that's
the
social
part
of
it
and
for
the
people
to
be
able
to
live
here.
There
needs
to
be
the
environmental
part
and
the
one
objective
is
to
have
people
live
here
that
do
not
need
to
go
down
to
Clearwater
to
go
shopping.
A
We
make
our
own
water,
potable
water,
so
there's
some
wonderful
things
here
in
Tarpon
Springs.
That
gives
us
a
league
up
on
sustainability
that
other
communities
don't
have,
and
so
the
challenge
for
everyone,
not
just
the
sustainability
committee,
but
the
commission
and
on
all
of
our
residents,
is
to
make
this
a
way
of
life
and
to
and
if
we
can
follow
a
sustainability
plan
that
guarantees
our
future.
Whether
it's
you
know
with
our
focus
is
on
History
our
child,
our
elderly,
whatever.
A
If
we
follow
that
plan
that
that
contains
all
those
elements,
then
our
our
future
of
Tarpon
Springs
is
is,
is
guaranteed
and,
of
course,
we've
got
our
priorities
that
are
identified
in
our
strategic
plan
and
then
all
of
us
are
deficiencies
as
far
as
a
model
community
that
we've
got
in
our
comprehensive
plan.
So
all
those
things
need
to
work
together
and
we
need
to
actually
keep
working,
those
so
I'm.
Looking
forward
to
you
coming
back
when
you
have
your
your
plan,
if
you
will
completed
for
adoption,
so
we
can
move
on
to
it.
A
A
A
That
ends
the
agenda
at
8
57.
and
am
I
wrong.
Okay,
I'm
I
need
to
be
careful
here
because
the
the
number
on
the
clock
doesn't
amount
to
what
we
normally
wind
up
with
I'm,
going
to
go
to
board
and
staff
comments,
major
trill
anything.
I
I
July,
1st
fireworks,
we
ask
that
you
behave,
don't
drink
and
drive,
be
safe,
have
fun
and
use
responsibility,
so
we
can
stay.
Lovely,
Tarpon,
Springs.
D
Just
a
reminder,
because
I
know
it's
been
the
subject
of
Facebook
I've
got
several
calls.
The
fireworks
are
the
first,
because
this
city
commission
had
a
choice,
have
them
on
the
first
or
not
have
them
at
all,
because
the
vendors
could
not
provide
and
several
cities,
Tampa
I,
think
there's
several
cities
that
have
run
into
the
same
thing
and
are
doing
them
Saturday.
D
So
with
the
fact
that
we
had
to
move
the
fireworks
the
for
the
Fourth
of
July,
we
are
going
to
have
our
hopefully
our
biggest
picnic
and
enjoy
the
celebration
on
the
actual
holiday.
So
we
invite
everybody
to
come
those
days
and
enjoy
the
fireworks
on
Saturday
and
maybe
go
to
one
of
the
other
cities
that
we're
fortunate
to
have
a
lot
more
money
than
we
were
to
put
on
a
show
that
night
and
bit
us
out.
D
So
we're
looking
forward
to
it
and
our
staff
and
Recreation
has
worked
hard
to
put
together
the
picnic,
the
association
with
the
fire
department,
the
police,
to
put
together
the
agreement
with
the
county
on
Howard
Park
and
get
the
Fourth
of
July
going
and
not
losing
the
fireworks
from
procurement,
Miss
Lewis
to
say,
actually
save
our
fireworks.
So
a
lot
of
effort
that
went
in
and
it's
going
to
be
a
good
two
days
for
the
citizens
here
and
we're
going
to
put
on
show.
Q
So
the
first
thing
I
would
like
to
say
is
I
want
to
thank
the
Tarpon
Springs
police
force
for
capturing
that
robbery
suspect
that
was
an
excellent
I
was
in
Texas
and
I
saw
what
was
going
on
and
I
was
hoping
that
you
would
apprehend
you
did
and
I
commend
you
I.
This
town
does
not
need
that
as
a
reputation
so
I
commend
you.
Q
I
did
also
want
to
speak
a
little
bit
about
this
item.
10
that
we
pushed
off
I
got
to
look
at
it
and
there
was
something
a
little
bit
concerning
to
me
about
it.
So
the
first
one
seems
to
be
written
on
Thursday
June
22nd
at
5
56.,
it's
written
to
the
exact
same
people.
The
subject
is
the
exact
same
people
and
just
to
move
things
quicker.
So
is
you're
talking
about
the
the
Riverside
mural.
No,
yes,
but
these
are
letters
being
written
in.
Q
Okay,
so
three
out
of
the
four
of
them
were
written
by
the
within
20
minutes.
Whenever
that
happens,
and
it's
also
addressed
to
the
same
people
exactly
the
subject
is
the
exact
same.
It
makes
anybody
with
any
Common
Sense
realize
somebody
put
people
up
to
write
these.
That's
just
the
way.
I
see
it
and
that's
the
way
anybody
would
see
it.
Q
Q
Yes,
I
want
to
thank
everybody
and
have
a
safe
Fourth
of
July,
we'll
be
celebrating
it
on
the
first
through
the
fourth
and
I
apologize
to
anybody
who
has
a
dog
because
I
know
this
is
not
a
good
time
of
the
year.
So
thank
you.
Okay,.
AB
I
was
going
to
say,
you
know,
switching
everyone,
a
safe
and
happy
Fourth
of
July,
the
fireworks
display
I'm
sure
is
going
to
be
great
and
probably
will
lead
into
about
four
days
of
fireworks.
So
fortunately,
like
the
Mr,
Eisner
talked
about
dogs
will
be
affected
and,
regarding
that
number
10
I'm
actually
happy
I
went
back.
AB
I
think
there
were
some
elements
that
were
missed
and
the
residents
the
people
who
have
lived
here,
their
whole
Lives,
who
understand
the
neighborhoods,
addressed
it
and
were
very
vocal
and
that's
how
we
get
things
done
around
here
and
that's
really
the
big
difference
between
people
who
have
lived
here,
their
whole
Lives
who
understand
the
neighborhoods
and
the
communities
that
make
up
Tarpon,
Springs
and
people
who
just
move
here.
Who
really
don't
know
and
speak
out
of
turn
about
subjects
and
issues
that
really
affect
communities
that
they
didn't
grow
up
in.
AB
AC
Yeah
I
just
want
to
say
the
same
thing.
Everybody
else
is:
have
a
safe
and
happy
fourth
enjoying
the
fireworks
on
the
first
and
I'm,
glad
that
we're
having
fireworks
I'm,
glad
we're
having
an
expanded
picnic
and
again
I'm
sorry
for
the
dogs
over
the
weekend,
because
it's
going
to
be
a
long
one.
Thank
you.
A
I
want
to
wish
everybody
a
happy
4th
of
July
and
a
safe
Fourth
of
July
I'm
hoping
next
year.
We
can
have
everything
on
the
4th
of
July,
but
nevertheless
we'll
take
what
we
can
get
these
days
and
and
recognize
our
very
probably
the
most
important
for
me
holiday
of
the
of
the
year.
A
I
I,
don't
want
to
say
anything
at
the
time.
With
regard
to
comments
concerning
one
of
our
residents,
who
you
know
during
public
comments,
I
I
didn't
agree
with
what
the
resident
said
at
the
time.
He
said
that
a
couple
weeks
ago
and
and
I
understand
how
people
feel
about
it
and
I
and
and
and
and
I
think
what
we
the
message
tonight
to
that
individual
I
think
he
got
it.
A
He
better
half,
because
I'm
not
sure
how
much
more
we
could
have
done
to
make
sure
he
got
it
for
myself
personally
I'm
a
little
bit
of
a
Kinder
individual
and
I
kind
of
deal
with
things
a
little
differently
and
and
the
reason
why
is
you
know,
I
was
a
commissioner
when
none
of
you
were
Commissioners
and
I.
A
Remember
what
I
went
through
and
also
a
couple
of
you
that
actually
got
up
to
the
podium
and
were
gaveled
down,
because
some
of
the
Commissioners
didn't
want
to
hear
what
you
had
to
say
and
I
just
don't
want
to
create
an
environment
here
which
is
similar
to
that.
Like
I,
said
I,
don't
condone
what
the
one
individual
said,
but
it's
one
individual,
not
not
several.
A
So
when
we
start
looking
at
our
rules
of
procedure
to
start
limiting
access
to
what
I
refer
to
into
what
the
City
attorney
is
going
to
refer
to
as
the
public
forum,
we
need
to
be
very,
very
careful,
and
we
are
here
to
listen
to
the
residents.
That's
the
main.
That's
my
only
function
is
to
listen
to
the
residents.
If
not
me
personally,
I've
got
a
lot
of
things
that
I
would
like
to
see
happen,
but
some
of
those
are
very
much
in
a
minority
and
I
get
it.
A
You
know
the
residents
want
this
and
they
want
that
and
that's
what
they're
going
to
get
regardless
of
what
I
want.
So
I
also
want
to
remind
the
commission
that
when
we
had
some
of
the
more
controversial
issues
that
we've
had
in
the
past,
many
people
that
spoke
at
that
microphone
did
not
live
in
the
town.
They
lived
out
of
town.
Actually
they
traveled
long
ways
here
to
say
things
that
were
important
to
get
the
commission's
attention.
A
So
I
I
I'm
not
sure
what
the
City
attorney
is
going
to
come
up
with,
but
I
I
want
to
be
mindful
of
that,
and
and
I
just
want
a
Kinder
gentler
government.
Maybe
I
condone
a
bit
too
much
as
far
as
what
people
say.
I
grew
up
at
a
time
where
I
actually
had
to
accept
what
was
said.
You
can
make
an
issue
of
it
and
then
you
wind
up
just
getting
into
arguments
and
things
and
things
deteriorate
very
quickly,
so
I
want
to
just
we've
got
to,
in
my
opinion,
an
excellent
Commission.
A
It's
an
outstanding
commission,
I
I,
think
that
you
know
in
terms
of
what
we
do
for
the
residents
how
we
vote
for
the
residents.
I.
Don't
think
that
we've
we've
failed
in
that
at
all
and
and
I
also
want
to
continue
listening
to
the
residents.
We
owe
that
to
them,
and-
and
that's
all
I
want
to
say,
I-
think
that
I'm
going
to
wait
for
the
City
attorney
to
come
back
to
answer
the
questions
that
commissioner
couleana
said
and
then
we'll
go
from
there.
A
Our
rules
of
procedure
I
did
get
a
letter,
an
email
from
one
resident
that
was
somewhat
critical
of
the
one
individual
and
some
of
the
things
that
were
said
and
I
sent
that
Resident
a
copy
of
our
rules
of
procedure,
specific
specific
provisions
and
I
said
you
decide
whether
we
could
have
intervened
and
or
not,
and
and
based
on
my
opinion.
We
in
my
reading
of
the
rules
we
could
not.
So
certainly
we
could
modify
those
to
tighten
those
up
and
I.
