I'm
used
to
working
into
the
evening
lately
now,
but
let
me
share
my
screen
with
you
here,
I'm
just.
I
got
a
brief
presentation
on
a
couple
things.

Okay,
great,
like
I
said
what
I
want
to
do
is
just
briefly
go
over
the
budget
for
fiscal
year,
2021,
the
one
you
all
worked
on
a
little
bit
on
covet
19
and
the
effects
on
the
city
and
then
an
update
on
the
fiscal
year,
2020
financials
the
2021
budget
and,
as
you
probably
know
it,
it
finally
got
approved
on
september
15th,
the
final
public
hearing.

You
know
it's
it's
it's
a
long
process
you
know
from
when
it
started
in
february
to
to
when
it
finally
ended
in
september
and
some
years
it
just
seems
to
be
getting
longer.
But
what
I'm
just
showing
here
is
this
just
wanted
to
briefly
show
you
the
the
total
budget
and
how
it
ended
up
for
fiscal
year.
2021.

I
mean
a
decrease
of
733
000
under
the
previous
years
or
1.15
under
and
as
I've
always
liked
to
look
at
since
they're
90
91
of
the
budget
is
the
five
largest
funds
we've
got
about.
30
funds,
but
these
are
the
five
largest
you
know.
The
general
fund
ended
up
at
twenty
six
million,
seven
hundred
eighty
six
thousand
five,
eighty
five,
an
increase
of
two
point:
nine,
seven
percent
or
seven
hundred
seventy.
Two
thousand
most
of
that
due
to
pay
increases.
A
The
new
internal
auditor
and
the
paramedics
from
the
grant
that
were
transferred
into
the
general
fund,
water
and
sewer
fund
ended
up
at
eighteen
million.
Eight
hundred
and
seventy
eight
thousand
nine.
Fifty
a
decrease
of
six
point:
two
eight
percent
or
one
volts,
one
point
million
decrease
and
most
of
those
because
a
couple,
a
couple
large
capital
projects.

Last
year,
a
new
test
wells
and
and
a
another
water
line
that
was
put
in
sanitation
fund
ended
up
at
6.2
million,
a
15
percent
increase,
and
most
of
that
is
due
to
the
just
the
cost
of
the
contract,
with
waste
management,
stormwater
fund,
1.7
million
budget,
a
decrease
of
1.8
million,
a
51
percent
decrease,
and
mostly
that's
because
of
the
big
pen
growth
project.
For
like
three
million
dollars,
that's
really
just
getting
started
right
now.

penny
fund
ended
up
with
a
budget
of
3.5
million
about
1.1
million
more
and
mostly
just
due
to
more
capital
projects
being
budgeted
and,
as
I
say,
those
three-
those
five
funds
are
91
percent
of
the
total
budget.

No
I'm
just
going
to
try
to
hit
on
highlights
of
you
know
the
the
main
the
millage
rate
was
maintained
at
5.37,
the
water
rate,
increased
2.75,
sewer
rate
increase
2.75,
along
with
the
reclaim
2.75.
Those
are
all
in
the
ordinance
through
2028
they're
at
2.75
percent
refuse
per
the
contract.
Increased
3.33
recycling
was
an
increase
of
1.63
and
stormwater
increased
50
cents
per
month,
and
that's
also
in
the
ordinance
says
I
think,
until
2025
it
increases
50
cents
a
year.

Salary
increases
pay,
increases
for
general
employees,
we're
between
three
and
six
percent.
I
try
to
make
the
increases
between
four
and
six
percent.
Is
the
effort
by
the
city
to
bring
all
the
lower
income
and
lower
rate
employees
up
to
the
fifteen
dollars
an
hour
we're
getting
closer?
I
think
we
only
have
eight
or
ten
left
that
are
under
fifteen
dollars,
an
hour
police
and
fire
unions
still
under
negotiation.
For
the
salary
increase
is
what
we
might
have
finalized
the
police
one,
but
I
don't
know
if
it's
been
totally
finalized.

Monday
night,
the
insurance
premiums,
health
insurance
premium
ended
up
a
two
percent
decrease.
Dental
insurance
was
a
fifteen
point.
Eight
percent
decrease
life
insurance
premium
was
a
six
point:
seven
percent
increase
long-term
disability,
17.5
percent
increase
property
liability
was
a
one
point.
One
percent
increase
workers,
compensation
of
fifteen
point.
Two
percent
increase.

Retirement
plans
general
employees,
pension,
no
change,
it's
a
defined
contribution.
It's
it's
still
at
8.7
percent,
the
police
pension
we
funded
at
the
end
required
contribution.
A
It
was
originally
at
the
at
the
609
000
of
what
was
from
the
actuary,
but
for
the
first
time
the
city
made
a
lump
sum
payment
just
last
week
of
577
thousand,
so
we
could
save
31
000
by
paying
it
all
at
the
at
the
beginning
of
the
fiscal
year.
Instead
of
before,
we
would
pay
it
weekly
with
each
payroll
payroll
check
run
each
week
throughout
the
year.

So
we
decided-
let's
just
make
a
lump
sum
payment,
save
some
money,
and
I
think
I
calculate
even
I
kept
the
money
in
the
bank
and
made
those
we
made.
The
weekly
payments
we'd
only
earned
maybe
three
thousand
dollars,
so
we
save
31
000
on
the
police
pension
contribution
by
paying
it
the
first
week
of
october
same
with
the
fire
pension.
We
did
the
same
thing.

New
positions
in
the
budget,
as
we
mentioned
the
internal
auditor
position-
and
there
is
also
a
code
enforcement
officer
position
put
in
the
budget.
Well,
we
had
one
before
we
just
we
sort
of
reactivated
the
position,
I'm
just
trying
to
hit
on
some
of
the
major
capital
projects
as
up
top.
It
says
the
cip
total
is
9.7
million
public
safety.

We
did
the
same
for
june,
comparing
june
of
this
year
to
june
of
the
previous
year,
so
we
lost
106
163
thousand
from
july
to
july
we
lost
60
thousand
august.
We
started
seeing
some
improvements.
As
you
can
see,
we
had
a
positive
number
there
and
mostly
that's
a
the
revenue
sharing
and
the
penny
sales
tax.
So
we
we
went
up
27,
000
and,
like
I
said
this
is
comparing
actuals
to
actuals
this
year
to
the
previous
years.
For
those
months
september.

Other
revenues
that
were
affected
by
coved
19,
comparing
again
comparing
this
year
to
last
year.
Recreation
fees
are
down
171
000,
cultural
events,
which
is
mostly
the
theaters
and
the
performing
arts,
because
it
was
closed
down.
138
000
were
down
in
revenue
code
enforcement.
Fines
were
down
35
000
interest
earnings.
Well,
you
know.
Before
the
pandemic,
we
were
earning
close
to
two
percent.

We
waive
penalties
and
turnout
fees
in
the
water
and
sewer
fund,
so
we're
down
about
131
000
because
of
waiving
those
fees,
golf
course
revenues
those
first
few
months
we're
down
because
they
shut
down
the
golf
course
for
a
little
over
a
month,
but
they've
had
some
of
their
best
months
of
june
july
august
for
a
long
time,
and
they
really
they
recruit
all
those
loss
in
revenue,
so
they
gotta
at
the
end
of
the
year,
they've
got
a
positive
number
of
eight
hundred
eighty
three
dollars
that
they
ended
up
because
they
they
they
were
just
showing.

expenses

dealing
with
the
zoom
and
the
virtual
meetings.
You
know
the
equipment
of
supply,

disinfection
of
public
facilities,

cost

these
different
boards.

for
a

We
had
an
impact
fee
study
performed
by
our
consultants
so
and
they
suggested
that
they
we
decrease.
The
rates
for
police,
fire
library,
parks
and
rec
parks
and
recreation
and
general
government
went
before
the
board
the
first
week
of
october,
and
so
all
those
fees
were
decreased.
Those
are
the
impact
fees
there.

As
you
probably
remember,
the
marina
fees
were
increased
in
march
of
2019,
and
I
I
see
that
helping
the
revenues
in
the
in
the
marina
fund
where
before
it
was
at
a
loss,
but
now
I'm
hoping
that
you
know
the
revenues
are
more
equal,
the
operating
expenditures.
So
we
won't,
we
were,
we
were
decreasing
it
operating
loss
about
20
000
a
year,
so
I'm
hoping
this
will
bring
us
more
back
to
at
least
break
even
or
be
a
little
profit
for
income.

We
got
the
external
auditor
and
I
think
a
couple
of
you
were
on
the
committee
there
we
selected,
you
know
you
all
selected
mod
and
jenkins
for
five
years.
They
seem
very
good.
We've
started
working
with
them
on
the
2020
audit,
something
else
going
on
the
board
tuesday
night
just
approved
doing
the
water
and
sewer
revenue
sufficiency,
analysis
which
will
be
performed
by
the
consultant.

drop-off

covet

generally

into

budget

decline
in
those
sales
tax
revenues,
but
I
did
for
the
first
six
months.

fairly

really
there

kind

simplify
and
kind

all
in
all

be
an
all-in
document,
but
it
does
help
you
because
you
can
put
checkpoints
if
somebody
meets
the
criteria
or
has
the
experience
that
we're
looking
for.
You
can
give
them
two
points
in
that
in
that
area
that
box.
If
they
don't
have
it,
they
don't
get
any
points.

equivalencies
throughout
the
job
description.
It
does
say
that
there's
an
equivalence
if
you,
if
you
can
determine
that,
so
what
we're
trying
to
do
is
if
you
feel
that
they
have
something
equivalent
that
is
fully

can
give
them
two
points.
If
it's
partial
you
can
give
them
one
point
and
then
there's
a
column
for
comments.
