B
A
It's
two
o'clock
and
I'm
gonna
call
to
order
the
tarpon
springs
code
enforcement
and
I'm
working
without
my
notes
today,
we'll
see
if
I
can
get
through
it,
we'll
have
a
roll
call.
Please
bobby
yes,
ma'am,

We
seek
blessings
on
the
tasks
before
us
bless
our
efforts
with
clear
insight,
our
deliberations
with
wisdom,
our
work
with
clarity
and
accuracy
and
our
decisions
with
impartiality.
We
gather
to
make
decisions
for
our
community.
May
we
use
only
our
best
skills
and
judgment,
keeping
ourselves
impartial
and
neutral,
as
we
consider
the
merits
and
pitfalls
of
each
matter.
This
place
before
us
and
always
act
in
accordance
with
what
is,
in
the
best
interest
of
the
city
of
tarpon
springs
and
our
fellow
citizens.
This
we
pray,
amen,
amen.
F
A
Justice,
it
is
the
intention
of
this
board
to
promote,
protect
and
improve
the
health,
safety
and
welfare
of
the
citizens
of
tarpon
springs
by
providing
an
equitable,
effective
and
inexpensive
method
of
enforcing
various
codes
within
the
city
of
tarpon
springs.
Any
aggrieved
party
may
appeal
a
final
administrative
order
of
this
board
to
the
circuit
court.
Such
appeal
shall
be
filed
within
30
days
of
the
execution
of
the
order
to
be
appealed.
A
Florida
statute
286.0105
requires
any
party
appealing
a
decision
of
this
board
to
have
a
record
of
the
proceedings
to
support
such
an
appeal.
The
procedure
of
this
board
is
as
follows.
First,
the
city
presents
its
witnesses
and
exhibits,
after
which
the
alleged
violator
is
able
to
ask
the
city's
witnesses
any
specific
questions
regarding
their
testimony.
A
A
A
After
those
three
steps
were
taken,
this
board
will
close
the
public
hearing
portion
of
the
case
to
discuss
it
and
take
appropriate
action
before
before
we
begin
the
public
hearings,
we'll
have
all
potential
witnesses,
stand
and
be
sworn
in
by
the
secretary
of
the
board
and
a
reminder
to
turn
your
cell
phones
off.
Please
are
you
folks
here
to
testify
today?

B
All
the
photographs
and
exhibits
that
were
given
to
the
violator
are
exact
copies
of
what
is
being
presented
to
the
board.
All
notices
were
mailed
to
the
property
owner
of
record,
as
determined
by
the
pinellas
county,
property,
appraiser
and
tax
collector

all
notice
of
violations
and
notice
of
hearings
are
sent

receipt
requested
and
first

B
Okay,
so
we
have
had
contact
with
the
owner
by
phone
calls.
We
did
the
initial
inspection
on
december
30th
of
2020.
The
property
was
overgrown,
there
was
debris
on
the
west
side
of
the
home,
and
the
pool
was
black.
How
I
was
able
to
view
the
violations
was
from
the
home
at
605
sugar
mill.
The
property
owner
asked
me
to
come
on
his
property
to
view
the
violations
on
december
30th
of
2020,
the
notice
of
violation
was
mailed
and
the
green
card
was
returned
signed
on
february
1st
of
2021.
B
There
was
a
re-inspection
signs
that
the
property
had
been
improved
were
shown.
They
were
working
on
cleaning
up
the
pool.
It
was
now
more
of
a
green
rather
than
a
black.
B
This
pool
screen
was
repaired,
a
large
amount
of
the
vegetarian
debris
was
removed,
but
the
pool
was
still
not
in
a
sanitary
condition
and
the
back
was
still
overgrown.
B
B
So
I
did
choose
to
go
ahead
and
send
another
final
of
final
notice
of
violation
at
that
time,
because
everything
else
had
been
completed
and
I
was
trying
to
give
the
owner
a
chance
to
get
it
get
it
finished.
B
B
B
A
While
she's
doing
that,
let's
for
the
record
make
a
note
that
one
additional
board
member
has
come
in
and
won't
vote
on
this
issue
because
he
came
in
partly
through
it
is
that
appropriate.
Mr
trask.
Yes,
thank
you.
B
B
And
then
this
was
a
picture
of
the
pool
that
was
the
at
this
point.
The
screen
was
ripped,
it
was
open,
the
pool
was
black,
they
sense
of
repaired
everything,
but
the
pool
is
not
yet
completely
sanitary,
and
this
was
just
showing
more
of
that
and
some
of
the
overgrowth
in
the
back
and
that's
all
the
pictures
I
have
for
that.
A
B
Right,
I
would
like
you
to
find
the
pool
not
in
compliance
okay
and
the
code
that
adopts
the
international
property
maintenance
code,
but
the
other
8-52
is
in
compliance
it's
in
compliance,
but
I
would
request
that
the
board
establish
that
so
that,
if
they
he's
not
in
compliance
in
the
future,
he'd
be
a
repeat
violator
for
that.
Okay,.
D
A
A
G
D
D
A
A
A
B
Idea
how
long
that
would
be
that
that
would
be
he
requested
for
three
weeks
to
get
it
totally
completely
done
the
pump
repaired
and
the
pool
and
sanitary
condition.
Okay,.
A
No
stop
your
emotion,
okay!
I
move
based
on
the
testimony
evidence
and
facts
presented
in
law
at
the
time
of
the
alleged
violations,
city
code,
6-1
and
ipmc
code,
303.1
of
the
city,
ordinances
up
top
and
spring
were
in
force
in
effect,
and
the
respondent
was
in
violation
thereof.

B
Thank
you.
We
have
had
contact
with
the
owner's
son,
mr
george
and
xe,
and
he's
here.
B
Okay,
so,
basically,
on
february
16th,
we
I
conducted
the
initial
inspection.
The
property
was
overgrown
along
the
size
of
the
property
in
the
back.
Vines
had
overgrown
several
trees.
There
was
a
pepper
tree.
On
the
east
side,
there
was
a
dilapidated
block
wall
on
the
west
side
that
needed
to
be
removed
and.
B
So
those
were
basically
what
I
I
saw
when
I
did
the
initial
inspection.
We
went
ahead
and
mailed
the
repeat,
violator
notice
of
hearing,
as
well
as
a
notice
of
violation
for
some
new
inspections
and
the
green
card
was
returned
signed.
B
I
did
have
contact,
as
I
said,
with
we
had
tried
to
reach
out
because
we
had
heard
from
the
tenant
that
there
were
some
personal
issues
that
were
going
on
with
the
owner
and
I'll.
Let
mr
next
to
explain
that
so
we
did
try
to
reach
out
to
the.
We
noticed
that
there
had
been
a
change
of
address
for
the
registered
agent
address,
so
we
did
try
to
reach
out
to
make
sure
that
they
were
aware
that
this
had
occurred.
B
B
B
Okay,
so
this
just
shows
some
of
the
overgrowth
in
the
back.
They
actually
had
been
cutting
the
just
the
front
area
that
was
not
overgrown,
but
the
entire
property
wasn't
being
maintained.
B
There
was
just
more
of
the
blocks
that
were
buried
and
some
of
the
overgrowth
on
the
east
side
of
the
property,
the
pepper
tree.
That
was
there
and
that's
it
so
also
just
to
let
you
know
mr
annexie
reached
out
to
me
as
soon
as
he
received
the
notice.
B
I
met
him
at
the
property.
He
explained
to
me
some
circumstances
that
he'll
explain
to
you.
He
got
the
property
in
compliance
very
quickly.
B
After
we
made
contact
was
very
communicative
and
very
proactive,
and
so
what
I
would
like
for
this,
the
code
board
members
is
to
find
the
property
and
violate
in
violation
of
8-40
the
duty
to
maintain
private
property
and
in
violation
of
city
code
8-52
for
nuisance
prohibitions,
and,
like
I
said,
the
main
thing
I
wanted
to
make
clear
was
that
he
did
reach
out
to
us
immediately
and
took
care
of
the
maintaining
the
property
as
quickly
as
possible.
And
that
concludes
my
testimony.
B
A
F
F
B
Yes,
I
would
based
on
kind
of
the
history
that
we
learned
from
mr
anaxie
about
his
mom.
It
may
explain
some
of
the
previous
repeat
violations,
so
it
is
not
my
goal
to
see
a
heavy
fine.
Mr
nexi
has
worked
on
this
property,
in
addition
to
being
proactive
on
other
properties
that
we
don't
have
code
cases
so
again,
my
just
to
let
you
know
that
my
goal
is
not
to
have
a
normally
as
a
repeat
violator
that
fines
get
higher.
B
F
No,
I
mean
I
want
to
go
too
much
into
her
medical
history,
but
you
know
just
she
was
diagnosed
not
to
handle
any
finances
or
drive
pre-covered
in
the
paralysis
now.
So
you
know
this
was
happening
for
years.
I
just
didn't
know
you
know,
because
she
was
functioning
so
there's
no
way
for
me
to
really
know
that
she
was
that
sick.
B
A
G
D
H
C
G
C
D
A
A
A
E
Okay,
so
mr
nexi,
an
xe
group
llc,
has
been
found
in
repeat
violation
of
two
code,
section
hs,
40
and
8-52.
The
violation
has
been
found
for
a
17-day
period
of
time.
The
code
enforcement
board
has
assessed
a
10
a
day,
fine
for
those
17
days
for
a
total
of
170
dollars.
The
code
enforcement
board
is
also
authorized.
E
Given
the
city,
prosecution
costs
of
105
and
50
cents
for
prosecuting
the
case,
there
will
be
an
order
entered,
it
will
be
ordered
within
approximately
10
days
and
it'll
be
provided
to
annexi
group
llc
at
the
address
listed
with
the
property
appraiser's
office.
So
if
you
have
a
different
address
that
you
would
like
your
documents
to
go
to,
please
let
code
enforcement
staff
know
after
the
meeting.
Otherwise
it
will
be
sent
to
that
address.

we
again
did
have
contact
with
the
owner,
mr
annexey
who's,
the
son
of
mrs
and
xe.
B
B
So
on
february
25th
we
mailed
the
repeat:
violation,
notice
of
hearing
and
notice
of
violation
and
the
green
card
was
returned
signed
on
march
10th.
I
conducted
a
re-inspection
this
this
one.
They
had
an
entire
back
structure
that
was
falling
apart,
so
this
took
a
little
while
they
had
to
completely
remove
that
structure.
B
B
B
B
More
debris
on
the
back,
and
then
you
can
see
where
the
brick
patio
or
the
brick-
I
don't
know
if
that
was
a
barbecue
or
fireplace
or
what
was
falling
apart,
more
debris
along
the
side.
B
F
Same
as
the
other
one,
I
mean
we
reacted
as
fast
as
we
could
to
it,
and
you
know
at
the
same
time,
all
this
is
going
on
we're
trying
to
get
rid
of
all
the
tenants
that
weren't
paying
her
for
years.
So
it's
been
a
challenge,
you
know
we're
trying
to
clean
up
and
because
they
just
keep
making
it
a
mess.
B
I
do
not
I
I
can
verify
that
he
I
I
believe
you
have
removed
all
the
tenants
now
right.

We're

have
imposed
a
fine
of
ten

a

same

same
issues,
item

eight
same

same

I
was
questioning
whether
the

should
be
the
same.

D
A
A
E
I'd
be
happy
to
sir
it's
it's
the
same.
As
the

A

has
also
awarded
the

The
order
will
be
entered
within
about
a

2021
we
conducted
the
initial
inspection.
We
verified
that
the
short-term
rental
advertisements
had
changed
back
from
the
six
weeks
to
to
one
to
six
days
and
there
were
multiple
websites
that
had
been
changed
to
the
less
than
six
week,
minimum
rental.
B
So
on
march
10th,
because
we
did
verify
that
the
website
has
been
changed,
I
made
a
site
visit
to
the
property.
When
I
arrived,
there
was
a
white
truck
backed
into
the
driveway,
so
I
could
not
read
the
plate
number.
I
walked
at
the
staircase
and
knocked
it
on
the
door.
A
woman
answered
the
door
and
there
was
a
gentleman
present
as
well
I'm
sitting
on
the
back
porch,
but
he
stayed
on
the
back
porch
and
I
did
not
speak
with
him.
B
I
asked
if
mr
tamilla
was
available
and
she
stated
he
was
not
there
and
she
did
not
know
where
he
was,
but
she
would
call
gary
who
lived
next
door.
She
did
not
want
to
answer
any
of
my
questions,
but
she
did
tell
me
she
stayed
overnight.
She
did
not.
She
was
very
uncomfortable
and
did
not
want
to
talk
to
me
about
anything
else.
B
The
next
door
neighbor
whom
she
was
calling
gary
came
out
of
his
front
door
and
stated
that
pete
owned
the
house
that
lived
and
he
lived
next
door,
the
culmination
of
the
short-term
advertisement,
the
unwillingness
of
the
person
staying
there
to
speak
with
me
and
the
fact
that
she
knew
the
number
to
the
neighbor
who
is
listed
in
the
website
as
a
check-in
person
or
it
says,
there's
a
local
check-in
person.
B
B
B
B
B
I
was
on
that
road
for
different
reasons,
actually
different
cases,
and
I
didn't
see
anyone
present
neither
on
monday
nor
tuesday
again,
the
property
owner
had
stated
that
the
guests
had
departed.
So
I
did
comply
the
date
as
of
march
12th
on
march
26
of
2021,
the
sign
was
posted
and
the
affidavit
of
posting
was
signed.
B
Okay,
so
the
first
exhibit
is
just
the
website
showing
that
it
was
a
if
you
can
see
by
the
way.
Oh
you
can
it's
a
minimum
of
six
nights
where
it
says,
select
dates.
B
B
This
is
another
one
where
it
was
a
min
another
website
where
it
was
again
a
minimum
of
six
nights.
A
A
I
Okay,
I
was
at
the
house
on
that
occasion.
There's
three
adult.
Well,
there's
six
adults,
you
know
three
couples
there.
Okay,
the
woman
that
she
ran
into
was
my
brother's
sister-in-law.
Everybody
else
was
out
beth.
Let
me
know
what
was
going
on.
I
resolved
it
right
away.
Okay,
the
websites
that
she's
pulling
up.
I
I
only
have
an
agreement
with
one
website
and,
as
I
noted
I
let
everybody
know,
or
at
least
beth
and
her
one
partner
know
that
the
website
changes
back
to
six
weeks
on
occasion
because
of
a
computer
glitch
when
I
know
that
it
changes
back
to
six
days
from
six
weeks.
I
do
my
best
to
resolve
it.
This
is
a
perfect
example
of
that.
I
changed
everything
to
six
weeks.
You
know
now
we've
got
a
runner
in
there
for
six
weeks.
I
You
know,
I
don't
know
what
else
to
say.
I
do
my
best
to
maintain
the
home.
I've
got
letters
in
there
from
my
neighbors
telling
you
how
nice
the
house
is
that
I'm
a
good
neighbor
that
I
do
my
part.
You
know
it
seems
like
we
have
one
neighbor
that
every
time
she
sees
a
car
parked
in
my
driveway
decides
to
complain,
and
I
understand
beth
is
doing
her
job
I'm
doing
the
best.
D
25.2
of
the
tarpon's
ranks
code
from
march,
the
9th
until
march,
the
12th
and
a
fine
of
50
a
day
for
three
days
or
a
fine
of
a
hundred
and
fifty
dollars.
In
addition,
I
move
that
the
city
be
awarded
a
hundred
and
five
dollars.
No,
I'm
sorry.
Eighty-Five
dollars
for
the
cost
and
it
incurred
prosecuting
the
case.

B
C
B
Thank
you.
So
we
are
requesting
that
the
code
board
members
authorize
the
for
the
attorney
to
commence
the
foreclosure
process
for
the
code
enforcement
lien.
B
Basically,
it's
for
case
number,
one.
Eight,
eight,
zero,
zero,
zero,
zero,
three
five
one
for
barbara,
a
bells
for
the
address
of
711
north
distant
avenue
for
nuisance
and
trash
prohibitions.
The
outstanding
fines
are
currently
190
000,
approximately
190
thousand
dollars
352
dollars.
Excuse
me:
190
352
dollars
the
homes
it
the
homestead
status
is
no.
It's
not
homesteaded.
B
There
have
been
20
additional
cases
on
the
property
and
those
are
attached
for
you.
The
current
case
was
presented
during
the
code
board
hearing
of
july
12
2018
and
given
a
compliance
deadline
of
august
13th
of
2018
or
a
daily
fine
of
200
per
day
until
complied
the
property
has
not
come
into
compliance
and
a
200
day.
Fine
has
been
accruing
on
the
property.
A
lien
was
placed
on
the
property
on
august
14
of
2018
and
as
of
march
22nd
of
2021,
the
fines
were
in
approximate,
approximately
in
excess
of
193
1
352
dollars.
B
So
I
respect
respectfully
request
the
code
enforcement
board
to
authorize
foreclosure
of
the
above
reference
code
enforcement
board
lien.
If
the
code
enforcement
board
authorizes
foreclosure,
a
request
will
be
brought
before
the
tarpon
springs
board
of
commissioners
for
their
authorization
as
well.
B
B
The
last
time
that
that
the
daughter
was
in
the
office
was
of
january
13
2020.
B
She
and
her
husband
came
into
the
office
they
had
initially
when
this
code
enforcement
case
started
had
made
attempts
to
get
the
property
in
compliance,
however,
between
their
the
property
owner
is
actually
her.
Mother,
ms
bells
and
she's,
probably
not
going
to
ever
return
to
the
property
from
what
I
understand
and
would
not
have
the
resources
in
order
to
bring
it
up
to
compliance.
B
B
B
Screen,
okay,
so
we
do
get
additional
complaints
on
this
property
quite
regularly.
It's
not
far
from
the
elementary
school
and,
of
course,
there
are
property
owners
that
live
directly
around
it.
So
it
is
overgrown.
Quite
often
I
I
I'm
not
gonna
say
because
I'm
not
sure
we
might
have
abated
it
before
for
overgrowth.
B
The
windows
are
boarded,
but
the
glass
is
broken.
I
don't
know
if
you
can
tell
from
the
picture
and
again
from
the
picture
it's
kind
of
hard
to
tell,
but
the
glass
is
broken.
B
There's
debris
by
the
front
porch
that
just
remains
there
and
people
tend
to
dump
there
again.
You
can
see
that
it's
just
overgrown
the
boarding
really
isn't
even
effective
at.
I
think
it's
been
knocked
in
and
only
some
of
the
properties
or
some
of
the
windows
are
boarded,
and
this
is
just
the
posting
of
the
foreclosure
notice.
B
B
B
G
I
don't
see
a
listing
of
of
this.
The
emotion
that
we
would
ordinarily
give
so
is
we
just
say
something
like
this
board
authorizes
a
foreclosure.
E
G
A
Verify
that
this
is
for
case
number
18-800351.
This
is
always
a
sad
thing
for
us
to
have
to
do,
but
the
motion
has
been
made
and
seconded.
Would
you
like
to
call
have
a
roll
call?
Please,
mr
prepario
aye?
D
E
I'll
be
requesting
authorization
to
file
the
foreclosure
action,
and
I
just
just
for
some
clarity
sake,
just
so
that
you
know
we
always
attempt
to
obtain
a
deed
in
lieu
of
foreclosure,
which
means
we'll
contact.
The
current
property
owner
asked
her
if
she
would
sign
the
deed
over
to
the
city,
so
the
city
can
get
it
into
compliance.
E
A
E
E
The
petition
must
be
in
writing
signed
by
the
violator
and
include
a
copy
of
the
affidavit
of
compliance
executed
by
the
code
inspector.
The
petition
must
include
conclusive
evidence
showing
extreme
or
undue
hardship
in
the
payment
of
the
fine
or
preventing
the
violator
to
come
into
compliance
within
the
time
period
established
by
the
board's
order.
E
The
board
secretary
shall
schedule
the
petition
to
be
considered
and
the
board
shall
make
his
determination,
based
solely
on
upon
the
written
petition.
The
board
may
request
information
from
the
code
inspector.
The
board
secretary
shall
notify
the
violator
by
regular
mail
of
the
determination
made
by
the
board.
E
E
A
A
I'm
also
unclear
who
tyler
gold,
who
submitted
this
is
there's
no
documentation
of
who
he
is
and
what
his
relationship
to
the
property.
I
don't
see.
B
I
believe
she's
available
on
the
zoom.
If
you
want
to
ask.
E
Okay,
let's
stop
right
there.
The
rule
requires
you
to
make
your
determination
based
solely
upon
the
written
petition.
B
E
E
A
A
A
E
G
A
D
It
seems
as
though
the
bank
has
known
about
this
issue
since
2018,
at
least
and
they've
done
nothing
to
reduce
the
issue.
A
The
question
becomes
whether
or
not
you
take
into
consideration
that
the
person
that
was
in
the
residence
there
was
a
moratorium
on
evictions
and
that
was
for
over
a
year
and
that
that
might
factor
into
part
of
why
it
wasn't
nothing
more
was
done
at
that
time,
even
after
the
eviction
process
was
lifted.
They
didn't
at
that
point,
and
so.
A
A
part
arbitrary
arbitration-
we
could
talk
about
that,
so
nothing
was
done
between
march
2018
and
when
the
it
says
that
the
the
evictions
were
left
were
weren't
raised
until
december
31st
2020
because
they
couldn't
because,
but
there
was
a
whole
two
years
prior
to
that
and
time
since
then,.
G
A
F
H
D
G
E
Sure
that
the
the
outstanding
code
enforcement
fine
for
this
particular
case,
zero,
zero.
Seven
nine
five
has
been
reduced
from
eighty
thousand
two
hundred
thirty
three
dollars
to
eleven
thousand
two
hundred
and
thirty
one
dollars
and
fifty
cents.
If
paid
within
sixty
days,
should
it
fail
to
be
paid
within
sixty
days
it
will
revert
back
to
the
original
fine
amount.
A
G
A
A
I
make
a
motion
to
to
approve
the
january
february
enlargements,
we'll
do
it
as
a
group.
Unless
I
hear
an
objection
all
in
favor.
A
A
A
H
H
Whenever
angry
people
vent
their
spleen,
they
go
full
full
bore
facts,
be
damned
I've,
seen
the
commissioners
being
accused
of
all
sorts
of
malfeasance
grafting,
corruption
by
known
offenders
and
miscreants.
H
H
I
spent
37
years
protecting
this
nation
in
various
hazardous
and
combat
zones
and
being
entrusted
with
the
nation's
highest
secrets.
I
know
my
character
is
beyond
reproach.
I
will
not
be
intimidated
by
baseless
innuendo,
like
dylan
thomas.
I
will
not
go
gentle
as
had
a
good
night
and
would
highly
recommend
that
people
follow
the
rules
and
laws
of
tarpon
springs,
and
that's
all
I
have
to
say
thank
you.
