Our
father
in
heaven
we
seek
blessings
on
the
tasks
before
us,
bless
our
efforts
with
clear
insight,
our
deliberations
with
wisdom,
our
work
with
clarity
and
accuracy.
In
our
decisions
with
impartiality,
we
gather
to
make
decisions
for
our
community.
May
we
use
only
our
best
skills
and
judgment,
keeping
ourselves
impartially
neutral,
as
we
consider
the
merits
and
pitfalls
of
each
matter
that
is
placed
before
us
and
always
act
in
accordance
with
what
is
in
the
best
interests
of
the
city
of
tarpon
springs
and
our
fellow
citizens.
This
we
pray,
amen,
amen.
A
These
are
the
procedures
for
the
code
enforcement
board.
It
is
the
intention
of
this
board
to
promote,
protect
and
improve
the
health,
safety
and
welfare
of
the
citizens
of
tarpon
springs
by
providing
an
equitable,
effective
and
inexpensive
method
of
enforcing
various
codes
within
the
city
of
tarpon
springs.
A
Any
aggrieved
party
may
appeal
a
final
administrative
order
of
this
board
to
the
circuit
court.
Such
appeals
shall
be
filed
within
30
days
of
the
execution
of
the
order
to
be
appealed.
Florida
statute,
286
.0105,
requires
any
party
appealing
a
decision
of
this
board
to
have
a
record
of
the
proceedings
to
support
such
an
appeal.
A
A
Secondly,
the
alleged
violator
is
allowed
to
make
a
presentation
and
present
his
or
her
witnesses
and
exhibits.
Then
the
city
can
question
the
alleged
violators
witnesses
after
both
rounds
of
testimony
both
on
the
part
of
the
city
and
on
the
part
of
the
alleged
violator.
Each
party
is
asked
to
give
a
closing
argument.
A
First
by
the
city
and
then
by
the
alleged
violator
after
those
three
steps
are
taken,
the
board
will
close
the
public
hearing
portion
of
the
case
to
discuss
it
and
take
appropriate
action
before
we
begin.
The
public
hearings
we'll
have
potential
witnesses,
stand
and
be
sworn
in
by
the
secretary
of
the
board.
So
if
you're
here
to
testify,
please
stand,
thank
you
and
bobby
will
read
you
the
oath.
A
Thank
you
and
again,
if
you've
got
a
cell
phone,
please
turn
her
off
item
number
one
is
has
been
complied
so
item
number
two
on
our
agenda
is
21-8:
zero,
zero,
zero,
zero,
seven
305
grand
boulevard,
stephen
c
brown-
is
anyone
here
for
that
case,
all
right,
if
you,
if
you'd
like
to
come
forward
first,
the
city
will
do
their
and
then
you
get
your
chance
and
then
we'll
go
back
and
forth.
Okay,
and
can
you
tell
me
your
connection
to
this
property?
Please.
E
E
Okay,
so
we're
gonna
go
ahead
and
let
the
city
go
ahead
and
present
its
case
and
then
we'll
decide
after
that,
once
we
hear
the
case
whether
or
not
this
is
appropriate
for
this
person
to
represent
the
estate,
obviously
she
can
testify
still,
though
okay.

Madam
chair,
please
accept
all
the

into
the
record

Thank.
G
G
Another
lock
was
reinstalled.
When
I
arrived,
there
was
someone
on
the
porch
on
the
phone,
but
I
did
not
observe
any
other
violations
per
officer.
Melton
people
were
living
at
the
property
and
it's
in
violation
of
the
international
property
maintenance
code
to
live
in
a
property
without
running
water.
G
On
august
19th
of
2021,
I
received
an
email
from
officer
johnson
that
the
residents
at
that
address
were
stealing
water.
From
the
from
the
neighbor
on
september,
28th
of
2021
a
re-inspection
was
conducted.
I
called
the
utility
department
to
determine
if
the
water
was
still
off.
They
do
not
have
water
sewer
or
trash
per
michelle
in
the
utility
department.
G
G
On
october,
20th
of
2021,
the
notice
of
hearing
was
mailed
and
the
green
card
was
returned
to
sender
was
marked
returned
to
sender.
On
october
25th
of
2021
the
sign
was
posted.
An
affidavit
of
the
posting
was
signed.
I
conducted
the
final
inspection
on
november
3rd
of
2021
for
the
utility
billing
department.
Water
is
still
not
connected.
G
G
G
A
F
Yeah
the
person
that
was
living
there,
no
questions,
okay,
I
don't
did.
Did
the
police
officer
ask
him
if
he
was
just
staying
there
for
a
couple
weeks
or
he
was
living
there.
F
I
G
Right
so
basically,
the
water
was
turned
off
by
the
utility
department.
There
is
no
water
and
there
are
people
living
there.
G
E
The
case
is
only
cited
against
steven
c
brown
estate,
so
that
is
the
only
person
that's
going
to
be
responsible
as
a
direct
result
of
whatever
action
you
take.
C
F
F
F
Okay
with
the
water,
I
was
trying
to
get
it
on
because
when.
D
F
Passed
away,
he
had
a
high
bill
and
I
didn't
know
it
because
he
took
care
of
me.
I
was
with
him
for
27
years
and
I
didn't
know
he
had
a
high
bill.
They
stopped
the
mill
coming
there.
They
stopped
everything
about
him
going
there
because
he
has
kids.
So
I
didn't
know
what
was
going
on
so
when
they
shut
the
water
off.
F
I
didn't
know
it
was
off
until
I
went
and
shut
the
faucet
on,
so
I
called
them
and
I
kept
calling
them
calling
to
call
them
and
try
to
pay
it
and
they
said
well.
You
could
pay
his
bill
and
put
another
375
on
it,
and
I
said
that's
fine
I'll
pay
it
and
then
they
said
well.
We
can't
put
it
on
without
a
lease
and.
F
A
lease-
and
they
said
to
me:
well,
you
have
to
get
a
lease
and
I
said
how
am
I
going
to
get
a
lease
it's
an
estate.
I
said
I'm
only
staying
here
until
I
get
my
stuff
done
and
which
is
hopefully
november
30th.
I'm
moving
back
to
massachusetts,
because
I
have
nobody
here,
my
dad,
my
dad
died
last
year
and
he
died
this
year.
G
F
And
then
my
nephew
called
up
and
said
I'll
pay
the
bill
and
my
nephew
actually
paid
the
bill
and
they
said
they
want
to
put
the
water
on
and
they
never
put
the
water
on
and
the
guy
next
door
with
the
water
I
worked
for
him.
I
thought
I
called
him,
but
I
called
the
guy
on
the
other
side
of
my
house,
so
I
thought
he
said
it
was
okay.
So
when
I
took
his
water
it
was
a
mistake.
That's
all
it
was.
F
F
I
F
F
E
F
I
get
the
electric
and
everything's
in
my
name.
Everything
else
is
in
my
name,
but
they
keep
telling
me
that
I
need
a
lease.
I
need
a
lease.
I
need
a
lease,
so
I
called
the
lawyers
I
called
his
ex-wife
and
everybody.
I
wish
I
would
have
brought
my
phone
because
I
still
had
the
texas
that
she
said
she
had
no
part
of
it,
but
she
owned
fifty
percent
of
it
and
then
she
said
I
had
to
talk
to
the
lawyer,
so
I
kept
calling
the
noise
never
got
back
to
me.
I
I
I'm
sorry,
thank
god,
sorry
about
that.
Yeah
just
irritates
me:
when
people
don't
do
it,
I'm
doing
it,
but
the
issue
today
is
brought
that's
being
brought
to
us,
has
is
not
to
do
with
the
water
just
to
do
with
the
the
state
of
the
property
and
in
a
violation
of
the
violations.
That
thereof
and
anything
else-
and
I
think
the
mr
trask
has
said
point
blank
anything
that
goes
any
penalties
will
go
against
his
state
and
that's
where
we're
at
right
now.
I
F
Okay,
so
if
I
still
had
one
on,
I
wouldn't
be
here
right
because
of
it
was
in
his
name,
and
I
didn't
know
how
high
the
bill
was,
I
would
have
paid
it
until
I
left.
You
know
what
I
mean.
So
I
don't
understand
why
we're
even
here
for
the
code,
because
if
I
paid,
if
I,
if
I
had
the
bill
because
they
stopped
this
meal
coming
instantly
as
soon
as
he
passed
away,
the
family
stopped
everything
they
were
trying
to
get
in
the
house.
F
A
G
A
C
C
F
E
You
don't
have
an
open
water
account.
You
cannot
get
an
open
water
account
without
either
ownership
of
the
property
or
lease
on
the
property.
How
do
you
get
a
lease
on
the
property
you
go
to
the
personal
representative
of
the
estate
and
you
enter
into
an
agreement,
usually
in
writing
with
the
personal
representative
of
the
estate.
While
the
estate
is
pending,
you
haven't
done
that.
E
F
E
So
the
bottom
line
is
if
there
is
a
lawyer
in
the
estate,
the
personal
representative
of
the
estate
can
speak
to
that
lawyer
about
entering
into
a
lease
agreement
with
you.
If
you
are
going
to
stay
there,
unless
you
have
a
lease
agreement
with
the
estate,
the
water
will
not
be
turned
on.
Okay.
Therefore,
there
is
a
violation
of
the
code
and
that's
what
is
being
discussed
here
tonight
today.
These
these
people
will
make.
E
F
Okay,
if
I
talk
to
her
again
and
tell
her
that
this
is
what
you
guys
told
me
now,
because
she
told
me
she'd,
give
me
a
lease.
E
D
D
D
E
H
B
H
I
B
Confirming
november
12
2021
is
your
compliance
date.
Yes,
please
thank
you,
mr
robleson.
E
E
F
E
Okay,
so
miss
cole.
The
code
enforcement
board
has
found
a
violation
of
those
two
code
sections,
mainly
the
international
property
maintenance
code
505.1
for
not
having
the
water
on
at
the
house.
The
code
enforcement
board
found
that
you,
the
property
owner,
has
until
november
the
12th
to
bring
the
property
into
compliance.
E
E
If
you
don't
come,
if
the
property
owner
doesn't
bring
it
into
compliance
by
that
date,
november
12th
a
50
a
day,
fine
will
be
assessed.
Okay,
there
will
be
a
written
order.
The
written
order
will
be
done
within
about
the
next
10
days
and
it
will
be
provided
to
the
property
owner
at
the
address
listed
at
the
penalos
county
property
appraiser's
office.
I
assume
it's
305
grand
boulevard,
so
that
order
will
be
coming.
Obviously
that
will
be
10
days
after
today.
That
will
be
after
the
compliance
date.
E
A
G
G

In
violation
of
city
code
42.00
with
a
previous
fine
of
50
a

totaling
427.50,
which
was
not
paid-
and
I
apologize,
there
was
one
other
repeat:
violation
case
21-80,.
G
In
violation
of
42.00,
that
was
when
it
was
established
and
there
were
no
fines,

a

the

G
All

the
photographs
and
exhibits
were
that
were
given
to
the
property
owned,
are
exact
copies
of
what
is
being
presented
to
the
board.
All
notices
were
mailed
to
the
property
owner
of
record,
as
determined
by
the
pinellas
county,
property,
appraiser
and
tax
collector
databases,
all
notice
of
violation
and
notice
of
hearings
are
sent
return,
receipt
requested
and
first
class
mail
and
madam
chair,
please
accept
all
exhibits
into
the
record
as
evidence.
G
We
have
had
contact
with
the
owner
by
phone.
The
initial
conde
inspection
was
on
october,
8th
of
2021
the
trailer
with
the
excavator
loaded
on
it
was
parked
in
the
front
yard.
On
october,
8th
of
2021,
the
repeat,
violation
notice
of
hearing
was
mailed
and
it
was
per
the
tr
postal
tracking.
Excuse
me,
the
notice
was
left.
No
no
authorized
individual.
G
G
Okay,
so
here's
basically
the
trailer
and
that
you've
seen
before
this
is
just
the
two
pictures
showing
that
it
was
parked
in
the
front
yard.
G
G
I
do
want
to
point
out,
however,
as
you
know,
she
was
here
the
last
code
board
I
want.
I
do
want
to
point
out.
This
is
not
something
that
happened
after
that
code
board
hearing
since
the
code
board
hearing
I've
not
had
any
more
complaints
and
we
have
not
had
any
more
code
cases.
G
This
happened
to
have
happened
prior
to
the
code
board
meeting,
but
because
of
the
10-day
required
notice
could
not
be
on
the
last
month's
agenda.
So
I
do
want
to
point
out
to
you.
I
think
it's
only
fair
that
I
do
that,
since
she
was
here
at
the
code
board
hearing,
I
have
not
received
any
more
complaints
and
have
not
had
any
more
violations.
This
was
already
done
prior
to
that
hearing.
C
I
Yeah,
I
move
that,
based
on
a
testimony,
evidence
facts
presented
in
the
law
that
the
respondents
were
in
violation
of
city
code,
42.00
of
the
tarpon
spring
city
code
from
8
october
to
11
october,
with
a
fine
of
250
dollars
per
day
or
750.
D
D
A
H
D
A
Voice
vote
all
in
favor
any
opposed.
Thank
you.
A
I
I
just
have
a
question:
does:
does
the
city
actually
send
out
any
type
of
a
flyer
or
something
like
in
the
water
bills
that
discusses
common
violations
because
okay,
ignorance
of
the
law,
doesn't
excuse
you,
it's
not
an
excuse
for
violating
the
law,
but
then
again,
if
we
can
front
load
things
and
tell
people
hey,
I
know
some
of
it's
kind
of
stupid.
Don't
leave
your
trash
cans
out
front.
You
know
this
is
here's
the
deal.
But
how
do
we
is
that
publicized.
I
G
You
know
that's
a
good
question.
We
do
have
it
on
our
on
our
web
page,
but
obviously
people
don't.
G
E
E
The
both
of
those
positions
are
filled
by
a
nomination
and
a
vote.
Anyone
can
make
a
nomination
for
anyone
else.
You
can
even
nominate
yourself
if
you'd
like
to
be
the
chair
or
the
vice
chair
once
that
nomination
is
made.
If
there's
more
than
one
nomination,
then
there
will
be
a
vote
taken
on
who
that
will
be.
E
Remember.
The
vice
chair
position
is
just
as
important
as
the
chair.
If
the
chair
is
absent
for
some
reason,
either
conflict
or
sickness,
or
something
like
that,
then
the
vice
chair
would
be
running.
The
meeting
like
the
chair
has
been
running
the
meeting,
so
those
positions
are
for
one
year
and
then
then
they're
both
up
for
you
know
a
new
vote
the
following
year.
So
it's
a
one-year
position
so
hopefully
I've
answered
that
sufficiently
enough.
