heritage
preservation
board
acts
in
a
quasi-judicial,
rather
than
a
legislative
capacity
at
a
quadratic
judicial
hearing.
It
is
not
the
board's
function
to
make
law,
but
rather
to
apply
law
that
has
already
been
established
in
a
quasi-judicial
hearing.
The
board
is
required
by
law
to
make
findings
of
fact,
based
upon
the
evidence
presented
at
the
hearing
and
applied
those
findings
of
fact
to
previously
established
criteria
contained
in
the
code
of
ordinances
in
order
to
make
a
legal
decision
regarding
the
application
before
it.

applicant
has
stated
inner
narrative
that
the
basically
that
the
site
file
form
is
an
error
that
there
was
no
original
front,
porch
enclosed
and
that
there
was
originally
a
front
porch
spanning
the
entire
width
of
this
structure
that
corresponded
with
the
concrete
deck.

did
do
a
site
visit
to
the
property
and
I
did
do
a
search
for
historic
pictorial
evidence
and
I
could
not
locate
any
of
the.
The
applicant
has
not
presented
any,
but
I
could
not
see
the
evidence
of
a
previously
enclosed
front
porch
and
in
fact,
when,
when
we
hear
from
the
applicant,
they
can
also
speak
to
this.
The
the
windows
looked.

I
didn't
enter
the
property,
only
looked
from
the
stream,
the
windows
looked
original
and
I
don't
see
the
evidence
of
the
enclosure.
This
is
a
obviously
a
weather
board,
wood
material
on
the
structure
right
next
door
down
the
street.

locate
that

of
evidence,

am
tending
to

The
applicant
has
some
knowledge

this
structure
and

agree
that
that,
with
what
they're
thinking

site
file
form
may

error

That's
proposed
is
going
to
be
spanning
the
entire
length
of
the
residence.

this
would
be

south
side.

six
feet
on
the
north
side,
so

that
front
line
chord
is

straight
line
and
this
would
correspond
with
where
those
some
front
facade
gables
are
so.
This

the
proposed
design
is
to
basically
mimic
elements
of
the
craftsman
style
to
span
the
entire
front
width.

is
no
railing
proposed,
the
height
of
the
the
deck
would
be
basically
the
same,
and
with
respect
to
the
height
and
width,
given
that
the
structure
had
a
full
width
porch
on
it
previously,
it
is
judged
to
be
consistent,
and
I
don't
think
that
the
the
double
side
gable
facade
is
overly
dominated
by
this
structure.
I
think
everything's
still
visible
the
window,
fenestration
door
double
gables
in
a
roof
form
with
respect
to
your
second
criteria.

not
see
the
roof,
so
the
house
does
have
shingles
on
it,
but
I
could
I
can't
see
that
roof
from
the
street,
so
I
I
think
that
would
be
consistent.
I
don't
know
that
it
has
to
be
a
shingled
roof
and

nearly
flat.

The
deck
is
proposed
to
be
removed
the
concrete
deck
and
replaced
with
a
wood,
wood,
deck,
the
stairs
and
railings
weren't
mentioned,
and
so
that
would
be
something
that
I'd
like
the
applicant
to
speak
to,
but
I
would
assume
they
that
those
are
going
to
be
going
and
be
replaced
with
either
with
the
wood
steps
and
and
wood
railing.
They
will
need
a
rail
on
the
steps
I
believe
by
building
code.
They
don't
have
to
have
one
on
the
porch.
It's
not
high
enough.

the

The
previous
one
doesn't

they

of

applicant
is
proposing

take
the
bricks
from

removed,
concrete
deck
and
use
balls,
recycle
those
and
use
those

brick
pier
they
don't
mention

porch
foundation
piers
would

recommend
that
they
be
brick
or
you
can
discuss
that
and
ask
the
applicant
about
that.

how
that
porch
will
be
attached,
that
might
be
something
they

the

As
far
as
some
staff

concerned-

were
oh
examples
of
structures
that
the
applicant
did
submit
of
examples
to
trying
to
emulate
this
one-
I
don't
know
the
address,
so
I
can't
tell
you
what
what
how
that
relates
to
the
district
this
one.
This
one
is
in
the
district.

is
not
contributing
or
historic.
It
was
built
in
the
70s,
obviously
of
an
old
style,

this
just
shows
one
of

styles

they're
trying
to
emulate.

did
look
through
the
district
for
other
double
side
gable.

craftsman
ones.

could
find
that
had
a
full
width
porch
and
I
couldn't
really
find
one
that
spanned
both
side
gable
structures.
That
doesn't
mean
it
didn't
exist
on
that
structure.

another

but
I
couldn't
find
one
now
on
to
the
carport.
The
carport
is
proposed
to
be
at
the
back
of
the
property
and,
let's
take
a
quick
look
at
your
site
plan
shows
that
it's
going
to
be
back
here
in
in
the
northeast
corner.

It's
going
to
be
behind
a
shed,
which
is
not
mentioned
on
site
files.
So
I
don't
believe
the
shed
is
contributing
and
it
has
a
there's,
a
six
foot
fence
along
one
side
and
a
four
foot
fence
along
the
other
side
and
there's
an
alley
back
here.
This
is
a
one
cargo
carport,
so
it's
proposed
to
be
12
by
20.
The
height
was
not
provided,
but,
as
you
can
see
by
the
drawings,
it's
estimated
to
be
no
more
than
12
feet
high.

very
unobtrusive
location.
It
will
virtually
be
invisible
from
the
front
yard.
There
is
the
shed
there
and
some
vegetation,
so
it
would
be
difficult
at
best
to
see
from
the
front.

orientation

same
as
the
main
structure.
So
from
the
alley
view
it
should
be
congruent
with
the
main

proposing

and
simulated
wood
on
the
gable.

of

with
the

the
application

that
the
new
wood

porch

applicant

responsible

obtaining

about

experience

different
brick

chimneys

not

been
used
over
the
years
extensively

not

extensively,

possible

the
integrity,

strength

brick,

been
compromised.

concerned

year

compromised,
possibly

hold
up
structures
like
that.

the
