If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
C
A
C
C
A
Yes,
this
is
our
first
in-person
meeting
at
the
city,
so
I
just
want
to
mention
a
couple
things
the
microphones
are
set.
So
please,
no
one
touch
any
of
the
microphones
is
what
we
would
ask
there.
A
A
The
speakers
will
be
approaching
the
podium
there
and
standing
behind
the
the
separator
and
speaking
to
the
microphone
one
at
a
time,
and
we
ask
each
speaker
to
if
they
touch
anything
on
the
podium
to
go
ahead
and
wipe
that
down
when
you're
done
and
for
the
next
speaker
so
there's
hand
sanitizer
and
wipes,
and
that's
it
are
there
any
questions
on
the.
C
That's
all
I
have
all
right
we're
going
to
go
to
the
approval
of
the
minutes.
You
you
want.
We've
got
three
of
those
july
6
september,
14th
and
october
5th.
Does
anyone
on
the
board
have
any
corrections
or
anything
comments
on
any
one
of
these?
Let's
start
with
the
july
6th
board
meeting
the
minutes,
no
okay
and
we
need
to
entertain
a
motion
to.
C
The
july
6th
minutes
has
been
approved
as
written
and
we'll
move
on
to
september.
14Th
do.
C
C
G
C
Yes
and
then
on
to
the
october
5th
meeting
the
minutes:
do
we
have
anyone
that
wants
this
two
corrections
or
anything
on
that
one
from
anybody?
No,
no,
then,
let's
entertain
a
motion.
B
C
H
C
I
This
is
a
cross-judicial
proceeding
where
the
heritage
preservation
board
acts
in
a
quasi-judicial,
rather
than
a
legislative
capacity
at
a
quasi-judicial
hearing.
It
is
not
the
board's
function
to
make
law,
but
rather
to
apply
law
that
has
already
been
established
in
a
quasi-judicial
hearing.
The
board
is
required
by
law
to
make
findings
of
fact,
based
upon
the
evidence
presented
at
the
hearing
and
apply
those
findings
of
fact
to
previously
established
criteria
contained
in
the
code
of
ordinances
in
order
to
make
a
legal
decision
regarding
the
application
before
it.
I
The
board
may
only
consider
evidence
at
this
hearing
that
the
law
considers
competence,
substantial
and
relevant
to
the
issues.
If
the
competent,
substantial
and
relevant
evidence
at
the
hearing
demonstrates
that
the
applicant
has
met
the
criteria
established
in
the
code
of
ordinance,
then
the
board
is
required
by
law
to
find
in
favor
of
the
applicant.
By
the
same
token,
if
the
competent,
substantial
and
relevant
evidence
at
the
hearing
demonstrates
that
the
applicant
has
failed
to
meet
the
criteria
established
in
the
code
of
ordinance,
then
the
board
is
required
by
law
to
find
against
the
applicant.
I
Are
there
any
members
of
the
board
wishing
to
disclose
any
expertise,
communications
or
conflicts
of
interest
this
evening?
No,
no,
no
hearing,
none!
Anyone
wishing
to
speak
this
evening.
If
you
could
please
stand
and
raise
your
right
hand
to
be
sworn
in,
do
you
swear
or
affirm
that
the
testimony
you're
about
to
give
is
the
truth,
the
whole
truth
and
nothing
but
the
truth.
I.
A
C
A
D
A
This
is
a
proposal
for
a
driveway
at
49,
west
boyer
street.
This
is
a
contributing
property
craftsman
style,
and
this
is
just
a
picture
of
a
couple
pictures
of
what
the
house
looks
like.
This
is
a
craftsman.
As
you
can
see,
it
had
a
front
porch
that
wasn't
closed
at
one
time.
You
can
still
see
the
piers
for
that
porch
and
the
applicant
wishes
to
place
that
drive
in
the
northeast
corner,
which
is
right
there
on
the
left
side
of
the
property
as
you're
facing
the
property.
A
J
A
A
The
city
will
allow
the
pavement
of
the
portion
partial
pavement
of
the
alley.
The
applicant
will
need
a
right-of-way
utilization
permit
and
we'll
have
to
pave
that
portion
of
the
alley
to
city
standards,
so
that
is
allowed
and
staff
is
recommending
approval
of
this
application.
A
The
applicant
is
responsible
for
obtaining
all
required
permits
and
the
right-of-way
utilization
permit
is
required,
and
the
applicant
will
need
to
submit
a
survey
both
for
the
purposes
of
the
right-of-way
utilization
permit
and
for
pulling
a
building
permit.
This
was
properly
noticed.
We
did
receive
one
response
to
the
notices
that
is
in
your
packet.
E
A
No,
the
like
a
you
know:
the
city
does
licenses
to
encroach
and
those
sorts
of
things
that
is
not
recommended.
In
this
case
the
alley
is
still
public.
A
Some
people
will
lay
gravel
or
pave
portions
of
alleys
to
access
their
properties,
but
it
does
not
revert
to
them
and
it
remains
a
public
alley.
Now
this
alley
doesn't
go:
it's
not
improved
at
this
point.
If
it
ever
should
be
improved,
then
the
city
would
just
go
ahead
and
pave
the
rest,
but
that's
why
the
city
requires
that
the
pavement
be
the
city
standards.
As
far
as
the
structural
aspect
of
the
pavement.
A
A
Those
determinations
haven't
completely
been
made
because
the
applicant
wanted
to
ensure
that
the
board
would
approve
the
driveway
materials
and
design
prior
to
applying
for
those
permits
strange.
So
he
will
have
to
go
through
two
more
processes.
Building
permit
and
right-of-way
utilization
and
that'll
be
reviewed
by
public
works
and
and
they
will
make
a
final
determination.
C
I,
if
someone
might
want
to
make
a
a
motion
to
approve
or
disapprove
well.
K
K
K
I
plan
on
doing
everything
like
exactly
like
up
to
code,
the
standards,
and
I
also
I
also
fully
understand
that
that
piece
of
land
doesn't
belong
to
me
and
that
at
any
point
you
guys
have
the
complete
right
to
to
use
it
or
or
or
take
it
back
or
you
know
for
whatever
that
you
guys
need
for
the
city
and
everything,
and
that's
that's
really
all
I
have
to
say.
I
don't
know
if
I'm
supposed
to
say
anything.
B
K
L
C
C
C
Okay,
could
we
amend
that
and
add
approval
with
these
conditions,
these
three
conditions
that
the
city
has
listed
as
listed?
I
believe
I
didn't
hear
you
say
is
listed.
Thank
you,
okay,
so
we
have
a
second,
let's
go
ahead
and
call
roll
call
brian.
L
C
Okay,
with
that
motion
has
now
been
approved
for
ca,
2115
go
ahead
and
follow
through
with
getting
your
permits
and
whatever
you
need
to
take
care
of
with
the
city
and
we're
going
to
move
to
the
second
application,
which
is
2128
201
bay
street
pat.
Do
you
want
to
give
us
an
update
on
that.
A
A
A
A
A
It
shows
a
more
different
staircase,
not
the
metal
rods
that
are
there
now
additional
windows.
It
shows
the
old
craftsman
style
windows.
So
those
are
some
of
the
features
that
you
can.
You
can
get
from
this
photograph
I'll,
just
briefly
kind
of
run
down
the
items
that
are
proposed
for
the
north
side.
A
That's
the
lemon
street
side
we're
looking
at
the
addition
addition
of
a
new
deck
addition
of
rafter
tails
to
part
of
the
structure,
replacing
an
existing
window
with
the
door,
and
that's
it
for
that
side
for
the
bay
street
or
west
side
we're
looking
at
replacement
of
the
cellar
door
on
the
south
side,
we're
replacing
flooring
and
railing
on
an
existing
deck
which
we'll
look
at
in
a
minute
and
then
the
east
side,
which
is
the
view
from
the
alley.
A
So
this
next
slide
shows
oops.
A
Here's
the
bay
street
side
with
these
steps
and
then
the
lemon
street
side,
so
the
metal
roof
material
is
shown
here.
The
an
older
picture
of
the
craftsman
style
windows,
as
shown
here
and
this
picture,
is
what
the
applicant
submitted
to
show
what
the
new
windows
would
look
like.
These
will
be
vinyl
craftsman-style
windows.
A
First,
with
respect
to
the
new
deck
edition
that
is
going
here
on
the
north
northeast
corner
of
the
property,
which
is
technically
a
side
yard,
but
it's
it's
kind
of
a
subordinate
yard,
almost
acts.
As
a
to
me,
I
had
the
feel
when
I
walked
to
the
property
of
kind
of
a
back,
porch
kind
of
feel
on
this
side
of
the
house.
A
It's
got
the
secondary
entrance
and
then
this
area
over
here
where
the
deck
will
be
on
the
northwest
corner.
There
is
an
existing
deck
which
is
going
to
be
renovated
to
replace
the
rails
and
wood,
but
the
proposed
new
deck
would
look
pretty
much
like
that.
Existing
deck
and
the
proposed
materials
are
the
simulated
wood
to
replace
the
wood
deck.
I
believe
the
deck
that's
there
is
wood
and
the
new
deck
would
be
simulated
wood,
and
it's
felt
that
this
new
deck
will
be
subordinate
in
nature.
A
Won't
detract
from
the
main
structure
this
area
to
the
east.
This
section
of
the
house
is
an
addition
from
1980,
so
it
will
be
kind
of
nested
against
the
original
house.
In
that
addition,
there
will
be
a
door
put
leading
out
to
the
deck
replacing
the
windows
that
door
design
is
proposed
to
try
to
simulate
the
other
doors
that
are
on
the
house.
This
would
be
a
single
door.
A
A
This
is
again
the
the
south
side
of
the
house
and
showing
this
area
with
those
long
windows
is
the
other
1980
addition
to
the
house
and
the
existing
deck.
So
these
windows,
as
well
as
the
rest
of
the
windows
on
the
house,
would
be
replaced
with
the
four
over
one
or
three
over
one
craftsman
style,
whatever's,
gonna
fit
the
applicant
is
not
proposing
to
change
any
opening
sizes,
so
fenestration
would
not
be
disturbed
either
on
the
additions
or
the
original
structure.
A
A
A
Of
the
cellar
door-
and
you
can
see
well
on
the
original,
the
old
photograph-
it
looks
like
there's
a
screen
door
over
it.
So
it's
hard
to
tell
what
was
there
it's
just
a
currently
a
plain
cellar
door
with
a
with
a
window
pane,
the
applicant
is
proposing
a
plain,
solid
door
which
seems
appropriate
for
a
cellar
door.
That's
really
utilitarian
and
meant
to
be
kind
of
diminished
and
with
respect
to
that
front,
entrance.
A
And,
let's
see,
I
showed
you
the
door
to
the
new
deck
as
far
as
the
back
looking
from
the
alley.
This
is
kind
of
what
you
can
see
from
the
alley,
not
so
visible
from
lemon
street,
not
visible
at
all
from
bay
street.
We're
looking
at
extension
of
this
oops,
sorry
about
the
little
roof
extension
here
on
this
1980s
edition
to
cover
more
porch
area,
we're
looking
at
putting
a
french
door
to
replace
these
two
windows
and
removing
another
set
of
windows
altogether.
A
A
And
finally,
there
is
a
garage
on
site
which
is
a
contributing
accessory
structure.
The
applicant
did
not
supply
a
product
sheet
or
picture
of
the
proposed
garage
door.
These
appear
to
be
roll-up
metal
doors
that
are
on
there.
Now
the
proposed
replacement
is
described
as
a
standard
impact
6
panel
opec
door,
which
seems
visually
like
an
improvement
to
me
on
this.
A
The
applicant
should
clarify
the
material
I'm
glad
guessing
it
will
be
metal,
but
that
was
also
not
submitted.
The
I'm
not
sure
exactly
where
the
replacement
of
the
air
conditioner
compressor
will
be.
There's
air
conditioning
equipment
at
a
couple
of
places.
On
the
east
side,
I
would
just
recommend
and
have
recommended,
as
a
condition
that
all
of
the
existing
and
replaced
air
conditioning
equipment
be
hidden
by
some
kind
of
a
shrubbery
or
landscape
screen.
As
your
guidelines
state,
there
are
two
minor
alterations
proposed
to
the
roof.
A
One
already
showed
you
is
this
extension
of
the
porch
back
porch
roof,
the
other
one
is
a
really
visual
in
form.
Only
it's
not
going
to
be
structural
apparently
to
match.
Apparently,
when
that
1980s
edition
was
added,
the
the
two
roof
lines
were
not
lined
up,
so
the
applicant
wishes
to
line
those
up
and
again
the
entire
roof
covering
will
change
from
shingle
to
metal,
see
if
I've
covered
everything
the
architectural
feature.
Additions
are
appropriate
and
I
think
understated
enough.
A
See
how
these
these
come
out
and
there
are
knee
braces
on
the
original
structure,
so
they're
going
to
be
adding
nose
over
on
the
deck
side
over
here
that
where
the
new
deck
is
going,
so
those
seem
to
be
a
good
idea
as
well.
A
So
staff
is
recommending
approval
with
three
conditions
to
obtain
all
required
permits
to
hide
the
air
conditioning
equipment
from
public
view
with
landscaping,
and
I've
suggested
a
condition
that
the
foundational
covering
for
the
new
deck
matched
that
of
the
existing
deck.
That
information
was
also
not
provided
so,
hopefully
the
applicant
can.
Let
us
know
what
the
plan
is
for
that.
A
Are
there
any
questions?
Oh,
and
this
was
publicly
noticed-
and
we
did
receive
one
letter
in
support
which
is
in
your
packet.
Are
there
any
questions.
C
M
In
downey
and
I
live
at
201
bay,
street,
okay
and
right
nice,
you
did
a
very
nice
job.
D
M
I
understood,
but
I
do
have
a
a
piece
of
the
metal
roof.
If
you
would
like
to
see
that
and
and
then
also
they
had
me
bring
in
part
of
the
window,
you
know
just
to
see
the
type
of
window
we're
putting
in,
but
the
main
thing
that
we're
trying
to
do
with
the
house
is
just
to
refurbish
it
back
to
its
original
architectural
beauty.
M
So
the
addition
part,
even
though
it's
done
well,
the
outside
you
could
tell
it-
doesn't
match
the
original
part
of
the
house,
so
we're
just
trying
to
to
make
it
look
seem
like
it's.
It's
always
been
that
way,
because
you
can
walk
around
the
back
and
you
know-
and
you
know
that
that
was
an
add-on,
so
we're
trying
to
just
like
make
it
all
look
like
originally
as
it
used
to
be.
M
You
know,
so
any
other
questions.
I
know
the
I
know
do
know
that
all
the
windows
are
metal.
All
the
windows
in
the
house
have
been
replaced.
Okay
at
some
point
in
time,
and
I
need
to
replace
them
a
lot
of
the
the
start
of
this
project.
Doing
all
the
research
stemmed
from
I
get
kicked
off
from
my
homeowners
insurance
because
there
there's
a
leak
in
the
roof
that
that
was
fixed,
but
then
it's
still
leaking
or
something
and
then
also
with
the
windows.
M
And
so
that's
that's.
What
started
the
whole
idea
for
the
project
of
you
know
just,
but
let's
button
up
this
whole
house
and
get
it
back
to
you
know
how
it
used
to
be.
You
know
to
its
original
beauty,
so
the
the
roof
needs
to
be
replaced
and
I
do
have
the
leak
and
then
the
windows.
M
K
M
M
Or
rubbery,
or
they
they
make
the
nice
lattice
boxes
too.
I've
been
looking
at.
J
M
You
do
need
to
be
able
to
pull
it
out
and
put
it
back,
but
just
something
that
looks
nice
and
stays
tastefully
done.
You
know
in
compliance
and
also
with
all
the
all
our
there's
a
lot
of
beautiful
homes
in
the
neighborhood.
M
Well,
I
I'm
not
quite
sure
we
did
have
a
my
engineer
was
out
right
now,
there's
one
that's
in
the
picture
and
then
there's
three
along
one
wall,
there's
three
and
then
there's
the
where
my
master
bedroom
is
where
that
little
deck
is
and
then
there's
one
and
we're
hoping
to
actually
go
from
four
air
conditioners
down
to
three
air
conditioners.
M
C
M
Said
on
that,
we're
gonna
go
with
solid
insulated
doors:
okay,.
N
M
C
A
So
we'll
need
to
add,
the
application
did
not
include
a
roof
or
any
other
changes
to
the
garage,
only
the
garage
door
and
it
is
a
contributing
accessory
structure.
Okay,
so
if
the
applicant
could
stay
again,
so
he
said,
the
roof
would
be.
M
Replaced
there's
a
there's,
also
a
leak
in
the
garage
roof,
and
it
needs
also
to
be
replaced
and.
A
M
M
Well,
from
from
my
understanding,
it's
they're
all
going
to
be,
if
you
don't
know,
if
you
can
go
back
to
the
one
picture,
they're
all
going
to
be
on
the
back
side
of
the
house
where
there's
one
air
conditioner
already
there,
okay,
yeah.
A
D
I
thought
he
sent,
I
thought
he
sent
is.
M
Because
the
garage
was
always
in
the
you
know,
always
in
the
plan.
B
N
M
Every
single
window
and
there's
48
is
gonna,
have
to
be
replaced
or
insurance
won't
cover
me
properly.
I
don't
know
if
I'm.
N
H
F
B
N
M
C
A
M
We
had,
we
had
talked
about,
you
know,
crank
ones.
M
And
but
with
so
many
windows
in
the
house
and
the
cross
breeze,
I
get
they
really
don't
need
to
open
and
shut.
So
we
felt
it
was
better
just
to
replace
them
with
hurricane
impact,
pain,
windows.
D
C
O
L
O
O
O
I
don't
know
the
name
of
the
top
my
head,
but
so
it
won't
be
visible
from
either
one
of
the
streets
and
then
the
three
can
the
three
air
conditioner
compressors
that
are
on
the
side
will
just
be
replaced
and
because
of
the
sizing
we'll
be
able
to
reduce
the
the
energy
cost
there
and
still
include
the
same
amount
of
air
conditioning
that
she
needs
for
the
for
the
house.
O
So
that,
should
you
know,
bring
everything
more
out
of
the
view
of
what
she's
looking
for
and
then
we
can
use
that
same
like
she
was
saying
that
that
veranda
style
lattice
to
to
make
a
blind
for
it.
The
we
were
talking
about.
Oh
those,
though
yeah
the
long
windows
that
we
were
talking
about.
O
Those
aren't
aren't
available
with
the
grid
configuration
and
I
think
honestly,
they
would
look
even
worse
if
we
tried
to
put
a
grid
in
because
they're
so
tall
and
skinny
the
way
that
they
are
and
all
the
balance
of
the
windows
are
going
to
be.
The
like
the
sample
that
we
proposed
they're,
going
to
be
two
three
or
four
light,
depending
on
the
widths
different
window.
Openings
have
different
widths
and
we're
going
to
try
to
keep
the
lights
consistent.
O
So
that
way
they
have
approximately
that
four
inch
space
like
you
saw
on
the
original
pictures
that
are
on
there.
So
that's
something
that
we're
gonna
we're
working
with
the
manufacturer
on,
because
these
are
custom
window
that
we
have
to
specify
with
the
manufacturer,
so
we're
working
on
that
with
them.
O
So
that
way
they
have
equal
spaces
and
they
look
appropriate
and
and
yes,
the
the
main,
the
roll
up
garage
door
is
just
a
same
like
your
santa
insulated
steel
panel
door
and
the
side
garage
door
is
similar
to
the
cellar
door,
which
will
be
the
class
pro
smooth.
F
F
C
Okay,
does
the
public
have
any
comments
or
questions?
No,
okay,
we'll
go
close.
The
public
comment
on
that.
Is
there
any
more
board
discussion
on
this?
Pat?
Do
you
have
any
questions?
No,
okay,
since
we're
doing
some
changes
to
this
application.
Do
we
need
to
amend
it,
or
can
we
approve
it
the
way
this
is
since
I
know
you
talked
about
roof
and
some
other
things,
and
I
don't
want
to.
A
C
H
To
be
clear
on
one
thing
is
the
garage
door,
the
pedestrian
door?
That
was,
I
think
he
said
it
was
gonna,
be
a
solid
door.
It's
not
gonna
be
matching.
The
house
am
I.
C
Pedestrian
door,
okay,
yeah!
So
do
we
have
any
one
that
wants
to
make
a
motion
on
this.
C
I
I
could
make
a
suggestion
that
it
would
be
to
move
to
either
approve
or
deny
I'm
assuming
it's
in
the
affirmative
to
approve
the
application,
as
submitted
with
the
listed
conditions
and
also
to
add
the
additional
roof
replacement
for
the
accessory
structure,
the
garage,
as
well
as
the
pedestrian
door
with
the
materials.
As
stated
on
the
record-
and
you
can
just
say
I
make
that
motion
since
it's
on
the
record.
Okay,.
C
And
the
emotion
is
approved,
get
your
permits
make
sure
you
do
what
you
need
to
do
get
with
pat.
If
you
have
any
questions
and
now
do
we
have
staff
comments.
A
C
No
okay,
okay!
I
apologize.
I
am
having
a
very
difficult
time
hearing.
Are
there
any
board
comments,
then
I'm
going
to
call
the
meeting
adjourned
at
7,
16.
