A
A
B
Sitting
outside
so
long,
no
we'll
call
this
meeting
to
order.
B
B
Okay,
we
go
next
to
approval
for
the
minutes.
Now.
These
are
the
minutes
for
july
17th.
I
believe
12
12.,
okay,
I'll
move
to
approve
okay,
oh.
C
B
B
Yes,
okay,
quasi-judicial,
can
we
go
through
that.
D
This
is
a
quasi-judicial
proceeding
where
the
heritage
preservation
board
acts
in
a
quasi-judicial,
rather
than
a
legislative
capacity
at
a
quasi-judicial
hearing.
It
is
not
the
board's
function
to
make
law,
but
rather
to
apply
law
that
has
already
been
established
in
a
quasi-judicial
hearing.
The
board
is
required
by
law
to
make
findings
of
fact,
based
upon
the
evidence
presented
at
the
hearing
and
apply
those
findings
of
fact
to
previous
established
criteria
contained
in
the
code
of
ordinances
in
order
to
make
a
legal
decision
regarding
the
application
before
it.
D
The
board
may
only
consider
evidence
at
this
hearing
that
the
law
considers
confidence
substantial
and
relevant
to
the
issues.
If
the
competent,
substantial
and
relevant
evidence
at
the
hearing
demonstrates
that
the
applicant
has
met
the
criteria
established
in
the
code
of
ordinance,
then
the
board
is
required
by
law
to
find
in
favor
of
the
applicant.
By
the
same
token,
if
the
competent,
substantial
and
relevant
evidence
at
the
hearing
demonstrates
that
the
applicant
has
failed
to
meet
the
criteria
established
in
the
code
of
ordinance,
then
the
board
is
required
by
law
to
find
against
the
applicant.
B
D
D
D
B
Okay
steph:
can
you
go
through
our
application
this
for
application?
I
just
had
it
here:
21
126,
for
a
sign.
F
F
F
The
signs
are
proposed
for
two
on
the
front
facade
and
two
on
the
ring
street
side
facade.
These
are
going
to
be
a
pvc
lettering
painted
not
illuminated
and
the
signed
total
square
footage
of
for
each
facade
complies
with
the
land
development
code.
F
And
I
tried
to
kind
of
paste
that,
on
the
picture,
as
you
can
see,
the
the
signs
will
be
on
the
stucco
smooth
stucco
finish.
This
has
a
decorative
flat
roof
edge
that
has
these
picture
frame.
Insets
and
the
applicant
is,
is
kind
of
putting
the
science
between
those
decorative
insets.
F
B
E
Well,
good
evening,
please
forgive
me:
this
is
my
first
time
having
to
present
to
a
board
like
this.
This
is
a
very
simple
sign.
It's
for
my
non-profit,
which
is
got
an
acronym
flag.
It
stands
for
the
foundation
for
liberty
and
american
greatness.
We
teach
civics
and
promote
patriotism
in
k-12
schools,
and
that
means
that
we
distribute
constitutions
and
declarations
of
independence
and
federalist
papers
to
students
all
across
the
country,
and
this
name.
This
building
is
going
to
be
named
after
my
late
father,
who
helped
me
set
up
the
non-profit.
D
A
Oh,
I
see
it's
sign
placement
and
you
didn't
see
any
issues
with
that.
As
far
as
placement
goes.
B
C
Back
to
it,
application
21-126.
B
B
F
B
Okay,
that
sounds
good
comments
from
the
board.
You
can
tell
I'm
reading
right
down
the
list:
okay,
okay,
then
at
6,
38
man.
