quasi-judicial,

legislative
capacity

a
quasi-judicial
hearing,
it
is
not

board's
function
to
make
law,
but
rather
to
apply
law

already
been
established
and
a
quasi-judicial
hearing.
The
board
is
required
by
law
to
make
findings
of
fact,
based

This
is
a
request
to
establish

adult
day
care
center
in
the
neighborhood
business
zoning
district,
and
this
proposal

renovate

existing
building

facility

this
will
operate
strictly
during
the
daytime
and
transportation
for
the
seniors
for
the
adult
daycare
will
be
provided
to
and
from
the
building.

will
be
meals,
served
prepared,
off-site
and
catered,
and
there
is
no
expansion
of
the
existing
building
floor
area.

was
previously
occupied
by
the
Uni
time,
Fitness
that
moved
closer
to
town,
so
this
has
been
a
vacant
commercial
building.
Since
then,
the
TRC
reviewed
this
at
their
meeting
of
November
7th
2019
and
approved
the
recommended
approval.
The
respect
to
item
2
this
again,
this
area
is
occupied
by
basically
medical
uses
office
uses
some
commercial
retail.
The
hospital
is
nearby.

There
are
condominiums
to
the
west
and
again
this
is
a
relatively
low
business
of
low
intensity
and
traffic
impact
is
minimal
due
to
the
transportation
provided
for
the
clients
and
the
daytime
hours
will
ensure
that
the
nearby
residential
uses
are
not
impacted.
This
space,
this
commercial
building,
is
already
served
by
facilities,
parking
access,
solid
waste,
pickup,
all
those
amenities
and
facilities,
and
it
is
considered
to
be
compatible
with
the
existing
and
planned
uses
in
this
area.
This
use
is
consistent
with
the
city's
comprehensive
plan.

Again,
the
site
is
served
of
water
wastewater,
solid
waste
pickup
and
will
not
require
the
city
to
extend
public
services
and
will
not
adversely
affect
the
city's
ability
to
serve
it.
This
is
an
acceptable
and
desirable
use
of
this
currently
vacant
commercial
space,
and
it
supports
the
orderly
development
of
the
neighborhood
business.
District
staff
is
recommending
approval
of
the
full
resolution.

That

and
everything

that

it

emergency
preparedness
packet
has
to
be
approved
yearly,
so
both
for
home
health
agencies
and
adult
day,
as
well
as
long-term
care,
assisted
living
things
like
that.

Just
a
quick
little
overview
about
myself
and
my
husband
I've
been
a
geriatric
nurse
practitioner
for
20
of
my
25
years
of
practice.
As
a
nurse,
my
husband's
been
a
pharmacist
for
way
longer
than
that.
We
had
an
adult
daycare
up
in
New
Jersey
for
12
years
and
moved
down
here
and
that's
one
of
the
things
I
think
that
would
be
an
excellent
addition
to
Pinellas
County,
currently
serving
north
of
580.

Right
now
is
one
adult
daycare
that
just
opened
and
that's
neighborly,
Care
Network
just
transformed
their
meal
center
into
an
adult
daycare
and,
of
course,
will
be
right
across
the
street
from
the
hospital,
but
one
of
the
biggest
challenges
I
think
our
seniors
find
is
cost
effectiveness,
which
it
costs
a
minimum
of
twenty
twenty
to
twenty-five
dollars
a
day
for
home
health.
An
hour
it's
you
know,
assisted
living
nursing
home.

So
this
is
just
a
really
cost
effective
solution,
I
think
for
our
seniors,
as
well
as
for
the
hospital
being
from
our
clinical
backgrounds,
which
is
sadly
enough
kind
of
rare
and
adult
daycare.
A
lot
of
the
folks
that
do
this
did
something
else
other
than
anything
clinical.
They
don't
have
the
nursing
or
the
pharmacy
background,
but
I
know
that
we
can
also
help
keep
our
folks
from
re-entering
the
hospital
again
using
some
clinical
standards
and
stuff,
so
we're
very
excited.

Retro
is
being
modeled
after
our
folks
that
are
part
of
the
Korean
War
error
and
the
Vietnam
error.
Most
of
our
World
War,
two
folks
are
gone
now
when
I
graduated
years
ago.
That
was
who
we
focused
on
and
if
you
have
the
honor
to
meet
one
of
those
folks
now
that's
quite
a
blessing
because
there's
not
many
of
those
folks
left
SARS
is
modeled
after
1950s
and
1960s
theme
from
customer
service
all
the
way
up
to
you,
even
the
physical
operations
of
the
plant.

is
going
to
be
designed
like
an
old
town
from
the
1950s
inside.
Our
vans
are
getting
wrapped
like
old
woody
wagons,
with
surfboards
on
top
and
a
little
fuzzy
dice
with
Hawaiian
girls,
and
we
are
gonna,
enter
the
50s
and
the
60s
back
with
these
folks,
again
kind
of
really
encouraging
them
to
have
some
quality
of
life
and
a
purpose
and
there's
more
to
retirement
than
bingo
and
pull
noodle
volleyball.
So
we're
very
excited
to
be
doing
this
and
look
forward
to
be
doing
it
here
in
Tarpon.

ordinance

written

pay

fund
rather

do

art,
that
payment
is
due
prior

building
permit
being
issued.

Applicants
aren't
as
encouraged
to
do
the
public
art
with
this

this
ordinance
because
of
the
conflicting
timing
of
those
two
things.
Sometimes
we
do
have
applicants
who
choose
public
art
in
order
to
basically
allowing
the
permit

be
issued
and
then
changing
their
minds
later
and
saying
they
want
to
pay
lots
of
staff.
Time
goes
into
that,
and
you
know
that
is
something
that
has
been
an
issue,
so
we
wanted
to
make
them
both
do
at
the
same
time,
which
is
basically
the
certificate
of
occupancy.

has
been
rewarded
to
say
the
final
inspection
they
can
either
pay
or
they
can
will
have
finished
their
art
project,
and
that
way
you
don't
have
a
interim
time
where
there
may
be
a
question
as
to
what's
going
to
be
actually

with
