From YouTube: Planning and Zoning Board December 14, 2020
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Sir
yeah,
we
did
we
heard
from
two
members
who
won't
be
coming.
Mr
corey,
honest,
mr
andreiodas,
and
I
don't
think
we
heard
from
anyone
else
kim
okay.
A
Okay,
all
right
then
call
to
order
the
december
14th
regular
meeting
of
the
tarpon
springs
planning
and
zoning
board.
Can
I
have
a
roll
call,
please.
B
A
All
right,
we
have
a
quorum
item
number
two
on
the
agenda
is
approval
of
the
minutes.
We
have
september
21st,
we
had
a
correction,
I
take
it
and
november
16th.
We
have
the
minutes
to
review.
D
All
right,
then,
I
will
a
motion
to
approve
this
september
21st
meeting
minutes
as
corrected
a
second.
D
A
E
This
is
a
quasi-judicial
proceeding
where
the
planning
and
zoning
board
acts
in
a
quasi-judicial
rather
than
a
legislative
capacity
at
a
quasi-judicial
hearing.
It
is
not
the
board's
function
to
make
law,
but
rather
to
apply
the
law
that
has
already
been
established
in
a
quasi-judicial
hearing.
The
board
is
required
by
law
to
make
findings
of
facts
based
upon
the
criteria
evidence
presented
at
the
hearing
and
apply
those
findings
of
fact
previously
to
previously
established
criteria
contained
in
the
code
of
ordinances
in
order
to
make
a
legal
decision
regarding
the
application
before
it.
E
The
board
may
only
consider
evidence
at
this
hearing
that
the
law
considers
competence,
substantial
and
relevant
to
the
issues.
If
the
confident,
substantial
and
relevant
evidence
at
the
hearing
demonstrates
that
the
applicant
has
met
the
criteria
established
in
the
code
of
ordinance,
then
the
board
is
required
by
law
to
find
in
favor
of
the
applicant.
By
the
same
token,
if
the
competent,
substantial
and
relevant
evidence
at
the
hearing
demonstrates
that
the
applicant
has
failed
to
meet
the
criteria
established
in
the
code
of
ordinance,
then
the
board
is
required
by
law
defined
against
the
applicant.
E
Hearing
none
anyone
wishing
to
speak
this
evening.
If
you
could,
please
raise
your
right
hand
to
be
sworn
in.
E
Via
zoom,
okay,
perfect,
do
you
swear
or
affirm
that
the
testimony
you're
about
to
give
is
the
truth,
the
whole
truth
and
nothing
but
the
truth.
I.
B
F
A
All
right
item
number
four:
is
application:
20-142
rezoning
of
0.24
acres
at
455,
cypress
street
rezoning
it
from
r-70a,
which
is
single-family
district
to
r-60,
which
is
one
and
two
family
residential
district?
Do
we
have
a
staff
report?
Please.
B
B
And
this
is
a
rezoning
for
bobby
papadages
at.
B
B
And
the
future
land
use
category
is
residential
urban,
which
is
more
usually
associated
with
our
60
and
our
70s
zoning.
In
this
case,
we
have
r
70a
a
single
family
zoning
which
is
usually
associated
with
residential
low,
and
this
property
is
a
basically
a
parcel
of
the
tarpon
springs
official
map
from
1917.
B
You
saw
rezoning
recently
to
the
west
of
this
property
in
this
area
is
kind
of
a
a
mix
of
different
lot
sizes
and
a
couple
of
small
plats
from
that
old
official
map.
So
we
have
different
sizes
of
property
around
this
one.
This
area
is
characterized
mainly
by
single-family
residential
development
and
again,
the
project
will
need
to
undergo
review
by
the
city's
heritage
preservation
board
for
conversion
into
a
duplex.
B
B
B
Okay-
and
I
apologize
for
that-
yeah,
it's
labeled,
I
think
in
the
staff
report,
but
yeah
the
slide.
Slideshow
didn't
have
it
so
I've
corrected
that
and
it
is
shown
on
on
this
slideshow.
B
B
That's
okay,
yeah,
my
fault.
I
think
I
did
miss
that
in
the
original
slideshow.
So
I've
corrected
that,
so
it's
felt
that
the
area
is
compatible
with
the
comprehensive
plan
with
public
facilities.
B
B
B
B
D
D
I
don't
have
a
problem
with
this.
My
only
concern-
and
I
need
to
ask
you-
is:
are
we
setting
a
you
know
why?
Why
are
we?
Are
we
gonna
have
these
r70
properties
because,
quite
frankly,
they
could
all
start
falling
like
dominoes.
If
you
give
one
you're
gonna
have
to
give
the
other,
and-
and
so
that's
just
that's
just
I
don't
know
how
the
city
wants
to
address
that.
But
you
know
why
habit
r70
if
you're
gonna
just
start
letting
all
these.
B
D
B
And-
and
that
is
something
that
we
did
kind
of-
have
a
good
discussion
on
its
staff,
because.
B
And
at
this
point,
as
if,
if
further
requests
come
in
we'd
like
to
review
each
one
on
it
on
its
own
merits,
now
the
one
to
the
west
would,
you
know,
would
have
allowed
a
single
family
and
when
it
was
split,
the
intent
was
to
build
two
single
families.
So
there
is
no
possibility
of
a
duplex
on
on
those
lots.
Those
have
been
split
based
on
that.
We
we
did
recommend
and
this
board
didn't
approve,
recommend
approval
and
they
did
get
approval
at
the
board
of
commissioners.
B
We
would
like
to
look
at
in
the
upcoming
comprehensive
plan
review,
because
the
future
land
use
does
not
match
that
zoning
and
staff
would
like
to
do
an
analysis.
I
did
a
little
bit
of
overall
analysis
of
the
area
just
to
in
the
evaluation
of
this
application,
we'd
like
to
research,
the
history
of
why
it
is
r-70a
and
see
if
that's
something
that
this
board
and
the
board
of
commissioners
want
to
look
at
to
promote.
B
D
As
it
comes
in,
I
do
have
another
follow-up
question,
because
this
is
an
old
subdivision.
Like
you
said,
it
goes
back
to
the
turn
of
the
century.
B
D
And,
and
as
much
as
it's
it's
his
own
single
family
are
there
in
the
neighborhood
that
were
grandfathered
in
or
or
that
have
been
there
quite
some
time,
multi-family
residences
that
are
already
that
were
there
previously
or.
B
I'm
not
sure
about
that.
I
didn't
look
at
the
entire
neighborhood.
I
I
kind
of
looked
up
and
down
the
street
a
single
family.
There
are
some
larger
parcels
and
I
believe
I
do
know
there
are
a
couple
of
parcels
in
this
name
in
this
r-70
kind
of
chunk
that
have
multiple
single
families.
So
so,
if
you
look
on
the
appraiser,
it
says
single-family
more
than
one
house
per
lot.
B
I
want
to
say
there's
three
or
four
of
those
you
know
older
properties,
so
there
could
be
some
multi-family
at
duplex
as
well.
So.
B
G
Sorry
I
was
trying
in
the
wrong
spot.
I
apologize.
I
don't
have
anything
further
unless
there's
particular
questions
that
I
could
address
but
other
than
what
was
already
submitted
within
the
application,
and
I
don't
have
anything
extra
to
offer.
A
B
F
A
A
A
All
right,
very
good
item
number
six
is
board
comments.
Do
we
have
any
board
comments.
A
This
this
is
going
to
be
a
new
record.
I
think
item
number
seven
is
adjournment.
I
guess
we
stand
a
journal.
D
Well,
I
do
have
a
comment.
Wish
everybody
merry
christmas,
oh.
