Description
House Agriculture and Natural Resources Committee - March 31, 2021 - House Hearing Room 3
A
A
Thank
you,
mr
clerk.
Just
before
we
get
started
here
with
anything
any
of
those
of
you
in
the
audience
who
are
newly
appointees
we're
going
to
do
our
regular
business
before
we
get
to
that.
So
just
hang
with
us
for
a
little
bit
and
we'll
get
to
you
shortly.
So
without
that
personal
orders,
anyone
with
personal
orders
today
any
comments
seeing
none.
Then
we
will
move
on
into
our
calendar.
Speaker
marsh.
You
are
recognized
on
house
bill,
1286,
sir.
A
I
don't
believe
we
have
an
amendment.
Is
that
correct?
No
sir,
I
don't
believe
we
do
all
right,
sir.
You
are
recognized
for
the
explanation
of
house
bill
12.
C
C
The
legislation
specifies
the
non-profit,
tennessee
state,
fair
association,
in
conjunction
with
wilson
county
promotions,
incorporated
the
organization
of
volunteers
who
conduct
the
wilson
county
fair
to
operate
the
state
fair
wilson
county,
fair,
has
a
strong
volunteer
base
with
over
1600
volunteers
who
contribute
over
91
000
hours,
and
we
believe
that
wilson,
county
fairgrounds,
is
an
ideal
location
for
the
tennessee
state.
Fair.
C
The
50
million
dollar
facility
includes
280
acres,
117
000
square
feet
of
livestock
facility,
78
000
square
feet
of
expo
center
seven
buildings
with
sixteen
thousand
in
square
feet
in
a
26,
000
square
foot,
arena
86
acres
of
parking,
and
this
is
what
it
gets
all
the
paperwork,
ready
that
this
can
happen
and
in
the
governor's
budget,
there's
proposed
five
million
dollars
to
go
toward
making
this
happen
without
taking
questions.
Ladies.
A
A
A
D
Thank
you.
The
bill
is
basically
so
that
it
creates
a
lifetime
sportsmanship
license
for
adopted
children
who
reside
in
this
state,
which
entitles
such
a
child
child's
legally
designated
guardian
to
apply
for
the
license
on
the
child's
behalf
up
until
the
up
until
the
child
is
13
years
of
age,
and
this
will
be,
they
have
to
do
it
within
36
months
of
adopting
that
child.
A
Are
the
questions
for
the
sponsor
on
the
amendment
seeing
none,
we
will
be
voting
to
add
an
amendment
to
house
bill.
641
all
in
favor
will
say
aye
I'll,
oppose,
say
no
we're
back
on
the
bill
as
amended.
Are
there
do
you
have
further
comments
or
statements
to
make
other
questions
for
the
for
the
sponsor
on
the
bill
as
amended,
seeing
none,
we
are
voting
to
send
house
bill
641
to
calendar
and
excuse
me
I'll.
Take
that
back
all
in
favor
will
say
aye
all
opposed,
say
no.
Nice
have
it.
Thank.
A
A
B
And
so
what
this
bill
does
is
it
gives
veterans
that
are
have
100
service,
connected
disability
50
off
of
their
stay
at
state
parks
for
up
to
three
days,
and
with
that
I'll,
take
any
questions,
questions.
A
A
I
will
move
that
one
down
a
couple
of
spaces,
hoping
that
he
will
come
in
we'll
move
on
to
house
joint
resolution
218
by
representing
grills.
A
Motion
in
a
second
to
confirm
this
appointment,
representative
grills,
do
you
have
further.
A
A
F
Thank
you,
mr
chairman.
I
just
wanted
to
take
a
second
to
welcome
wally,
good
friends
for
a
long
time
through
the
years
being
that
I,
of
course,
live
just
south
of
rusty's
district
and
a
good
family
friend,
I'd
like
to
say
hello,
to
also
to
his
lovely
wife
over
here,
tracy
I'll
attest
to
his
judgment
and
decision
making
based
on
his
his
his
wife.
So
anyway,
I
just
want
to
say
hello.
I
won't.
F
I
won't
get
into
asking
any
questions
about
your
experiences
through
the
years
with
wildlife
or
staying
within
the
limits
of
everything.
So
anyway,
just
great
to
have
you
here
great
to
see
you
on
this
commission
appreciate
your
your
willingness
to
serve
and
look
forward
to
working
with
you.
Thank
you.
A
E
Thank
you,
mr
chairman,
also
I'd
like
to
add
how
important
it
is
to
have
farmers
on
the
twra
commission,
because
they
have
to
work
hand
in
hand
the
twres
to
work
hand
in
hand
with
the
with
the
agriculture
community
on
a
daily
basis
and
have
someone
that
understands
how
they
can
affect
agriculture
or
production.
Agriculture
is
extremely
valuable
to
our
part
of
the
world,
so
it's
great
to
have
you
on
there
to
give
your
perspective
and
to
represent
northwest
tennessee.
A
A
Let's
see,
there's
representative
vaughn
we'll
go
back
to
you
now
on
house
joint
resolution.
233..
A
B
A
A
H
You,
mr
chairman
and
committee,
it's
my
great
honor
to
introduce
you
today
to
a
nominee
for
the
twra
commission
spot
this
young
man.
When
I
first
met
him
was
a
city
boy
that
didn't
know
how
to
hunt
and
fish,
and
he
just
was
struggling
on
the
mean
streets
of
collierville,
and
I
took
him
in
no,
no,
not
kids.
H
No,
I
want
y'all
to
meet
my
good
friend
bill
cox.
Bill
cox
has
been
a
we've,
been
family
friends
for
a
very,
very
long
time
he's
an
experienced
outdoorsman
he's
actually
had
spent
time
on
the
commission.
He's
an
experienced
voice,
he's
got
institutional
knowledge,
but
more
so
than
that
he's
a
man
of
honor
and
integrity
been
a
as
I
said,
I've
been
friends
with
his
family
for
many
years.
His
dad
was
actually
one
of
my
first
political
mentors,
and
so
I
am
honored
to
present
his
name
into
nomination.
H
A
You,
sir,
would
you
like
to
make
a
a
few
remarks
for
us?
I
You
we
are
out
of
session,
and
I
appreciate
being
here
and
the
nomination,
as
I
said
earlier
in
the
senate
committee,
that
the
wildlife
commission
appointment
is
a
huge
trust
and
responsibility
that
the
state,
legislator
and
governor
asked
the
commission
to
oversee
in
the
agency.
A
Anyone
have
any
questions
or
comments
from
mr
cox,
seeing
none
we'll
be
voting
to
confirm
this
appointment.
All
in
favor
will
say
aye.
We
have
to
go
back
into
section.
I'm
sorry
now
we're
voting
on
the
confirmation
on
house
joint
resolution,
233
from
mr
cox,
all
in
favor,
say
aye,
all
opposed
saying.
No,
that's
happened.
Thank
you
goes
to
calvin
rules
reps
and
devon.
Thank
you,
sir.
A
That
brings
us
to
house
joint
resolution
219,
and
I
have
the
pleasure
of
presenting
to
you
today,
mr
stan
butt,
who
has
been
nominated
for
that
appointments.
If
mr
butt
is
here,
we
will
go
out
a
session
to
hear
from
him.
Yes,
sir,.
A
All
right
house,
j,
hjr
219,
confirms
mr
stand:
abutment
butts
to
appointment
to
fish
and
wildlife
commission.
Would
you
have
a
few
remarks
you'd
like
to
make
stan
thank.
J
You,
sir,
I'm
honored
to
be
appointed
by
governor
bill
lee.
I
grew
up
in
a
little
rural
community
of
portland
tennessee
north
of
nashville.
My
granddaddy
bought
me
a
shotgun
410
at
the
age
of
10.
My
grandmother
taught
me
how
to
fish
when
I
was
just
a
toddler
and
on
a
cane
pole
in
a
red
worm
and
I've
been
hunting
and
fishing
ever
since,
in
my
college
years
I
my
degrees
in
wildlife
management.
I
worked
with
the
game
and
fish
biologist
in
putnam
county.
J
We
did
a
lot
of
field
work,
called
wildlife
field
techniques
and
as
a
senior
I
was
fortunate
to
take
those
graduate
courses
and
for
those
of
you
that
might
not
know
we
have
a
population
of
pheasant
or
what's
left
of
them
on
the
plateau,
we
did
some
crow
and
counts.
We
did
cool
in
counts
for
dove.
We
checked
the
population
of
flying
squirrels
at
pickett
state
park,
so
I've
got
experience
there.
I
worked
at
katusa
wildlife
management
area
and
pulling
jaw
bones
of
deer,
assessing
the
age
of
deer
and
populations.
A
A
Thank
you
very
much.
I
will
mention
that
stan's,
better
half
used
to
be
a
part
of
this
assembly,
representative
sheila,
but
so
I'm
glad
she
let
him
come
up
here
today
to
talk
with
us.
She.
J
E
Be
sure
to
tell
you
hello:
do
you
have
any
other
questions,
mr
butt?
All
right,
we'll
go
back
in
session
just
to
make
sure
that
we
have
a
motion
in
a
second
on
this.
Can
I
get
a
motion
and
a
second
all
right?
Do
we
have
any
other
comments,
all
in
favor
say
aye
aye
any
opposed
goes
to
calendar
on
the
rules.
Thank
you,
mr
butt.
E
A
E
A
K
All
right
chairman,
ladies
and
gentlemen,
thank
you
all
for
having
me
here
today.
My
name
is
monty
ballou.
To
tell
you
just
a
little
bit
briefly
about
myself,
I'm
a
29-year
veteran
of
law
enforcement.
I
started
out
with
the
tennessee
highway
patrol
work
in
various
counties
across
the
state
and
right
here
in
the
legislature
as
well.
K
I
have
experience
as
a
twra
boating
officer,
working
tennessee,
river
and
kentucky
lake,
and
I
was
lucky
enough
to
be
a
four-term
elected
four-term
sheriff
of
henry
county,
I'm
currently
in
a
role
as
chief
of
police
at
university
of
tennessee
at
martin
and
in
joining
that
new
role.
I
am
a
utm
graduate
with
a
bachelor's
degree.
I've
also
been
able
to
graduate
from
the
tennessee
law
enforcement
training,
academy,
thp,
trooper
academy
and
also
the
fbi
national
academy.
In
quantico,
I'm
a
25
year
hunter
safety
instructor
2004.
K
That
directly
affects
a
lot
of
things:
our
economic
impact
and
fishing
on
the
tennessee
river
in
kentucky
lake
avid
dog
trainer
and
started
a
program
called
deputies
for
the
hungry,
where
we
had
inmates
actually
processed
225,
250
deer
a
year,
and
then
we
donated
the
deer
meat
back
to
the
henry
county,
residence
as
a
donation
been
hunting
and
fishing
since
age,
five
and,
as
they
always
say,
as
luke
bryan
hunting
fishing
loving
every
day.
Thank
god.
He
made
me
this
way
and
that's
who
I
am.
K
I
just
look
forward
to
giving
something
back
to
the
sport.
That's
given
so
much
to
me,
I'm
50
years
old
and
I
still
like
to
hunt
and
fish,
and
but
I've
got
to
the
point
where
I
want
to
give
something
back
to
the
sport.
That's
given
so
much
to
me.
One
and
I
really
enjoy
the
sunrises
and
sunsets
and
watching
my
dog
work
and
twra
has
always
been
near
and
dear
to
my
heart.
So
hopefully
I
can
give
something
back
to
to
the
agency
and
to
the
support.
That's
given
me
so
much
over
the
years.
E
Okay,
mr
ballou,
I
don't
know
how
I
don't
know
how
you're
gonna
have
time
to
serve
on
the
commission
with
all
those
things
going
on.
K
Well,
I've
retired
from
a
lot
of
them,
ut
martin's,
my
main
gig
in
traveling
with
the
football
team,
as
mr
darvey
knows,
and
came
up
here
last
weekend
and
lost
a
close
one
to
tsu,
but
we're
back
home
this
week.
So
utm
is
where
I'm
where
my
heart
is.
But
number
two
is
going
to
be
closely
at
twi.
We're.
I
Mr
monument,
it's
a
pleasure
to
have
you
up
here
and
I
just
want
to
attest
to
the
fact
that
twra
is
stronger
with
him
on
the
board.
I've
got
to
know
mr
blue
there
and
we
all
take
a
oath
up
here
to
to
serve.
But
when
you
put
your
body
and
mind
both
in
it
serve
and
protect
hey,
I
can
attest
that
he's
done
it.
So
a
pleasure.
K
L
And
I
have
known
mr
blue
for
many
many
many
years,
and
he
and
I
both
come
from
henry
county
and
ended
up
in
both
of
us-
ended
up
in
jackson
for
a
little
while
and
I've
known
him
ever
ever
since,
but
he's
probably
better
known
for
hunting
homo
sapiens.
L
I
think
in
the
past,
in
his
law
enforcement
days,
he's
been
on
a
number
of
really
neat
encounters
where,
where
some
really
bad
folks
needed
to
be
apprehended-
and
he
used
some
very
neat
techniques
to
to
take
them
down,
so
he
will
certainly
be
an
asset
to
this
state
in
this
capacity
as
he
has
been,
and
so
many
others.
So
I
appreciate
you
being
willing
to
serve.
B
K
K
You
know
I've
got
a
few
in
my
backyard.
I
see
them
on
the
side
of
the
road
all
the
time,
but
I've
never
trapped
them,
but
we,
I
think,
will
your
t.w.r
ought
to
have
an
open
season
on
them.
M
E
We'll
go
back
into
session,
we
do
have
a
motion,
a
second
on
this
htr,
all
in
favor,
say
aye
any
opposed
on
the
calendar
rules.
Thank
you.
Let's
go
back
to
item
14
hdr
0,
hjr0220,
chairman
hawford,
you
are
recognized.
A
G
Thank
you.
Thank
you,
mr
chairman
and
members
of
the
committee.
My
name
is
chris
vaney.
I
live
in
hamilton
county
and
it
was
an
honor
to
be
appointed
by
the
governor
to
this
position.
I
know
how
important
it
is.
I
believe
there's
only
been
about
130
members
to
ever
serve
on
this
commission,
so
it's
an
honor
to
be
hopefully
be
part
of
it.
I
I
want
to
let
you
know
just
a
little
bit
about
my
background.
G
I
have
a
heritage
in
hunting
and
fishing
and
and
just
like,
stan
and
monty.
I
think
I
was
five
years
old
when
I
first
started
with
my
grandfather
and
matter
of
fact,
I
got
my
hunting
training
certificate
in
1979,
which,
at
the
time
I
grew
up
in
texas,
was
not
you
didn't
even
have
to
have
to
have
it
like
that,
and
so
it's
been
a
very
important
part
of
my
heritage.
G
I
think
it's
important
to
carry
on
that
legacy
and
I've
taught
my
four
kids,
my
three
sons
and
daughter
how
to
hunt
and
to
fish.
They
all
know
how
to
do
that,
and
so
I'm
going
to
take
that
experience
to
to
this
commission
I'll
also
say
this,
and
I
think
most
of
you
know
me,
and
I've
worked
with
most
of
you
in
some
capacity.
G
G
E
N
Thank
you,
mr
chairman,
and
mr
devaney
you'll,
be
representing
my
my
region
of
the
state
and
just
wanted
to
say
we're
very
happy
to
have
you.
We've
served
together
in
in
various
capacities
in
the
past
and
appreciate
what
you
said
about
keeping
the
legislature
close
and
and
and
keeping
that
open
line
of
communication,
but
look
forward
to
having
you
on
the
commission
appreciate
your
willingness
to
serve.
Thank.
D
I
will
say
back
in
the
day
when
chris
devaney
was
chairman
of
our
state
party.
He
helped
me
a
lot
and
I
made
several
phone
calls
to
him
and-
and
I
appreciated
him
then-
and
I
am
honored
to
get
to
cast
a
vote
for
you
today
for
this
position.
I'm
sure
you'll
do
a

O
Yes,
I
managed
cleveland.
This
will
be
my
second
time
term
on
the
board.
I
think
it
is
a
wonderful
opportunity
for
the
state
to
do
good
for
the
state,
I'm
here,
probably
because
I've
served
two
terms
as
president
of
the
foothills
land
conservancy,
which
has
saved
thirty
thousand
over
thirty
thousand
acres
in
seven
states,
while
allowing
people
to
keep
ownership
and
control
over
their
property.
O
It's
a
very
complicated
thing.
We
do
and
it's
a
complicated
business
that
this
particular
board
does
and
I've
thoroughly
enjoyed
serving
in
the
past.

We've
partnered,
with
a
number
of
organizations
around
around
the
state
to
conserve
a
lot
of
property
and
on
my
property
in
tennessee,
where
we
live,
we
have
237
acres
that
we
put
into
conservation
forever
to
protect.
E

I

years
and
have
been
part
of
that
operation
with
friends
of
radnor
lake
and
also
the
land
trust
of
tennessee
working
in
conjunction
with
preserving
and
protecting
a
lot
of
land
in
that
area
over
the
last
30
years,
and
I
just
appreciate
the
opportunity
to
serve
with
the
heritage
foundation,
trust
and
look
forward
to
serving
again.
