undermined

initiatives
that
seek
to
drive
tennesseans
further
apart.

just
put
on
requires

state
universities
to
investigate
any
complaint
within
10
days
of
receiving
the
complaint.
Each
university
will
be
required
to
annually
report
the
number
of
complaints
and
investigation
findings
to
both

senate

the
house
education
committees.

the

the

designate

foster
care
liaison
to
collaborate
with
the
department
of
children's
services
to
serve
as

contact
between

foster
student

dcs

address
educational
barriers
for
students
in
foster
care
and
assist
with
resources.
Oftentimes,
the
segment
of
foster
youth
in
a
school
can
be
a
small
and
underattended
two
population
and
students,
don't
always
know
who
they
can
go
to
for
concerns,
especially
those
that
happen
within
the
home.

This
bill
would
allow
dcs
to
create
a
powerpoint
of
such
and
best
practices
for
choosing
and
training
the
foster
care
liaisons
on
who
to
contact
signs
to
look
for
and
ways
to
work
together
for
the
betterment
of
every
student
foster
students.

the
fiscal
note
on
this
is,
of
course,
to
your
surprise,
is
not
significant
and
for
much
larger

for

something
years,
and
I've
always
really
resented
that
we
were
counted

state
employees,
but
yet
we
never
received

same
benefits
as
as
other
state
employees
and

instance,

wayne
county.

family
insurance
policy
wayne
county
teachers,
the

monthly
premium
is
1692.,
the
state
plus

local
supplement,
pays
841
and
the
teacher
has
to
pay
850
dollars

month
out
of
their
pocket

insurance,
and

know
we
talked
y'all
talked
about
last
week
about
retaining
teachers
and
teacher
sword
shortage.
This
would
be
a
huge
incentive
to
to
get
new
teachers
better
teachers
and
to
retain
good
teachers
as
well.

wayne
county
their

teachers
are
paying
50
on
a
family
and
45
on
a
single,
so

average
it
says
the
average
was
65
percent
is
what
the
state
and
local
pays.

what
the
average

a
problem
right
now,
other
leas
do
pay
more
and
counties
that
can't
afford
it

wayne,
which
is
a
distressed
county,
they're,
losing
good
teachers
to

neighboring
counties,

insurance
than
what
wayne
is
doing
so
so
they've
lost.

we
lost
a
really
good
english
teacher
two
years
ago
to
hardin
county,
because
hardin
county
pays
a
lot
more
of
the
insurance
premiums
than
wayne
does.

at

pulled,

from
hickman
county
hitman
county
pools
from
wayne
county
wayne,
county
pull,
and
it
just
goes
on
on
down
the
line
and

one
of
the
things
that
does
happen.

the
point
about
the
salary
is
for
years
and,
and
we
finally
have
gotten
this
cleaned
up
right
when
we're
going
out
of
the
bep,
but
a
lot
of
times
you
see
the
bep
salary
component,
get
you
know
a
raise,

raise

teachers
and
a
lot
of
times,
as
we
know
now
that
that
raise
doesn't
reach
them.

That
three
percent
raise
ends
up
being
a
one
percent
raise
because
it
gets
spread
around
to
other
teachers
that
aren't
included
in
the
bep
and
I've
seen
it
happen
a
number
of
times
where
hey
we're
supposed
to
get
a
two
percent
raise,
and
by
the
time
you
figure
up
the
math,
our
insurance
went
up
and
you
actually
are
losing
money
the
next
year
after
you
were
supposed
to
be
getting
a
raise.
So
I
appreciate
the
the
bill.
I
think
it
really
gets
directly
into
the
teachers.

Truthfully,
that's
the
the
problems
being
of
the
bep
formula,
because,
like
wayne
county,
they
only
fund
139
teachers,
the
bep
formula,
but
we
have
three
well.
We
have
three
elementary
three
middle
and
three
high
schools
in
the
county
and
the
way
the
funding
is.
We
have
to
have
an
extra
30
teachers
in
wayne
county,
so
the
bep
doesn't
cover
any
of
those
30
teachers
and
by
the
time
you
spread
a
four
percent
raise.
Then
it
usually
ends
up
like
a
two
percent
raise.

And

if
I'm
not
mistaken,
it
seems
like
for
every
thousand
dollar
raise
that
we
would
put
in
the
budget.

it

million

if

give

opposed
to
a
thousand
dollars
for
every
100
million
it's
pretty
high
anyway.

what

try
to
address

continues

rolled

held

finance

passes

see
how
that's
going
to

rolled

bonuses
for
our
teachers
that
perform
at
the
highest
levels,
so
what
it
does,
it
really
breaks
it
down
very
quickly
if
you're

level
four
teacher

your
on
your
growth
you'll
receive
a
thousand
dollar
bonus.
If
you're
a
level
five
teacher
on
growth,
you
receive
a
two
thousand
dollar
bonus
if
you're
a
level
four
teacher
for
growth
and
your
proficiency
scores
are
forty
percent
of
the
additional
three
thousand
dollars
on
top
of
that.

So
a
level
four
teacher
could
make
approximately
a
four
thousand
dollar
bonus
and,
if
you're
a
level,
five
teacher
with
fifty
five
percent
of
your
students
that
you
teach
proficient
there'd
be
a
four
thousand
dollar
bonus.

top

the
two
for
a
total
of
six,
it's
got
a
100
million
dollar
fiscal
note.

we're

going

curious
on
how
we're
going
to
be
funding
our
outcomes
based
in
tisa
with
teachers

get

certificate

licensure

that
they
can
put
on
their
frame
and
put
on
their
wall.
Obviously
it's
not

done

there

request

those.

it's

teacher's
certificate
licensure
that
has
full
name
of
the
educator.

know
which
certificate

licensure
was
issued,
the
date,
the
type
of
license
their
area's
endorsement,
the
reference
number
for
the
certificate

licensure

highest
level
education.

agreed

carry
this
because
if

process

it'd

to

that
