Most
of
all,
thank
you
for
being
here
and
being
involved
in
education
on
committee
conduct.
We
will
give
every
bill
that
comes
before
this
subcommittee,
a
fair
hearing.

members,
if
you
have
somebody
that
wants
to
be
recognized
when
you
present
a
bill
here,
make
sure
that
we
know
that
they're
going
to
be
assisting
you,
so
we
can
put
them
on
the
list.
Nobody
will
be

That
has
not

The
prerogatives
of
the
people's
branch
and
the
people's
house
are
in
our
safe
keeping.
We
will
use
them
to
influence
our
state
to
do
better.
Even
better
in
the
greatest
responsibility
that
we
all
have
here,

education,

job

policy,
the
board
of
education's
job
is
rule
making
and
the
department
of
education's
job
is
implementation.

said,
I
think
we
all
want
to
meet
who's
on
this
committee,
because
we
do
have
some
new
faces
up
here
and
I
will
call
on
you,
but
first
I'm
going
to
start.
My
name
is
scott
sapicki,
I'm
from
murray
county
district
64.,
which
is
south
of
nashville.
About
an
hour
I
represent
most
of
murray
county
murray
county
is
home
to
mule
day
home
to
farm
bureau,
home
to
general
motors
and
the
great
people
of
the
64th
district.
So
I'm
going
to
go
across
here,
mr
hicks.

from
east
tennessee
district,
six
washington
county,
where
the
beautiful
mountains
are
so
we
really
like
it
there.
It's
an
honor
and
a
privilege
to
to
serve
the
people
of
the
sixth
district
and
especially
on
the
education
commission
committee.
It's
a
very
important
you
know
third
grade
reading
and
and
how
kids
are
working
toward
going
into
high
school
is
a
big
thing
and
I
think
that's
what
we're
going
to
tackle
this
year.
I
like
hard
work.
I
like
staying
busy,
so
I'm
excited
for
this
year.

hill
and
it's
an

serving

state

sliver

getting
after
it
in
education.

represent
house
district
75,
which
is
benton
henry
and
stewart
counties.
We've
got
kentucky
lake
over
there,
I'm
an
attorney
of
30
years
married,
have
a
lovely
wife,
rebecca
and
two
beautiful
daughters,
madeleine
and
mary
allison,
both
in
public
high
school
and
mr
chairman.
I
just
want
to
commend
you
for
your
efforts
and
your
challenges.
I
like
challenges
too,

I
want
tennessee

be
number
one
in
schools

reagan.
I
represent
district
33,
which
is
most
of
anderson
county.
That
includes
oak
ridge
and
clinton.
We're
a
bedroom
community
for
knoxville
for
half
the
county
and
the
other
half
of
the
county
is
very
rural,
coal
mining
country.
So
it's
a
unique
district
in
a
lot
of
ways
and
I'm
proud
to
be
on
the
education
committee,
because
I
have
three
ut
campuses
in
my
district
as
well
as
one
of
the
top
10
high
schools
in
the
in
the
state.

sam
mckenzie.
I
am
representing
the
15th
district
of
knoxville,
that's
east
knoxville,
downtown
south
knoxville,
as
well
as
knoxville
college
and
the
university
of
tennessee
knoxville,
I'm
honored
to
be
here
spent
time
on
knox
county
commission,
where
I
chaired
the
joint
committee
for
education,
and
you
know
in
in
that
road.
It
started
my
zeal
and
my
zest
to
become
number
one.
So

parts

davidson
county,
so
I'm
excited
to
be
on
this
committee
with
representative
picky,
we've
been
working
together
for
a
couple
years,
so
now
you're
my
second
favorite
chairman,

chairman

so
thank

and
I
look
forward

working
with

we

resilient

district

charms
factory
we
make
all

blow
pops
in
the
world.
We
also
have
a
unilever
plant
and
everything
they
are
the
world's
largest
ice
cream
manufacturer
in
the
world,
and
it's
made
everything
under
briars.
So
if
you
like,
klondike
bars,
if
you
like
the
magnum
bars,
if
you
like
briar's
ice
cream
and
everything
else,
popsicles
that
is
in
covington
tennessee,
so
y'all,
hopefully
they'll
open
back
up
where
you
can
have
tours
again
and
you
get
your
own
carton
of
briers
and
your
spoon
is
the
lid.

a
little
help
on
that
this
bill.
What
it
does
is
it
codifies
who
is
in
charge
of
the
response
intervention?
Remember
we
just
passed
all
of
our
legislation
into
special
session
and
we
are
not
doing
away
with
the
rti
framework.
What
we're
doing
is
we're
going
to
do
things
to
help
enhance
what
the
universal
screeners
but
we're
going
to
codify,
that
the
locals
will
be
in
charge
of
the
intervention
and
how
that
takes
place.
That's
what
this
bill
does.

The
section
here
does
not
prohibit
the
state
board
of
education
from
establishing
disability
standards
that
outline
the
appropriate
consideration
of
a
student's
response
to
intervention
when
determining
eligibility
for
special
education
services
that
stands
outside
of
this,
and
then
also
it
is
the
intent
of
this
legislation
that
schools
should
be
allowed.
The
flexibility
of
local
control
to
choose
materials
based
on
the
needs
of
their
student
to
address
the
rti
intervention.

with

students
