outdated
requirements
for
cash
basis,
budgeting
and
basically,
what
it
does
is
provide
for
uniform
budget
requirements
that
align
with
generally
accepted
accounting
practices
for
all
local
governments.
Right
now
we
have
sort
of
a
hodgepodge.
Some
utility
Finance
laws
are
different
than
some
others,
so
this
would
be
provide
consistency.
It
would
also
enable
the
better
financial
management,
because
the
Comptroller
would
be
required
to
approve
the
budgets
and
would
just
be
able
to
help
these
utilities
before
they
get
into
problems.
So
with
that

would
renew

many
of
the

security,
classifications
or,
for
any

purpose,
other
than
reduction
of
the
sentence
imposed
by
the
court
plain
and
simple.

possibility

parole

probation

tax
on
that
material
and
that
that
is
a

just
a
simple
change
to
make
it.

it's
not
a
simple
change,

it
makes
it
to

even

the
Lea
contracts
out
that
the
material
is
still
tax
exempt,.

collection

code
that

contractor
or

subcontra
tractor
becomes
liable

that
sales
tax,
and
there

been
a
couple
of
situations
where
the
state

actually
gone
to

contractor.

happened
in
Cheatham
County.
Another
actually
did
happen
in
Hamlin
County
when
on
a
project
for
Walter
State,
Community
College,
so
that
they
came
to
the
contractor
for
the
sales.

intent

those

profit

certificate.

be
corrected

benefits
of
safes
and
security
devices
from
customers
coming
into
my
establishment
and
tell
me
about
instances
of
their
home
being
broken
into,
and
weapons
stolen
children
getting
access
to
weapons
and
using
them
in
bad
ways,

for
them,
you
know
hurting
themselves
or
neighbors,
or
something
like
that.

it
kind

rings
true
to
me
that
this
is
a
very
good
bill
and
even
though
it
has
some
fiscal,

constraints
to
it
that
the
money

would
be
saved

citizens,

weapons
in
a
bad
way,

mean.
If
you
look
at
a
gunshot
wound.

shows
that
can
be
anywhere

thousand
dollars
through
the
life
of
a
person.

shot.

look
at
that,
if
you
had
one

family
members

protected
by
this
bill,

it
worth

money

would
be
spent
to
pass

of

customers

locking

guns

All

Tennessee
is
a
very
gun
friendly
State.
We
have
a
lot
of
citizens
with
guns
and

of
the
stuff
that
has
been
passed
recently.

securing

guns
is

of
your
biggest

ownership
